In een uitvoerig rapport heeft de gemengde organisatie die bekend staat onder de naam International Maritime industries Fo rum (IMIF) het door haar ontworpen sloopen bouwprogramma nader gepreciseerd. Het kernpunt waarvan w ordt uitgegaan is dat men een blauwdruk bezit voor een aan tal, liefst door verscheidene landen te ne men, maatregelen welke een 'survival of the fittest' mogelijk maken. Basis van het plan is een verhoging van de omvang van de te slopen scheepsruimte over een peri ode van drie moeilijke jaren, met een daar aan te verbinden bouwprogramma in een verhouding van één nieuw schip voor twee te slopen vaartuigen. In het normale verloop mag er rekening mee worden gehouden, dat er in de jaren 1980,1981 en 1982 telkens tien miljoen brt naar de sloperijen zal gaan. Het forum wil hieraan per jaar zes miljoen ton - equiva lent aan tien miljoen ton deadweight - toe voegen. Dat komt er dus op neer dat er in de probleemjaren dertig miljoen ton dead weight extra gesloopt moet worden, het geen, zoals IMIF stelt, aanmerkelijk zal bij dragen tot het wegwerken van het algehele tonnage-overschot. Er behoeft niet aan te worden getwijfeld, dat de eerste drie jaren van het volgende decennium kritiek zullen zijn. Zelfs w an neer alle mogelijke inkrimpingen in de bouwcapaciteit hebben plaatsgevonden, zal het nodig zijn om over minimaal elf m il joen ton bruto per jaar nieuwbouw te be schikken om de nog overgebleven werven, al dan niet gekortwiekt, door de crisis heen te helpen. Maar uit de jongste aanwijzingen zou blijken, dat de wereld in die moeilijke jaren telkens zo'n drie miljoen ton onder dat minimum blijft. Die zouden dan moeten worden aangevuld uit de orders die voortkomen uit het extra sloopprogramma. Daar werd immers ge sproken over zes miljoen brt per jaar, waarvoor dus, op basis van genoem de verhouding, drie miljoen ton in de plaats moet komen, juist de drie miljoen ton die de wereldwerven nodig hebben voor hun be staansminimum. Natuurlijk zijn dit allemaal vrij ruwweg ge nomen getallen, ook al omdat de relatie
één nieuwbouwschip voor twee te slopen vaartuigen in het geheel niet equivalent behoeft te zijn aan een identieke verhou ding in de brt-tonnage. Niettemin is het interessant van de sugges ties van IMIF kennis te nemen. Het slopen is volgens dit instituut op de nieuwbouw ten achter gebleven. Sinds 1965 bedraagt de gesloopte tonnage jaarlijks m aar 15 pro cent van de nieuwbouw en het forum meent, dat dit een van de belangrijkste oorzaken is van de crisis in scheepsbouw en scheepvaart. Het slopen m oet in de ko mende drie jaar worden opgevoerd van de huidige 45 miljoen ton deadw eight tot een minimum van 75 miljoen ton. Al veel eerder had men hier naar de me ning van IMIF toe over moeten gaan: de grote expansie in de scheepsbouw uit de jaren zestig en begin zeventig zou hiermee meer in evenw icht zijn gehouden. Het slo pen is overigens zo weinig w instgevend dat men er zich in de grote scheepsbouwlanden, m et uitzondering van Spanje, nog nauwelijks mee bezig houdt. Taiwan is het belangrijkste sloopland, dat ongeveer de helft van alle tonnage ter w e reld tot zich neem t en het schroot w eer voor de eigen staalindustrie gebruikt. IMIF zegt, dat de vooruitzichten voor de sloopwerven nog slechter worden, nu de lonen omhoog moeten en bovendien de prijzen van de schepen gaan stijgen. Duidelijk is het daarom dat ook deze industrie met een subsidie gebaat zou zijn. Die subsidie is dan te vinden door op de tien miljoen ton deadweight, die in de jaren

