Voorwoord foreword Never a dull moment’ - het is een veelgebezigde uitspraak waar het om Turkije gaat en zeker gedurende het afgelopen jaar. Zo was 2009 ondermeer het jaar van de zogeheten democratische opening, de diplomatieke doorbraak met Armenië en de lancering van een hernieuwd, assertiever buitenlands beleid. Lokale verkiezingen gingen hier in maart aan vooraf. De verkiezingszege was voor de regeringspartij AKP - maar minder overweldigend dan verwacht. De Ergenekonzaak, tegen leden van de vermeende gelijknamige, geheime nationalistische terreurorganisatie, werd in de zomer geopend, terwijl de pro-Koerdische partij DTP in december op last van het Constitutioneel Hof werd verboden. Op de valreep van 2009 werd een nieuw EU-onderhandelingshoofdstuk geopend. De economie daalde in 2009 fors na 6 jaar van onafgebroken groei (gemiddeld 6%), maar heeft zich medio 2010 hersteld. Turkije is, zoveel is duidelijk, een veelzijdig en dynamisch land. In Nederland is de aandacht voor politieke en maatschappelijke ontwikkelingen in Turkije echter vaak niet in overeenstemming met het belang van Turkije voor Nederland. Sinds de oprichting in november 2007 tracht het Turkije Instituut daarom een bijdrage te leveren aan een beter begrip van Turkije in de Nederlandse publieke opinie. In 2009 organiseerde het Turkije Instituut bijna maandelijks een publieke bijeenkomst in (voornamelijk) de Randstad over uiteenlopende onderwerpen. In het najaar startte de succesvolle lezingenserie ’n Goede Buur over het veranderende Turkse buitenlandse beleid. De reeks werd op 7 oktober in Den Haag geopend door Ahmet Davutoğlu, de Turkse minister van Buitenlandse Zaken en architect van Turkije’s nieuwe beleidsoriëntatie in de regio. Naast dergelijke eenmalige publieke bijeenkomsten initieerde het Turkije Instituut ook een aantal activiteiten van meer structurele aard. Het Instituut brengt tweemaandelijks een digitale nieuwsbrief uit waarmee het een groeiend aantal abonnees informeert over actuele ontwikkelingen in Turkije. Samen met partner InHolland Hogeschool Den Haag organiseerde het Instituut een uiterst succesvol stageproject.
Tevens was het Turkije Instituut in 2009 nauw betrokken bij het ‘Holland-Turkey: Investment & Trade 2009’-programma van ING, FME-CWM en Fenedex. In december publiceerde het Instituut in samenwerking met ING de resultaten van een onderzoek naar verschillen in bedrijfscultuur tussen Nederland en Turkije. Het rapport werd op 15 december gepresenteerd aan staatssecretaris van Economische Zaken Frank Heemskerk en zijn Turkse counterpart minister van Buitenlandse Handel Zafer Çağlayan op het afsluitende symposium in Rotterdam. Kortom, het Turkije Instituut kan terugkijken op een bewogen jaar, ook intern. De realisatie van het activiteitenprogramma van het Turkije Instituut was niet mogelijk geweest zonder de voortgezette bijdrages van de founding sponsors uit het Nederlandse bedrijfsleven en de Gemeente Den Haag. De financiële crisis heeft echter ook gevolgen voor het Instituut: het uitgebreide programma wordt met zeer beperkte middelen en een bezetting van slechts 3,3 fte gerealiseerd. Het draagvlak voor het Turkije Instituut bij zowel de overheid, het bedrijfsleven als het publiek is breed. Deze waardering heeft echter nog niet mogen resulteren in het bestendigen van de financiële toekomst van het Instituut. Bestuur en directie spreken hier dan ook de hoop uit dat de goede reputatie van het jonge Instituut in het komende jaar verzilverd zal worden.
‘Never a dull moment’ - an often-used expression with regard to contemporary Turkey, and especially so last year. 2009: the year of the so-called democratic opening, the diplomatic breakthrough with Armenia and the launch of a more assertive and self-confident

