ON the same day that Humber pilots began strike action in a dispute with Associated British Ports (ABP), two ships collided on the approaches to Goole, in the Humber estuary. According to reports in the Grimsby Telegraph, the container vessel Rolf Buck (2,592 DWT) was in collision early this morning with the bulker Celtic Forester (2,887 DWT), which had gone aground on a sandbank yesterday evening with a Humber pilot on board. Following the collision, the Rolf Buck, which had an ABP pilot on board, also went aground. Local coast guard officials stated that no damage or injuries resulted from the incident and that both vessels were later refloated. The Humber pilots are in dispute with ABP over contractual changes.
'Turkse zakenman achter vloot Bin Laden'
LONDEN (ANP) - Westerse inlichtingendiensten, geleid door Noorse onderzoekers, hebben een lijst van 23 schepen opgesteld, die eigendom zijn of onder het gezag staan van handlangers van Bin Laden. Een Turkse zakenman zou de schepen met geld uit Duitsland hebben gefinancierd. Dat staat in een artikel dat woensdag verschijnt in de internationale krant voor de scheepvaart, Lloyd's List. ,,De namen die worden verbonden aan de onderzoeksresultaten blijven vooralsnog geheim, maar marktbronnen wijzen een beschuldigende vinger naar één persoon in Turkije met sympathieën voor het moslimfundamentalisme. De financiering van de koopvaardijschepen zou afkomstig zijn van de Europese poot van het netwerk van al-Qaeda in Duitsland. Deze verklaring komt overeen met de beweringen van de eigenaar van een in Hamburg gevestigde handelsorganisatie, Mamun Darkazanli. Hij gaf toe als vertaler te hebben opgetreden toen vertrouwelingen van Bin Laden een schip wilden kopen, aldus het artikel in Lloyd's List. Darkazanli werd op 24 september door de Verenigde Staten voor het eerst in verband gebracht met Bin Laden. Alle tegoeden van zijn im- en exportfirma werden toen bevroren.

Vessel boarded off Pakistan and searched for illegal weapons, terrorists for four hours (SINGAPORE) Six crew members of a Singapore-chartered container ship were handcuffed and forced to lie face down on the ship's deck for 30 minutes by US Navy Seals who stormed the ship off the coast of Pakistan, injuring two of the crew members. The ship Kota Sejarah - chartered by Singapore-based-Pacific International Lines (PIL) - was boarded in the North Arabian Sea last week by US Navy Seals and Marines, who failed to turn up anything suspicious after scouring the ship for terrorists and illegal weapons.

DAILY SHIPPING NEWSLETTER A PIL spokesman told Shipping Times that the ship's master reported the vessel was boarded by two US Navy Seal teams, who immediately subdued six crew members, including the chief engineer and chief officer on the boat deck. 'They were handcuffed with plastic bands and made to lie face down on deck for about 30 minutes,' according to the master. Although the master and crew cooperated with the search teams, two crew members suffered injuries - one to his finger while the other was reportedly kicked in the leg by one of the American soldiers. 'All hands were then asked to proceed to the Crew Mess, where they could be visually monitored. The chief engineer was allowed to proceed to the engine room and the master remained on the bridge. 'The chief officer went around with a Seal member to check and secure the cabins. Meanwhile, the master was ordered to reduce the speed of the vessel. About an hour and half later, US Marines boarded the vessel from seven helicopters.' The spokesman said the accommodation search took about three hours after which the boarding teams began searching cargo holds and containers focusing on containers loaded at Karachi and destined for Aden and/or Mombasa. The soldiers also checked and videotaped all cargo documents, passports, certificates, crew lists, agent's directory and ship's drawings. After failing to find anything suspicious during the four-hour long search, the soldiers departed after 'expressing their thanks to the master for his cooperation and apologies for the inconvenience caused', the spokesman said. Ironically, the initial approach of the Seal teams in their small craft was mistaken as an attempt by pirates to board the ship, resulting in anti-piracy alarms and procedures to be implemented. When asked why the Kota Sejarah was boarded and searched, Capt Joseph replied: 'To the best of our information, all ships sailing out of Karachi will be inspected by the US and its allies. Kota Sejarah was no exception.' Shipping Times was unable to contact a US Navy spokesman prior to press time. Although US authorities have issued a bulletin warning of the searches and harsh action for resistance, PIL has not received any official notification, the PIL spokesman said. While the inspections will cause delays to the sailing schedules and create extra work for the crew, he said PIL does not expect business to suffer on account of the inspections. In view of the heightened security concerns, PIL has instructed the masters of all its vessels to be extra vigilant, 'which is perhaps the best that can be done under the circumstances', he said. Security guards have also been placed onboard for ships calling at the Karachi port. PIL makes one and sometimes two calls a week at Karachi. 'Any other measures, such as armed security at sea, may be detrimental to the crew's interests, particularly when faced with such inspections,' the spokesman noted. 'One must bear in mind that such inspections are always carried out under high tension and that the guns (machine guns) are always aimed and ready to fire at the slightest hint of hostility or provocation.' He also said that while prior notification of the inspections would be helpful, he recognises that would be extremely unlikely under the current environment.

