DAILY SHIPPING NEWSLETTER 2004 – 171 The charges stemmed from separate incidents early this year. French media say Pakistani national Anis Yazdani Zuberi, 54, received a one-year suspended sentence and must pay a fine of EUR 15,000 over a February 11 incident in which the UAE- flag, 2,199-teu containership Khaled Ibn Al Waleed (built 1983), of which he was master, was found to have deliberately polluted France's Mediterranean waters. His employer, United Arab Shipping Co (UASC), was fined EUR 485,000. Aerial photos were produced to document an 18-kilometre long, 50-metre wide slick behind the vessel off Cap Sicie near Seyne-sur-Mer (Var) in the vicinity of Toulon. Also the owners of the 1,150-teu Turkish-flag containership Cimil (built 1996) were fined EUR 290,000 and its Turkish master, Burak Vurnal, 29, was fined EUR 10,000 over an incident from late January. The ship is said to have been caught cleaning its tanks off Cap Couronne, west of Marseilles. The Cimil’s operator is listed as Istanbul-based Turkon Container Transport & Shipping, part of the Kalkavan group. Photo : Piet Sinke © France has aggressively prosecuted shipowners suspected of polluting since last year, when it established three regional court jurisdictions at Marseilles, Brest and Le Havre for expeditious prosecution of such incidents. In some cases the French navy has pursued suspected vessels and diverted them to port. Owners are required to post substantial bonds before the ships are allowed to proceed
Rescue after fishing boat fire A lifeboat is to recover a fishing boat which caught fire off the coast of Gwynedd on Sunday night. A fisherman was rescued from the burning Challenger, 12 miles off Barmouth, and was treated at Bronglais Hospital, Aberystwyth. A RNLI spokesman said the vessel would be towed back into the harbour, as it could be a danger to shipping. Rescuers were guided to the boat by the fisherman using his mobile phone.

Man trapped in boat's machinery
AN AIR force Orion maritime surveillance plane dropped emergency medical equipment to a fishing boat south of New Zealand today to help treat a seriously injured crewman trapped in a machine, rescue officials said. Earlier, a helicopter winched a paramedic down to the deck of the New Zealand fishing boat Aoraki. The crewman was trapped by his legs in the fish processing machine aboard the vessel, which was in sub-Antarctic waters more than 500km south of New Zealand, said National Rescue Coordination Centre spokesman John Seward. The man's fishing company raised the alarm earlier, but Seward said emergency services had no details of the extent of his injuries. He said the man remained trapped in an auger used to move fish on the vessel. The ship's crew retrieved the airdrop from the ocean this evening, Seward said. Dunedin Hospital intensive care medical director Mace Ramsay said the man's condition was stable and removing him from the machine would mean "we will have a very unstable situation". "He's not bleeding now and his best chance of survival is to not let him bleed," Ramsay said. He said the man faced massive blood loss and possible poisoning from toxins caused by the injury once he was released from the machinery. A team of surgeons, ambulance and fire service staff and engineers planned to extract the man after the ship reached port tomorrow afternoon. The fishing boat was heading for the southern New Zealand port of Bluff, Seward said.

Wagenborg brings in new breed of sto-ro for paper trade PROGRESSIVE northern Dutch shipping group Wagenborg has commissioned a versatile new sto-ro carrier under long term charter to the Swedish papermaking industry. The 10,000 dwt Balticborg has