foreign policy. These developments were preceded by local elections inlate March. The ruling AKP won - but less overwhelmingly than expected. The Ergenekon case against members of the alleged clandestine ultra-nationalist organisation opened in the summer, whereas the pro-Kurdish DTP was closed by order of the Constitutional Court in December. Just as the year drew to a close, a new EU negotiation chapter was opened. After six years of continuous growth the economy shrank substantially in 2009, but has recovered by mid-2010. This much may be clear: Turkey is a diverse and dynamic country. However, in the Netherlands public awareness of political and social developments in Turkey often hardly corresponds to the importance Turkey holds for the Netherlands. Since its foundation in November 2007, the Turkije Instituut aims to contribute to a better understanding of Turkey among a general Dutch public. 4
Throughout 2009, the Turkije Instituut organised near-monthly public meetings in (predominantly) the Randstad on various topics. In the autumn, the successful lecture series A Good Neighbour on Turkey’s changing foreign policy commenced. Ahmet Davutoğlu, the Minister of Foreign Affairs and architect of Turkey’s new regional policy orientation, opened the series on 7 October in The Hague. In addition to such one-off events, the Turkije Instituut initiated a number of activities of a more permanent character. The institute publishes a bi-monthly digital newsletter, informing a growing number of subscribers on current affairs in Turkey. In cooperation with InHolland Hogeschool The Hague, the institute organised a highly successful internship project. Also, the institute was closely involved in the ‘Holland-Turkey: Investment & Trade 2009’-programme of ING, FME-CWM and Fenedex. In collaboration with ING, the Turkije Instituut published the results of a study of differences in business culture between Turkey and the Netherlands. On 15 December, the report was presented to State Secretary of Economic
Affairs Frank Heemskerk and his Turkish counterpart Minister of Foreign Trade Zafer Çağlayan, during the closing symposium of the Holland-Turkey programme in Rotterdam. In short, the Turkije Instituut can look back on a lively year - also within the organisation. Realising the various events and activities would not have been possible without the continued support of the founding sponsors from the Dutch business community and the Municipality of The Hague. However, the financial crisis has not been without its consequences for the institute. The staff comprises only 3,3 fte, carrying out an extensive programme with very limited means. The Turkije Instituut is widely endorsed by the authorities, the business community and the general public alike. Unfortunately this appreciation has not yet resulted in securing the financial future of the organisation. Both Board and Director wish to express the hope that the young institute’s reputation may serve as a worthy basis for its continued existence.

Activiteiten 2009 Activities 2009 Het Turkije Instituut (co)organiseerde in 2009 in totaal acht publieksbijeenkomsten, drie seminars en drie besloten bijeenkomsten - een deskundige wisselt op hoog niveau van gedachten met een kleine groep beleidsmakers, journalisten en geïnteresseerden. Indachtig de doelstelling van het Instituut bestreken deze bijeenkomsten een breed palet aan onderwerpen. Aanleiding vormde echter steeds de actualiteit in Turkije en het streven deze nader te verklaren. Terugkerende thema’s voor zowel de besloten als de publieksbijeenkomsten waren de Turkse internationale politiek en de strijd om de publieke ruimte in Turkije. Hieronder worden deze thema’s nader toegelicht. Daarnaast voldeden medewerkers van het Instituut zeer regelmatig aan verzoeken van bijvoorbeeld media, onderwijsinstellingen en studentenorganisaties om een lezing of presentatie te geven over Turkije. Achterin dit jaarverslag is een volledig overzicht opgenomen van alle activiteiten.
Thema: Turkije en de regio T h e m e : Tu r k e y a n d t h e r e g i o n Sinds het aantreden van de AKP-regering voert Turkije een meer uitgesproken buitenlands beleid. De nieuwe richting wordt grotendeels bepaald door Ahmet Davutoğlu, eerder adviseur van premier Recep Tayyip Erdoğan, en sinds mei 2009 minister van Buitenlandse Zaken. Davutoğlu streeft naar een grotere en zelfstandiger rol van Turkije op het wereldtoneel, het verdiepen van Turkije’s unieke politiek-strategische positie en ‘zero problems’ met de buurlanden.

