VEROUDERING WERELDHANDELSVLOOT BLIJFT AANHOUDEN De veroudering van de wereldhandeisvloot heeft zich ook in het nu bijna afgelopen jaar doorgezet. Men kan daarbij echter niet stellen dat dit is geschied ondanks de vele nieuwbouwcontracten die dit jaar werden afgesloten. Immers, het is een duidelijke zaak dat er tussen het plaatsen van nieuwbouwopdrachten en de afwerking daarvan een bepaalde tijdsduur verstrijkt Dit betekent dus dat de vernieuwing van de vloot pas in de loop der komende jaren in de cijfers tot uitdrukking zal komen. Volgens statistieken van het Ocean Huil C o m m itte e (O H C ) van het Institu te o f U n d e rw rite rs in the Marine Industry (IU M I) zou de hedendaagse situatie, dus veroudering van de handelsvloot, een v e r­ ontrustende on tw ikke lin g zijn. Daarbij w o rd t het m o tie f aangevoerd, dat de kans op calam iteiten in d ire c t verband staat m et de leeftijd van h e t schip. Misschien zou het b e te r zijn om te stellen dat een ongeluk in verband w o rd t gebracht m et de o u der­ dom van het schip, om dat d it verband toch niet altijd aanwezig is. H e t percentage to tai loss in de categorie 10/15 jaar heeft sinds 1984 niet m eer dan 0,25 pet bedra­ gen. V o o r oudere schepen was het hoger. In 1989 lag h e t boven de één pet vo o r schepen van 15/19 jaar. V o o r de w e re ld koopvaardijvloot bedraagt het verliesper­ centage 0,42 pet. In datzelfde jaar maakten schepen van tie n jaar en ouder 63 pet uit van de vloot, maar 83 pet van het aantal totale verliezen. Volgens statistisch materiaal van de IUMI om vatte de w ereldhandelsvloot m edio1990 398 m iljoen b rt, vergeleken m et 4 0 1 mln b rt m e d io -1989. Een vergelijking m et m e d io -1982 is in d it verband interessant: 425 mln b rt. Sindsdien manifesteerde de groei van de overzeese w ereldhandel zich in hoofdzaak in een forse daling van de o p ­ gelegde scheepsruimte. Vandaag de dag is nog slechts 0,73 pet van de v lo o t opgelegd, vergeleken m e t ca. 12 pet in 1982. O o k in het afgelopen jaar was e r sprake van een zich doorzettende daling. V rijw e l o n ve r­ anderd e ch te r bleven de cijfers in verband m e t de tanker- en droge bulktonnage, resp. 134 en 150 m iljoen b rt. De inhoud van de v lo o t van stukgoedschepen - in hoofdzaak containerschepen - beliep 117 mln b rt. W aar men zich in Londense verzekerings­ kringen vooral zorgen o ve r maakt is de zich continuerende veroudering van de vlo ot. Z o is b.v. 29 pet van de schepen g ro ­ te r dan 5.000 b r t tussen de 10 en 15 jaar oud. D e verw achting bestaat dat d it p e r­ centage zal blijven toenem en. M e e r dan 50 pet is tussen de 10 en 20 jaar oud. De oud­ ste categorie, de schepen van m eer dan 20 jaar oud, b e lo op t 12 pet. M in d e r dan 20 SenW S7STE IA A R G A N G N R 12

jaar oud is slechts 37 pet. D e zorgen van assuradeurs zijn dus begrijpelijk. Voornaamste oorzaak van de huidige situa­ tie is, dat de crisis in de scheepvaart in de jaren tachtig e rto e heeft geleid, dat een g ro o t aantal reders nog niet o v e r de no d i­ ge fondsen beschikt om nieuwe schepen in opdracht te geven, m et als consequentie dat ze hun bestaande schepen langer in de vaart laten blijven dan to t aan de grens 15/ 20 jaar, die in scheepvaartkringen als de ge­ bruikelijke w o rd t beschouwd. W elisw aar w erden veel schepen gemoderniseerd, maar in ve rre w e g de meeste gevallen bracht het gebrek aan middelen de reders e rto e om oo k d it u it te stellen, evenals on ­ derhoud en reparaties. De consequenties van deze gedragslijn komen thans u it de cij­ fers naar voren.

W ereldscheepsbouw H oe zal het in het jaar 2000 staan m et de wereldscheepsbouwproduktie? H e t 'Insti­ tu t fü r Seeverkehrsw irtschaft und Logistik ' in Bremen heeft daar onderzoek naar gedaan en een an tw o o rd op deze vraag ge­ form uleerd. In de eerste plaats w o rd t vo o r tenm inste v o o r een periode van nog vijf jaar een v o o rtz e ttin g verw acht van de hui­

dige m arktsituatie. D e o n tw ikkeling in de tw eede helft van de jaren negentig is ech­ te r in zeer sterke mate afhankelijk van de uitbreiding van de nieuw bouw capaciteit in de voornaamste scheepsbouwlanden, van de expansiegraad van de handelsvloot en tevens van het aantal schepen die aan sloopw erven w o rd e n verkocht. V erdere belangrijke feiten in d it verband zijn de ro l van financiële instellingen in hun scheepsnieuw bouw financieringspolitiek en die w elke de overheden in hun subsidiepoli­ tie k zullen spelen. U it een grafiek k o m t naar voren dat de scheepsbouwproduktie v o o r het jaar 2000 w o rd t geschat op z o ’n 15 m iljoen to n , v e r­ geleken m e t ca 13 m iljoen to n in 1990 en ca 17 m iljoen to n in 1995. Daarna zal zich een daling inzetten. De toekom stige vraag naar scheepsruimte is afgeleid van oude tonnage u it de jaren zestig en zeventig die aan sloop to e is. V o o r vrachtschepen maakt de aanvullende vraag die v o o rtk o m t u it de groei van de overzeese handel, slechts 16 pet u it de to ta le vraag naar nieuwbouw. M e t betrekking to t het overzeese ve rvo e r w o rd t verw acht dat d it in de periode 19 8 9 -1995 m et slechts 2 ,1 pet per jaar zal 679

groeien van 3,956 m iljoen to n in 1990 to t 4,403 m iljoen to n in 1995, en in de periode 1995/2000 m et slechts 1,5 pet to t 4,478 m iljoen ton. H e t ve rvo e r van olie- en o lieprod ukten - 1,489 m iljoen to n in 1990 - zal stijgen to t 1,699 m iljoen ton in 2000. In de periode 1989-1995 zal de groei 2 pet bedragen en in de periode 1995-2000 een half percent. H e t ve rvo e r van ertsen, 350 m iljoen to n in 1990, zal in het jaar 2000 niet noemens­ waard zijn veranderd. D at van kolen stijgt van 322 m iljoen to n in 1990 t o t 400 m il­ joen to n in het jaar 2000. Graan g ro e it van 198 m iljoen to n in 1990 t o t 230 m iljoen to n in 2000, en overige lading van 1586 to t 2080 m iljoen ton. H e t container stukgoedve rke e r laat een fractionele daling zien van 169 t o t 168 m iljoen ton. Men zou kunnen stellen dat het te m po waarin lading w o rd t gecontaineriseerd w at vertraagd is.

N ederlandse scheepsbouw

’M a ritim e T ra n s p o rt’ H e t verslag 'M aritim e T ra n sp o rt’ dat de O E C D jaarlijks publiceert, is v o o r de in­ ternationale transpo rtw e re ld fe ite lijk een min o f m eer historisch document, om dat het praktisch alle facetten van het o v e r­ zeese goederenvervoer in de periode van een jaar uitvoerig belicht. De laatste editie heeft betrekking op 1989. Gesteld w o rd t dat de ste rkte op de scheepvaartmarkten zich het gehele jaar d o o r heeft w eten te handhaven, do o rd a t een gunstige econo­ mische o n tw ikke lin g dom ineerde, de overzeese wereldhandel bleef groeien en de opgelegde scheepsruimte t o t een nieuw laag niveau zakte. In d it verslag zijn tw e e speciale studies op­ genomen betreffende de organisatorische en technische veranderingen die zijn aan­ gebracht in de voorspellingstechniek m et betrekking t o t de periode 1990-2005. Overigens behandelt het verslag de gang van zaken in 1989 en in het begin van 1990. H e t ste lt recente ontw ikkelingen tegen­ ove r de achtergrond van trends op langere te rm ijn in de internationale scheepvaart en handel. H e t b e rich t ove r ontw ikkelingen in deze beide sectoren en geeft daarnaast een overzicht van vraag en aanbod van scheepvaartdiensten en vrachtenm arkten. V o o rts belicht het verslag hoogtepunten van de ontw ikkelingen en van de scheepva artp olitiek in de O E C D -lidstaten, hun relaties en zaken m et niet-lidstaten, hun betrokkenheid in scheepvaartactiviteiten binnen de Verenigde Naties, waar belang­ rijk e discussies plaats vonden in een poging om to t overeenstem m ing te komen inzake regels en procedures v o o r een hervatte z ittin g van de U N Reviewed C onference on a Code o f C onduct fo r Liner C onferen­ ces’, en de G A TT-onderhandelingen. Men zal zich herinneren dat vooral de Gedrags­ code vo o r Lijnvaartconferences destijds nogal w a t s to f heeft doen opwaaien in ve r­ band m e t de daarin opgenomen verdeling van de lading. H e t is echter duidelijk dat d it 680

ters, in het bijzonder w aar het tankers be­ tro f. Lijnvaartvrachten waren marginaal hoger, maar in de meeste trades konden d o o r veel lijnvaartrederijen betere resul­ taten w orden behaald, doch m ogelijk niet voldoende om de noodzakelijke nieuwbouwen van d ry en liquid bulk carriers te kunnen rechtvaardigen, zo m eent het v e r­ slag, en w el m et het oog op de om hoog vliegende prijzen v o o r nieuwe schepen. N ie tte m in prevaleerde begin 1990 een ge­ matigd optim ism e m e t betrekking t o t de resultaten in d it jaar.

O m op het verslag te ru g te komen: het af­ gelopen jaar w e rd g ekenm erkt d o o r po­ gingen van lidstaten de concurrentiekracht van hun vloten te versterken om daarmee een eind te maken aan de afneming van de omvang daarvan d o o r overschrijving van schepen naar andere registers. Aanzienlij­ ke pogingen w erden tevens ondernom en om de in tro d u ctie van unilaterale p ro te c ­ tionistische maatregelen te verhinderen om zodoende het liberale en open scheepvaartmarktsysteem te behouden. O v e r het geheel genomen was 1989 een jaar waarin de protectionistische druk op de lijnvaart niet toenam. Feitelijk was de algemene situatie zo, dat sommige o n tw ik ­ kelingslanden in de richting gingen van een m eer liberale scheepvaartpolitiek. H e t lijndienstvervoer nam toe, doch de con­ cu rre n tie tussen de scheepvaartondernemingen, in het bijzonder tussen conferen­ ce- en onafhankelijke diensten - outsiders - bleef fel. Na drie jaar stilstand breidde de w e re ld handelsvloot zich tussen m e d io -1988 en m edio-1989 m et 1,8 pet uit. Volgens h e t verslag w eerspiegelt zich hierin een fe ite ­ lijke stilstand van het slopen van schepen en een opleving van de aflevering van nieu­ w e tonnage, in het bijzonder van olietan­ kers, vloeibaar gastankers en container­ schepen. D e toenem ende verm indering van het verbroken evenw icht tussen vraag en aanbod van scheepsruimte leidde in 1989 t o t het meest w intstgevende jaar vo o r de reders sinds het begin van de jaren tachtig. Tankervrachten waren hoog maar schommelend, te rw ijl die v o o r de droge lading nie t zo hoog waren maar m eer sta­ biel. H e t groeiende v e rtro u w e n in de v e r­ wachtingen op k o rte te rm ijn leidde t o t een g ro te re belangstelling v o o r tijdchar-

’N ieuwsblad T ra n sp o rt’ kwam in novem ­ b e r m et een speciale scheepsbouwbijlage die een duidelijk beeld verschafte van de situatie in Nederland. V o o rz itte r ir. W . J. te r H a rt van de VNSI zei hierin dat hij het w el aandurfde zich te wagen aan een o p ti­ mistische prognose v o o r de komende ja­ ren: 3,25 pet groei op jaarbasis. Hij waar­ schuwde e ch te r v o o r overdreven ve r­ wachtingen. Nederland d o e t het n ie t gek in het kielzog van Europese kop loper Duitsland. U it een onderzoek van de W E SA is naar voren gekomen dat de N e d e r­ landse w erven de meest efficiënte van Eu­ ropa zijn, maar to ch zullen ze geen orders verkrijgen zonder generieke overheids­ steun. Eigenlijk is die steun een s o o rt van virus, w aar w e maar nie t vanaf kunnen ko ­ men. H e t is te n s lo tte een verstoring van h e t marktmechanisme. Maar tijdens de langdurige crisis in de scheepsbouw gaf elk land ordersteun. N u w ille n de meeste lan­ den - Nederland en Denemarken voorop, maar o o k Duitsland - e r vanaf komen.

Maar m et name Italië en Frankrijk zijn er op u it de generieke steun te verhogen. H e t vervelende is dat in Europees verband geen vaste percentages zijn afgesproken, maar een ’plafond’ is ingebouwd en d it han­ te re n de Italianen. Z o n d e r m eer o ve r­ heidssteun afschaffen is tro u w ens m oeilijk, om dat c o n tro le op de naleving bijna ondoeniijk is, aldus de V N S I-v o o rz itte r in ’N ieuwsblad T ra n s p o rt’. D a t Nederlandse w erven de concurrentie aan kunnen b lijk t u it de g ro te opdracht die Van der Giessen-de N o o rd heeft w eten te v e rw e rve n van de Italiaanse overheid v o o r de bouw van vijf veerboten m et een totale SenW 57STE IA A R G A N G N R 12

waarde van ƒ 450 m iljoen. Deze m ooie op­ dracht is afkomstig van Finmare, een doch­ terondernem ing van het Italiaanse staats­ b e d rijf IRI. D e eerste d rie schepen m oeten eind augustus 1992 gereed zijn en de res­ terende tw ee voorjaar 1993.

Scheepsregisters Panama heeft in O ost-E uropa een campag­ ne gelanceerd m et de bedoeling vooral Russische schepen in zijn scheepsregister te krijgen. In de voorm alige Sovjet-Unie zou d it uiteraard onm ogelijk zijn geweest, maar o o k hier maakt de peristrojka het on­ m ogelijke m ogelijk. H ie rb ij m o e t evenwel de kanttekening w o rd e n geplaatst, dat de sociale en economische om w enteling in Oost-Europa, dat zeer geleidelijk van plan­ economie naar de v rije o f open m arkteco­ nomie m o e t leiden, t o t dusver nog maar weinig invloed heeft gehad op de trans­ p o rts e c to r als geheel en dus evenmin op de zeescheepvaart. In d it opzicht is e r nog maar weinig o f geen in itia tie f aan de dag gelegd. H e t is duidelijk dat Panama e r op u it is in O ost-E uropa een nieuwe bron aan te bo­ ren vo o r zijn scheepsregister. H e t zou hier gaan om zo'n 900 t o t duizend schepen, die u it het Panamese registe r zijn geschrapt.

Bovendien w erden e r o o k nog ruim 300 schepen geschrapt die naar een ander register, o n d e r m eer het Liberiaanse, w erden overgeschreven. M et daarnaast zo’n 555 nieuwe inschrijvingen van totaal 4,94 miljoen b rt is het verlies dus al w e e r ruim schoots goed gemaakt.

