EVENTS, INCIDENTS & OPERATIONS France to sink 'ship of shame' THE 3,930 DWT general cargo vessel Victor, abandoned by its owner at Brest over 18 months ago, will be sunk 300 n-miles off the French coast, the Finisterre (Brittany) Prefecture announced yesterday. The sinking will take place once any risk of pollution has been removed from the ship. The 1968-built vessel arrived at Brest under tow in April 2000 after taking in water when passing Ushant. The inspection revealed that the vessel, which was carrying a cargo of wheat, was in an appalling condition, and the Port State Control issued a detention order. Meanwhile, its owner, believed to be an American company but not clearly identified, disappeared, abandoning the ship and its crew. The media and unions gave wide publicity to the fate of the crew who were left without food and pay for months. The unions said it would oppose any sale of “the ship of shame” for further trading and demanded guarantees that it would go direct to a breaker’s yard.
Nigeria, South Africa to start joint naval patrol Nigeria and South Africa have agreed to start joint naval patrols to secure shipping on Africa's Atlantic coast against activities of sea pirates and the likelihood of terrorism, the head of the Nigerian navy announced on 23 November. Chief of Naval Staff Vice Admiral Samuel Afolayan, who was hosting a reception for visiting chief of the South African navy, Vice Admiral John Retief, said both countries were engaging in a new era of cooperation. "I am happy to state that a new era of cooperation between us is born," Afolayan said. He added that Nigeria and South Africa will undertake joint military exercises next year, which in due course would include joint naval exercises. South Africa will also provide Nigeria with technical assistance in ship repairs and the provision of spare parts for its naval fleet, he said. Retief said closer cooperation between the two navies was imperative since they were among the most important naval forces in the south Atlantic region and sub-Saharan Africa. Nigeria, Africa's biggest oil producer, has most of its oil and gas facilities either onshore or offshore of its Atlantic coast. South Africa has in recent years been getting increasing supplies of its crude oil needs from Nigeria. The announcement follows several reports of piracy in the region over the past month. On 15 November, the Trans-Ocean CITGO-operated drill rig Nghulmej was boarded and occupied 15 Nov in position 03 18.5N, 006 33.3E by 22 Nigerians. Seventy-five crew, including one U S citizen, were reportedly being held hostage. The rig had earlier been threatened as part of on-going communal disputes with the central government over sharing of oil revenues with local communities. The incident was reportedly being treated as a commercial dispute and had not been reported resolved as of 21 November, according to the US Coast Guard. On 04 November, an unidentified bulk carrier reported attempted boarding at 22.45 local time while drifting in position 06 01.7N, 003 37E off Lagos. Crew spotted and illuminated a small boat that left the area. Also on 04 November, six persons boarded an unidentified cargo ship at 04.10 local time and stole a life raft and stores. The ship was drifting in position 06 06N, 003 37E, 20 miles south of the fairway buoy... On 29 October, an unidentified cargo ship was boarded at 0403 UTC 5.5 nm from the south mole signal station at Lagos. Six persons boarded from a small boat and escaped with stores and safety equipment.