The Turkije Instituut organized a total of eight public meetings, three seminars and three expert sessions - when an expert speaker is invited to share thoughts with a small group of invitees (policy officers, journalists, etc.). In line with the institute’s mission, these meetings covered a wide array of topics. The motivation however was always strongly rooted in current Turkish affairs, and the wish to try and explain these beyond the superficial. The struggle for the public domain, and Turkey’s international politics were recurring themes in both the public and closed meetings. These shall be expounded upon below. Besides official events, the institute’s staff frequently complied with external requests from e.g. media and student associations for lectures and presentations on Turkey. A comprehensive overview of all activities is provided at the end of this report.

De nieuwe beleidsoriëntatie van het Turkse buitenlandse beleid was voor het Turkije Instituut aanleiding om uitgebreid stil te staan bij Turkije’s betrekkingen met zijn buurlanden en de specifiek regionale thema’s (energie, Midden-Oosten, Koerdische kwestie). Onder de noemer ’n Goede Buur organiseerde het Turkije Instituut met subsidie van het ministerie van Buitenlandse Zaken in het seizoen 2009-10 een lezingenreeks over Turkije’s veranderende buitenlandse beleid. Deze reeks ging in najaar 2009 van start. Los van deze reeks besteedde het Instituut in het voorjaar reeds aandacht aan Turkije’s internationale positie. Op 13 februari organiseerde het Turkije Instituut samen met Instituut Clingendael een seminar over Turkije’s rol in Europa’s energievoorziening. Op 21 april sprak de Iraanse deskundige Bijan Khajehpour voor een klein gezelschap over zowel interne ontwikkelingen in Iran als het Iranese buitenlands beleid en de relatie met Turkije.

Op 11 juni organiseerde het Instituut in samenwerking met de Atlantische Commissie een publiekslezing over Irak, de Koerdische kwestie en internationale stabiliteit. Gastspreker was Joost Hiltermann (International Crisis Group). Op 7 oktober startte de reeks ’n Goede Buur: de Turkse minister van Buitenlandse Zaken Ahmet Davutoğlu sprak in Sociëteit de Witte in Den Haag over Turkije’s hernieuwde assertiviteit in de regio.

Op 22 oktober volgde de eerste publiekslezing, over Cyprus. Gastsprekers waren Niyazi Kizilyürek (Universiteit van Cyprus, Nicosia) en Heinz Kramer (Stiftung Wissenschaft und Politik).
Foreign Affairs, the institute organized A Good Neighbour: a lecture series on Turkey’s changing foreign policy spanning the 2009-10 season. The series started in October 2009. Next to the lecture cycle, the institute paid significant attention to Turkey’s international position earlier in the year. On 13 February, the Turkije Instituut organised a seminar on Turkey’s role as energy hub for Europe, in cooperation with the Netherlands Institute of International Relations Clingendael. On 21 April, Iran-expert Bijan Khajehpour expounded on both Iran’s domestic developments and foreign policy and its relations with Turkey for a small gathering at the institute.
Op 26 november gaf Svante Cornell (Central Asia-Caucasus Institute, Johns Hopkins University) een lezing over Turkije’s betrekkingen met de Kaukasus en Centraal-Azië. Op 2 december lichtte Gareth M. Winrow (voorm. Bilgi Universiteit) het Turkse energiebeleid toe.
Since the AKP took office, Turkey’s foreign policy has grown more assertive. The new orientation is largely being shaped by Ahmet Davutoğlu, former advisor to Prime Minister Recep Tayyip Erdoğan and Minister of Foreign Affairs since May 2009. Davutoğlu strives to improve Turkey’s position on the international stage, and to nurture Turkey’s unique political-strategic position through ‘zero problems’ with its neighbours. This new course of action in Turkish foreign policy was reason for the Turkije Instituut to reflect upon Turkey’s relations with it neighbours, specifically regarding regional themes (energy, Middle East, Kurdish issue). On 11 June, together with the Atlantic Commission, the institute organized a public lecture about Iraq, the Kurdish issue and international stability. Op 9 januari organiseerde het Instituut in samenwerking met Press Now en Stichting Röportaj een debat over de pers en de persvrijheid in Turkije. Te gast waren enkele prominente Turkse journalisten, waaronder Yasemin Çongar, adjunct-hoofdredacteur van de spraakmakende onafhankelijke krant Taraf.