1980, 81 en 82 per jaar extra moet worden gesloopt, een subsidie te betalen van 12 dollar per ton, waarbij men dus op een to taal komt van 360 miljoen dollar. Een der gelijke slooppremie moet dan worden ge koppeld aan gunstige kredietvoorwaarden voor nieuwbouw, waarbij wordt gedacht aan het financieren van negentig procent van de bouwprijs met een looptijd van 12 jaar en tegen een rente van acht procent. Dergelijke faciliteiten zijn niet voorzien in de OESO-bepalingen, welke dus in deze geest zouden moeten worden aangepast. Uit de aard der zaak zouden alleen kredie ten worden verschaft aan reders, die hun oude tonnage in het zogenaamde extra programma' hebben opgeruimd. Het forum voorziet geen werkelijke pro blemen bij het vaststellen welke tonnage 'normaal' en welke 'extra' wordt gesloopt: de leeftijd van het schip, verdeeld in cate gorieën, kan daarvoor naar haar mening de baas zijn. Het 'extra'-gedeelte gaat natuur lijk uit van een verkorting van de normale levensduur van een schip. Deze laatste bedraagt bijvoorbeeld voor tankschepen 21,55 jaar en zou bij een sloop- en bouw programma moeten worden teruggebracht tot 18,95 jaar. Voor bulkcarriers beloopt de verkorting van 23,75 tot 20,50 jaar. Het zal echter, naar ons idee, niet eenvoudig zijn om met dergelijke moeilijke percentages handzaam te werken en er wordt ook geen antwoord gegeven op de vraag onder welke categorie, normaal of extra, die ton nage valt, welke vroegtijdig gesloopt moet worden als gevolg van een ramp die het schip in kwestie is overkomen, De komende jaren wordt de scheepsbouw geconfronteerd met een 'dramatische' da ling in de produktie, aldus het rapport. Alle marktvoorspellingen zeggen, dat de ern
stige overcapaciteit tot 1983 of 1984 kan voortduren. In 1975 leverden de werven van de wereld samen 59,8 miljoen dwt of 34,2 miljoen brt af, in 1976 was dit volume resp. 61,2 mln en 33,9 mln ton en in 1977 41,6 en 27,3 miljoen ton. Voor het afgelo pen jaar wordt gerekend op een totale pro duktie van 34,8 miljoen dwt of 23,2 miljoen brt en voor 1979 op resp. 25 en 16,9 mln ton. In de eerste drie jaren van het volgende decennium komen we per jaar niet verder dan 13 miljoen dwt of 9 miljoen brt, waarna rond 1983 w eer op een jaarproduktie van resp. 36 en 21,5 mln ton mag worden gere kend. Een nader onderzoek leert, dat de positie van de traditionele scheepsbouwlanden in Europa en van Japan in de komende jaren in toenem ende mate zal worden ondermijnd door de capaciteits- en produktieuitbreiding van opkomende nieuwe naties in de scheepsbouwsector, hoofdzakelijk in de Derde Wereld. Een aantal van deze landen streeft er naar om de eigen tonnage-behoeften door de nationale werven te laten dekken, terwijl andere niet nalaten om de traditionele markten van de reeds gevestigde scheepsbouwlanden aan te bo ren. Als gevolg daarvan zal de scheepsbouw in West Europa en Japan nog ve rd e r achter uitgaan, zo verm oedt de IMIF. Het rapport verwijst naar berichten uit Japan waarin wordt meegedeeld, dat de overheid zich achter een omvangrijk sloopprogramm a voor de jaren 1979/81 heeft opgesteld, ui teraard met hetzelfde oogmerk als door het forum wordt uiteengezet. Het zou aanbeve ling verdienen wanneer de maatregelen op dit gebied internationaal gecoördineerd konden worden, maar het wordt onver

standig geacht wanneer de wereld niets doet, zolang er nog geen internationale overeenstemming is bereikt. IMIF is namelijk van mening, dat de aanbe volen maatregelen ook heel goed in een nationaal kader denkbaar en dus uitvoer baar zijn, ook al is het effect ervan dan natuurlijk duidelijk minder dan wanneer een groot aantal naties ertoe overgaat. Bij een goed doordachte uitvoering van het sloop- en bouwprogramma kan de wereld het moment waarop de crisis werkelijk ach ter de rug is, dichter naar zich toe halen. Om de kosten behoeft men het niet te laten; het forum neemt aan dat deze kosten zeker niet onaanzienlijk zullen zijn, maar ze zul len aan de andere kant niet zodanig bui tensporig zijn, dat de voordelen welke eruit worden vergaard in het niet zouden vallen. Een van de aantrekkelijke kanten van het plan is, dat de financiële steun voor de nieuwbouw rechtstreeks wordt gerelateerd aan het slopen van tenminste het dubbele van de betrokken tonnage. Voor reders wordt deze vorm van hulp belangrijker geacht dan systemen waarbij rechtstreekse subsidies aan de werven worden verstrekt zonder dat daarbij bepa lingen ten aanzien van het slopen worden opgenomen. Het is zeker nog te vroeg om officiële reac• ties op dit plan te verwachten, maar het komt ons voor, dat de blauwdruk van het Internationale Forum zeker de volledige aandacht verdient van de overheden van de traditionele scheepsbouwlanden en dus ook van ons land. Misschien dat de be leidscommissie er iets bruikbaars in vindt om Nederland door de moeilijke jaren heen te helpen. De J.

