Met het initiëren van een onderzoek, be staande uit twee onafhankelijk naast elkaar uitgevoerde analyses, heeft het ministerie van Economische Zaken een uitstekend initiatief genomen: Voor de Offshore Sec tor is namelijk een studie verricht naar de toekomstige mogelijkheden van nieuwe technologieën en de markt segmenten waarin toepassingen liggen.
2. Het onderzoek heeft een multidiscipli nair technologisch karakter. 3. Het onderzoek bestrijkt één van de grootste potentiële economische moge lijkheden voor industriële groei in de vol gende eeuw: de zee.
De onderzoeken bestrijken een deel van de Energie Sector. De relatie naar andere maritieme sectoren wordt aangegeven door bij de technologische aspecten de mogelijke ’spinn off aan te geven die be paalde ontwikkelingen in de Offshore Sec tor kunnen hebben. Het omgekeerde is ook denkbaar maar in het kader van dit onderzoek niet aan de orde. Het is een aanpak die een voorbeeld is voor beleids oriënterend onderzoek naar de strategisch bepalende elementen voor technologische ontwikkelingen.
H et grens overschrijdende karakter De industrie. Het onderzoek geeft technologische- en marktontwikkelingen aan voor een groot aantal verschillende industrieën: - machinefabrieken - scheepswerven - elektronica - elektrotechniek - computers - sensoren - onderhoud - inspectie - engineering etc. etc.
Waarom zoveel lof voor dit initiatief? In de eerste plaats geeft de overheid blijk na te willen denken over onderwerpen bui ten de voor de hand’ liggende technologie gebieden. Ten tweede wordt aangegeven waar de mogelijkheden liggen om samen met het bedrijfsleven richting te geven aan het R & D beleid in Nederland. Het is een voor beeld waar de overheid initiërend kan zijn en wat onder het verzorgen van de infra structuur kan worden verstaan. Ten derde wordt een terrein bestreken dat voor het bedrijfsleven alléén moeilijk is te overzien: I . Het ondersoek is grensoverschrijdend in een aantal opzichten. - Er zijn industriële branches van uiteenlo pend karakter bij betrokken - De grenzen tussen vastgelegde ’be voegdheden’ van de diverse ministeries worden overschreden - De gemeenschappelijke belangen van overheid en bedrijfsleven worden op een constructieve wijze aan de orde gesteld. De genoemde aspecten vragen om een toelichting.
Het bindende element is de ontwikkeling van olie- en gasvelden offshore. Alle Pro dukten worden samengebracht in één of meerdere eenheden die op zee worden geplaatst of werkzaam zijn. Het identifice ren en onderbrengen van bepaalde strate gische ontwikkelingen in ’technology-classes' die in de verschillende sectoren en branches van de industrie voorkomen geeft weer hoe belangrijk de industriële infrastructuur voor het kunnen participe ren in toekomstige ontwikkelingen is. Met andere woorden: zowel overheid als industrie moeten zich bewust zijn van het belang van pluriformiteit van de industriële structuur. De overheid Bij de ontwikkelingen zullen verschillende departementen actief betrokken moeten worden wil enige kans op succes bestaan: - Economische Zaken, (industrie, ener gie, technologie, buitenlandse betrekkin gen etc.) 465
- Verkeer en Waterstaat (verkeersrege lingen en ruimtelijke ordening op zee, vei ligheid, internationale regelingen etc.) - Defensie (beveiliging, onderwatertechniek e.d.) - W .V.C. (milieu) - Sociale Zaken (regelingen m.b.t. wer ken op zee) - Onderwijs en Wetenschappen Maar eveneens de onderzoeksinstituten zullen bij de specifieke ontwikkelingen geïntegreerd moeten worden betrokken. Dit betekent doelgerichte samenwerking op strategisch belangrijke onderdelen. Samen werking overheid-bedrijfsle ven De onderlinge afhankelijkheid (nieuwe ontwikkelingen en gerichte en eenvoudige regelgeving gaan hand in hand) maakt het noodzakelijk dat van meet af aan van beide zijden in een op resultaat gericht R & Dklimaat wordt gewerkt. De overheid met financiering en medewerking t.a.v. de in frastructuur, het bedrijfsleven met ’pushing-power’ en gerichte kennis. Het totaal-kader zal in samenwerking, vol gens de thans aangegeven lijnen, moeten worden beheerst. H e t multidisciplinaire technologische karakter De indicaties van het steeds belangrijker wordende aspect van ’totale systemen’ komt tot uiting in de opsomming van de veelbelovende activiteiten. Er wordt ge sproken over - Subsea systems - Floating production systems - Remotely operated vehicle systems e.d.

Een aantal mogelijkheden worden in het onderzoek aangegeven. Er is derhalve sprake van een uitstekend* initiatief, maar hoe gaan wij hiermee om en op welke wijze kunnen de aangegeven opties worden benut. De kansen op een mislukking zijn volop aanwezig: In de boven aangegeven sterke punten zit
ook de zwakte: zien wij kans de grenzen organisatorisch te verleggen en kunnen de verbindingen doelgericht en projectmatig tot stand worden gebracht? Tot nu toe is de overheid op dit punt niet altijd even slagvaardig gebleken en verzanden initia tieven vaak in langzaam draaiende ambtelij ke molens. Er is in Nederland, in tegenstelling tot de ons omringende landen geen ’awareness’ m.b.t. de maritieme ontwikkelingen. In
Fig. I. Daarbinnen worden 204 (!) potentieel re levante technologieën aangegeven, die vervolgens in 8 klassen zijn onderverdeeld. De ontwikkeling voor een bepaalde activi teit dient in onderlinge samenhang plaats te vinden, althans volgens een samenhangend concept. Dit betekent het ’doorsnijden’ van zowel de industrieën als de onderzoekscentra met één of meerdere gemeenschappelijke onderling afhankelijke R & D - doelstel lingen. De zee als bron voor economische groei Dit kan het beste worden geïllustreerd aan de hand van enkele cijfers. De figuren 1,2 en 3 geven een indicatie van het potentieel dat de zee ons biedt. Het gegeven dat meer dan 75% van de zeebo dem bereikbaar is met beschikbare en be kende technologieën geeft aan dat econo mische parameters beslissend zijn voor de ontwikkeling en zou een reden moeten zijn om de R & D inspanningen te richten op het vergroten van de rentabiliteit. Offshore ontwikkelingen zijn o.m. afhan kelijk van de olieprijs. Echter ook hier kunnen besparingen worden gerealiseerd 466

