EVENTS, INCIDENTS & OPERATIONS Cook Strait ferry just seconds from disaster The Cook Strait ferry Aratere is under urgent investigation after a steering fault saw it come within 30 seconds of potential disaster while entering Tory Channel with 268 passengers on Wednesday night. Maritime Safety Authority general manager of operations John Mansell said the authority was concerned as there had been the potential for a "serious grounding". "Half a minute later and it could have been very difficult to extract the ship from that situation. There's not much room for things to go wrong in the Tory Channel and when they do go wrong they happen very quickly. Fortunately, the (ship's) master was able to alter the course manually and bring her back on track." The channel is less than 600 metres wide at the entrance. An urgent investigation into the incident was being carried out but preliminary indications suggested the rudders failed to respond to the automatic navigation system. The authority has allowed the ferry to continue sailing - but it must be manually steered through Tory Channel and in Wellington Harbour. An extra crew member has been assigned to the bridge. Maritime Union Wellington secretary Mike Williams said he believed all Cook Strait ships should be hand-steered within harbour limits, because of its history of disasters, including the sinking of the Wahine in 1968 and the Mikhail Lermontov in 1986. "You can't depend on electronics to steer the ship safely," he said. The crew were concerned about the incident but said they were comfortable with sailing the ship manually. Toll Shipping divisional general manager Paul Garaty said the company was cooperating with the investigation and would carry out its own investigations into what caused the fault. All other Interislander ferries were run manually, he said. "When the fault occurred, the master simply switched to the manual system to take the Aratere through to Picton." Since joining the formerly Tranz Rail-owned Cook Strait service in 1999, the $106 million Spanish-built ferry has been plagued by engine and electrical problems. On its delivery from Spain in December 1998 it sustained several minor technical problems. Other problems have included: ? February 1999: Power failure leaves the Aratere languishing in Wellington Harbour. ? May 1999: Electrical failure cuts power to engines and brings ship to a virtual standstill. ? September 1999: Smoke in engine room sends 250 passengers and 40 crew scurrying to emergency stations. ? November 1999: Rough seas affect bow plates, which have to be strengthened. ? June 2000: Liferaft falls from the Aratere while docked in Wellington. ? December 2000: It blows an engine piston, causing delays for several weeks.

CSCL EUROPE IN ANTWERPEN De passage van het grootste containerschip ter wereld, donderdag naar Antwerpen, toont aan hoe ontoereikend de volgende verdieping van de Westerschelde is. Aan de orde is een zodanige aanpassing van de vaargeul dat schepen die 13,10 meter diep steken, Antwerpen onafhankelijk van het getij kunnen bereiken.
Foto : Peter Andriessen © De CSCL Europe die donderdag over de Westerschelde voer, is daarvoor een paar maten te groot. Het schip heeft, maximaal beladen, een diepgang van 14,30 meter. Het containerschip met de grootste laadcapaciteit ter wereld moest dan ook - net als iets minder kloeke schepen - op de hoogwatergolf naar Antwerpen. De CLCS Europe kan - uitgedrukt in standaardeenheden van 20 voet - 8468 containers meenemen. Het begin deze maand voltooide schip is bezig aan zijn maidentrip naar Noordwest-Europa. Eerder deze week was de containerreus in Rotterdam. Qua lengte betekende de CSCL Europe geen record. Het schip van rederij China Shipping is 334 meter lang. Precies een jaar geleden voer de Sovereign Maersk naar Antwerpen. Die had een lengte van van 347 meter. De ladingscapaciteit van dit schip bleef evenwel beperkt tot 6600 containers. Het heiige weer maakte het gisteren voor scheepvaartspotters lastig een goede foto van de CLCS Europe te maken. Voor veel kijkers op de Vlissingse boulevard was het een tegenvaller dat het schip niet door het Oostgat kwam, pal langs de Walcherse kust. Grote schepen maken geen gebruik van het Oostgat. Ze bereiken of verlaten de Westerschelde via de zuidelijker gelegen Wielingen, maar de scheepvaartnieuwsbrief kreeg een mooie foto van Peter Andriessen.

