Wat is het probleem?

Iedere organisatie dient zich voortdurend bezig te houden met de vraag welk beleid gevoerd moet worden om de gestelde doelen te bereiken. Het komt echter voor dat deze doelstellingen, ofwel de missie van de organisatie, onvoldoende scherp en operationeel omschreven zijn of dat het beleid, dat met het oog op de doelen gevoerd moet worden, vaag is. Systematische aandacht van het topmanagement voor vraagstukken van middellange en lange-termijnplanning is door een aantal oorzaken niet altijd zo vanzelfsprekend. Hierbij valt te denken aan: ● interne organisatorische problemen die veel tijd en energievergen en de aandacht te zeer op incidenten in plaats van op trends vestigen; ● toenemende onzekerheid en spanning in de ‘omgeving’ van de organisatie; ● toekomstverwachtingen die aan betrouwbaarheid verliezen; ● het simpelweg ontbreken van een methodiek om tot planning over te gaan. 1
O rganisatie INSTRUMENTEN KERNVRAGEN: ● Waarom is het belangrijk om een strategisch plan te maken? ● Welke instrumenten zijn daartoe geschikt? ● Op welke manier is creativiteit bij strategievorming te organiseren? ● Hoe te kiezen tussen strategische alternatieven? ● Welke aangrijpingspunten bevat het Y-model voor u om het succesvol toe te passen? Zowel bij bedrijven als bij non-profit-organisaties zien we steeds weer de terugkerende noodzaak om de eigen strategie te bepalen, bij te stellen of soms zelfs om te gooien. Het is van belang om over een instrument te beschikken dat daarin voorziet. Het instrument moet gemakkelijk te hanteren zijn - ook voor de adviseurs onder u! - en in een variëteit aan organisaties inzetbaar zijn. Het instrument dat wij u voorleggen is gebaseerd op het strategisch Y-model (Brand en Vrakking), dat al zo’n twintig jaar een beproefde methodiek levert op het gebied van strategisch beleid. 1. Wat is strategische planning? Onder strategische planning wordt verstaan: ● het expliciet vaststellen van de doelstellingen van een organisatie ● het aangeven van de wegen waarlangs en ● de voornaamste middelen waarmee de organisatie zal trachten haar doelen te verwezenlijken (Van der Lee, 1981). Het betreft in feite de weg die de organisatie kiest om het door haar gestelde doel te bereiken. 2. Keuze voor dit instrument De literatuur biedt tal van beschouwingen over de manier waarop strategieën bepaald kunnen worden. De meeste van deze beschouwingen blijken nog maar weinig geoperationaliseerd te zijn. Vanuit onze adviespraktijk hadden we sterk de behoefte om een heel concrete aanpak te kunnen volgen en die samen met de managers uit de betreffende organisatie te kunnen toepassen. Na bestudering van de diverse theorieën ontwikkelden we in de zeventiger jaren een model waarin we de meest praktische kernen van andere methodieken logisch bijeenbrachten. Daar voegden we in de loop der jaren nog onze eigen praktijknotities aan toe. Zo kwamen we tot een instrument waarmee ieder zelf aan de slag kan bij het maken of beoordelen van een strategisch plan. 3. Achtergrondinformatie Het inventarisatie-deel Het strategisch Y-model is in de eerste plaats gebaseerd op het inventariseren van een aantal relevante variabelen, zowel buiten als binnen de organisatie. De relevante variabelen voor strategiebepaling zijn, zo blijkt steeds weer: ● de trends die relevant zijn voor de betreffende doelorganisatie; ● het krachtenveld waarbinnen de organisatie zich beweegt (denk aan alle stakeholders); ● de potentiële gebieden waarop de organisatie zich, naast wat ze nu doet, ook nog zou kunnen richten. Verder maken we gebruik van de vaak toegepaste SWOT-analyse (Strong points, Weak points, Opportunities, Threats): de inventarisatie van de sterke en zwakke punten van de organisatie zelf en de verkenning van kansen en bedreigingen die zich in de omgeving voordoen. Heel noodzakelijk vinden wij het om goed na te gaan welke intenties de 2
verantwoordelijke managers zelf hebben ten aanzien van de toekomst van hun organisatie. Steeds opnieuw blijkt dat een zeer belangrijke strategische variabele. Dat kan in de praktijk betekenen dat een manager met te weinig aspiraties naar strategische vernieuwingen het veld moet ruimen voor iemand die wel over die intrinsieke kracht beschikt. Het creatieve deel Vervolgens kan men vanuit deze inventarisatie komen tot het creatieve deel: het ontwikkelen van mogelijke strategieën die na goede afweging uiteindelijk leiden tot het strategisch plan. Dit moet uiteraard heel concreet zijn: wat moet er door wie, wanneer, en met welk budget worden bereikt. Bij dit bepalende deel moet er naast deductie vanuit de vooraf gemaakte inventarisaties natuurlijk ruimte zijn om ook de intuïtie een kans te geven. Daarbij is het van groot belang in te zien dat een goede strategische planning interactieve planning veronderstelt. Zo kunnen mensen, afkomstig uit verschillende niveaus van de organisatie, met hun eigen ervaringen en observaties bijdragen aan de te ontwikkelen strategieën. Het is daarom ook niet verwonderlijk dat dit model vaak de agenda vormde voor strategische workshops. 4. Het instrument zelf Het strategische Y-model heeft, zoals u met enige fantasie aan figuur 1 kunt zien, de vorm van een Y waarin de verschillende bestanddelen van het strategisch planningspad zijn opgenomen. Dit model begint met de inventarisatie van voor uw organisatie belangrijke trends, met wie er allemaal als belanghebbende bijhoort en met het formuleren van het business-gebied dat potentieel bij uw organisatie hoort. Daarna wordt een SWOT-analyse uitgevoerd op basis waarvan TOWS-strategieën worden geformuleerd. Het geheel zal tenslotte uitmonden in een business-plan. 3. potentieel business-gebied