Development of the Sulzer RLA 56 Crosshead Engine* by M. Briner** This p a p e r is a presentation o f the design features o f the new Sulzer RLA 56 crosshead engine, and highlights som e o f the developm ent work. It describes tools and m ethods that are necessary for modern engine developm ent, explains som e o f the chosen solutions and gives a num ber o f examples m ainly for structural analysis. The use of experim ental and theoretical analysis techniques is illustrated on several components. Particularly the new b ore-cooled piston crow n m ay be mentioned, as well as the new bedplate concept with integrated thrust block. The article includes outputs, weights and dimensions, and presents the test perform ance results o f the prototype engine. A short abstract o f the manufacturing and service experience concludes the paper. The RLA 56 crosshead type two-stroke engine extends the power programme of the RND-M engine range at the small output end. The new engine incorporates the basic design concept of the highly succesful RND and RND-M engine series. Due consider ation was however given to the fact of its smaller size. Several new design features were applied in order to make the engine both attractive and competitive without affecting the well-known opera tional reliability and sim plicity of the RND and RND-M engine type. The relatively long stroke design will contribute to good fuel eco nomy together with the capacity of being able to burn fuels of lower quality with good efficiency up to high engine ratings. The engine, with a power range from 3720 kW (5060 bhp) to 7440 kW (10120 bhp), is intended to meet the demand for sm aller two-stroke engi nes, offering all the advantages of the simple, reliable crosshead engine including low maintenance cost. The RLA 56 engine rating is fully equivalent to the specific rating of the RND-M engine range, i.e. a b.m.e.p. of approx. 12.5 bar. The fundamental layout includes an adequate reserve for future power increase. The emphasis of the engine developm ent was particularly directed to engine reliability, low maintenance cost and good fuel economy.

A particularly important aspect for the future can be seen in the steady trend towards low quality fuel for marine propulsion. Here lies certainly one of the inherent strenghts of the loop-scavenged slow-speed engines with a design free of exhaust valves. With the progress made on cylinder-luboil development, it can be stated that engines with a complete seperation of combustion space from engine crankcase, and having a separate cylinder lubrication sys tem, can be operated on very low quality heavy fuels with astonis hingly small adverse effects as compared to the more expensive diesel fuels. Figures 1 and 2 show a cross-section and a longitudinal section of the RLA 56 engine. Table 1 lists its principal features and data.

Design features of the RLA 56 engine Since there was not an engine of this size existing with the RND engine family, the RLA 56 engine is effectively a new engine, which is, however, securely based on the concept of the RND engine series. All the experience with existing engines was duly consider ed, fully exploited and integrated. The very extensive research and developm ent work that has been done in connection with the introduction of the RND-M engine range was also applied in the design of the RLA 56. The choice of a relatively long stroke - with a stroke bore ratio of 2.05 - is by no means new for the Sulzer crosshead engines, since the RSAD 76, RD 76 and RND 76 engine have been running with a stroke/bore ratio of 2.04 for about 20 years. Consistent research work on our loop scavenging layout has clearly shown that this system could be applied with quite acceptable results even to much bigger s/b ratios. The first RLA 56 engines have meanwhile given full proof of the chosen param eters especially with a rem ar kably low fuel consumption. The demand fohbest overall economy is hence met with a low specific fuel consumption, a relatively low propeller speed giving good propulsion efficiency, the capacity to burn lower quality fuels, a relatively small luboil consumption and lowest possible m aintenance cost. The following fundam ental features of the RND-M engine range have been retained: - C onstant-pressure supercharging system - Loop scavenging system - Cylinder liner with bore cooling - O ne-piece cylinder cover with bore cooling and new combustion cham ber concept - W ater-cooled piston crowns - Double guided crossheads - Pneumatic engine control - ISO metric threads - Fuel injection system with valve type fuel pump - Cylinder lubrication system with accum ulators for the upper liner part and additional lubrication below the ports (2 quills)

Bedplate with integrated thrust block For the bedplate a new concept of great sim plicity has been applied (Fig. 3). Both the cross girders and the longitudinal struc ture are of single-wall fabricated design giving very good accessi bility for the high quality welded joints. The central pieces of the bearing girders are made in cast steel. Only one row of easy accessible foundation bolts is used on each side of the engine for the fixation of the bedplate. A completely new design feature is the method of integration of the thrust block into the bedplate. This allows for an extremly compact design, saving vital engine lenght. The first crankshaft bearing on the driving end is now a combined radial-axial bearing, as can be seen from Figure 4. The new bedplate is a one-piece structure for all engines of from four to eight cylinders, w here the machining facilities allow for this concept. If required, it can be bolted together from two halves. Thick-walled w hite-m etal-lined bearing shells are used to support the crankshaft as has been traditional in Sulzer slow-speed engi nes for a long time. This guarantees an optimum safety for the running of the crankshaft even under extrem e conditions as is reflected in a truly outstanding service record.
Crankshaft (Fig. 5) In addition to the traditional sem i-built type crankshaft a mono block continuous grain flow type can be used as an alternative standard. The production-m ethod developm ent allows for the first tim e to apply this forging technique to such a large crankshaft. From four to eight cylinders, the crankshaft is a one-piece com po nent with an integrated thrust collar section. Only one diameter is

