PERSETUJUAN ANTARA PEMERINTAH REPUBLIK INDONESIA DAN PEMERINTAH REPUBLIK ANGOLA MENGENAI PEMBEBASAN VISA BAGI PEMEGANG PASPOR DIPLOMATIK ATAU DINAS
Pemerintah Republik Indonesia dan Pemerintah Republik Angola, selanjutnya disebut "Para Pihak";
Mempertimbangkan hubungan baik antara kedua negara dan rakyatnya;
Berkeinginan memperkuat hubungan baiknya dengan memfasilitasi pergerakan pemegang paspor diplomatik atau paspor dinas di wilayah masing-masing Pihak;
Sesuai dengan hukum dan peraturan perundang-undangan yang berlaku di masingmasing negara;
Telah menyetujui hal-hal sebagai berikut:
Pasal1 Tujuan Tujuan dari Persetujuan ini adalah untuk menciptakan kondisi dan menentukan kriteria dimana warga negara dari masing-masing Pihak, pemegang paspor diplomatik atau paspor dinas. tidak diwajibkan untuk memperoleh visa untuk masuk, transit, dan tinggal di wilayah Pihak lain untuk suatu jangka waktu tidak melebihi 30 (tiga puluh) hari dari tanggal masuk.
Pasal2 Jangka Waktu Masa Berlaku Paspor
Jangka waktu masa berlaku paspor diplomatik atau dinas warga negara salah satu Pihak setidaknya 6 (enam) bulan sebelum memasuki wilayah Pihak lainnya.
Pasal3 Visa bagi Anggota Perwakilan Diplomatik atau Perwakilan Konsuler Warga negara salah satu Pihak pemegang paspor diplomatik atau dinas yang sah dan ditugaskan sebagai anggota perwakilan diplomatik atau konsuler di wilayah Pihak lainnya, termasuk anggota keluarganya (istilah "anggota keluarga" mengacu pada suami/istri, anak yang belum menikah dan tidak bekerja di bawah usia 25 tahun, dan orangtua dari pemegang paspor), berkewajiban untuk mendapatkan visa masuk dari kementerian luar negeri Pihak lainnya melalui perwakilan diplomatik atau konsuler, sebelum kedatangan.
Pasa14 Persyaratan Masuk dan Keluar
Pemegang paspor diplomatik atau paspor dinas yang sah dari salah satu Pihak yang dimaksud dalam Persetujuan ini, dapat masuk dan keluar dari wilayah Pihak lainnya, di titik mana pun yang diperbolehkan untuk keperluan tersebut oleh otoritas imigrasi, tanpa pembatasan, kecuali untuk hal-hal yang tertuang dalam persyaratan keamanan , migrasi, bea cukai, kesehatan dan ketentuan lainnya yang dapat diterapkan secara sah kepada pemegang paspor tersebut.
Pasal5 Hak Pihak Berwenang
1. Persetujuan ini tidak membebaskan warga negara salah satu Pihak dari kewajiban untuk menghormati hukum dan peraturan perundang-undangan Pihak lainnya ketika memasuki wilayahnya, termasuk tapi tidak terbatas pada hukum dan peraturan perundang-undangan terkait masuk, tinggal, dan keluar bagi orang asing.
2. Persetujuan ini tidak memengaruhi hukum dan atau peraturan perundangundangan yang berlaku di kedua negara terkait keamanan dalam negeri dan masuk, tinggal, atau pergerakan orang asing.

Para Pihak memiliki hak untuk menolak izin masuk, mempersingkat atau mengakhiri masa tinggal siapapun menurut Pasal 1 Persetujuan ini di wilayahnya, apabila dianggap bahwa orang tersebut tidak diinginkan atau akan menyebabkan gangguan bagi kedamaian, tatanan, kesehatan publik, dan keamanan nasional.
Pasal6 Contoh dan Penerbitan Paspor atau Dokumen Perjalanan
1. Para Pihak saling bertukar contoh paspor diplomatik dan paspor dinasnya yang sah melalui saluran diplomatik, dalam jangka waktu tiga puluh (30) hari setelah penandatanganan Persetujuan ini.
2. Dalam hal terdapat pengenalan paspor diplomatik atau paspor dinas yang baru, serta modifikasi jenis yang telah ada, Para Pihak wajib memberitahukan satu sama lainnya secara tertulis, melalui saluran diplomatik, terkait perubahan dimaksud dan menyampaikan contohnya tidak lebih dari tiga puluh (30) hari sebelum pengenalan resmi.

