01 INLEIDING

can adequately express their views and can tackle a research project or a management position with the correct methodology.” A sentence like that would please any director! So smallness does not affect quality. In addition to personal attention for students, intense teamwork of the staff, and constant critical quality control, there is another important principle: we are small but not isolated. As you can read in this report, we cooperate with many other universities. We try to make a specific contribution to international scientific discourse. Our Evangelical Protestant background does not imply that we shut ourselves off and engage in navel-gazing. As Christian academics we want to make a contribution to pluralistic discourse. Our students make good use of the Erasmus+
exchange program and by so doing are enriched. When an institution is small, it must be well acquainted with its own niche and pursue intensive cooperation. That is what ETF is trying to do with the help of a broad range of supporters and sympathizers. Through our services to churches, organizations and media, we also keep in touch with them. I would like to close with a small verse from the Dutch comedian Toon Hermans: “The fame of people is merely an illusion. You can only be great in being small.” There, that puts everything into perspective.
Patrick Nullens Rector ETF, Leuven
With joy and satisfaction we present to you the Annual Report 2014 of the Evangelische Theologische Faculteit. A small independent faculty with just 200 students, is this viable? Indeed, we operate in the shadow of our big neighbor KU Leuven with over 40,000 students. But it is precisely in that shadow that there is a wonderful solution for viability: our location in Leuven ensures that our students partake of a broader academic and cultural environment. Smallness has its advantages. As we show in this report, we are fortunate to have received a good evaluation by the Flemish Higher Education Council (VLUHR). Our teaching, research and the general functioning of the institution were examined critically. In their report, we read: “ETF produces graduates who are first and foremost academically strong,

BESTUUR GOVERNANCE
02 BESTUUR

02 GOVERNANCE
2.1 Structure The Evangelische Theologische Faculteit (ETF) is an institution of higher education, located at Sint-Jansbergsesteenweg 95-97 in Heverlee, Leuven. The faculty is organized as a non-profit organization with two governing bodies.
The first is the General Assembly. This body appoints trustees, amends statutes, and approves the budget. The General Assembly meets once a year. For this reporting year they met on April 24. The second is the Board of Trustees. Alongside other responsibilities, this Board is authorized to appoint academic staff and the Executive Administration. It also has the authority to amend the Internal Regulations and the Education and Examination Regulations. Students also have representation on this Board. The Board meets four times a year. In the reporting year, the Board of Trustees met on February 27, April 24, June 19 and November 20. The Executive Administration consists of the Rector, the Academic Dean, and the Administrative Director. The Executive Administration is responsible for the daily administration and is present at the meetings of the General Assembly and the Board of Trustees to offer advice. On June 17 the acting chairman of the Board of Trustees conducted an evaluation of the members of the Executive Administration.
The faculty has six departments. In addition to these departments, there are three important organs: the Education Committee, the Research Committee, and the Faculty Council. The Education Committee consists of the chairmen of the six departments, the Academic Secretary, the Academic Dean, and the Rector. This committee coordinates all activities regarding development of the educational programs. The Research Committee, like the Education Committee, consists of the chairmen of the six departments along with the Academic Secretary, the Academic Dean, and the Rector. This committee coordinates all activities related to the development of research. Both the Education and Research Committees can invite students for agenda items that directly concern them. The Faculty Council consists of all resident academic personnel, representatives of the administrative and technical staff, and one or more representatives of the students (at least 10% of the Faculty Council). All important decisions at ETF need to be agreed on by this council. More complete information regarding the composition and powers of the different bodies can be found in the Internal Regulations of ETF. The representation of the students in the Faculty Council was implemented in 2011. Initially, in 2004, ETF opted for student participation at the highest level of governance, the so-called co-management model. Since that time students have been represented on the Board of Trustees. The evaluation of this participation has been positive, by the students as well as the staff and administration. The introduction of the participation model in addition to the co-management model in 2011 brought a new impulse to an organization that values the interests of the students.

ONDERWIJS EDUCATION
03 ONDERWIJS

03 EDUCATION
3.1 Introduction ETF offers degrees on three different academic levels: Bachelor, Master and Doctoral. These programs are recognized by the Flemish Community (Codex Higher Education, Art. II.105) and accredited by the Accreditation Organization of the Netherlands and Flanders (NVAO). ETF does not aim to offer its theological programs as a purely theoretical science in a neutral context, but rather strives for a connection between theory and (vocational) practice. Linking lesson material to key ethical issues stimulates the growth of an integral sense of societal responsibility. This is achieved through a combination of lecture content and thoughtful reflection on issues within today’s society raised by the lecturers, students and those in the field. The methods used in teaching and the educational resources are intended to connect with the three core values of the educational concept: (1) gradual learning process, (2) importance of diversity, and (3) learning in
dialogue. The aim thereby is not only to inform students as widely as possible about the various disciplines of theology and religious studies but also to teach an exemplary and methodical approach with the necessary attention to understanding and potential applications.
can acquire a Teacher’s degree (CHO, Art. II.112§4).
The following sections will expand more on the general policy (§3.2), educational offerings (§3.3), quality control (§3.4), Education and Examination Regulations (§3.5), students (§3.6) and cooperation with other educational institutions and internationalization (§3.7).
3.2.2 Specific Objectives of the Programs
3.2 General Policy 3.2.1 Task and General Objective The Flemish government recognizes ETF as an officially registered institution of higher education, able to award the degrees of Bachelor, Master and Doctor in the field of Theology and Religious Studies (Codex Higher Education, Art. II.105). In addition to providing higher education, the institution is active in the field of academic research as well as academic service, which is also true for other institutions of higher education. ETF offers education to people who wish to qualify for ministry in church and society, such as becoming teachers of Protestant Religious Education or ministers, particularly in denominations connected to the Federale Synode (Federal Synod of Protestant and Evangelical Churches in Belgium).
The programs offered by ETF are in line with the Flemish qualifications structure as determined in the Decree of April 30, 2009.
The specific objectives of each program are mentioned in the education regulations (art. 12 bis and 13 ter) and can be found in the Study Guide. The programs are registered in the Higher Education Register (www.hogeronderwijsregister.be). In 2012, at the initiative of the VLUHR (Flemish Higher Education Council), representatives of ETF, Faculty of Protestant Theology (FPG) and the Faculty of Theology and Religious Studies of KU Leuven determined the Domain-Specific Learning Outcomes (DLR) for Bachelor’s and Master’s in Theology and Religious Studies. These joint learning outcomes were used during the educational assessment in December 2013 by the external assessment panel to assess the learning outcomes of the program (OLR). These learning outcomes (DLR) have replaced the domain-specific frameworks drafted by the external assessment panel in the past. Based on the DLR’s the OLR’s were carefully reviewed in the context of the self-evaluation. The revised OLR’s are effective as of the 2013-2014 academic year.
ETF is further authorized to offer a specific teacher training program in its field of study under the same conditions as universities. After obtaining the Master’s degree, students

3.2.3 Onderwijsvisie
3.2.3 Vision on Education
3.3 Educational Offerings
The educational concept articulates the vision of ETF on teaching that is aimed at developing an academic level of thinking and work in the student. The concept is applied at various levels, from the organization of the overall program to the design of individual courses. The educational concept of ETF can be consulted in the Study Guide.
3.3.1 Programs and Conditions of Admission

