KURSK Duikteam aangekomen bij gezonken onderzeeër Koersk MOSKOU - Het internationale duikteam dat gaat helpen bij de berging van de Koersk, is zondag aangekomen op de plek waar de Russische atoomonderzeeër is gezonken. Dat meldt het Russische persbureau IterTass.

De Nederlandse bedrijven Mammoet en Smit-Tak gaan het 18.000 ton zware wrak van de in augustus 2000 gezonken Koersk lichten. Dat moet volgens planning in september gebeuren. De duikers verrichten het voorwerk. Kettingzaag Zij scheiden de zwaar beschadigde boeg van de kernonderzeeër met behulp van een kettingzaag van de rest van het vaartuig. Vervolgens boren ze gaten in het overgebleven deel. Daarin komen pluggen die de onderzeeër via hefkabels verbinden met een ponton dat boven de Koersk komt te drijven. Vanaf dit ponton wordt de Koersk uiteindelijk omhoog gehesen. Vervolgens zal de onderzeeboot naar Moermansk worden gevaren. Op dat moment zit het werk voor Mammoet en SmitTak er op en nemen de Russen de overige werkzaamheden voor hun rekening. Ook met de stoffelijke overschotten krijgen

EVENTS, INCIDENTS & OPERATIONS Investigators seeking clues to blaze US investigators onboard the SS Edward Carter ammunition ship that caught fire on Saturday have uncovered few clues at this stage. While officials searched for the cause of the fire, 1,300 10-ton containers of bullets, rockets and other ammunition remained stranded in the cargo hold. Col. Ronald Heiter, commander of Sunny Point Military Ocean Terminal, said the containers would not be moved until the ammunition was stable. The fire burned hotter than 2,000 degrees, making it difficult for firefighters to contain the blaze. Paul Powell, 35, of St. Petersburg, Fla, who was in the engine room at the time of the fire, was later found dead at the scene. The Brunswick County Sheriff's Department continues to search for the body of Horace Beasely, 45, of Gretna, Virginia, who either jumped or fell into the Cape Fear River after the blaze erupted.
Matson Navigation sells 2 harbor tugs Matson Navigation Co. said today it has sold two harbor tugs on the neighbor islands to Hawaiian Tug & Barge. The price was not disclosed. The transfer of the tugs, scheduled to take place Wednesday, will not affect Matson's cargo handling in the islands, said a company spokesman in San Francisco, Jeff Hull. The tugs, the Joe Sevier in Kahului and the Maoi in Hilo Harbor, were put into service at Kahului and Hilo in 1969 to provide general commercial towing assistance in those harbors, Matson said. They have mostly been used to assist cruise vessels. HTB, which hauls Young Brothers Ltd. barges among the islands and also provides general harbor and long-distance ocean towing services, said the acquisition fits with its business. "Hawaiian Tug and Barge is dedicated to providing ship-assist capabilities throughout the State of Hawaii," said Glenn Hong, president of HTB. He said his company plans to station a new tug at Nawiliwili Harbor, Kauai, by the end of this year. Having the former Matson tugs will allow HTB to station tugs at all the major islands, Hong said. The sale consists of the assets of a Matson subsidiary, Matson Services Co. Bal Dreyfus, Matson Navigation's area manager, Hawaii and Guam, said Matson Services was set up more than 30 years ago to provide improved harbor-assistance services for the neighbor islands. "Today, the tug business is no longer a strategic fit for Matson," Dreyfus said. The tug business, Matson Services, has no employees of its own and uses crews provided under contract by other companies. They will be offered positions at HTB, Hull said. Matson is a subsidiary of Honolulu-headquartered Alexander & Baldwin Inc. HTB and Young Bros. are owned by Seattle-based Saltchuk Resources Inc., which bought the companies from Hawaiian Electric Industries Inc. in 1999.

Indonesia: Panamanian Ship Detained
JAYAPURA, IRIAN JAYA, July 17 (Oana-ANTARA) -- The Indonesian Navy in Irian Jaya has since last Friday detained a Panama-registered ship carrying 400 cars from Japan after its crew failed to show the necessary documents. "We are examining the ship's documents now," a source at the Indonesian naval base in Jayapura, capital of Irian Jaya province said yesterday. Since the examination of the papers is still underway, the ship, Gold Coast, was not allowed to moore at the city's port to unload its cargo, the source said.
