Promotie Shortsea Shipping Vlaanderen heeft als hoofdtaak het promoten van de transportmodus shortsea ten behoeve van alle marktspelers. Wij brengen u in contact met de partners die een professioneel transport organiseren in een intermodaal, huis-aan-huis concept, via de Europese kustwateren en de binnenwateren. Promotie Shortsea Shipping Vlaanderen werkt als een niet-commercieel tussenpersoon. Sinds december 2000 maakt het deel uit van het ‘Europese Shortsea Netwerk’.
The Shortsea Promotion Centre has as its main task the promotion of the shortsea transport mode for the benefit of all market players. We introduce you to the partners who organise professional transport in an intermodal door-to-door concept via the European coastal waters and inland waterways. The Shortsea Promotion Centre Belgium acts as a non-commercial go-between. Since December 2000 it is part of the ‘European Shortsea Network’.
Shortsea Promotion Centre - Poland has been created in July 2001 at the suggestion of members-founders and the Ministry of Transport and Maritime Economy. SPC-Poland is the association of physical persons. Companies and the institutions can participate as a supporting member. The Board carries on welfare work, while full-time employees consist of one person. The activity of the Centre has a non-profit character and is entirely neutral in relation to particular economy subjects. Financing principles of the organization of the Centre were as follows; some funds came from the European Union, whereas the majority was secured by contributions from supporting members and in small amount of state subsidies. We hope that sufficient number of partners will show up. We look for them mostly among ports, shipowners and operators, transport and forwarding companies as well as local governments. The Association's primary statutory objective is to boost and support activities in favour of shortsea shipping development, "door-to-door" combined haulages and to implement EU directives concerning moving freight streams from land roads to seaways and inland waterways. Furthermore, the Polish Shortsea Promotion Centre strive after funds from the European Union and national state and local government institutions assigned for the projects connected with shortsea shipping development in our country. We monitor problems and limitations which are encountered by shortsea shipping development in Poland. The Shortsea Promotion Centre Poland set up is assigned to act as a neutral broker that collects, elaborates and delivers to interested users, as well as to mass media, the information connected with functioning and development of shortsea shipping in Poland and Europe. The promotion is done through press information and issuing an own information bulletin, in particular laying emphasis on the use of Internet and our own homepage which contains not only the most important information but also connections from and to Polish ports. We, of course co-operate with the others SPC’s in boosting the idea of shortsea shipping, as well as with all organizations and institutions, among other with the Polish Chamber of Maritime Economy, the Polish Shipowners Association, the Polish Chamber of Forwarding and Logistics, Maritime Academies and also state and local administration authorities. Such co-operation enforces promoting efficiency, advancing this way development of shipping.

Algemeen Polen ligt in centraal-Europa en is tien keer zo groot als België (312.683 km²). Het land ligt aan de Oostzee en heeft een kustlijn van bijna 500 km. De belangrijkste havens zijn Gdynia/Gdansk bij de monding van de Wisla/Weichsel, Szczecin/Swinoujscie aan de monding van de Odra/Oder, en Kolobrzeg. De bevolking wordt eind 2005 geraamd op 38,1 miljoen, wat een bevolkingsdichtheid oplevert van 122 per km². De natuurlijke aangroei is lichtjes negatief. In de hoofdstad Warschau wonen 1,6 miljoen mensen.
Economie Polen heeft een markteconomie. De omvang ervan blijkt zowel uit de omvang van de bevolking en de koopkracht, als uit het BBP. In 2005 bedroeg het BBP 299,2 miljard USD. In 2005 steeg het BBP met 3,2 procent, de toename in 2006 wordt geraamd op 4,6 procent. De dienstensector vertegenwoordigt bijna twee derden van de economie. De industrie is goed voor 25,4 procent en de landbouw 5,1 procent. Ruim twee jaar na de toetreding tot de EU doet de Poolse economie het behoorlijk goed. General information Poland, which is situated in Central Europe, has a size ten times that of Belgium (312.683 km²). The country faces the Baltic Sea and has a coastline of almost 500 km. The main ports are Gdynia/Gdansk at the mouth of the river Wisla/ Weichsel, Szczecin/Swinoujscie at the mouth of the river Odra/Oder, and Kolobrzeg. In 2005 its population amounted to an estimated 38.1 million, which corresponds to a population density of 122 per km². The population growth is slightly negative. Some 1.6 million people live in its capital Warsaw.
Economy Poland has a market economy, the importance of which appears from both the size of the population and the strength of their purchasing power, as well as from its GDP. In 2005 the GDP reached 299.2 billion US$, which amounted to an increase of 3.2 percent. The 2006 growth is estimated to be 4.6 percent. The service industry represents almost two thirds of the total economy. The manufacturing industry has a share of 25.4 percent and agriculture of 5.1 percent. De handelsbalans van Polen met het buitenland werd afgesloten met een tekort van 1,9 procent van het BBP. In 2005 voerde België 1.443.246 ton uit naar Polen, voor een totale waarde van € 3.015.568.000. De invoer vanuit Polen lag hoger in volume maar lager in waarde: 1.718.205 ton en € 1.974.625.000.