ieder geval niet in een duidelijk zichtbaar overheidsbeleid. De symptomen wijzen eerder in een tegengestelde richting:
waar de mogelijkheden voor de komende 25 jaar offshore liggen. De vraag is: kunnen wij er mee omgaan en het uitwerken o f worden de resultaten als een 'nuttige bijdrage' voor toekomstige ontwikkelingen in de boekenkast opge borgen?
- Onderwijs en onderzoek zijn meer en meer gericht op ’populaire’ zgn. high tech richtingen; andere richtingen worden af geknepen terwijl daar een basis ligt voor de toepassingen, - Kretologieën als Transport en Distri butie' of Logistiek’ en 'Europa 1992’, waar nauwelijks een technologische onder grond voor te vinden is, zijn in de mode, - De aandacht voor Offshore vermindert recht evenredig met het dalen van de olie prijs. Er is bijna geen schrijnender voor beeld van ’Korte’ Termijn denken te vinden. - Kennisgebieden met een hoogwaardig offshore of maritiem karakter en toekomstpotentieel worden door gebrek aan belangstelling, en als resultaat van het kor te termijn denken, schromelijk verwaar loosd. Een voorbeeld is de diepzee technologie op het gebied van onderzeeboten, waar is de commerciële toepassing? De voorlig gende rapporten geven mogelijkheden aan.
Enkele suggesties De overheid heeft technologische aan dachtsgebieden aangegeven b.v. medische techniek. Voor de Offshore Sector kan voor een vergelijkbaar programma het inschalen en waarderen van b.v. de informatie techno logie door deskundigen doelbewust en af gewogen plaatsvinden. Er is een directe relatie met de gebruikers en de markt. Daarmee worden de voorwaarden ge creëerd input-output metingen te realise ren. Dit is niet mogelijk als ’appels en peren’ moeten worden vergeleken. Er is bovendien een aanwijsbare spinn-off naar andere natte sectoren. Dit is dus een plei dooi voor het introduceren van (een) nieuw(e) aandachtsgebied(en). Er zijn plannen voor lasertechnologie, dus het kan. Bovendien lijkt afstemming met Brussel (EEG) een belangrijk aspect te worden.
Het thans onder de verantwoordelijkheid van E.Z. uitgevoerde onderzoek moet worden gebruikt d.w.z. gelezen door poli tici en beleidsmakers en verder te worden ingevuld. Het is een schoolvoorbeeld van gerichte onderbouwing van een toekom stig technologisch beleid, waarin met con crete onderwerpen wordt aangegeven

landse overheid, gezien het belang dat zij heeft bij de energie sector als inkomsten bron. meer aandacht moet besteden aan het financieren van R&D op dit gebied. In Brussel wordt meer dan 25% van het budget voor R&D aan energie besteed, naast een speciaal programma voor Marine Science Technology. In Nederland is er geen overzicht, en er bestaat in ieder geval geen op de maritieme- of energiesector gericht aandachtsgebied. Thans is een aanzet gegeven voor offshore technology. Bovendien zijn er initiatieven in andere zin, b.v. in de vorm van M.O.U.'s met Canada of Noorwegen. Een solide basis met een technologie-beleid voor Offshore en gerelateerde gebie den, aansluitend op de EEG programma's 'Marine Science and Technology' en ’Ener gy' ontbreekt. De aanzet daartoe is thans gegeven. W e zullen onze nationale programma’s moeten aanpassen. Een beleid dat kaders schept, niet overlappend is, maar comple mentair met het EEG programma en aan sluiting geeft op buitenlands economisch beleid, kan de basis vormen voor nieuwe impulsen. De zee heeft genoeg te bieden, maar we moeten wel bereid zijn het ruime sop te kiezen met een doel en een daarbij beho rende koers. De 21e eeuw wordt de eeuw van de zee, we moeten zorgen dat we er bij zijn.

Introduction After the succesful raising of the Ekofisk platforms to a level of 6 metres higher above seabed than originally installed, the protection of the concrete storage tank was at hand. Early 1988, The Phillips Petroleum Nor way Group ordered construction of a con crete barrier which is to be placed in two half-circle sections around the existing structure. The order was placed with Peconor, a Norwegian-Dutch consortium. The initial phase of the construction took place in the dock of Verolme Rozenburg in the Netherlands, where two base struc ture sectors were cast up to an overall height of above 12.5 m. It was planned to transport the two sectors by barge to Norway, where they are to be built-up in the Alfjorden up to a height of about 87 m. This procedure created one of the challen ging engineering problems, which Peconor