DAILY SHIPPING NEWSLETTER 2004 – 171 been designed for year-round operation in ice-prone waters, and has been phased into service transporting paper products from Kappa Kraftliner’s mill at Pitea, in the Gulf of Bothnia, to the UK and continental Europe. As the first of two sisters placed with the Volharding group, Balticborg is an endorsement of Dutch shipbuilding resilience in the face of intensified competition in the ro-ro domain from Chinese yards, in particular. Volharding entrusted hull construction to the Daewoo Mangalia shipyard in Romania, with which the group has a well developed link, and completed the vessel at its modern Harlingen facilities in the northern Netherlands. The Harlingen plant has a track record in ro-ro construction, in its former guise as Frisian Shipyard Welgelegen.
The BALTICBORG – Photo : Bas Overdulve © Pitea and other Bothnian ports have a long association with sto-ro shipment techniques, and the design of the latest Wagenborg class encapsulates practice garnered over the years in application to the Baltic traffic. Wagenborg’s own experience with ro-ro tonnage engaged in the Stora Enso export trade has also contributed to its first-hand knowledge of paper manufacturers’ needs and expectations of marine service providers. Sto-ro cargo is carried on the main deck and tanktop lower hold, while the weather deck provides for containers, trailers and unitised goods such as packaged timber. The nature of sto-ro working makes for optimum stowage factors and, coupled with the high density of paper as freight, necessitates deck loading capacities of 5 tonnes per square metre, compared with 2.5 t/sq m for the weatherdeck. All cargo is handled via a TTS-designed stern ramp/door, accounting for 18.5 m of the vessel’s 21.6 m width, landing at main deck level and affording direct access to fixed ramps port and starboard leading to the lower hold and weatherdeck, respectively. The clear heights of 5.8 m on the main deck and 5 m in the tanktop hold enable the volumes to be used most effectively for stows of paper reels, and the smooth nature of all surfaces, recessed fittings and adoption of dehumidifying equipment reflect the special demands of paper carriage. With its tie to the Swedish trade and the Scandinavian forestry products industry, Balticborghas good environmental credentials. One manifestation of this is the adoption of a Munters selective catalytic reduction (SCR) system to reduce harmful exhaust emissions from the main engine. In addition to making a signal contribution to the obtaining of the Bureau Veritas ‘clean air’ notation, the SCR plant’s ability to cut oxides of nitrogen (NOx) release to less than 2 g/kWh bears favourably on operating disbursements incurred under Sweden’s environmentally-differentiated fairway dues.

Maersk crewman airlifted
A crewmember had to be airlifted from the 862-teu Maersk Fremantle (built 2003) late Sunday after sustaining head injuries and a possible broken leg.
The 30-year-old seafarer sustained the injuries after falling through an open hatch while working on deck of the UK-registered containership. A US Coast Guard (USCG) helicopter crew medevaced the injured mariner from the ship as it sailed about 150 miles southwest of Key West in Florida. The USCG said a HH-60 Jayhawk helicopter forward deployed in Key West launched at about 23:15GMT and completed the hoist at 02:00GMT. The helicopter then flew to a waiting ambulance at Naval Air Station Key West at about 03:10GMT and then taken to Lower Keys Memorial Hospital. The USCG described weather conditions at the time of the rescue as 30 mile-per-hour winds with five to eight foot seas.

All the seal repairs are reportedly complete, and approximately 25% of the electrical repairs have been completed. Most of the flooding damage actually relates to the MSD system, and equipment related to this aspect of the repair was received this week. At this stage, the repairs are expected to be completed Oct 1. The vessel is expected to return to it's normal route along the northern panhandle at that time. The anticipated cost of repairs will be in the region of US$4 million.

DAILY SHIPPING NEWSLETTER 2004 – 171 Six ropaxes of the French state-owned ferry line have been idle since strikers of the Syndicat des Travailleurs Corsesnationaliste (STC) union blockaded the ships on Saturday. Now the shoreside personnel have appealed to the seagoing arm of the STC to join in. Union officials tell local media that this evening they mean to present management with a notice of intent to strike. After five days they will be in a position to strike under French labour law. Th 44,000-gt Napoleon Bonaparte (built 1996) departed Marseille last night.STC officials have promised to "liberate" one of the blockaded ropaxes if negotiations take place under the auspices of the Corsican Tourism Office (OTC), which is in charge of the public transport concession between Corsica and hexagonal France. The vessels involved are the 35,000-gt Pascal Paoli (built 2003), the 22,000-gt Monte d'Oro (built 1991) and the 5,000-gt NGV Aliso (built 1996), all at Bastia; the NGV Liamone (built 2000) at Ajaccio; the 30,000-gt Paglia Orba (built 1994) at Porto-Vecchio; and the 15,000-gt Monte Cinto (built 1984) at Ile Rousse.

MISC signs up to more tankers MALAYSIA International Shipping Corp is ordering five liquefied natural gas carriers from Mitsubishi Heavy Industries, cementing its plans to remain the largest owner and operator in the world of such ships. “I can confirm we have signed up for five [tankers],” MISC spokeswoman Fiona Pereira told Dow Jones Newswires. MISC confirmed broker reports that it had ordered up to five LNG newbuildings from Mitsubishi, with three firm contracts and two options. The latest order follows though on a plan unveiled by MISC chairman Tan Sri Mohd Hassan Marican last month to remain the world’s largest owner and operator of LNG carriers, expanding its fleet from 17 at present to 28 by 2008. The plan left MISC at least five LNG tankers short of the 28 figure, based on previously announced orders. Since it set out its expansion plan, MISC has reportedly added a fifth LNG newbuilding at Samsung Heavy Industries as well. The Malaysian national shipping company declined to say how much the new orders from Mitsubishi cost.