At 16 percent, unemployment remains high and considerably above the regional average. Belgium ranks eighth among the foreign investors in Poland, with strong positions for the banking sector (KBC and Fortis) and the energy sector (Tractebel). All in all, some 400 Belgian companies have already established themselves in Poland. Both as far as imports and exports are concerned, Belgium is Poland’s tenth largest trading partner. Most of the trade takes place between Poland and Germany. Imports and exports continued to grow dynamically in 2005, with 12.6 and 19.2 percent respectively. The balance of trade of Poland closed on a deficit of 1.9 percent of GDP. In 2005 Belgium exported 1,443,246 tonnes to Poland for a total value of € 3,015,568,000. Imports from Poland were higher in volume but less in value: 1,718,205 tonnes and € 1,974,625,000.

Het aandeel van Vlaanderen in de Belgische uitvoer naar Polen (84,39 procent) en in de Poolse invoer uit België (87,53 procent) is overweldigend groot. Wij voeren meer uit dan wij invoeren: het handelsoverschot met Polen bereikte in 2005 een recordhoogte van € 633 miljoen.
Polen is een jong EU-land, heeft een grote bevolking, en is gunstig gelegen in één van de grote ontluikende regio’s van de wereld. Voor in- en uitvoer biedt het land talrijke kansen in de volgende sectoren: landbouw, bouw en bouwmaterialen, milieu, meubelproductie en toeleveringsbedrijven, kleinhandel, automobielbedrijven, en logistiek en infrastructuur. Op die laatste sector gaan we hier kort in.
Polen is de 13de exportbestemming vanuit Vlaanderen. De Vlaamse uitvoer naar Polen beliep in 2005 zo’n € 2.348,3 miljoen, een stijging met 21,44 procent tegenover 2004.
Voor de opeenvolgende Poolse regeringen is de transportsector een prioriteit. De modernisering van deze sector, noodzakelijk voor verdere groei, zal in de nabije toekomst heel wat interessante mogelijkheden bieden – ook voor Vlaamse ondernemingen.
Polen is de 16de leverancier van Vlaanderen. De Vlaamse invoer uit Polen beliep in 2005 zo’n € 1.715,5 miljoen, een toename met ruim 13 procent tegenover 2004.

Areas of opportunity
Flanders’ share in the Belgian export to Poland (84.39 percent) and in the Polish imports into Belgium (87.53 percent) is overwhelming. We export more than we import: in 2005 the trade surplus with Poland reached a record height of € 633 million.
Poland is a young EU country, it has a large population and is suitably situated in one of the largest emerging regions of the world. As far as import and export are concerned, the country offers numerous opportunities in the following sectors: agriculture, building and building materials, environment, furniture manufacturing and supply, retail, car companies, as well as logistics and infrastructure. We will now briefly expand on the last sector mentioned.
Poland is the 13th export destination out of Flanders. The Flemish exports to Poland amounted to some € 2,348.3 million in 2005, an increase of 21.44 percent compared to 2004. Poland is Flanders’ 16th supplier. The Flemish imports from Poland amounted to some € 1,715.5 million in 2005, an increase of more than 13 percent compared to 2004.
To the successive Polish governments, the transport sector has been a priority. The modernisation of that sector, which is necessary for any further growth, will offer quite a number of interesting opportunities in the near future, also for Flemish companies.