had to solve within the time and resources constraints of the overall building and in stallation program. The transport How does one carry a half-circle sector, measuring 140 metres in diameter and weighing over 26,000 tons, over the North Sea? Which precautions have to be taken, to cope with the variability of weather during a trip of several days between Hol land and Norway? How certain can one be, that the concrete structure will not suffer damage, in a heavy seaway? Can a carrier barge be found, strong enough to endure overall and local loads? In other words, is the transportation part of the overall pro ject feasible? These questions were to be addressed by the Marine Group of Peco nor, to the satisfaction of Phillips Pet roleum and the certifying authorities. Designing the concrete barrier base for self floating would introduce reinforce ments, which would be needed for some days only but would remain part of the permanent structure. The logical choice
therefore was to use a transport barge. Transporting topside modules on barges is a regular, if not daily, routine in the offshore industry. Also complete jack-up platforms and semisubmersibles are car ried around the world on barges. Typical of these loads, is that they are all built of steel. What made the Ekofisk barrier base spe cial, are the material (concrete), the di mensions and the weight of the concrete structure and the difference in shape and flexibility of the barrier and the barge. This focussed the attention on a detailed analy sis of loads in seaway and in still water, the cribbing design and, more generally, on the interaction between the barrier base structure and its carrier. Stress analysis At this point, Marine Structure Consul tants (MSC) was asked to perform the analysis of loads and stresses in the base and the barge, and to design an appropriate cribbing. For this type of work, MSC has over the years acquired and developed a number of computer programs, which SenW 55STE IAARGANG NR 23
jointly form a flexible suite for feasibility and design studies. Central in the suite is the in-house program DYNLOAD, which receives wave pres sure inputs from the MSC diffraction pro gram, solves the equation of motions of the floating body and outputs a load vector containing the combined gravity, accelera tion and hydrodynamic loads in any prede fined mesh of elements of the body. This load vector is subsequently used for finite element stress analysis with a structural model, using essentially the same element mesh. In case ofthe Ekofisk barrier base the model had to incorporate the barge, the barrier and the cribbing between these two bodies, because interaction between the two large structures would be impor tant. For modeling MSC used IDEAS-Supertab which is implemented on the in-house workstations. The graphical possibilities of this package proved essential in checking the correct representation of the physical bodies by 3662 elements. For modeling the cribbing, 56 vertical springs were modeled between base and barge. The barge model was based on the heavy transport vessel ’Sibig Venture', which had been contracted for the job. Due to the large dimensions of the base, large parts would be overhanging the vessel. Especially at the overhangs the most critical stresses in the concrete base as well as in the cribbing and vessel were expected. Results The major concern related to the interac tion between base and barge. Therefore, the design of the cribbing was crucial. Through an interactive process, the crib

bing shape, strength and stiffness were designed such that overall acceptable stress levels were found in the concrete structure with locally varying stiffness and preshaped in height, to compensate for the statical deflection under load. Also ballast conditions were determined such that the warping of the barge under the unusual load distribution was minimised. W ith these measures, the overall strength of the Sibig Venture appeared to be sufficient. A certain amount of internal strengthening of the barge was unavoidable. By virtue of the sophisticated stress analysis, in combina tion with design, the weight of steel to be added to the Sibig Venture could be limited to some 80 tons. Main modifications were stiffening against local buckling inside the hull and cantilever supports at the side shell under the concrete overhangs. Application Fabrication of the internal reinforcements of the Sibig Venture and the seafastening structure on deck started in September
1988. The load-on of the first half circle base is planned to take place in November 1988. Unloading will be in November in Alfjorden, whereafter the second half will be collected in Rotterdam. MERMAID LAUNCH NEW MARINE DIESEL The decision by Ford to replace the 1.6 litre indirect injection ultra lightweight diesel engine with a high performance unit of 1.8 litres has enabled Mermaid to launch the ’Meteor MKII’, giving 10% more po wer than its predecessor with no signifi cant increase in size and weight. The new marine diesel was on display, for the very first time, at the Southampton Boat Show in September. The new Ford base unit, the XLD 418, has been developed to conform with in creasingly severe ecological regulations whilst maintaining a fully competitive performance with excellent fuel economy. In developing the marine version Mermaid have kept these ideals in mind - for exam ple the ’Mkll’ will be considerably quieter with a specially designed inlet manifold to reduce induction roar. The solid cast alumi nium rocker box cover will also contribute to quiet operation. The original ’Meteor1has proved success ful in a wide variety of applications including the Sadler ’Barracuda’, Icelandic fishing boats, small rescue craft and twin pleasure boat installations such as the Channel Island
22 and Seaward 23. By now developing 56bhp at 4000 r.p.m., Mermaid expects the 'Meteor Mkll’ to extend this success even further. A 75 bhp turbo-charged version, with oversize structure and bearings to cater for higher power output and reduce crank case emmitted noise, will be available early in 1989. This is the first in a series of new models, further enhancing the 1989 Mermaid range. The principal design features of the Ford XLD4I8, which contribute to the overall performance and economy are: - Optimised combustion chamber shape - Computer aided component assembly - Single overhead camshaft - Cylinder head with optimised airflow - Graded cylinder head gaskets to control bump clearance - Twin outlet exhaust pipes - Automatic high speed glow-plug con trol for starting down to —29 degrees Centrigrade.

Gondwana is the name of the prehistoric continent which amongst others com prised a large part of present Antarctica. The name of the ship thus reflects the service for which she is intended: carrying reliefs and stores to the Greenpeace Antarctic base on Ross Island in the McMurdo Sound, and returning the re lieved crew and tons of refuse to New Zealand. Personnel and cargo are trans ported between ship and base by two light Hughes 500 helicopters. The base is man ned throughout the year, but only during some eight weeks in the Antarctic summer it can be reached by ship. Gondwana will relieve ’G REEN PEAC E’, the former Smit tug ’Elbe', which served as Greenpeace's polar ship for the last few years. G O N D W A N A was built as the tug/supply vessel ’GORM VIKIN G ’ by D. W . Kremer Sohn G.m.b.H. & Co for Norwegian own ers in 1975. She was sold to a Finnish company and renamed ’VIKIN G ’ in 1987 and in May of this year aquired by Green peace. Breadth mid 13.01 m, Depth 6.35 m, Draught 4.496 m. Propulsion: two 12-cylinder Vee MaK diesel engines, each driving a c.p. propeller in a fixed nozzle. Total output isSOOOSHP, good for a speed of 14 knots. A bow thruster is fitted. Ice strengthening to the highest class of DnV, side tanks over the greater part of the vessel’s lenght (in effect a double hull) and the positioning of the propellers seve ral feet more forward than usual, make the vessel very suitable for operations in the ice infested waters of the Antarctic. Yet a considerable amount of work was necessary to equip the ship for her new role. Oranjewerf, obtained the order, in the face of severe international competi tion, because they could guarantee deliv ery of the ship on/or before the date re quired by Greenpeace: September 26th. This left less than I 3 weeks for all work to be done, including the preparation of drawings. The conversion included the following activities: — Removal of equipment which no longer was needed, such as anchor handling winch, wire reels and cement compressor.
- Building a helideck with hangar for the two helicopters completely in accordance with the latest regulations of DnV and IMO. The deck is constructed on top of the existing crash barriers. The hangar has two large aluminium sliding doors and is of sufficient height to allow maintenance work on the helicopters. Electric air heaters keep the temperature in the hangar above zero. The topdeck of the hangar is strengthened to act as an additional landing pad for helicopters. Under the new deck there are two deck houses, with stores and workshops, C02room and a room for the emergency Per kins generator, which was added to the ship's equipment. - Rearrangement of cargo spaces. The tops of the four cement tanks were cropped at tweendeck level and removed. The resulting openings were closed with new platework, thus making the tween deck space available for cargo. By fitting false bottoms in the lower part of the cement tanks further cargo space was cre ated. Access is by grid type hatches in the tweendeck. Two flush hatches were made in the main deck to give access to the tweendeck space and the former cement tanks below. - Construction of a new deckhouse aft of the existing deckhouse and some altera tions in the latter. 473