O rganisatie INSTRUMENTEN 5. Hoe te gebruiken? Aan de hand van een voorbeeld van een bedrijf in de consumentenvoedings- en genotmiddelensector laten we zien hoe dit instrument werkt. We nemen daarvoor juist deze sector omdat iedereen zich daarbij gemakkelijk iets kan voorstellen (de gegevens komen uit een aantal werkconferenties met het managementteam van dat bedrijf). We gaan nu in stappen de verschillende elementen uit het Y-model doornemen. ■ Stap 1: Bepaling van de trends in uw business Door een inventarisatie van hetgeen u in uw bedrijfstak waarneemt, ontdekt u de trends in uw business; uiteraard zijn bronnen als Statistische Zakboek, of Macro-Economische Verkenningen en Sociaal Culturele Verkenningen ook goed te gebruiken. ■ Stap 2: Belangen van stakeholders Het bepalen van de belanghebbenden en hun belangen Zonder het systematisch in kaart brengen van de externe en interne belanghebbenden en hun belangen is het niet mogelijk om strategisch te denken. O rganisatie INSTRUMENTEN ■ Stap 3: Het potentiële business-gebied in kaart brengen Bij dit onderdeel gaat u op zoek naar produkt/markt-combinaties die binnen het bereik van uw organisatie liggen. Echter ook niet meer dan dat: u blijft bij uw ‘core business’. Klassiek is het voorbeeld van een organisatie die zich fixeerde op schrijfmachines en niet tijdig besefte in feite tekstverwerkingsapparatuur te leveren, die gebaseerd was op een inmiddels verdwijnende technologie. Bij het vaststellen van uw potentiële business-gebied werkt het effectief om gebruik te maken van diverse creativiteitstechnieken als ● het Lateraal denken, ● de Pluspunten, Minpunten, Interessante Punten (PM-techniek) of ● de Bekijk alle Factoren (BAFtechniek). Ook meer conventionele brainstormsessies bieden bij dit onderdeel uitkomst (voorbeeld box 4).

■ Stap 4: De intenties inventariseren Bij punt 4 op het Y-model staan we stil bij de intenties, die feitelijk leven bij de ‘decision-maker’ van de uit te voeren strategieën - al of niet door hem uitgesproken. Het zal duidelijk zijn dat de intenties anders liggen bij mensen die al een heel leven hebben besteed aan het opbouwen van een bloeiend bedrijf en nu in de laatste fase van hun bewind zijn, dan bij diegenen die nog een flinke tijd hebben te gaan of die zich om andere redenen willen/moeten bewijzen. De eerste groep kan denken: ● hoe krijg ik goede opvolgers ● kan ik misschien het geheel of delen verkopen ● ik ga in ieder geval niet nog eens iets heel nieuws op mijn schouders nemen. 6
De laatste groep kan denken: ● liever vandaag dan morgen de volgende vernieuwing ● hoe kan ik hier een monument voor mezelf oprichten ● enzovoort. Het verschil in intenties is een belangrijke factor bij het strategisch doordenken van de mogelijkheden van de organisatie en zal dus op de een of andere wijze bespreekbaar moeten worden gemaakt. Meestal doen we dit door er tijdens workshops expliciet aandacht aan te besteden. ■ Stap 5 en 6: De SWOT-analyse Bij de SWOT-analyse wordt een lijst van sterke en zwakke punten (Strong points, Weak points) en een lijst met mogelijkheden en bedreigingen (Opportunities en Threats) voor uw organisatie opgesteld. Aan de volgende lijst heeft u misschien enige steun. Voor ons voorbeeldbedrijf in de voedings- en genotmiddelenindustrie, zien we de volgende ‘SWOT’s’ (voorbeeld box 5 tot en met 8): Box 5: Sterke punten S1 S2 S3 S4 S5 S6 S7 S8