Malta energy company to sue shipowner Malta state-owned energy provider Enemalta said on 26 November it would sue the owners of the Tonga-registered, 85m vessel Marwa M, which damaged one of two 33kV submarine power cables which supply power to the island of Gozo, three miles north of Malta. The 9,000-tonne cargo vessel damaged the cable when it anchored between Malta and Gozo on 25 November, apparently to shelter from bad weather. Enemalta said that according to investigations it would not be possible to repair the $2.3mn cable, laid in 1981. Markers in the area forbid vessels from anchoring, due to the cables. The damage to the cable caused thousands of people in Gozo to be without electricity between 25 and 26 November. Power was initially restored through the second cable. The vessel has been held in Malta and is being guarded by a Maltese armed forces patrol boat one mile off Valletta harbour.
Iran-Moein latest to join CSSC fleet The Iran-Moein entered into the waters of Bandar Anzali to join the fleet of the Caspian Sea Shipping Company (CSSC), the CSSC deputy head for technical affairs said on 26 November. "The Iran-Moein is one of two ships purchased recently from the Netherlands," Fardin Abdollahi told the Iranian news agency IRNA, adding that another ship Iran-Kabir will be added to the company's fleet in the near future. Fardin said Iran-Moein, with a capacity of 2,495 tons of cargos, is a suitable ship for carrying goods through Volga River. Abdollahi said that Caspian Sea Shipping Company now owns six ships in the northern sea including Iran-Kabir. He said in order to play a further active role in carrying goods through the Caspian Sea and to create more job opportunities in the region, the company is to purchase some other ships in the near future. The Caspian Sea Shipping Company, established in 1992, owns Iran's largest commercial fleet in the Caspian Sea and carries ISM and ISO certificates.
Wartsila opens maritime training center in Philippines
The Wartsila Corporation, a leading global ship power supplier and major provider of solutions for decentralized power generation and supporting services, has inaugurated its new regional maritime training center in the Philippines at Subic. The inauguration coincided with the 10th anniversary celebration of a new simulator facility of the International Development and Environmental Shipping School (IDESS) at the Nabasan Pier. The two events were attended by officials of the different foreign embassies in the country led by Finland's Ambassador Raimo Anttola, and representatives of various maritime agencies and schools from the Philippines and abroad. Lionel Rossignol, managing director of Wartsila Philippines, said the Subic Regional Training Center (SURETRAC) will take full advantage of the obvious synergy that the center enjoy with IDESS Maritime Center, another SBF enterprise engaged in maritime training. "Based on our good experiences in Subic Bay and with the Subic Bay Metropolitan Authority (SBMA), a decision was made to convert our existing warehouse in Subic Bay into a training center," Jari Ullakonoja, Wartsila Corporate training manager said. "We are pleased and excited of our close cooperation with IDESS, both within the Learn and Sea Service and also as an engineering training provider here in Subic," he added.

Ullakonoja said being part of the Wartsila Ship and Shore Academy, Wartsila Subic will offer more than 100 specialized training courses and services for their products and power plants' clients. The training center includes a fully operational 'Vaasa 32' parks, modern facilities accommodating two spacious classrooms and a complete mock engine room, with fully operational 'W46' and Sulzer 'ZA4OS' engines for continuous skills upgrading of Wartsila's professionals, students and customers. As conceptualized, the training center aims to train 1,000 participants a year, and plans to construct two additional classrooms to accommodate more trainees. "We can say with confidence now that both our clients and our in-house course participants should be on sure track to greater professional expertness when they attend classes at Wartsila's SURETRAC in Subic," Ullakonoja said. Warstila Subic is a registered firm engaged in the business of warehousing and supply of spare parts for diesel engines of power plants and has been operating in the Freeport since 1994. Wartsila is a major provider of solutions for decentralized power generation, ship power and marine propulsion, and support services which are supported by manufacturing and technology. Its Subic operations is part of its network of subsidiaries spread over some 50 countries throughout the world.

MTW to build additional buoy tenders for USCG
The Manitowoc Company announced that its Marinette Marine subsidiary has been awarded options to build two additional seagoing buoy tenders for the US Coast Guard. The options, valued at approximately $60mn, are extensions to an existing series of contracts awarded by the USCG in 1993 and 1998 to build up to 16 Juniper-class buoy tenders. "These options mark nearly $350mn in new shipbuilding contracts won this year alone, and they further enhance our position as the USCG's largest supplier of shipbuilding and ship-repair work," said Terry D. Growcock, Manitowoc's
president and chief executive officer. The two new Juniper-class (WLB) buoy tenders - numbers 15 and 16 in the series - will be 225 feet in length and will operate with a crew of six officers and 34 enlisted personnel. These technically advanced, multi-mission vessels will be equipped to perform search and rescue, law enforcement, pollution response, and domestic icebreaking missions, as well as servicing aids to navigation. Scheduled for delivery in April and September of 2004, it is proposed that at least one of the additional cutters will be homeported on the Great Lakes.