Panama heeft O ost-E uropa dus fe ite lijk niet nodig om de afboekingen u it scheeps­ register m e t tonnage u it O ost-E uropa te dekken. H e t fe it echter, dat er in to e n e ­ mende mate Russische schepen in het C y ­ priotische register w orden ingeschreven, heeft Panama e r kennelijk de ogen ge­ opend v o o r deze nieuwe m ogelijkheid zijn scheepsregister u it te breiden. Er is echter een tw eede gebeurtenis die Panama daar­ to e aanleiding heeft gegeven. H e t Lib eri­ aanse scheepsregister w o rd t aangevuld d o o rd a t dat van de Marshall-eilanden eraan w o rd t toegevoegd. D e m arketing-activiteiten van het Pana­ mese scheepsregister zijn geconcentreerd in N e w Y o rk. H ie r w e rd onlangs verklaard dat de S ovjet-U nie bereid was schepen in buitenlandse registers o n der te brengen. D it is overigens dus al gebeurd in het geval van Cyprus. H e t b lijk t o o k dat Liberia diep in het k r ijt staat bij de International M aritime O rganization (IM O ), maar be lo oft heeft deze schuld nog d it jaar te zullen af­ doen, maar dat de IM O e r niet al te zeer op re ke n t dat d it inderdaad het geval zal zijn als gevolg van de chaotische toestanden die vandaag de dag in d it land heersen als gevolg van een burgeroorlog. vH k

ASPECTS OF SUBMARINES PART V: ATMOSPHERE-INDEPENDENT PROPULSION* by Prof. dr. ir. E. von den Pol, DIC V . I . Preface

As soon as the submarine had established itself as a sea-going craft with submerged capabilities, the demand arose to prolong the dived intervals. Especially the Germans increasingly felt this need during the second world war1and consequently impressive efforts were undertaken to realize this objective. In doing so, they - again - demonstrated to be highly innovative in the development o f the submarine, as was already touched on in part I o f this serial. In this instalment we will look into these developments, thereby restricting ourselves to applications for conventional submarines, omitting nuclear propulsion and ignoring capacity-improvements o f the traditional lead acid batteries. Nowadays realistic Atmosphere - Independent Propulsion (aip) systems are known in several forms: - the 'W alter' H 20 2 propulsion system1, still used in torpedoes. - a clo se d cy c le system with an in teg ra te d combustion engine (d ie se l, Stirling, g a stu rb in e ) - a battery o f so called fuel cells. V.2. In th e ’W a lte r’ system the hydrogen pe roxide was pumped in a re a cto r vessel w here the decom position was encouraged by the use o f a catalyst (NaMnCX, o r Ca (M n 0 2)2). The resulting h o t steam/oxygen m ix tu re could be used d ire ctly fo r the e x­ pansion in a special gasturbine ( = ’das kalte V erfahren’). Gastem perature at the tu rbine-inlet amounted to ± 450°C at a pressure o f about S 30 at. For submarine application this m ethod is n o t so efficient w hile the produced oxygen remains unused. So an im proved version saw the injection o f sulphur free diesel gasoil in the h o t steam/oxygen m ix tu re re ­ sulting in a com bustion tem perature o f ± 2000° C ( = 'das heisse Verfahren’)2 By an additional injection o f cooling w a te r the gas tem perature could be b rought to a desired level e.g. ± 560°C. In both cases one had the choice o f d ire ctly introducing the gas to the turbine o r using a heat-exchanger w ith a po w e r (steam) tu rb in e in a secondary loop ( = ind ire ct system). N o w it may be recalled th a t a turbine is very sen­ sitive to the level o f back pressure at its ou tlet. tu rb in e -o u tle t should be sufficient to expel the C 0 2 against the seawater pressure. The consequence, how ever, is th a t in­ creasing depth goes to g e th e r w ith de­ creasing tu rb in e pow er. By introducing an exhaustgascompressor driven by the tu r ­ bine this p o w e r decrease can be lessened. By adding a vacuum condensor behind the steam tu rb in e in the secondary (closed cy­ cle) loop o f the in d ire ct system the max­ imum am ount o f tu rb in e -p o w e r can be o b ­ tained, w hile the carbon dioxyde dissolved in condensed w a te r (after the heat-exchanger) in the prim ary loop can be dis­

charged overboard under com bustion pressure. In fig. I such an in d ire ct W a lte r ’ system is shown. Based on ’das heisse Verfahren’ the Germans b u ilt several te s t stands up to 4000 hp, w hile several ’W a lte r’ U -boats w ere used fo r testing under actual sub­ marine conditions in 1944/45. A ll these e ffo rts w e re aimed to realize prim arily the U -b o a t design X X V I W , see fig. 2. This boat w ith a submerged displace­ m ent o\ ± 10000 tonnes, was to be p ro ­ vided w ith a 7500 hp W a lte r installation based on an im proved d ire ct system. A 683

submerged speeds o f more then 20 knots during several hours were realized.

Performances w hich 40 years later are still n o t surpassed by m odern, non-nuclear propelled submarines!

If the German 'Kriegsm arine' authorities had pursued rig h t from the s ta rt the ideas and proposals o f Prof. W a lte r m ore tena­ ciously and m ore over if they had n o t te m ­ porary retarded the developm ent o f the 'W a lte r' boats w ith the derived type X X I, they w ould have been successful in bring­ ing o u t the firs t X X V I W -b o a t (U -4501) to sea. A fte r the w a r the British acquired one o f the type X V II B 'W a lte r' boats (U -1407), w hich became HMS 'M e te o rite ', (see fig. 3 & 4). A fte r extensive tests w ith the 'W a l­ te r ' propulsion system the British A d m ira l­ ty com pleted tw o 'hydrogen-peroxyde' submarines: HMS 'E xp lo re r' and HMS 'Excalibur', see fig. S. N o t only was neither submarine very satis­ factory in service, but at that tim e these developm ents w e re overtaken by the ad­ vent o f nuclear propulsion. In th e sixties the firm 'H ellm uth W a lte r G m b H ' developed a highly im proved 'W a l­ te r ' system based on 'das in d ire kte Verfahren’ w ith w hich the required 3000 hp on the test-stand w e re realized.4 D ue to political and economical develop­ ments there was no fu rth e r continuation, m ore o ve r the re w e re great expectations w ith regard to th e fuel cell, w hich - up till now h ow e ver - have not been fulfilled. 684

The firs t years o f the second w o rld w a r saw in Germany m ore o r less parallel and in co m p e titio n w ith 'das W a lte r Verfahren’ a closed cycle system developm ent w ith the diesel engine as the propulsion source. The idea looks simple: rem ove the excess C 0 2 - a certain percentage should be kept in o rd e r to take ove r the function norm ally exercised by nitrogen - o f the exhaust gas, add oxygen and introduce the result again to the diesel. The sim plicity o f this p rinci­ ple, to g e th e r w ith the fact th a t submarines are already equipped w ith diesels, makes this ra th e r inviting. Fundamental research on such a closed cy­ cle { = 'das Kreislauf Verfahren*) was car­ ried o u t by a team o f specialists, controlled by Professor dr. Kamm, d ire c to r o f the 'Forschungsinstitut fü r Kraftfahrwesen und Fahrzeugm otoren’ at the Technical U niversity Stuttgart. Three com plete closed cycle engine plants o f diffe re n t horsepow er w e re developed,

tested and finished to the p o in t o f being re a d / fo r installation in submarines. The m ost im p o rta n t developm ent concerned the 1500 hp ’Schnellboot' engine o f Daimler-Benz, the MB 502 16 cylinder 4stroke diesel. W ith this engine very suc­ cessful final acceptance tests under closed cycle conditions w e re carried out, after which the system was to be installed in a ’W a lte r’ type X V II U -boat (U-798). The lay-out o f the system is reproduced in fig. 6. The gaseous oxygen was to be stored at 400 at. in steel bottles external to the pressure hull. A fte r the w a r closed cycle developments w ith diesel engines w ere undertaken by several countries, b u t —w ith the exception o f Sweden - n o t continued because o f the nuclear reactor. The developm ents in Sweden, w ith a 8 cylinder 1500 hp fo u r-stro ke diesel engine, how ever, w ere so successful th a t the deci­ sion was reached to m odify six 'U ’class submarines and accordingly to provide them w ith a closed cycle diesel system. It is said th a t some o f these boats had already been cu t through, w hen in the beginning o f the sixties the decision was w ith d ra w n ! It was th ough t at th a t tim e , th a t the fuel cell was the best alternative fo r the con­ ventional diesel-electric submarine. It is in­ teresting to realize that today the Swedish Navy has no fuel cell submarines but is te s t­ ing a closed cycle system w ith a Stirling en­ gine instead o f a diesel. In o rd e r to appreciate b e tte r the proven possibilities o f a diesel closed cycle system, le t us have a closer lo o k at some o f the difficulties one is confronted w ith when developing such a system. W ith a glance at fig. 6 it m ight be obvious th a t the question can be raised how to get rid o f the excess carbon dioxyde5, m o re o ve r the g reater the depth o f the submarine the g re a te r the outside pressure against w hich the C 0 2 is to be discharged and accordingly the needed pumping/compressing p o w e r. In the G e r­ man w o rld w a r 2 system, as is depicted in fig. 6, there was no provision fo r C 0 2 ab­ sorption o r scrubbing, as it was considered th a t at depths below 10 m etres its track was negligible and consequently it was dis­ charged dire ctly overboard. M odern p ro ­ posed m ilitary closed cycle systems h o w ­ ever m ostly comprise a C 0 2 -a b so rb e r in w hich the excess C 0 2 o f the exhaust gases is to be dissolved in seawater a fte r which it is discharged outside. (R D M ) a highly clever, so called 'W a te r Management System’ is used. This system, developed by C o sw o rth En­ gineering (m ore known in relation w ith m o to r racing), takes care o f providing the absorber w ith seawater o f sufficient quan­ tity and pressure to g e th e r w ith the dis­ charging o f the C 0 2 laden seawater. This is schematically depicted in fig. 7a, w hile fig. 7b gives an idea ho w this W a te r Manage­ m ent System’ functions.6 A very good w orkin g -d e scrip tio n is given in ’M aritim e D efence’ (Septem ber ’89)6 and re p ro ­ duced here: 'A schematic arrangem ent o f the com plete closed-cycle diesel system is shown w ith the w a te r management u n it w hich absorbs the exhaust gases and pressure balances th e ir ejection overboard. The in te rco n ­ nected spool valves and chambers w hich transfer then pump w a te r overboard are shown in the tw o positions (Valve position I/Valve position 2) w hich produce the pumping action. Seawater enters the sys­ tem at ambient external pressure - say, 500m /50 bar - and is adm itted to one cy­ linder. The cylinder is then isolated by suit­ able valves and the flo w stopped. A t the same tim e, an identical cylinder has its spool valve positioned to accept lo w pressure w a te r fro m the absorber. Once again; the flo w is stopped by valves, mechanically interlinked to those that op ­ erated on the o th e r cylinder. The flo w is only in te rru p te d fo r a very s h o rt tim e p rio r to the valves allowing the highpressure cylinder to expand and fo r the low-pressure cylinder to pressurise and become a high-pressure w a te r circuit. The flow s are restarted, allow ing clean w a te r to e n te r the absorber. The C 0 2 laden w a­ te r, n o w pressurised above ambient, is dis­ charged to sea. This process is repeated continuously at a rate w hich is determ ined by engine load and hence the C 0 2 produc­ tio n and removal rate. The pressure con­ tro l systems maintain a constant pressure in the exhaust gas c irc u it by varying the flo w o f seawater through the absorber and

w a te r management system, thus rem oving m ore o r less C 0 2. Because it is a push-pull system, it is pressure balanced and only re ­ quires the 15psi o u tp u t o f the pump to overcom e system inertia and fric tio n , re ­ gardless o f th e back pressure ’seen' by the exhaust as it is passed o ve rboard’. This highly elegant system has tw o d ra w ­ backs: because o f the continuous pressure variations it is trem endously noisy and depending on the submarine’s depth shows considerable leakage. A t the RDM the noise problem has already been cleverly and to ta lly eliminated w hile the leakage problem is under study and w ill be taken care of. The n e x t problem is related w ith the m ax­ imum brake effective po w e r o f the diesel. This determ ines the am ount o f C 0 2 which is to be absorbed in the seawater. If an absolute pressure o f ± 2 bar is main­ tained in the absorber nearly 1000 m 3 sea­ w a te r/h r are needed fo r 700 kW e. For the same effective p o w e r the needed seawa­ te r flo w w ill decrease to ± 400 m 3/h r if in the absorber an absolute gas pressure o f 5 bar is maintained. The higher the gas pressure in the ab­ sorber the smaller the am ount o f seawater to be handled by the ’W a te r Management System' and consequently influences its d i­ mensions. But the pressure in the absorber is in firs t instance the exhaust-back pressure fo r the diesel engine and especially in connection w ith a turbo-charged diesel this leads to complications. In this situation a com pressor betw een the exhaust-turbine and the absorber can be tho ught o f in o rd e r to straighten things

out, b u t the installation tends to become com plex and bulky. If one goes fo r a n o t supercharged engine one is anyhow faced w ith the necessity o f an advanced opening o f the exhaust valves, which in firs t instance w ill lead to a loss o f pow er. H o w e ve r it should be realized that the (gas)pressure in the absorber (minus some pressure flo w losses) is at the same tim e the charge pressure during the intake stro ke o f the diesel-cylinders. Popularly stated; the w hole pressure/vol­ ume diagram o f the engine is raised to a higher pressure level w ith o u t significant p o w e r loss. So far so good, but now another problem is ’surfacing’. If n o t taken care o f combus­ tio n pressures may become excessively high, so low ering o f the compression ratio is n o t to be avoided. The engine should remain n o t only o p e r­ able but also a diesel, so under all circum ­ stances the end-compression tem perature should be adequate to cause ignition o f the injected fuel. This poses an under lim it fo r the compression ratio; fu rth e r reductions in (to o ) high com bustion pressures can be obtained in the spreading o u t o f the co m ­ bustion o v e r a g re a te r am ount o f crankangle-degrees. This can be effected a.o. by the use o f a pre-com bustion chamber. As already stated: the end-compression tem perature should satisfy the ignition tem perature o f the fuel. The fo rm e r is determ ined n o t only by the compression ra tio but also by the specific heats at constant pressure and constant volum e o f the gascharge in the cylinders. M ore specifically: th e ir ra tio is im p o rta n t

and because o f th e n itrogen replacement o f norm al air by carbon dioxyde, this ra tio w ill suffer in the negative sense. As a specific heat ra tio im p ro ve r it is ofte n sug­ gested in relevant publications to supply an in e rt gas, e.g. helium o r argon. This does n o t lo o k so d ifficult but how is th e in e rt gas-supply to be regulated during actual closed cycle operation? It has been sug­ gested th a t fo r this purpose a.o. th e cylin­ der pressure during a part o f the com pres­ sion stro k e should be measured. This may be suitable fo r a shore based te s t­ bed and fo r tests o f relative lim ited dura­ tio n , but is definitely unacceptable fo r real submarine operational conditions. In the experience o f the author th e re ex­ ists no sensor, able to m o n ito r reliably the cylinder pressure during long periods o f diesel operation. So one may contem plate and explore o th e r possibilities, leading - under ail op ­ erational circumstances - to a guaranteed ignition. This hypothetical example may serve as an illustration and demonstrates effectively that e.g. o th e r gasmixtures and/or o th e r means are necessary in o rd e r to realize a reliable diesel closed cycle system. H opefully how ever, it may have become clear to the reader that a closed cycle diesel system, n o t withstanding some problems, looks w ell feasible. A fte r all this has already been dem on­ strated by the Germans. A t the R o tte rdamse D ro o g d o k Mij, as already men­ tioned, one is quite active w ith regard to this kind o f submarine propulsion. Fig. 9. & 10. give evidence o f th e ir 150 k W p ro to ty p e , provided w ith the C o sw o rth W a te r Management System, w hile fig. 11.

