KURSK NEWS First phase of Kursk salvage complete
Work to remove debris from the wrecked Russian nuclear submarine Kursk was due to be completed on schedule yesterday, the Russian Navy said. An international salvage team carried out the operation using robots controlled from the deck of a high-tech dive support vessel. The support vessel Mayo was scheduled to depart for Kirkenes port in Norway yesterday to collect cutting equipment, a navy spokesman said. The next phase will be to cut through the hull and install a series of cables to hoist the main section of the vessel. The bow will be severed from the main body of the vessel and remain on the seabed for the time being. The Kursk sank after a series of explosions onboard, which Russian officials believe were triggered by a torpedo explosion that ignited most of the arsenal store. Russia has contracted the services of Dutch salvage company Mammoet and Smit International in Rotterdam to recover the sub from a depth of 100 m. Mammoet said the lack of communication between the parties involved in the salvage had been a major obstacle. Russia’s President Vladimir Putin promised bereaved relatives of the 118 who were killed in the blast, that the Kursk would be recovered at any cost to allow crew to be buried on shore. Twelve bodies were recovered last year. Environmental groups say it would be safer to bury the wrecked nuclear sub under concrete on the sea floor, but Moscow says it is safer to tow the Kursk ashore and then dismantle its reactors.

EVENTS, INCIDENTS & OPERATIONS German towage welcomes EC action GERMAN tug companies have welcomed the EC decision to demand the end of Dutch government aid to Dutch companies operating in Bremerhaven and Hamburg. “This will create similar competitive conditions,” a Bugsier-Reederei spokesman told Fairplay. “We first asked the German government to grant us the same tax advantages enjoyed by our Dutch competitors, but when this failed we took our complaint to Brussels.” Bugsier MD Jan-Wilhelm Schuchmann told the EC Commission in April that Dutch firms operating tugs in Germany could profit from tax advantages originally granted to support internationally-operating Dutch shipping. A final decision will not be made until a formal investigation is completed, and Bugsier said that as long-term contracts had been signed with shipping companies, the situation for German tug operators would only change when new contracts were negotiated.

De voltallige Europese Commissie heeft De Palacio woensdag toestemming gegeven voor deze eerste stap naar een officiele klachtenprocedure The U.S. Coast Guard Headquarters in Washington D.C. launched an investigation of the capsizing of a Mexican small passenger vessel that was responsible for the deaths of three U.S. Citizens and the injury of several others. Seventeen persons from the Carnival cruise ship ELATION had chartered a small passenger vessel from Cabo San Lucus Harbor early Friday morning. The vessel was enroute to a local tourist beach when it capsized in heavy surf. Three women aboard the vessel died and seven other passengers were injured in the accident. Two teams from the Coast Guard in Los Angeles are investigating the incident. One was sent to Cabo San Lucus on Saturday to work with the Mexican Government to determine circumstances surrounding the incident. Another met the ELATION in Los Angeles, California on Sunday morning to conduct interviews with surviving members of the accident. This joint investigation with the Mexican Government is being conducted under an international agreement. The results of the investigation will be submitted to the Coast Guard in Washington D.C. and the Mexican Government in Mexico City in an effort to improve marine safety.