Daarom buigt Seton de pijpen machinaal. Elke gebogen bocht scheelt 2 lassen. Dat leidt regelrecht naar een betere kwaliteit van de pijpen. En het laswerk dat resteert wordt door ervaren en goed geschoolde vakmensen zeer nauwgezet gedaan.

SETON PIJPLEIDINGEN
To build the new deckhouse the hatch to the engine room had to be sacrificed. In the new deckhouse a number of 2- and 4-berth cabins and a recreation room are provided, as well as a communications room fitted out by Radio Holland with a complete range of advanced equipment, including Satcom. In the existing deckhouse a number of cabins were converted into a campaign office. A part of the laundry was diverted to a small darkroom. A total of 32 persons can be carried now; the original complement of VIKING was only eleven. The larger number of persons on board necessitated an increase in the potable water capacity. The chainlockers of the anchor handling winch were adapted for

that purpose. Also the capacity of the re frigerated provision rooms was enlarged. A sewage plant was installed; the sewage tank is located between the former ce ment tanks. Four Viking 20-person inflatable liferafts were added and two 10-person rafts were replaced by similar new ones. - The existing main mast, fitted on a plat form between the two funnels, was re placed by a heavier one, carrying the Sat com antenna. - The hydraulic deck crane, originally lo cated just aft of the SB funnel, was relo cated at the centre line and nearly 10 metres further aft on a pedestal on the main deck. It will also be used for launching the inflatable dinghies which are extensive ly used by Greenpeace.
- Fuel for the outboard motors of the dinghies is stored in cylindrical containers at each side of the new deckhouse. They are mounted on inclined supports and fit ted with a quick-release mechanism, so they can be easily jettisoned in case of an emergency. - All electrical work was carried out by Okay, a sister company of Oranjewerf. It included enlarging the main switchboard and installation of an emergency switch board and a battery. After the conversion 'G O N D W A N A ' is classed by DnV as a yacht. Her home port is Amsterdam, from where she has sailed for New Zealand to prepare for her first trip to the Antarctic. K.