■ Stap 7: TOWS-strategieën Bij de TOWS-matrix (de letters SWOT in omgekeerde volgorde ter onderscheiding) gaat het erom de gemaakte SWOT-analyse te benutten voor de ontwikkeling van zogenaamde deelstrategieën (zie figuur 3 op pagina 9).
Het formuleren van TOWS-strategieën dient om te voorkomen dat men uiteindelijk slechts kiest voor één samenhang (bijvoorbeeld eerst wat doen aan de zwakke punten in relatie tot de bedreigingen) en andere velden onvoldoende aandacht geeft.

Welke deelstrategieën zijn uit de genoemde SWOT’s af te leiden? ● Sterke punten en kansen resulteren in SO-strategieën ● Sterke punten en bedreigingen resulteren in ST-strategieën ● Zwakke punten en kansen resulteren in WO-strategieën ● Zwakke punten en bedreigingen resulteren in WT-strategieën. Dit leverde de volgende deelstrategieën op in het hier gebruikte voorbeeld (zie box 9 t/m 12): ● De SO-strategieën, uitgaande van de sterke kanten van de business-eenheid, maken gebruik van de mogelijkheden die worden geboden. De goede reputatie, het al bestaande netwerk van serviceverlening, de eigen R&D als ook de eigen produktiefaciliteiten zet men dan met succes in. Bijvoorbeeld bij het lanceren van een nieuw produkt waar men ruime mogelijkheden voor ziet. Meestal houdt het strategieën maken hierbij op. Door de andere kwadranten net zo door te denken, kan een reeks van strategische activiteiten worden ontworpen en ontwikkeld. ● De WO-strategieën geven antwoord op de geboden mogelijkheden en verkleinen daarbij tegelijkertijd de zwakke punten van de business-eenheid. ● De ST-strategieën maken gebruik van de bedreigingen die in de externe omgeving opdoemen, bijvoorbeeld door diversificatie te zoeken. ● De WT-strategieën tenslotte kunnen bijvoorbeeld leiden tot de verkoop van een bepaalde business-eenheid. Al deze strategieën zijn typische top-centered strategieën en blijken in concrete situaties goed te kunnen worden ingevuld. 9

Als alle deelstrategieën zo beschouwd worden als deze volgens de TOWS-matrix ontwikkeld zijn, kunnen we ze ordenen volgens het concurrentiemodel van Porter (1985). De deelstrategieën zijn dan als volgt te segmenteren: ● ● ● ● ●
gericht op consument/afnemer gericht op de tussenhandel gericht op de directe concurrentie gericht op substitutie-aanbieders gericht op de organisatie zelf.
Door deze segmentering kan duidelijker inzichtelijk worden gemaakt waar de strategische versterking van de onderneming vooral moet worden gevonden. In het voorbeeld zien we dat het betreffende bedrijf de meeste deelstrategieën op de interne organisatie richt. Dat stemt overeen met het feit dat daar ook de meeste innovatie-objecten te vinden zijn.
Natuurlijk kan niet elke deelstrategie worden gerealiseerd. Het zal nodig zijn een nadere afweging te maken: allereerst door scenario’s aan te leggen tegen de mogelijke deelstrategieën en vervolgens de meest kansrijke ervan te beoordelen aan de hand van een reeks resultaat- en invoeringsstrategieën. De scenario’s schetsen de diverse mogelijke ‘toekomsten’ die aan de orde kunnen komen bij de eventuele uitvoering van de deelstrategieën. De scenario’s zijn vooral gerelateerd aan de sociaal-economische ontwikkelingen die bijvoorbeeld de eerstvolgende vijf jaar verwacht kunnen worden.

Figuur 4: Ordening van de deelstrategieën ■ Stap 8: De scenario’s opstellen en in relatie brengen met de deelstrategieën Het verdient aanbeveling om tenminste een optimistisch, een pessimistisch en een ‘alles gaat gewoon door’-scenario aan te nemen en de effecten van de belangrijkste deelstrategieën voor alle drie te bekijken (zie figuur 5). Op de kruispunten van scenario en strategie gaan we na wat de effecten zullen zijn. Zo komen we tot een duidelijk overzicht van de consequenties die verschillende keuzen zouden kunnen hebben. Om de deelstrategieën verder af te wegen gebruiken we een op te stellen lijst van criteria zoals is weergegeven in figuur 6. De uiteindelijke strategische keuze kan worden gemaakt via de inspannings/effect-matrix (zie figuur 7). Daarop kunt u de deelstrategieën die na de criteria-weging overblijven met behulp van plotten onderbrengen. Zo kunt u beoordelen welke deelstrategieën u in ieder geval direct zou kunnen aanpakken, omdat ze een snel rendement voorspellen en uw organisatie meteen een eerste resultaat van uw inspanning tonen.

