- 44e jaargang no. 11 - 1977
Is 660 V a suitable voltage for ships? Ir. W. de Jong* 1. Sum m ary In industrial circles there is since a num ber o f years a considerable am ount o f interest in the use o f 660 V as a voltage for distribution o f electrical energy. In various countries 660 V industrial installations are already in operation, under construction o r planned. It is understood that also in the shipbuilding industry interest is show n in 660 V as a m ains voltage and that a num ber o f 660 V m arine installations are now being designed. This article intends to give som e general inform ation about the advantages and disadvan tages o f 660 V as a system voltage and particularly about its possible use in m arine installations. 2. V oltages in m arine installations V arious different voltages have been and are being used in m arine installations. A bout one hundred years ago the first ship was equipped w ith an electrical installa tion: at a voltage o f 65 V d .c. In the begin ning o f this century 110 V d .c . installa tions w ere com m only used and at about 1925 the first 220 V d .c. installations were built. F or a long period and for m any thou sands o f ships this appeared to be a very convenient voltage. E ven at this m om ent an appreciable (although rapidly dim inis hing) percentage o f the ships that sail the w o rld ’s oceans do still have a 220 V d.c. installation. A fter the last w orld w ar 440 V /60 Hz and 380 V /50 H z 3 phase a.c. installations w ere introduced, initially only on oil tankers but since approx. 1955 also on dry cargo and passengerships. It will be w ellknow n that at this m om ent nearly all m erchant vessels under con struction are being provided with 440 V /60 H z, or although few er, w ith 380 V /50 Hz installations. Since approx. 1965 a sm all num ber o f m erchant vessels have been equipped with high voltage 3 phase, a.c. installations, operating at 3300 V /60 H z. In the early seventies it w as thought likely that this new developm ent w as the start o f a b reakthrough to 3.3 or even 6 .6 kV for all ships w ith an installed generating pow er in excess o f let say 5000 kvA . H ow ever, until now this has not yet happened, only a lim ited num ber o f such installations have been built w ith distribution voltages o f that order, m any m ore ships with that large generating capacity have been equipped with the traditional 440 V /60 H z installations. It appeared possible to over com e the problem s associated w ith the d esign and construction o f large capacity 440 V installations such as very high ♦ L loyd’s R egister o f S hipping, Rotterdam S. en W. - 44e jaargang no. 11 - 1977
shortcircuit current levels and high rated generator currents by designing special sw itchboard constructions, by the use o f high rupturing capacity low voltage circuitbreakers w hich cam e available, by the use o f high rupturing capacity back-up fuses and w here this appeared unavoid able by the use o f split busbar system s preventing all the available generators being connected in parallel. T hese and other design possibilities enabled m any designers to avoid the change to the m ore expensive installations with voltages o f 3.3 kV o f higher. It could well be that this issue is now being influenced by the em ergence o f 660 V as a distribution voltage w hich for certain m a rine installations could perhaps be an at tractive alternative to 440 V as w ell as 3.3 kV. 3. 660 V in industrial installations A lthough it is understood that 660 V d is tribution system s have already been used in the m ining industry o f the U. S .S . R . and England since m any years, the use o f this voltage in other industrial installations is relatively new . It appeared at first in the E ast-E uropean -countries, notably EastG erm any (1967) and the U .S .S .R ., later also in W est-E uropean countries like W est-G erm any (1972), F rance, Holland (1975) and Belgium . Q uite a few industrial 660 V installations are now being constructed or planned, par ticularly in the oil and chem ical industry, m ining industry, building m aterials indus try and in other industries w here m any and relatively large electrical consum ers are being concentrated in one plant. It is expected that the n um ber o f 660 V installations in E urope (W est and East) w ill strongly increase in the com ing years. Som e countries, like E ast-G erm any and the U .S .S .R ., have already decided to use
exclusively 6 6 0 V for new industrial plants. D evelopm ents in the IEC (International E lectrotechnical C om m ission) prove the rapid progress o f 660 V as a standard vol tage. T able 1 show s the preferred values for voltages in the range betw een 100 V and 1000 V w hich w ere accepted at the m eeting o f IEC T echnical C om m ittee 8 in 1975 and w hich table is intended to be pu blished as an am endm ent to IEC P ublica tion 38. Table 1 Three-phase four-wire or three-wire system s

The nominal voltages for single-phase supplies to appliances shall be selected among the values o f this table and shall normally not exceed 240 V. The voltage variations o f e x is ting system s at 220 /3 8 0 V and 240/415 should be brought within the range 230 /4 0 0 V ± 10%. The reduction o f this range w ill be considered in a later stage o f standardization. ( 2) The value 500 V is used in som e countries for three-phase three-wire system s.