Columns (Fig. 6) Considering the relatively small size of the RLA 56, a new method - a sandwich box type - has been applied for the column design. Cast iron central pieces containing the crosshead slideways are bolted in between the two one-piece fabricated side frame girders. Thus a very sim ple but rigid structure is obtained with the advan tage that it can be machined with the existing conventional m a chine tools. Careful attention w as given to the transmission of the force flux - expecially to the absorbtion of the shearing forces - in order to avoid undesirable fretting effects. Experience up till now has shown that the required accuracy in machining could be at tained w ithout problems, although the individual side fram es ob tain full rigidity only after being bolted to a box with the central pieces. No further adjustm ent of the slideways is necessary during the erection of the engine. This is an exam ple of the gradual change taking place in the m anufacturing of large slow -speed engines from the old type of craftsm an fitting to modern accurate finished m achining of the individual com ponents requiring little or no m a nual adjustm ent work.
Cylinder jackets (Figs. 7 and 8) The standard design for the RLA 56 uses m ulti-cylinder blocks, i.e. units of two and three cylinders with integrated end pieces. This is again a concession to the sm aller size of the engine. The total weight of a three-cylinder unit lies well within the capacity of the existing manufacturers, and the machining requires standard ma chine tools only. The cylinder lubrication no longer passes through the top area of the cylinder jacket, eliminating the necessity of S. ©n W. - 46ste jaargang nr. 3 - 1979

sealing off the cooling water. The lubrication quills with the accu m ulators are mounted directly to the collar part of the cylinder liner.
Air receiver In view of the steadily rising charge air pressures, the design of the air receiver has been modified in a m anner that allows the use of autom atic welding techniques. Instead of a ribstiffened plain side plate, a sem i-circular pressure containm ent has been chosen with an integrated air inlet casing. The auxiliary blower is mounted on the front end of the receiver, which elim inates inclined ducts.
Combustion chamber components (fig. 9.) The combustion cham ber has principally the sam e shape as the RND-M engine. The basic design concept of the RND-M cover has been retained, i.e. a one-piece steel cylinder cover with bore cooling. Naturally, the liner is of identical bore cooling design. All the im provem ents for optimum piston running behaviour that were developed for the RND -M engine have been utilized also for the RLA 56.
Piston crown (Fig. 10) The RLA 56 engine is equipped with a new type of piston crown. This last com bustion cham ber com ponent now uses a similar bore cooling principle as was previously applied to liner and cover. W ater cooling is retained, being an essential feature for today’s ratings of large-bore engines. The piston bore cooling uses howe ver a som ew hat different mechanism from the forced flow system of liner and cover, but is equally simple. As fo r the present RND piston, the cooling space of the crown is approxim ately half filled with cooling water. As a result of the piston acceleration and deceleration, a cocktail shaker effect' is produ ced that provides excellent heat removal. This effect is capable of ensuring efficient heat transfer under all prevailing load conditions in order to keep the vital tem peratures on piston crown and around the piston rings within suitable limits. Careful research and deve lopment work was necessary to establish the correct design para m eters in order that the cooling water reaches and touches the entire surface of the cooling space. As a consequence of the new

design, the important tem peratures of the crown could be som e w hat lowered compared to the previous construction. This was am ply confirm ed by experimental analysis with special bore cool ing piston crowns tested on an RND 68 M engine. A t the same time the reliability factors of this com ponent could be substantially increased. At the moment, forged steel blocks are being used in manufacture, but cast steel can be used alternative ly. It is anticipated that the required quality can be achieved much more easily with the new piston crowns.
Camshaft drive The use of gear wheel drive continues our practice applied to the RD, RND and RND-M engines. In connection with the new integra ted thrust-block bedplate design, the split crankshaft gear wheel is clam ped to the thrust collar rim. This results in a slightly bigger gear wheel diam eter and requires only one interm ediate wheel, which is sym m etrically supported to ensure a good load distribution on the teeth flanks. The stresses on the gear drive are quite moderate. An end drive is used for the camshaft drive of all engines from four to eight cylinders. This is a departure from our practice up to now for seven- and eight-cylinder engines of having a mid-engine cam shaft gear drive. Again this has to be considered as a conces sion to the sm aller size of the engine and to achieve full standardi zation.
Crosshead design The crosshead is of sim ilar design as used for the RND engines with double guided slippers. An increased size of pin ensures a safe layout of the im portant crosshead bearings. Thin-walled bea ring half shells of the alum inium -tin type are employed. For the present engine rating, low bearing pressures are encountered, and full use was made of the extensive research efforts that have been carried out in the last years in order to develop reliable long life crosshead bearings. The lubrication system is som ewhat modified as far as the flow and distribution of the lubricant is concerned. During the comprehen sive test program m e that is being carried out at present on the prototype RLA 56 engine in our W interthur works, the final investi gation will be made to specify the necessary pressure limit parameters.
Supercharging system The supercharging system is identical to the w ell-known and pro ven arrangem ent of the RND and RND-M series, i.e. a constant pressure principle. This system is very reliable, and offers, with the contribution of the piston underside, even in cases of a complete turbocharger breakdown, sufficient engine power for an accepta ble ship speed, including full manoeuvrability. At low loads, a relatively small electrically driven auxiliary blower improves the air throughput and consequently the smoke figures. Turbochargers of highest efficiency are used to ensure a good air flow quantity and to keep the thermal loading of the engine within limits. The exhaust duct to the com m on m anifold is of fabricated design and forms an