Since yesterday much of Genoa has been almost solely populated by the thousands of people involved in the summit, mainly police, journalists and photographers. Many residents have either left for a long weekend or sealed themselves in their flats. Offices have been closed and people told to go on holiday, while banks and the vast majority of shops in areas considered targets for anti-globalisation protesters have sealed their windows with wood or metal as in Florida when a typhoon is expected. Tension became extreme on Monday night after a parcel bomb blasted a Carabinieri station while another was defused only five minutes before exploding. Despite a temporary re-enforcement of passport controls at Italian boarders, up to 100,000 antiglobalisation protesters are expected to flood the city between today and Sunday. “I hope this G8 will not claim any deaths,” a police officer said yesterday. Meanwhile, the summit is likely to give the Italian port authorities the highest concentration of passengership tonnage ever, with no less than 26 cruiseships and ferries chartered by the Italian government to host diplomatic delegations, journalists and security forces. At the same time, since 0800 hrs and for the first time since the Second World War, the port has been virtually closed to commercial traffic. Until 2400 hrs on Sunday the only fully operational terminal at Italy’s largest and most important port will be Voltri Terminal Europa, the box terminal managed by PSA Corp located at the western end of the port. However, according to an order issued by the local coastguard, every ship wishing to call at Genoa or transiting the Gulf of Genoa in the area between Arenzano Cape and Punta Chiappa between 0800 hrs on July 18 and 2400 hrs on July 22, must apply to the coastguard and, if authorised to transit or call, she will have to be escorted by a patrol boat in and out of the port. During the same period, the airport is to be closed to normal traffic while at least two sets of surface-to-air missiles have been deployed along the runaway. Japan Fishing Ship Recovery Begins HONOLULU (AP) — A remotely operated vehicle has been lowered 2,000 feet into the Pacific Ocean as part of an effort to recover bodies and other items from a Japanese fishing vessel sunk by a U.S. Navy submarine in February. The Phoenix III, part of the Navy-contracted Ocean Hercules, is about nine miles south of Waikiki. The remotely operated vehicle has surveyed the sunken vessel and cut some wires from the mast so it can be removed later, U.S. Pacific Fleet officials said Wednesday. The Phoenix III, which was lowered into the ocean over the weekend, is also removing cargo nets, fishing gear and other equipment that may become a hazard to ocean life, the Navy said. The crew of 45 workers aboard the Ocean Hercules are preparing the Ehime Maru to be moved to shallower water by another ship. Japanese and Navy divers will then attempt to locate the bodies and belongings of nine Japanese men and boys believed to be inside. The $40 million recovery operation poses dangers to the salvage crew because of the depth of the fishing vessel and the damage done when the USS Greeneville rammed the ship off Hawaii, Pacific Fleet officials said. ``We are confident we can successfully conduct this operation, but it's not without risks, and there is no guarantee of success,'' Pacific Fleet spokesman Jon Yoshishige said. ``Damage to Ehime Maru might be greater than we anticipated, and therefore there'd be a greater danger to the divers or the ship might not be able to be moved to the shallow-water site intact.'' The Navy has never recovered a ship the size of the 190-foot, 830-ton Ehime Maru from such depths. Salvage experts say the operation will require cooperative sea conditions.

Raad Transportveiligheid bepleit computergestuurde roerpropellers ROTTERDAM, 13-7-2001 - De Raad voor de Transportveiligheid beveelt computergestuurde roerpropellers op veerboten aan. Dit na onderzoek van het ongeluk met de veerboot Prins Johan Friso die in november 1999 in dichte mist aan de grond liep in de buitenhaven van Vlissingen. Het huidige eenmans bedieningssysteem is complex en maakt snel ingrijpen vrijwel onmogelijk. De raad vindt bovendien dat de actuele stroomsnelheden op de Westerschelde zichtbaar moeten zijn op de brug en zou dit graag gecombineerd zien met de invoering van Electronic Chart Data Information (ECDIS). De bemanning moet ook meer training krijgen om vertrouwd te raken met de specifieke manoeuvreereigenschappen van de met vier roerpropellers uitgeruste veerboten. De uit Breskens vertrokken Prins Johan Friso naderde 13 november rond kwart over negen in dichte mist de buitenhaven van Vlissingen. Het zicht was zestig meter. Op het moment dat het rode havenlicht en de kop van de veerbootfuik op het radarscherm in een lijn lagen, zette het schip