Stad Amsterdam derde in eerste etappe
AMSTERDAM (ANP) - De Nederlandse schepen Swan Fan Makkum en de Stad Amsterdam zijn zaterdagavond respectievelijk als tweede en derde in hun klasse geeindigd in de eerste etappe van de Cutty Sark Tall Ships Race. De schepen voeren van Antwerpen naar het Noorse Alesund. Deel twee gaat van Bergen (Noorwegen) naar het Deense Esbjerg. Cutty Sark Races worden traditioneel gevaren met jongeren tussen de 16 en 25 jaar. Aan de internationale zeilwedstrijd doen zo’n 100 schepen uit de hele wereld mee. De Stad Amsterdam is een replica van het 19e eeuwse zeilschip. Beide Nederlandse schepen varen in de A-klasse voor grote schepen. De finish in Esbjerg is naar verwachting op 4 augustus.
Replica VOC-schip De Duyfken in Jakarta
JAKARTA (ANP) - De replica van het VOC-schip De Duyfken is zondag binnengelopen in de oude haven van Jakarta. Na het afmeren werd de bemanning met traditionele dans en muziek ontvangen. Waarnemend Nederlands ambassadeur Stoelinga zei in zijn toespraak verrast te zijn dat het schip zo klein is ondanks de lengte van 24 meter. ,,Dat maakt de onderneming van vroeger des te opmerkelijker’’, aldus Stoelinga. De Duyfken-replica is de enige zeewaardige reproductie van een Nederlands VOC-schip dat in de 16e eeuw in de wateren van Indonesie voer. Aanvankelijke aarzelingen over de zeewaardigheid van het schip worden door de Australische kapitein Glenn Williams nu helemaal weggewoven. ,,Er zijn geen problemen. We waren ver voor op het schema en moesten zelfs langzamer varen om niet veel te vroeg in Jakarta aan te komen’’, vertelde hij zondag. Williams heeft ook ontdekt dat iedereen nog veel kan leren van de manier waarop vroeger de schepen werden gebouwd. ,,Hoe de onderkant gebouwd is, is ongelooflijk. Er hoeft maar een beetje wind te staan en het schip vaart al. En de verschillende soorten zeilen die we tegenwoordig gebruiken blijken helemaal niet nodig. Het schip manoeuvreert heel gemakkelijk. Ook gaan we de crew leren hoe te navigeren op de hemellichamen zoals men vroeger deed’’, aldus Williams. De bemanning die vanaf Jakarta naar Nederland vaart bestaat uit zestien mensen, onder wie vier Nederlanders. Bob Looijschelder (19) is een van hen. ,,Ik vaar al vanaf Sidney mee, dus al bijna drie maanden. En het duurt nog zo’n negen maanden voordat we in Nederland aankomen. Soms is er wel een beetje stress tussen de bemanningsleden, ook omdat er niet zoveel ruimte is als je bij voorbeeld lekker muziek wilt luisteren. Maar inmiddels heb ik goede vrienden gemaakt en gaat het wel lukken denk ik’’, aldus Looijschelder. De Duyfken wordt volgend jaar op Koninginnedag verwacht in de haven van Texel. Het schip wordt ingezet bij de festiviteiten rond de herdenking van de oprichting van de VOC, vierhonderd jaar geleden. De echte Duyfken werd in 1595 gebouwd in Nederland. Onder leiding van kapitein Willem Janszoon vertrok het schip vanaf de Molukse Banda-eilanden naar het zuidoosten op zoek naar goud en

Trawler crew rescued
A US Navy vessel and a shrimp trawler rescued three men whose 89-foot trawler caught fire about two miles south of the Mayport jetties, the Coast Guard said. There were no injuries caused by the fire that was reported at 3:20pm by the captain of the Captain Gregory shrimp boat on its way back to Mayport after a fishing trip, the Coast Guard said. White smoke appeared from the lower decks of the wood-and-fiberglass-hulled boat and attempts to control the fire were unsuccessful yesterday, reports said. An inflatable Navy boat that was close by took two of the three crew members off the boat. Another trawler in the area rescued the third crewmember. The burning boat remained at anchor overnight.