ETF values diversity in all areas. An international team of specialists in their own fields gives the students guidance. The different models offered in the various disciplines have the advantage that critical thinking is stimulated and students learn to define their own position. The six departments in the field of Theology and Religious Studies do not primarily attempt to cover their respective subject areas comprehensively (‘knowledge as goal’), but rather to provide an exemplary and methodical approach with the necessary emphasis on insight and possible application (‘knowledge as tool’). As an academic institution, ETF relates education to (its own) research as much as possible. Besides ETF’s own research, the education provided is also significantly related to external research and development relevant to the Protestant and Evangelical movement in Flanders, the Netherlands and Europe. Students are encouraged to participate in research projects. During the later years of their studies students receive more independence within a team, with the lecturer fulfilling the role of supervisor. From within the Faculty Council a working group was established in 2012 to revise the didactic concept and come up with proposals for improvement. In May 2013, the Faculty Council adopted a new educational concept.
Bachelor During the 2013-2014 academic year, ETF offered a three-year academic Bachelor’s program accredited by the NVAO. The Bachelor’s program has three specializations: Bible and Theology, Church and Pastoral Ministries, and Religion and Education. The Bachelor’s program, with lectures presented in Dutch, consists of 180 credits and leads to an academic Bachelor of Arts in Theology and Religious Studies. A complete description of the program can be found in the Study Guide. New students along with those continuing or joining the Master’s program, meet the conditions of Art. II.180-II.183 of the CHO. The conditions of admission can be found in the Education Regulations of ETF. All students can consult this document either in print or by downloading it through a digital learning environment: the ETF Virtual Campus. This document can also be found in the Study Guide, which is posted on the website of ETF. Since April 2012, efforts have been made to offer the Bachelor’s program in a more flexible format following the ‘ETF Open University’ model as developed in 2008-2009 for a part of the Master’s program. As of the academic year 2012-2013 students can enrol for this flexible variant. Master During the 2013-2014 academic year ETF offered a two-year Master’s program in accordance with its accreditation by the NVAO. The Master’s program has three specializations: Bible and Theology, Church and
Pastoral Ministries, and Religion and Education. These specializations correspond to the Dutch equivalents in the Bachelor’s program mentioned above. The Master’s program, with lectures presented in English and the option of taking examinations in Dutch, consists of 120 credits and leads to a Master of Arts in Theology and Religious Studies. An exhaustive description of the program can be found in the Study Guide. Since the 2009-2010 academic year, a part of the Master’s program has been offered in a more flexible format via the ETF Open University. Section §3.3.3 gives more information on this development. Doctorate Except for students working as Assisting Academic Personnel (AAP), ETF’s doctoral program is non-residential. The program usually lasts between 3 to 4 years when studying full-time. The program consists of two phases: the examination phase and writing of the doctoral dissertation (see Doctoral Program §4.4). Conditions of admission and other relevant information can be found in the Ph.D. Handbook. This can be downloaded from our website www.etf.edu. Teacher Training During the 2013-2014 academic year, ETF offered an academic teacher training program for students wanting to pursue a career in Flemish Protestant Evangelical Religious Education. This program, with lectures presented in Dutch, consists of 60 credits and is specifically adapted for the field of Theology and Religious Studies. The theoretical aspect (30 credits) can be fully integrated into the Master’s program; however, the practical component can only be done as an addition to the Master’s program. Further

information concerning this program can be found in the Study Guide.
‘ETF values diversity in all areas.’
In 2012, an external assessment panel visited ETF to assess the teacher training program. On one of the facets, ETF was rated as insufficient, namely, how the objectives (the Flemish basic qualifications) were applied to the curriculum. The other facets received a rating of satisfactory to good. The external assessment panel chose to apply the insufficient on the facet level to an insufficient on the subject level. The reply of ETF has been added as an appendix to the external-review report. Initially ETF was asked to submit an improvement plan for this facet by March 31, 2014. Shortly before this date it was announced that a new self-assessment report was required for this facet. On December 16, 2014 this self-assessment report was submitted and on April 28, 2015 a re-assessment will take place. On May 27, 2014 the Academic Dean attended a consultation concerning assessment of the Teacher Training.
3.3.2 Continuing Education Along with its degree courses, ETF offers continuing education in different ways. Of these the Heverlee Conferences warrant special mention. These conferences are held twice each academic year and are open to ETF students, ETF alumni, church leaders and other interested parties. These conferences not only consist of lectures, but also include regular workshops. The conferences relate to current debates and issues located within the (Protestant Evangelical) theological world. Seminars are given by current academic staff as well as other experts, often theologians from other academic institutions. There were no Heverlee conferences in 2014.

The Spirit Blows Where it Wills: Global Christian Perspectives on Spirit and Salvation”.
However, on May 24 the encounter day “Ingeschakeld” (activated) took place at which 15 Christian organizations presented themselves. It was organized in cooperation with the Evangelical Alliance of Flanders and “indekerk”. Furthermore ETF, together with various denominations, organizes training sessions for church leaders on current topics. These training sessions usually take place on Friday afternoons. In 2014 two sessions were organized. On Friday, March 21 Gie Vleugels gave a session on the Gospel of John and on Friday, November 21 the workshop “Inscriptions from the Time of the Kings in Israel and Judea. The Conquest of Canaan and the Capture of Jericho” was led by Peter van der Veen.
3.3.3 Educational Renewal Revision of the Curriculum Within the relatively new framework of Bachelor-Master, a new curriculum was implemented at the start of the 2004-2005 academic year for the Bachelor’s program. For the Master’s program this was implemented for the 2007-2008 academic year. The entire framework had its first run through at the end of the 2008-2009 academic year. During and after the 2008-2009 academic year, the curricula of both programs were evaluated, which resulted in the changes made in 2009-2010. These changes were achieved after input from all parties, according to the procedure explained in the Quality Manual of ETF (see §3.4.1). A follow-up revision was initially scheduled for the 2012-2013 academic year, but due to the introduction of the domain-specific learning outcomes, and the whole process of internal and external adjustment related to that, the decision was made not to develop the revision until the 2013-2014 academic year.
The ‘ad hoc curriculum review committee’ prepared a proposal for a curriculum review. After feedback from the Education Committee and the Faculty Council, the workgroup further refined the proposal. This proposal was discussed in the spring of 2014 by the Education Committee, Faculty Council and Student Council and subsequently approved by the Board of Trustees. The curriculum revision has been implemented from the academic year 2014-2015 for the first year of the Bachelor’s and the first year of the Master’s program. The remaining changes will be implemented from the academic year 2015-2016. ETF Open University In the 2009-2010 academic year, ETF started a trial part-time variant of the already existing Master’s program under the title “ETF Open University.” This trial led to the implementation of a part-time variant of the Bachelor’s program in the 2012-2013 academic year. During the 2013-2014 academic year four training days were held for the part-time Master’s program, eight training days were held for the part-time Bachelor’s variant, and a Summer Colloquium was held for the students of both programs. This year the colloquium took place from August 18 to 23. Nico den Bok, professor of ETF, gave a series of lectures during this study week, entitled “Augustine and Love”. This year a second series of lectures was offered simultaneously, given by Veli-Matti Kärkkäinen, professor of Fuller Theological
Seminary, entitled “The Spirit Blows Where it Wills: Global Christian Perspectives on Spirit and Salvation.” This flexible variant of the residential program is intended to enable students who have already completed another degree to continue studying while employed. Educational use is made of recent electronic aids via the ETF Virtual Campus (e-learning) combined with traditional teaching methods. It is a form of ‘blended learning’. Electronic Learning (e-learning) Environment In addition to the traditional approaches to teaching, as previously mentioned, ETF uses an electronic learning environment: the Virtual Campus. The launch of the ETF Open University has resulted in the Virtual Campus being used in a more intensive and expansive manner than in previous years. In former years this learning environment was merely used to distribute documents, submit assignments and post announcements. Now teachers also use learning paths, videos and forums.

3.4 Onderwijskwaliteitszorg
Internationalization ETF believes in the importance of learning processes taking place in dialogue with others, outside its own context. Therefore, ETF also participates in the “Brains on the Move” program of the Flemish government to promote international student mobility.
‘ETF believes in the importance of learning processes taking place in dialogue with others, outside its own context.’
3.4 Quality Control 3.4.1 Internal Quality Control Policy and ‘Quality Manual’ The foundation of the quality control of education at ETF is based on an evaluation of the results of the learning process. This evaluation involves all parties who are part of this process. Changes are implemented and plans are adjusted following the results of this evaluation. The support base of various stakeholders - such as the students, representatives of Christian organizations, lecturers, technical staff and experts in the field of theology - is important. They are all involved in the process of maintaining quality. It is important that this process delivers information adequately and efficiently so that the information gained can be optimized and respective adjustments can be made as smoothly as possible. The procedures used to maintain quality are described in the Quality Manual of ETF. All staff can consult this manual via the ETF Virtual Campus. In June 2013 minor adaptations were made to the manual. In the context of the internal quality assurance, ETF also participates in networks that contribute to the quality awareness and organization of quality systems. Student Council contribution The Student Council has an important role in quality assurance at ETF. Monitoring of the curriculum is done mainly by the Student Council in collaboration with the Academic Secretariat. During the reporting year the Student Council once again checked the study load of each module. The course evaluations were discussed in
a meeting with the Academic Secretariat and delegates of the Executive Administration. Measurements of study time were also taken. A joint meeting takes place four times a year in which any concerns raised by the Student Council are discussed with the Executive Administration and the Academic Secretariat. Important issues that were discussed in the reporting year included the transition from the ETF Bachelor’s to an international Master’s program, student involvement and participation, course schedules and syllabi, organization of the internship and the library regulations. This has among other things resulted in student representation in the Faculty Council starting from the 2011-2012 academic year and a more active participation of students in the Education and Research Committees from the 2012-2013 academic year (see §2.1). Didactic Formation of the Academic Personnel On April 23 a workshop “Using Turnitin for giving feedback on papers” was held. A staff member of ETF led the training. On Wednesday, November 26 an afternoon training session on “Integrating Research in Education: part II” was given by the education and research policy assistants. Through these training sessions ETF (in accordance with the Quality Manual §3.2) encourages the quality of its academic staff. Field consultation Flanders The field consultation in Flanders has been postponed until the spring of 2015. Field consultation the Netherlands The last field consultation in the Netherlands took place in 2013. Another field consultation is planned in 2015.