DAILY SHIPPING NEWSLETTER 2004 – 195 When the USCG announced that the Netherlands ranked alongside the likes of Bolivia, Thailand, the Cayman Islands and Russia, the usually well-respected Dutch shipowners were dismayed. The ruling meant all Dutch-registered ships have been boarded by the USCG in the last month. This decision was based on a mathematical formula that determines which ships need to have special scrutiny. The Netherlands was among those scoring seven points. For countries scoring under seven, ships are boarded on a random basis. If a country has a rating of 17 or above, ships are examined prior to arrival in a US port. A spokesman for the Royal Netherlands Shipowners KVNR said: “This should not have happened. We have again repeated to our members the serious nature of this matter. We have told them to stick to the security rules.” Since the ISPS introduction in July, there had been four incidents that led to the poor security rating. Two Dutch ships did not have their ISPS security certificate actually on board, although they had obtained the certificate. In one case, the KVNR was told, involved ‘ lack of knowledge’on the part of a ship’ s security officer. The organisation in question had not been supplied with the exact details, he said, it was a ‘ grey area’ and this case was very soon after the initial introduction of the ISPS Code. But the spokesman stressed the KVNR represented 95% of Dutch-registered ships. The remaining case did not involve one of its members. Information the KVNR had received from its members was that they all had the correct certificates. Members had been asked to inform the KVNR immediately if their vessels were identified as having security or safety problems. The Rotterdam-based organisation had kept its members continually informed and hoped that Dutch vessels would be subject to a better rating from October.
'Scholten mocht geen bankgaranties afgeven' Directeur Scholten van het havenbedrijf had geen mandaat om bankgaranties af te geven. Hij mocht investeringen doen tot bedragen van ongeveer 25 miljoen euro, maar risicovolle of politiek gevoelige investeringen moest hij melden bij de gemeenteraad van Rotterdam. Dat betoogde presidentcommissaris Van Sluis vrijdag toen de eerste bevindingen werden bekendgemaakt van het onderzoek naar de voor 180 miljoen euro afgegeven bankgaranties. Van Sluis zorgde daarmee voor verwarring, want als wethouder Haven en Economische zaken vertelde hij de gemeenteraad in september dat Scholten wel mandaat had om tot een bepaald bedrag garanties te tekenen. ,,Dat was de informatie die we toen hadden, maar die is achteraf gezien onjuist'', aldus Van Sluis vrijdag. Volgens hem keurden burgemeester en wethouders in mei om dezelfde reden de toen boven water gekomen garantstelling van 25 miljoen euro goed. De financiële gevolgen van het handelen van Scholten zijn volgens Van Sluis beperkt. ,,Wij verwachten geen omvangrijke vermogensschade voor het havenbedrijf of de gemeente. De boten varen, de mensen zijn aan het werk en we hebben een topjaar.'' Ook de onderhandelingen met het Rijk over de Tweede Maasvlakte kunnen volgens hem gewoon verder. SP-gemeenteraadslid Th. Cornelissen vindt dat Van Sluis wel erg luchtig spreekt over de gevolgen. ,,Er is heel veel aan de hand. Dit wordt een juridisch steekspel dat jaren gaat duren en er komen steeds meer schulden boven water. De huurschuld van bijna 3 miljoen euro van RDM bijvoorbeeld, want er is al die tijd geen huur betaald. Het heeft de gemeente al veel gekost en het gaat ons nog veel meer kosten.''

Vissers ontregelen veerbootdienst Kanaal Boze Franse vissers hebben vrijdag diverse Franse havens in het Kanaal geblokkeerd. Daardoor is de veerbootdienst tussen Groot-Brittannië en Frankrijk ontregeld, aldus de Britse omroep BBC. Twee veerboten van P&O Ferries liggen vast in de haven van Calais, terwijl andere schepen mogelijk moeten terugkeren naar de haven van Dover. De Franse vissers zijn woedend over hoge dieselprijzen en eisen subsidies van de overheid. Na de havens van Calais en Duinkerken volgt zaterdag een blokkade van de haven van Cherbourg.