S'pore ship collides with cargo vessel at Davao port
(DAVAO, Philippines) A Philippine cargo ship sank in a southern Philippine port yesterday after being hit by a larger Singaporean vessel which had mechanical problems, the coastguard said. The 8,533-tonne MV Pacific Eagle rammed the MV Dingalan Bay while docking at the wharf of Davao city, coastguard commander Rear Admiral Ruben Lista said. MV Dingalan slowly sank after taking in water through a hole caused by the collision, he said. No casualties were reported. 'It has sunk, we can only see the bridge now,' Rear Adm Lista said. Coastguard personnel have placed 'an oil-spill containment boom' in the area where the vessel went down as oil from its submerged fuel tank was leaking, he said. Rear Adm Lista said a 'special board of marine inquiry' was to be convened immediately to get explanations from the captains of both vessels. But based on a preliminary investigation, the skipper of the Singaporean ship had acknowledged having problems with his vessel's steering wheel and engine, the official said. MV Dingalan Bay was carrying a shipment of steel, automobiles and industrial materials when it sank, port officials said. The Singaporean ship had arrived from the port of Cebu in the central Philippines, but its cargo was unknown.
SHIPYARD NEWS Crushed to death AS many as 33 people may have died when a jib crane collapsed at China’s Hudong shipyard yesterday morning. Twenty two workers were confirmed dead and another 11 are presumed dead underneath the 600 tonne crane, which toppled over early in the morning. The 11 trapped workers had “little chance to come back alive”, according to a report by the official Xinhua news agency. Local residents said they heard a huge crash and

There was no immediate explanation for the disaster. Hudong shipyard is one of China’s oldest and is also the core of a new shipbuilding group that is supposed to be a star of the mainland’s ambitious shipbuilding future. The yard dates to 1928 but is host to some of Europe’s most prominent ship owners including Diamantis Lemos, which is building panamaxes, and Britain’s Idwal Williams with a series of multi-purpose ships. It can also count Italian owner D’Amato as panamax buyers plus Tanker Pacific for a set of panamax product tankers. The biggest piece of Hudong business is from China Shipping, which has ordered a set of four 5,600 teu ship for 2003 and 2004 delivery in addition to the most recent order of the five 4,100 teu ships that will be delivered in 2004. Another recent deal is a series of 1,100 teu container ships for German owners. Hudong, which is one of more than a dozen shipyards in Shanghai and sits on the southern banks of the Huangpu River, was recently merged with another Shanghai yard Zhonghua to form China’s largest shipyard base Hudong-Zhonghua Group, accounting for 21% of the nation’s total ship production capacity and 60% of marine diesel engines. The yard has eight cranes ranging from 100 to 150 tonne capacity to serve two building docks of 100,000 dwt and 70,000 dwt capacity.
ROUTE, PORTS & SERVICES Vopak sells 5 terminals Koninklijke Vopak NV has completed the sale of two of its group companies. In the USA Vopak sold its four dry cargo terminals to Kinder Morgan Energy Partners LP based in Houston, Texas. The four dry cargo terminals are located along the US East coast in Florida and Virginia. These terminals handle large parcels of dry bulk materials. The sale amounted to approximately US44M. In Australia Vopak Terminals Australia sold its petroleum terminal in Hastings (Melbourne) to Trafigura Fuels Australia, a wholly owned subsidiary of Trafigura Beheer B.V. of the Netherlands. The liquid bulk tank storage facility in Hastings, Australia, with a total storage capacity of 77 000 CBM focuses primarily on the handling of clean petroleum products to the local transport industry and hypermarkets. Both sales are in line with the strategy of Koninklijke Vopak NV to reduce those interests, which are no longer considered essential for the development of its core activities. The transactions represents a net book profit of approximately Euro 5M, which shall be recognized as extraordinary income in 2001.
