EVENTS, INCIDENTS & OPERATIONS Lingling death toll rises
Tropical storm Lingling has stricken several provinces in the Philippines this week. At least 110 fatalities were reported and a cargo ship sank in the worst disaster in 50 years. Over 300 people are missing, officials said and the overall toll is likely to escalate. By early Friday morning, the eye of the storm had swept about 180 miles southwest of Manila to open sea. Winds reaching 65 mph have forced the storm toward the South China Sea. Forecasters warn Lingling could heighten into a typhoon. Nineteen Filipino crewmen are missing from the cargo ship that sank in the storm on Thursday. Foul weather has hindered rescue attempts. The riverside district of Mahinog reported 203 people missing. ``I saw the people, the children, the innocent who died,'' Camiguin Gov Pedro Romualdo reported to ABS-CBN television. ``It's the first time I've seen something like this.''

I still cannot believe what happened.'' About 5,000 people were evacuated from Camiguin island located 440 miles southeast of Manila, although the island's popular tourist resorts escaped serious damage. Floods devastated other areas and around 40,000 people were evacuated from Negros Occidental province. Officials declared a state of emergency. The storm wrecked power supply and flooded areas of central Leyte, Samar and Bacolod provinces.
Gasoline spill in Ohio river
An Ohio River shipping channel closed yesterday as crews mopped up thousands of gallons of fuel spilled from a barge after it collided with a metal barrier. Workers skimmed some of the gasoline from the channel river. The rest evaporated by sunlight, the Coast Guard reported. The barge was carrying 1.5 million gallons of gasoline and the punctured tanks held 315,000 gallons. Coast Guard officials said the amount spilled was not yet known. The spill stretched about half a mile downriver from Louisville. Locks were closed to contain the spill in the busy shipping lane and no injuries were reported. The barge, owned by Waxler Towing of Memphis, was heading for Marathon Ashland Petroleum in the Paducah area. Officials are awaiting the results of the captain’s drugs and alcohol test, in line with standard procedure.
Cel wegens dood door schuld na overvaring
MAINZ, 8-11-2001 - Schipper Otto Klinkenberg (42) van het ms Vintage is maandag door de rechtbank in Mainz veroordeeld tot een voorwaardelijke gevangenisstraf van zes maanden en een boete van 5000 mark wegens dood door schuld. Klinkenberg overvoer in mei bij Frankfurt een Zweeds zeiljacht. De opvarenden, twee broers van 52 en 56 jaar, kwamen om het leven. Klinkenberg heeft een dubbel gevoel. ‘Er zijn twee mensen om het leven gekomen en dat is niet niks. Maar ik heb geen fouten gemaakt en kan mezelf niks verwijten. Ik heb het jacht simpelweg niet gezien.’ Hij overweegt in hoger beroep te gaan. ‘Ik ben het niet eens met de uitspraak, maar weet niet goed wat mijn mogelijkheden zijn. Ik vraag me af of ik in Nederland ook veroordeeld zou zijn voor hetzelfde geval.’ Klinkenberg denkt achteraf dat het jacht minstens een kilometer lang in zijn dode hoek heeft gevaren. ‘We kwamen leeg van Kostheim en voeren door Frankfurt. Daar heb je twee bruggen. Beneden de eerste brug zag ik het jacht vlakbij een koppelverband. Dat was minimaal 600 meter voor ons. Onder de tweede brug, de Friedrichsbrücke, heb ik het jacht overvaren. Ik heb het van achteren aangetikt, tegen de roeiboot in de davits. Helemaal niet idioot hard, want we hadden ongeveer dezelfde snelheid, maar de pech was dat het jacht dwarsviel en onder ons schip werd gedrukt.’ Een kraanmachinist trad als getuige op en bevestigde dat beide schepen een hele tijd vlak achter elkaar voeren en dat het jacht niet uitweek. De Zweden hebben de Vintage waarschijnlijk helemaal niet gezien. Onbegrijpelijk ‘Ik voelde op dat moment wel dat er iets tegen het schip kwam, maar ik dacht aan een vlot of een ton. Ik zweer het je. Ik heb nooit aan dat jacht gedacht, want naar mijn gevoel zat dat ver voor me. Maar waarschijnlijk zijn ze tussen de twee bruggen ergens gestopt. Hebben ze gekeken of ze konden aanleggen of zo. Ik begrijp ook niet waarom we niks hebben gezien, want het was een groot jacht. Zelfs de golfslag hebben we niet gezien. Ik stond met twee matrozen in de stuurhut. We hadden een

Onbegrijpelijk.’ Strafblad Klinkenberg heeft vraagtekens bij zijn veroordeling. ‘Mijn advocaat heeft vanaf het begin gezegd dat ik op een paar jaar voorwaardelijk moest rekenen, maar ik dacht dat het zo’n vaart niet liep. Hij heeft me ook meteen gezegd dat hij niet wist hoe hij me moest verdedigen. En de pest is dat je zelf geen tijd genoeg hebt om alles uit te zoeken. Je krijgt in zo’n rechtszaal niet echt het gevoel dat de mensen verstand hebben van binnenvaart. Achteraf had ik misschien beter mijn schip een tijd kunnen stilleggen. Ik ben uiteraard niet blij met het strafblad dat ik nu heb. Ik vaar al sinds 1980 schadevrij. Dit had volgens mij iedere schipper kunnen overkomen. Ik ben er ook heilig van overtuigd dat de bemanningsleden van dat jacht zeker voor driekwart schuld hadden. Ze hadden alle papieren en diploma’s, maar geen enkele ervaring met de binnenvaart. Waarschijnlijk hebben ze me óf niet gezien, óf zich niet gerealiseerd dat wij hen vanwege die enorme dode hoek gewoon niet zagen. En het stoort me dat in de rechtszaal helemaal niet aan de orde kwam hoe fout dat jacht wellicht was.’ Grove nalatigheid Klinkenberg wijt de straf ook deels aan een incident. ‘Ik heb me meteen na het ongeluk nogal dom uitgelaten tegenover een Duitse verslaggever. Ik heb bijvoorbeeld gezegd dat het jacht, dat op weg was naar de Zwarte Zee, niet erg ver was gekomen. Stom natuurlijk. Waarschijnlijk was ik nog niet van de schrik bekomen. De officier van justitie schijnt dat verhaal in de krant te hebben gelezen en heeft daarop gedacht dat ik de aanvaring expres had veroorzaakt. Hij vermoedde dat ik ruzie met de Zweden had gehad en ze wilde terugpakken en is dat gaan uitzoeken. Hij besloot me daarom ook te vervolgen wegens ‘grob fahrverlässiges Verhalten’, grove nalatigheid, en dat vind ik echt een belediging. Dat heb ik pas achteraf gehoord van de advocaat van de moeder van de Zweden. Die advocaat was overigens ook gepikeerd, omdat mijn verzekering het jacht nog niet had betaald. Vreemd lijkt me, want je wacht toch eerst de uitspraak van de rechter af?’ Klinkenberg werd uiteindelijk veroordeeld wegen ‘fahrlässiger Tötung’, dood door nalatigheid. Volgens mr. Marius van Dam van advocatenkantoor Van Dam & Kruidenier zou Klinkenberg in Nederland hetzelfde hebben kunnen overkomen. ‘Ook hier gebeurt het, dat in geval van dodelijke slachtoffers de officier vervolgt. De officier hóeft niet te vervolgen, maar mag dat wel. En dat geldt niet alleen voor de binnenvaart, maar ook bij onschuldige veroorzakers van ernstige verkeersongelukken. Vaak hangt het ook af van de nabestaanden. Als die aandringen op vervolging, geeft de officier daar wel eens gehoor aan.’ De Vintage was op het moment van de aanvaring onderbemand met schipper Klinkenberg en twee lichtmatrozen. Er had een stuurman aan boord moeten zijn. Dodelijke ongelukken op het water als gevolg van de dode hoek leidden al eerder tot de roep om maatregelen. De Raad voor de Transportveiligheid stelt daar een groot onderzoek naar in. Tot nu toe zijn camera’s of spiegels nog niet verplicht.