W hat m akes 660 V attractive fo r industrial installations? T he choice o f 660 V instead o f 380 V is basically decided by econom ic rather than technical considerations. A ccording to ref ( 1) 660 V industrial e le c trical d istribution system s are 10 to 15% cheaper than 380 V system s provided: 323
- the average m otor capacity is at least 15 kW . - there are m otors in the installation with ratings betw een 250 and 500 kW . - T here are relatively long cables. T his econom ic advantage is caused by: - low er currents enabling the use o f ca bles w ith sm aller crosssections, and sw itchgear with low er current ratings. - the possibility to use larger low voltage m otors w hich are cheaper than m edium voltage m otors. - the possibility to use larger distribution transform ers at the sam e short-circuit cu r rent level at the low voltage side. - low er relative voltage drops during star ting and operation o f m otors. - it is often not necessary to install a 6 o r 3 kV distribution system but to lim it the n u m b e ro fs y s te m s to a lO kV , a 660 V an d a 38 0 /2 2 0 V system . - 660 = 380 V3 i.e. star connection o f 380 V w indings provides a voltage o f 660 V betw een the phases. T his perm its 660 V m otors w ith star-connected w indings to be used also at 380 V in delta connection and, provided the insulation level is sufficient, to use delta connected 380 V w indings at 660 V by connecting the w indings in star. - low er short-circuit currents at the same installed pow er. The above m entioned advantages are partly offset by the fact that 660 V eq u ip m ent had to be d esigned o r existing 3 8 0 /4 4 0 or 500 V rated equipm ent had to be m odified to suit 6 60 V and that for som e ap plications extra safety precautions are necessary to protect personnel against the increased risk o f shock. In the follow ing parts o f this article it will be co n sidered w hether the above argu m ents w ould be sim ilarly applicable for m arine 660 V system s. 4. R egu lations for m arine electrical system s and 660 V T o the A uthor’s know ledge there are no international, national o r classification re quirem ents w hich specifically refer to 660 V o r a com parable rated voltage for m a rine installations. In fact m any o f such regulations do have a blan k area fo r system s with voltages b e tw een 5 0 0 and 1000 V. P u b licatio n 92 o f the International E lec tro tech n ical C om m ittee ( I.E .C .), ’E lec trical In stallations in S hip s’, w hich is o f ten used as the b asis for statutory and classification requirem ents for m arine electrical system s, specifies on the one hand that 500 V is the m axim um voltage 324
for w hich that recom m endation is consi dered applicable w hilst on the other hand not long ago a ch ap ter has been added specifying recom m endations for installa tions with voltages o f 1000 V o r higher. Sim ilarly the R ules o f L lo y d ’s R egister o f Shipping specify 500 V as th e m axim um voltage for generation and p o w er d istrib u tion w hilst the special requirem ents for high voltage system s are ap plicable for electrical system s op eratin g at a v oltage in excess o f 1000 V , 3 ph ase, a.c. C o n se quently neither IEC Publ. 92 nor the R ules o f L lo y d ’s R egister o f S hipping contain hard w ritten reg u latio n s for system s w ith voltages betw een 500 and 1000 V. T he B ureau V eritas R ules refer to all v ol tages above 500 V as a m edium voltage and require co m p lian ce w ith the ad d itio nal R ules for m edium voltage installations so in fact treating it sim ilarly as a 3.3 kV installation. D et norske V eritas and G erm anischer L loyd do also specify 500 V as the m axim um allow able voltage for g en e ration and pow er d istribution and add to this in their R ules that system s o p eratin g at higher voltages m ay be proposed and will be specially considered. So there are no R ulebooks to refer to w hen designing a sh ip ’s 6 6 0 V plant. In all probability, h o w ev er, it m ay be ex pected that in case 660 V installations w ould appear in sh ip s, the regulatory b o dies w ould follow the sam e procedure as was done in industrial 660 V installations w here in m ost cou n tries at first the sam e uncertainty existed as to w hether 660 V should be treated as low o r high voltage and w hether consequently the low o r high voltage installation req u irem en ts should be com plied w ith. In the industry 660 V is now com m only co n sidered as low voltage by the regulatory bodies except that som e additional requirem ents are considered necessary to protect personnel against the increased risk o f shock. 5. 660 V equipm ent T his part dealt w ith the influence o f 660 V on the m ajor co m ponents o f a m arine in stallation. W hen considering 660 V co m ponents it has to be realized that m ost o f this eq u ip m ent now on the m arket is in fact 500 V rated equipm ent re-tested and w here n e cessary m odified to prove suitability for use at 660 V. In fact, h o w ev er, this eq uipm ent o riginally rated at 500 V equipm ent w as alm ost ex clu siv ely used at voltages w ithin the range b etw een 380 and 4 4 0 V. So w hen it has been proved by statistical evidence that in practice this