IRM-WORK A T VEROLME BOTLEK
Aerial view on Verolme Botlek Since early 1988 the offshore business has happily picked up momentum again. Con sequently, there has been a substantial in crease in offshore craft turning to the Verolme Botlek yard in Rotterdam for inspection, repair and maintenance (IRM) work. Recent achievements The first major maintenance job Verolme Botlek did in 1988 involved the semi-sub mersible multi-purpose offshore service vessel ’Stadive’. And after the ’Stadive’, the semi-submersible multi-purpose offshore support vessel ’Smit Semi I ’ was drydocked at this yard for repair work on its two retractable compass thrusters. Moreover, its brand-new sister ship ’Smit Semi 2’, was also taken out of the water here for a final predelivery inspection. This vessel was docked simultaneously with the huge jack-up drilling rig ’Glomar Labrador I ’. The latter was there for inspection and repair of its spudcans. Last August the ’Glomar Labrador I ’ had to return to the yard after it had been hit on the North Sea by a merchant ship. Conse quently, one of the rig’s three legs was badly damaged (See fig. I .). Since the highgrade steel required for its repairs was not available anywhere in the world, an alternative repair method had to be re sorted to. Removal o f the topsection ( 120 tons) from leg no. I o f the 'Glomar Labrador’ from the top of the damaged leg was cut off and partsfrom it were used for repairing its damaged area. Apart from the ’Glomar Labrador I ’, the jack-up rigs 'Glomar Moray Firth I ’Shelf Driller’, and 'Neddrill Trigon’ came to the Verolme Botlek facility for having IRM work done as well.
Quality- and flexibility -based policy Verolme Botlek’s multi-skilled labor force can deliver high-quality work at any time whatsoever. In the case of highly urgent repairs, its experienced work force will simply work around the clock. Its flexibility furthermore consists in that customers may now bring along their own contrac tors to have them repair their craft at the yard. Another vivid example of Verolme Bot lek’s new-policy flexibility is the fact that has rented to the Norwegian-Dutch con tracting consortium Peconor Ekoflsk A/F half of its mammoth dry dock for construc ting the concrete base sections of the pro tective barrier in the North Sea around the huge Ekofisk field oil-storage tank. Moreover, as an extra service, in conjuction with Croon Elektrotechniek, Bailey and Foxdrill (which all are highly experi enced participants in offshore projects), Verolme Botlek has initiated a pool which offers the offshore industry a turn-key pro ject system for top-drive installation on drilling rigs. To date, there has been no production downtime related to the marine performance of the Hutton TLP. Its overall performance and reliability gave Conoco and the offshore industry a proven basis for economically extending the TLP concept to much deeper waters. TLP technology is now the leading candidate for major deepwater developments. Suc cess of the Hutton TLP spawned other developments such as the Jolliet, Heidrun and Snorre. These new fields are being developed using steel or concrete TLPs and all three are located in water depths less than 2000 feet. Common practice has been to preload to a level equal to the maximum vertical leg force in the design storm. Since the actual storm load ing includes horizontal forces and possible moments in combination with the vertical force the soil is likely to be loaded into the plastic large strain area. The consequences may vary from slight or insignificant leg penetrations and redistribution of leg reac tion forces to catastrophic foundations stability problems. merits of the concrete floaters in terms of functional capacities and global structural performances are pointed out. The semisubmersible platform can accommodate flexible risers only, whereas the TLP and the deep floater can have rigid risers and platform completed wells. Increased draft results in reduced motions and mooring forces. The influence of the hull shape on mooring forces and motions is discussed based on hydrodynamic analyses and model testing. Motion data for the catenary moored platforms relative to hydrodyna mic damping are presented. Some effects of artificial dampers and feasible heave compensator systems are presented. Fati gue life of hull and moorings is discussed. Nieuw e opdrachten Meyn Fish processing Enkele weken geleden ontving MEYN een belangrijke opdracht voor de levering van acht vispompsystemen. MEYN was de eer ste die het vacuüm/perspompsysteem toe paste voor het interne transport binnen een visverwerkingsfabriek aan land. Met deze kennis en ervaring, werden er dit jaar enkele opdrachten verkregen voor dit to taalsysteem, onder andere voor levering aan boord van s’ werelds grootste hektrawier, de Sch (71, ’MS Cornelis Vrolijk’. Het pompsysteem zorgt ervoor dat de RSW tanks geleidelijk aan geleegd worden en dat de inhoud automatisch naar het sorteerdek wordt getransporteerd. Dit systeem behandelt de vis zeer voorzichtig en behoudt het in koele toestand (+ 2°C), hetgeen resulteert in een betere kwaliteit en een besparing op arbeids- en energie SenW 55STE iÂÀRG A N G NR 23
kosten. Om deze redenen kan dit systeem waarschijnlijk voor een subsidie van de EEG in aanmerking komen. De betreffende opdracht is gegeven door Rederij Kennermerland in IJmuiden, die haar gehele vloot wil inrichten. Dit bete kent voor haar grote hektrawlers (70-100 meter), waaronder de KW20 Tetman Hette, onlangs gebouwd in Polen en voor 4 kleinere trawlers met een lengte van ca. 40 meter elk. De pompsystemen hebben een capaciteit van 15 en 30 ton per uur maar kunnen geleverd worden in elke afmeting of capa citeit tot ongeveer 180 ton per uur. Ze zijn geschikt voor het automatisch, gekoeld en schadevrij transporteren van elke com merciële vissoort, naar elke gewenste lo catie met een maximum van 18 meter pershoogte en 8 meter zuighoogte. Offshore Universal wellhead for exploration and production A universal subsea wellhead developed by engineers in British Petroleum’s Drilling Technology Group at Aberdeen, Scotland, means that one well will in future cover exploration, appraisal and production. The new wellhead has been successfully run on 14 wells, including a deep well test west of the Shetlands, on single and dual BO P stack rigs, and a drillship of Mozambique. The industry's problem is that few explora tion and appraisal wells, often costing £ 10 million to drill, are re-used in future field developments as producers. Re-drilling a production well can cost as much as the original well. One major drawback has been the variety of wellheads used. These can be on the seabed for several years before a development decision is taken. This time lapse can mean that the wellhead is not compatible with the equipment aboard the rig brought in to carry out the completion work. Piper report likely to highlight valves The first glimpse of U K Government think ing on the causes of the Piper Alpha disas ter, which took the lives of 167 people, will be seen within days in the preliminary technical report from Jim Petrie, director of offshore safety in the Department of Energy. Already there have been clues that his report will cite the vulnerability of non return valves on gas pipelines as a contribu tory factor, but what esle can be learned from the disaster in the immediate altermath? The aim will be to identify the cause of the explosions that effectively destroyed the 34,000 tonnes steel structure on July 6, so that recomendations can be passed on to the rest of the offshore industry. A public inquiry will follow, chaired by the Scottish High Court judge Lord Cullen, which will look at all aspects of the disaster and among other things can examine the culpability of personnel, companies and other bodies. In the task of preparing the report Mr Petrie has had the assistance of the Gov ernment’s Health and Safety Executive. This may give clue to the report’s content. One matter that is almost certain to figure prominently in it was the subject of a safety letter issued by the DoE last month: the desirability of undersea shutoff valves for pipelines. Installation of such valves, it is argued and accepted through much of the industry, would prevent pressurised gas in the pipe line returning to the platform in the event that the platform-mounted valve was destroyed. It is believed that this so-called ’bunsen burner’ effect was responsible for the sub sequent series of explosions that helped tear Piper Alpha apart. There are a number of other factors that may be addressed by Mr Petrie, which though not directly implicated as a cause of the Piper incident may be shown to have had a bearing on it. They include: • Platform design and position of topside modules. • Obligatory use of risk analysis to develop a safety case. • Division of responsibilities for offshore industry safety. • Emergency rescue and evacuation pro cedures. • Examination of the number of contrac tors working on a platform. The case for risk analysis offshore U K Risk analysis, which has emerged as a reli able method of improving industrial safety, 487
could soon find its way into regulations governing the UK offshore sector in the after-math of the Piper Alpha disaster. Put simply, risk analysis is a logical and systematic procedure to assess the safety of an installation by first identifying the hazards associated with the operation of the installation and then analysing the con sequences of potential accidents. The second phase of the process quantifies the frequency of potential accidents and examines the extent of damage to proper ty, possible loss of life and loss of utilisation. If the Department of Energy (DoE) insists that operators include risk analysis in their safety programmes, it will be following not only a trend already established in other hazardous industries, but also examples elsehwere in the oil sector. The European Commission’s Seveso direc tive of 1982, which applies to land-based industries presenting major hazards, re quires designers and operators to establish a safety case for complex installations and development of effective emergency plans. This involves risk analysis. In a paper at the International Offshore Safety Conference last year, Dr David Aldwinckle, principal surveyor of Lloyd’s Register’s safety technology department, identified difficulties with the traditional approach to formulating regulations. ’New concepts in design and construction, and extensions to more hazardous operat ing environments, mean that little directly relevant experience is available and hence experience may not be a good guide to regulation requirements’, he said. 'Also, the increasing complexity of modern installations makes it very difficult to develop detailed criteria for every aspect of a design. ’The trend in the UK regulatory policy is to rely on designers or operators of plants to develop a safety case which is ultimately tested by the regulatory authority.’ At present there is no statutory require ment for offshore operators to perform a risk analysis for installation in the UK sector. Some major North Sea operators, like BP and Shell already use risk analysis for their offshore installations. Independent expertise can be bought from organisations like Lloyd’s Register (LR) or Norway's Det norske Veritas, as well as from engineering consultants. LR has been involved in risk analysis for around ten years. The techniques involved are verified through use in industry gen erally, but have, been adapted for use in a marine enviroment. Once the important failure events have been identified, it is necessary to deter mine their relative importance and fre quency. Techniques used in this phase in clude Event Tree Analysis and Fault Tree Analysis. Dr Aldwinckle stressed that the assess 488
ment of the way an installation was oper ated was vital because it brought in human factors. This allowed the operator to build tolerance to human error into the design. It is possible that new regulations could in troduce risk analysis into certification requirements. In other words, not only would a platform have to meet acceptable maintenance stan dards, but the operator would have to supply a safety case proving that the in stallation had an acceptable level of safety. As to cost, it all depends on the individual case and the stage of the design. Dr Aldwinckle said ’the cost is a fraction of I % of the total cost of the installation.’ It could range from tens of thousands to hundreds of thousands of pounds, but both in safety terms and in operational terms the benefits in the form of reduced accidents and downtime are obvious. Diversen Bergers stellen in tien jaar ƒ 20 miljard veilig De leden van de International Salvage Uni on (ISU) hebben in de afgelopen tien jaar voor zo’n 20 miljard gulden aan schepen en lading geborgen. Vorig jaar wisten de ber gingsbedrijven voor een bedrag van onge veer 2,5 miljard gulden veilig te stellen. Eén en ander blijkt uit een bekendmaking van de ISU, die een duidelijke klacht bevat tegen de alsmaar dalende beloning voor de inspanningen van de bergers. De cijfers over het afgelopen jaar zijn voor een be langrijk deel geflatteerd door de vele klus sen in de Perzische Golf. W ordt dit effect uit de cijfers weggelaten, dan is de bergingspremie vorig jaar opnieuw gedaald, namelijk met 0,2 tot 5,3 procent. De ISU heeft het afgelopen jaar sterk ge ijverd voor meer erkenning van het bergingsvak en een daarbij behorende betere beloning. De bergingsbedrijven maken zware tijden door, onder meer omdat de scheepvaart door de voortschrijdende techniek steeds veiliger wordt en er dus minder ongelukken gebeuren. ’Dank zij’ de Golfoorlog hebben de meeste bedrijven het hoofd echter nog redelijk boven water kunnen houden. De ISU wordt voortgezet door R. W . Scheffer, voormalig topman van Smit Internationale, het grootste bergingsbedijf ter wereld. Scheffer zegt in de bekendmaking van de ISU dat de ontwerpconventie van de International Maritime Organization (IM O) voor de totstandko
ming van een internationaal bergings-netwerk zo snel mogelijk van kracht moet worden. Het idee achter deze conventie is om wereldwijd een aantal permanent be mande bergingsstations in te richten, zodat razendsnel kan worden gereageerd op grote scheepsrampen. Vooral op die, waarbij het milieu zware schade dreigt op te lopen. Dit mes zou aan twee kanten snijden. In de eerste plaats zouden de bergingsbedrijven van een basisinkomen zijn verzekerd, in de vorm van een beloning voor de stand-by diensten. Daardoor zouden bergingsbe drijven veel minder afhankelijk worden van situaties als de Golf-oorlog, die gevaar op leveren voor de eigen mensen. Transport I 3-10-’88 Herziening generieke steunsysteem De in de Vereniging Nederlandse Scheeps bouw Industrie (VNSI) georganiseerde werven die zich bezighouden met de bouw van zeeschepen, zijn redelijk tevreden over de door Minister De Korte aangekondigde herziene regeling generieke steun zeescheepsnieuwbouw. Het weer op het verhoogde peil brengen van de steunpercentages was strikt noodzakelijk om de werven enigszins aansluiting te laten hou den op de in andere EEG-landen verstrekte steun. Met name de extra-verhoging voor schepen met een contractsom beneden de ƒ 14 mln was hard nodig omdat juist daar vele orders door de schatkistenoorlog werden gemist. De werven zullen met deze steun door het tijdelijk wegvallen van de inmiddels gehal veerde IPZ (investeringspremie zee scheepvaart) voornamelijk internationale orders moeten zoeken. De combinatie van deze generieke steun en de relatief lage Nederlandse kostprijs zullen tot exportorders moeten leiden. Een positief punt daarbij is dat er momenteel een lichte opleving in de internationale scheepvaart te bespeuren valt. Ook de marktverwachtingen voor de behoefte aan nieuw te bouwen ïchepen voor de komende jaren laten een positieve tendens zien. De zeescheepsreparatiewerven hebben moeten constateren dat op hun verzoek om generieke steun voor grote verbouw ingen niet is ingegaan. Deze markt lijkt hierdoor voor de Nederlandse werven niet toegankelijk. De inmiddels sterk in capaciteit en struc tuur aangepaste reparatiesector zoekt, veelal met succes, naar nieuwe formules en markten waar de concurrentievervalsing door subsidie een minder belangrijke rol speelt. Al met al lijkt de totale scheepsbouwindustrie langzamerhand enigszins herstellende te zijn van de grootste crisis uit haar ge schiedenis. Toch is nog een lange weg te gaan voordat weer van een bedrijfsecono misch gezonde situatie kan worden ge sproken. SenW 55STE IAARGANG NR 23