Kustwacht verhuist naar Den Helder IJMUIDEN (ANP) - Het Kustwachtcentrum in IJmuiden verhuist op 23 november naar Den Helder. Een woordvoerder van de Nederlandse Kustwacht deelde woensdag mee dat het centrum wordt gevestigd op het haventerrein van de Koninklijke Marine. Het centrum is sinds de oprichting van de Nederlandse Kustwacht, in 1987, in IJmuiden gevestigd. Belangrijke taken die van daaruit worden gecoordineerd, zijn opsporing en redding van drenkelingen, rampen- en incidentenbestrijding op de Noordzee en het toezicht op scheepvaartverkeer, visserij en het milieu. Met de verhuizing naar Den Helder wordt een reorganisatie afgerond die in 1995 was ingezet. Daarbij werd de operationele leiding over de Kustwacht ondergebracht bij de Koninklijke Marine. De verhuizing heeft geen veranderingen in het takenpakket tot gevolg. Ook het alarmnummer van de Kustwacht, 0900 0111, blijft onveranderd. Op 12 december vindt de officiele opening in Den Helder plaats door minister Netelenbos van Verkeer en Waterstaat en staatssecretaris Van Hoof van Defensie

Reddingsplan voor Noordhollands Kanaal ALKMAAR - Grote stukken wal zijn uit de oevers geslagen door de golfslag die boten veroorzaken als ze door het Noordhollands Kanaal varen. Daardoor zijn de kanten van het kanaal aan een miljoenenkostende renovatie toe. Om de stand van zaken eens met eigen ogen te bekijken gingen de Statenleden van de commissie wegen, verkeer en vervoer onlangs in een boot het water op. Wat zijn de functies van het Noordhollands Kanaal? De provincie vindt dat er in ieder geval meer mogelijkheden zijn dan alleen het beroepsgoederenvervoer. Recreatie bijvoorbeeld. Maar eer het kanaal voor bredere doeleinden kan functioneren, moeten er heel wat reparaties aan vooraf gaan. In Koedijk, iets boven Alkmaar, is het beroerd gesteld met de walkant. Hier zitten gaten van ruim een meter in de oevers. Noodreparaties bieden niet voldoende soelaas en herstellen wordt een dure klus. De provincie is momenteel de schade aan het inventariseren, waar eind november het plan van aanpak uit voortvloeit. In 1995 nam de provincie de waterweg tussen Purmerend en Den Helder over van het Rijk. Daarmee kreeg Noord-Holland ook verantwoordelijkheid over het onderhoud en het beheer over het Kanaal. De provincie heeft toen een eenmalige vergoeding ontvangen van 6 miljoen gulden (2,72 miljoen euro) en krijgt jaarlijks 14,4 miljoen gulden (6,53 miljoen euro). Het eenmalige bedrag was bestemd voor achterstallig onderhoud en het wegslepen van woonboten. Het structurele bedrag is voor onderhoud, vervangingen en personeelskosten. Volgens de provincie is de huidige achterstand in onderhoud te wijten aan berekeningsfouten. Zo moesten de damwanden vervangen worden door nieuwe van metaal, terwijl hout berekend was. Te hard varen is een belangrijke oorzaak van de schade aan de wallen van het Noordhollands Kanaal. Wat dus in ieder geval als een paal boven water staat, is dat er, net als op de wal, snelheidscontroles uitgevoerd gaan worden. Tenslotte kwamen ook onvoorziene kosten voor, zoals ijsbestrijding. Statenlid G. Le Belle van D66 had al eens een oplossing geroepen: dempen. Hij beseft dat het toch wat genuanceerder ligt. ,,Dat dempen de beste oplossing is zei ik alleen om te provoceren. Toch is de beschadigde walkant van het Kanaal een groot en vooral gevaarlijk probleem. Als je uit je boot komt, verwacht je in het gras te stappen. Niet in het kanaal.'' De democraat komt met een minder rigoureuze oplossing. ,,Vrachtverkeer van de weg moet op het water'', zegt hij. ,,Als er nu één vrachtschip per dag door het kanaal gaat, mag je je handen al dichtknijpen.'' Geschiedkundige Dick Keijzer denkt daar anders over. ,,Pogingen om vrachtvervoer over water te laten gaan zijn in het verleden altijd mislukt. Behalve tussen IJmuiden en Amsterdam.'' De provincie heeft een plan bedacht onder de titel 'Integraal vaarwegbeleid'. Veelzijdig gebruik van de Noordhollandse vaarwegen moet hierin gestimuleerd worden. Zodoende krijgt het Kanaal naast beroepsgoederenvervoer en afwateringskanaal ook een functie voor recreatieve doeleinden. Daarbij wordt gedacht aan fietsen, vissen, wandelen en zwemmen. Over de precieze mogelijkheden van het Noordhollands Kanaal neemt de provincie half december een besluit.