H&W chief executive Brynjulv Mugaas, the company chairman Sir David Fell, and its human resources director, Bill Gallagher, have been involved in the briefings. The move comes a fortnight after H&W warned that another round of redundancies could be on the cards next year unless a major new shipbuilding order is secured.
ROUTE, PORTS & SERVICES Honderden banen erbij in haven VLISSINGEN - Het Antwerpse scheepvaart- en transportbedrijf Cobelfret Ferries vestigt zich in Vlissingen-Oost. De 56 ha grote roll-on-roll-off terminal levert vanaf begin 2003 driehonderd arbeidsplaatsen op. Cobelfret zal in Vlissingen vooral containers, trailers en nieuwe personenauto`s aanen afvoeren. De terminal komt ten oosten en ten noorden van de Koninklijke Schelde Groep in Vlissingen-Oost. Om Cobelfret toegang tot de Sloehaven te verschaffen, verkoopt de Schelde Groep een strook van twintig hectare aan de oostkant van haar terrein. De vestiging van Cobelfret betekent dat het havenschap Zeeland Seaports zijn plannen voor de aanleg van de Nieuwlandhaven aan de westkant van het Schelde Groepcomplex laat varen. De vestiging van Cobelfret vergt een investering van ruim 110 miljoen gulden. Daarvan neemt het havenschap een kwart voor zijn rekening. Havenschapsvoorzitter en economiegedeputeerde D. Bruinooge en Cobelfret-bestuurder C. Cigrang presenteerden gisteren de overeenkomst die Zeeland Seaports met de Antwerpse onderneming heeft gesloten. Bruinooge verklaarde zeer ingenomen te zijn met de komst van wat hij `een buitengewoon gerenommeerd bedrijf` noemde. Vorig jaar moest het havenschap nog een teleurstelling wegslikken toen de Italiaanse overslag- en transportbedrijf Grimaldi uiteindelijk Antwerpen boven Vlissingen verkoos. ,,Maar de betekenis van Cobelfret is voor ons veel groter dan Grimaldi zou zijn geweest``, verzekerde Bruinooge. De nieuwe klant is daarom zo aantrekkelijk voor Zeeland Seaports omdat Cobelfret voor de drie ro-rosteigers in de Sloehaven maar betrekkelijk weinig kadelengte nodig heeft. Havenbedrijven willen doorgaans terreinen die zich over een zo groot mogelijke afstand aan de haven liggen. Cobelfret had die behoefte niet. Dit betekent dat het havenschap geen dure lange kademuur hoeft aan te leggen. Van de driehonderd arbeidskrachten die Cobelfret nodig heeft, zullen er naar verwachting honderd in stuwadoorsactiviteiten werken. Nog eens honderd werknemers zijn nodig voor aanpassingen aan de uitrusting van nieuwe personenauto`s. Dat gebeurt bijvoorbeeld voor acties van auto-importeurs. Te denken valt aan inbouw van radio`s en airconditioning, bevestiging van spoilers en aanbrengen van lederen bekleding. De overige honderd personeelsleden gaan aan de slag in de sectoren transport, onderhoud en overige dienstverlening. Cigrang zei dat zijn bedrijf `een ernstige inspanning` zal leveren om zoveel mogelijk Zeeuwen in dienst te nemen. Bruinooge verwachtte `geen ernstige moeilijkheden` bij het vinden van voldoende personeel. Hij wees erop dat in 2003 het provinciale veerbedrijf PSD wordt opgeheven. Het werk bij Cobelfret sluit waarschijnlijk goed aan bij kennis en ervaring van een deel van het PSD-personeel.