shortsea shipping Granietblokken/Granite blocks Polen heeft meer dan 377.000 km wegen met een gemiddelde dichtheid van 80 km per 100 km². Eind 2005 telde het land 560 km snelweg en 250 km expressweg. Er zijn plannen voor de aanleg van vier verkeerslagaders tegen 2013. Tegen die datum zou Polen 2.085 km hoofdweg en 5.466 km snelweg moeten hebben. Het spoornetwerk is in totaal 20.665 km lang, met een gemiddelde dichtheid van 6,6 km per 100 km². Het is hoofdzakelijk een standaardnet, waarvan 59 procent elektrisch uitgerust is. De lange afstandsverbindingen met Rusland en andere landen van Oost-Europa verzekeren snelle en betrouwbare verbindingen met de regionale markten. Met steun van de EU werkt Polen aan de ontwikkeling van containertransport per spoor, als alternatief voor wegtransport op lange afstand. De bevaarbare binnenlandse waterwegen zijn 3.640 km lang. De Oder, de benedenloop van de Wisla, Warta en Notec, en ook waterwegen bij Szczecin, Gdansk en Warschau bieden relatief goede mogelijkheden voor de binnenvaart. Het meest vervoerd zijn zand, grind, steenkool, ertsen en meststoffen.
Export en import goederensoort 2005 in de Vlaamse havens Export and import by type of merchandise in Flemish ports in 2005 Poland boasts more than 377,000 km of roads, with an average density of 80 km per 100 km². At the end of 2005 there were 560 km of motorway and 250 km of express ways in the country. There are plans to build four new traffic arteries by 2013. By that date Poland is supposed to have 2,085 km of main roads and 5,466 km of motorway. The railway network has a total length of 20,665 km, with an average density of 6.6 km per 100 km². It is in essence a standard network of which 59 percent has been electrified. The long-distance links to Russia and other East European countries offer fast and reliable connections to the other markets in the region. With the support of the EU, Poland is now working at the development of container transports by rail as an alternative for long-distance road haulage. The navigable inland waterways have a length of 3,640 km. The Oder, the lower reaches of the Wisla, Warta and Notec, as well as the waterways around Szczecin, Gdansk and Warsaw offer relatively good opportunities for inland navigation. Mainly sand, gravel, coal, ore and fertiliser are being transported.

Uitgedrukt in tonnage per goederensoort, valt het belang op van de containertrafiek naar en van Polen. Bij de uitvoer naar Polen is containertransport zelfs de allerbelangrijkste categorie, met 166.239 ton in 2005 (gevolgd door 144.566 ton ‘overig stukgoed’). Bij de invoer uit Polen komt containertransport op de tweede plaats, toch nog goed voor 198.444 ton (voorafgegaan door 787.438 ton ‘droge bulklading).

The importance of container transport to and from Poland via the Flemish ports Measured in tonnage per type of merchandise, the importance of the container traffic to and from Poland is striking. In the exports to Poland, container transport is even by far the most important category, with 166,239 tonnes in 2005 (followed by 144,566 tonnes of ‘other general cargo’). As far as the imports from Poland are concerned, container transport ranks second, which still represents 198,444 tonnes. It is preceded by the 787,438 tonnes of ‘dry bulk cargo’ imported. Looking at the four Flemish ports together, both the imports from Poland and – especially – the exports to Poland (in tonnes) are declining, exception made for a slight increase of the export 2006. In all Polish ports there is an increase of the volume of goods shipped in containers. From 2004 to 2005 the container traffic in Polish ports rose by 4 percent.

shortsea shipping Momenteel is het aanbod qua containerlijnen op de Poolse havens beperkt (Gdynia). Inclusief een voortransport via de weg vanuit Kortrijk of Genk liggen de totale kostindicaties voor een transport (weg + shortsea) rond 1000-1025 euro (20'dc) en 1100-1125 euro (40'dc) tot 'gelost kaai Gdynia'. Vlaamse wegtransportbedrijven geven als indicatie voor eenzelfde traject voor een 40' dc 2200-2300 euro tot haven Sczcezin en 2500-2700 euro tot haven Gdansk/Gdynia. Zij ondervinden sterke concurrentie van Poolse transportbedrijven die goedkoper wegtransport aanbieden.
Presently the number of containerlines to Polish ports is limited (Gdynia). Including a pre-carriage roadtransport from Kortrijk or Genk, the total estimated transport costs (road + sea) are around 1000-1025 euro (20’dc) and 1100-1125 euro (40’dc), basis “discharged quay Gdynia”. Flemish road transport companies are indicating for a similar connection for a 40’dc 2200-2300 euro upto the port of Sczcezin and 25002700 euro upto the port of Gdansk/Gdynia. Duitse Maut De op 1 januari 2005 ingevoerde Duitse LKW-Maut van 0.12 Euro per km voor voertuigen van meer dan 12 ton, heeft geen impact gehad op het shortsea verkeer van en naar Polen. Meestal kan de LKW-Maut of een gedeelte ervan aan de klant doorgerekend worden. De lage wegtransportprijzen die door Poolse transportbedrijven worden aangerekend, blijven een belangrijk obstakel voor de shift van weg naar zee.
German Maut On January 1st 2005 the German LKW-Maut was implemented at 0.12 Euro per km for trucks above 12 ton. This Maut however did not have an impact on the shortsea traffic to and from Poland. Most of the times (part of) the Maut can be debited to the customer. The lower roadtransport prices of Polish road companies remain an important obstacle for a shift from road to sea.