Jurong port opens for business
Singapore’s Jurong Port has opened for business after signing on its first two regional container feeder lines with Hong Kong-based Gold Star Line and Singapore-based EP Carriers. According to the agreement, Jurong Port will provide full container terminal services for both

Jurong Port’s aims to expand into a premier multi-purpose port and logistics provider. Port chairman Barry Desker noted that PSA's main business is transshipment while Jurong Port's container focus will be on local and regional cargo. Jurong Port chief executive Matthew Chan said the port was well located to serve exporters on Jurong Island and nearby industrial estates. Two post-panamax container quay cranes and four rubber-tyred gantry cranes are functioning and two mobile harbour cranes capable of handling vessels of up to 16 rows across will be working by October. Next year, three additional super post panamax quay cranes and eight additional rubber-tyred gantries will be delivered.
OOCL-feeder Scan Baltic Express ook naar Riga
OOCL voegt eind juli Riga toe aan het vaarschema van de Scan Baltic Express-dienst toe. De rederij maakte voor de Letse haven tot dusverre gebruik van een onafhankelijke feederdienst. U.S. must build a dozen ships a year to keep Navy powerful STUDY has been undertaken to address U.S. shipbuilding plans for the next 30 years that is essential to the future health of the maritime forces. The analysis is just as important as the overall military review ordered by Defense Secretary Donald R. Rumsfeld. The steep reduction in shipbuilding during the past decade threatens to sink our naval forces to dangerously low levels. Today's naval fleet numbers 316 ships. If our shipbuilding rate over the past decade continues, we will find ourselves with a fleet of 180 ships. That is simply not enough for a global leader to patrol the world's oceans and provide a decisive response when needed to any given situation. The last Quadrennial Defense Review (QDR) completed in 1997 recommended a fleet size of 305 ships. This number was a good foundation at the time. But we have subsequently found that our force is being heavily weighted with a variety of contingency requirements. In fact, we now have to rely on a military that is suffering the effects of a decade in which vastly increased deployments (up by about 300 percent over Cold War levels) have been undertaken with almost half the forces and resources we had during the Cold War. Consequently, there is very little elasticity left in the fleet to respond to an emerging crisis in one region without having to reduce forward naval presence in another. A fleet stretched thin takes its toll on its sailors as well. We have seen proof of this with poor retention rates. Sea power is the foundation upon which every sustained U.S. military operation is built. Only a well-equipped, forward-deployed naval fleet can deliver sea-, air- and land-based power where they're needed in time to make a difference. And once forces are in place, naval units then provide a sovereign defensible support platform to sustain those forces.

DAILY SHIPPING NEWSLETTER It takes three to seven years to build a warship. That means that the damage done to a fleet stretched thin can take many years to repair. Assuming a bare minimum 300-ship fleet and an average service life of 30 years, we need a consistent build rate of 10 ships a year - an average that must be maintained for 30 years. But we've been well below that level for several years. We now have a deficit of about 35 ships, which means a consistent build rate of more than 10 ships a year is needed just to rebuild and maintain a 300-ship fleet. Instead, we're procuring fewer ships now than at any time since 1932, and the current fleet is the smallest since 1917. It would cost about $6.5 billion to build six ships a year and between $12 billion and $14 billion to build a dozen ships, depending on the types. We have become obsessed with the illusion of a "peace dividend" in the wake of the Cold War. The truth is, peace has not eliminated our need for a forward presence that will guarantee economic and political stability worldwide. As the economies of every nation on earth become increasingly interconnected, our prosperity here at home depends more and more on stability elsewhere. And America's role in maintaining the global economy, which was once limited to keeping world shipping lanes open - still a daunting and critical task - has expanded accordingly. America, as the world's only nation with superpower status, must recognize that there are certain inherent responsibilities that go along with that status. One of those responsibilities is to have a Navy that can meet its commitments around the world and protect our national interests. That Navy must also be able to respond appropriately and effectively to contingencies that may occur on the global stage. The downward spiral in shipbuilding is troubling and must be reversed. Navy transport renamed after Spanish villain From Charles Upham to Don Carlos. The Navy's ill-fated transport ship, commissioned in honour of New Zealand's most-decorated war hero, will now share the name of a mad, sadistic heir to the Spanish throne. Defence Minister Mark Burton yesterday confirmed that the vessel has been sold for $8.6 million to the Spanish company that has been using it as a citrus-carrier. It cost the New Zealand Government $14 million seven years ago. The ship never carried out a military sealift, its intended role in the Navy, and is now registered as the Don Carlos - the name of a Verdi opera based on the life of a 16th-century Spanish royal. Don Carlos of Spain (1545-68), born mentally and physically deformed of an incestuous relationship between cousins, was a sadist who tortured little girls, servants and animals. It is said he was fond of roasting small animals alive, especially hares. After buying the Scandinavian roll-on, roll-off cargo ship in 1994, the National Government spent $7 million more on modifications before it was commissioned into the Navy as the Charles Upham in October 1995. During sea trials the next year, it broke down in heavy weather and rolled alarmingly, making its crew seasick. Soon dubbed the "Charles Chuckam," it was tied up while the Government contemplated more expensive modifications, expected to cost around $35 million. That would have paid for extra saltwater ballast tanks, extra fuel tanks, watertight compartments on the middle deck, a helicopter hangar and accommodation for 150 soldiers.

