Sadar akan hubungan-hubungan karena keturunan, letak negara dan kebudaj aan j ang lampau, j ang diwarisi oleh rakj at Indonesia dan rakjat Pilipina;
Menimbang, bahwa adalah mendjadi kewadjiban mereka untuk memelihara nilai-nilai kedjiwaan jang sama, dan untuk
memperkuat ikatan-ikatan persaudaraan jang ad.a sekarang cliantara kedua bangsa, dengan djalan kerdjasama jang rapat
dalam memperkuat ikatan-ilcatan kebudajaan mereka; Sesuai dengan dasar-dasar j ang diserukan oleh Konperensi
Asia-Afrika, diadakan di Bandung dalam tahun 1955, dan sesuai dengan andj uran untuk mengadakan perdj andj ian-perdj andj ian
bilateral dabm lapangan kebudajaan dan pendidikan seperti clinjatakan dalam pengumuma.n bersama Konperensi itu;
MEMUTUSKAN mengadakan Pers.etudjuan Kebudajaan dan untuk maksud i tu telah mengangkat sebagai wakil.nj a Jang Berkuasa
Penuh bertindak atas nama Pemerintah mereka masing-masing:

terdapat lengkap, Telah menj etudjui sebagai berikut: Pasal I Kedua Pihak Agung Jang Membuat Persetudjuan akan sating menjokong segala inisiatip, jang menurut .pandangan
mereka akan mendjamin kerdjasama kebudajaan sepenuhnja
antara mereka. Pasal II
Kedua Pihak Agim.g Jang Membuat Persetudjuan akan menggiatkan pertukaran penerbitan-penerbitan Pemerintah dan membantu organisasi-organisasi kebudajaan di-negara masing-1'1..asing untuk melaksanakan pertukaran pkerbitan-
penerbitan tentang kesusasteraan dan il.mu pengetahuan.

Pasal III Kedua Pihak Agung Jang Membuat Persetudjuan masing-

diadakannj a
siaran-siaran radio j ang tetap, j ang mengandUng penerangan tentang negara jang lain i tu clan mengembangkan suatu tj ara pertukaran film jang dibuat setempat. Akan tetapi siaran-
siaran radio dan film-film demikian itu akan bersifat non-komersiil dan mengenai kebudajaan, kesenian, ilmu pengetahuan, pendidikan dan tourisme. Siaran-siaran radio demikian oleh satu Pihak Aglmg Jang Membuat Persetudjuan
dal.am wi.lajah Pihak Agung Jang Lain dan pertukaran film tersebut alm.n disetudjui bersama oleh Kedua Pihak Agung
Jang Membuat Persetudjuan. Pasal IV Kedua Pihak Agung Jang Membuat Persetudjuan akan mengandjurkan dan mempe rmudah dibentuknj a dan bekerdj a.nj a organisasi-organisasi dan lembaga-lembaga jang bertudjuan memadjukan kerdjasama kebudajaan dan ilmiah diantara rakjat mareka, dan mendorong dilakukannj a pertukaran pendapatpendapat ilmi.ah dan teknik; kedua kegiatan tersebut harus disesuaikan dengan undang-undang dan peraturan-peraturan negara masing-I1BSing.

Kedua Pihak Agung Jang Membuat Persetudj uan akan memadjukan dan mempermu.dah pertukaran perseorangan dan rombongan-rombongan dalam la.pangan kebudaj aan umumnja,
clan bilamana saling menguntungkan1 akan memadj ukan dan mempermudah pa-tulcaran guru-guru besar, siswa-siswa dan
ahli-ahli teknik. Pasal VI Kedua Pihak Agung Jang Membuat Persetudjuan akan menggiatkan tourisme dari negara jang satu kenegara jang
lain dengan segala tjara jang lajak, jang kemudian akan ditetapkan dengan persetudjuan-persetudjuan tersendiri dengan dj alan pertukaran nota.
Pasal VII Atas dasar timbal balik, Kedua Pihak Agung Jang Membuat Persetudju.an, diw.i.lajah nasing-masing akan mengambil tindakan-tindakan j ang perlu untuk melindungi
milik-milik keilmuan dan kesenian dari kedua bangsa masing-masing, selruna hal itu belum diliputi oleh
perdjandjian

Kementerian tuar Negeri dari masing-1'.la.Sing Pihak Agung Jang Membuat Persetudjuan akan mempersiapkan persetudjuan-persetudjuan tambahan 1 jang diperlukan untuk pelaksanaan Persetudjuan sek-arang ini. Persetudjuanpersetudjuan sematj am i tu, jang diperlukan untuk mel.aksanakan tiap-tiap pokok, akan dilakukan dengan pertukaran not a.
Pasal IX Ketentuan-ketentuan dalam. Persetudjuan ini harus disesuaikan dengan undang-undang dan peraturan-peraturan mengenai keamanan dalam negeri dari ICedua Pihak Agung Jang Hembuat Persetudjuan.
Pasal X Persetudjuan ini akan diratifisir oleh Kedua Pihak
Agung Jang Hembuat Persetudjuan menurut prosedur-prosedur jang ditentukan oleh Undang-undang Dasar mareka masing-masing dan akan berlaku setelah diad.akan pertukaran piagam-piagam
pengesahan, jang akan dil.akukan di Djakarta. Persetudjuan ini akan tetap berlaku untuk wak-tu jang tidak di tentukan, sampai salah satu dari Kedua Pihak Agung Jang Membuat Persetudjuan membatalkannja dengan djalan
pemberiantahu setjara tertu.lis 1 dalmn hal mana Persetudjuan ini tidak berlaku lagi enam bulan sesudah tanggal pemberiantahu
itu.
- 6 SEMGAI BUKTI, Wakil-liakil Berkuasa Penuh tersebut dari Kedua Pihak Agung telah menanda-tangani Persetudjuan j ang sekarang ini serta membubuhi pula meterai masing-masing. DIPERBUAT DI MANILA, dalam rangkap dua pada ba.ri ini, hari ~
ke-duapuluh delapan bulan April tahun seribu sembilan ratus limapuluh sembilan, dalam bahasa Indonesia dan bahasa Inggeris; kedua-duanja naskah itu mempwijai kekuatan jang sama.