Waar elders dan in de grootste haven ter w e r e ld vindt men méér schepen, waar treft men dicht opeen méér voorbeelden aan van na-oorlogse architectuur dan in het geheel nieuw opgebouwde centrum van Rotterdam?
De bouwkundig ingenieurs Mani en De Winter vatten het plan op voor een ten toonstelling over scheepsarchitectuur. De Stichting Kunstprojecten maakte een produktieopzet en nam de organisatie op zich. Schepen worden gebouwd door Scheeps bouwkundigen. Daarbij spelen, net als in de bouw aan de wal, technische en economi sche factoren een grote rol, toch gelden ook, bewust of onbewust, bouwkundigesthetische overwegingen. De utilitaire ruimten - voor bediening, voor huisvesting e.d. - nemen een promi nente plaats in. De opbouw van een schip zou aan wal zeker een ’gebouw' genoemd worden. Dit geldt niet alleen voor grote passagiersschepen en de jachten, die een hotel of villa op zee vormen, maar zeker ook voor andere typen schepen als veer boten, tankers, containerschepen, ijsbre kers, vrachtschepen, trawlers etc. En ook booreilanden, drijvende dokken, of andere maritieme objecten kunnen zonder moei te gezien worden als gebouwen en beoor deeld worden in termen van architectuur. Toch komen aan het ontwerpen van deze 'gebouwen' zelden architecten te pas. Hooguit wordt bij de inrichting en stoffe ring een interieurarchitect of decorateur betrokken. Veel aspecten van scheepsop bouw zou men tot 'niet-bewuste-architectuur’ kunnen rekenen. Het is de bedoeling met het project 'Scheepsarchitectuur' de scheepsopbouw aan architectonische criteria te toetsen. Tot die criteria behoren: stijl, mode, detail lering, materiaalgebruik, ruimtebeleving, maat, schaal, systematiek, standarisatie, bouwtechniek. Aan architectuurcriticus Ir. Paul Groenen dijk werd gevraagd een onderzoek te doen naar de mogelijkheden om over dit onder werp een tentoonstelling te maken. 'Scheepsarchitectuur' behandelt scheeps opbouw (interieur en exterieur) van alle mogelijke scheepstypen, gebouwd na 1945. Aan de hand van aan de architectuurcritiek ontleende criteria is een selectie gemaakt van interessante en kwalitatief hoog te waarderen verschijningsvormen. In het kader van dit project werd aan een aantal architecten een 'scheepsbouwopdracht’ gegeven. De resultaten daarvan zijn in de tentoonstelling opgenomen. De tentoonstelling beslaat ca. 600 m2 en bestaat uit: originele tekeningen, bouwte keningen, foto’s, modellen, reconstruc ties, schilderijen en realia. SenW 55STE IAARGANG NR 23