Newbuilding No 236, sister vessel to Newbuilding 221, is scheduled for delivery in November 2002. The main vessel is classed by DNV +1A1, SF, E0, DP AUT, Fi-Fi 1 - LFL, for World Wide Trade. The overall length is 72.00 m with a beam of 16.00 m. The depth of the main deck is 7.00 m. The vessel, designed to fulfil the general demands of the offshore industry, will be deployed to transport of pipes, cement, liquid cargo, and equipment to and from pipe laying barges, drilling platforms, and production platforms. The vessel is also outfitted as a fire fighter, for carriage of Methanol and includes a dynamic positioning system. The vessel will be designed by Rolls Royce Marine, Ulsteinvik, Norway. Barry Rogliano Salles & Cie, Paris, France are brokers for the contract.

Work on Subic Bay Freeport grains handling terminal starts
Japanese bank to fund construction of container terminal SUBIC Bay Freeport's transformation into a major regional transhipment port is taking shape. Over the weekend, the port saw the groundbreaking for a grains handling terminal. And, separately, the port authority is inviting pre-qualifying applications to build the Subic Bay international container terminal. According to the Subic Bay Metropolitan Authority, Mega Equipment International Corporation, one of the Philippines leading bulk handlers, has broken ground for its 250 million pesos (S$8.8 million) bulk grains terminal. The bulk grains terminal is coming up at the Leyte Wharf and at areas near the Subic Bay International Airport. 'This is part of the overall masterplan for the development of Subic into an alternative international seaport in the Asia-Pacific region', Subic Bay Freeport chairman Felicito Payumo said. Mega Equipment is understood to be establishing a subsidiary, Subic Bay Freeport Bulk Terminal Services, to develop and operate the terminal. Mega Equipment president Ed Alino said: 'We are glad to be finally setting up operation in Subic. It is an excellent site to do grains handling.' Meanwhile, the port authority said it has launched a pre-qualification exercise for the construction of the Subic Bay international container terminal. The Japan Bank for International Co-operation is funding the construction cost. As such, pre-qualification of contractors will follow the bank's competitive bidding procedures, the port authority said.

The contract to be awarded will cover the construction of a new container terminal at Cubi Point. This will include a two-berth container wharf and terminal, access roads, dredging, minor buildings, site utilities and navigation aids. The work will also include the rehabilitation of existing piers and wharves as well as back-up areas and dredging. The contractor will also be required to procure and install quay gantry cranes and purchase a pollution control vessel and speed boats. When completed over the next five years, the container terminal will be able to accommodate vessels of up to 3,000 TEU capacity and will increase Subic Bay's container handling capacity to 300,000 TEUs from the current 150,000 TEUs. The Subic Bay Freeport in the western side of the main Philippine island of Luzon is a former US naval base which has one of the best natural harbours in the region and a well-developed transport and logistics infrastructure.