Exxon Valdez damages 'excessive'
A US federal appeals court yesterday ruled that ExxonMobil should pay punitive damages for the 1989 Exxon Valdez oil spill. However, it decided the $5Bn awarded in a 1994 jury trial was excessive and a district court must reduce the amount. The three-judge panel found that the damages were too high, based on a recent precedent-setting Supreme Court case. The 17 to 1 ratio between punitive damages and actual damages far exceeded the constitutionally acceptable ratio of 4 to 1 suggested, the ruling said. ExxonMobil said it had already spent $2.2Bn on the spill clean-up from 1989

The Anchorage, Alaska trial in 1994 determined that actual damages totalled $287M, and rejected the plaintiffs’ claims for additional compensatory damages, the company said. The current lawsuit was brought by fishermen against Exxon Corporation for economic damages resulting from Exxon Valdez oil spill.
No Renaissance for Hebridean HEBRIDEAN Island Cruises has not been tempted to bid for one of the Renaissance vessels under auction in Gibraltar, MD Michael Fenton told Fairplay yesterday. He explained that the company continues to explore the possibility of a third vessel, but needs ice-strengthened tonnage to offer itineraries that would not compete with the existing Hebridean Princess and Hebridean Spirit. Fenton said his forward bookings had stalled in the days following September 11 but there had been no cancellations from the overwhelmingly British guests and no discounting offered. Revenue projections for 2002 continued to be healthy. The 2,112 GT, 46 passenger-capacity Hebridean Princess is spending the winter months under refurbishment at George Prior shipyard in the UK.
Schuiven van stormvloedkering automatisch dicht NEELTJE-JANS - De stormvloedkering heeft gdonderdagavond voor het eerst sinds de ingebruikname automatisch de schuiven gesloten. Niet vanwege de te hoge waterstand, die was nog veertig centimeter onder het kritische punt, maar omdat de computer tegenstrijdige gegevens ontving van de meetapparatuur op de kering. Rijkswaterstaat vermoedt dat door blikseminslag de meters ontregeld werden. De kering sloot de schuiven omstreeks kwart over zes. Tegen tienen was de stormvloedkering weer geopend. Hoewel de schuiven onnodig waren gesloten, is Rijkswaterstaat toch verheugd dat de automaat in de praktijk goed heeft gewerkt.

DAILY SHIPPING NEWSLETTER Two women died and 160 people were rescued after asylum seekers set their boat ablaze after being intercepted by an Australian patrol boat near Ashmore Island, the Australian navy reported. The Navy found the Indonesian-flagged vessel 34 nautical miles north of Ashmore. Fire erupted onboard after HMAS Wollongong intercepted the vessel around 1700 (AEST) yesterday. Officers from the Wollongong noticed the fire, which was deliberately lit, on the Sumbar Lestari after boarding the boat. Terrified passengers started diving overboard after a drum exploded setting the hold alight. During the rescue operation two women drowned, one aged in her 70s and the other mid 40s, reports said. "In the course of recovering the presumed illegal immigrants two women were recovered from the water unconscious with no pulse," a report on the incident said. "Both received CPR for about 30 minutes before being declared deceased on medical advice by commanding officer of HMAS Wollongong." The group was taken to Ashmore Islands and arrangements made for removal of the bodies, Commodore Warwick Gately of the ADF's Northern Command said. Yesterday's tragedy follows the deaths of over 350 asylum seekers when their boat sank off Java last month. The navy report on this incident said it seemed the vessel had been deliberately set alight to avoid the return of the boatload to Indonesia. "The fire was deliberately lit and the exploding drum is indicative of an attempt to prevent the boarding party from extinguishing the fire," it said. Prime Minister Howard said he released a report on the incident to prevent any confusion following the dispute over whether the asylum seekers threw the children overboard. "What I'm going to do on this occasion is I am going to require that the report that I have received be made public so that if there are any subsequent corrections then people can't come around and accuse me or any of my ministers of manipulating the facts," he said.