1987 Ship losses The number of ships totally lost in 1987 was the lowest since 1961, according to figures just published by Lloyd’s Register. How ever, during the same period, the number of lives lost in Marine casualties was the highest in peace-time since records have been kept by LR. LR’s Casualty Return for 1987 shows a reduction in both the number and tonnage of ships totally lost. At 219, the number of ships lost was the lowest for 26 years. In terms of gross tonnage, these ships totalled just under 1.3 million gt. This is the lowest figure since 1981 and less than half of the previous year’s record total 2.6m gt. The Gulf war losses, amounting to 324,777 gt (eight ships), represented 25 per cent of the total tonnage lost, compared with the previous year when nearly 57 per cent of all losses were attributable to the hostilities. The biggest casualty of the year was the 114,086 gt ’Lady A ’ (233,011 dwt), in the Gulf, followed by the 105,422 gt 'Tactic', which in fact had the highest deadweight of 237,085 dwt.
Bakker Repair naar nieuwbouw Bakker Repair te Sliedrecht laat een nieuw reparatiefabriek van 4200 m2 en een kan toorruimte van 1000 m2 bouwen. Dit alles ter vervanging van de huidige werkruimte, waarbij een verbouwing geen zin had. Een en ander namelijk werd noodzakelijk door de gestage groei van de stroom werkzaamheden enerzijds en de duidelijke behoefte aan een nog betere service verle ning anderzijds. Een service welke zal re sulteren in een vergroting van de hefcapaciteit tot 40 ton, een toename van de proefveld capaciteit tot ca. 1500 kVA en een uitbreiding per hal met 2 boven loop kranen. Dit impliceert een grotere werkcapaciteit op zowel het reparatie- als het revisie gebied. Twee terreinen waarop Bakker Repair werkzaam is voor gelijkstroom ro terende machines als voor draaistroom kracht en hoogspanning. De nieuwbouw verloopt geheel volgens plan en de officiële opening zal medio 1989 plaats vinden. Noorse scheepvaart voor de wind Het gaat weer wat beter met de Noorse scheepvaart. In de loop van 18 maanden hebben Noorse rederijen schepen ge kocht voor 4,8 miljard gulden. Dat is onge veer de helft van alle investeringen in sche pen in de hele wereld. In hetzelfde tijdvak zijn ook 40 nieuwe Noorse rederijen op gericht. Er heerst op het ogenblik een groot opti misme onder de reders. Het vorig jaar investeerden zij voor 3 miljard gulden en in de eerste helft van dit jaar werden er schepen gekocht voor 1,8 miljard gulden. De scheepsmakelaarsfirma P. F. Bassoe & Co. schat dat in totaal voor Noorse belan gen schepen voor 2,1 miljard gulden zijn aangeschaft in de periode van januari tot 15 september dit jaar. De 40 nieuwe reders hebben zich geves tigd zoals men dat vroeger deed: officieren van de koopvaardij die aan land zijn gegaan en één of twee vaartuigen hebben gekocht. De meesten hebben goede oude tankers gekocht in afwachting van een verbetering van de markt. Het Noorse Internationale Scheepsregister (NIS), dat het vorig jaar werd opgericht, heeft de Noorse scheep vaart de nodige steun gegeven. In de loop van dit jaar is de scheepvaart de enige nering in Noorwegen die groeit. De NISvloot bestaat nu uit 300 schepen. Volgens het Directoraat voor zeelieden, is het aan-
Technische informatie Thames bubbler Lloyd’s Register, has been engaged in a new project to help improve oxygen levels in the River Thames at times of stress. LR’s Marine Specification Services (MARSPEC) provided Thames W ater with plan approval and supervisory services throughout the design and construction of the Thames Bubbler. This is an innovatory, self-propelled barge whose job is to inject oxygen into the river where levels are low. It will operate primarily in the upper Thames tideway and is available for call out any time, day or night. The Thames Bubbler incorporates a process plant designed by the British Oxygen Company (BO C ) which extracts oxygen from the atmos phere, dissolves it in the oxygen dificient water and restores the freshened water into the main stream where it is most needed. Built by McTay Marine of Merseyside, the 50.5 metres-long Bubbler can reach a speed of 8 knots. The power supply for the process plant and propulsion is generated by three diesel alternator sets which produce a total of over 3000 kilo watts, including 50% standby capacity. The vessel is electrically propelled by sep arate bow and stern Aquamaster thruster units, each capable of turning through an 489
arc of 360 degrees, thus providing a high degree of manoeuvrability once the Bub bler is in location with the process plant in operation. The tidal excursion in the area of operation is approximately 15 kilometres per tide, so to remain in the correct position the Thames Bubbler will have to manoeuvre extensively at low speed in the river between Kew and Greenwich. Register of seagoing dredgers Lloyd’s Register has just issued the 1988 edition of the Register of Seagoing Dred gers. It provides comprehensive details of some 800 dredgers and sandcarriers, listed in alphabetical order of ship’s name. Items of data for each vessel follow those published in LR's Register of Ships and include details of registration, tonnages, principal dimen sions, dredging equipment and capacities along with particulars of propulsion machinery where applicable. Also included is a complete list of respective owners and managers, with full postal and telecom munication addresses and lists of the ves sels they own. The Register is produced biennially by ex tracting the appropriate dredger entries from the computer files that are used to produce the Register of Ships. The in formation is checked and completed in collaboration with the International Association of Dredging Companies (IADC) which has explicit, detailed know ledge of the existing dredging vessels and world fleets. (Internationale Naviga tie Apparaten) zich presenteren op stand 338 met vele noviteiten. Uiteraard con centreert INA zich tijdens deze presenta tie op die produkten welke de aandacht verdienen in de sectoren Binnenvaart & Visserij. De introductie van de Raca-Decca rasterscan, daglicht rivierradar RR 2050 MT betekent een mijlpaal in de ontwikke ling van rivierradars. De vaak hatelijke brieven van kantoor, verzonden door Virgillius Hazlitt verzuimen nimmer hun uitwerking na te laten, hetgeen de stemming als regel niet ten goede komt. Hoewel de verhalen met recht sterk ge noemd kunnen worden, zijn ze voor zeeva renden en hen, die gevaren hebben, zeer herkenbaar. Tussen alle haat en nijd door ademen ze de geest van liefde voor de gammele ketels en de aftandse machines, liefde voor het wrakke schip en waardering voor vakmanschap, in dit geval goed zee manschap. In memoriam P. Schepp Op 31 augustus 1988 overleed te Muralto (Zwitserland) kort na zijn 90ste verjaardag de heer P. Schepp, oud-directeur van Röchling Staal te Rotterdam. De heer Schepp die met zijn 50 jarig lidmaatschap tot de alleroudsten van onze leden be hoorde was tot zijn dood een trouw mee levend lid van onze vereniging die regelma tig correspondeerde over artikelen in Schip en W erf dat hij zijn ’clubblad’ noem de. Pieter Schepp begon zijn carrière na het verlaten van de Ambachtsschool als bankwerker bij ’Fijenoord’ voor een loon van 10 cent per uur! Met het voorlopig diploma als machinist begon hij in 1916 zijn varende carrière die hij in 1932 beëindigde als scheepswerktuigkundige met diploma C. Daarna begon zijn loopbaan aan wal bij de staalfabrieken Röchling-Buderus, waar hij in 1963 als directeur werd gepensio neerd. K. j. te Velde In september overleed te Zuidlaren de heer K. J. te Velde, oud-directeur van de NV Motorenherstelplaats en Machinefa briek 'Welgelegen' te Hoogezand. De 491
heer Te Velde die 69 jaar oud werd, was ruim 29 jaar lid van onze vereniging.