equipm ent gave satisfactory service this w as based on ex perience at 380 to 440 V and not at the rated voltage o f 500 V. T his is particularly relevant fo r sw itchgear and standard accesso ries as e .g . term inals and not so m uch fo r generators and m otors for w hich individual designs are usually req u ired w hen ch an g in g the rated voltage. A certain am ount o f ex tra care m ight the refore be useful w hen selecting 660 V equipm ent. G en era to rs a n d M otors H ig h er capacity generators and m otors will be available at 6 6 0 V co m p ared with 440 o r 380 V. E xcept fo r the sm aller m a ch in es (up to e .g . 100 kW ) prices m ay not b e ex p ected to be noticeably h ig h er at 660 V co m p ared w ith 440 or 380 V and will in any case be ap preciably lo w er than at 3.3 kV . T he ch an g e to 6 6 0 V w ould not result in ad ditional co m p licatio n s w ith regard to v oltage reg u latio n , generator p arallel run ning o r m otor starting. At 4 4 0 V the m axim um av ailab le capacity o f generators is generally lim ited to approx. 3000 kvA . A s this lim itation is du e to the high rated stator current and not to the voltage it may be taken that the m axim um capacity o f individual g en eratin g sets at 66 0 V could be approx. 4 5 0 0 kvA . F or certain types of ships o r m arine plan ts such as craneships, p ipelaying b arg es, drilling rig s, dredgers, etc. it could be ad v an tag eo u s to use such large g enerators. S im ilarly , although usually not o f in terest, the m axim um ca p acity o f m otors w ill increase from ap prox. 1750 kW at 4 4 0 V to approx. 2600 kW at 660 V. T he norm al range o f av aila ble 660 V m otors is understood to go from 0.1 to 6 0 0 kW . In case an installation w ith 6 6 0 V , 50 Hz w ould be ch o sen it is in p rinciple possible to use 380 V d elta co n n ected m otors by con n ectin g the w indings in star but o f co u rse in that case su fficien t attention should be given to ensure th a t the w in d in g s, w inding conn ectio n s and term inals are capable to o perate safely at the higher v oltage. S w itch g ea r O ne o f the m ajo r reasons fo r th e use o f 3 .3 kV instead o f 4 4 0 V fo r a m arine installa tion is the w ish to h av e low er short-circuit cu rren ts. At a certain level o f installed g en eratin g p o w er the calculated m axi m u m short-circuit current at 4 4 0 V ex ceed s the short-circuit current capacity o f the available sw itch g ear and a h igher v o l tage has to be selected , usually 3 .3 kV . A lth o u g h a ch an g e to 6 6 0 V w ould also
reduce the short-circuit currents ’to a va lue o f 66% o f those at 440 V w hen the g enerators have equivalent characteris tics), the above argum ent cannot be used w hen deciding to use this voltage as so far the short-circuit current capacity o f circuit-breakers at 660 V is proportionally low er than at 440 V or in any case not sufficiently higher to justify the change to 660 V. In fact it m ay be the other w ay round as there m ight be cases w here the lack o f suitable circuit-breakers could prevent the use o f a 660 V distribution system . P erhaps the problem is not so se rious fo r larger circuit-breakers i.e. for rated current exceeding 1000 A , but it w ill certainly not be easy to find suitable brea kers for circuits w ith low er current ra tings. T his problem is partly due to the fact that there are no fused circuit-breakers (breakers w ith built-in back-up fuse pro tection) available at 660 V as yet. T h e selection o f sw ichtgear in general, i.e. circuit-breakers, contactors, sw itches and fuses for 660 V installations will re quire the utm ost care. It has to be ensured that th e subject equipm ent has been tho roughly checked and tested for use at 660 V in accordance with a suitable standard e.g . an appropriate IE C standard, and that it is not ju st uprated 440 V equipm ent for w hich a 660 V rating is claim ed but not supported by sufficient testing. In principle there is no reason to object to the uprating o f 440 V equipm ent to 660 V provided it is found by testing that the uprating is fully justified. M anufacturers should not be tem pted to ju m p to the 660 V bandw agon too easily. For sw itchgear like circuit-breakers, contactors, sw itches and also fuses the voltage level is o f para m ount im portance as the currents have to be interrupted at the system voltage and generally speaking it is m ore difficult to break a current at a higher voltage. T his is not only true for the rated short-circuit current, but also fo r the overload current, the rated nom inal current and even for currents below the rated nom inal current. It is understood that e.g . problem s m ay be expected when uprating 440 o r 500 V circuit-breakers to 660 V with the socalled 'critical breaking curren t’. T he cri tical breaking current is defined in IEC publ. 157-1 ( ’L ow V oltage S w itchgear and C o n tro lg ear’) as a value o f breaking current, less than the rated short-circuit b reaking capacity, at w hich the arcing tim e is significally longer or the arc energy is significally higher than the rated shortcircuit breaking capacity. th at for an original 500 V breaker this critical breaking current m ight even be low er than the rated nom inal current o f the break er at 660 V. In such cases m easures m ay have to be taken to ensure that also th e critical breaking current can safely be interrupted. A s m entioned above not only the op era tion o f circuit-breakers is voltage depen dent but also contactors, sw itches and perhaps m ost o f all fuses are highly vol tage sensitive devices. And w here it was often relatively sim ple to uprate 4 4 0 V or 500 V contactors and sw itches to 660 V this is not alw ays that sim ple for fuses. It will be know n that the total operating tim e o f a fuse under overload o r short-circuit conditions consists o f the m elting tim e and th e arcing tim e. T he m elting tim e is only dependent on the current and is conse quently for 660 V not different than for 440 V. T he arcing tim e, h ow ever, will be longer at a higher voltage as it will be m ore difficult to interrupt the current and be cause the arc w ill re-strike m ore easily.