Overleg werkveld Nederland Het laatste werkveldoverleg in Nederland vond plaats in 2013.

JAARVERSLAG // 2014
assessment of the Bachelor’s and Master’s Programs was published on October 13. Both the assessment of every quality guarantee as “good” as well as the general assessment as “good” puts ETF, together with KU Leuven, at the top of academic theology programs in the Dutch language area. The external assessment panel was chaired by Henk Witte, extraordinary professor on the Xaverius chair of Theology and Spirituality at the Tilburg School of Catholic Theology, Tilburg University and further consisted of Monique Foket, emeritus professor of Pastoral Theology and Religious Pedagogy at the Université Catholique de Louvain, Caroline Vanderstichele, senior lecturer in Religious Studies at the University of Amsterdam, Jan van der Watt, professor Exegesis of the New Testament and Source Texts of Early Christianity at the Radboud University Nijmegen and Charlotte Wild, Bachelor student at the Faculty of Theology and Religious Studies of KU Leuven. The team was assisted by Peter Daerden, quality assurance officer of the VLUHR.
‘Both the assessment of every quality guarantee as “good” as well as the general assessment as “good” puts ETF at the top of academic theology programs in the Dutch language area.
Educational Assessment and Accreditation Following the educational assessment in October 2005, and the favorable assessment report in June 2006, a positive accreditation report was published by the Accreditation Organization of the Netherlands and Flanders (NVAO) regarding the three specializations offered in the Bachelor’s and Master’s Programs. This accreditation report is valid from the 2007-2008 academic year until the end of the 2014-2015 academic year. In 2011 an interim workshop with an evaluative component was organized aimed at improving the academic profile of staff and the academic focus of the programs. In 2013 the educational assessment took place for the next accreditation period 2015-2016 to 2022-2023. The report of this educational
Teacher training After the writing and submission of a self-evaluation report for the Teacher Training (SLO) in 2011, an educational assessment took place on March 28, 2012. On all facets the SLO of ETF scored satisfactory to good except for on the sub facet “The program’s relationship of goals (or learning-outcomes) to content of the program.” Initially for this sub facet an improvement plan had to be submitted before March 31, 2014. However this was later replaced by a new self-evaluation report in mid-December 2014 of the facet that was rated insufficient with a re-assessment of the program scheduled for April 28, 2015. The Decree on Teacher Education in Flanders controls the external quality assurance of the specific teacher training program. This decree provides the connection to the existing system of quality assurance in higher education, with the exception of accreditation (see also §3.3.1).

hoofdstuk 7 over studentenvoorzieningen (zie §7.4).
3.5 Education and Examination Regulations 3.5.1 Education Regulations Tuition Fees ETF’s tuition fees are currently listed on both the website and in the Study Guide. There are different rates for students coming from Belgium, the Netherlands and other EEA countries. In the 2013-2014 academic year, the rates were fixed as follows.

* After being awarded a grant from the George and Dora Winston fund. Scholarship students receive an additional grant from the George and Dora Winston fund. ETF receives a limited subsidy for its educational and research activities, but no investment subsidies for housing or contributions for student infrastructure. To achieve a balanced budget slightly higher tuition fees than normal are still needed. The Executive Administration
and the Board of Trustees of ETF are not pleased with this situation, but as yet they have no other possibility to finance operations. However, ETF has the George and Dora Winston Fund through which Belgian students can apply for a scholarship, as long as the fund receives adequate resources, which compensates for most of the difference in tuition fees with other institutions. In 2013-2014, all applicants for scholarships received funding. For so-called scholarship students there is an additional contribution from the George and Dora Winston fund. Entry Requirements The entry requirements are described in the Education Regulations (Study Guide, Education and Examination Regulations §2.1, art. 7, 8, 9 and 9bis). Student Recruitment ETF held five “open days”, each on a Wednesday, during the 2013-2014 academic year. These open days were recorded in the Academic Calendar and were announced through the website, social media and newsletters. Also for the ETF Open University variant an open day was held during the Summer Colloquium on August 21. Study Guide and Ph.D. Handbook The Study Guide contains information regarding the work of ETF as an academic institution of higher education and a detailed description of the programs as well as each course offered. The Study Guide is available in two languages, Dutch and English. The Ph.D. Handbook is published separately. Both the Study Guide and the Ph.D. Handbook are available on the website and the ETF Virtual Campus. The students also receive a print version of the Study Guide.
Study Guidance ETF places a high value on adequate study guidance. Although this aspect is relevant to education, for editorial reasons it is not described in detail here. More information regarding study guidance can be found in chapter 7 under Provisions for Students (see §7.4). Year internship From the field a wish was expressed to arrange an internship or seminar year as preparation for church practice, as is customary in the training program for Protestant ministers. Discussions about this were held with various free churches and modalities within established churches and this has led to the offer of an internship or seminar year after the Master’s program for students wanting to get started in church practice. Evaluation of the Study Process The Academic Secretariat is responsible for monitoring student progress with the use of the software program Bamaflex. This system promotes an unequivocal administration. The monitoring of student records and processing inquiries from students can be done efficiently. The progress of students and most questions can be monitored and dealt with more efficiently based on set protocols. Flexible programs According to the article 26 §3 of the Flexibility Decree of April 30, 2004, ETF offers students the option to enter into a diploma contract with a part-time study plan for social, medical or economical reasons. Half-time study applies to all programs; however, the Master’s, teacher training or doctoral programs can also be spread over a longer period of time.

The contracts consist of a specific description of the program, the individual decisions of the Education sub-committee and necessary references to the Examination Regulations. Prior to each semester, it is possible to make changes to the contract (both Bachelor’s and Master’s) in agreement with the Education sub-committee. In addition to the set full-time and part-time degree courses, students can also opt for a credit or examination contract (in conformity with the Flexibility Decree). Almost all of the possible contracts or model trajectories were used by various students during the reporting period with the exception of the examination contracts (see also §3.6.1).
3.5.2 Examination Regulations Education and Examination Regulations The Education and Examination Regulations can be found in the Study Guide, and can also be consulted by all staff and students via the ETF Virtual Campus.
3.6 Students
The number of students has remained stable for the 2014-2015 academic year.
3.6.1 Input Numbers The total number of students (194) for the new 2014-2015 academic year was divided in the following way (October 15, 2014):
Bachelor
74 students (53 male/21 female)
Master*
70 students (57 male/13 female)
Teacher Training Doctorate
1 student ** (1 male) 49 students (44 male/ 5 female)
* of which 16 are (partly) following the Linking or Preparatory Program ** is a non-primary enrolment In the previous 2013-2014 academic year 50 men and 22 women were enrolled in the Bachelor’s program (reference date October 15, 2013). In the Master’s program in the 2013-2014 academic year 54 men and 18 women were enrolled. In the teacher training one student was enrolled on October 15, 2013.
As has been the trend in previous years, this year a limited number of students continued from the Bachelor’s to the Master’s program, although this group is growing in size. Through individual interviews with the third-year students, it was apparent that the reasons for continuing the Master’s program elsewhere varied and were mostly not related to the education offered at ETF. Consistent amongst the Dutch students was the desire to return to the Netherlands for personal reasons after completing the Bachelor’s program. Some of these students have enrolled in the Master’s program in pastoral training at the Protestant Theological University (PThU). Contracts Most students in the 2013-2014 academic year were enrolled with a diploma contract. This form of contract best suits the norm (fulltime Bachelor’s and Master’s students). Credit contracts offer more flexibility than the diploma contract but can be converted to a diploma contract. In the 2013-2014 academic year there were no students with examination contracts, a continuation of the earlier ‘study via the Flemish examination commission’. Funds for Belgian Students The commencement of the 2008-2009 academic year marked the establishment of the George and Dora Winston Fund. This fund was created to help Belgian students. Because of limited government funding it is not yet possible to match the customary required tuition, but the George and Dora Winston Fund has made it possible for Belgian students enrolled in the first year Bachelor’s program to receive a subsidy to help with tuition fees. This way the tuition for these students is almost in balance with that of other institutions of higher education.