Op 26 maart sprak socioloog Ali Çarkoğlu (Sabancı Universiteit) op het Instituut voor een klein gezelschap over zijn jongste onderzoek naar de religieuze beleving, religieuze praktijk en onder meer het dragen van hoofddoeken in Turkije. Op 2 april besprak een panel van Nederlandse deskundigen de uitslag van de lokale verkiezingen (29 maart) en de consequenties voor de landelijke politiek in Turkije. Op 17 april organiseerde het Instituut in opdracht van het ministerie van Justitie en in samenwerking met het Centrer for International Legal Cooperation een seminar over juridische hervormingen in Turkije. Op 1 december was politiek analist Semih Idiz te gast op het Instituut, waar hij sprak over uiteenlopende onderwerpen aangaande Turkije waaronder de binnenlandse politieke en maatschappelijke verhoudingen.
Ever since the AKP took office in 2002, the debate on the nature of the Turkish state, public domain and national identity has strongly polarized. The AKP has a hidden Islamist agenda, the Kemalist establishment claims. The government in its turn challenges the role of the army and judiciary as defined by the
1982 Constitution (after the 1980 military coup) and addresses the alleged ultranationalist threat of a coup d’état. At the same time, the reform process stagnates and the implementation of new legislation falls behind. The Turkije Instituut drew attention to the issue of increasing polarisation in Turkey with different events. On 9 January, the institute organized a debate on press and freedom of the press in Turkey, in cooperation with Press Now and Röportaj Foundation. Guests were, amongst others, Yasemin Çongar, deputy-editor of the controversial independent newspaper Taraf.

On 26 March, sociologist Ali Çarkoğlu (Sabancı University) spoke about his latest research into religious experience and practice, and the headscarf in Turkey for a small gathering at the institute. On 2 April, a panel of Dutch experts discussed the results of the local elections (29 March) and their consequences for national politics in Turkey.
On 17 April, in cooperation with the Center for International Legal Cooperation, the institute organized a seminar on juridical reforms in Turkey, assigned by the Ministry of Justice. On 1 December the institute hosted political analist Semih Idiz, who spoke on a wide range of topics concerning amongst other things Turkey’s domestic politics and social dynamics.
Bezoekersinformatie Audience information In 2009 heeft het Turkije Instituut enquêtes afgenomen bij 8 activiteiten. Het doel van deze enquêtes is het peilen van de mening en behoeften van het publiek over het activiteitenprogramma van het Turkije Instituut. In de leeftijdsverdeling van de respondenten zijn twee groepen duidelijk zichtbaar: meer dan 50% van de respondenten was tussen de 21 en 30 en ruim 25% was boven de 55 jaar oud. De provincies NoordHolland, Zuid-Holland en Utrecht waren met resp. 45%, 38% en 9% het beste vertegenwoordigd. Er was een lichte correlatie tussen de locatie van de activiteit en de woonplaats van de bezoekers. Scholieren/ studenten vormden met ruim 40% een significante groep, gevolgd door ‘werkenden’( 34%), gepensioneerden en werklozen. Qua werkgebied waren de overheids- en de kunst&cultuursector het sterkst vertegenwoordigd met samen ruim 40%. Bijna 70% van de respondenten beoordeelde de bijeenkomsten als ‘goed’ of ‘uitstekend’. Gebaseerd op het aantal aanmeldingen heeft gemiddeld 39% van de aanwezigen een enquête ingevuld. Daarnaast meldden
veel respondenten zich via de enquêteformulieren aan voor de Turkije Instituut nieuwsbrief.
In 2009, the Turkije Instituut undertook a survey at eight of its activities with the aim of polling the audience’s opinion and ideas about the institute’s programme of events. Concerning the age range two groups clearly surfaced: over 50% of the respondents was between 21 and 30, and over 25% was older than 55. The results also show that the provinces of Noord-Holland, Zuid-Holland, and Utrecht were best represented with 45%, 38%, and 9% respectively. These numbers partly correlate with the location of events. Students formed a significant group at 40%, followed by ‘(self-) employed’ (at 34%, mainly public and arts&culture sectors), pensioners and ‘unemployed’. Almost 70% of the respondents assessed the activities as good or excellent. Based on the number of registrations, an average of 39% of the attendees filled out the survey. Many respondents also enlisted for the digital newsletter. The questions were standardized.