W hen consequently a 500 V fuse is o p era ted at 660 V the total tim e to interrupt a current will be longer and m ore heat will be dissipated on the fuse link. It is th e re fore m ostly necessary to design special 660 V fuse elem ents an d /o r to reduce the current ratings o f fuses o f a certain size. For the D -type screw -in fuse links w hich as w ill be know n are used on the continent o f E urope for industrial as w ell as d o m es tic installations this results in a larger size fuse link with a length o f 70 instead o f 49 m m . T hese fuses are now available in the usual range o f 2 to 63 A with the sam e fusing characteristics as the 500 V D -type fuses. T he base o f these 660 V fuse links is identical to the base o f the 500 V fuses but the screw caps have an adapted size o f 60 instead o f 38 m m to accom m odate the larger fuse links. Fig 1. show s a co m p ari son o f 660 V D -type screw -in fuses with th eir 500 V equivalent. H R C knife-type fuse links are also av aila ble fo r 660 V in all sizes ranging from N H O O to N H 4. T h e dim ensions o f 6 6 0 V H R C fuses are equal to th eir 500 V co u n terparts but the fuse elem ent inside the fuse body is usually different in o rd er to cope with the increased voltage. T he m ax im um current rating per size is for m ost types low er at 6 6 0 V com pared w ith 500 V , e .g . the m axim um rating for size N H O might be 100 A instead o f 160 A. As the 660 V H RC knife type fuses are equal in size to the 500 V H R C fuses it is possible to exchange a 6 6 0 V fuse link by a 500 V fuse link and this could be d an g ero u s. It will be im possible to avoid this by c o n structional m easu res in the sw itch b o ard and in this respect one w ill have to rely on the o p erato r’s know ledge and sen se o f responsibility. O f co u rse the 6 6 0 V fu ses are properly m arked. F ig 2 sh o w s H R C 325

knifetype 660 V fu ses. In view o f the increased length o f 6 6 0 V D -type screw in fuse links and screw caps it w ill not be so easy to replace 660 V D -types fu ses by 500 V fuses and m oreover this can be prevented by constructional m easures. S w itches, contactors and therm al p rotec tion relays for 660 V are available in a large variety, often, how ever, at a reduced current rating resulting in an equal hp or kvA rating at 660 V com pared w ith 500 V. S u m m arizing it m ay be said that sufficient industrial 6 60 V sw itchgear is available now w ith the ex ception o f high rupturing capacity circu it-b reak ers and back-up type fuses w hich are both very scarce. o f the rem aining sw itchgear com ponents will be about equal to those o f 500 V equipm ent, certainly when com pared per hp o f kvA . W hen selecting sw itchgear for m arine 660 V installations the usual attention should o f course be paid to the particular m arine environm ental conditions as higher tem peratures, hum idity, vibrations and salt laden atm ospheres. T he tracking index o f the in su la ting m aterials, w hen d eterm in ed in acco r dance w ith 1EC publ. 112 o r a sim ilar standard should be at least 175 V. A lso w hen constructing 660 V sw itchboards at tention should o f course be given to the increased voltage to earth and betw een poles w hich m ay result in increased c re e p age and clearance d istances betw een b u s bars and betw een busbars and earthed parts and w hich requires ex tra attention for the insulating m aterials. O fficially ,
how ever, m ost regulations do not distin guish betw een 440 V and 660 V as far as distances betw een busbars o f sw itch boards are concerned. E .g . 1EC 92-302 'S w itch g ear and C ontrolgear A ssem blies for S hips' specifies fo r voltages from 251 up to and including 660 V air clearance betw een busbars and betw een busbars and earth o f at least 20 m m and creepage dis tances for sam e o f at least 30 mm. But as no 660 V experience has been obtained on ships as yet in m ight be prudent to increase these distances (particularly the creepage distances) in order to have the sam e safety m argin as was usual for 440 V. In view o f the reduced current at 660 V for a certain sw itchboard capacity com pared w ith 4 4 0 V the busbars m ay have sm aller co p p er cross-sections. T h e figures 3, 4 and 5 show sw itchgear com ponents w hich w ere satisfactorily tes ted for operation at 660 V w hilst fig. 6 show s a 660 V sw itchboard installed and a m obile offshore unit. C ables T he cables m ost com m only used for 440 V m arine installations have a voltage rating o f 0 .6 /1 .0 kV i.e . they are considered suitable for a m axim um voltage betw een poles or phases not exceeding e.g . 