depicts m ore schematically the com plete lay-out o f the proposed RDM system. The n e xt step in this D utch innovative de­ velopm ent w ill be the installation o f a 700 k W system on board o f th e ir trip le hull submarine ex. H .N eth.M . 'Zeehond', o b ­ tained by the RDM. In Sweden a parallel developm ent uses a Stirling9 engine o f about 100 k W instead o f a diesel. A lthough already installed in a sub­ marine and tested under actual submarine conditions th e re is nevertheless n o t much know n w ith reference to experience so far. It should be stressed th a t although the Stirling p rin cip le has been know n fo r about tw o hundred years the developm ent, especially fo r engines o f considerable p o w ­ er, is e xtre m e ly troublesom e. Besides it is very d ifficu lt to com pete w ith

In o rd e r to dem onstrate the kind o f some o f the possible problems, the au th o r in tro ­ duces a hypothetical gasm ixture in which the nitrogen co ntent is fixed at 5 0 % 7, the oxygen varies betw een 20% and 24%, w hile the rest is carbon dioxyde (all p e r­ centages by volume). In fig. 8 the author has calculated and p lo t­ ted T 2 and p2 as a function o f e, T 2, p { and the mentioned gascomposition. Because o f fluctuations in the functioning o f the C 0 2 absorber - e.g. due t o load changes o f the diesel - the C 0 2 co nten t in the gasflow to th e diesel may increase. This has a negative effect on. y From fig. 8. h o w ever it looks conceivable th a t raising the tem perature o f the gas at the inlet o f the diesel may counter this ef­ fect. (A lso it can be seen th a t a rather high compression ra tio seems to be advan­ tageous). O ne could object th a t the specific volume o f the gascharge o f the cylinders w ill in­ crease and consequently a decrease in diesel-output w ill be the result. This depends a.o. on th e ra tio fuel/oxygen per com bustion under steady state condi­ tions at full load. M ore serious, how ever, is the fact that raising the begin compression pressure pi ( = the exhaust gas pressure minus pressure losses in the absorber, recalling th a t a high gas pressure in the absorber is desirable) introduces easily high end co m ­ pression pressures p 2. th e already w ell established internal com ­ bustion engines. This is p rim a rily due to th e external com bustion, w hich causes loss o f p o w e r - due to fric tio n etc. - before the h o t gases reach the cylinders. For submarine applications the Stirling en­ gine is especially attractive because it radiates less noise (structure as w ell as a ir­ borne) than a diesel. A disadvantage how ever is that fo r a ce r­ tain brake horsepow er it tends to be bulky relative to the developed pow er. A n o th e r possibility fo r a closed cycle sys­ tem is a gasturbine, w hich combines a high p o w e r density w ith a relatively lo w level o f noise. Relative p o o r efficiency at p a rt load, lead­ ing to high oxygen consumption and the related need fo r the highest possible in le t tem pera ture in o rd e r to attain th e best possible efficiency, makes the tu rb in e less attractive. Nevertheless ’M o to re n T urbine U n io n ’ claims the developm ent o f such a gastur­ bine fo r submarine closed cycle operation.

V .4. T h e Fuel cell A fuel cell is an energy c o n v e rto r which converts ’chemical’ energy in to ’e le ctrica l’ energy, the needed reactants are fed con­ tinuously to the cell fro m external storage facilities. The gist o f a fuel cell is that it p ro ­ duces energy d ire ctly in the fo rm o f free electrons at cell-voltage betw een 0.7 V up to 1.0 V depending on the cell-type. Because o f the energy conversion: ’chem i­ cal’ in to 'electrical' energy, the produced p o w e r is n o t lim ited by the C a rn o t e ffi­ ciency. T herefore the efficiency o f a fuel cell lies betw een 50% and 7 0 % .10 Fuel cells may be classified in term s o f w h e th e r the stored reactants are fed d i­ re c tly o r indirectly to the electrodes. In th e fo rm e r the reactants may be e.g. hy­ drogen and oxygen o r methanol and o x y ­ gen. In the la tte r the fuel is to be reform ed in o rd e r to provide hydrogen. Although a variety o f fuels are possible, hydrogen is preferable a.o. because it reacts at any tem perature and opens the way to achieve the highest efficiency. For a fundamental understanding o f the w o rk in g principle w e w ill re s tric t o u r­ selves to a fuel cell using hydrogen as a fuel and oxygen as the o th e r reactant, see fig. 12a. For a H 3 PO4 e le c tro ly te H + ions are freed at the anode and m igrate through the elec­ tro ly te to the cathode w here they react w ith the oxygen to fo rm w a te r. Free elec­ trons become available at the anode and flo w through the e xternal electrical load to the cathode, see fig. 12b.

If one recalls that the demise o f the airship in the 1930’s was mainly because o f the e x ­ plosion risk o f the hydrogen one can ques­ tio n the application o f hydrogen as fuel aboard a submarine. By using metal hydrides o f certain heavy alloys the hydrogen is stored and con­ tained by the ’spongy’ stru ctu re o f such hydrides and is relatively safe. A certain am ount o f energy is needed to dehydrate H 2 fro m the m etal-hydride storage and to evaporate 0 2 from the liquid-oxygen tank. For this purpose the small quantity o f gen­ erated heat o f the fuel cell can be used as the te m perature level o f a hydrogen-oxygen cell is 70°C-80°C. V .5. Concluding rem arks Nowadays the addition o f an atmosphere independent propulsion m odule to a con­ ventional submarine is desired to enhance its submerged capability in its p atrol area. M ore specifically it spares the conventional lead acid b a tte ry - w hich can be ke p t m ore and m ore fo r high speed bursts - and re ­ duces the need to snorke l.13 This differs principally fro m the planned application o f the Germans in W o rld W a r II w ith th e ir ’W a lte r' installation, which was especially meant fo r high, submerged speeds o f extended duration. Summarizing it can be said: 1. A lth oug h the ’W a lte r’ installation has proven to open the way to high sub­ merged speeds, it has never been re li­ able and troub le-fre e . Besides, the national chemical industry should be in a position to produce the needed quantities o f highly concen­ tra te d h 2o 2 2. The present 'State o f the a rt’ o f the fuel cell is such th a t it does n o t now re p re ­ sent a significant, realistic advancement in submarine propulsion. But it seems m ost prom ising and most fittin g especially for submarine applica­ tionI 3. Today the only real and feasible alterna­ tive is the closed cycle diesel installa­ tion. Because o f this last statem ent some e x tra a tte n tio n was given in this instalment to this kind o f propulsion. M o re o ve r it is under developm ent in the N etherlands at the 'Rotterdam se D ro o g d o k M ij’, w hich is another argum ent to dw ell on it a little longer.

ENGINEERING ASPECTS OF FRP IN OCEAN-GOING STRUCTURES* by M r. Harry G. Scholte, Naval Architect Ship Structures Laboratory. Delft University of Technology I. IN T R O D U C T IO N

Over thirty years now fibre reinforced plastics have been applied as a structural m aterial in shipbuilding industry. The applications emphasize a wide range from smaller and larger structural components up to complete ship structures with a lenght over SO meter. So, we may conclude that nowadays composites are accepted as a good alternative for use in shipbuilding industry, especially in case o f large series o f smaller boats or when special requirements o f weight or material properties have to be performed. However, designing and engineering o f FRP-structures is not a simple and uncomplicated activity. The designer must be well aware o f the purposes o f the structure and o f eventual special requirements. A choice has to be made in respect to construction type, production method and materials. Accurate knowledge of the loading conditions is o f great importance. Besides, accurate knowledge of the response o f material and structure under the expected loading conditions is also o f utmost importance for the proper and optimum dimensioning o f the structural components. In this respect it should be realized that the response and ultimate strenght o f the structural members is depending strongly upon the material properties and thus upon the chosen combination and ratio o f reinforcement and matrix, but also upon the production method, the construction type and the mutual influence between them. The same applies to the aspects o f optimum weight and cost. A further examination o f the above mentioned aspects will be focussed primarily on the application ofFRP in the primary structural parts o f seagoing structures. 2. A P P L IC A T IO N S O F FRP IN O C E A N -G O IN G S T R U C T U R E S C om posite materials are applied ever m ore in seagoing structures and appear to be good alternatives fo r m ore convention­ al shipbuilding materials as w ood, aluminium and steel. Plastics are used in o u tfit, equipm ent, auxiliaries, accessories and finishing. Examples are cabin walls, bulkhead and flo o r coverings fo r re frig e r­ ated holds, doors, piping and so on. In sec­ ondary constructions fib re reinforced re ­ sins are applied in hatch covers, funnels, tanks, fairw aters, domes and superstruc­ tures. W ith respect to the application o f co m ­ posites in the prim ary structures fo u r categories o f boats and ships may be distin­ guished.

2.1. Sm all craft Up till now in ship- and boatbuilding indus­ tr y Glass Reinforced Polyester (GRP) is m ost extensively used fo r small craft, espe­ cially in the field o f pleasure boats. A c c o rd ­ ing to the U K N ational Boat Show statis­ tics about 80% o f boat hulls up to 20 m in length are constructed in GRP since the early 1970s. Marine applications, mainly small craft, accounted fo r 13% (120,000 tonnes) o f the to ta l 1983 US production o f reinforced plastics. The success o f GRP in this field, w here w o o d is its main com ­ p e tito r, can be a ttrib u te d to tro u b le -fre e perform ance and lo w maintenance cost re ­ sulting fro m the leak-proof, good resis­ tance against ship-w orm and ease o f repair.

This success is enhanced by the increasing cost o f w o o d and scarcity o f skilled carpen­ ters. Besides, the aspects o f mechanical pro p e rties and w e ig h t are n o t critical.

2.2. Fishing vessels GRP is used fo r the construction o f fishing vessels w o rld w id e b u t especially in Japan w here th e re are about 20 GRP-yards in operation. As o f 1984 the num ber o f GRP fishing vessels in Japan represented 60% o f the to ta l am ount o f registered vessels, in­ cluding some hulls up to 4 5 m length. H o w ­ ever, in Europe steel is still the m ost popu­ lar material and is used fo r all the larger vessels. W oo d e n boats are b u ilt in lim ited numbers and are in some countries still cost com p e titive up to 20 m. In the N etherlands designs have been made fo r all-GRP fishing vessels already in th e early 1960s but as a result o f d iffe re n t causes none o f them has been manufac­ tured. Especially w here many p ro to typ e s o f smaller fishing vessels are suited fo r series production, the cost o f the moulds per un it can be reduced and com posite materials become a good c o m p e tito r fo r o th e r materials. Sandwich panels have the advantage o f having good isolation p ro p e r­ ties. W hereas fishing vessels norm ally are n o t w e ig h t critical, th e re is no need fo r the application o f high strength and expensive reinforcing materials.

2.3. N av al vessels The m ost significant naval application o f fib re -re in fo rce d plastics has been in con­ stru ctio n o f mine countermeasure vessels (M C M V ). N early 25 years ago the British started to examine the use o f GRP to fabri­ cate mine warfare ships. In 1970 a co n tra c t was awarded fo r the co nstruction o f HMS W ilto n , w hich ship was com pleted and

commissioned in 1973. Since then many o th e r countries have designed and ini­ tiated construction o f significant differen t com posite M C M V ’s. In to ta l over 100 M C M V's w ith a length up to 60 m are in service o r under construction (table I). Glass is generally preferred as re in fo rce ­ ment. The main reason fo r em ploying GRP is to achieve lo w magnetic signature in o r ­ de r to avoid unintended activation o f magnetic mines. O th e r materials in use fo r M C M V ’s are w ood, being used by theU nited States and by the Japanese, w hile the Federal Republic o f Germ any has adopted non-magnetic steel. As w ell the choice o f material as the discussion on the type o f stru ctu re may be m ore strongly depending on the specific experience and belief o f the builder and the designer, than on real cost aspects.

2.4. H igh perform ance c raft D uring the last decades much a tte n tio n is given to the developm ent o f fast patrol boats and new types o f ships as Surface Ef­ fe c t Ships, H overcrafts and Catamarans fo r the tra n sp o rt o f passengers. A ll these high perform ance structures are able to de­ velop very high speeds, up to 50 knots, in contrast w ith displacement vessels, these high performance structures are planing ove r the w a te r at increasing speeds. So it is self-evident th a t high strength, lo w w eight material is prefered fo r the construction of these w eight-critical structures. U n til re ­ cently aluminium was the m ost used m ate­ rial, but also fibre reinforced plastics have been applied fo r many years w ith a g ro w ­ ing interest in the application o f hybrid reinforcem ents w here carbon o r kevlar fibres are used in com bination w ith glass.

3. S H IP S T R U C T U R E S Ship structures are large scale, thin walled structures, w hich are composed o u t o f plane and curved plate fields, connected to each o th e r in m ostly orthogonally placed positions (fig. I ). Hull and deck envelop the inner ship space and bear the external load forces, supported by the bulkheads. The bulkheads divide the ship in d iffe re n t co m ­ partments, such as enginerooms and holds, support deck and hull and have to resist the w a te r pressure if one o f the com partm ents w ill be superflooded. The plate fields may be stiffened o r unstiffened. In the design o f these plate fields the follo w in g aspects are to be considered on dimensions, mechani­ cal properties, w eig h t and o r cost: - the m ultilayer m ultim aterial laminate o f the plates; - the stiffening members; - the connection o f stiffeners to plates; - the moulds. The bulkheads norm ally are designed and manufactured as plane plate fields. The hull has fo r the larger part a tw o -d ire ctio n a l

as in breadth d ire ctio n (fig. I ). For the production o f curved plate fields in FRP a production mould is unavoidable. The geom etry, com plexity, strength, w e ig h t and cost o f the m ould are depend­ ing as w ell on g eom etry and dimensions o f the related plate fields as on the choice o f the pro d u ctio n method. The cost o f a mould fo r the production o f the hull may be o f the same o rd e r as the cost o f the hull itself. In norm al practice 3 d iffe re n t types o f structures o r plate fields are distinguished, as it shown in table I.