SHIPYARD NEWS Northrop signs agreement to acquire NNS
Northrop Grumman Corporation and Newport News Shipbuilding Inc have announced that they have signed a definitive agreement under which Northrop Grumman will acquire Newport News Shipbuilding. The boards of directors of both companies approved the terms of the transaction in which Northrop Grumman will acquire all the outstanding shares of Newport News.
In an exchange offer, Newport News Shipbuilding's shareholders may elect to receive either US$67.50 per share in cash or a number of shares of Northrop Grumman common stock designed to provide a value of US$67.50, subject to certain limitations and proration procedures. Northrop Grumman expects to promptly amend its existing offer documents in order to reflect the merger agreement. Following the completion of the exchange offer, Northrop Grumman will consummate a second-step merger in which all of the remaining Newport News Shipbuilding shareholders will have the same right

Following the close of the transaction, Newport News will initially be operated as a Northrop Grumman sector. Longer term, Northrop Grumman plans to combine its two shipbuilding businesses into one operating sector. Thomas Schievelbein, currently Newport News' executive vice president and chief operating officer, will become president of the Newport News operating sector. He will also serve on Northrop Grumman's corporate policy council The acquisition is valued at approximately US$2.6 billion, which includes the assumption of approximately US$500 million of Newport News Shipbuilding debt. The exchange offer, subject to the tendering of a majority of the outstanding Newport News Shipbuilding shares, is expected to close by the end of November. Citigroup's Salomon Smith Barney acts as principal strategic advisor to Northrop Grumman and represented the company in the transaction. JP Morgan Chase also provided financial advice. Newport News Shipbuilding was advised by Credit Suisse First Boston.
Daewoo to build world's largest oil rig
South Korean yard wins US$380m order from BP (SEOUL) South Korea's Daewoo Shipbuilding and Marine Engineering Co Ltd said that it had won a US$380 million order from the United States to build the world's largest maritime oil rig. The semi-submersible crude production and drilling facility, which was ordered by BP Exploration and Production Inc of the United States, will be delivered by March 2004. It will weigh 55,000 tonnes and its 105 metre wide by 123 metre long deck will be twice as large as a football pitch. The deck will stand 58 metres above the water, about the height of a 20-storey building. Once deployed in the Crazy Horse oil field off New Orleans, Louisiana, the oil rig will handle 250,000 barrels of oil and 250 million cubic feet of natural gas a day. Daewoo Shipbuilding became independent in October last year from the bankrupt Daewoo Group. Thanks to a booming business, it graduated from a two-year-old debt rescue programme last August. 'Following the graduation from the debt workout programme, our credit ratings were improved and overseas clients are returning to us,' a spokesman of Daewoo Shipbuilding said. 'BP plans to order two more oil rigs of the same type,' he said. Daewoo Shipbuilding posted a net profit of 116.7 billion won (S$163.38 million) on sales of 2.25 trillion won during the January-September period.
’Ernstige problemen rondom overname Schelde’ De staatssteunprocedure die de Europese Commissie is begonnen tegen Nederland in zake de overname van Koninklijke Schelde Groep uit Vlissingen door Damen Shipyards betekent dat er ernstige problemen zijn. Dit zegt voormalig EU-Commissaris Van Miert vandaag in het VPRO-radioprogramma Argos (vrijdag 9 november 2001, radio 1, 11.00-12.00 uur). Minister Jorritsma van Economische Zaken, die eerder laconiek deed over vragen die in Brussel waren gerezen, heeft de Tweede Kamer niet op de hoogte gesteld van de procedure die de Europese Commissie eind juli is begonnen. De Kamerleden Vendrik (GroenLinks) en Van den Akker (CDA) willen opheldering hierover. Van den Akker heeft aangekondigd de kwestie dinsdag al in de Kamer aan de orde te stellen. ’Als de deal in strijd is met