1000 V and to earth not exceeding 600 V. This applies e .g . for cables m ade in accordance w ith B .S . 6883 (e .p .r. insulated c.s.p . sheathed cables), D IN 89158 (cable types M G G and M G C G ), N EN 3356 (Cable ty pes V U SO and V U SK -V ) as well as to m ost Scandinavian type m arine cables. So in principle these cables m ay be utilized in 660 V installations. Sim ilarly the voltage rating o f sw itchboard w iring now com m only used for 4 40 V installations would allow use at 660 V. A s the kvA o r hp load capacity o f these cables at 660 V is considerably higher than at 440 V this is a m ost profitable aspect of a change from 4 40 to 660 V. In accor dance with IEC publ. 92-3, w hich specifi cation is generally used w hen determ ining load capacity o f m arine cables, the rela tionship betw een the cable rated current and its cross-section is: i = a S 0 62? in w hich equation: i = rated cable current a = a constant depending on insulating m aterial. S = cross-sectional area. C onsidering that at a certain transm itted capacity the current at 660 V is 66% o f the current at 440 V it m ay be calculated from S. en W - 44e jaargang no. 11 - 1977

the above form ula that the average crosssectional ratio o f cables at 660 V in respect o f 440 V is approx. 0 .5 . C om pared with 380 V this factor is approx. 0.4 . A s an average these ratios will be correct, in connection with standard cable sizes rounding off to the nearest cross-section upw ards will o f course occur and at small loads, w here also for 440 or 380 V the sm allest standard cross-section m ay be used, application o f 660 V does not give any further saving in the cables. From a practical point o f view it m ay indeed be expected that the standard m arine low vol tage cables as referred to above w ill give satisfactory service at 660 V provided suf ficient attention is given to a correct finis hing o f the cables at th eir ends and provi ded term inal boxes o f m achines and cable term inating sections o f sw itchboards p ro vide adequate space. This presents also at 440 V often problem s and will need even more attention at 660 V. If m ight further be necessary for m echani cally and/or therm ally w eaker insulating m aterials as ethylenepropylene rubber and polyvinylchloride to provide ex tra con ductor insulation e.g . by m eans o f taping or sleeving at the conductor ends in e.g . m achine term inal boxes. For a strong m a terial like cross-linked polyethylene this w ould not be necessary. A ccessories A lso fo r the various other com ponents used in m arine installations like term inals, transform ers, m eters, etc. a possible change to 660 V w ould not have serious technical or financial consequences. W here doubt exists w hether e.g . standard type term inals w ould be suitable fo r 660
V , extra insulating barriers betw een the individual elem ents can be m ounted in o rder to increase the voltage level. The rem aining accessories such as protec tive relays, control equipm ent like push button sw itches, signalling lam ps etc. will not be supplied at 660 V but through con trol current transform ers at a voltage not exceeding 250 V w hich is not different com pared w ith 4 4 0 V installations. 6. G eneral system design W hen considering the design o f a 660 V m arine installation tw o m ain questions have to be answ ered: a) W hat frequency b) W hich consum ers to be supplied at 660 V and w hich consum ers at a low er voltage fed from the 660 V m ain plant through transform ers. Regarding a) it is noted that basically 660 V is connected with 50 Hz as it has been chosen because it is 380V 3. W hen sim ilarly an equivalent voltage w ould have been derived from a 440 V, 60 Hz system the voltage w ould have becom e 440V 3 = 760 V. But as no equipm ent rated for 760 V is available th is is an im practical v oltage. So it w ill eith er be 660 V /50 Hz o r 660 V /60 H z. T he answ er to this problem is to som e extent related to question b). W hen it is thought useful to supply as m uch as possible the electrical co n su m ers directly at 6 6 0 V it m ight be that an in su la ted 660 V /50 H z system used in co n ju n c tion w ith a 3 8 0 /2 2 0 V, 3 p h ase, earthed neutral system , w ould result in the m ost econom ical solution. In such a design 327
