Preface The Small Business Act for Europe (SBA) Adopted by the European Commission in June 2008, the Small Business Act for Europe (SBA) created a new framework for SME policy, bringing SMEs’ needs to the forefront of EU policy. The SBA aims to improve the overall policy approach to entrepreneurship, irreversibly anchoring the “Think Small First” principle in policy-making and promoting SMEs’ growth. The SBA is made up of: • •
ten guiding principles to guide the conception and implementation of policies at EU and national level; an ambitious package of concrete and far reaching measures to translate these principles into action at EU and Member State level.
The Member States endorsed the SBA at the Competitiveness Council in December 2008 and committed themselves to implementing an SBA Action Plan. The Review of the SBA In February 2011 the Commission adopted a Review of the SBA. The Review of the SBA concluded that good progress in implementing the SBA has been achieved so far, but continued vigorous implementation remains of utmost importance. The priorities highlighted by stakeholders and Member States are specifically addressed: developing the “Think Small First” principle, creating the right conditions for SMEs’ access to finance and promoting access to markets, including the Single Market and third-country markets. New actions at European and national level are proposed in these fields as well as in the area of entrepreneurship promotion. To monitor the implementation of the SBA principles and actions, the Review includes a strong governance mechanism. The Commission has nominated a new SME Envoy and invited Member States to nominate their national SME Envoys (“Mr or Ms SME”). An SBA Advisory Group will be set up, including the national SME Envoys together with representative EU level business organisations. The Group will act as the main interface between the Commission and national policy-makers for contributing towards the dialogue on SBA implementation. In addition, an annual SME Assembly will be called, closely linked to SBA Conference from 2012. The participants will comprise representatives of business organisations at national level in the Member States.
Conference “Mobilising SMEs for the Future of Europe” - the Small Business Act for Europe & European Enterprise Awards 2011: exchange of good practices This international conference, co-organised by the Enterprise and Industry Directorate General of the European Commission and Hungarian Presidency of the EU, will focus on moving forward with implementing the Small Business Act (SBA) for Europe in the Member States. Keynote speakers will focus on the recent Review of the SBA, and workshops will focus on inspiring local and regional solutions to the key challenges facing SMEs. The inaugural meeting and the first informal working meeting of the national SME Envoy network, part of the SBA Advisory Group, will take place in the presence of Commission Vice-President Tajani during the conference. We welcome to this conference local and regional public authorities, business organisations, and experts from Member States’ national and regional administrations. The European Enterprise Awards 5th edition: rewarding the best promoters of small business The 5th edition of the European Enterprise Awards showcases and rewards the most innovative initiatives to promote entrepreneurship and small business by public authorities at national, regional and local level. Interactive workshops with the shortlisted candidates and exhibition stands will enable an exchange of good practice. The winners from among 54 nominees from 30 European countries are to be announced during a gala dinner by Antonio Tajani, European Commission Vice President, Dr Zoltán Cséfalvay, Hungarian Minister of State for National Economy and Arnoldas Abramavičius, President of the Commission for Economic and Social Affairs, European Committee of the Regions.

Daniel Calleja Crespo Daniel Calleja is Deputy Director General of DG Enterprise and Industry, in charge of internal markets for goods, competitiveness and innovation, SMEs and entrepreneurship, international negotiations and tourism. He is the Special Envoy for SMEs. Mr Calleja was Director for Air Transport at the European Commission from November 2004 to February 2011, in charge of the single European aviation market and its external dimension. He has successfully negotiated, on behalf of the E.U., the EU-US Open Skies Agreement. He was the Chairman of the Air Safety and the Single Sky Committees and Chairman of the Board of the SESAR Joint Undertaking. Between 1999 and 2004, he was Head of Cabinet of the Vice-president of the European Commission, Mrs. Loyola de Palacio, responsible for Transport, Energy and relations with the European Parliament. During this period, he participated actively in the elaboration of the EU transport policy, notably in the launching of the Transport White Book, the Single European Sky, the creation of the European Air Safety Agency (EASA) and the Galileo program. Between 1995 and 1999, Mr. Calleja was the Head of Cabinet for Commissioner Marcelino Oreja, responsible for institutional affairs, and for the Amsterdam Treaty negotiations. In 1995, he was the legal adviser in the Cabinet of the President of the European Commission, responsible for Transport, Competition, State Aids and the control of the application of Community Law. Between 1993 and 1994, he advised the Transport Commissioner in the area of liberalisation of air transport, State aid cases concerning the restructuring of airlines, the first directive on groundhandling, the implementation of the third air package and the CRS regulation. Between 1986 and 1993, he was Member of the Legal Service of the Commission and he represented the institution in numerous cases before the European Court of Justice. Mr Calleja has a degree in Law and in Business Administration from the University of Comillas, Madrid. He is the author of several publications. He has lectured in European Law in several universities and institutes of various Member States.