Brusselse regels dan zit de regering met een enorm probleem’, zegt Van den Akker. KSG is een bouwer van militaire en civiele schepen en was in handen van de Nederlandse overheid. Het bedrijf verkeerde jaren in nood, maar moet de Nederlandse marine nog van een aantal fregatten voorzien. De meer dan 100 miljoen gulden steun die de Nederlandse staat Damen meegaf met de overname werd door Jorritsma gemotiveerd met een verwijzing naar artikel 296 uit het verdrag van de Europese Unie dat de militaire productie uitzondert van de normale concurrentieverhoudingen. Maar volgens Van Miert roept het gemengd militair-civiele karakter van KSG de vraag op of dit artikel wel van toepassing is. ’Een formele staatssteunprocedure inleiden betekent dat de Europese Commissie, na grondig vooronderzoek, redenen heeft om de zaak te gaan uitspitten’, zegt de oud-EU-Commissaris die het Europese concurrentiebeleid jarenlang in zijn portefeuille had. ’Dat duidt er op dat er wel wat aan de hand is’, zegt hij. Als de betreffende regering in een dergelijk geval het doet voorkomen alsof er niets aan de hand is, vormt dat in de ogen van Van Miert een aanwijzing dat men ’redenen heeft om iets onder de mat te keren’. In haar besluit tot instelling van een formele procedure van 25 juli 2001 werpt de Europese Commissie een hele reeks van kritische vragen op. De vraag of de steunmaatregelen Damen niet ook een concurrentievoordeel verschaft in de civiele scheepsbouw staat centraal. De Commissie stelt: ’De maatregelen betreffen zowel de militaire als de civiele activiteiten van KSG, maar op grond van de beschikbare informatie kan de Commissie niet uitmaken in hoeverre de maatregelen met het oog op de bescherming van de wezenlijke belangen van de veiligheid vallen.’ De Commissie vindt dat de Nederlandse regering de steunmaatregelen ’onvoorwaardelijk’ had moeten aanmelden in Brussel en ’betreurt dat zij zich niet aan deze verplichting gehouden heeft’. Tevens stelt de Commissie dat ze onvoldoende informatie van de Nederlandse regering gekregen heeft. Brussel betwijfelt of Damen een reële marktprijs heeft betaald voor de overname en vindt dat concurrerende ondernemingen middels een open oproep in staat hadden moeten worden gesteld om een bod uit te brengen op KSG. Verder betwijfelt de Commissie of de voorgenomen herstructurering van KSG ’resulteert in het herstel van de levensvatbaarheid van de onderneming’. Dit laatste zou volgens de Kamerleden Vendrik (GroenLinks) en Van den Akker (CDA) tot een enorme boete kunnen leiden. ’Ik denk dat in dat geval de Nederlandse staat verantwoordelijk is omdat ze de regels niet goed heeft toegepast’, zegt Van den Akker. ’Dat zou een enorme schadepost voor de Nederlandse regering kunnen betekenen.’ Vendrik zegt: ’Het feit dat de regering nu een officiële procedure aan haar broek heeft gekregen, zegt al genoeg. Deze muis krijgt nog een hele dikke staart.’
ROUTE, PORTS & SERVICES Cosco moves to Delta terminal Rotterdam Chinese shipping company Cosco is moving from ECT's Home terminal to the Delta terminal on the Maasvlakte. The company believes the move will place it in a stronger position to develop its logistics service activities. A spokesman for the company/agent says that by choosing the Delta terminal Cosco is underlining its confidence in the port of Rotterdam.

It is two years since the company ordered seven new post-Panamax ships from shipyards in China and South Korea for the China-Northern Europe routes. These 5,400 TEU ships (standard 20' containers) are already being brought into service to replace the present 3,600 TEU ships. In Rotterdam, Cosco had long been regarded as a likely candidate to move to the new Ceres Paragon Container terminal in Amsterdam. The shipping company freely admits that it was in negotiations with Ceres. However, Rotterdam is closer to the Korean shipping company Hanjin, which works closely with Cosco. But the major consideration for Cosco was the growth prospects for logistics services in Rotterdam. ECT's Home terminal in the Waalhaven is optimistic that it can reuse the newly available capacity for other customers. Cosco will start using the Maasvlakte Delta Multi User terminal as early as 15 December.