Ing. H. Mooi Op I oktober 1988 overleed te Driehuis de heer ing. H. Mooi, oud-bedrijfsdirecteur van Van Hattum en Blankevoort N.V. te Beverwijk. De heer Mooi bereikte de leeftijd van 77 jaar en was 16 jaar lid van onze vereniging.

Op I I november 1988 verhuist het Alge meen Secretariaat en tevens Redactie ’Schip en W e rf naar een nieuw onderko men. Dit is noodzakelijk geworden omdat de eigenaresse, tevens zeer gewaardeerd oud-medewerkster, Mevrouw Zanen zich buiten de Randstad gaat vestigen. Op 8 december 1978 werd het kantoor Heemraadssingel 193 betrokken. De ver plaatsing was toen noodzakelijk omdat het gebouw aan het Burgemeester ’s Jacobplein, waar het toenmalig Algemeen Se cretariaat was gevestigd, werd afgebroken in verband met de Metro-bouw. Gedurende 11 jaar heeft de benedenver dieping aan de Heemraadssingel 193 ten dienste gestaan van de N.V.T.S. Het was een prettige, reprensatieve en ruime werkomgeving zonder teveel parkeer problemen en makkelijk bereikbaar zowel vanuit het centrum van Rotterdam als van buiten de stad. Het nieuwe onderkomen aan de Mathe nesserlaan 185 komt in hoge mate overeen met het oude kantoor; het is onlangs ge renoveerd, is dus moderner van binnen en
heeft ongeveer dezelfde oppervlakte. Het kantoor ligt ook op de begane grond en het gebouw staat niet ver van de kruising met de Nieuwe Binnenweg. De gemiddeld be schikbare parkeerruimte zal niet veel on derdoen voor die op de Heemraadssingel. De verhuizing op zich vraagt uiteraard de nodige extra inspanning, maar wordt ook nuttig gebruikt voor het schonen van ar chieven e.d. Veel aandacht wordt echter gegeven aan het zuinig bewaren van voor de geschiedenis van de Vereniging waarde volle voorwerpen en geschriften. Ook zal in bescheiden mate ter verhoging van de doelmatigheid overgegaan worden op mo derne apparatuur zoals de telefooninstallatie en telefax. Voorbereid wordt de aan schaf van een PC t.b.v. de ledenadministra tie en uiteraard andere zaken. Na de verhuizing op vrijdag I I november zal de zaterdag gebruikt worden voor het inrichten, zodat op maandag 14 november het Algemeen Secretariaat wederom zo goed mogelijk zijn diensten kan vervullen.