integral part of a cylinder section sim ilar to the solution of the RND-M series.
Fuel pump, fuel injection system The traditional Sulzer valve type fuel pump was used as well for the RLA 56 engine. The m ajor advantages of this system are: - Accurate calibration and adjustm ent for each individual cylinder - Good long term stability due to extrem ely small wear effects - Effective engine power can be read with sufficient accuracy from the position of the load indicator (fuel pump rack) - Insensitive to tem perature variations in fuel system - Characteristics suitable for low load operation. Hence full use is being made of a long experience, which in the light of expected trends to even lower quality fuels is quite essen tial. The quite small sensibility of such a pum p type to rather high tem peratures and tem perature fluctuations as well as to contam i nations makes it very suitable for such applications. All the im pro vem ents of the RND-M engines are included in the fuel injection system.
Engine control The control system of the RLA 56 is equivalent to the RND-M pneumatic engine control. This system offers a very good flexibility and can be readily adapted to special requirements like unm anned-engine-room (urns) specifications or bridge control in stallations. All the classification requirements regarding regula tions for machinery and installations in ships are fully met. A W oodward governor, type PGA 58, is used to provide speed setting and control of the engine. The safety governor uses the RND-M system. The emergency manoeuvring stand provides a som ewhat higher degree of comfort than hitherto.
Cylinder lubrication Cylinder lubrication is supplied through six quills in the upper area of the liner just above the cylinder jacket. The oil distribution grooves (Fig. 11) are of the latest design with a very small angle of inclination to avoid blow by over the piston rings nearly completely. The size and shape of the grooves is now fully adapted to the small but regular quantities that are fed at one time with the accum ulator system. Field tests on a substantial num ber of cylinders over m any thou sands of service hours have clearly shown that the new system is quite effective. In addition - as is standard for the RND-M range two further lubrication points are provided below the scavenge ports on exhaust side. The necessary oil pumps are positioned on the front side of the engine above the cam shaft drive. The oiler drive is provided with a loaddependent device to reduce excessive lubrication at low loads.
Pipe work To cope fully with recent progress in the rationalization of produc tion and erection techniques, due attention was given to the pipe design especially to enable the use of the most econom ic techni ques. Standardization was further improved and metrical threads are now used throughout. The layout of the cylinder cooling water was modified, mainly to gain flexibility in the cooling circuit lay-out. In the following some exam ples are given to dem onstrate the tools and m ethods of the design engineer in modern structural design work, as well as an example of strength of materials research work that has been carried out.

As has already been mentioned, a new concept has been adopted for the RLA 56 bedplate. In view of the fundam ental im portance of this com ponent regarding reliability of an engine, it was decided to manufacture a model, scale 1:4, of the bedplate, column, and, in a slightly simplified manner, of the cylinder jackets. In addition, an adjacent part of the double bottom of the ship structure has been 55

included in the model to represent correct stiffness on the founda tion side. A PVC (Polyvinylchloride) material was used, which can be readily w elded and is therefore particularly suitable for the preparation of m odels of fabricated structures. This technique has been used very successfully by us for m any years now. If care is taken, the fact that such m aterials exhibit a slight cold creep behaviour can be com pensated very effectively. Figure 12 shows the model m ounted under the loading rig in our
central research departm ent during strain gauge measurements. Figure 13 shows the stress distribution resulting from two indivi dual loadings; the action of the firing forces in the cylinder and of a horizontal inertia force acting in the main bearing. Figure 14 shows the load application to the model for the case of a horizontal interia force, using dynam om eters. On a running engine, several forces are acting sim ultaneously at every position of the crankshaft. This means that a superposition of several loadings is necessary to determ ine the actual working stresses from the model analysis. Experience has shown that it is preferable in model analysis to consider only theoretical individual loadings and combine the re sults analytically than to use mixed loadings directly on the model. The results obtained are in quite good agreem ent with the strain gauge measurem ents on the running engine and the magnitude is well within the limits that have now been successfully in use for more than ten years on Sulzer crosshead engines.