Groninger zeehavens groeien sneller dan ooit GRONINGEN (ANP) - De haven van Delfzijl en de Eemshaven hebben de afgelopen twee jaar de sterkste groei ooit doorgemaakt. In 2000 werd de grootste overslag gemeten, maakte het overkoepelende overheidsbedrijf Groningen Seaports donderdag bekend. De overslag steeg toen tot 6, 2 miljoen ton, de winst was 6,1 miljoen gulden. ,,Met een groeicijfer van 19 procent was ons bedrijf in 2000 een van de snelste groeiers onder de Nederlandse havens, aldus algemeen directeur H. Post. De recente introductie van nieuwe overslagtarieven droeg bij aan de groei. Schepen betalen voortaan op basis van het tonnage overgeslagen goederen, in plaats van het totale tonnage van het schip. Dit levert een gunstiger tarief op voor de klanten. In de eerste drie kwartalen van 2001 was de groei enkele procenten lager, maar na vele slechte jaren gaat het nu structureel goed met de noordelijke havens. Gevolgen van de huidige inzakkende economie voor het laatste kwartaal zijn nog niet bekend. Het kostte de havens vele jaren om dit resultaat te bereiken. Schepen voeren vaak door naar grotere havens. Ook bedrijven kwamen niet graag. Afgelopen jaar werd echter een tiental hectare grond ontwikkeld voor nieuwe ondernemingen, waardoor het haventerrein langzaam maar zeker uitbreidt.
Seafarers call for ferry rethink
BRIAN Orrell, general secretary of UK seafarers’ union Numast, has urged transport minister Stephen Byers to link flag and employment conditions to the award of state funding to Greek ferry operator Superfast. In a letter to the minister in which he describes the £12M ($17.6M) award for the RosythZeebrugge service as “deeply disturbing”, Orrell said there remained serious questions over operational details. “Numast believes it would be extremely regrettable if the launch of this new service were to result in the closure of existing services that use UK-flagged ships crewed by British seafarers.” He added, “I would suggest there is no other European country that permits such involvement of nonnational interests in its domestic trades and certainly none that would provide government assistance without seeking some sort of conditions over flag and employment.” In giving his approval on November 6, Byers said the ferry link would save thousands of lorry journeys each year.
Fujairah bunkering gets upgrade
INDEPENDENT terminal operator Vopak-Emirates National Oil Co is to upgrade its Fujairah facility in response to growing demand for bunkers, company executives confirmed. A $12.5M contract awarded last month mandates Dutch engineering firms Bluewater Energy Services and Vanoord to build a single point mooring buoy (SPM) for VLCCs of up to 175,000 DWT by August 2002. Plans drafted last year had called for the construction of either an SPM or export berths able to handle 200,000 DWT tankers. The SPM contract follows the completion in April of four new storage tanks by Italian firm Belleli, boosting the terminal’s existing capacity by 93,000 m³ to 813,000 m³. Expansion is also on the cards at the neighbouring Emarat terminal, where the construction of 10 more tanks with a total capacity of 170,000 m³ is under consideration.

PSA Corp cuts staff pay
PSA Corp is to cut the pay of its 7,000 employees as container throughput at Singapore’s terminals slips back. Box throughput for the nine months ending September 30 inched to 11.5M TEU, 1.5M TEU less than the same period last year. Volumes have been hit not only by the departure of Maersk Sealand to neighbouring Malaysian port Tanjung Pelepas, but also by the economic slowdown. Total throughput in 2001 might fall by as much as 13 per cent over 2000 when 17M TEU were handled. A further setback is on the cards, with talk that another major customer, Evergreen, will shift to Pelepas. Senior management will accept 11 per cent cuts, while middle management will have their salaries reduce by seven per cent. The rest of the staff will take home five per cent less pay.
China Shipping defies downturn
CHINA Shipping has reported a first-half profit almost 20 per cent up on last year despite a slowdown of the global economy. Overall group income reached Rmb9Bn ($1.1Bn), up 19 per cent on first-half 2000. Cargo volume totalled 88M tonnes, three per cent up on the 2000 period, while container shipping recorded a 25 per cent increase at 873,000 TEU. The group shipped 338M tonnes of coal and its tankers handled 8M tonnes of crude oil, up 12 and eight per cent respectively. Group earnings overall were up by 23 per cent. The September sinking of the 149,000 DWT Kamikawa Maru in the South Atlantic temporarily halted China Shipping’s plans for a Capesize fleet. The bulker was due to start two years’ time charter to China Shipping just weeks after it was lost. China Shipping currently operates 100 ships, but none of them is Capesize.