maintain extensive port coverage but also offer faster transit times on key sectors of the routes. “The liner shipping industry is going through tumultuous times and all carriers are looking at ways of restructuring their services,” said Chang. “Demand patterns are changing and so we need to rationalise our schedules.” The first pendulum service, covering North Continent/US/East Asia, will deploy eight ships of 4,229 TEU and four of 4,211TEU and the second, covering US West Coast/Asia/Europe, will deploy ten 5,652TEU and two 4,211TEU capacity ships.
FNV Bondgenoten roept staking uit bij P&O NSF
FNV Bondgenoten gaat vanaf komende dinsdag actie voeren bij P&O North Sea Ferries (P&O NSF). Kern van het conflict is het plan van de ferry-rederij het sjorren van lading voortaan door de bemanning te laten doen in plaats van door eigen walpersoneel en werknemers van de havenpool SHB. Voor FNV Bondgenoten is dat onbespreekbaar. ,,De toekomst van de Rotterdamse havenwerker staat op het spel", aldus N. Stam van de bond. Woordvoerder C. Radings van P&O NSF bevestigt het plan, maar noemt de reactie van FNV Bondgenoten prematuur. ,,We hebben het plan voorgelegd aan onze eigen ondernemingsraad en zijn daarmee nog in gesprek. Laat de bond dat gewoon even afwachten." Het plan bestaat volgens Radings uit drie onderdelen. Ten eerste wil P&O NSF het aantal schepen op de route Rotterdam-Felixstowe terugbrengen van vier naar drie. Ten tweede wil de rederij de Engelse bemanningsleden op deze schepen vervangen door zeevarenden met een Portugees paspoort. En ten derde wil P&O NSF het sjorren en losgooien van ladingen dan door die bemanningsleden laten doen in plaats van door het walpersoneel. Stam van FNV Bondgenoten noemt het 'uitgelekte' plan van P&O NSF onacceptabel. ,,Het is tegen de afspraken die in de haven zijn gemaakt en beoogt feitelijk het havenwerk aan de havenwerkers te ontnemen." Als P&O NSF dermate in problemen is, dan moet het bedrijf volgens hem maar in alle openheid en met alle betrokkenen partijen om de tafel gaan zitten. "In die zin hebben we al eerder water bij de wijn gedaan door een nieuwe cao af te spreken met een looptijd van negen maanden, waarin alleen prijscompensatie is opgenomen. Als er verdere maatregelen nodig zijn, kan de directie met ons daarover overleggen." Stam erkent dat het sjorwerk bij Exxtor van Cobelfret en twee schepen van DFDS eveneens door de bemanning wordt gedaan, maar noemt dat een ongewenste situatie die is ontstaan door gebeurtenisen in het verleden. Bij Exxtor speelde het faillissement van vorig eigenaar Hoogewerf de Rijke een grote rol. "Het personeel dat daarna mocht terugkomen, heeft het andere bemanningsmodel met het mes op de keel geslikt." FNV Bondgenoten staat hiertegenover volgens hem machteloos, omdat de werknemers niet bij de bond zijn aangesloten. "Maar als de havenwerkgevers gelijke concurrentievoorwaarden willen hebben, kunnen ze een sector-cao afsluiten, die we dan algemeen verbindend kunnen laten verklaren. Maar dat willen ze niet."

Beiden zeggen altijd bereid te zijn tot overleg, maar zijn niet van plan daartoe zelf het initiatief te nemen. FNV Bondgenoten bereidt zich volgens Stam nu voor op acties. Daarnaast overlegt de vakbond aanstaande woensdag in Rotterdam met de zusterorganisaties uit Engeland en België over de kwestie. Radings stelt eveneens verder geen initiatieven te zullen nemen. "De bond eist dat we een plan van tafel halen dat er niet eens op ligt. Het is feitelijk een verbod op nadenken over iets. Ik hoop dat ze nog tot inzicht komen, want dreigen met een staking is niet goed voor de haven en niet voor het voortbestaan van de betrokken dienst".
Mijnenvegers brengen vaarroutes Rotterdamse haven in kaart Den Haag - Mijnenvegers van de Koninklijke Marine hebben de afgelopen weken onderzoek gedaan naar de bodemgesteldheid van de vaarroutes in de Rotterdamse haven en de effectiviteit van de mijnenveegsystemen in het vaarwater. Het is de eerste keer dat de marine in staat werd gesteld de vaarroutes in de haven in kaart te brengen. Tot de aanslagen van 11 september in de VS, zagen de havenautoriteiten de activiteiten van de mijnendienst van de marine niet zo zitten, vanwege de overlast voor het scheepvaartverkeer. Sinds de aanslagen is het havenbestuur daar anders over gaan denken. Een woordvoerder van de marine benadrukt echter dat er geen enkele acute aanleiding is voor het onderzoek. De mijnendienst heeft ook niet naar mijnen gezocht. Maar met de vergaarde informatie kan de marine als er wel een dreiging ontstaat veel beter uit de voeten in de haven. Omdat de bodemgesteldheid in kaart is gebracht, kunnen afwijkingen snel worden opgespoord. Overigens voert de mijnendienst deze activiteiten al uit in de Noordzee en in de vaargeulen naar de Nederlandse havens. Het gaat hier echter om een standaardprocedure die al werd toegepast voor de aanslagen. De mijnendienst heeft als vervolg op het onderzoek in de Roterdamse haven plannen om ook het Noordzeekanaal in kaart te brengen.