m ost co n su m ers, notably all m otors larger than let say 15 kW w ould be supplied at . 660 V and all rem aining equipm ent through transform ers at 380 V for three phase loads and 220 V for single phase loads. W hen on the oth er hand it is preferred to use 60 H z in view o f generator or m otor speeds or w hen only the larger consum ers are planned to be supplied at 660 V and it is considered to install an extensive low er voltage distribution system it is perhaps b etter to use three system s: a prim ary system at 660 V /60 H z for the larger m otors, a 440 V /60 Hz system fo r rem aining 3 phase loads and a 220 V or 110 V /6 0 Hz system for single phase loads and fractional hp m otors. O ther com binations are o f course possible such as a 660 V /50 H z insulated system used in conjunction w ith a 4 1 5 /2 4 0 V /50 H z, 3 ph ase, neutral earthed system w hich latter system w ould correspond to the B ri tish industrial low voltage system . T he standardization (jf v oltages as en co u raged by the l.E .C . and as show n in T able 1 o f the docum ent could finnally lead to a 660 V system used in conjunction w ith a 4 0 0 /2 3 0 V , 3 phase, neutral earthed sys tem at 50 H z or 60 H z. T he present regula tions for ships carrying flam m able cargoes in bulk, such as oiltankers, do not allow the use o f earthed system s so that for such ships 3 insulated system s w ould have to be installed viz. a 660 V system , a 4 4 0 or 380 V system and a 220 or I 10 V system . 7. S afety con sid eration s A ny voltage is called ’safety v o lta g e’ if it is not dangerous to personnel. A ccording to IE C publ. 92-1 it is generally consi dered that this condition is fulfilled if, for d .c. the v oltage betw een conductors does not ex ceed 55 V and fo r a . c . , if the voltage does not exceed 50 V betw een conductors and 30 V to earth. C onsequently all volta ges above these levels are not safe and adequate steps have to be taken to prevent that personnel can com e into direct contact with live parts. Because as w ell 110, 220, 4 4 0 and 6 60 V are above the above safety levels one m ight be tem pted to think that in principle there is no d ifference betw een 4 4 0 and 660 V in this respect. H ow ever, unfortunately or rather fortunately things are not that sim ple. A n a .c . v oltage above 30 V to earth m ight perhaps not be safe but, as m any people know from very ow n e x p e rience, not every accidental contact w ith e.g. a 220 V system or even a 440 V 328
system results in a serious casu alty . T he m axim um voltage to earth (i.e . the sh ip ’s construction) in a 4 4 0 V , 3 p hase insulated system w ithout an earth fau lt on one o f the phase o r in a 4 4 0 V , 3 p h ase, neutral earthed system is about 250 V. In an inte resting d o cum en t on ’C urrent and V oltage in P roblem s o f S a fe ty ’ (R ef. 2) it is argued that in an installatio n in w hich the voltage to earth does not ex ceed 270 V an accid en tal contact w ith a live part im plies a sm all risk o f a serio u s casu alty , that on the ground o f this 2 5 0 V to earth should be considered as the u pper lim it o f low vol tage in all cases w here safety is involved and that for system s w ith h ig h er voltage to earth special consideration for the p rev en tion o f accidental contact w ith live parts are to be m andatory. It is clear that 6 6 0 V installations w ould fall in the last Catego ryC oncluding it should be noted that indeed special attention should be given to the problem o f safety o f crew and p assengers w hen constructing a 660 V installation and that the norm al m easures taken in 440 V an d 380 V installations m ight not alw ays be adequate. A ttention should e .g . be paid to the provision o f sufficient w arning plates stating the voltage, to apply constru ctio n s m aking it im p o s sible to replace live fuses unless ad e quate provisions have been taken to p re vent accidental contact with live parts d u ring that operation to box up b u sb ar sys tem s and sw itchgear conn ectio n s w here the risk o f accidental contact during m ain
tenance o r operation w ould otherw ise ex ist, to fit d o o r interlocking isolating sw itches w here possible and to separate 6 60 V term inals an d other 660 V eq u ip m ent as far as p racticable from low er vol tage sy stem s. P articularly because in m ost cases the sam e equipm ent (such as sw itch g ear and cab les) will be used in 660 V as in 4 4 0 V in stallations the im pression should not be given that also the d an g ers at accidental contart o f live parts are the sa m e.