Subic to push cruise attractions DESPITE the current slowdown in cruise shipping, the Philippines’ Subic Bay Metropolitan Authority (SBMA) plans to market Subic Freeport as a major destination for cruise lines in Asia. SBMA chairman Felicito Payumo recently told a meeting with ship chandlers that the cruise sector is looking for new destinations, making Subic a possible candidate in view of local tourism developments. SBMA is about to sign a memorandum of agreement with Ship Chandlers Philippines Inc (SPCI), a group that will assist the promotion and marketing of Subic in its cruise destination bid. SPCI will invite cruise ship operators to visit and judge Subic’s attractions at first hand. Plans are in hand for a dedicated cruise terminal. SBMA is also eyeing the Seatrade cruise convention in Miami next March as a venue for its marketing blitz, focusing on eco-tourism

A small flotilla of Japanese warships has set sail for the Indian Ocean as part of Japan’s bid to support US led forces in the war against terrorism. The flotilla is Japan’s first military contingent since World War II to be deployed in support of forces involved in combat. Het schip werd in 1996 gebouwd (bn 972) door de Hyundai werf in Ulsan en heeft als afmetingen GT 29115, dwt 40087. Er is capaciteit voor 2808 TEU en de Loa is 184.90 meter bij een breedte van 32.25 meter. De voortstuwing geschiedt door een Sulzer hoofdmotor van 23950 kW goed voor een snelheid van 22 Kn. The 6,600 dwt multipurpose vessel, Andromeda, was built by Dutch shipbuilder Bodewes’ Scheepswerven for shipowner B&N Moerman, also based in the Netherlands. Andromeda’s sister vessel, built in Bodewes’ Hoogezand yard, was due to enter service in April 2000. Both vessels were destined to be deployed between Europe and the US and Canada, transporting parcel cargo. B&N Moerman is a subsidiary of the Swedish shipping company B&N Nordsjofrakt. Both vessels have been assigned to the group’s Gothenburg bulk chartering broker B&N Partship. Andromeda flies the Netherlands flag and has Bureau Veritas classification. DESIGN Andromeda has two flush-sided holds, the first reflects the foreship fairing, while the second hold is fully box shaped. The cargo section accounts for some 72% of the frame length of the hull overall, while having hatchway widths which correspond directly to the hold breadth is conducive to optimisation of the hull envelope for freight revenue purposes. The hold type is also well suited to B&N’s target markets and strengths of forestry, steel and aluminium. The two holds provide a total cargo capacity equivalent to 332,600 cubic feet. Moduling of the belowdeck areas enables the accommodation of containers. Andromeda has a total rating of 416 TEU, deriving from the availability of 174 teu slots in the holds, including three tiers of 9ft 6in boxes, plus 242 teu on deck. Stanchions on the outer part of the bulwarks enable a six wide stow to be accommodated above decks, while the hatches have been strengthened to take the container stack

Consideration was also given in the design to the handling of hazardous and sensitive cargoes. The enhancement of freight catchment potential by fitting the first hold for 30 changes of air per hour means that certain types of fresh produce can be transported and delivered in the required condition. The versatility of Andromeda is also increased by two portable, separation bulkheads in each hold. The separation bulkheads can be set up in seven positions. In addition, the moveable bulkhead pontoons can be deployed to create a partial tweendeck in either hold. The pontoon covers are positioned using the deck gantry fitted for the handling of the weatherdeck hatch panels. Accommodation is provided in single berth cabins for up to nine crew members, though a crew complement of eight is likely to be the norm for Andromeda. Labour saving devices include the adoption of double winches, fore and aft. In building Andromeda Bodewes adopted a modular structure and a high degree of pre-outfitting. A vessel like Andromeda, therefore, consists of about 46 sections, assembled into five main ring sections. The yard itself produces the more complex man-hour intensive sections, while more standard parts are subcontracted. PROPULSION Andromeda is powered by a MaK M32 series medium speed engine delivering an output of 3,840 kW. Power is transmitted from the engine through Rent Tacke reduction gearing to a Berg controllable pitch propeller. The installation offers an open-water speed of 14 to 15 knots, with 14 knots being the advertised service speed. Electrical power for the vessel is provided by two 253 kW gensets, advantaging operating economics from the use of a 348kW shaft alternator driven off the gearbox during the sea passage. Ship manoeuvrability is assisted by the installation of a 300 kW Berg bow thruster, along with the flap-type rudder and main, variable pitch propeller.