■ Stap 10: Uw beleidsplan/businessplan uitwerken De strategische keuze wordt thans in hoofdlijnen uitgewerkt. Dit houdt in dat wordt nagegaan wat de strategische verandering betekent voor bijvoorbeeld de specifieke functies van uw organisatie en voor de specifieke geografische gebieden van de door uw organisatie te bedienen cliënten. Op basis van deze uitwerking maakt u dan uw eigenlijke businessplan. Het plan vermeldt doelen, en hoe die moeten worden bereikt: met welke middelen, welke mensen en welke financiering. De onderbouwing van een en ander vindt u in het voorafgaande. 6. Wanneer en waar toe te passen? Met behulp van dit instrument is het mogelijk uitspraken te doen over de doelstelling van de organisatie en de manier waarop die doelstelling bereikt moet worden. Het instrument leent zich ook voor gebruik op lagere niveaus binnen de organisatie. Het kan worden ingezet in: ● ● ● ●
de gehele organisatie aparte divisies of werkmaatschappijen aparte diensten of afdelingen business units
Het belang van het instrument zit in de interactieve toepassingsmogelijkheid. Het instrument is bij uitstek geschikt om te gebruiken bij managementbijeenkomsten en werkconferenties waar de nieuwe strategie aan de orde is. Op lager en middel-management niveau draagt het gebruik van het instrument ertoe bij dat ook het lijnmanagement medeverantwoordelijk is voor het opstellen van het strategisch plan. Het traditionele concept dat het hoger management op basis van haar strategie richtlijnen geeft voor lagere niveaus wordt daarmee doorbroken. Strategisch beleid wordt dus een gezamenlijk actiepunt. Het instrument is ook bij uitstek geschikt om in de ontwerpfase van het strategisch plan te worden gebruikt. Maar het leent zich er bovendien voor om periodiek bij te dragen aan een herbezinning op het organisatiedoel en de middelen. Daarnaast kan men onderdelen van het instrument afzonderlijk van elkaar gebruiken. Zo laten interne en externe belanghebbenden zich in kaart brengen en kan geheel of gedeeltelijk gebruik worden gemaakt van de SWOT-analyse om snel de interne en externe factoren zichtbaar te maken. Verder kan het instrument bijzonder goed dienen als uitgangspunt voor innovatieprojecten. Indien een innovatie berust op een weldoordachte strategie en een daaruit voortvloeiend beleid is de kans van slagen het grootst. Dit instrument is te benutten voor elk type organisatie. Zo zal het binnen de profitsector vaak gebruikt worden om mogelijkheden voor nieuwe produkt-/marktcombinaties te zoeken. Binnen de non-for-profit organisaties is het instrument geschikt voor beleidsvorming. Ook de omvang van de organisaties vormt geen belemmering voor de inzet van het instrument. 15
O rganisatie INSTRUMENTEN 7. Resultaten en follow up U mag als resultaat van dit instrument verwachten dat er een duidelijke strategie in termen van produkten/markten beschikbaar komt. Een strategie waar de managementteamleden achter staan en waarvan zij menen dat implementatie ook werkelijk mogelijk is. Er is immers een duidelijk draagvlak voor verkregen. Over implementatie-follow up kunt u verdere informatie vinden in hoofdstuk 4.2 van het boek Management van organisatie-verandering (zie 10. Literatuursuggesties). 8. Voorbeelden uit de praktijk Inmiddels werkten al tal van organisaties met dit instrument. Een duidelijk praktijkvoorbeeld is in dit katern behandeld. Ook overheidsorganisaties maakten van het Y-model veelvuldig gebruik. Directies van departementen hebben het toegepast op hun beleidsvelden. Ziekenhuisdirecties ontwikkelden hun beleidsplan met behulp van dit model. Zo zijn we ook met medische staven in de weer geweest zijn bij het maken van hun medisch beleidsplan. 9. Verdere tips Natuurlijk blijft een model voor strategiemaken - zoals dit Y-model - een model in ontwikkeling. U kunt mogelijk zelf daarop ook weer variëren of er juist uw eigen ervaringen in opnemen. Met andere woorden: het model impliceert geenszins dat u er dogmatisch aan zou moeten vasthouden. We merken in de praktijk vaak dat andere routes worden bedacht om bepaalde stappen inhoud te geven, die in concrete situaties goed werken.