Nevertheless, this type o f structure is fa ir­ ly simple in design and production, w hile the p ro p e rties o f the single skin structures and th e ir behaviour under loading are know n quite well. The strength o f this type o f stru ctu re under norm al loading is amply sufficient, the stiffness som ewhat less. H o w e ve r a tte n tio n has to be paid to the buckling strength and to shock resist­

ance, especially o f the joints betw een plates and stiffeners. Finishing and equip­ m ent are w e ll to do and also the quality c o n tro l is easy. D espite the simplicity, the manufacture o f this stru ctu re is very laborious, especially w ith respect to the laminating o f the stif­ feners. Besides, the cost o f the mould is o f the same o rd e r as the cost o f the product and so a series pro d u ctio n is required fo r at least 6 to Î 0 ships. curved geom etry due to requirem ents o f ship resistance and propulsion. ticula r preference is given t o the sandwich s tru ctu re by the Scandinavian shipbuilders. A sandwich panel is b u ilt up o f tw o thin FRP laminates, separated by a rather th ic k lo w density core material. In this way low w e igh t and high bending strength and stiff­ ness can be realized in com bination w ith good buckling properties. Stiffeners can be o m itte d o r the num ber o f stiffening m em ­ bers may be reduced significantly. Besides, th e sandwich stru ctu re has very good iso­ lation properties. M o re o ve r the moulding cost can be reduced significantly whereas a simple male-mould o f w ooden lathes w ill be sufficient. A t firs t the sandwich core is placed in posi­ tio n on the mould and covered by the thin o u te r laminate. Secondly the mould is turned around and has to be rem oved after hardening o f the o u te r laminate, w hich has to be supported by a simple frame. A t last the inner skin has to be laminated in posi­ tion. W ith this type o f stru ctu re com paratively tow w e ig ht and cost may be realized. For the production o f larger ship structures handling in turning o ve r the mould may rise some difficulties. In particular the a t­ te n tio n has to be focussed on a rig h t choice o f the core material and a good adhesion o f

skins and core. Besides, it has to be realized that the tensile strength o f the sandwich panel is determ ined only by thickness and pro perties o f the FRP laminates. A lso the joining o f structural com ponents and the attachm ent o f accessories need special at­ te ntio n.

3.3. U n fra m e d monocoque structure The m onocoque o r eggshell structure is quite normal fo r small boats up to about 5 m length. W ith respect to larger ship structures th e m onocoque s tru ctu re is rather uncomm on and is resticted so far to the production o f the Italian M C M V's o f the ’LERICI’ class (table I). The stru ctu re be­ comes very heavy, the m aterial costs are relatively high and the quality co n tro l is d if­ ficult.

3.4. C o rru g ated plate structures The required strength and stiffness in re ­ spect to bending and buckling can be realized also by the application o f c o rru ­ gated plate fields. In this way a large in­ crease o f strength and stiffness can be realized in the dire ctio n o f the stiffeners in com bination w ith com paratively lo w w e ig h t and cost. This principle is n o t un­ com m on in the design o f catamarans and

fast patrol vessels. H ow ever, the applica­ tio n fo r full displacement vessels has been re stricte d so far to the building o f some prototypes. Besides a reduction in strength and stiffness in transverse d ire c­ tion, w hich easily can be compensated fo r by webframes o r transverses, the placing in position o f the bulkheads is giving some troubles. M o re o ve r also the strange and unconventional look results in some ac­ ceptance problems.

4. P R O D U C T IO N M E T H O D S 4.1. H and lay-up The hand lay-up method is still the m ost w idely used fabrication technique adopted

fo r GRP products. In a very simple process the reinforcem ent layers are positioned in a female mould and impregnated w ith re ­ sin. The resin is applied by spraying o r from a bucket and brush and ro lle r and d is tri­ buted o ver the reinforcem ent. A uniform distribution o f the resin o ve r the rein­ forcem ent is im p o rta n t in o rd e r to ensure uniform reinforcem ent/resin ra tio and equal material pro p e rties o ve r the lami­ nate. Also full w e ttin g o f the re in force ­ m ent is required so that no air is en trap­ ped. The specific pro p e rties o f the lami­ nate as density, strength and stiffness are strongly depending on the reinforcem ent material, fibre/resin ra tio and the d istribu­ tio n o f the resin. So the quality o f this in situ fabricated structural material is strongly depending upon the skillness and ded ration o f the w orkm an. The process is v e -, laborious and labour costs are high, especially w ith respect to the production o f smaller components as stiffener and at locations w ith discontinuities o r com plex structures as brackets o r crossings o f stif­ fening members. So the p ro d u ctivity may vary fro m I to 6 kg per manhour. To reduce labour costs and to im prove the quality and equability o f the laminate, mechanised systems are developed. W ith these systems reinforcem ent layers (up to 4000 g/m 2) can be impregnated rapidly in a very accurately co n tro lle d way. In aid o f laminating activities on the hull structure also mechanised adjustable platform s are used, suspended fro m a gantry system over the mould.

4.2. Spray-up Spray-up techniques are used in a much smaller e x te n t than the forem entioned hand lay-up. W ith a spray gun as w ell the resin as s h o rt cut fibre material are sprayed in the mould. The mechanical properties o f such a laminate are rather low , partly due to lo w e r fibre/resin ratios, partly due to the lo w e r strength properties o f the chop­ ped fibre reinforcem ent. Spray-up m ethods are m ostly used on smaller boats and fo r details w here quality requirem ents are less high. The advantage is high produc­ tio n rate, but laminate thickness and glass to resin ra tio are difficult to co ntrol, while also in te rru p tio n in the spraying process can be expected. A n o th e r disadvantage is the high styrene content in the air. The de­ mand fo r lo w e r styrene levels is one o f the reasons fo r a g ro w in g interest in o th e r methods using closed moulds, such as the vacuum injection techniques. 693

4.3. Vacuum assisted resin injection In vacuum injection m oulding the required reinforcem ent is laid dow n in the female o r o u te r mould. O n the inner side the rein­ forcem e nt is covered w ith plastic fo il o r w ith a male o r inner mould. A fte r sealing a vacuum is created and resin sucked in. This technique can be applied as w ell fo r the p ro ductio n o f a single skin stru ctu re as fo r

In case o f a sandwich stru ctu re the combina­ tio n o f materials shall include also a choise fo r the core material. In the final laminate the strength and stiff­ ness w ill be determ ined prim arily by the

It is even possible to manufacture in the same process all stiffening members, fuel tanks and bulkheads. A special liquid (polyester) resin is injected through precisely determ ined injection valves, using the vacuum as the tra n sp o rt medium. The am ount o f liquid resin to be injected has to be know n dow n to a small percentage o f the to ta l volume. The w hole process o f injection and saturation, which takes 24-40 hours has to be subjected to very s tric t tem perature and hum idity con­ tro l. Com pared w ith o th e r open m ould te ch ­ niques the vacuum assisted resin injection m ethod can result in a high quality product. H ow ever, vacuum injection m oulding is a very com plex and expensive technology, w hile a considerable investm ent in skill and expertise is needed fo r good results. A l­ though this technique was lim ited to hulls w ith a length o f about 20 m, recent e x p e ri­ ments by le C om te-H olland bv seemed to justify the expectation th a t the application o f this technique may be extended to hulls w ith a iength up to 40 m and laminate thicknesses o f 20 mm. Nevertheless it should be realized that only one mistake in the w hole process may result in a consid­ erable financial loss. 694

choise o f the reinforcem ents, w hile the in­ fluence o f the environm ental conditions on the behaviour o f m aterial and structure p rim arily depends on the choise o f the re ­ sin. In a sandwich stru ctu re the core m ate­ rial contributes as w e ll d ire ctly to the strength o f the stru ctu re as to the resis­ tance against environm ental influences. A dditionally the bonding o f fibres and resin is o f great im portance, w hich is also the case fo r the bonding o f laminate and core.

5.1. R einforcem ents O v e r the years, glass fibres have proved to be m ost suitable and economic reinforce­ m ent fo r FRP-materials, w ith as the least attra ctive p ro p e rty the rather lo w m o­ dules o f elasticity w hen compared w ith steel and o th e r reinforcem ent fibres. The large extend o f the use o f E-glass fibre is based p rim a rily on its lo w cost and ease o f application in chopped strand mat, w oven roving and unidirectional tape form . Sglass, w ith significantly b e tte r strength properties, is o f less interest fo r large scale applications, due to considerably higher costs. So S-glass w ill be applied only fo r special marine applications, e.g. fo r ballistic p ro te c tio n in warship superstructures. In addition to glass fibres the use o f higher strength fibres as aramid and carbon is in­ creased, although the applications are re ­ stricte d to those structures w here re ­ quirem ents o f high strength and lo w

w eight o ve rrid e the increased costs. Such structures may be structural details o r even the com plete hulls o f fast sailing ves­ sels, racing boats and o th e r lo w w e ight and high speed high perform ance vessels. Be­ cause o f the high costs the high strength fibres are often applied to g e th e r w ith glass fibres in a hybrid form . H ow ever, if the application o f high strength fibres is considered, it should be realized that despite a higher tensile strength o r modulus, the o th e r material p roperties m ight im prove in a less signifi­ cant e x te n t o r even m ight get worse. As a case in p o in t aramid fibres have b e tte r te n ­ sile strength and stiffness, but the co m ­ pression strength is lo w e r than fo r glass fibre. T h e re fo re aramid reinforcem ent is less effective in structures under bending, compression o r buckling conditions. This can be overcom e partially by the use o f carbon fibres. The carbon fib re composites generally e x h ib it fatigue endurance values superior to those o f glass fibre. H ow ever, carbon o r graphite fibres are conducting and there is a possibility o f magnetic signals developing fro m eddy currents in the lami­ nate. So one has to determ ine (fo r a m ine­ sweeper) if this is a real problem fo r an all graphite fibre laminate as w e ll as fo r a glass/ carbon hybrid. A comparison o f re inforcem ent material p roperties and laminate costs is given in tables II and III [3]. H ow ever, the costs in table III re fe r to the solely materials. For a real cost comparison th e fabricated costs should be examined, including the labour and overhead costs as w e ll as the to ta l w e ig h t o r volume needed. The final costs w ill be depending on yard, produ ction m ethod, type o f stru ctu re , etc. The tim e being, steel in general has still the cheapest fabricated costs per tonne but it is much the heaviest. A 40 m hull b uilt in E-glass/ polyester may result in 10 to 15% saving in cost and about 5% in w e ig ht when co m ­ pared to aluminium; the cost saving de ­ pending on th e num ber o f boats in a series. The application o f a hybrid stru ctu re using glass and aramid fibre may result in another 10 to 15% w eight saving, b u t the costs w ill lightly increase.

5.2. M a trix m aterials The unsaturized polyester resins are the m ost used m a trix materials in shipbuilding by reasons o f rather lo w cost and good suitability fo r cold-cure, hand-lay produ c­ tio n methods. For the p ro d uction o f small boats in general the o rth op htalic acidbased resins are applied. U nfortuna tely the styrene emission o f polyester resin is rather high. W hen higher material quality is required as fo r high perform ance stru c­ tures and in the gel coats o f the hulls, p re ­ ference is given to isophtalic polyester, w hich is about I 5% m o re expensive b u t offers a much b e tte r resistance against wa­ te r penetration. popular. A lthough m ore expensive than polyester, the properties are somewhat b e tte r. So is the heat shrinkage during cu r­ ing less than fo r polyester, w hich w ill result in smaller strains and residual stresses at joints o r discontinuities w ith a rather small radius o f curvature. In a much smaller e x te n t phenolic resins are used, particularly w hen a high fire re ­ sistance is required. The mechanical p ro p ­ erties are somewhat lo w e r than the p ro p ­ erties o f polyester and epoxy but they re ­ tain strength up to about 200 °C w ith o u t emission o f smoke o r to x ic fumes in the m ost severe fire. H ow ever, the phenolic resin cures w ith w a te r vapour emission and th e re fo re contains natural microvoids, w hich can then readsorb w a te r fro m the environm ent. A t last the vinyl-esters have to be m en­ tioned, w hich are considerably higher in price than the polyester resins, but they have superior toughness, waterresistance and h e a t-disto rtion tem perature.

5.3. C o re m aterials The prim ary function o f the core material is to connect and support the o u te r and inner strength laminates. For this purpose the core material has to w ithstand the ra th e r lo w lateral pressures and the rather high bending shear forces. End grain balsa w o o d and high density PVC foams are most popular core materials in naval applications. Balsa has the advantage o f a good resistance against high local pressure, w hich is im po rta n t fo r the sup­ p o rt and connection o f accessories. The prop erties o f foams are in general a linear function o f the density, so th a t it is im p o rta n t to realize the optim um relation betw een w eig h t and strength re q u ire ­ ments. o f the vertical movem ents o f the ship hull. For the shell the pressure has to be in ac­ cordance w ith the maximum wave height. The deck structure w ill be calculated fo r a pressure due to the maximum o f green w a te r o r the w eight o f the cargo, m u lti­ plied w ith an allowance fa cto r fo r the v e r­ tical movements. For a bulkhead the max­ imum pressure to resist is when one o f the adjacent com partm ents is filled w ith w a ter due to leakage. In norm al practice the above m entioned w a te r pressure w ill be taken as design loads fo r the determ ination o f the scantling, and transverse strength o f the vessel. An example o f these design loads is given in fig. 7.

U nlike in aerospace structures, the very expensive and lig h t-w e ig h t honeycomb core materials are n o t applied in marine structures.

6. S T R U C T U R A L D E S IG N In structural design the loading conditions, the response o f the stru ctu re and the capa­ b ility are to be know n as accurately as possible. Depending on the accuracy o f this

In addition to w hat is said about the max­ imum loading, i t must be realized that the real w a te r pressure is varying continuously w ith wave height. T herefore also the fa­ tigue strength o f the stru ctu re has to be included in the design procedure. W ith increasing ship length the lon gitud i­ nal strength has to be examined. For this purpose th e maximum longitudinal bend­ ing m om ent has to be determ ined, which can be derived by the m ost unfavourable com bination o f cargo d istribu tion and wave fo rm . N o rm a lly a wave length equal to the length o f the ship is considered to give the largest wave bending mom ent. The corresponding wave height is depend­ ing on th e wave length. The maximum bending m om ent has to be determ ined in upward bending o r hogging position as

6.1. Loading conditions Stresses and strains and thus the required dimensions o f local plate fields and stiffen­ ing members are ruled prim arily by the la­ teral pressure o f the w ater. For the b o ttem s tru c tu re this w ill be the w a te r pressure at maximum draught, m ultiplied w ith an allowance fa c to r fo r the influence

w e ll as in d ow nw ard bending o r sagging position (fig. 8). Depending on the direc­ tio n o f the bending upward o r dow nw ard the resulting stress in deck w ill be tensile o r com pression and in the b o tto m just the opposite, being compression o r tension.

6.2. Design c riteria G enerally m ost o f the calculations and evaluations o f stresses and deform ations in the ship stru ctu re are carried o u t w ith sim­ ple beam and plate formulae, in w hich the 695

m aterial is considered as though it has an isotropic nature. A t a la te r stage in design m ore elaborate stress analysis may be necessary requiring use o f fin ite elem ent analysis. It is im p o rta n t in such an analysis to represent material anisotropy c o rre c t­ ly. Much o f the structural efficiency that can be obtained through the use o f com po­ site materials derives from the fact that the designer can specify the com bination and o rie n ta tio n o f materials that best achieves the desired strength and stiffness. H o w e v­ er, this requires burdensome input on laminate properties, material orie n ta tio n , etc. Today, provision fo r o th o tro p ic mate­ rials is made in all m ajor finite elem ent programs. O ne o f the m ajor design p ro b ­ lems, especially in high perform ance craft, is th a t th ere is no cu rre n tly accepted stru c­ tural design m ethodology th a t tru ly characterizes the materials m ost often used in construction. Nevertheless rules and regulations fo r the construction o f (small) com posite marine structures are available now fro m many classification societies. H ow ever, because o f the ra th e r lo w technology base o f the shipbuilding industry, these rules need to be conservative and are based on E-glass and polyester w ith a ra th e r low glass v o l­ ume. W ith respect to the allowable stres­ ses the fo llo w in g safety factors are norm al­ ly applied since th e early sixties: sh o rt te rm static loads 2 long te rm static loads 4 fatigue loads 6 impact loads 10 In th e determ ination o f the geom etry, di­ mensions, stress and strain successively plate, stiffeners and joints are considered under lateral and in-plane loadings. W ith regards to the bending o f the plates under lateral w a te r pressure, the laminate is considered to be fixed at the location o f stiffeners, w hich are assumed to be fixed o r supported at the o u te r ends. The re ­ sulting stresses may n o t exceed the a llo w ­ able stress, w hile the resulting deflection may not become larger than the plate thickness o r I % o f the span. A dditionally to the bending loads, th e plate fields are examined fo r the in-plane loads, resulting in m ostly non-critical tensile stresses and much m ore critical com pres­ sive o r buckling stresses. Depending on magnitude and o rie n ta tio n o f the resulting calculated stresses the com position and thickness o f the laminate may be changed in an ite ra tive process.