Projecten Projects Nadat het Turkije Instituut zich in het eerste jaar voornamelijk inzette om naamsbekendheid te genereren, richtte het Instituut zich in 2009 ook op projecten die minder direct zichtbaar zijn, maar een permanenter karakter hebben. Samen met partner InHolland Hogeschool Den Haag organiseerde het Instituut een uiterst succesvol stageproject. Ruim twintig HBO-studenten (bedrijfskunde, marketing, management) met veelal een Turkse achtergrond werden geselecteerd voor een stage bij de Turkse vestiging van Nederlandse bedrijven, waaronder een aantal sponsors van het Turkije Instituut (Aegon, Eureko). Het project wordt in 2010 herhaald en is uitgebreid met studenten van Haagse Hogeschool, Hogeschool Amsterdam en enkele bedrijven (ING, Concordia, AGIS). In cooperation with InHolland Hogeschool The Hague, the Instituut organised a highly successful internship project. Over twenty HBO (vocational university) students of Business Administration Marketing, and Management, often with Turkish roots, were selected for an internship with the Turkish branch of Dutch companies including some of the institute’s sponsors (Aegon, Eureko). The project will be repeated in 2010 and has been expanded to include students from the Haagse Hogeschool, Hogeschool Amsterdam and a few new hosting companies (ING, Concordia, AGIS).

Het Instituut zal het project in 2010-12 met een subsidie van het Europafonds voortzetten en uitbreiden. De universiteiten van Maastricht en Groningen, evenals Bilkent (Ankara) en Bilgi (Istanbul), worden betrokken bij het project. The Turkije Instituut developed a digital exchange of university lectures. On 7 December, a successful pilot took place between Utrecht University and Sabancı University in Istanbul. Students in Utrecht and Istanbul attended a live and lively lecture by Mathieu Segers and Meltem Müftüler Baç. The Instituut will continue and expand this project in 2010-12 with a subsidy of the Europafonds. Het rapport werd op 15 december gepresenteerd aan staatssecretaris van Economische Zaken Frank Heemskerk en zijn Turkse counterpart minister van Buitenlandse Handel Zafer Çağlayan op een afsluitende handelsconferentie in Rotterdam. Op basis van de studie biedt het Turkije Instituut vanaf 2010 workshops Zakendoen in Turkije aan voor ondermeer het bedrijfsleven en overheidsinstanties. Energie Energy Turkije is enerzijds sterk afhankelijk van energieimporten en anderzijds een van de weinige landen die in potentie alle vormen van duurzame energiebronnen kan aantappen. Door dit grote potentieel en stimulerend overheidsbeleid is Turkije een kansrijke markt voor Nederlandse bedrijven. Op verzoek van partijen uit de Nederlandse duurzame energiesector heeft het Turkije Instituut zich ingezet voor de totstandkoming van een publiekprivaat cluster van instellingen en bedrijven die zich willen positioneren op de Turkse markt. Het samenwerkingsverband wil daarbij gebruikmaken van het 2g@there-programma van de EVD. Ten behoeve van dit Energiek Turkije-cluster is inmiddels ook een website gelanceerd (www.energiekturkije.nl). Het Turkije Instituut heeft tevens met een voorstel voor een uitgaande handelsmissie omtrent duurzame energie naar Ankara ingeschreven op de openbare aanbesteding inzake het zogenaamde Collectieve Promotionele Activiteiten programma (CPA) van de
EVD (Agentschap NL). Het voorstel is goedgekeurd en in opdracht van de EVD organiseert het Turkije Instituut in samenwerking met partners een missie naar het International Energy Congress 2010 in Ankara. Turkey is dependent on others for its energy needs. At the same time, it is one of the few countries in the world able to tap into potentially all types of sustainable energy sources. Because of this huge potential and encouraging state policy, the Turkish cleantech market offers Dutch businesses numerous possibilities. At the request of players within the Dutch sustainable energy sector, the Turkije Instituut has taken the lead in creating a public-private cluster of organizations and business keen to position themselves on the Turkish market. The cluster is striving to make use of the so-called 2g@there programme of the EVD/ Agency for International Business and Cooperation. A website tracking the progress of the Energiek Turkije group was launched in the summer of 2009 (www.energiekturkije.nl). The Turkije Instituut has also put forward a proposal for an outgoing sustainable energy trade mission. The application has been awarded funds under the Collective Promotional Activities (CPA) programme of the EVD. In cooperation with its partners the institute shall organize a mission to the International Energy Congress 2010 in Ankara.