op een afstand van 1000 meter van de havenmond een draai over bakboord in. De voorliggende koers was op dat moment zestig graden. Op 500 meter van de havenmond lag het, dertig graden per minuut naar bakboord draaiende schip, 340 graden voor. De snelheid was veertien knopen. Op de radar lag het groene havenlicht recht vooruit. Het was die dag springtij en het water stroomde, anderhalf uur voor laag water, met één meter per seconde de Schelde uit. De ebstroom hielp mee het schip recht voor de havenmond te krijgen en maskeerde de (door koerswijziging met hoge snelheid) veroorzaakte drift naar stuurboord. Plotseling reageerde het schip echter niet meer op de ingezette koerswijziging. Het schip verliet, eerst met de kop, de westelijke stroming en kwam vermoedelijk in de neer. Onder normale omstandigheden zou de officier van de wacht de stroomrafelingen hebben gezien en onmiddellijk met de achterste roerpropellers vol bakboord hebben gegeven. Maar nu was het water vanaf de brug niet te zien en begon de bochtaanwijzer plotseling hard op te lopen naar stuurboord. De achterste roerpropellers werden vol bakboord gezet. In een uiterste poging het schip terug op koers te krijgen, gaf de kapitein opdracht de voorste roerpropellers naar stuurboord te draaien. Het was echter al te laat om de zwieper naar stuurboord op te vangen. De Kwartiermeester bediende de hendels van de roerpropellers en had zicht op de eerste radar. De stuurman zat achter de tweede radar. De kapitein hield het overzicht en kon beide radars en het instrumentenpaneel overzien. Toen hij na ruim een minuut merkte dat de handelingen geen effect hadden gaf hij opdracht vol achteruit te slaan. Op dat moment, om 9.38 uur, liep het schip vast op de stuurboordzijde van de haveninloop. Eén roerpropeller brak af, een andere raakte zwaar beschadigd. Er deden zich geen persoonlijke ongelukken voor. Simulatietesten Bij simulatietesten bij het Marin waren maar liefst vijf runs nodig om het schip naar behoren binnen te varen. Ervaren zeelieden bleken de grootste moeite te hebben met het inschatten van het juiste moment voor het tegensturen op de stroomrafeling. Door het ontbreken van visuele referentiepunten moest men afgaan op de bochtaanwijzer. Dit vergde volledige concentratie en een zeer actieve bediening van de thrusters. Het te laat reageren of te vroeg anticiperen bracht de deelnemers in grote moeilijkheden. Tijdens het onderzoek gebeurde het trouwens nog enkele malen dat schepen op vrijwel dezelfde plaats aan de grond liepen. De bemanningen waren ter plaatse goed bekend, maar werden desondanks verrast door de plotselinge verplaatsing onder invloed van de ebstroom. Eigenschappen De thrusters (roerpropellers) worden vanaf de brug bediend met twee hendels, één voor elke kant van de veerboot die eigenlijk twee voorkanten heeft. De schroefbladen zijn verstelbaar en de thrusters hebben rondom vrije ruimte. Bij het maken van een bocht op volle snelheid blijven de voorste thrusters recht vooruit staan en gebruikt het schip de achterste om te draaien. Bij snelheden boven de tien knopen komt het draaipunt van het schip echter zo ver naar voren te liggen dat het ter hoogte van de voorste thrusters zit. Bij lage snelheden ligt het draaipunt ongeveer in het midden. Verdraaiing van de voorste thrusters heeft evenwel alleen bij lage snelheid effect. Dit is te vergelijken met het bij hoge

DAILY SHIPPING NEWSLETTER snelheden steeds minder effectief worden van een boegschroef. Bijkomend effect van het naar voren liggende draaipunt is de grotere drift. Oorzaken De directe oorzaak van het ongeval is volgens de Raad het niet tijdig onderkennen van het uitblijven van de ingezette koerswijziging. ‘Stroom, zicht en de vaart van het schip hebben een grote rol gespeeld. Het vrijwel volledig vertrouwen op de visuele waarneming van de stroomrafeling is bij slecht zicht onvoldoende om op een verantwoorde manier de haven binnen te lopen. Omdat de kwartiermeester voor het opdoen van ervaring regelmatig op de stuurstoel plaatsneemt, ontnemen stuurman en kapitein zichzelf de mogelijkheid actief met de besturing bezig te zijn.’ De Raad voor de Transportveiligheid spreekt zich niet uit over wat in dichte mist een veilige snelheid is om de haven binnen te varen. Op de mogelijkheid om bij een dwars op de havenmond staande stroom een andere aanloop te kiezen gaat de raad evenmin in. (HH)
CASUALTY REPORTING S'pore vessel did not have engine problem at time of collision