NAVY NEWS HMS MONMOUTH CLOCKS UP NEW RECORD
HMS Monmouth returned to Devonport Naval Base on Friday 30 November having completed a successful and record-breaking deployment. During the three-month Argonaut 2001 deployment, which culminated in Exercise Saif Sareea in the Gulf of Oman, the Type 23 frigate chalked up a personal record for spending the most time at sea, in October, of any month since the ship was commissioned a decade ago. During the busy operational period, as an escort ship with Devonport-based HMS Cornwall for the Carrier HMS Illustrious, HMS Monmouth spent 639 hours of a possible 744 at sea. The Duke class ship, known as "Black Duke" sailed a total of over 15,000 nautical miles. Her port visits included Spain, Portugal, Crete and Oman. Argonaut 2001 was the largest RN deployment, involving 24 RN and Royal Fleet Auxiliary ships and two British submarines, since the Falklands Conflict in 1982 and it demonstrated the UK's ability to deploy, operate and sustain a maritime task force of this size. HMS Monmouth also had a special anniversary whilst she was away. It was 10 years to the day on 23 November since the ship was launched into the Clyde by the ship's sponsor, Lady Eaton.
COVENTRY COMES HOME FROM FINAL DEPLOYMENT While away, the ship was responsible for carrying out a drugs bust involving the chase of a high speed 'Go Fast' boat by the ship's helicopter off the coast of Belize in Central America. The boat's four crew members eventually ran aground on a small island in the mangrove swamps off the coast before making off into the night. The local police apprehended the drug smugglers and recovered cocaine with a street value of around £40 million. During the deployment, which has also seen the ship poised to carry out disaster relief operations if necessary, HMS Coventry has steamed 24,500 miles between 17 ports of call. While away, the ship's company consumed 14,000 pints of milk and ate over 30,000 sausages. Master at Arms Dave Harris, the ship's Service Policeman from Honicknowle in Plymouth, became a world record breaker on the last leg of the journey home. A keen endurance athlete who has run 21 marathons, he broke the World Indoor Rowing record by rowing 307,683 metres in under 24 hours - approximately the distance from Plymouth to Portsmouth. This amazing feat is the latest event in his personal charity campaign that has raised £6,000 for the British Heart Foundation.

"It's a great feeling to be coming home for a well earned break with our friends and families," he said. "The Caribbean has been both a challenging and rewarding place to conduct operations and we have certainly had to work hard. The achievements of this deployment pay tribute to the professionalism of my ship's company. Of course, our joy at being back once again is mixed with a touch of sadness as we sail home for the last time." The current HMS Coventry, the sixth ship to bear the name, was launched in 1986 and commissioned in 1988. HMS Coventry's battle honours include the Battle of the Atlantic in 1940 and the Falklands conflict in 1982, and the ship has seen service in numerous theatres ranging from the Arabian Gulf, the Atlantic and Indian Oceans to the Mediterranean and Caribbean Seas. The ship's principal weapon systems include anti-air warfare missiles, close range guns and anti-submarine sonar equipment, combined with a Lynx helicopter armed with homing torpedoes and anti-ship missiles. HMS Coventry is to be decommissioned at a ceremony to be held at Devonport in January. The Disposal Services Agency of the Ministry of Defence is actively marketing the ship to overseas governments as an operationally capable warship.
India plans aircraft carrier with Russian missile system
India soon expects to have its first indigenous state-of-the-art air defence ship with a capacity to carry 25 aircraft in eight years. The Rs1,800crore prototype ADS will be built at the Kochi Shipyard with missile system supplied by Russia, according to Vice-admiral John C. Desilva, flag officer commandingin-chief of Eastern Naval Command. The design for the prototype aircraft carrier is ready and development of the vessel would begin shortly. Adm Desilva said that about 80 percent of the vessels in the navy were indigenous, adding that with the decommissioning of INS Virat in about 12 years, acquisition of a new ADS with latest technology was necessary.

LEEUWARDEN (GPD) - Het Nederlandse luchtruim wordt sinds de aanslagen in New York en Washington extra bewaakt. Twee F16's zijn permanent in staat van paraatheid en extra zwaar bewapend. Verdachte toestellen moeten in het uiterste geval uit de lucht te worden geschoten. Dat heeft een woordvoerder van de luchtmacht bevestigd. Twee Nederlandse F-16's, afwisselend gestationeerd op de vliegbases Volkel, Leeuwarden en Twenthe, staan permanent op Quick Reaction Alert (QRA), wat betekent dat ze binnen enkele minuten moeten kunnen opstijgen. Tijdens de Koude Oorlog was deze situatie normaal, maar na die tijd is de alertheid aanmerkelijk verminderd. De aanslagen van 11 september hebben Defensie ertoe gebracht de toestellen weer in opperste staat van paraatheid te brengen.