DAILY SHIPPING NEWSLETTER In the interim, the Charles Upham was chartered to the Spanish shipping company Contenemar, which has now bought it outright, and it was reduced to hauling citrus fruit around the Mediterranean. As part of its wide-ranging defence review, the present Government opted to sell the vessel at the end of its charter this month. Contenemar's was the only bid. Approaches to New Zealand shipping companies failed to spark interest. Mr Burton said the world market for such second-hand vessels had fallen considerably, and the sale price was realistic. The Government is now considering options for an alternative heavy sealift capability for the Navy. In the meantime, the Defence Force will continue chartering vessels when required - as it did in 1999 when it engaged a Dutch cargo ship to take 25 personnel carriers and other gear to East Timor. The sale of the Charles Upham comes as the Government and defence officials brace themselves for the findings of the Auditor-General's inquiry into the Government's criticised $650 million purchase of light armoured vehicles for the Army.
Record aantal bezoekers Nationale Vlootdagen
DEN HELDER (ANP) - De 47e editie van de Nationale Vlootdagen in Den Helder heeft het afgelopen weekeinde 230.000 bezoekers getrokken. Daarmee zijn de vlootdagen van 2001 de drukst bezochte ooit. Alleen al de slotdag trok volgens de marine meer dan honderdduizend bezoekers. De grote publiekstrekker bleek het Russische opleidingsfregat Smolny. Volgens een woordvoerder van de marine is het duidelijk ,,dat mensen de koude oorlog niet vergeten zijn’’. ,,Blijkbaar is zo’n Russisch schip toch extra bijzonder’’, stelt de woordvoerder. Op de slotdag van de vlootdagen keerde het amfibisch transportschip Rotterdam terug in Den Helder na een verblijf in Eritrea. De Rotterdam was daar in het kader van de United Nations Mission in Ethiopia and Eritrea (UNMEE). Het schip werd met saluutschoten en een optreden van de Marinierskapel binnengehaald. De Koninklijke Marine gebruikte de Nationale Vlootdagen dit jaar vooral om jongeren te werven voor een baan bij de marine. De grote drukte was volgens een woordvoerder mede te danken aan het feit dat de vlootdagen aan het begin van de vakantieperiode plaatsvonden. De afgelopen jaren werden ze steeds midden in de vakantie gehouden, waardoor minder mensen het spektakel bezochten. Vrijdag bezochten 50.000 personen de vlootdagen, zaterdag 80.000 en op de slotdag 100.000 mensen. De toegangswegen naar Den Helder zaten zondag een groot deel van de dag volledig dicht met lange files tot gevolg. Volgend jaar zijn de vlootdagen van 12 tot en met 14 juli.