(SINGAPORE) The Singapore-registered container vessel, Pacific Eagle, that collided with a Philippineflagged cargo vessel on Tuesday did not have mechanical difficulties at the time of the incident, according to its owners. Pacific Eagle Lines (PEL) said in a press statement yesterday that its vessel collided with the Philippine vessel Dingalan Bay at 6.30 am on Tuesday as the 8,533 gross tonne vessel was under pilotage and approaching the berth off Sasa wharves at Davao City. The Dingalan Bay - which was carrying a cargo of steel, automobiles and industrial materials reportedly sank after taking on water through a hole caused by the collision. The company said the Pacific Eagle 'was in good condition and sea-worthy at the time of the incident'. The statement also noted that the master of the vessel confirmed it had no steering or mechanical failure at or immediately prior to the incident. Reports yesterday based on comments from a Philippine coast guard official indicated there had been a problem with the vessel's steering mechanism and engine. Pacific Eagle Lines said it is in contact with and assisting the Maritime and Port Authority of Singapore (MPA) and the Philippine Coast Guard in the investigation into the incident. The Pacific Eagle is currently at anchor near the location of the incident and is in no danger of sinking ,according to PE
SHIPYARD NEWS Loose cable causes crane to topple Loose steel ropes may be to blame for the gantry crane that crashed over and killed 36 people on Tuesday at a Shanghai shipyard only a day after its inauguration, media reports said. The Industrial Safety Committee of the State Council are investigating. The giant 4,900 tons crane, one of the largest to be built in China, was capable of carrying 600 tons. Some 30 workers at Hudong Shipbuilding Group in the Pudong district of Shanghai were raising the crane on Tuesday morning when a steel rope came loose, reports said. The Shanghai Daily reported that workers were trying to repair the loose rope when it snapped, causing the structure to crash to the ground. An engineer said two steel ropes had prevented the crossbeam from rising over 47m, 33 m short of its actual height. Workers were aware of the problem at the ceremonial inauguration for the crane on Monday, he said. On Tuesday morning they tried to loosen the ropes that support a lot of weight and

About 20 of the casualties worked at the shipyard and the others were technicians from the Shanghai Power Construction Engineering Co, reports said. About twenty workers were mounted on the crane and the rest were underneath it when the accident happened. Other shipping executives said two other similar cranes were operating well at other shipyards.
Damen redt 'Wiltonwerf' De noodlijdende scheepswerf Rotterdam United Shipyards in Schiedam komt zo goed als zeker in handen van het Gorkumse scheepsbouwconcern Damen. Er is een principe-akkoord bereikt over de overname van de voormalige werf Wilton-Feijenoord. Komende maanden zal topman K. Damen de boeken van de Schiedamse werf onderzoeken. Rotterdam - De twee werven willen de details van de overnameplannen binnenskamers houden totdat de koop definitief is. ,,Ik bevestig noch ontken. Verder geen commentaar,'' is het enige dat directeur H. Godlieb van Rotterdam United Shipyards kwijt wil. Het personeel is afgelopen vrijdag in een brief op het huisadres summier op de hoogte gebracht van de ontwikkelingen. In de personeelsbrief wordt óók gesproken over een ingrijpende reorganisatie, die meer banen zal kosten dan de 52 arbeidsplaatsen, waar begin dit jaar nog sprake van was. Het aantal banen is afgelopen half jaar al met een dertigtal teruggelopen tot circa driehonderd. Damen wil Rotterdam United Shipyards pas overnemen nadat de nieuwe reorganisatieronde is voltooid. De poging van Damen om het voormalige Wilton-Fijenoord op te nemen in zijn gestaag groeiende internationale imperium is de zoveelste in een reeks. In 1984, een jaar na de ontvlechting van het reddeloos verloren Rijn- Schelde-Verolme-concern, deed Damen een eerste gooi naar de Schiedamse werf. Het personeel joeg hem destijds bij een bezoek aan het bedrijf letterlijk de poort uit. In 1988 dook de naam van Damen weer op nadat Wilton wederom in de problemen was gekomen. Niet veel later zou de werf in handen komen van 'bedrijvendokter' J. van den Nieuwenhuyzen die de Schiedamse werf een paar jaar geleden overdeed aan de IJssel-Vliet-Combinatie. Nu lijkt het erop dat het personeel Damen geen strobreed in de weg zal leggen. Vakbondsbestuurder W. Dijkhuizen van FNV Bondgenoten: ,,Ik ben blij dat er nu een concern opduikt, dat de werf wil overnemen. Rotterdam United Shipyards heeft zo langzamerhand aangetoond dat het er op eigen kracht niet zal komen.'' Vooralsnog wil Damen uitsluitend schepen repareren op de Schiedamse werf, maar het is niet uitgesloten dat de Gorkumse scheepsbouwer, die ook eigenaar is van De Schelde in Vlissingen, later in het overdekte dok in Schiedam ook casco's zal afbouwen voor grotere schepen. De ondernemingsraad van Rotterdam United Shipyards laat zich niet uit over de jongste ontwikkelingen. ,,Het is nog vers,'' zegt or-secretaris A. Boom. ,,Wij wachten geduldig de plannen af die nu op ons afkomen en zullen pas dan een oordeel vormen.''