Lykes launches two Europe-South America services LYKES Lines is launching two new services between the east coast of South America (ECSA) and Europe: a weekly fixed day link to North Europe and a Mediterranean service operating once every nine days. Tony Bruno, vice president commercial, said: "These are two more services for customers in South America, Europe and the Mediterranean. "We have extensive office networks in all three areas and offer fast and efficient inland connections to the many ports we serve," he added. Both new services are offered through slot share agreements on existing services. The first northbound sailing on the North Europe-ECSA service departs from Paranagua today. The ports of call on the weekly service are Rotterdam, Tilbury, Hamburg, Antwerp, Le Harve*, Bilbao*, Rio de Janeiro (SB)*, Santos (SB)*, Paranagua, Buenos Aires*, Montevideo*, Rio Grande*, Itajai, Santos (NB)*, Rio de Janeiro (NB)*, Salvador*, Rotterdam, (* every two weeks). The Mediterranean-ECSA service was launched on December 1 and runs every nine days with the rotation Genoa, Livorno, Barcelona, Vitoria, Santos, Buenos Aires, Montevideo, Itajai, Santos, Vitoria, Salvador, Las Palmas*, Tenerife, Barcelona. HK customs seize heroin worth US$2m (HONG KONG) Hong Kong customs authorities have seized heroin worth more than US$2 million from a ship container declared to customs as a consignment of durians, a tropical fruit with a pungent aroma. Some 30 kilograms of high-grade heroin - the largest seizure so far this year - were recovered from the container on a ship which was travelling from Thailand to Taiwan via Hong Kong, a customs spokesman said yesterday. No arrests were made. Hong Kong customs had acted on intelligence received from their Thai counterparts.
APL recognized as Carrier of the Year Pier 1 Imports has named global transportation company APL as their Carrier of the Year, becoming the third major company to acknowledge APL in this way in the past twelve months. "APL stood out as the carrier that did what it said it was going to do," Pier 1's Senior Vice President Logistics and Allocations, David Walker, said. The award was decided after assessing APL's performance across a range of criteria. This assessment included surveying other logistical partners along the supply chain as well as merchandise vendors around the globe, financial partners concerned with documentation requirements, and operations in Pier 1's organization regarding compliance and execution. It is the third time Pier 1 has recognized APL with this award, the first being in 1999. Walker said that Pier 1 has had a relationship with APL and its parent company, NOL, for more than 25 years. In line with past practices, Pier 1 presented Aldridge with one of the products APL carried for them over the past year, symbolizing the goods APL has moved for Pier 1. In this instance the product was a compass displayed in a teak wooden box.

Borgtocht De vader van de Nederlandse spotter Patrick Dirksen noemde het woensdag een opluchting dat zijn zoon op borgtocht wordt vrijgelaten. ,,Maar het is een teleurstelling dat er waarschijnlijk toch nog een proces komt, waarvoor de spotters weer terug moeten.'' Hij zei nog niet te weten hoe het geld voor de borgtocht wordt betaald. Het ministerie van Buitenlandse Zaken liet weten dat het bereid is het bedrag voor te schieten, ook voor de andere Nederlander die vastzit in Griekenland, de 28-jarige Frank Mink. Buitenlandse Zaken kan niet zeggen wanneer de spotters in vrijheid worden gesteld. Patrick Dirksen zei woensdag in het Radio 1 Journaal dat hij donderdag vrijkomt. Vrijdagochtend reizen de twee Nederlandse spotters naar Nederland, omdat er dan pas een vlucht is. Dirksen zei erg opgelucht te zijn dat er een einde komt aan 36 dagen gevangenschap. ,,Het moeilijkste was dat je niet wist wat er ging gebeuren.'' Spionage De Griekse officier van justitie zei maandag nog dat de spotters aangeklaagd zouden moeten worden wegens spionage. Dat is niet gebeurd en de groep wordt er nu van beschuldigd dat zij zich toegang verschafte tot 'nationale geheimen'. De spotters hebben de aantijgingen tegengesproken. Zij zeggen dat zij een officiële uitnodiging hadden om een vliegshow bij te wonen. Dirksen blijft er bij onschuldig te zijn. ,,Alles wat ik gezien heb, is bekend. Het staat op internet en in boeken.'' De spotters zitten sinds 8 november in de gevangenis. Na hun hechtenis in een politiecel in Kalamata, zijn zij overgebracht naar een gevangenis in Nafplion, gelegen tussen Kalamata en Athene. De 27jarige Dirksen, student fysische geografie aan de Vrije Universiteit in Amsterdam, en Frank Mink uit Den Helder maken deel uit van die groep. Het gezelschap reisde met het Engelse Touchdown Tours. De reis zou speciaal voor vliegtuigspotters zijn georganiseerd.