Integrated thrust block The new concept of a thrust block integrated into the bedplate was very carefully analysed with regard to the deform ation response under propeller thrust load, the distribution of load between the individual Mitchell pads, and the stress pattern of the thrust block, to ensure a high degree of structural safety. Fig. 15 shows the model prepared for strain gauge analysis of the thrust block, and Figure 16 illustrates the detail of the propeller thrust load application. Great care was observed to ensure correct interface conditions between thrust collar of the propeller shaft and the axial bearing of the bedplate. Figure 17 gives some results of the model analysis. Again here the m easurem ents on the actual engine confirmed the usefulness of such model tests.
Columns For the design of the new sandwich box type of columns it is essential that local deform ations are fully avoided between the bolted centre pieces and the side frames, in order to be free of fretting phenomena. The design took particular care in this direc tion. In such a case finite element (FE) analysis is in our opinion an absolutely essential tool, since the experimental analysis of very small local displacem ents between bolted faces is quite difficult. Figure 18 gives the finite element (FE) division of the columns to dem onstrate how the elements are best distributed for an efficient analysis. Figure 19 gives quite an interesting com parison of model test results, results on the actual engine, and the FE analysis for one load case (firing pressure) of the column. The results from FE analysis and strain gauge m easurem ents on the actual engine are in excellent agreement, w hereas the model results differ in this

A cross-check revealed that the stiffness of the model in the bearing area was indeed not fully corresponding to reality. The results presented in Figure 19 demonstrate at the same time the extraor dinary potential of modern analytical tools as a design aid.
Piston crown As has been stated already, the new ’bore cooled' piston crown is quite an essential further developm ent of this combustion space component. Figure 20 shows the new RLA 56 piston crown. Figure 21 gives the FE input, that has been used both for thermal and stress analysis. Modern FE programmes can be used with the same element input for the analysis of tem perature fields, as well as for the calculation of the resulting thermal stresses, or for the evaluation of mechanical stress distributions. They may even be applied to non-linear problems to take account of yielding or creep contributions. Knowledge of the heat transfer boundary conditions is necessary for a thermal analysis of a component. In the case of the new piston crown, one of the essential points was to evaluate the heat transfer conditions within the cooling bores for various load conditions. Test pistons were used to measure experim en tally the temperature distribution in order to prove the validity of the chosen parameters. Figure 22 shows calculated and measured tem peratures of the RLA 56 piston that are in quite good agree ment. A test piston RND 68 M was used to establish the basic parameters of the comprehensive analysis. Figure 23 shows the temperatures in the piston crown of the RND 68 M engine, and Figure 24 is an abstract of the stress analysis calculations for the new concept. Compared to the existing cast steel rib-supported piston crown, it is quite clear that the safety factors have been substantially increa sed. Figure 23 shows as well that, for the both constant speed

It is even considered to be beneficial for service behaviour that the heat transfer at lower loads is slightly reduced. The new piston crown is the logical developm ent of the last rem ain ing combustion space com ponents using the bore cooling princi ple. As a consequence, cylinder liner, cylinder cover and piston crown now provide a good margin for future power development steps. For the rating of the RND-M engines, however, the ribsupported piston crown is still adequate, provided the quality is within specification.

Connecting rod Another example of a design developm ent with the aid of experi mental techniques is the connecting rod of the RLA 56. The upper end, where the crosshead bearing is seated, has a square shaped flange part with a cut-out to give access for the piston cooling telescopic pipe system. This is a truly threedim ensional stress analysis problem. It was decided to use in this case araldite models for a strain gauge stress and stiffness analysis. Figures 25 and 26 show the models with the load application rig for strain gauge and deformation measurements. It is the aim of the designer to find a solution with a well-balanced stress distribution, in order to make optimum use of the materials. Stress concentrations should hence be limited to moderate levels. Comparing the stresses in the dis continuity areas with those in the shaft (Fig. 27), it is clear that this goal has been achieved. W hen applying the load to the model, due attention had to be paid in order to eliminate non-representative boundary conditions. Especially when the actual loads are resul tants of hydrodynamically lubricated bearings - as in this case great care is advisable. It should be noted that we therefore used a split crosshead pin for part of the analysis.