3.6.2 Output Graduation The annual graduation ceremony took place on Saturday November 15 for students who had completed their program in the 2013-2014 academic year. 23 graduates received a diploma:
Bachelor of Arts in Theology and Religious Studies Master of Arts in Theology and Religious Studies

Follow up of Alumni and Employment On Friday June 13 our annual alumni day was held. Antoon Vos and Jelle Creemers provided a day-long program. In the program adequate time was also reserved for fellowship. The alumni days, in their current form, have been held since 2004. The aim is to keep alumni involved with the developments at ETF, for example, in the area of research. ETF alumni are also informed by e-mail and social media of conferences and seminars organized by the faculty. ETF produces a questionnaire every two years for the alumni. Through this questionnaire the faculty can gain further insight to prospective work opportunities. Using the information gathered ETF can inform students better. The alumni generally work as preachers, church leaders, lecturers at an institution for higher education, teachers of religion (PEGO), youth-workers, care givers, pastoral workers and development aid workers (NGO).
3.7 Cooperation with other institutions and Internationalization In the reporting year, ETF was involved in inter-university collaboration with other Flemish and international universities and institutions for higher education.
3.7.1 Cooperation with Flemish Institutions of Higher Education
for KADOC. The Steering Committee KADOC-Evadoc, in which the Academic Dean is involved, holds regular meetings.
KU Leuven ETF continues its contacts with KU Leuven. In the reporting year all of the first year students again took at least one module at KU Leuven, namely Godsdienstige Ontwikkelingspsychologie (Religion in Developmental Psychology). Other Bachelor’s students have also used the option of taking optional modules at KU Leuven.
Consultations with the Rectorial Offices of the KU Leuven about possible forms of administrative cooperation have also taken place.
There is regular contact between professors of both institutions, such as in the cooperation between Evadoc and KADOC. In 2009 Evadoc, the archive and documentation center of the Protestant and Evangelical movement, was started. The department chairman of Historical Theology at ETF is chairman of Evadoc. There is close collaboration with KADOC of KU Leuven, where the documentation center of Evadoc is located. The Rector and Academic Dean of ETF are on the Board of Advisors
FPG (Faculty of Protestant Theology) Collegial consultations have occurred both in research and organization. Pim Boven with help from Andreas Beck prepared the annual report of joint research performance by ETF and FPG including related output (conferences, articles, doctorates). On March 28 the annual report was submitted to the Department of Education and Training. On April 3 ETF was represented at the farewell service of the Academic Dean of the Dutch speaking section Peter Tomson.

ETF has much experience in training and educating students from Eastern and Central Europe, partially because a number of ETF’s lecturers go and teach regularly in the area. Also several personal initiatives have been taken to allow students to study at ETF. In all cases after finishing their studies the students have returned to their home countries and started or resumed their careers as theologians. Financial donations to these funds are entirely used for scholarships. The auditor annually examines these accounts. Supporters (both financial and otherwise) of the funds are informed through the ETF newsletter about which students and young researchers have received a grant, together with their progress. ONDERZOEK RESEARCH
04 ONDERZOEK

04 RESEARCH
4.2 General Policy 4.2.1 Research Assignments of the Academic Personnel Each year the Executive Administration makes an annual plan which provides an overview of all members of the academic personnel and their availability for research. Then on an individual basis the extent to which academic personnel are responsible for research is determined. This results in an individual assignment for the year. All academic personnel members have a research assignment, which in most cases involves 30-40% of their total work time.
4.1 Introduction In regard to research, ETF wants to contribute to the development of theological scholarship. An institution of higher education cannot fulfil its purpose without the support of solid research. This research happens in constant interaction with education and service: research provides the expertise for both, but is also stimulated by both. This chapter covers the General Policy (§4.2), the research programs, including the three research institutes of ETF (§4.3), the doctoral program (§4.4), an overview of the research output in the reporting year (§4.5), membership with the Research Foundation Flanders (FWO) (§4.6) and the Netherlands School of Advanced Studies in Theology and Religious Studies (NOSTER) (§4.7).
‘Research happens in constant interaction with education and service: research provides the expertise for both, but is also stimulated by both.’
Each year the department chairmen produce descriptions of their respective departments, noting the available academic personnel. Based on these annual reports the Executive Administration forms a developmental plan for each department in collaboration with the chairmen. ETF strives to connect the time spent on research to a greater extent with results, especially as measured in relation to both quality and quantity. ETF also strives to increase the time available for research. The academic personnel are encouraged to collaborate on an international level with researchers from other institutions of higher education. They receive significant
support toward the expense of attending conferences if they present personal research that is later published.
4.2.2 Quality Policy for Research Annual evaluation meetings with the academic personnel are conducted using the individual yearly assignments and are part of the overall Quality Policy. At these meetings the Academic Dean along with the respective department chairman discuss with the personnel the results and achievements in the areas of research, education, academic service and management. The meetings are often a good starting point to stimulate the academic personnel to grow in certain areas. Regarding research, research output of the last five years (with special attention to the 2013-2014 academic year) and annual assignments are discussed during the evaluation meetings. Nearly all of the staff are aware of the demands surrounding research output, which have been clearly communicated by the Executive Administration and the Board of Trustees, and they want to co-operate in this. The Board of Trustees has made it known that there will be consequences for the Independent Academic Personnel if criteria are not realized. Along with the evaluation meetings, and other forms of contact with the Academic Dean and department chairmen, the Research Committee is another important component for guarding the quality of research. To be able to continually facilitate a strong research policy, in 2014 a research policy assistant (0.3 fte) was appointed to support the Dean. In the context of promoting quality research, during the reporting year a start was made on developing an internal procedure to detect potential FWO applications early on,