ANTWERPEN EXPRESS The 4,864 TEU panamax containership Antwerpen Express was built by Hyundai Heavy Industries in South Korea and delivered to owner Hapag-Lloyd Container Line in April 2000. The owner planned to deploy the vessel on its Far East express routes, conducted with its operating partners, P&O Nedlloyd, NYK, OOCL and MISC, within the framework of the Grand Alliance. Antwerpen Express is the first in a series of seven panamax containerships under construction for Hapag-Lloyd at Hyundai. Of the subsequent six newbuildings, three are owned by Hapag-Lloyd, while the other three will be chartered from Greek owner
Costamare Shipping. Antwerpen Express flies the German flag and has Germanischer Lloyd classification.
DESIGN In common with the earlier series of eleven containerships led by Hannover Express, Antwerpen Express has panamax main dimensions of 294m overall length, 32.2m moulded breadth and a maximum draught of about 13.5m. Improvements in engine design from MAN B&W enabled Antwerpen Express’naval architects to gain extra cargo space within the given hull envelope. Hannover Express had a cargo capacity of about 4,600, compared to Antwerpen Express’greater capacity of 4,864 TEU. This increase derives in part, about 70 TEU, from the change in engine design. In addition, an extra bay of containers has also been gained by the construction of a shorter accommodation block. Antwerpen Express’cargo arrangements comprise six cellular cargo holds, five of which are arranged forward of the superstructure and engine room, with the sixth positioned aft. Being of the so-called ‘ girderless’type, the underdeck area has been optimised for container stowage, to give a maximum of eleven rows and eight tiers of TEU in the hold spaces in the parallel body. The beam also allows an upper deck stow of 13 rows of boxes. Hyundai, the builder of the vessel, has put the vessel’ s maximum capacity at 4,890 TEU. Of this, 2,326 TEU can be stowed in the holds and 2,564 TEU can be accommodated on the weatherdeck and pontoon type hatch covers. 350 sockets are available for the transport of reefer containers.

The engine was developed by MAN B&W in Denmark and its twelve-cylinder 93,360bhp configuration has been chosen by Hapag-Lloyd for its 7,200 TEU series of containerships under construction at Hyundai. The earlier series of Hannover Express class containerships were fitted with the K90MC engine, which was the widest two-stroke machinery at the time of ordering. The greater power density of the K98MC has enabled Antwerpen Express’power needs to be met with two cylinders less than the nine cylinders used in these preceding vessels. The 9K90MC installation in each of the Hannover Express sisters delivers 55,980bhp at 94rev/min, at a mean effective pressure of 18bar, whereas the seven-cylinder examples for the Antwerpen Express series turn out 54,460bhp at the crankshaft speed, on 18.2bar. The slight reduction in maximum power was regarded as acceptable on the basis of the speed performance of the vessels already in operation. The 7K98MC engine is supercharged by three units of the TPL85-B11 turbo charger design developed by ABB Turbo Systems based in Switzerland, providing one of the first applications for the new TBL-B generation, tailor-made for two-stroke machinery. The vessel is equipped with a STN Atlas navigation and command system (Nacos).