8 . C on clu sion For certain ships it m ight be attractive to use 6 6 0 V on base o f price calculations and the possibility to use larger g en era tors. A lthough m ost m aterials req u ired to d esign a m arine electrical d istrib u tio n sys tem at 660 V w ill be available on the m ark et, p roblem s m ight be experienced w hen selecting circuit-breakers. In o rd er to prevent the necessity to install 3 d ifferen t insulation d istribution netw orks it w ill be ad v an tag eo u s, w here this is al lo w ed , to use a three ph ase, neutral ear thed 2 2 0 /3 8 0 V o r 2 4 0 /4 1 5 V system for lighting and sm aller p o w er in conjunction w ith an insulated 6 6 0 V prim ary system . P artic u lar attention should be given to sa fety precau tio n s in o rd er to en su re the sam e level o f safety for crew and passen gers as now ex p erien ced w ith 380 and 440 V in stallations. T h e standard safety m ea sures now applied at 380 and 440 V m ight not be necessarily sufficient for 6 6 0 V.

The vast am ount o f money involved in establishing the K ishorn site and building Ninian Central indicates cost o f bringing Britain’s North Sea oil ashore. M r G ranville points out that establishing the site, including the cam p for the w ork force, cost £ 22 m illion. KOCKUMS HYDRAULIC BRAKE FOR WINDLASS TYPE ASW 401*
Introduction T here are certain problem s connected to brakes o f w indlasses on big ships. At an ch o rin g it has happened, several tim es, that a too high chain speed has caused the loss o f both anchor and chain cable. The critical lim it o f m agnitude o f ships is about 2 0 0 .0 0 0 tons. T here has, how ever, been troubles w ith brakes on board sm aller ships. An excellent w ay o f preventing accidents o f this kind is to use a hydraulic speed control w hen dropping the anchor. W hy is it so favourable to use a hydraulic speed control o f a brake w hich in ordinary cases is satisfactory, but proves to be highly insufficient w hen the chain speed exceeds a certain lim it? L et us look at the reasons.

R easons for accid en tial loss o f anchor T h e m akers o f w indlasses first held that the reasons for accidental loss o f anchor and chain cable w ere incorrect fitting o f the w indlass, incorrect alignm ent and w eek forecastle deck. T hese are factors o f im portance but the m ain reason is still to be found on another plane. T he m akers could not agree that the brakes w ere insufficient and it is also our opinion th at w indlass brakes generally are quite sufficient. If we look at the static holding po w er o f the brake com pared to the w eight o f cable and anchor w e find. W eight o f anchor 100 m o f chain cable 0 127 Sum: Static holding pow er o f the brake

So at anchoring at a depth o f 100 m eters only 12% o f the braking capacity has to be used. T here m ust be other reasons fo r losses o f anchors. W e have investigated the factors that influence the dynam ic holding pow er o f the brake. It has been proved that the tem perature on the surface o f the brake band is o f the greatest im portance fo r the holding pow er o f the brake. D iagram fig. 1 show s how the friction coefficient betw een brakeband and brake surface o f the barrel changes w ith the tem perature o f the brakeband surface. The brake is a handbrake w ith a strong servo action w hich m eans that the brake is sensitive to variations o f the friction coef ficient. T he diagram fig. 2 show s how the

braking capability varies w ith the friction coefficient. (The diagram show s the bra king capacity o f a sm aller brake with m ax braking capacity o f 4 0 0 tons). From these diagram s it is evident that the braking capacity is quickly decreasin g if the tem perature o f the surface increases above 250 °C. If the friction co efficien t drops to about 0 ,2 the braking capacity is only one fourth. T he tem perature o f the brake b and surface depends upon the effect that the brake absorbs. T he effect is a function o f the cable speed and surface pressure betw een brake band and brake barrel. T hat is: E FF E C T = SPE E D X S U R FA C E PR ESSU R E T he effect increases w ith the cable speed and w ith it the tem perature o f the brake surface. T he increased tem perature m eans low er friction co efficien t. w hich m eans less braking capacity. T h e sm aller braking capacity has to be co m pensated by a h a r d er setting o f the brake w hich increases the pressure. T he increased pressure re sults in h ig h er effect and w ith it higher tem perature and so on. So w e find that if the cable fo r som e reason reaches a too high speed one can not stop it. T he braking capacity w ill decrease due to the increase o f tem perature qu ick er than the brake can be set. T his is a fact to be observed especially at m anually operated brakes but m ay even influence hydraulically operated brakes if the chain speed becom es to high. T h at it is m ore difficult to control the chain speed w ith m anually operated brakes on board big ships is partly d epending upon the fact that the tim e for releasin g and setting o f the brake increases. T he brakes are grow ing bigger, th e op eratin g forces increase but the m an operating the brake is still the sam e. T he g ear ratio o f the brake