Semi-built crankshaft - shrinkfit design Figure 28 shows the result of a fatigue test series carried out in connection with the design of crankshaft shrinkfits; and is intended to demonstrate the necessity of countinuous research work as well concerning the strenght of materials. Crankshafts of larger cross head engines are nearly exclusively of the sem i-built type. In the case of the relatively small RLA 56 we are using alternatively a monoblock type, which is about today’s upper limit for that manu-

facturing technique. For larger shafts, however, the sem i-built type is likely to be the only feasibility for quite a while to go. Sulzer has an outstanding record with regard to the safety of crankshafts. Twisted journals are nearly com pletely unknown and are limited to cases of heavy consequential damage. In the design of shrink-fitted crankshafts the shrinkfit oversize is quite an im por tant parameter. The magnitude of the twisting moments to be transferred depends on the pressure in the shrinkfit, which is itself a function of the oversize. It has been usual for some time now to apply designwise over sizes, where a moderate zone of the hub is yielding. The opinions of the various classification societes vary som ewhat as to how far overelastic strains could be harmful. There is however a clear tendency to use higher oversizes today than formerly. The test results presented in Figure 28 were aimed at determining the effect of a mean strain on the fatigue strength for a typical crankshaft steel of strength 550-600 N /m m 2. We chose a test procedure where an alternating fatigue load was supetimposed on a static prestrain of the magnitude found in shrink-fitted cranks hafts. As can be seen, the fatigue strength is nearly constant for quite a range of mean strain. Within the strain ranges actually used or anticipated for crankshafts, it can be stated that the fatigue strength is practically independent of static strain.
Manufacturing experience Figures 29 ,3 0 and 31 show the major fabricated structural com po nents - bedplate, column and air receiver - in various states of welding and assembly. No problems were experienced with the bedplate (Fig. 29). The fact that all welded joints are easily acces sible from all positions is considered an improvement compared with the double-wall bedplate design of the RND and RND-M type engines. No unusual shrinkage problems have occurred, and the necessary machining allowances were correctly predicted and chosen. Sim ilar statements can be made with regard to the air receiver (F ig. 31). Also in this case design measures simplified the work of the welding shop. Fabrication of the columns (Fig. 30) for the new design concept requires somewhat modified techniques in the welding and m achi ning shops. The self-stiffness of the side frames, before being bolted together with the centre pieces, is of an order that allows for

This can be compensated, however, by the use of appropriate machining devices and fixations. Modified work techniques are required to some extent in the fabrication of the column, in order to take advantage of the box sandwich type design, which requires fewer machining, fitting and bolting hours than the previous design.
Test results of RLA 56 engine (Fig. 32) For sm aller ships designed for moderate cruising speed and high fuel economy, a low propeller speed is desirable to improve pro pulsion efficiency. Besides the application of geared medium speed installations, a low propeller speed is possible by direct drive from extremely long-stroke engines, which .are, however, higher, heavier and more expensive. The RLA 56 engine fills the gap between these extrem es and which its speed range of 155-170 rev/m in offers a fair com prom ise between fuel econom y and capital cost. The w ide range of outputs and speeds makes it attractive for a variety of applications. The test results given in Figure 32 for service with two different propel-

1er laws [985 kW /cyl. (1340 bhp/cyl.) at 170 rev/m in and 930 kW /cyl. (1265 bhp/cyl.) at 155 rev/m in] show that the fuel con sumption of the slow speed version (155 rev/m in) is as good as with higher rev/min, in spite of equal firing pressures, which are below 100 bar. A 5% output derating is made for the lower speed, which takes account of the slightly higher bearing loads On the other hand also with the nominal speed version, a quite attractive full load fuel consumption rate of 206 g/kW h (152 g/bhph) could already be realized at the present state of the proto type tests
regarding engine performance and fuel consumption surpassed the expectations and are giving proof of the validity of the chosen thermodynamic param eters and the scavenging layout. Consider ing the fact that the RLA 56 engine is of small size for a crosshead engine, the fuel consumption that could be realized is certainly surprisingly low. In accordance with tradition, tests with the W inter thur prototype engine are to continue for quite a while, mainly in order to carry out fundam ental research and developm ent test work.
Turbocharger module for limited engine room space Service experience of RLA 56 Up to now four engines have passed the shop trials, giving excel lent results. No problems have been encountered and it seems that the design measures taken are fully satisfactory. Results fi?
There are some ships with very limited engine room space. It is possible to save space - both width and height - by a new turbo charger arrangement; a so-called turbocharger module. The mo dule (Fig. 34) consists of a base frame on which the turbocharger,

The RLA 56, having a relatively long stroke combined with the specific rating of the RND-M series, is ready to meet an increasing demand for sm aller crosshead engines. The characteristic featu res of the Sulzer RND and RND-M types have been maintained to a large extent, but a number of sim plifications - mainly related to the sm aller size of the engine - were possible and have been introduced. It is expected that this engine will prove to be an interesting extension of the existing Sulzer slow-speed engine programme that is fully in line with our tradition of simple, econom ical and very reliable crosshead engine series. Figure 33 shows a sum m ary of the fuel oil prices in the eastern hemisphere to dem onstrate how important it is that engines are capable of burning low grade fuels.

