EVENTS, INCIDENTS & OPERATIONS Star plans Busan pull-out MALAYSIAN cruise line Star Cruises, is planning to hand over Busan’ s Dadaepo passenger terminal facility to the Korean government, local government officials said today. They added that the sharp decline in Japanese passengers in the wake of the US terrorist incidents may cause the cruise line to cease operations at Busan. Dadaepo passenger terminal was jointly operated by Hyundai Merchant Marine (HMM) and Star, but with the ending of HMM sailings in May, Star has been in sole charge and has covered all operating expenses. Until early this year, the Dadaepo terminal served a total of three cruise ships; with the departure of Star’ s Superstar Taurus in mid-October for a refit, it has been unused.
Human smuggling suspected after collision off Tokyo Cambodian ship sinks after colliding with freighter (TOKYO) The Japan Coast Guard was investigating a possible case of people-smuggling yesterday after a Cambodian and a Japanese freighter collided, resulting in the Cambodian freighter sinking, an official said. The collision occurred on Sunday at around 5.50 am between the 500-ton Japanese freighter Clipper and the 1,096-ton Cambodian freighter Mascot just off the coast of Wakayama Prefecture, some 450 kilometres south-west of Tokyo, said coast guard spokesman Harumi Sasaki. 'The Cambodian ship came to a halt and the Japanese freighter hit it from the port side,' Mr Sasaki said. The Cambodian ship sank about 12 hours later, an official said. The ship's 12 crew members and 29 passengers, all Chinese, were rescued and were being questioned under suspicion of trying to enter the country illegally, Mr Sasaki said. The 29 passengers were suspected because they were not on the ship's register, said Tetsuhiro Umeno, a coast guard official at a prefectural base in nearby Tanabe city. 'They weren't official crew memebers and there were also those on the crew who had no idea they (the 29 passengers) were on board,' Mr Umeno said. The Cambodian ship was carrying materials to be used in making roof tiles, and was en route from Shanghai to Yokkaichi, Mie prefecture, some 300 kilometres west of Tokyo, the officials said. The Japanese ship, carrying heavy metal materials, was headed for southern Japan from Aichi Prefecture, 250 kilometres west of Tokyo. Its four crew members were uninjured and waiting aboard their vessel while the investigation continued, Mr Umeno said
US searching commercial ships for terrorists, illegal weapons (SINGAPORE) The US has taken its fight against Osama bin Laden and the Al-Qaeda terrorist organisation to the high seas, warning shippers to cooperate with maritime searches or risk being sunk. A bulletin has been issued to commercial shipping companies by US authorities - a copy of which was obtained by Shipping Times - warning that in its commitment to capturing Osama bin Laden and senior Al-Qaeda leaders, it would use all military assets to stop and search suspicious ships.