to monitor them, and further integrate them into existing instruments for the development of research policy.
4.2.3 Research Committee The Research Committee stimulates and coordinates research in the faculty and evaluates the research activities of the academic personnel. The committee is chaired by the Academic Dean and further consists of the Rector, the Academic Secretary and the six department chairmen. In 2014 the committee met four times according to the Internal Regulations. The committee has been working on an inventory of existing research expertise and further development of research programs. Also the research surrounding the Master’s theses was coordinated by the committee, while the coordination of doctoral theses in 2014 was the responsibility of another committee, the Doctoral Committee (see §4.4.4). With regard to the research funded by the Research Foundation Flanders (FWO) (see §4.6), both a predoctoral fellowship (Department of Historical Theology, since 2009) and a postdoctoral fellowship (Department of New Testament, since 2011) were completed in September 2014. In 2014 no new application for a predoctoral fellowship was submitted.
4.3 Research Programs 4.3.1 Research within the Departments The largest amount of research within ETF is conducted within the six departments: Old Testament (OT), New Testament (NT), Historical Theology (HT), Systematic Theology (ST), Practical Theology (PT) and Religious Studies and Missiology (RM).
Within the Department of Old Testament there is a focus on the literary analysis of texts emphasizing the ‘macro structures’. The Department of New Testament, amongst others, joins in the current debate regarding the relationship between the canonical books and other early Christian literature. In its research the Department of Historical Theology pays particular attention to the growing appreciation of Patristics in the Evangelical movement and the recent re-evaluation of Medieval and Protestant scholasticism. Against this background it also researches the correct understanding of the Reformation and its relation to the modern era. Attention is given also to minority groups and marginalized streams in church history. In addition, research is done into the history of the Evangelical and Protestant churches in Flanders, partly in cooperation with Evadoc.
In the Department of Systematic Theology the question has been posed as to how Christian teaching can be translated into a post-modern context. In the sub-category of ethics, research is ongoing into questions related to fundamental moral theology, social ethics and leadership ethics. The Department of Practical Theology is, amongst other things, focusing on a research project (in 12 different congregations) on the topic of church revitalization and questions related to church community building. Besides this research project attention is also given to the increasing relevance of crisis pastoral care. In 2014 Jack Barentsen received a Seed Grant from the University of Utrecht, for research on the theme “Adjusting under pressure: Leadership in religious institutions.”
2014 // ANNUAL REPORT
43
44
JAARVERSLAG // 2014
In the Department of Religious Studies and Missiology research is being done into “Christian Migrants in Western Europe”, particularly in Belgium and the Netherlands. The research topic within this is what role religious identity plays in integration into society. In addition, research is being done describing how the witness of the Gospel in its many forms can impact the post-modern society of Europe. At the beginning of 2014 Christof Sauer was appointed as part-time professor of Religious Studies and Missiology. His research project has a specific focus on religious freedom and persecution. It is a special chair which is funded externally.
4.3.2 International Targum Project
4.3.4 Institutes and Research Centers
In collaboration with the research team of the PThU in Amsterdam and with the theological faculty of the VU University, ETF is working on an international research project. The research focuses on the Targum (Aramaic translation) of the book of Samuel, and the relevant manuscript tradition in relation to the interchange between Judaism and Christianity in the Middle Ages and early modern times. ETF is specifically focused on Rabbinic Bibles and their 16th Century context.
In 2008 three research institutes were started at ETF to facilitate interdisciplinary research in the areas of early Christianity, early modern times, and leadership and ethics.
In this context, Hans van Nes gave a presentation entitled “Dedicatory Poetry in the 1517 and 1525 Rabbinic Bible” at the annual doctoral colloquium of ETF in September. Regarding the Targum Project, research funding from the Netherlands Organisation for Scientific Research (NWO) was awarded for the Dutch part of the research. More information about the Targum Project can be found on the NOSTER website, www.noster.org.
4.3.3 NOSTER ETF is a member of the Netherlands School of Advanced Studies in Theology and Religious Studies (NOSTER) and participates in research projects in collaboration with other members of this institution. More information can be found in §4.7.
Research Center for Early Christianity (RCEC) The RCEC focuses its research particularly on the development of early Christian identity in its different dimensions (creeds, spirituality, liturgy, church order, etc.). The institute is a collaboration of researchers from the Departments of New Testament and Historical Theology. On February 14, Gie Vleugels gave a lecture in the Reformed Church Center “Kerk aan de Leie” about “the Early Church”. On March 13, he gave two lectures on the early church and the Odes of Solomon during a training day for pastoral leaders (RCC) in the Kempen, in the Norbertine Abbey of Postel. Drake Williams III, appointed since the end of 2013, gave a lecture at the doctoral colloquium “Imitation, the Letter of Diognetus, and 1 Corinthians.” Within the context of her predoctoral project “John Chrysostom and deification: a systematic analysis of his thought on human transformation” (FWO 2009-2014) a contribution of Maria Verhoeff was published early 2014 in Sacris Erudiri (vol 52, 2013). “A Genuine Friend Wishes to Be a Debtor: John Chrysostom’s Discourse on Almsgiving Reinterpreted.” Related to his postdoctoral project “Liturgical Prayers to Christ in the Apocryphal Acts of the Apostles” (FWO 2011-2014), Boris Paschke visited a meeting of the Société pour l’étude de la littérature apocryphe chrétienne (SÉLAC) of the Faculty of Protestant Theology in Paris twice in 2014 to discuss his research project. Boris Paschke also published the following

In het kader van haar predoctorale project “John Chrysostom and deification: a systematic analysis of his thought on human transformation” (FWO 2009-2014) verscheen begin 2014 een publicatie van Maria Verhoeff in Sacris Erudiri (vol. 52 van 2013): “A Genuine Friend Wishes to be a Debtor: John Chrysostom’s Discourse on Almsgiving Reinterpreted.” A Narrative-Critical Analysis of Two Prayers to God the Father in the Apocryphal Acts of John,” in Biblische Notizen / Biblical Notes 163 (2014).

scientific articles: “Christomonism? A Narrative-Critical Analysis of Two Prayers to God the Father in the Apocryphal Acts of John,” in Biblische Notizen / Biblical Notes 163 (2014). And: “Das Gebet zu Jesus in den kanonischen und in den apokryphen Acta,” in European Journal of Theology 23/1 (2014). Four senior researchers are connected to RCEC. Due to prolonged illness Gie Vleugels has no longer been able to lead the research institute since May 2014. In addition a postdoctoral researcher (until September 2014) and five doctoral students are doing research in the context of RCEC.
Institute of Post-Reformation Studies (IPRS) Under the leadership of Andreas Beck, the Institute of Post-Reformation Studies has expanded further, exploring the riches of the various reforming streams. Special attention is given to the origins of the Evangelical movement, Puritanism and Reformed Orthodoxy of the 17th Century. Also how these streams relate to Catholicism is of special interest in view of their common roots in the Middle Ages. In 2014 the “Research Group John Duns Scotus” (RJDS), founded by Antoon Vos in the eighties and previously linked to the Franciscan Study Centre in Utrecht, entered into an affiliation with ETF and IPRS in particular. Since January 1, Matthias Mangold joined the team of IPRS as new junior researcher. Matthias Mangold is doing PhD research on the theology of Salomon van Til (1643-1713) under the guidance of Andreas Beck as promoter and Aza Goudriaan (VU University) as co-promoter. As an assistant, in addition to his education-related assignments, he is also involved in editorial work for the IPRS.
In 2014 Matthias Mangold was selected by TU Kampen for the research exchange program Advanced Theological Studies Fellowship for the month of June. On July 2, he presented the results of his research visit in Kampen in a paper entitled “Fighting against the ‘Attacker of the Faith’: The Anti-Spinozan Polemics of Salomon van Til (1643-1713)”. As a member of the editorial board Andreas Beck attended the editorial meeting of the journal Trajecta: Religion, Culture and Society in the Low Countries on March 19 in Roosendaal. On Thursday, March 20 IPRS in cooperation with the ETF student association PAAP organized a lecture by Simon Burton (University of Warsaw) on the English Puritanism. Andreas Beck gave a lecture on “Römerbriefexegese und Prädestinationslehre. Martin Bucer als Exeget” at the international congress “Bibelauslegung und -hermeneutik in der Reformationszeit” (Basel, June 5-7). During a work visit to South Africa in August, Andreas Beck gave two lectures (“Historical Survey of Reformed Orthodoxy in the 16th and 17th Centuries” and “Five Actually Relevant Issues in Reformed Orthodoxy”) each time at the universities of Stellenbosch, Bloemfontein, Potchefstroom and Pretoria in view of a possible cooperation with IPRS. On September 26 the first volume of the bilingual edition of the Synopsis Purioris Theologiae (1625) was presented at a seminar in Leiden organized by the Research group Classic Reformed Theology (OGTh) with the Scaliger Institute of Leiden University and publisher Brill. This first volume was dedicated to the memory of Willem J. van Asselt (1946-2014), co-founder of IPRS, who passed away on May 29 at the age of 68 after a short illness. The first copy was given to the mayor of Leiden, H.J.J. Lenferink. The study day was chaired by Andreas Beck and IPRS members Philip Fisk,

During the meeting “Academic statements about Christian Perspectives on Leadership Studies” were discussed. On September 26 and 27 Patrick Nullens visited the Oxford and Cambridge Symposium for Enterprise, Ethics and Development (SEED) in Oxford.
In 2014 various initiatives were taken to further develop a collaboration between ILE and ERGO (Economy, Religion, Governance & Organization). Currently Tilburg University and the Erasmus University of Rotterdam are involved in ERGO. On March 18 and June 12 there were talks with a delegation of ERGO. From September 30 till October 1 Patrick Nullens and Pim Boven attended the ERGO II Symposium in Amsterdam. Two senior researchers, two post-doctoral researchers and three doctoral students are connected to ILE.
4.4 Doctoral program 4.4.1 Introduction ETF has been offering a doctoral program for 30 years and in 2014 it had approximately fifty doctoral students. The doctoral program forms an important stimulus for ETF to conduct research. Every year numerous applications are received for the program but only some of these can be accepted. Noteworthy in ETF’s doctoral program is the weeklong doctoral colloquium. During this week, held in the first week of September, the students give lectures relating to their research. They also take interim examinations, and as the culmination of one’s program there is the public defence of the doctoral dissertation. In the 2013-2014 academic year two candidates defended their dissertation successfully. The PhD Student Council and the administration have been compiling a newsletter for the doctoral students regularly, to inform them about relevant developments and important issues concerning their doctoral program. This newsletter was published four times in the 2013-2014 academic year.