6.3. S tru ctu ral evaluation In th e design o f a FRP stru ctu re much a t­ te n tio n is given to the optim iza tio n o f

com position and dimensioning o f laminate and stiffening members. This is w o rth w h ile then these com ponents are good fo r about 95% o f the to ta l w e ig h t o f the structures. Besides, it is rather easy m odelling and cal­ culating. H ow ever, in practice the bending strength o f plate and stiffener is seldom critical and n e ith e r are th e inplane stresses. O ne o f the weak points in the complicated FRP structures is the debonding phenome­ non betw een the layers o f a laminate due to the ra th e r lo w interlam inar shear and tensile strength. In particular at joints be­ tw e e n the structural components FRP structures are sensitive o f failure as a result o f the com bination o f stress concentra­ tions, bond im perfections and absence o f load-bearing fibres across the bonded in­ terfaces. Local delamination may occur at very lo w loads as is learned fro m static and fatigue testing o f large-scale components. O fte n this early delamination causes a stress relaxation and developm ent o f fu rth e r delamination is strongly slowed do w n o r may stop com pletely. U nder fa­ tigue loading crack initiation o r delamina­ tio n w ill happen after a very small number o f cycles, fo llo w e d by a ra th e r slow crack propagation, resulting sometimes in large areas w ith many delamination cracks. H ow ever, in a final test, the residual strength is nearly the same as the strength o f a stru ctu re w ith o u t fatigue damage. A final rem ark must be made w ith concern to the material properties, as to be used fo r design purposes. The properties o f the basic materials are know n quite w ell. Nevertheless, the pro p e rties o f the co m ­ posite are strongly depending on the skil­ fulness o f the w o rk e r and the p ro p e r p ro ­ duction process and may show large devia­

tions. H ow ever, o f m ore im portance is the fact th a t sometimes the assumed p ro p e r­ ties o f laminates and the pre diction o f the strength o f laminate and structure are based on te st results, w hich may be nonvalid fo r the purpose. This may be due to in c o rre c t te s t procedures. O n the o th e r hand the influence o f laminate thickness and scale-effect is n o t always recognized. H ow ever, notw ithstanding all these im ­ perfections, the FRP composites have shown to be a good alternative as building material fo r ocean going structures, result­ ing in many w ell appreciated all FRP vessels (fig. 9). L ite ra tu re reviews and the state o f the a rt w ith respect to the application o f com po­ site materials in ocean-going structures are presented in the proceedings o f the In­ ternational Ship S tructures Congress (I.S.S.G) [1 ,2 , 3].

KIELLEGGING 4 MAST BARKENTIJN 'STAR CLIPPER' door D. van der W e rf

Op vrijdag I juni 1990 werd feestelijk de kielsectie gelegd voor het eerste van de twee te bouwen zeilende cruiseschepen voorde rederij White Star Clippers NV te Brussel bij de NV Scheepswerven Van Langerbrugge te Gent. Deze w erf is een onderneming van de BSC in België. B ij de kiellegging waren vertegenwoordigers van de pers aanwezig evenals vertegenwoordigers van de BRT en de reisbureaus.

De eerste van de 2 schepen gaat in april 19 9 1 de oversteek maken naar de C aribbean en heeft als v e rtre k - en aankomst-haven St. Maarten m et wekelijkse afvaarten. Tijdens de kiellegging w erden de namen van de schepen bekendgemaakt, h e t e e r­ ste schip heet STAR CLIPPER en het tw eede schip heet STAR FLYER.

Deze antislingertank w o rd t g e bruikt w anneer het schip ten anker ligt. De vo o rste mast is dwars getuigd en de andere masten zijn voorzien van staande zeilen. De zeilen w o rd e n d.m.v. kaapstanders m e t de hand gehesen, de passagiers mogen hierbij hel­ pen. Er is een radio/kaartenkam er w elke een m e te r boven het to p d e k uitsteekt. A c h te r de radio/kaartenkam er op het opendek is een stuurw iel geplaatst m et de nodige nautische apparaten. V o o r het manoeuvreren in havens is e r een stuurstand op het dek boven de b ib lio ­ theek. A lle verblijven, de eetzalen en de pianobar zijn voorzien van airconditioning. The Vasa 46 engine was launched an the market as the really reliable engine. Statements about reliability at that time were based on the design concept, and a number o f technical innovations for maximum reliability were introduced. For a product, whose lifetime is reckoned in decades and the overhaul intervals o f the main components in years, it takes some time to demonstrate that the reliability is really there. Now that the first Vasa 46 installation has been in operation for a short time we can only talk about an interim report. However, the service experience gained so far confirms the validity o f the Vasa 46 reliability concept. Service experience The first Vasa 46 engine, a six-cylinder ve r­ sion, w e n t to sea w ith the M/S Polaris, w hich is a 6300 d w t m ultipurpose ro -ro vessel built by the J. J. Sietas Shipyard in Hamburg fo r the German Schiffahrtsgesellschaft MS O din KG. The vessel carries forest products in liner type service fro m Finland to po rts in France, Spain and Portugal. O n the re tu rn leg she calls at p o rts in southern England to load china clay. The rated o u tp u t o f the engine is 5, 430 k W at 450 rpm , and at normal ser­ vice speed about 80% o f the p o w e r is ab­ sorbed throu gh the CP propeller. A shaft alte rn a to r is also used. D uring the firs t year o f o p eration the en­ gine logged some 5,700 operating hours; the figure is now 7000, D uring the first year the vessel had an availability rate o f 99,6% o f to ta l operating tim e. A lto g e th e r, ope ration during the firs t year has come up to expectations. As this was a p ilo t installa­ tion, modifications and im provem ents have been made, the m ost im p o rta n t o f w hich are the follow ing; - The engine is equipped w ith the W encom m onitoring system, w hich is a very sensitive m o n ito r fo r exhaust valve func­ tio n and o th e r factors as w ell. A fte r only a couple o f months o f operation, channeling in the exhaust valve seat surfaces was re ­ corded by the W encom system. Bearing in mind the superior perform ance o f the e x ­ haust valves o f the o th e r Vasa engines, the Vasa 32 and 22, this was a to ta lly unex­ pected disturbance. H ow ever, the expla­ nation was also very simple; due to a mis­ take the interm ediate deck in the cylinder head had been equipped w ith some e x tra holes, w hich meant th a t m ore than half o f th e cooling w a te r through the cylinder head escaped the w ro n g way. That could easily be co rre cte d and since then the valves have been p erform ing w ell. Thanks to FE analyses it was possible to design a cylinder head w hich maintains its shape when the cylinder head bolts are tightened and th ro u g h o u t the full engine cycle. This is essential to good functioning o f the cylin­ 702

d e r head itself and also contributes to good cylinder lin e r behaviour (figure I ). - The injection equipm ent has caused some disturbances and been subject to modifications. By now the injection equip­ m ent is very reliable. - The original oil system outside the en­ gine was not p ro p e rly supported, which caused some pressure fluctuations. The problem s disappeared a fte r the piping sup­ p o rt was redesigned.

The fo llo w in g observations w e re made: - The com bustion space was generally clean in appearance. - Piston rings and grooves had only small carbon deposits. - The w ear rate on piston ring I was 0.026 mm /1,000 h, indicating a lifetim e exceed­ ing 12,000 hours. Ring II had a w ear rate o f 0.009 m m /1.000 h. - The w ear rate on cylinder line a t ring I T D C was 0 .0 1 1 m m /1,000 h indicating an

Testing The six-cylinder te s t engine in the labora­ to ry has recorded 3200 running hours to date. Most o f the tim e has been spent on reliability testing, because quite a few en­ gines have been sold and reliability is consi­ dered the main issue. A lthough consider­ able money and e ffo rt have been spent on testing, the results have been very undramatic. Basically, it has meant accumuiatSenW 57STE jA A R G A N G N R 12

ing running hours at high loads in o rd e r to gain confidence. The follo w in g com m ents on the behaviour o f the systems which w e re introduced as th e main arguments fo r the engine may be o f interest: - The thick-pad bearing technology has m e t expectations. Special te st w ith m ax­ imum pressures o f up to 220 bar have been perform ed w ith o u t any problem s o r even marks on the bearings. It is th e re fo re o b v i­ ous that the Vasa 46 is equipped w ith bear­ ing technology o f exceptional quality. - The tw in injection system originally in­ troduced was n o t ideal w ith respect to freedom o f op tim ization and adjustment o f behaviour. Therefore, a new version o f the tw in injection system has been developed and is now being tested. This system offers to ta l freedom to determ ine the am ount o f p ilo t fuel and tim ing. This system w ill be­ come standard a fter reliability testing. A l­ though the original system was n o t the ide­ al one, it has confirm ed the original th e o ry o f the tw in injection system fo r a p ro p e r com bustion o f the engine even w ith fuels w ith extrem ely low com bustion qualities. A n o th e r advantage o f the system is th a t it reduces the N O * emissions by some 15% (figure 4). - The S w irlex system has proved to be clearly superior to a normal constantpressure system in m ost installations. O n the o th e r hand, in installations w ith a great deal o f part-load running, such as passenger and ro -ro vessels, the pulse-charging sys-

tern is still p referred. For ocean-going ves­ sels and fo r land-based p o w e r plants the SwirlEx system is ideal. - The antishake technology, which mainly means superelastic mounting o f the en­ gine, has proved to ta lly successful. It is o f course based on a very rigid and stiff engine block, but p a rt o f it is also due to good calculation m ethods and case by case o p ­ tim ization o f the installation. Meanwhile, a dampening system reducing the m ove­ ments during s ta rt and stop has been de­ veloped and can be installed. Such a system could also be used fo r special applications, fo r example on ships w hich have to stand exceptional rolling behaviour in heavy seas.

s/ons. Diesel laboratory (figure 5). The p e rfo r­ mance o f the engine is very com petitive, as Fig. 6 shows. Reliability testing is also the main issue fo r this engine. As the engine offers a great num ber o f cylinders, the situ­ ation is utilized fo r testing o f alternative components, fo r example cylinder liner m aterial and cylinder liner surface tre a t­ m ent methods.

A fte r the present intensive period o f relia­ b ility testing, a period o f tuning up p e r­ formance w ith the aim to fu rth e r reduce fuel consum ption w ill take place. Special a tte n tio n w ill be paid to developm ent o f emission c o n tro l techniques, and gasdiesel technology w ill be applied to the Vasa 46, as it is a very interesting p o w e r plant engine. By the end o f 1990 all cylin­ der numbers fro m 4 to 18 w ill have been designed and m ost o f them w ill also be de­ livered at that tim e. The num ber o f actual installations in operation w ill also increase rapidly during 1990.

O n the sales side, the original target has been considerably exceeded. Mandate: Concern for fabrication and service factors not explicitly accounted for in design and analysis but which affect structural performance. This requires reviews o f material properties and behavioural characteristics together with consideration o f the nature and distributions o f shape imperfections and cracks in ship and offshore structures. The influence o f such factors on material and structural behaviour is to be highlighted. The Technical C o m m itte e III. 3 was estab­ lished during the 6th International Ship Structures Congress held in Hamburg in 1973, as a result o f g ro w in g interest by naval architects o f the effect w hich initial im perfections have on the strength and re ­ liability o f structures. Initially know n by the name ’Fabrication Factors A ffecting Struc­ tural Capability o f Ships and o th e r Marine S tructures’, it has changed to ’Fabrication and Service Factors’, to finally become, in 1985, the C o m m itte e fo r 'M aterial and Fabrication Factors’. Reports by the C o m m itte e 111.3 to the p re ­ vious Congresses w idely covered the ef­ fect o f fabrication upon mechanical p ro p ­ erties o f ship steels, pointing to all d e tri­ mental effects resulting fro m shipyard manufacturing processes, such as cold and h o t bending, welding, etc. This tim e, atten­ tio n o f the C o m m itte e was focused on lately developed new types o f high strength steel, i.e. thermomechanically c o n tro lle d process steels and precipitation strengthened steels, in vie w o f th e ir widening application mainly in offshore, but also in ship, structures. Both steels have an excellent w eldability and tough­ ness, enabling the use o f high p ro d u ctivity w elding processes which cause severe de­ gradation o f toughness in conventional ship steels. H ow e ver, fo r structures sub­ je ct to fatigue loading, fatigue life enhance­ m ent measures may need to be considered in o rd e r to retain appropriate structural reliability. A n attra ctive technique fo r w elding steel in thicknesses o v e r 30 mm has been applied in the marine field, i.e. n arrow gap welding. As th e offshore indus­ tr y moves to deeper waters, requiring th ic k e r structural sections, the application o f n a rro w gap w elding is expected to in­ crease, n o t only fro m a p ro d u c tiv ity point o f view b u t also because n a rro w gap w e ld ­ ing does n o t significantly degrade heat af­ fected zone pro perties o f conventional structural steels and produces lo w residual stress. W h ile no dram atic developm ents have been re p o rte d , th e re has been a gradual increase in the w a te r depth at w hich satisfactory welds can be made. A lthough basic problem s in u n der­ w a te r welding still remain (rapid cooling and hydrogen e m b rittle m e n t), detailed design consideration o f un d e rw a te r w e ld m ent should also be given p ro p e r a tte n ­ tion. Recent progress in these areas is ana­ lysed in C hapter 2, entitled: 'Effect o f fabri­ cation on material pro p e rties’. W elding is the main reason fo r im perfec­ tions in m odern structures w hich d e tri­ m entally influence th e ir behaviour. The im perfections are dealt w ith in quality standards. Lim its fo r th e ir permissible va­ lues given th e re are based on experience and rules o f good workmanship. H ow ever, w ith the in tro d u c tio n o f m ore realistic de­ sign c rite ria (e.g. ultim ate load, fatigue strength), it becomes possible to consider im perfections on a fitness-for-purpose basis. Successful im plem entation o f this idea depends on b oth a b e tte r to o l o f

analysis and m ore realistic assessment o f all kinds o f im perfections, including post­ welding residual stresses. C hapter 3, 'Influ­ ence o f im perfections and residual stresses on the performance o f ship and offshore stru ctu re s’, discusses the progress in this field o f research. Magnitude and distribu­ tio n o f residual stresses may be predicted e ith e r by measurement o r by calculation. H ow ever, even w ith m odern com puting facilities, a rigorous theoretical determ ina­ tio n o f residual stresses is complicated. Simplified theories appear to be suitable fo r com puting residual stresses w ith reasonable accuracy. Since predicting re­ sidual stresses requires th a t interlinked steps o f fabrication must be considered, to reduce the required am ount o f com puta­ tio n the last stages o f the fabrication p ro ­ cess should be considered. Subsequently, the effect o f initial deflections and residual stresses on local yielding, fatigue behaviour and stability, is discussed as w ell as mis­ alignment in w elds and th e ir effect on fa­ tigue strength. Existing shipbuilding quality standards have 705