24th May - Round Table Discussion Hugh Morgan-Williams Hugh Morgan Williams is a significant figure in entrepreneurship and management of businesses in the UK. He has also been involved in national and European business policy over the last twenty years. Founder and Chairman of award winning Canford Group plc, Hugh has developed a portfolio of private and public sector appointments. He has been a director of ten successful private sector businesses over the last ten years, with a media and technology focus. He is a former chairman of the CBI SME Council, a former CBI regional chairman, a former chairman of The Northern Way and a former board member of the north east regional development agency. He is a board member of Durham University. For the last five years he has been involved with BUSINESSEUROPE’s Entrepreneurship & SME Committee and has been its Chairman since September 2009. Over the last ten years Hugh has developed a Europe wide expertise in Access to Finance. He is Chairman of North East Access to Finance, a JEREMIE funded vehicle for SME investment. He participated in a high level European working party on Access to Finance in 2009. He is an ardent exponent of language learning and was awarded an OBE for services to business in the Queen’s Birthday Honours in 2008.
Grażyna Henclewska On 10 July 2008, the Prime Minister appointed Grażyna Henclewska to the position of Undersecretary of State in the Ministry of Economy. Grażyna Henclewska was born on 20 October 1958. She graduated from Warsaw University of Life Sciences (SGGW) and completed postgraduate studies at the Collegium of Management and Finance, Warsaw School of Economics. She was professionally involved in public administration and economic analyses for most of the time. She is an appointed civil servant. In the years 1996 – 2000, she worked in the Department of Analyses and Publications of the Central Statistical Office where she carried out analyses, compiled data and supervised preparation of economic information. Since 2000 she has been working in the Department of Analyses and Forecasting of the Ministry of Economy . Initially, she held the position of Minister’s Advisor acting as Department Deputy Director. She was in charge of the foreign trade analysis group and the public statistics group. From May 2003 until the end of 2005, she was responsible for cooperation with the international organisations: World Bank and OECD. She participated in the work of the OECD and EU committees and working groups. Since 1 February 2006 , she has held the position of the Department Director and carried out contentrelated supervision of economic reports, analyses and forecasts. She likes mountain hiking and music. Married, two daughters.

25th May - Plenary Edit Herczog Born on the 5th of May in 1961 in Budapest. Graduated from high school in 1979 and obtained an engineering degree from the University of Horticulture in 1985. Also completed a Master in Portugal Language and Literature from the Eötvös Lóránd University of Science in 1992, followed by an additional degree from the European Business School. After studies, started to work at the University of Horticulture. From 1994 till 2004, representative for the National Starch and Chemical, which belonged to the Unilever Group until 1997. Became a member of MSZP (Hungarian Socialist Party) in 1989. From 1998 to 2004, member of the Hungarian National Assembly. Since 2007, also holds membership in the Presidency of The Hungarian Socialist Party. Elected as a member of the European Parliament in 2004, where became full member of the Internal Market and Consumer Protection committee and substitute member of the Industry, Research and Energy and the Budgetary Control committees. Currently holds full member position in the Industry, Research and Energy Committee and substitute member positions in the Budgetary Control and Budget committees and treasurer of Group of the Progressive Alliance of Socialists and Democrats in the European Parliament, Vice President of the SME Intergoup. Furthermore, member in the presidency of the European Energy Forum, European Internet Foundation, Kangaroo Group, Forum for the Future of Nuclear Energy and the Transatlantic Policy Network.

Dr Eckhard Franz Born on 3 January 1960
Dr. Franz has been Director-General for SME-Policy since 2002. He has a law degree from the University of Freiburg/Br. and a doctorate from the University of Berlin. He has also studied at the University of Geneva and has post graduate degrees from the University of Miami and the ENA (École nationale d’administration). Since 1991 he has been working in the German Federal Ministry of Economics and Technology. He has worked on various policy issues in the areas of foreign economic policy, human resources and innovation.