ROUTE, PORTS & SERVICES Crown Princess comes to Germany GERMAN cruise operator Seetours, a subsidiary of Princess Cruises, is to market the former Crown Princess under the name A’Rosa Blu in Germany. After a DM50M ($21.8M) refit, the vessel will offer 798 cabins. The 69,845 GT ship – the first Panamax vessel regularly employed from a German port – is to start its first voyage from Hamburg to Norway on June 15 2002. Warnemünde near Rostock will become the regular port of departure for one- and two-week cruises to Norway and the Baltic. The ship will switch to the Caribbean with a trans-Atlantic sailing on September 7. The new river cruise vessels A’Rosa Bella and A’Rosa Donna, to be delivered next year, will be the first of eight Seetours

Belfast snubbed by cruise liner A LUXURY American cruise liner has snubbed Belfast and docked in Liverpool Harbour, fearing ugly sectarian violence that has rocked the province in recent weeks. The 300,000 tonne Rennaisance Seven superliner was due to dock in Belfast today to allow its 485 passengers and crew to sight-see and shop in Belfast city centre. However, as sectarian violence erupted around Belfast, the Rennaissance Seven's captain refused to dock on these shores, sailing for Liverpool instead. The US State Department had issued a warning to the ship's passengers and crew about the possibility of violence during the Twelfth holiday. But Rennaissance Cruises will return three times by the end of the summer - once in July and twice in August, the Belfast Visitor and Convention Bureau revealed. Bureau spokeswoman, Mary Jo McCanny, said the ships would return as planned but said the snub was "very disappointing". "This has been a huge blow for the city considering the hard work we put in to get the ships here," she said. "But other ships expected here are on schedule and, fingers crossed, things will quieten down and we'll see them dock in the city." Ms McCanny said another ship, The Clipper Adventurer, is expected to dock in Belfast tomorrow, and The Amsterdam, which was in Belfast in June, will return on Saturday. This will be the latest arrival in 15 ships sailing for the province this summer. This latest crisis, she said, would not affect the schedules of other ships expected to sail here.

De gezamenlijke politieploegen zullen actief zijn in de havensteden Rotterdam, Zeebrugge, Oostende en Calais. De vier landen willen de uitwisseling van informatie verbeteren. Ook zullen ze hun elektronische apparatuur om illegalen in bijvoorbeeld vrachtwagens op te sporen, op elkaar afstemmen. Begin dit jaar spraken de EU-landen al met elkaar af om beter te gaan samenwerken op het gebied van de aanpak van mensensmokkel. Dat zou moeten gebeuren naar 'Nederlands model'. In ons land werkt de politie nauw samen met andere Europese landen, maar ook met landen waar de illegalen vandaan komen, zoals China en Nigeria. Concrete afspraken zijn er volgens een woordvoerder van Justitie nog niet gemaakt, er zouden slechts ideeën zijn geopperd. Er is slechts afgesproken dat ieder land één ambtenaar levert, die in een Europese werkgroep de voorlopige plannen gaat uitwerken. Engeland wordt de laatste jaren overspoeld door vluchtelingen. Vorig jaar vroegen 76.000 mensen asiel aan, tegen 4.000 zo'n tien jaar geleden. Groot-Brittannië maakte enkele maanden geleden ook al afspraken met Frankrijk, over controle door Engelse agenten in Franse treinen en stations. Op de veerboten van P&O, die vertrekken vanuit Calais en Zeebrugge, zijn sinds november vorig jaar al 1600 illegalen onderschept. Met Italië heeft Engeland afgesproken om de toestroom van vluchtelingen vanuit de Balkan gezamenlijk aan te pakken.
NAVY NEWS USNS BENAVIDEZ The US Navy will christen its newest roll-on/roll-off cargo ship USNS Benavidez at Northrop Grumman Avondale Industries in New Orleans, La., on Saturday, July 21, 2001, at 10 a.m. CDT. The ship will honor Army Master Sgt. Roy P. Benavidez. Born Aug. 5, 1935, in Lindenau, Texas, Benavidez distinguished himself in a series of daring actions while assigned to Detachment B56, 5th Special Forces Group (Airborne), 1st Special Forces, Republic of Vietnam.
