The main task of Shortsea Promotion Centre Flanders consists in promoting the shortsea transport mode with all the players on the market. We will introduce you to those partners, who can organise a professional transport in an intermodal, door-to-door concept over the European coastal waters and the inland waterway network. Shortsea Promotion Centre Flanders acts as a non-commercial go-between. Since December of 2000 it is part of the European Shortsea Network.
Turkey constitutes a market of 67 million inhabitants. It is situated strategically on the crossroads of Europe and Asia and presents many western as well as Islamic influences. The present republic of Turkey was shaped in 1923 by Atatürk, the father of the fatherland. For more than 50 years Turkey was a very closed economy. Afterwards, the economic policy changed radically under the influence of the oil crises of the seventies. The liberalisation of the economy resulted, as from January 1, 1996, in a customs union with the EU, with the exception of agricultural produce. A full membership of the European Union is still forthcoming.

The Turkish agricultural sector, formerly the heart of the economy, creates in the first place exports of dried fruit and nuts, cotton and tobacco to the European markets and the USA. Vegetables, fruit and meat are exported in particular to the Middle East.
The mineral production of the country consists above all of chromium, bauxite and copper. The industrial sector increasingly dominates the Turkish economy.
The textile sector is an important branch of industry, especially focused on the processing of cotton and, to a lesser degree, of wool. In sectors such as steel, cement and paper, the private industry creates greater dynamics than the former state enterprises.

In the expanding chemical sector, however, the state companies still play an important part. The car industry owes its success to the establishments of foreign manufacturers, such as Fiat, Renault, GM,Toyota, Ford etc. Ford, for that matter, recently announced the transfer of the assembly of its Transit vans from Genk to Turkey. Because of the strong agricultural sector, the agricultural industry also deserves a very special mention.

of foreign investments. Turkey is invariably mentioned among the dynamic emerging markets. Tourism also has flourished over recent years. The BLEU is an important trading partner for Turkey. Germany occupies the first place, both as a supplier to and a client of Turkey. In 2001 the Flemish seaports collectively acquired a maritime traffic with Turkey of 3.7 million tons. The total goods flow, however, was out of balance, since opposite 1.4 million tons of discharges from Turkey there were 2.3 million tons of shipments to Turkey. The supply from Turkey included above all cement, iron and steel and minerals (pearlite, borax sand etc.). Some 60% of the discharges concerned containerised goods. Indeed, Turkey is a relatively large exporter of many simple industrial products, such as textiles, clothing, leather, legumes and other processed agricultural produce.

Among the 2.3 million ton shipment flow to Turkey in the Flemish seaports, the tone was set by scrap metal in 2001, with 36% of the total figure. Apart from that, large quantities of iron and steel and, to a lesser degree, fertiliser, chemicals, transport material and machines were loaded by conventional means. In this direction of the traffic almost half of the payload opted for the container. Foreign consumer goods are indeed very popular among the more affluent Turkish consumers.

The maritime traffic of the Flemish ports generally is carried out via the Turkish ports of Istanbul, Mersin, Izmir, Iskenderun and Kocaeli.
With its maritime passage to the Black Sea,Turkey is strategically located. As a matter of fact, a large part of its coastline is situated on the Black Sea.Apart from the Turkish ports, there are also a number of others, which are important as maritime gateways to, amongst others, Bulgaria, Rumania, the Ukraine, Georgia etc. From the Flemish ports regular services are offered to Burgas, Varna, Constantza, Odessa, Poti etc. ■

Important: the sea freight to Turkey is offered on a ‘free out’ basis. In order to be able to make a comparison with road transport, the cost for ‘landed on quay’ has been added. The tariffs of road transport fluctuate enormously, even weekly. Basic tariffs to Istanbul have been recorded which varied from e 2,800 to e 3,500 for a full truck.

Bilaterale handelsbalans
Bilateral balance of trade
The surplus on the Belgian balance of trade with Turkey clearly shows signs of fickleness. Thus, for instance, an ‘historic’ balance of e 1,185 million was reached in 2000, only to melt away again to e 254 million last year.

The Belgian decline of our exports to Turkey was, with 37.82%, almost identical to the Flemish drop in exports. The Belgian exports amounted to a mere e 1,249 million. Here again, Turkey dropped to 22nd place with a share of 0.59% of the total Belgian exports. In 2000 that share was exactly 1,00%.
In 2001 our exports consisted mainly of: • synthetics and applications (15.36 %) • machines (13.11 %) • organic chemicals (13.07 %) • pharmaceutical products (10.42 %) • pig iron, iron and steel (10.07 %)
The imports from Turkey progressed with 20.93% to a value of e 995 million. This means that Turkey has climbed from place 32 to 27 as a supplier to Belgium. It has a share of 0.50% of our total imports. Since 1997 the imports from Turkey have more than doubled. The 5 major import categories in 2001 were: • clothing, knitwear or crochet work (14.44 %) • clothing, other than knitwear or crochet work (12.47 %) • electrical machines (8.36 %) • vehicles (7.57 %) • machines and mechanical tools (6.14 %)