Dalam hal warga negara dari salah satu Pihak mengalami kehilangan atau kerusakan paspor diplomatik atau paspor dinasnya di wilayah Pihak lainnya, mereka harus segera memberitahukan pihak berwenang di negara penerima melalui perwakilan diplomatik atau perwakilan konsuler negara masing-masing. Perwakilan diplomatik atau perwakilan konsuler tersebut selanjutnya wajib mengeluarkan bagi orang tersebut, sesuai dengan peraturan negaranya, sebuah dokumen untuk kembali ke negara asal.
Pasal7 Penyelesaian Sengketa
Setiap perbedaan atau perselisihan yang timbul dari penafsiran atau pelaksanaan ketentuan Persetujuan ini harus diselesaikan secara damai melalui konsultasi atau perundingan langsung antara Para Pihak.

Dalam hal terdapat pengenalan paspor diplomatik atau paspor dinas yang baru, serta modifikasi dari jenis yang telah ada, para Pihak wajib memberitahukan satu sama lainnya secara tertulis, melalui saluran diplomatik, terkait perubahan dimaksud dan menyampaikan contohnya tidak lebih dari 30 (tiga puluh) hari sebelum pengenalan resmi. 3. Dalam hal warga negara dari salah satu Pihak mengalami kehilangan atau kerusakan paspor diplomatik atau paspor dinasnya di wilayah Pihak lainnya, mereka segera memberitahukan pihak berwenang di negara penerima melalui perwakilan I

Pasal7 Penyelesaian Sengketa
Setiap perbedaan atau perselisihan yang timbul dari penafsiran atau pelaksanaan ketentuan Persetujuan ini akan diselesaikan secara damai melalui konsultasi atau perundingan langsung antara Para Pihak

Pasal8 Peru bah an
Persetujuan ini dapat diubah, jika dipandang perlu, berdasarkan kesepakatan tertulis, melalui saluran diplomatik. Perubahan demikian mulai berlaku pada tanggal diterimanya notifikasi yang mana para Pihak saling memberitahukan terkait selesainya prosedur internal yang diperlukan oleh masing-masing Pihak bagi pemberlakuan perubahan.
Pasal9 Penangguhan
1. Masing-masing Pihak dapat menunda pelaksanaan Persetujuan ini secara keseluruhan maupun sebagian, dengan alasan-alasan tatanan publik, kesehatan publik, keamanan nasional atau karena bencana alam yang serius lainnya. Pemberitahuan, serta pengakhiran ketentuan-ketentuan penangguhan tersebut harus diberitahukan
sebelumnya kepada Pihak lainnya
melalui saluran
diplomatik.
2. Penangguhan Persetujuan ini, secara keseluruhan maupun sebagian, tidak memengaruhi warga negara salah satu Pihak yang memegang paspor diplomatik atau paspor dinas yang sah yang telah diberikan izin masuk dan telah berada di wilayah

Pasal10 Mulai Berlaku, Jangka Waktu, dan Pengakhiran
Persetujuan ini mulai berlaku 30 (tiga puluh) hari setelah tanggal penandatanganan dan berlaku untuk jangka waktu yang tidak ditentukan, kecuali salah satu Pihak memutuskan
untuk
pemberitahuan tertulis
mengakhiri
Persetujuan
ini
dengan
menyampaikan
pada Pihak lainnya, melalui saluran diplomatik, sembilan puluh (90) hari sebelum tanggal pengakhiran.
Sebagai bukti, yang bertanda tangan di bawah ini, diberi kewenangan oleh Pemerintah masing-masing, telah menandatangani Persetujuan ini. Dibuat di Jakarta, pada tanggal Sebelas bulan April tahun Dua Ribu Tujuh Belas, dalam dua rangkap, masing-masing dalam Bahasa Indonesia, Portugis, dan lnggris, semua teks memiliki kekuatan hukum yang sama. Dalam hal terjadi perbedaan interpretasi, teks dalam Bahasa lnggris yang berlaku.