Op 26 en 27 september bezocht Patrick Nullens het Oxford and Cambridge Symposium for Enterprise, Ethics and Development (SEED) in Oxford.

Promotor was Hendrik Koorevaar. De verdediging vond plaats op 4 september en had als onderwerp Ecumenical Dialogue with a Non-Institutional Movement: A Systematic-Historical Analysis of Pentecostal Involvement in the International Roman Catholic-Classical Pentecostal Dialogue (1972-2007).
4.4.2 Annual Colloquium and Promotions ETF held the 29th doctoral colloquium from September 1-5. The theme of the colloquium was “Theology and Philosophy.” In this week almost all the students and professors came together for lectures, exams, study coaching, and reflection. The morning meditations were given by Jocelyn Bryan (Durham University) and by ETF staff members René Erwich, Helge Stadelmann, Ted Van der Ende and Jan Hoek. During this colloquium, two doctoral promotions took place. Benjamin Kilchör was promoted on September 2 with a dissertation entitled “Mosetora und Jahwetora. Das Verhältnis von Deuteronomium 12-26 zu Exodus, Levitikus und Numeri.” His promoter was Hendrik Koorevaar. The second dissertation that was defended during the colloquium was written by Jelle Creemers. The defense
took place on September 4 and the dissertation was entitled “Ecumenical Dialogue with a Non-Institutional Movement: A Systematic-Historical Analysis of Pentecostal Involvement in the International Roman Catholic-Classical Pentecostal Dialogue (1972-2007).” His promoter was Jan Hoek and his co-promoters were Peter de Mey (KU Leuven) and Veli-Matti Kärkkaïnen (Fuller Theological Seminary). In addition to the many public lectures that are annually held during the doctoral colloquium, this year there were also an inaugural address and a farewell lecture. On September 2,
John R. Franke held his inaugural speech entitled: “Doing Missional Theology: Bearing Witness to the Love of God”. On September 4, Willem Ouweneel gave his farewell lecture entitled: “Theology and the Eternal-Feminine”. The pofessors and almost the entire staff went to great lengths to make this year’s doctoral colloquium a great success. Reactions from students and professors were both positive and encouraging. Once again the housing of KU Leuven campus Wisteria, the newly renovated building at the back of our campus, could be used for the colloquium.

4.4.3 Development of the Number of Doctoral Students The doctoral program has attracted increasing interest. In 2014 another three candidates were accepted and started with the doctoral program. Two promotions and a number of early discontinuations result in a total of 51 doctoral students participating in the doctoral program at the end of 2014. Out of the many applicants, the Doctoral Committee (see §4.4.4) selected the most promising and best candidates. There are six female doctoral students participating in the program.

The table above is an overview of the development of the number of doctoral students in the last 23 academic years. On March 24, ETF and TU Kampen signed an agreement for the establishment of a Center for Excellence in Reformed and Evangelical Theology in the Low Countries. Part of this cooperation agreement is to stimulate joint doctorates between the two institutions. At present there are three joint doctorates in preparation, with the first public defense planned in January 2015.

4.5 Onderzoeksoutput
4.4.4 Doctoral Committee
4.5.2 Overview of publications
4.5.1 Inleiding
In light of the increasing number of doctoral projects, the coordinating task of the Doctoral Committee is of great importance. The Doctoral Committee held seven meetings in 2014. For the most part it is composed like the Research Committee. In addition to representation of all six departments, a representative of the doctoral students and, since October 2014, the research policy assistant participate as members of the committee. Key tasks of the committee are quality control of the doctoral program; creating balanced promotion committees including external referees, mostly professors of Western European universities; and deciding on the admission of students into the doctoral program.
The tables on the next page give an overview of the publications of the Independent Academic Personnel (IAP) and the Assisting Academic Personnel (AAP) in 2013. The Special Academic Personnel (SAP; guest professors etc.) is not included, with the exception of the FWO fellowships. Of course, a complete overview would offer a substantially larger amount.

The tables are specified according to the six departments: Old Testament (OT), New Testament (NT), Historical Theology (HT), Systematic Theology (ST), Practical Theology (PT) and Religious Studies and Missiology (RM).
4.5 Research Output 4.5.1 Introduction For compiling of the list, the usual categories of scholarly publications, professional publications and popular publications were used. Scholarly publications are based on academic research and speak to the (international) forum of researchers. They usually appear in the form of articles in peer reviewed journals or compilations or as a monograph in peer reviewed series. Professional publications are also based on academic research, but speak to the professionally interested. Popular publications are distilled from academic research as well, but are mostly aimed at non-theologians.

2014) • PT: 1,4 fte ZAP; 0,5 fte AAP • GM: 2,5 fte ZAP; 0,6 fte AAP (sinds okt. 2014)
Op 3 april organiseerde de vakgroep Godsdienstwetenschappen en Missiologie in samenwerking met Evadoc een lezing van Sébastien Fath met als titel: “Immigrant Evangelical Churches in Europe and Social Integration: Mapping the Phenomenon”. Een 25-tal deelnemers heeft de lezing bijgewoond.
•

In terms of fulltime equivalents (fte) the incorporated personnel are divided over the 6 departments in the following manner. The numbers reflect the situation at the end of 2014. Major changes during the year are indicated in brackets: OT: 2,2 fte IAP; 0,7 fte AAP • NT: 3,0 fte IAP (of which 1 fte sick leave); 0,5 fte AAP; (1,0 fte SAP Post doc FWO till Oct. 2014) • HT: 1,5 fte IAP (1,7 fte ZAP till June 2014); 3,0 fte AAP (2,0 fte AAP till Oct. 2014); (1,0 fte SAP FWO-aspirant till Oct. 2014) • ST: 2,6 fte IAP (2,2 fte IAP till Oct. 2014); 1,2 fte AAP (2,2 fte AAP till Oct. 2014) • PT: 1,4 fte IAP; 0,5 fte AAP • RM: 2,5 fte IAP; 0,6 fte AAP (since Oct. 2014) •
In all departments, and significantly within the Department of Practical Theology and Religious Studies and Missiology, these personnel are supplemented with qualified guest professors, whose publications are not included in these lists.
4.5.3 Scholarly Conferences and Guest Lectures In 2014, nearly all members of the academic personnel read papers or gave lectures during at least one academic conference or study day. Often these papers are published in proceedings, collections or academic journals. In addition, staff members from most departments were able to present the results of their research during guest lectures at various institutions of higher education. In the reporting year it was again apparent that the growing network with researchers from other universities often leads to interesting invitations to conferences and seminars. On April 3, the Department of Religious Studies and Missiology in cooperation with Evadoc organized a lecture by Sébastien Fath entitled: “Immigrant Evangelical Churches in Europe and Social Integration: Mapping the Phenomenon”. Some 25 participants attended the lecture.
On May 9, the Institute of Leadership and Ethics (ILE) of ETF organized an academic seminar with the theme “The Challenges of Moral Leadership”. Several international researchers contributed.
4.6 Research Foundation Flanders (FWO) In 2009, at the request of the Flemish Minister of Economy, Enterprise, Science, Innovation and Foreign Trade, the Research Foundation Flanders (FWO) allowed ETF and FPG, which are government recognized institutions of higher education that may also grant doctoral degrees, to submit on their own initiative mandates and projects to the FWO. In this context Maria Verhoeff obtained a predoctoral fellowship from the FWO from 2009-2014 for research into the soteriology of the fourth-century church father John Chrysostom. Boris Paschke obtained a postdoctoral fellowship from the FWO from 2011-2014 for research on prayer to Jesus in Early Christianity. The FWO further computerized the application process, making it possible for ETF as well to go through the application process completely online. On January 28 the FWO organized a meeting to explain the new system. Elsie Wilms, head of the Academic Secretariat, attended the meeting on behalf of ETF. For the application round ending on February 1 no applications were submitted by ETF. On April 18 Andreas Beck together with Boris Paschke organized the annual information session about FWO for the ETF Master’s students. There was much interest among the students. Meanwhile, several candidates have shown interest to prepare applications, even from outside the faculty.