The vessel is loaded with some 63,000 tons of gasoil. A Wijsmuller Salvage B.V. team was moved in quickly with the SvitzerWijsmuller tug Frigga to start up operations. A lighterage tanker is expected to arrive Sunday (Oct 3) to take part of the cargo in order to allow the vessel to be refloated. Further salvage team members, salvage equipment and SvitzerWijsmuller tugs are being moved in over the weekend to execute this delicate operation. -Wijsmuller Salvage B.V

Chairman Manfred Hirt said that Renk meanwhile had a market share of about 60% in gears for gasturbine naval ships in Europe. Sales of Renk, which is part of the MAN group, this year should be around € 280m , after €267m last year, Mr Hirt said. The company’ s backlog of orders as of end-2003 represents €639m, of which €154m stem from Germany.

Mersey tug operators launch two new vessels
SVITZER Marine, one of Liverpool's main tug operators, launched two new tugs on the River Mersey. The vessels, which together cost £6m, were named Svitzer Bidston and Svitzer Bootle. The tugs were built in the Spanish shipyard of Astilleros Zamakona in Bilbao and complete a four-tug order for the company's UK operation. Both vessels will help to guide oil tankers in and out of Shell's Tranmere oil terminal and were officially named at a ceremony at Canada Dock. The tugs have been designed for three-man operation, and will tow and escort vessels on the river, bringing the company's total fleet to six. Svitzer Marine is the UK/Canadian operation of A/S Em.Z Svitzer of Denmark and is a member of Mersey Maritime, which aims to act as a catalyst for business growth and investment in the region's maritime industry.
Ukferry rolls into Derince
Ukrainian owner Ukrferry has started a new rail-ferry service from Ilichevsk in Ukraine to Derince in Turkey. The 1978-built Geroi Shipki (20,000 gt) made the first voyage on Wednesday, carrying 92 railway cars and their cargoes, Ukrainian News reported. Ukrferry president Oleksandr Kurliand told guests at the opening ceremony in Derince that a unique docking bridge is being used there, which allows direct transfer of freight cars from ferry to rail, saving a significant amount of time.

The terminal cost $3m, with Turkey covering the bulk of this. It was designed by Ukrferry and produced at the domestic Kherson shipyard. Formed in 1995 by the state, Ukrferry also owns the 1978-built rail ferry Geroi Plevny (19,000 gt) and the 3,000-gt ro-ro passenger ferry Caledonia (built 1973).
Zim Shenzhen makes maiden call at Shekou THE Zim Shenzhen, Israel-based Zim Integrated Shipping Services Ltd's latest addition to its fleet, made her inaugural stop at Shenzhen's Shekou Container Terminal (SCT) earlier this month. The 5,000-TEU vessel, which was built in South Korea, was on its maiden voyage heading southbound before making the call at SCT. The newbuild is now being used on Zim's ZCS service, and is a part of a large order of 14 vessels made previously by the line. Eight of the vessels that made up the order, including the Zim Shenzhen, have been delivered since 2003. According to company representative, Dev Voluvitch - who spoke at a welcome ceremony at SCT for the Zim Shenzhen on September 21, which is the line's biggest panamax vessel - three years ago the line only had 3,000 TEU handled per month at Shekou. Mr Volovitch added, the number of boxes handled each month at the southern Chinese port has risen to 15,000 TEU. "Shenzhen has been transformed from a small fishing town to a strikingly modernised metropolitan city within a period of 20 years," said Mr Volovitch. "While for Zim, the business in Shenzhen had been established only seven years ago, when we launched our first service calling from SKU to Southeast Asia in May 1997. And within seven years until now, we have had various service lines from Shenzhen to all over the world such as America, Canada, Caribbean, Mediterranean, Europe, Australia, Intra-Asia, Africa, and so on." Mr Volovitch added: "In order to express our gratitude toward the city which grows with us through the years, and to strengthen the ties between the company and the city, Zim is very honoured to name one of our grand vessels after her as `Zim Shenzhen'".