transm ission has to be in creased and this m eans that the brake becom es slow er. T his m eans m o re turns o f th e w heel before the brake is released and then m o re turns before the brake acts ag ain , w hich m eans higher speed and h ig h er tem p eratu re. If the m an in ch arg e o f the brake is not attentive the cab le speed grow s too high the brake too w arm and the friction co effi cient d ecreases. M ore tu rn s o f the w heel are n ecessary to co m p en sate and so on. W e co n sid er it very im portant that the cable speed n ev er grow s too high. T he hydraulic speed control is a good aid to prevent it. T he h ydraulic brake The hydraulic speed co n tro l, w hich w e call the hy d rau lic brake m ak es it ea sie r to control the cab le speed partly b ec au se the brake can be set q u ick ly , partly because the brake en d eav o u rs to k ee p speed co n stant. O u r opinion is that the cab le speed should be kept constant. W e reco m m en d a speed o f about 1 m eter p er second an d hold that the speed should not ex ceed 2 m eters p er se co n d . controlled by a flow control valve (5) with return back to the oil tank. If the anchor chain speed is low and consequently the oil flow sm all, the oil can pass through the flo w control valve (5) with neglible pressure drop. At higher speed o f the anchor chain the oil How increases and the pressure drop increases over the How control valve (5) which results in a pressure rise in the cylinder and an actuation o f the cable lifter brake. The pressure control valve (4) is set at about 125 kg per c m 2 and w ill release the oil flo w , if the flow control valve (5) is closed or partly open. The non return valve (6) allow s oil to pass when the hydraulic pump rotates in the
opposite direction e .g . when heaving the an chor. There is a pipe connection betw een the cylinder (2) and oil tank so that the non pressu rized side o f the cylinder alw ays is filled with oil. The manual brake operation by the w h eel and the automatic operation by the cylinder (2) are independent o f one another. W hen anchor is to paid out, the speed gage should be connected. W e recom m end a chain speed o f about 1 m per sec (green sector). The chain speed should not exceed 2 in per sec (red sector). The speed gauge may be rem oved w hen the w indlass is not used.
Description The cable lifter can be locked by the band brake. This brake can be actuated in tw o w ays, either by the brake w heel or by a hydraulic cylind er (2). This one is supplied with pressu rized oil from a hydraulic pump (1) which after a suitable gearing (8) has a speed direct related to the cable lifter. W hen the anchor chain is paid out, the cable lifter is rotating and the hydraulic pump ( I ) is delivering oil which is taken from the oil tank and transported to the cylinder (2). IHC Splittrail

fig. 4

In het bemanningsaantal is 6 man baggerpersoneel inbegrepen.

Approval in Principle for Trim dock’ Design
A new developm ent in m ulti-purpose floating docks, the Trim bock design o f A nkerlokken M arine Lim ited o f Sw itzer land, has been approved in principle by L lo y d ’s R egister o f Shipping. The T rim dock is essentially a T-shaped pontoon having four partial doch w alls which give the dock the necessary longitudinal and transverse stability. The dock is designed to drydock ships up to about 16,000 ton nes deadw eight in the conventional m an ner. H ow ever, another m ode o f operation enables the dock to be trim m ed so that either the stem or the bow section of V LCCs up to 300.000 dwt may be lifted clear o f the w ater (partial drydocking). Sem i-subm ersible drillrigs and other offs hore structures o f extrem e breadth and proportions can also be dealt with by con ventional or partial drydocking. The designers suggest that natural loca tions for a com bined floating and trim m ing dock m ight include (a) A long or at the ends o f m ajor shipping lanes (for V L C C s, O BO ships, container ships or sm aller ships. (b) In a shipping area or port (for m edium sized ships - and V LC C s and O BO ships w hen the need arises.) (c) In an area o f offshore activity to sat isfy a potential need for drydocking oil
drilling rigs or unusual offshore struc tures. T he Advisory and Projects Section o f the S ociety ’s Hull Structures departm ent have carried out a design appraisal o f the dock for both m odes o f operation with a view to classification with the Society. In the par tial drydocking m ode it is necessary to determ ine the precise attitude o f the co m bined unit at any tim e during the drydock ing operation in order to ensure that the dock has sufficient buoyancy and that the ship will not be subjected to undue stress. Since both the dock and the ship are free floating it is necessary to integrate the hydrostatic forces on the com bined unit with an accuracy superior to that norm ally em ployed for the ship alone at very light draughts. In order to expedite the solution a special program was w ritten for application using a desk-top com puter. This m ethod was based on the results o f calculations o f the buoyancy o f a typical ship at specified sm al draughts and trim m ed w aterlines. F or each com bination o f trim and draught, the corresponding displacem ent and trim m ing m om ent were calculated and the results plotted. T hese plots were then used to derive draughts and trim s, giving eq u i librium for chosen values o f displacem ent

W at dr. Bron; DS. 2 6 -4 -’77. 347