Website Website De website van het Turkije Instituut fungeert als informatiehub over Turkije, de virtuele poot van het Instituut. Naast achtergrondartikelen over enkele specifieke onderwerpen (de Koerdische kwestie, de oorsprong van de AKP), publiceert de staf van het Turkije Instituut regelmatig over actuele ontwikkelingen in Turkije. Het schrijven en bijhouden van het onderdeel Actueel vormt inmiddels een belangrijk deel van de publieke informatievoorziening van het Instituut, en van de werkzaamheden van de staf. In de loop van 2009 werden zowel de vormgeving als de structuur van de site onder handen genomen. Eind 2009 werd de vernieuwde website gelanceerd. Deze is helderder en toegankelijker in opzet en beter geoutilleerd om de veelheid aan informatie te presenteren. De bezoekerscijfers van de site laten een gestage stijging zien: gemiddeld zo’n 2000 unieke bezoekers per maand.

Het Instituut verstuurt tweemaandelijks een digitale nieuwsbrief die gekoppeld is aan de inhoud van de site. Deze bereikt inmiddels (begin 2010) ca. 900 adressen. Daarnaast verstuurt het Instituut korte, speciale aankondigingen om de eigen activiteiten onder de aandacht te brengen.
The website of the Turkije Instituut functions as an information hub on Turkey - the virtual pillar of the institute. Apart from in-depth articles on some specific topics ( the Kurdish issue, the origins of the AKP), the Instituut’s staff regularly publishes about current affairs in Turkey. Writing, editing and maintaining the website have grown into a substantial part of the institute’s public information service, and of the staff members’ tasks. In the course of 2009 both the layout and structure of the site underwent rejuvenation. The renewed site was launched in late 2009. The new website is more transparent and accessible, and better-equipped to present a wide variety of information. The visitor numbers have risen steadily to circa 2000 unique visitors per month on average. The Instituut sends out a bimonthly digital newsletter which is linked to website’s content. The newsletter is dispatched to ca. 900 e-mail addresses (early 2010). In addition, the institute sends out short announcements to promote its activities.

Zo deed het Instituut voor de European Academy for Law and Legislation (EALL) onderzoek naar de Turkse wetgeving omtrent non-gouvernementele organisaties en de relatie tussen parlement en civil society.

The Turkije Instituut strives to be the institute for independent information and activities on Turkey: a switchboard between supply and demand. The Turkije Instituut Foundation (November 2007) aims to increase the understanding of Turkey amongst the Dutch general public. The institute strives to contribute to an image of Turkey that does justice to its current political, economic and social developments, taking into account the significant challenges the country faces.