been w ide ly discussed in the preceding re ­ ports. Remaining areas, such as permissible deform ations o f stiffening members, are fu rth e r evaluated in C hapter 4, ’Analysis o f existing shipbuilding quality standards’, fo l­ low ed by a discussion on c rite ria fo r ship quality standards. Q uality standards fo r submersibles are also analysed, pointing o u t d iffe re n t approaches to the standards, w h e re the load-carrying capacity co rre s­ ponding to maximum depth is the principal c rite rio n w hen fabrication tolerances fo r pressure hull are selected. The im portance o f all kinds o f im perfection tolerances is stressed due to lo w e r safety margins and specific service conditions o f th a t type o f vessel. Analysis o f interactions betw een design of marine structures and th e ir costs o f p ro ­ duction have been frequently advocated during previous Congresses (Fig. I ). Chap­ te r 5, en titled 'C ost effective construc­ tio n ’, discusses re ce n t progress in the cost effectiveness o r p roductio n kindliness o f a design. Effects o f m aterial selection, as w ell as general and detailed design, are p re ­ sented. Material selection has an effect on the lifecycle econom y o f a co nstruction by acquisition, fabrication and maintenance costs. Theoretical calculations on the use o f high strength steels in offshore stru c­ tures show th a t significant w e ig h t reduc­ tions can be obtained by replacing the high strength steel w ith e x tra high strength steel. The increasing use o f e x tra high strength steels raises the need to investi­ gate fu rth e r th e ir effect on pro d u ctio n practices and maintenance costs. G ood e x­ amples o f presented contem porary p ro ­ duction-kind design are the double hull concept o f a tanker, and the unidirectionaily stiffened stru ctu re o f an ice-streng­ thened tanker. H ow e ver, o p tim iza tio n o f a stru ctu re is a com plicated task, because analytical models should p ro p e rly account fo r th e real constraints imposed by p ro ­ duction on the design variables. In this re ­ spect, general p rodu ctio n m e rit factors are needed, w hich w ould make it possible to optim ize the design, taking in to account material and fabrication costs as w ell as maintenance costs. A n effective way to increase ro b o ti­ zation in the shipyard could be to develop structures w hich could facilitate the use o f robots. Since local structural discontinuities have very often been identified as the reason o f failures, C hapter 6, ’Guidance fo r b e tte r detail design’, is devoted to detail design o f ship structures, one o f the effective ways o f solving this problem . Recent damage statistics indicate the decreasing tendency in ship hull failures, w hich is a ttrib u te d to the progress in hull structural analysis, the feedback o f failure analysis and the im ­ proved workm anship during construction. Adequate detail design, based on s tru c tu r­ al analysis and experience, may prevent ini­ tial damages. Finally, after all the analyses o f so many fac­ to rs affecting structural capability and re ­ liability, the feasibility o f the maintenance free concept o f a stru ctu re is analysed in C hapter 7, ’Maintenance free ship and o ff­ shore stru ctu re s’. The adoption o f this type o f design philosophy (Fig. 2) requires a com plete review o f available service data

fo r similar un it types, to identify past p ro b ­ lem areas w hich could influence the design approach adopted. It is necessary to gain an understanding o f the mechanisms which have c o n trib u te d to such failures in p re vi­ ous designs. The firs t stage in developing a design to be maintenance free requires a rigorous analysis o f the stru cture, to iden­ tify critical elements fo r special atte n tio n at detail design and fabrication stages. To ensure adequate fatigue life fo r a m ainte­ nance free services perform ance, atte n ­ tio n m ust be paid te detail design to avoid discontinuities and stress concentrations. F or a stru ctu re to be maintenance fre e in service, the fabrication must be o f the highest possible standard. M aterial selec­ tio n can also significantly influence the e x ­ tended perform ance o f the stru ctu re. If high strength steels are incorporated, and hence higher stress levels accepted, struc­ tural details which w ould be acceptable in a mild steel s tru c tu re m ight n o t necessarily be sufficient. A n o th e r im p o rta n t fa c to r is the co rrosion co n tro l system to be adopted. Economic evaluations should be carried o u t in each case to verify w h e th e r the maintenance free approach is valid and com m ercially practical.

Mandate: Concern with the assessment o f general economic and safety criteria for marine structures and with the development o f appropriate procedures for rational design and maintenance using these principles. Special attention should be given to defining the treatment o f uncertain­ ties affecting structural behaviour. Attention should also be given to safety levels and other matters related to reserve strenght o f the structure beyond component behaviour, until the ultimate capacity is reached as a structural system - for example under accidental or other overload conditions. R eview of content The re p o rt review s c rite ria relating to function and safety o f marine structures and procedures fo r establishing the trade­ offs betw een the various design targets. The 35 1 references, quoted in the 76 page re p o rt, have m ostly been published since the preparation o f the last ISSC re p o rt th ree years ago. C hapter I contains an in tro d u ctio n about general political, economical and o th e r fac­ to rs w hich affect the demand fo r and economy and safety tra d e -o ff marine structures. It is observed th a t the marine technology field faces challenges in im proving the com petitiveness o f marine tra n sp o rt (e.g. through high speed pas­ senger vessels), in increasing the effective­ ness in e xplo itin g offshore hydrocarbons especially in arctic environm ents and deep w aters - and in utilizing the oceans in new ways, e.g. fo r aquaculture and generation o f ocean therm al and wave energy. N e w materials and production techniques are shown to o ffe r new possibilities o f meeting the challenges and hence the design philosophies adopted. The general de­ velopm ent o f to o ls fo r predicting the probabilistic and mechanical behaviour, safety and costs o f marine structures, o b vi­ ously influence the refinem ent possible in design philosophies in a process o f continu­ ous refinem ent. In the present econom ic climate, efficient use o f existing structures, thro u g h conver­ sion and redesign fo r an extended life, is found to be economically attra ctive and technically challenging. C hapter 2 is devoted to a general discus­ sion o f lite ra tu re on design targets relating to marine operations, ease o f fabrication, safety, and m inim um lifecycle costs. Marine operations involve, fo r instance, ship navi­ gation, ballast operations, m ooring opera­ tions, as w ell as inspection and m o n ito rin g relating to structural in te g rity and w a te r tightness, etc. The man-machine tra d e -o ff in operations is identified as a crucial factor in considerations o f econom y and safety. Minim um life-cycle costs in most cases im ­ ply a design strategy based on a scheme fo r detecting and repairing damages and de­ te rio ra tio n . This again necessitates design fo r a certain damage-tolerance and access fo r inspection and repair (Fig. I ). Examples SenW 57STE |A A R G A N G N R 12

to illustrate such strategies are included. The design o f b o tto m -su p p o rte d plat­ form s in deep w a te r may be dictated by installation requirem ents. Much w o rk is still needed in establishing quantitative models and data fo r the various targets, especially relating to th e costs o f fabrica­ tion/installation and operations, including the d ire c t and in d ire ct costs o f damages and failures. This section o f the re p o rt also reviews publications on particular types o f marine structures, such as merchant ves­ sels, naval vessels, submarines and offshore structures. The fo llo w in g tw o chapters focus in m ore detail upon safety criteria. C hapter 3 briefly updates risk assessment and c o n tro l, w hich are increasingly in tro ­ duced fo r an overall safety management o f engineered systems in general and marine ones in particular. The risk m ethodology provides a fra m e w o rk fo r handling the sig­ nificant hazard associated w ith gross hu­ man e rro rs in fabrication and operation. In this connection, quality assurance and con­ tr o l relating to human actions during de­ sign, fabrication and o p e ra tio n and inspec­ tio n /m o n ito rin g o f the structure itself, represent a possibility o f in tervention and hence co n tro l o f this hazard. H ow ever,

m ore inform ation and about the effects o f Q A /Q C procedures on the safety o f stru c­ tures is needed to develop a rational tre a t­ m ent o f human errors. There is a clear trend in developing and ap­ plying structural design checks based on e xp licit lim it states fo r all failure modes w ith a reference to an acceptable risk level, especially fo r new concepts o f marine structures. Damage tolerance crite ria have long since existed fo r check­ ing sinking o r capsizing o f floating stru c­ tures. Analogous c rite ria fo r structural in­ te g rity are being developed, but fu rth e r developm ents considering all relevant hazards and failure modes are needed. Sig­ nificant progress over the last years have been accomplished in appyling risk and re ­ liability analysis m ethods to account fo r the uncertainties in the safety checking o f structural in te g rity. Structural re liability analysis should, in particular, fo rm an in te ­ gral part o f the risk assessment w hen a load-carrying stru ctu re is p a rt o f the actual facility. C hapter 4 reviews recent developm ents in structural re liability w ith an emphasis on the behaviour o f systems under overloads and on the behaviour o f d e te rio ratin g

components. S tructural re lia b ility analysis of com ponent failure modes has reached a stage o f m a tu rity and can be readily applied in rational calibration o f codes, o r case-bycase design studies, to achieve safety levels according to th e targets. H ow ever, guide­ lines (o r standards) fo r re lia b ility and un­ certainty analyses should be developed to ensure consistent practices. Some w o rk is already underw ay in this respect. Despite relatively significant recent efforts, fu rth e r im provem ents o f systems re lia b ility techniques to account fo r m ulti-state co m ­ ponents, force-interaction, m ore general load paths, etc., are needed to make them applicable. A particular challenge is to combine accurate m ethods o f structural and probabilistic analyses to lim it model uncertainties, w hich may invalidate system reliability analyses. M ethods fo r updating the calculated reliability based, fo r in­ stance, on inform ation about survival o f know n loads o r observed damages, have been brought a noticeable step fu rth e r o ve r the last years and provide a useful to o l in treating the effect o f inspection and repair in a probabilistic fram ew ork. The structural behaviour and inspection/ repair procedures are subject to uncer­ tainties and a probabilistic treatm ent, to establish the tra d e -o ff betw een design crite ria and operational actions to c o n tro l a given risk, is beneficial. Special problems, such as co rrosion c o n tro l o f ships and crack c o n tro l o f TLP tethers and LN G tanks, can be trea ted in a probabilistic fra m e w o rk today due to the significant inservice data available and the relative sim ­ plicity o f the problems, respectively. H o w ­ ever, m ore inform ation about the de te cta ­ b ility o f cracks, the occurrence o f damages, and the behaviour and costs o f structures w ith various kinds o f damages and d e te rio -

inform ation are highlighted by including some tu to ria l m aterial, and m odel uncer­ tainties are emphasized. In particular, it is noted th a t codes contain specific inform a­ tio n about strenght, but often only p ro ­ cedures fo r determ ining load effects, im p­ lying significant and variable model uncer­ tainties in the la tte r quantities. W h ile relevant natural phenomena are now fairly w ell described, phenomena influenced by ’random ' human actions such as geom etric fabrication defects w hich affect, fo r example, buckling and fatigue strength and s till-w a te r ship loads need to be fu rth e r elaborated upon. Van een bedienings­ systeem verwacht je pre­ cisie en veiligheid. Dat is precies waarin het HPIOO-bedieningssysteem van Van der Velden optimaal voldoet|De HP100 heeft twee belangrijke voordelen: Het is een proportioneel besturingssysteem voor hydrau­ lische installaties. Er kan dus langzaam of snel mee gestuurd worden. Roerkorrekties kunt u zonder optische waarneming geven. Maar het is ook een bijzonder veilig besturingssysteem. Door de direkte overbruggingsmogelijkheid kan er bij sto­ ring in de elektrische stuurklep, direkt worden doorge­ stuurd op een hand-hydraulische bediening. Kombineert u de HP100 namelijk met een zelfregelende hydropomp, dan wordt de olietoe­ voer onder kontrole gebracht. En wanneer u niet stuurt, gebruikt het systeem geen olie. De HP100 is eenvoudig te bedienen en geschikt voor elke automatische piloot Hij vraagt weinig onderhoud en is geluidsarm. De HP100 kan ook in losse units geleverd worden, zodat bij het installeren aanpassing in uw stuurhuispaneel geen probleem is. Van der Velden, in Krimpen aan de Lek, vervaardigt onderhoudt en repareert al meer dan 25 jaar scheeps­ apparatuur. Zij richt zich daarbij op het betere produkt en de betere service. De eerste stuurman, G. Sarafopoulos, zou van d it oponthoud gebruik maken naar Griekenland te reizen en daar te tro u w e n . In die tijd was e r in Griekenland nogal w a t politieke onrust. De Koning was het land uitgezet en de kolonels hadden juist het bewind in handen genomen. De stuurman was bevreesd dat hij, één­ maal in Griekenland gearriveerd, niet m eer tijdig terug zou kunnen keren naar zijn schip. Hij lie t daarom zijn verlo o fd e (vergezeld van haar vader) naar N ederland komen, teneinde in de G rie ks-O rth o d o x e k e rk te R otterdam te kunnen tro u w e n .

Volgens de Nederlandse w e t mogen bui­ tenlanders hier pas tro u w e n als zij m in­ stens vie r w eken in Nederland verblijven. Daar het schip slechts 14 dagen bleef, was d it dus onm ogelijk. D e p rie ste r Maximis Mastichis besloot toen maar het h u w e lijk m e t zijn vele cere­ monieën aan b o o rd te doen plaatsvinden, daar het schip, eigendom van een Griekse reder, als buitenland beschouwd kon w orden. Na de huwelijksplechtigheid had ik een in­ teressant gesprek m et de heer Mastichis. H ij vertelde o n der meer, dat hij ressor­ teerde o n der de bisschop van Bonn en dat de officiële docum enten o ve r een dag o f tien u it Bonn zouden komen. H e t schip zou binnen enkele dagen ve r­

trekken. Aangezien de nieuwe echtgenote m et haar man méé zou varen, leek het mij juist, dat zij to ch enig bewijs hadden, dat hun huw elijk was ve rtro kke n . Vandaar h e t Provisional Marriage C e rtifi­ cate. Enkele jaren daarna zijn de heer en mevr. Sarafopoulos m et hun d o c h te rtje ons thuis in R otterdam kom en opzoeken. Z ij waren erg ’happy’ en de heer Sarafopoulos, in­ middels gezagvoerder gew orden, ve r­ klaarde daarbij, dat hij de enige gezagvoer­ der te r w ereld was, die een huw elijkscertificaat had. al is het dan maar ’provisional’ afgegeven d o o r een surveyor. P.S. Enige jaren geleden is de heer Maximis Mastichis benoemd to t bisschop in Bonn.