"Ever since Zim launching its first international service calling at SCT in 1997, we worked together closely as partners, achieved outstanding performance and established deep friendship," Mr Fan said. "We are here to welcome the first Zim container vessel with the same name as the city of Shenzhen, and it's also a milestone in Zim and Shenzhen container transportation history." A Shenzhen municipal leader at the ceremony added: "I would like to extend my heartfelt thanks to Zim and other international liner companies, staff of the whole municipal shipping and port industry and other related persons for their great contributions to the fast growth of Shenzhen port container transportation business. "The maiden voyage of the Zim Shenzhen indicates the further strengthening and developing of both parties' good co-operation and moreover, the firm confidence in Shenzhen port." According to Mr Fan, SCT expects to handle 2.3 million TEU this year.
Hamburg Sud to raise rate on southbound lane of Euro trade GERMANY-BASED shipping company, Hamburg Sud, is to impose a rate increase on customers who choose service on vessels that ply the southbound trade lanes between North Europe/UK and Tunis. The shipping company said that the EUR75 (US$92.12) per TEU rate hike that comes in to effect on October 1, was necessary to defray escalating operating costs.
OSG sees record high
New York-based Overseas Shipholding Group (OSG) stormed to a record high above $51 Friday, capping a strong week for the tanker company. OSG shares hit $51.49 Friday morning and were still up 3.2% on the day after falling back slightly. The company cracked a major benchmark on 24 September, breaking the $50 barrier for the first time. OSG has pursued a strategy of “disciplined growth”under chief executive Morten Arntzen, who just completed his ninth month in the job. OSG has heavy spot exposure in its core sectors, VLCCs and aframaxes, but has balanced this with one of the industry’ s strong balance sheet reflecting more than $1bn in liquidity. The company is taking a major step into the liquified natural gas market with newbuildings to be dedicated to the Qatari Rasgas project. Tankers stocks were up across the board Friday as were the major stock indices, which showed gains between 1% and 3%.
VIKING AVANT TO BE DELIVERED SOON Eidesvik in Norway is due to take delivery of the Viking Avant, the first example of the VS493 PSV from Vik-Sandvik in Norway, at the end of October. The hull was built at Aker Tulcea in Romania and is being completed at Aker Langsten in Norway. The VS 493 Avant is a completely new PSV design. Unlike a traditional PSV, the VS493 Avant accommodation module is placed aft, which Vik-Sandvik says will make for a more sea kindly vessel,

Fugro verkoopt onderwaterapparaten Bodemonderzoeker Fugro heeft zijn ROV (Remote Operated Vehicle)-activiteiten in de Verenigde Staten, Mexico en Canada verkocht voor een bedrag van 16,5 miljoen dollar aan Oceaneering. NAVY NEWS USS Ticonderoga Decommissioned
Friends, family members, plankowners and former crew members said farewell to USS Ticonderoga (CG 47), as she was decommissioned in a traditional Navy ceremony at her homeport, Naval Station Pascagoula, Sept. 30. With current crew members manning the rails just prior to the ship's demanning, Rear Adm. Charles Bush, program executive officer for Integrated Warfare Systems on the staff of the Chief of Naval Operations, told the crew and assembled guests, "We are not going to talk of sadness today. We are going to celebrate the storied accomplishments of the guided-missile cruiser Ticonderoga, the first AEGIS cruiser."

BA flight lands after bomb hoax
A bomb threat which forced flight BA983 to make an emergency landing in Amsterdam was a hoax, the company says. The aircraft from Berlin to London, was diverted to Schiphol airport but later given the all-clear by the authorities.

Two German broadcasters said they had received anonymous phone calls saying something would happen to the flight. Military escort
German public broadcaster ARD and commercial station PRO 7 had both called the police following the warning calls received at 1030 GMT. The crew on the aircraft had asked ground staff in the Netherlands for a military escort. Two F-16 Royal Dutch air force jets were immediately scrambled. The passengers were taken off the aircraft while police carried out checks.
Two Olympic Airways flights destined for New York were diverted this week after bomb scares which turned out to be hoaxes. The first of these aircrafts made an emergency landing at Stansted airport in Essex on Sunday while the other landed at Shannon in Ireland on Tuesday. Both were able to continue their journeys after searches of the aircraft revealed nothing.