Jack Barentsen participeert sinds 2014 in de NOSTER themagroep “The future of religious leadership in a post-Christendom culture”.

A Jewish Targum in a Christian World (JCP 27, Leiden: Brill 2014).

05 SERVICE
5.1. Introduction Academic service in addition to education and research is an important task for a university faculty. ETF considers this kind of service important and undertakes many activities that can be placed under this heading. The following overview gives an impression, but does not aim to be comprehensive.
5.2. Overview Instituut voor Bijbelse Vorming (IBV) Traditionally, the former Belgian Bible Institute, out of which ETF emerged, had Saturday training sessions for religious higher education. This program is currently organized by IBV (Institute for Biblical Formation). Based on their expertise the academic personnel of ETF are involved in the development and establishment of the curriculum as well as recruiting teachers. Some assistants and professors of the ETF are also involved in giving the courses. In October 2014, there were 38 students enrolled in this three-year program.
Evadoc The archives and documentation center for the Protestant Evangelical movement, Evadoc, was established by the Federale Synode (Federal Synod of Protestant and Evangelical Churches in Belgium) and ETF. ETF attaches importance to archiving, recording and documenting the development of the field that belongs to this movement. Evadoc was established after close consultation with KADOC and from the beginning there has been cooperation between these institutions. The professors of ETF who are involved in the governance of Evadoc also participate in the advisory board of KADOC. The annual report of KADOC includes the activities that are organized by Evadoc. PEGO ETF also provides training for a teacher’s degree, which is part of PEGO (Protestant Evangelical Religious Education) in Flanders. Periodically the PEGO committee is consulted on developments in the field of religious education. ETF is sometimes asked for advice concerning the assessment of diplomas that were attained elsewhere or a colloquium organized by PEGO. Training sessions ETF regularly organizes training sessions for leaders that are involved in churches. On March 21 Gie Vleugels gave a session on the Gospel of John. On November 21 a workshop for church leaders was led by Peter van der Veen ‘‘Inscriptions from the Time of the Kings in Israel and Judea. The Conquest of Canaan and the Capture of Jericho”. Leuven Center for Christian Studies (LCCS) The LCCS makes a conference infrastructure available and facilitates activities at the intersection of faith, academic science and society.

hosted a conference “Postgraduate Theological Education in Perspective: A Francophone African Approach”. Three universities from francophone Africa participated in this conference, FATEB (Bangui, Central African Republic), FATEAC (Abidjan, Ivory Coast) and USB (Bunia, Democratic Republic of the Congo).
Other activities In many areas the ETF staff are able to use their academic expertise to serve the Church and society. In the recent past a number of Dutch Bible translations were published that ETF staff contributed to. Very regularly there are also contributions to commentary series, Bible commentaries, encyclopedias and dictionaries.
From July 21-26 a conference took place under the theme “Mission in Europe”. A total of 75 participants came for this conference organized by LCCS and European Christian Mission International (ECMI).
In addition to these services to the printed press, staff members regularly provide services to church and parachurch organizations, by speaking engagements, administrative contributions and the Sunday preaching which is provided by many professors and assistants on a regular basis.
From September 17-19 a working conference was held focusing on the theme “Christian Leadership Development” in Eastern and Central Europe. Together with the management of the schools in Poland, Slovakia and Bulgaria ETF is working on projects to strengthen relevant leadership training for church and society.
In the context of service the encounter day that was organized in cooperation with the Evangelical Alliance in Flanders and “indekerk” should also be mentioned. On May 24, 15 Christian organizations presented themselves to interested church members of the affiliated evangelical churches.

PERSONEEL PERSONNEL
06 PERSONEEL
06 PERSONNEL
6.1 Introduction The ETF staff is the most important asset of the institution. Whether it is about performing an educational or research assignment, or the support thereof, the commitment of motivated employees plays a crucial role in the realization of the mission of ETF. Also during this reporting year, one member of the academic staff (IAP) and an administrative staff member had to cope with long-term illness.
In the following paragraphs we deal successively with the system of internal quality control (§6.2), internal communication (§6.3), workings of the Executive Administration (§6.4), workings of Academic Personnel (AP) (§6.5) and workings of Administrative and Technical Personnel (ATP) (§6.6).
The annual evaluation meetings with the administrative and technical personnel are planned in January 2015.
6.2 Internal Quality Control
During the staff retreat on May 23 time was spent reflecting on the theme of thankfulness. Thought was given to various aspects of developing a thankful community.
To guarantee and maintain quality of work and participation of personnel, yearly assignments were agreed on with all residential academic personnel, just as in previous years, and the evaluations of the previous yearly assignments were held. Non-residential academic personnel are usually formally evaluated after five years, with a mid-term evaluation after two or three years. These procedures are all described in the Quality Manual. In the assessment of academic personnel with a teaching assignment, course evaluations completed by students are taken into account.
In 2014 a PEP (Personal Efficiency Program) training was organized for the second time to improve the personal efficiency. Both administrative and academic staff participated in the training.
6.3 Internal Communication Four times a year, a staff meeting is held during which staff is informed about the policy carried out by the Board of Trustees. In addition, every week on Wednesday the Executive Administration holds a short meeting with the staff, after which the topics discussed are communicated through an internal newsletter. In May/June, an annual retreat is held with the Executive Administration and staff. In spring, the Executive Administration produces an annual report summarizing the results of education, research and services provided. During the retreat on May 23, at the Herkenrode Abbey, the 2013 annual report was discussed. Strengths and weaknesses were addressed, and an overview of opportunities and threats was given.
6.4 Executive Administration In 2014 the Executive Administration consisted of: Patrick Nullens (Rector), Andreas Beck (Academic Dean) and Pim Boven (Administrative Director). The Executive Administration has been meeting once every two weeks. In

VOORZIENINGEN VOOR STUDENTEN FACILITIES FOR STUDENTS

JAARVERSLAG // 2014
FACILITIES FOR STUDENTS
7.1 Introduction For ETF it is of vital importance that students live and study in an environment where they are stimulated both in their academic and personal development. As ETF is a relatively small institution, it has to make choices. Whilst ETF does not provide a large variety of catering or sports facilities and only limited support services, ETF does offer a campus with accommodation for approximately 70 students and organizes regular activities to strengthen Christian community. The following sections will discuss the housing (§7.2), community building (§7.3), study guidance (§7.4), student activities (§7.5) and the photocopy service (§7.6).
7.3 Community Building
The ETF campus provides student accommodation with sixty student rooms that vary from furnished single rooms to large studios, suitable for two people, with personal kitchens and bathrooms. Prices vary from €2.987 to €5.518 for the year. Included in this price are some communal commodities such as council tax, washing machine usage and free access to a campus wide computer network.
ETF purposely pays attention to the personal and spiritual development of students in relation to their environment. For this reason ETF holds a weekly service in the chapel followed by a communal meal. ETF also provides mentoring and encourages accessibility of lecturers and mentors to students.
At the end of 2014 the campus accommodated approximately seventy people, which means ETF has nearly reached its capacity. For short term residents, such as lecturers and students who come through the Erasmus exchange program and live on campus, a number of guest rooms are available. ETF receives no government support for any of these student rooms, so rental prices are not subsidized. However the rent for a student room at ETF is lower than the average on the rental market in Leuven.
Since 2009 a committee on spirituality has been active. Its goal is to set a framework and provide tools for staff and students to encourage fellowship and spiritual growth. Lately, attention has been given to mentoring and the various observances. At the times of Lent and Advent extra activities were organized. Periodically, the activities of the committee are evaluated. In June, an evaluation by means of a survey among students and staff took place. On May 28, a barbecue was organized for students and staff to promote a community environment. André Le Roux and Cindy Fisk function as the student pastors. Léon van Ommen is responsible for coordinating the weekly chapel services. Jack Barentsen is responsible for small groups and mentoring. In 2011 the student association Per Aspera Ad Perfectiora (PAAP) was established. ETF has made a large room available to the students to hold their activities (see also §7.5.2).