DAILY SHIPPING NEWSLETTER 'Anyone suspected of assisting or transporting bin Laden and/or Al-Qaeda leadership should expect to be boarded, and will risk the sinking or seizure of vessel (or downing of airplane), and will be detained and jailed,' said the bulletin. 'Any perceived hostility towards a US or Coalition naval unit during these ongoing operations will result in the destruction of the commercial vessel.' Saying that the full capabilities of US and coalition military aircraft, warships, submarines and satellites will be leveraged, the bulletin said the US Fifth Fleet and Coalition forces are now querying commercial vessels in the region, particularly those operating in and around the Pakistani coast. US, British, Australian, German and French ships are reportedly joining in the hunt, with every merchant ship leaving Pakistan being stopped and searched. On Thursday, the Panamanian-flagged vessel Kota Sejarah, operated by Singapore-based Pacific International Lines (PIL), was detained for nearly eight hours in international waters off Karachi, Pakistan, while 75 US Navy Seals and Marines from the amphibious assault ship USS Shreveport inspected cargo containers. The majority of the Kota Sejarah's nearly 300 containers were reportedly searched, with the ship eventually released when nothing suspicious was found. Aside from fears of terrorists smuggling chemical, biological or even nuclear weapons in containers, authorities are also concerned that ships could be used to secret Osama and other top Al-Qaeda members away from the region. The US Navy is also said to be searching the world's oceans and ports for some 23 merchant vessels identified in a classified list of ships by US and Norwegian intelligence agencies as being owned or controlled by Osama bin Laden and the Al-Qaeda terrorist organisation. Responding to this latest development, International Transport Workers' Federation (ITF) generalsecretary David Cockroft said: 'We warned two months ago that ships could be used to transport explosives, terrorists - or worse. 'I am sure that most, if not all, of these vessels will be flying flags of convenience (FOCs). Corruption and lack of accountability are endemic in the FOC system, which is built on two pillars: no questions asked of shipowners and no questions answered to anyone else.' Mr Cockroft went on to say that when a ship is registered with one of these flags, 'a curtain of secrecy descends', aiding terrorists and other criminals. 'As long as governments and the United Nations turn a blind eye to the way FOCs allow criminals to operate anonymously, ships will be used to transport everything from drugs and illegal immigrants to the supplies used by the Al-Qaeda men who blew up the US Embassies in Kenya and Tanzania.'
CASUALTY REPORTING Optakelen van Stolt Rotterdam nu donderdag
Uerdingen/Rotterdam _ Bergers van Smit Internationale hopen donderdag de binnenvaarttanker Stolt Rotterdam boven water te hijsen. Het schip is ruim twee weken geleden gezonken op de Rijn nadat zij door nog onbekende oorzaak was lek geraakt tijdens het lossen van een lading salpeterzuur bij de chemische fabriek van Bayer in het Duitse Ürdingen. De berging is al enkele keren uitgesteld. Eerst dreigde de deels gezonken Stolt Rotterdam te breken, later was de tanker bijna geheel onder water verdwenen door het snel stijgende Rijnwater. Uit de tanker is ten tijde van het ongeluk honderdtwintigduizend liter salpeterzuur in de Rijn gestroomd. Het schip was geladen met achttienhonderd ton salpeterzuur. Bergers hebben de resterende lading verdund in de Rijn geloosd. Drie van de vier drijvende kranen die de Stolt Rotterdam uit het water zullen takelen zijn inmiddels in positie gebracht. De bergers hebben nog een dag nodig om de bok Taklift 1 in positie te brengen. Na het optakelen zal het wrak op twee pontons worden geplaatst. Afhankelijk van de exacte schade zal worden besloten naar welke werf het schip wordt vervoerd

SHIPYARD NEWS China likely to stay world's third largest shipbuilder (SHANGHAI) China is likely to retain its position as the world's third largest shipbuilder in 2001 for the six consecutive year since 1996, industrial sources said. Vessels completed in the country's shipyards could amount to 4. 5 million tons this year, a big rise over 2000, said Yang Xinkun, deputy secretary-general of the China Association of Shipbuilding Industry. Nearly 61 per cent of the vessels built in China are exported, bringing US$7.9 billion to the country over the five years between 1996 and 2000, Mr Yang said. The country now holds 6 per cent of the world market, next only to Japan and South Korea. Vessels built in China have been exported to over 80 countries and regions worldwide, including major shipbuilding powers such as Japan, Korea, Denmark, Germany, Italy and Poland, among others. China is now able to produce the biggest and most sophisticated vessels in the world, including 175,000-ton bulk carriers, 300,000-ton oil tankers, 5,600-TEU container vessels of the 5th generation, as well as large LPG and LNG vessels