MEER VERVOER OVER ZEE De KHV vindt dat de overheid te weinig kijkt naar de milieuvriendelijke kustvaart D e 10 m iljard ton W esteuropees vervoer bestaat overw egend u it nationaal w egver­ vo e r o ve r k o rte afstanden. D e zeevaart k o m t op de tw eede plaats m et een aandeel van 12%. D at aandeel stijgt volgens het MERC to t 54% indien w ij alleen kijken naar het internationaal ve rvo e r van 1200 mln ton. Die lading bestaat u it 350 mln to n olie en andere vloeibare lading en een kle i­ ne 300 mln to n aan droge bulk en stuk­ goed. Binnen de EG w o rd t ve rd e r zo’n 225 mln to n nationaal o ve r zee vervoerd. Lang niet al die lading gaat m e t de Kleine Han­ delsvaart (K H V ). Er zijn immers gro te v e r­ voersstrom en van ruw e olie, graan, steen­ kolen, ijzererts, fosfaat, enz. die o ve r het algemeen - o o k binnen W e s t Europa m et g ro te schepen gaan. D it te meer daar de cijfers inclusief het ve rvo e r o ve r de Middellandse Zee zijn, dus o o k dat van en naar N o o rd A frika. De Europese regeringen w illen nu de groei bij het w egvervoer afremmen, v o o r­ namelijk d o o r m eer lading naar het spoor o ve r te hevelen. Z ij zijn bereid daarvoor m iljarden in de infrastructuur van de spoorw egen te stoppen. De K H V en de binnenvaart vinden dat een boel geld. Z ij vrezen straks gesubsidieerde en dus o n ­ eerlijke concurre ntie te zullen krijgen van h e t spoor. Bovendien stellen zij dat v e r­ vo e r per schip n ie t alleen m inder investe­ ringen verlangt, maar dat het bovendien m ilieuvriend elijke r is. Regeringen m oeten dus ook de K H V en de binnenvaart de hel­ pende hand toereiken. Maar dat lu kt alleen w anneer men beschikt o ve r een krachtige en eensgezinde Europese lobby om de ei­ gen belangen o p Europees niveau te ve r­ dedigen. D e K H V realiseert zich dat, zodat reeds vo rig jaar een eerste S hort Sea Europe congres w e rd gehouden, gevolgd d o o r een tw eede in o k to b e r 1990. Daarbij is n ie t alleen te r sprake gekomen w a t o v e r­ heden v o o r de K H V kunnen doen, maar is o o k de hand in eigen boezem gestoken. O p het eerste congres kwam reeds te r sprake dat de K H V zelf de volgende p ro ­ blemen m o e t oplossen, namelijk: — onvoldoende publicite it, w a ardoor noch de verladers, noch de overheid vaak w e ten w a t de K H V kan bieden: - een ondoorzichtige vrachtenm arkt, wat verladers ervan kan w eerhouden van de kustvaart g ebruik te maken en w aardoor overheden niet w eten w a t e r zich w e rk e ­ lijk afspeelt; 712

- gebrekkige samenwerking, in het bij­ zonder bij het fo rm uleren van Europese redersstandpunten ten aanzien van zaken als liberalisatie, harmonisatie en deregule­ ring. O p het in o k to b e r gehouden congres voegde de heer Straus, v o o rz itte r van de V N R K , daar nog aan to e dat de scheep­ vaart te weinig dire cte contacten heeft m et de verladers. H e t spoor- en w egver­ vo e r gebruiken agressieve, d ire c t op de klant gerichte m arketing methodes; de K H V b lijft de traditionele makelaar tro u w . D a t is tam elijk z w a rt/w it gesteld. H e t geldt inderdaad v o o r de algemene vracht­ vaart waarin Nederlandse reders excelle­ ren. De veerdiensten hebben namelijk w el rechtstreekse contacten m et hun klanten; de w egvervoerders, de expediteurs en de verladers m et eigen vervoer. D at is v o l­ doende v o o r de k o rte oversteken van En­ geland en Scandinavië naar het C ontinent. De concurrentie bestaat daar u it het ove r­ halen van de w e g ve rvo e rd e r een w a t lan­ ger tra je ct o ve r zee te kiezen; R otterdam / Felixstow e in plaats van Calais/Dover. De K H V w il evenwel m eer en dan is het lo ­ gisch te denken aan langere trajecten, zoals van Bilbao naar R otterdam en G othenburg. D ergelijke trajecten zijn v o o r de w e g ve rvo e rd e r niet interessant, om dat e r dan maar een klein stukje v o o r hem o v e r­ b lijft. Daar kan hij geen geld mee ve r­ dienen. D e overheid stim u le e rt dergelijk zeevervoer evenmin, w a t w el g ebeurt bij gecombineerd w eg/spoorvervoer. De re ­ d e r m o e t dus bij de verlader te re c h t indien hij bijvoorbeeld stukgoed van Zw eden naar Spanje w il vervoeren. D ie verlangt evenwel huis/huis vervoer, zoals de vracht­ wagen hem reeds biedt. V o o r de re d e r is directe klantbenadering alleen dus niet voldoende; hij m o e t o o k geïntegreerd en regelm atig ve rvo e r t o t aan de binnenland­ se bestemming kunnen aanbieden. Naast schepen en lading m o e t de reder o v e r havens kunnen beschikken. V o o r een regelmatige vrachtdienst is dat meestal niet zo’n probleem . Vele havens zijn bereid RoRo- o f Containerterm inals beschikbaar te stellen en te investeren in de algemene vrachtvaart. D ie is afhankelijk van facilitei­ ten van overheden, afschepers o f ontvan­ gers van lading. Vaak schort daar het een en ander aan. Er is congestie, de laad- en losinstallaties hebben onvoldoende capaci­ te it, inklarings- en douaneprocedures v e r­

lopen traag, de mogelijkheden v o o r het maken van o v e rw e rk zijn b e p e rkt o f alleen tegen hoge kosten verkrijgbaar, enz. Daar zouden de reders gezamenlijk m eer aan kunnen doen. Bij particuliere term inals is h et bijvoorbeeld n u ttig om , indien overleg o ver b e tere faciliteiten geen resultaat o p ­ levert, de vergoedingen v o o r despatch en demurrage te kunnen verhogen. Bij o ve r­ heden w e rk t dat meestal niet. Daar m oet men m et goede argum enten aankomen en langdurig lobbyen om h e t verze t van de vele gevestigde belangen te doorbreken. Een voorbeeld daarvan bieden de Engelse havens. H oe lang heeft het niet geduurd vo o rd a t de overheid de stap aandurfde het National Doek Labour Scheme op te hef­ fen. N u is de privatisering van de T rust havens aan de beurt. D ientengevolge kun­ nen vele kleine havens w e e r aan hun to e ­ kom st w erken. Particulieren zijn opnieuw bereid in de Engelse havens te investeren. De Italiaanse havens blijven daarentegen traag en duur wegens slecht overheidsbeheer gecom bineerd m et een vakbondsmonopolie. Indien de reders een verbetering w illen bereiken, zullen zij niet alleen m et de havenbeheerders, douane en vakbon­ den te maken krijgen maar o o k m et de g ro te weglobby. D ie heeft een aandeel van ongeveer 85% in het Italiaanse vervoer, w e lk aandeel niet v o e tsto o ts prijsgegeven zal w orden. O o k de Rotterdamse haven en Nederlandse w egvervoerders p ro fite re n van de slechte reputatie van de Italiaanse havens. De Nederlandse overheid vindt dat allang best, indien de w egvervoerders maar beloven zoveel m ogelijk van die Itali­ aanse lading per spoor te vervoeren. De Nederlandse K H V kan aan deze situatie w einig veranderen. Een verenigde E uro­ pese kustvaart m et de Italianen v o o ro p kan misschien op den duur een langzame v e r­ betering bereiken. Een zaak waar de o v e r­ heid w e l w a t aan kan doen, is de vrijm aking van de nationale vaart - de cabotage - en de harmonisatie van de regelgeving in de scheepvaart ten aanzien van technische za­ ken, bemanningssterkte, belastingen, soci­ ale w e tte n , enz. Een ongelukkige omstan­ digheid daarbij is dat de Europese C o m ­ missie m et het Euros-register harmonisa­ tie en het gevoelige o n d e rw e rp van de ca­ botage heeft samengevoegd. M evr. Sm itKroes, die man en paard d u rft te noemen maar zo charmant dat niemand boos kan w orden, stelde op het congres S hort Sea Europe reeds v o o r het E uros-register maar helemaal o v e rb o o rd te zetten. Maar w a t dan wel, b lijft de vraag. M evr. SmitKroes heeft daarover al de nodige ideeën. Maar u ite in de lijk zullen o o k de Europese redersorganisaties m et gezamenlijke standpunten m oeten komen, w illen zij eni­ ge voortgang in de goede richting boeken. Aluminium als «instructiemateriaal in de scheepsbouw De Nederlandse scheepsbouw-ontwerper en constructeur is van huis u it een constructeur in staal. H ij kan m et d it materiaal lezen en schrijven. The test serie was aimed at identifying the load-transfer and failure mechanisms involved. The results indicate th a t certain failure modes used to derive strength expressions in some codes are post-failure phenomena and are n o t the prim ary failure mechanism. It is also o b ­ served th a t failure o f the connection is as­ sociated w ith hoop yielding o f the pile, leading to a sudden d ro p in confining stress. The paper describes part o f a typical safety assessment carried o u t on a conceptual floating production unit (FPU) used to e x­ p lo it a marginal offshore field. A formalised risk analysis is the basic approach used in the assessment. Hazardous events affect­ ing the operation o f the facility are iden­ tifie d and examples o f the approach used in quantifying th e ir frequency o f occurrence and consequences are given. The overall risks are presented in term s o f possible percentage damage fo r specified area, oil p o llu tio n and loss o f life. This type o f as­ sessment could be made part o f a form al safety assessment such as th a t currently under consideration fo r offshore installa­ tions by the D e p a rtm e nt o f Energy. Practi­ cal results w e re obtained, w hich identified the main hazards threatening particular parts o f the FPU design. Based on the success o f these tw o meetings, the T h ird Internation­ al C onference is being organised by the C om putational Mechanics Institute and the meeting w ill take place in Florida, USA during 15 - 17 January 1991. Ge­ vraagd w o rd t naar een a rtike l dat bij v o o r­ beeld de economisch/technologische m a rkto n tw ikke lin g e n behandelt bij de tan­ ker-, droge bulk- o f lijnvaart o f bij een van de gespecialiseerde deelm arkten. De auteur kan o o k onderw erpen kiezen als scheepvaartpolitiek, scheepsfinanciering, containerlogistiek, zeemilieu, de m ari­ tie m e offshore, enz. Eigenlijk alleen de vis­ serij — w eliswaar een typische N ederland­ se m aritiem e a c tiv ite it - k o m t nie t in aan­ m erking. De prijs is uitgeloofd d o o r Menso de Jong, de auteur van M aritiem e Recensies, een reeds 15 jaar bestaande uitgave van het M a ritie m Economisch Research C e n tru m (M ERC) in opdracht van de Stichting C o ö rd in a tie M aritiem O nderzoek (C M O ) te R otterdam . M et d it tijd s c h rift tra ch t C M O de lezers te inform eren o v e r de internationale ontw ikkelingen op m ari­ tie m gebied. Z o is besproken w a t het ef­ fe ct zal zijn van allerlei milieuregels v o o r de scheepvaart, w a t de crisis in het Midden-O osten kan betekenen v o o r het v e r­ v o e r en de tonnagebalans. N ieuw e v o o r­ stellen, zoals die v o o r een Europees scheepsregister o f v o o r beheersing van de scheepsbouwsubsidies, w o rd e n kritisch bekeken. In het meest recente num m er is o.a. aan­ dacht gegeven aan de m a rkt v o o r snelle veerb o te n , zoals de surface piercing cata­ marans o f kliefkatten, een bij v o o rk e u r d o o r de auteur geb ru ikte Nederlandse be­ naming. D a t num m er bespreekt tevens de Europese tra n s p o rtm a rk t m et een v e r­ v o e r van 25 m iljard to n lading per jaar en de mogelijkheden v o o r de kleine handels­ vaart om daarin een g ro te r aandeel te v e r­ krijgen. O o k de vo o ru itzich te n op langere te rm ijn krijgen ruimschoots aandacht. Reeds in

1988 stond Menso de Jong bij voorbeeld sceptisch tegenover de vele prognoses van een blijvend lage olieprijs o p grond van het veronderstelde redelijke gedrag van de Arabische landen. H e t idee van de prijs v o o r een artikel is ten dele een nieuwe vo rm van personeelswerving. Menso de Jong, die in 19 9 1 64 jaar zal w orden, h o o p t namelijk via de prijsvraag in contact te kom en m et auteurs die vaker een a rtike l w illen schrijven v o o r M ari­ tiem e Recensies m e t u ite in delijk de moge­ lijkheid d it w e rk geheel van hem o ve r te nemen. H e t a rtike l van de winnaar van de prijs zal daarom w orden opgenomen in M aritiem e Recensies. Reders, scheepsbouwers en ambtenaren van V e rke e r en W aterstaat en Economi­ sche Zaken behoren t o t de lezerskring van M aritiem e Recensies. U it die lezerskring is de deskundige jury gevorm d. Golfcrisis van invloed op overslag R o tterd a m in derde k w arta al 1990 De overslag in de Rotterdam se haven was in het derde kwartaal van 1990 m et 70,8 m iljoen to n matig. V o rig jaar was de o ve r­ slag nog 73 m t. D e daling is vooral in de maand septem ber ontstaan. D it b lijk t u it de voorlopige cijfers van het G em eentelijk H avenbedrijf R otterdam . Deze teruggang w o rd t m et name v e ro o r­ zaakt d o o r de daling in de aanvoer van aardolieprodukten m et 21% t o t 4,5 mt. Bovendien nam de to ta le stukgoedoverslag in de Rotterdam se haven af m e t 4% t o t 14 m t. D it verlies is weliswaar vo o r een g ro o t deel to e te schrijven aan de af­ voer, maar o o k de aanvoer daalde m et 2,5% t o t 7 mt. D e aanvoer van ru w e olie in R otterdam lag in het derde kwartaal m et 20,8 m t iets bo­ ven de aanvoer in het overeenkom stige kwartaal van h e t vo rig jaar. De oorzaak van de verm inderde aanvoer van aardolieprodukten is het handelsem­ bargo tegen K oe w e it. O o k raffïnageproblemen in de Russische aardolie-industrie zijn van invloed op de aanvoer. k o m t m et name d o o r de verslechterde economische situatie. Bovendien heeft de afvoer ove r zee te lijden o n der de recessie in Engeland en de zwakke Amerikaanse economie. De iets hogere aanvoer van ru w e olie is het gevolg van de g ro te vraag naar olie d o o r raffinaderijen die een com m erciële voorraad opbouwen. D o o r het embargo tegen K o e w e it en Irak is e r een g ro te vraag naar olie. Enkele Opec-landen zijn daarom m eer gaan produceren. De ertsaanvoer is fors gedaald m et 19% t o t 9 m t, te rw ijl de zee-zee afvoer, evenals het vorige kwartaal, aan belang w int. De aanvoer van overig nat massagoed (vooral chemicaliën) is in het derde kwartaal 1990 ten opzichte van het derde kwartaal in 1989 gestegen m et 24% t o t 2,6 m iljoen ton. De aanvoer van overig d roog massa­ goed ging m et 30% omhoog. De kolenaanvoer steeg m et 26% t o t 4 m iljoen to n en de afvoer over zee zelfs m et 38% t o t 1,5 mt. O v e r de eerste 9 maanden gerekend is e r 2 14 m t overgeslagen, hetgeen een afname betekent van 0,8% ten opzichte van het vo rig jaar. D e aanvoer van ruw e o lie in de R o tte r­ damse haven is toegenom en in de eerste negen maanden van d it jaar to t 64,0 m il­ joen to n tegenover 60,9 m t in 1989. Afgaande op het overslagresultaat o ve r negen maanden en de gematigde verw ach­ tin g v o o r het vierde kwartaal zal de o v e r­ slag in 1990 niet boven de 290 m iljoen to n uitkom en. De EG -koleninvoer stijg t volgens v o o r­ spellingen to t 186 m t in 2000. De EG-invoer van ijze rerts ove r zee zal naar v e r­ w achting dalen t o t onder de 97 m t in het jaar 2000, De u itvo e r van de EG-landbouw produkten neemt volgens het Land­ bouw Economisch Instituut naar O o s t Eu­ ropa niet snel toe.