2014 // ANNUAL REPORT
79
It is strongly emphasized that each student remains responsible for his or her own personal and spiritual growth. The students are also encouraged to participate in activities and groups, both inside and outside of ETF, which can contribute to personal and spiritual growth.
7.4 Study Guidance Study support is largely expressed through mentoring and small groups. During the reporting year a mentor was appointed to all first year Bachelor’s students. These students came together weekly in small groups. Additionally the second and third year Bachelor’s students could sign up voluntarily for mentoring. The voluntary sign up also applies to the Master’s students. Jack Barentsen serves as coordinator for mentoring.
7.4.2 Guidance and Advice during the Program Surveys of students show that a large amount of the students are positive about the study guidance. In addition, the Student Council and the Academic Secretariat are easily accessible if problem situations arise. The accessibility of the teachers is generally sufficient. At the start of the academic year the first year Bachelor’s students are appointed a mentor who meets with them regularly. Each small group consists of about ten students and is led by a member of either the Independent Academic Personnel or the Assisting Academic Personnel. The second and third year Bachelor’s students can also sign up for small groups; this is optional.
7.4.1 Accompaniment of Enrolment
The application procedure, part of which is an intake interview at ETF, is a useful method to compare the motivation and expectations of prospective students with the range of educational programs available. Thus, the dropout during the first year of the Bachelor’s program can be reduced substantially. In the 2013-2014 academic year three first year Bachelor’s students dropped out.
The enrolment of Master’s students who have obtained a Bachelor’s degree elsewhere is supervised. For these students, as well as for first year students, a tour around the academic center, some explanation about the administrative and educational services and an excursion through Leuven is organized. There was one dropout in the first year of the Master’s program during the 2013-2014 academic year.
2014 // ANNUAL REPORT
81
Het thema was “Social Justice in contemporary society: some reflections from a Christian perspective”.

JAARVERSLAG // 2014
Master’s students are also appointed a mentor, if they wish, to support them. Apart from this study focused approach the Master’s students are encouraged to form their own small groups, similar to those found in the Bachelor’s program. At the end of the 2008-2009 academic year the committee on spirituality was formed to analyze and evaluate the mentoring and if necessary make suggestions to improve this program. Students who need extra support can contact the student pastors. ETF has two student pastors: André Le Roux and Cindy Fisk.
7.4.3 Ombuds Service At ETF three ombudspersons are appointed (one for the Bachelor’s, one for the Master’s and one for the Doctoral program) as mediator between the examiners and the students. Before the exams it is always clearly announced when they are available. In 2014 the ombudspersons were able to solve all complaints through mediation. No external appeals were required.
7.5 Student Activities
7.5.2. Student Association
7.5.1 Student Council
On Wednesday May 7, the student association PAAP (Per Aspera Ad Perfectiora) held its third symposium. The theme was “Social Justice in Contemporary Society: Some Reflections from a Christian Perspective”. Three speakers expounded on the theme: Rob Nijhoff (Senior Researcher at the Scientific Institute of the ChristenUnie party in the Netherlands), Arttu Mäkipää (Policy Department Economic and Scientific Policy, European Parliament) and Patrick Nullens.
The Student Council always consists of a minimum of eight and a maximum of twelve members. In 2014 there were four meetings between the Executive Administration, Academic Secretariat and the Student Council. The Student Council is a member of the National Union of Students in Flanders - Belgium (VVS). On November 4, the Student Council together with the Department of Practical Theology organized a seminar on ‘Domestic Violence Counseling’.
The students have once again elected a steering committee that is renewed annually and ETF provided supplies and meeting facilities.
7.5.3 Introductory Weekend The yearly introductory weekend for new Bachelor’s and Master’s students was held on September 20-22. The weekend for first year Bachelor’s students was organized by second and third year students. The weekend for new Master’s students was organized by second year Master’s students.
7.6 Photocopy Service The sale of the required course materials takes place at the reception desk; daily opening hours are 9am to 12.30pm. Using a copy card, students can make photocopies in the library and also print from the public computers.

8.4 Lopende financieringsdossiers
8.4 Ongoing Financing Dossiers
In 2009 a new arrangement was put in force regarding funding for education. The government has chosen a system closer to that used by universities in Flanders. Until the end of 2012, no arrangement was in place for the funding of research. In the education decree XXII of December 21, 2012 an arrangement was developed to regulate the research funding for ETF. For this, ETF and FPG have submitted a research plan together.

8.5. Public Relations and fundraising ETF regularly sends newsletters to its support base that makes an important contribution to the financial framework of the institution and includes many former students. Newsletters are sent to Flanders, the Netherlands, Germany, USA and Canada. The ETF booth was once again present at all kinds of (youth) activities in Flanders and the Netherlands. Launch of the new website is planned for early 2015.

INFRASTRUCTUUR 9.1 Inleiding

INFRASTRUCTURE 9.1 Introduction
The ETF campus is located in Heverlee, a municipality of Leuven. The ETF campus with its 60 student rooms and 18 guest rooms was formerly a French-speaking Jesuit Seminary (see also §7.2). The ‘book tower’ that the Jesuits added later and used as a library, now functions as the academic center. The following sections will discuss the different aspects of the infrastructure including the academic center facility (§9.2), the library (§9.3), the guest rooms (§9.4) and automation (§9.5).
9.2 Accommodation of the Academic Center The academic center was completely renovated in 2002. Since then ETF has six lecture and seminar rooms on the first floor, varying in capacity from eight to sixty people. Four rooms have since been provided with built-in LCD projectors. In addition, ETF has two chapels in the former seminary building that can accommodate 80 and 220 people respectively. All offices are located on the fifth and sixth floors of the academic center. There are eight workstations available to the Assisting Academic Personnel. The Independent Academic Personnel have thirteen workstations available,
including the offices for the Rector and the Academic Dean. The Administrative and Technical Personnel have ten workstations, not counting those in the library (see the next section). In 2014 the main entrance was moved from the front of the academic building to the central area between the academic building and the residential building, making it possible to better organize the reception of guests for a variety of activities.
9.3 Library The library is located on the second, third and fourth floors of the academic center, with additional storage space on the ninth floor. The first two floors are freely accessible where books are placed in open units. The fourth floor is where older books (dated prior to 1950) are stored. Magazines dated prior to 1995 are stored on the ninth floor. The materials on these floors are available on request. Located next to the library entrance is the library office, which has five workstations. The library is open from Monday to Wednesday from 9am to 10pm, on Thursday and Friday from 9am to 5pm and on Saturdays from 11am to 1pm. During public holidays the library is closed and during vacations often more limited opening hours apply. Supervision is largely on a student rotation, under the surveillance of the librarian. The ETF library offers wireless internet as well as scanning, printing and copying facilities, but above all: quiet study space. The students and staff of ETF automatically receive a pass for the library. Visitors can also use the facilities after registration and payment of an annual fee of 7 Euros. Users receive a monthly newsletter, and they can also follow the library through the Facebook page.

Gratefully, the library also received a variety of donations in 2014. Antonie Vos once again made a significant donation to the library from his private collection. Also several anonymous donors made significant donations. The Anglican Collection ETF received in 2012, was almost completely catalogued in 2014. Thanks to the annual budget and the donations 7,500 books were added to the collection and at the end of the reporting year more than 78,000 items had been catalogued.
Students are encouraged to use the Maurits Sabbe Library of the Faculty of Theology and Religious Studies of the KU Leuven. The card to this library also gives access to the central University library as well as other relevant faculty specific libraries of KU Leuven, including the Institute for Philosophy. The migration of the current library software to a new platform is in an advanced stage.
9.4 Guest Rooms Since ETF organizes and hosts many international events, it is important to be able to provide accommodations for foreign guest lecturers. ETF has eighteen guest rooms permanently available for this purpose. As of 2012, all of these guest rooms have been centralized into one single corridor within the campus.
It is through the help of volunteers, including students, people from the church communities and missionaries that the library is able to function. There are four dedicated volunteers who work at least one day a week in the library. The library also receives help from a team of American volunteers, who came to help again for a few weeks in 2014.
9.5 Automation
ETF has subscriptions to ProQuest Religion, EBSCO (Religion and Philosophy Collection) and ATLA Serials. An additional advantage to these online subscriptions is that students and lecturers have access to this information 24 hours a day. The usage statistics show that students and teachers often use this service. In 2014 the library launched a pilot project with e-books.
In the library, copy cards containing a chip are used and a central digital system is utilized to monitor the use of these cards. Payments are also electronically processed and recorded on a server.
ETF has approximately 50 workstations with the necessary computer equipment. In addition there are several operational servers on which software is installed and data is stored. The network is protected against threats. The electronic learning environment uses Chamilo.