Erasmusbrug weer open voor verkeer Het wegverkeer kan weer gebruik maken van de Erasmusbrug. Ook kan de brug weer open voor de scheepvaart. Dat heeft Gemeentewerken Rotterdam bekend gemaakt. Er werd maandagavond en -nacht gewerkt aan één van de vier cilinders onder de basculeklep, die niet meer werkt. De werkzaamheden aan de Erasmusbrug gaan komend weekend weer verder. Sinds de ingebruikname, vijfeneenhalf jaar geleden, kent de Erasmusbrug problemen. Zo bleken aanvankelijk de tuien van de brug te gaan bewegen bij regen en een bepaalde windkracht en windrichting, wat de oeverbinding de bijnaam de Zwiepende Zwaan bezorgde. Verder kampte de computer die de slagbomen op de brug aanstuurt, herhaaldelijk met problemen waardoor het verkeer vastliep. Tijdens de ongeveer vier weken voor het herstel van het kapotte onderdeel, zorgen de drie overgebleven cilinders ervoor dat de brug gewoon open en dicht kan. Het verwijderen van de defecte cilinder gebeurt deze week 's nachts en levert daardoor nauwelijks hinder op voor verkeer op de weg en het water. Ook het weer op zijn plaats brengen van het onderdeel geschiedt tijdens de nachtelijke uren. TNO zoekt tijdens de reparatie van de cilinder naar de oorzaak van de problemen.

AIRCRAFT / AIRPORT NEWS Vliegtuigbespieders moeten wachten op justitie
ATHENE (ANP) - Twee Nederlanders en twaalf Britten en die in Griekenland worden beschuldigd van spionage, komen in ieder geval niet op dinsdag vrij. De rechtbank die over hun lot beslist heeft laten weten dat ze zich minstens tot en met woensdag over de zaak buigt. De rechtbank moet bepalen of er een proces komt of dat de verdachten uiteindelijk toch naar huis kunnen. De veertien werden op 8 november bij Kalamata gearresteerd omdat ze foto's hadden gemaakt van een Griekse luchtmachtbasis. Ze negeerden volgens de Griekse justitie de raadgeving geen militaire objecten te fotograferen. Die raad hadden ze al drie dagen eerder gekregen toen ze door de Griekse politie werden aangehouden en zeven uren vastgezet wegens hun belangstelling voor militaire vliegtuigen en de drang die vast te leggen op de foto. De vliegtuigspotters noemen de beschuldigingen van spionage belachelijk

Eind november 2001 vond de proefvaart plaats van het Engelse kabel reparatieschip ATLANTIC GUARDIAN (9239355), gebouwd onder Bn 986 door de werf van der Giessen-de Noord uit Krimpen a/d IJssel. In eigendom van Global Marine Systems Ltd uit Chelmsford UK gaat het schip werken voor de Atlantic Cable Maintenance Agreement (ACMA) samen met nog vier andere gelijksoortige vaartuigen waarvan er drie door Global Marine Systems beheerd worden. De ATLANTIC GUARDIAN komt in Baltimore (USA) op station te liggen om zodra in haar werkgebied op de Atlantische Oceaan een kabelstoring in een van de 40 glasvezelkabels zich voordoet er naar toe te varen en een reparatie daarop uit te voeren. De ATLANTIC GUARDIAN heeft een lengte van 103.49 meter bij een breedte van 18.00 meter. De voortstwing is diesel-electrisch dmv twee Lips azimuth thrusters en drie boegschroeven van dezelfde fabrikant.
De werkwijze.
Zonder in technische details te treden komt deze op het volgende neer; indien door twee stations aan beide zijde van de oceaan een kabelstoring wordt gesignaleerd wordt daarvan de benaderde positie gemeten. Het schip vaart naar die opgegeven positie en kan daar met de DP installatie (fabrikaat Alstom) precies blijven liggen. De ROV (Remote operated vehicle) gaat de kabel opsporen, deze wordt doorgesneden en beide einden worden van een draad met een grote boei voorzien. Beide helften worden over het achterschip aanboord gedraaid en gerepareerd. Dit is heel globaal verteld daar de hele operatie in werkelijkheid zeer complex is en gemiddeld een week duurt.