0 presente Acordo tern coma objecto a cria9ao das condi9oes e defini9ao dos criterios nos termos dos quais, os titulares de passaportes diplomaticos e de servi90 estejam isentos da apresenta9ao de vista de entrada, de transito e de estadia no territ6rio da outra Parte, por um periodo nao superior a trinta (30) dias a partir da

ARTIGO 2°
Durac;ao da Validade dos Passaportes Os passaportes diplomaticos e de servi90 dos nacionais de cada uma das Partes devem ter no mi nio seis (6) meses de validade antes de entrarem no territ6rio da outra Parte.
ARTIGO 3°
Visto para os Membros das Missoes Diplomaticas e Consulares Os membros das missoes diplomaticas e consulares incluindo os seus familiares (esposa, esposo e demais dependentes com idade inferior a 25 anos, no estado de solteiro e desempregado no territ6rio da outra Parte, titulares de passaporte diplomaticos e de servi90, devem obter o competente visto de entrada com antecedencia.
ARTIG04°
Condic;oes de Entrada e Safda Os titulares de passaportes diplomaticos e de servi90 validos de cada uma das Partes referidos no presente Acordo podem entrar e sair do territ6rio da outra Parte, a partir de qualquer ponto autorizado pelas autoridades migrat6rias competentes para este efeito, sem qualquer restri9ao, com excep9ao daqueles que tenham restri9oes per razoes de seguran9a, migrat6rias, alfandegarias, sanitarias e outras aplicaveis aos titulares de tais passaportes validos.

ARTIGO 5° Direitos das Autoridades
1. Este Acordo nao isenta os nacionais de cada uma das Partes da obriga9ao pelo respeito das leis e regulamentos da outra Parte sempre que entrar no territ6rio desta, incluindo as leis e regulamentos relacionados
a entrada, estadia e saida de
estra ngei ros.
2. O presente Acordo nao anula as leis e/ou regulamentos dos dois Paises referentes
a seguran9a interna, entrada, estadia e movimento de estrangeiros.
3. As Partes reservam-se ao direito de recusar a entrada, encurtar a dura9ao ou determinar o fim da estadia a qualquer das pessoas referidas no artigo 1° do presente Acordo no seu territ6rio, se considerar tal pessoa perigosa

ARTIGO 6° Emissao de Amostras de Passaportes e Documentos de Viagem
1. As Partes devem trocar amostras dos seus passaportes diplomaticos e de servi90 validos por via diplomatica, no prazo de trinta (30) dias seguintes a assinatura do presente Acordo.
2. A Parte que conceber novos passaportes diplomaticos e de servi90 ou introduzir modifica9aes aos existentes deve remeter uma amostra

No caso dos nacionais de cada uma das Partes extraviar ou danificar os respectivos passaportes diplomaticos e de servi90 no territ6rio da outra Parte, devem informar imediatamente as autondade5 competentes do pais receptor atraves da missao diplomatica ou consular do seu pais. A missao diplomatica ou consular respect!va, em conformidade com a

ARTIGO 7° lnterpreta~ao
e Litigio
Qualquer litfgio ou disputa resultante da interpreta9ao ou implementa9ao do presente Acorda deve ser resolvido amigavelmente atraves de consultas ou negocia9ao directa entre as Partes.
ARTIGO 8° Emendas
O presente Acorda pode ser emendado, em case de necessidade, por mutuo consentimento escrito atraves de canais diplomaticos. As emendas entrarao em vigor na data da recep9ao da notifica9ao de uma das Partes

ARTIG09° Suspensao
1. Cada uma das Partes pode suspender a implementacao do presente Acorda quer por inteiro ou em parte, por razoes de ordem publica, saude publica, seguranca nacicnal ou desastre natural serio. A aplicacao e o termo de tais medidas devem ser informados com
anteced~ncia
a outra Parte atraves dos canais diplomaticos.
2. A suspensao do presente Acorda por inteiro ou em parte, nao afectara os nacionais das Partes titulares de passaportes diplomaticos e de service que ja tenham entrado no territ6rio da outra Parte, coma estipulado pelo Artiga 1° do presente Acorda no ponto referente
a suspensao.
ARTIGO 10°
Entrada em Vigor,
Dura~io
e Termino
0 presente Acordo entra em vigor trinta (30) dias ap6s a data da sua assinatura por tempo indeterminado, a menos que uma das Partes decida denuncia-lo, devendo para o efeito notificar
a outra Parte atraves dos canais diplomaticos com no minima
noventa (90) dias de antecedencia.
EM TESTEMUNHO DO QUE, os plenipotenciarios, devidamente autorizados pelos respectivos Governos, assinam o presente Acorda. Feito em Jakarta, aos Onze Dias de Abril de Dois Mil e Dezassete, em tres (3) exemplares originais, nas llnguas indonesia, portuguesa e inglesa, sendo todos os textos igualmente autenticos. Em caso de qualquer divergencia de interpreta~ao, o texto em ingles prevalecera .

AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF INDONESIA AND THE GOVERNMENT OF THE REPUBLIC OF ANGOLA ON VISA EXEMPTION FOR HOLDERS OF DIPLOMATIC OR SERVICE PASSPORTS
The Government of the Republic of Indonesia and the Government of the Republic of Angola, hereinafter referred to as "the Parties";
Considering the friendly relations between the two countries and peoples;
Desiring to strengthen their friendly relations by facilitating the movement of nationals, holders of diplomatic or service passports in the territories of the Parties;
Pursuant to the prevailing laws and regulations of the respective countries;
Have agreed as follows:
Article 1 Objective The purpose of the present Agreement is to create conditions and define the criteria under which nationals of either Party, holders of valid diplomatic or service passports, shall not be required to obtain visa to enter, transit, and stay in the territory of the
other Party for a period of stay not exceeding 30 (thirty) days from the date of each

Article 2 Duration of Passports Validity The duration of diplomatic or service passports validity of nationals of either Party shall be at least 6 (six) months before entering into the territory of the other Party.
Article 3 Visa for Members of Diplomatic or Consular Missions ·
Nationals of either Party who are holders of valid diplomatic or service passports and assigned as members of diplomatic or consular missions in the territory of the other Party, including their family members (the term "family members" refers to husband/wife, unmarried and unemployed children under the age of 25 years and

dependent parents), shall be required to obtain appropriate entry visa from the I t

ministry of foreign affairs of the other Party through its diplomatic or consular missions, prior to the entry.

Article 4 Entry and Exit Conditions Holders of valid diplomatic or service passports of either Party referred to in this ,,
Agreement, may enter into and depart from the territory of the other Party, at any point authorized for that purpose by the competent immigration authorities, without any restrictions, except for those stipulated in the security, migratory, customs, sanitary, and other provisions which may be legally applicable to holders of such valid passports.

. Article 5 Rights of Authorities 1. This Agreement shall not exempt nationals of either Party from the obligation to respect the laws and regulations of the other Party when entering into its territory, including but not limited to the laws and regulations concerning the entry, stay 1...1
and exit of foreigners. 2. This Agreement does not affect the applicable laws and/or regulations of the two countries relating to internal security and the entry, stay or movement of foreigners. 3. The Parties reserve the rights to refuse admission of entry, shorten the duration or end the stay of any persons referred to in Article 1 of this Agreement in its territory, if it considers that person is found to be undesirable or likely to endanger public peace, public order, public health, national security.
Article 6 Specimen and Issuance of Passports or Travel Documents 1. The Parties shall exchange, the specimen of their valid diplomatic or service passports through diplomatic channels, within thirty (30) days following the signing of this Agreement.
2. In case of introduction of new diplomatic or service passports, as well as modifications of the existing ones, the Parties shall inform each other in writing, through diplomatic channels, about any changes and deliver the specimen not later than thirty (30) days prior to their official introduction. 3. In case of nationals of either Party lose or damage their diplomatic or service passports in the territory of the other Party, they shall immediately inform the competent authorities of the receiving country through diplomatic and consular mission of the country of their nationality. concerned shall issue to the aforementioned persons, in conformity with the legislation of their country, a document for returning to the country of their nationality.
Article 7 Settlement of Dispute Any difference or dispute arising from the interpretation or implementation of the provisions of this Agreement shall be settled amicably through consultations or direct negotiations between the Parties.
Article 8 Amendments This Agreement may be amended, if deemed necessary, by mutual written consent through diplomatic channels. The amendment shall enter into force on the date of receipt of the notification by which the Parties notify the other of the completion of internal procedures necessary for this purpose.
Article 9 Suspension 1. Either Party may suspend the implementation of this Agreement either in whole or in part, with the reasons of public order, public health, national security or other serious natural disasters. The introduction, as well as termination of such measures shall be duly informed to the other Party through diplomatic channels in advance.
2. The suspension of this Agreement in whole or in part, shall not affect nationals of a Party holding valid diplomatic or service passports who have been granted entry into and are already present in the territory of the other Party under Article 1 of this Agreement at the point of suspension.
Article 10 Entry into force, Duration, and Termination
This Agreement shall enter into force thirty (30) days after the date of its signature and shall remain in force for an indefinite period of time, unless either Party decides to terminate this Agreement by giving written notice to the other Party, through diplomatic channels, ninety (90) days prior to the expected termination date.
In witness whereof, the undersigned being duly authorized by their respective
Governments, have signed this Agreement. Done in Jakarta on this eleventh day of April in the year two thousand and seventeen
in two originals, each in the Indonesian, Portuguese, and English languages, all texts being equally authentic. In case of any divergence of interpretation of this Agreement, the English text shall prevail.