T N O o n d erzo ekt keram ische m a te ria le n H e t M etaalinstituut T N O in A p e ld o o rn s ta rt b innenkort een onderzoek naar de w rijving s- en slijtage-eigenschappen van een aantal keramische materialen. Een projectbeschrijving van die strekking is voorgelegd aan potentiële sponsors in de kring van leveranciers en gebruikers van technisch keramiek. Aan het onderzoek w o rd t m eegew erkt d o o r het C e n tru m v o o r Technische Keram iek T N O -T U E in Eindhoven. H e t aanbod aan keramische materialen v o o r tribotechnische toepassingen als la­ gers, tandwielen, geleidingen etc. is de af­ gelopen jaren sterk toegenom en, o o k v o o r toepassingen bij hoge tem peratuur. D aardoor is behoefte ontstaan aan syste­ matisch geordende inform atie o ve r de loopeigenschappen onder uiteenlopende gebruikscondities. lijking m et andere m aterialen en materiaalgroepen m ogelijk en zal duidelijk w orden w elke materialen geschikt zijn als b ijv o o r­ beeld lagermateriaal. In h e t onderzoek w o rd e n de volgende ge­ sinterde bulkmaterialen betrokken: aluminium oxyde, zirkoonoxyde, siliciumcarbide en -n itrid e , en hardmetaal. In totaal w o r ­ den 15 materialen en materiaalcombinaties ’tegen zich ze lf o f tegen elkaar beproefd. De volgende condities w o rd e n aangelegd: lucht en w a te r van 20°C, hydraulische olie van 80 C (onder stik s to f en lucht) en lucht van 400°C. Kottervisserij H e t aantal actieve k o tte rs daalde in 1989 ve rd e r t o t 573. V o o r het eerst sinds de sanering in het midden van de jaren zeven­ tig ging d it gepaard m et een verm indering van het to ta le m otorverm ogen, dat m et 24.000 pk afnam t o t 574.000 pk. Enerzijds v e rlie t een vijfenveertigtal k o tte rs de vis­ serij, deels d o o r sanering, anderzijds liepen de investeringen in nieuwe schepen en m o to re n t o t ongeveer de he lft terug. Ondanks een m et ongeveer v ijf procent teruggelopen visserij-inspanning - op basis van het aantal ingezette p k ’s en het aantal zeedagen - steeg de to ta le besomming licht, al w e rd daarmee de geringe inflatie n ie t goed gemaakt. Mede d o o r een stijging van de brandstofprijs kwamen de kosten tw in tig m iljoen gulden hoger uit. H e t n e t­

O n the eve o f the Shipping & Marine Tech­ nology M arket (SMM '90) in Hamburg 2529 Sept. 1990, both leading companies fo r marine diesel engines, M A N B & W and Sulzer Diesel published some outstanding particulars about th e ir o rd e r position. M A N B & W inform ed us by th e ir N ews Release that the MC tw o -s tro k e series has now logged w ell o ve r 25 m illion bhp sales (18,4 m illion kW ). Sulzer Diesel announced that th e ir RTA series passed the 20 m illion bhp m ark ( 14,7 m illion kW ). These facts clearly illustrate the success o f these engine designs o u t o f the eighties. W ith the necessary R&D support these designs w ill certainly continue th e ir role in the present decade. Some fu rth e r details fro m these press releases are given. M A N B & W MC-engine types com prise 8 b ore sizes fro m 260 mm up till 900 mm w ith 15 d iffe re n t strokes. So a p o w e r band fro m 2700 bhp up till 70.000 bhp is cov­ ered w ith engine speeds o f 250 r.p.m. dow n to 58 r.p.m. at MCR. A lready e n te r­ ing service in large container ships are 12cylinder K 90M C -C engines (cu rre n tly the w o rld ’s p o w e rfu l single diesel propulsion installations) which can deliver up to 64.320 bhp (47.300 k W ) at 90 r.p.m. The larger M C types are also favoured p ro p u l­ sion engines fo r V L C C ’s and V L B C ’s and o th e r large tankers and bulk carriers. The 600 mm bore type is the m ost popular w o rkh o rse w ith o ver 600 units in service o r on o rder. But also th e m ini-bore S26MC is deepen­ ing its penetration o f the small ship sector. This is dem onstrated by a series o f 10 Soviet inland/seagoing tim b e r carriers en­ te rin g service w ith six-cylinder engines de­ veloping 2.820 bhp a t 237 r.p.m. Sulzer Diesel also to o k substantial orders fo r th e ir special adapted container ship en­ gine the RTA84C. So far, this type a t­ 719

tracted 24 orders w ith an aggregate o u t­ put o f 1.(33.600 bhp (833760 kW ). Sulz e r’s largests are tw o 12RTA84C engines fo r a pair o f 4000TEU *post-Panamex’ containerships contracted by the Royal N edlloyd G roup at I.H.I. and Mitsubishi H I. The nominal rating o f this engine is 62.400 bhp at 100 r.p.m.; fo r the N edlloyd ships enginepow er w ill be derated by 10% to 56.160 bhp (41300 k W ) at 90 r.p.m. The RTA series comprises 9 b ore sizes, the big­ gest one w ith a bore o f 840 mm having tw o different strokes, the others are as long stro ke engines w ith a bore o f 760, 680, 580, 480 and 380 mm and the super long strokes w ith a bore o f 720, 620 and 520 mm thus lim iting the num ber o f types in a sensible way. Service experience shows satisfactory re ­ sults. As an example: an RTA exhaust valve was on display at the SMM'90 w hich had logged 29235 hours w ith o u t maintenance. Low w ear rates fo r cylinders are regis­ tered. From 9RTA84M o f the 'N eptune Ruby’ the to p piston w ear rate after 10.036 operating hours was 0,20 m m /1000 hrs; the maximum cylinder w ear rate 0 ,0 1 m m /1000 hours. Sulzer Diesel also con­ firm ed significant orders fo r medium speed engines o f the type ZA40S, long stroke m em ber o f the Z -typ e family. A t the end o f August 1990, th ere w e re 205 Sulzer ZA40S engines in service o r on o rd e r. This engine type has made its m ark as a m arket leader in cruise ships and ferries. The Sulzer S20 engine design, launched at the previous SMM exh ib itio n in Hamburg in 1988, has become firm ly established in the m arket w ith a to ta l o f 63 engines in service o r on o rde r.

H eavy demands on lub oils As the latest products fro m low-speed en­ gine designers approach the lim its o f th e r­ mal efficiency, both engine and lubricant manufacturers have found the tre n d to be a demanding and costly exercise in term s o f technology and financial investment. H igher cylinder pressures and p o w e r o u t­ puts raised line r to p tem peratures to around 225°C and piston undercrow n tem peratures to m ore than 220"C. Thus, the demand on both cylinder and system oils has been fo r m ore therm al and oxida­ tive stability to resist breakdow n and the

on cylinder oil perform ance capabilities. In parallel, ow ners w ill be looking fo r re ­ duced feed rates and extended overhaul periods. A similar escalation in perform ance re ­ quirem ents is evident in the mediumspeed m arket w ith engines no w approaching I 47GkW (2 000 bhp)/cylinderand operating at BMEPS in excess o f 25 bar. Fuel con­ sum ption levels have also fallen to below 115 g/bhph. Engine manufacturers are proposing to raise effective pressures up to 30 bar and planning th a t these should eventually reach as high as 45 bar fo r specific projects. Liner tem peratures are no w exceeding 200°C and piston cro w n tem peratures are above 250°C; the tendency is fo r these to rise still futher. A trend similar to the crosshead situation now exists and ow ners w ill expect consum ption levels w ell below 0.5 g/hph and extended periods betw een overhauls. Peculiar to the tru n k piston engine, o w n ­ ers are also calling fo r smaller sump sizes to reduce hardware costs and the econom ic im pact when contam ination occurs and re ­ placement is required. The com m on them e fo r the nineties is, th e re fo re , set w ith a consistent re q u ire ­ m ent fo r m ore te m perature stable oils capable o f providing im proved perform an­ ces under m ore arduous operating condi­ tions.

In parallel w ith the increases in tem pera­ ture, the tendency fo r scuffing and adhe­ sion w ear increases, but increased cooling is n o t the solution since the co rrosion tends t o increase as the liner surface te m p ­ e rature falls. This is because the increase in cylinder pressure w ill increase the te m ­ perature at w hich co rro sio n occurs be­ cause it raises the dew point. F u rth e r­ m ore, increased cylinder pressure also in­ creases piston ring to liner loading and ef­ fectively lo w e rs the tem perature at w hich m icroseizure takes place fo r a given viscos­ ity oil. The optim um te m perature range fo r operation is thus much reduced and hence there is a g reater need fo r tem pera­ tu re u n ifo rm ity w ith in a cylinder and m ore com plete load related cooling control. A lthough to some degree engine manufac­ tu re rs have been able to engineer solu­ tions to solve the inherent problems, w ith ­ o u t new lub o il technology the advance o f the new generation crosshead engines w ould have been much delayed. The latest generation o f oils provides lubrication, neutralizes corrosive form ations and p re ­ vents the build-up o f deposits under very demanding conditions. This has to be done w ith the m inim um am ount o f o il to keep consum ption to an acceptable level. The anti-oxidation characteristic in a m odern oil extends its lifetim e on the cylinder liner before being burned away and when it does eventually burn it does so cleanly, w ith o u t leaving de­ posits. The alkalinity, o r basiscity, e x ­ pressed as a to ta l base num ber (T B N ) is a measure o f how an oil can neutralize c o r­ rosive acids produced by the combustion process - a critical fa cto r when burning high-sulphur fuels. In addition, metal d e te r­ gents provide b o th alkalinity and detergency to ensure th a t by-products o f in­ com plete com bustion are mopped up by the oil. These oil characteristics w ill have to be de­ veloped still fu rth e r to satisfy crosshead engine im provem ent th ro u g h o u t the nineties. Engine builders are planning addi­ tional im provem ents in specific p o w e r and efficiency; this w ill result in increased en­ gine operating tem peratures and pressures w hich w ill place additional stress

Z o ’n buis bestaat u it een ingangsvenster waarop aan de bin­ nenzijde een fotokathode is aangebracht. Die foto ka th o d e is gevoelig v o o r zichtbaar en nabij infrarood licht. H e t licht dat op de fo to ka th o d e valt maakt ele ktro n e n vrij. De d o o r de fotokathode uitgezonden elektronen w o rd e n d o o r een aangebracht elektrisch hoog spanningsverschil enorm versneld en daarna geprojecteerd op het uitgangsvenster, de anode.

De opdrachtgever heeft u it verschillende internationale o ffertes gekozen v o o r het d o o r Hydraudyne S & E o n tw ikke ld e sys­ teem op grond van het fe it, dat d it systeem als enige aan de d o o r de opdrachtgever ge­ stelde zeer stringente eisen kon voldoen. This smallest framesize BBC Turbocharger, suited fo r smaller air flo w capacity has now successfully com pleted its firs t series o f test runs. It w ill o ffe r the excellent e f­ ficiencies o f the larger size RR tu rb o ch a r­ gers maintaining high perform ance level also fo r engines w ith o u tp u t ranges as small as 290 to 760 k W (p e r turbocharger). Thus, typical high speed diesel engines w ill run w ith up to 20 bar brake mean effective pressure at outstanding brake specific fuel consumptions as w ell as m oderate exhaust gas tem peratures. An overall turbocharger efficiency o f 60% at com pressor pressure ratios betw een 1.8 and 2.6 has been measured on the firs t trials on the test bed. m DE FACULTEIT DER WERKTUIGBOUWKUNDE EN MARITIEME TECHNIEK, Vakgroep Ontwerp en Exploitatie van Maritieme Objecten, De Faculteit der Werktuigbouwkunde en Maritieme Techniek leidt ingenieurs op, die vanuit een fundamenteel theoreti­ sche basis op vele deelgebieden afstuderen. Deze hebben betrekking op aspecten van mechanica en stromingsleer, werktuigkundige meet- en regeltech­ niek, transporttechnologie, energie- en procestechnologie, produktietechnieken en maritieme objecten. Het onderwijs en het onderzoek richt zich daarbij zowel op het ontwikkelen, ontwerpen en vervaardigen als op het gebruik van systemen en werktuigen.

■ FUNCTIE-INFORMATIE: U assisteert bij hel concipiëren van college­ dictaten en oefeningen en verzorgt een ge­ deelte van hel onderwijs, mei name practica en instructies. Bij ontwerpoefeningen bege­ leidt u studenten en verricht u onderzoek met betrekking tot onderhoudsbeheersing, dyna­ mica van installaties en CAD. Uw werkzaam­ heden worden in overleg met de hoogleraar en de universitair (hoofd)docen! Maritieme Werktuigkunde bepaald. ■ PROFIELSCHETS: U heeft een afgeronde opleiding HTS Wb of S o) u bent een Scheepswerkluigkundige met een opleiding aan de Hogere Zeevaart­ school. Tevens heeft u enige ervaring op een ontwerpafdeling/tekenkamer met het ont­ werp van maritieme werktuigkundige instal­ laties, waaronder voortstuwings-, energieopwekkings- en hulpsystemen, of enige jaren ervaring als werktuigkundige aan boord van een zeegaand schip. Tenslotte beschikt u over kennis van toege­ paste componenten.

Met scheepsbouw- en bedrijfs­ economische kennis kunt u werken naar een interdepartementaal vlootbeleid Het Directoraat-Generaal Scheepvaart en Maritieme Zaken (DGSM) is een beleidsonderdeel van het Ministerie van Verkeer en Waterstaat.

De afdeling Rijksvaartuigen geplaatst bij dit directoraat is een interdepartementaal werkende beleidsafdeling met als hoofd­ doelstelling het bevorderen van een doelmatige opbouw en inzet van de vloot civiele zeegaande (rijksjvaartuigen. Dit geschiedt door een samenhangend inter­ departementaal vlootbeleid. Een belangrijke taak van de afde­ ling is het jaarlijks ontwerp van een interdepartementaal vlootplan voor genoemde vaartuigen voor de commissie Interdeparte­ mentaal Overleg Zeegaande Vaartuigen (IOZV). Bovendien geeft de afdeling verwervingsen beheersadviezen aan de 21 beheerders van de vaartuigen.

Beleidsmedewerker Rijksvaartuigen (v/m) U verzamelt en analyseert gege­ vens en informatie die van belang kunnen zijn voor het interdeparte­ mentale vlootbeleid. Op basis van deze gegevens ontwikkelt u plan­ nen, modellen en alternatieven. Verder neemt u deel in project- en werkgroepen in het kader van de beleidsvoorbereiding en stelt u adviezen, nota's en rapporten op. De door u gegeven adviezen licht u toe en verdedigt u zo nodig in overlegsituaties op departe­ mentaal en interdepartementaal niveau. Bij uitbesteding van onderzoek formuleert u opdrach­ ten en coördineert en begeleidt u de uitvoering ervan. Ook het toetsen van onderzoeksresultaten behoort in dit geval tot uw taak­ veld. Voor deze positie is een academi­ sche opleiding of een afgeronde

HBO-opleiding Scheepsbouw vereist, met bij voorkeur een aan­ vullende studie Bedrijfseconomie. In ieder geval heeft u belang­ stelling voor zowel de ontwerptechnische als bedrijfsecono­ mische aspecten van het werk­ terrein.
