Charoen Pokphand Indonesia Tbk (CPIN) Beda Tahun Beda Tantangan Company Update Q4 16 | May 03, 2017
Berhasil Melewati 2016 dengan Baik Penjualan CPIN meningkat 27,1% pada 2016 meskipun penjualan divisi pakan ternak hanya bertumbuh 1,6%. Hal yang mendorong pertumbuhan penjualan adalah divisi operasi yang baru yakni penjualan broiler hidup. Sejak 2015, penjualan broiler hidup meningkat signifikan dari hanya Rp43 miliar menjadi Rp6.0 triliun pada 2016. Pertumbuhan laba hanya 21% meskipun pertumbuhan EBIT mencapai 30%. Hal ini dikarenakan beban pajak meningkat dari yang biasanya sebesar 25% menjadi 43%. Kenaikan beban pajak ini terkait program pengampunan pajak. CPIN menghapuskan rugi fiskal untuk periode 2016 sebesar Rp494,3 miliar dan pengampunan pajak sebesar Rp399,8 miliar atas hasil pemeriksaan pajak periode sebelumnya. Menghadapi Tantangan Regulasi dari Pemerintah Harga jagung lokal terus meningkat di mana saat ini telah berada di atas Rp3.500/kg. Hal ini akan menyebabkan kenaikan harga pakan ternak . Regulasi pemerintah yang membatasi impor jagung mengakibatkan harga jagung lokal terus mengalami peningkatan ketika harga international justru cenderung turun. CPIN akan menyesuaikan harga jual pakan ternak sesuai dengan harga bahan baku yang diperoleh. Target Harga Rp3.690 Kami menggunakan estimasi forward EV/EBITDA sebesar 10,5x yang merupakan -1SD dari rata-rata selama 2 tahun sebagai basis metode valuasi untuk memperoleh target harga Desember 2017. Target harga ini mengimplikasikan EV/EBITDA 2017E sebesar 12,0x. Saat ini CPIN diperdagangkan pada EV/EBITDA 2017E sebesar 10.5x. Produsen Pakan Ternak Terintegrasi CPIN memiliki 4 divisi utama yang saling terkait sebagai bentuk integrasi dari hulu ke hilir. Divisi yang terbesar adalah pakan ternak yang memberikan kontribusi sekitar 55% dari total pendapatan serta 65% dari total laba kotor. Saat ini CPIN memiliki divisi baru, yakni broiler hidup. Sejak 2016, kontribusi divisi ini telah melampaui divisi DOC (Day-old chick). Sekitar 15% dari total pendapatan CPIN berasal dari divisi broiler hidup dan 14% berasal dari divisi DOC. Harga jagung lokal terus meningkat dari Rp3.000 mendekati Rp4.000
Pemerintah Melarang Impor Jagung untuk Pabrik Pakan Ternak Saat ini pemerintah melakukan berbagai prosedur untuk menjaga harga jagung supaya pengalaman jatuhnya harga jagung lokal pada 2015 tidak terulang. Saat itu, Pemerintah dan Gabungan Pengusaha Makanan Ternak (GPMT) menandatangi nota kesepahaman untuk menyerap jagung lokal dengan harga Rp3.100 di tingkat petani. Namun harga justru jatuh karena derasnya impor yang terjadi saat musim panen raya di awal 2015. Pemerintah akhirnya tidak mempercayakan impor jagung pada pihak swasta sehingga impor jagung ditangani oleh Perum Bulog. Namun, kebijakan ini menyebabkan harga jagung lokal terus mengalami kenaikan di mana saat ini telah mendekati harga Rp4.000, padahal harga jagung global justru mengalami penurunan.

Beban Pokok yang Meningkat Dibebankan ke Pelanggan CPIN akan membebankan kenaikan harga jagung lokal sebagai bahan baku pakan ternak terhadap harga jual sehingga marjin keuntungan divisi pakan ternak tetap terjaga. Namun, hal ini akan menyebabkan kenaikan di seluruh rantai industri seperti kenaikan harga DOC, ayam broiler dan processed food. Divisi DOC menjadi pasar yang teregulasi dengan ketat Dengan regulasi pemerintah untuk menjaga kesimbangan permintaan dan penawaran, divisi DOC berhasil kembali ke kondisi yang stabil dengan marjin kotor keuntungan sekitar 20%. Pemerintah mengawasi dan menjaga kestabilan pasar DOC
Pada tanggal 27 Maret 2017, pemerintah mengeluaran Keputusan Menteri Pertanian tentang Pengurangan DOC FS (Final Stock) Broiler, DOC FS Jantan Layer dan FS Layer. Regulasi tersebut mengatur untuk pengurangan produksi DOC karena harga sempat turun dari Rp4.200 diawal tahun 2017 menjadi Rp3.500 pada akhir bulan Maret 2017.