….AT LAST BUT NOT LEAST ….. Fast Ferry als tram door Rotterdam Ridderkerk _ ,,Het heeft een paar duiten gekost, maar ik denk dat het de moeite loont om een tram drie maanden als schip door de stad te laten rijden.'' Fast Ferry-directeur M. Sprenger presenteerde gisteren met genoegen een geheel als snel passagiersschip beschilderde tram. De Rotterdamse verkeerswethouder N. Janssens mocht hem dopen. Natuurlijk bij het eindpunt van lijn 5 aan de Willemskade, waarvandaan de catamarans Piet Hein en Witte de With een snelveerdienst onderhouden met Dordrecht, die via Ridderkerk vaart. Op zacht aandringen van tramconducteur G. Bot sloeg Janssens bij de doop van de geel-blauw geverfde Ferrytram de fles prikwijn maar niet kapot tegen het koetswerk van het railvoertuig, maar liet hij - na fors schudden - de inhoud ertegen leegspuiten. ,,Dit gaat ook vlugger,'' zei de wethouder met

Janssens liet zich graag lenen voor het promotiestuntje van de Fast Ferry. Al betwijfelde hij de opmerking van Sprenger, als zou het personeel van de snelveerdienst meer service verlenen dan de collega's van de RET op bus, in tram en metro. Dat vond hij ongepast. ,,Het is geen vergelijking; een RET die zóveel groter is, met zóveel meer historie.'' Toch is het juist de dienstverlening, waarmee de in november 1999 gestarte Fast Ferry meer klanten aan zich probeert te binden. Voor een eigenlijk net te laat arriverende passagier is de kapitein niet te beroerd de catamaran weer terug naar de wal te dirigeren. Wethouder Janssens: ,,In openbaar vervoer over water is de minister van Verkeer en Waterstaat geïnteresseerd. Terecht, want het is een nuttige aanvulling. Leg je een nieuwe tramlijn aan, dan kost dat al gauw anderhalf tot twee miljard gulden. Bij water speelt dat niet, dat ìs er al. Rotterdam investeert in watertaxi's en een net van waternetsteigers. En de gemeente trekt vijf ton uit voor een abri op het ponton van de Fast Ferry aan de Willemskade.''
Injectie De reclamecampagnes van Fast Ferry van de afgelopen maanden lijken hun vruchten af te werpen. Het samenwerkingsverband van Doeksen Transport Group, Heymen Shipping Company, Connexxion en de gemeente Dordrecht schreef 400.000 huishoudens aan. Zij konden een bon insturen, die recht geeft op een gratis vaart. Daar kwamen 65.000 reacties op. Voorts werden 'direct mail'-acties gehouden en gaat binnenkort een serie reclames over de radio van start. In Rotterdam verschijnen ook steeds meer lichtbakken met wervende tekst. Directeur Sprenger is tevreden over de stijging van de passagiersaantallen. Dankzij de extra financiële injectie van zes miljoen gulden, afkomstig van het ministerie en van de provincie Zuid- Holland, kan de Fast Ferry het in elk geval uitzingen tot eind 2002. De promotie-activiteiten hebben geleid tot dertig procent meer reizigers in vergelijking met een jaar geleden. ,,We zitten nu op acht- tot tienduizend passagiers per week. Waar we naar toe moeten, is negenduizend reizigers per week structureel. Dan hoeven we ons minder zorgen te maken over de toekomst,'' meent Sprenger.
Doelmatig Bemoedigend voor het snelveer is, dat het publiek steeds gemêleerder wordt. Zag men de Fast Ferry aanvankelijk als een attractie, waardoor de passagiersaantallen achter bleven bij de verwachtingen, meer en meer mensen ontdekken het als een doelmatig vervoermiddel. Sprenger: ,,Forensen, scholieren, studenten, festivalgangers: we treffen een steeds gevarieerder publiek op de boten aan.'' In de spitsuren is het aantal reizigers tussen Dordrecht en Rotterdam (reistijd 40 minuten; haltes onderweg zijn Ridderkerk en Alblasserdam) per drie afvaarten gestegen tot 150 à 160. De catamarans hebben elk 150 zitplaatsen, dus forse groei is nog alleszins mogelijk en gewenst. Of de Fast Ferry meer halteplaatsen opneemt, is nog onduidelijk. Onlangs werd een proefstop gemaakt in Krimpen aan den IJssel. Sprenger: ,,We moeten wel goed weten wat we doen. Het betekent vijf minuten meer reistijd.'' Sprenger ziet voor meer halteplaatsen meer in de waterbussen, kleinere catamarans met plaats voor 80 personen en 60 fietsen, zoals deze al tussen de Drechtsteden pendelen. ,,De vraag is of dat te exploiteren is. Aan voorbereiding ben je al zo twee jaar kwijt. Maar dan kun je in de Rotterdamse regio aanleggen op legio plaatsen, zoals het Drinkwaterleidingterrein, Rivium, Kop van Zuid en Schiedam.''