charge air cooler, air ducts and cooling water pipes are solidly mounted. This space saving arrangement can be used without detriment to the engine performance, since the Sulzer crosshead engine uses constant pressure charging. The turbocharger m o dule can be fitted in the most convenient place in the engine room, preferably as near to the engine as possible. As can be seen in Figure 35, the space taken up by the engine - both width and height - is considerably reduced. Development of the turbochar ger module for the RLA 56 is complete, a design for ships with two 7RLA 56 engines is under construction. Onder het thema 'The Ocean Challenge' vond van 6 tot 8 septem ber 1978 de vierde gezamenlijke jaarvergadering plaats van de Marine Technology Society en het Council on Oceanic Engineer ing van het Institute of Electrical and Electronics Engineers. Plaats van bijeenkomst was dit jaar W ashington, D.C.
Technical Sessions Zoals gebruikelijk was ook Oceans '78 sterk technisch en weten schappelijk georiënteerd. In de meer dan 150 technische voordrachten kwamen vrijwel alle aspekten van het werken op en onder het zeeoppervlak aan de orde, alsmede de organisatorische en institutionele problemen van de ontplooiing van offshcre aktiviteiten. Voor de teksten van de technische voordrachten en het pro gram ma van de conferentie zij verwezen naar literatuurverwijzing W N78-23-1. Volstaan wordt hier met een opsomming van de onderwerpen, waaraan de verschillende zittingen gewijd waren. -

Public policy sessions Naast de bovengenoemde technische sessions werden voor het eerst dit jaar een aantal zg n . public policy sessions georganiseerd. Deze hadden alle de vorm van een forumdiskussie, ingeleid door korte voordrachten vanuit verschillende gezichtspunten. Public Policy Sessions werden aan de volgende onderwerpen gewijd:
Offshore olie- en gaswinning De belangrijkste federale instanties die betrokken zijn bij mari tieme ontwikkelingen zijn het Department of the Interior en het Department of Commerce. De rol van Interior is vooral van belang bij de leasing van offshore olie- en gasexploratie en -exploitatie. Immers, de fossiele energiebronnen in de Outer Continental Shelf vallen onder beheer van de onder Interior ressorterende U.S. Geological Survey. Voor andere offshore aktiviteiten, zoals visserij en scheepvaart is Commerce de regulerende instantie. C om merce maakt daarbij gebruik van twee belangrijke diensten, de National Oceanic and Atm ospheric Administration (NOAA) en de Maritime Administration. Met name de NOAA is een belangrijke bron van maritieme research. Via het Sea Grant programma is de NOAA financieel betrokken bij een grote verscheidenheid aan researchprojekten. Het is duidelijk, dat in deze konstruktie een aantal potentiële kompetentieproblemen opgesloten liggen. De situatie wordt daarbij nog moeilijker door de bevoegdheden van de afzonderlijke kuststaten. Bij het leasing programma van de Outer Continental Shelf voor olie-en gaswinning wordt dit bestuurlijke systeem onder vrij grote druk gebracht, doordat daarbij de olie maatschappijen en de milieuorganisaties als extra partijen betrok ken raken. In een eerdere aflevering van WN is al gewezen op de problematiek rond de OCS-leasing. Voorlopig gaat dit programma door, zij het te langzaam voor de oliemaatschappijen en te snel voor de milieugroeperingen. Het belangrijkste probleemgebied betreft de zgn. frontierarea’s. Dit zijn de ekologisch meest kwets bare gedeelten van de OCS, m aar helaas ook de meest belovende uit een oogpunt van mogelijke olie- en gasvoorkomens. De olie m aatschappijen dringen aan op een spoedige leasing van deze gebieden, de milieugroeperingen daarentegen wijzen leasing af, zolang niet een veel grondiger studie is gemaakt van de mogelijke ekologische gevolgen voor deze gebieden, waarvan de belang rijkste voor de kust van Alaska liggen. Eind 1977 werd een leaseovereenkomst afgesloten voor de Cook Inlet aan de kust van Alaska. Dit gebied wordt gekenmerkt door een grote rijkdom aan vogelsoorten en kleine nederzettingen die de typische kuituur van Alaska trachten te bewaren. Het gebied beschikt al over een aanzienlijke visserijindustrie en ligt op de drukke vaarroute van en naar Anchorage. Alle komplicerende faktoren voor een leasing aan de offshore olieindustrie waren dan ook aanwezig. In de leasing overeenkomst zijn voorzieningen opgenomen ter bescherming van het typische karakter van dit gebied. Het is duidelijk, dat deze voorzieningen voor de olieindus trie ekstra kosten opleveren, die zich direkt uiten in een lager bod op de winningsrechten voor dit gebied. Het kenmerk van de benadering van de leasing voorwaarden is de 'multiple use compatibility' van de offshore exploitatie. Dit begrip houdt in, dat geen enkele vorm van benutting van enig deel van de OCS voorshands onmogelijk mag worden gemaakt door offshore exploitatie. Volgens de Secretary of the Interior is deze multiple use com patibi lity voor de hele OCS haalbaar, zij het dat het niet duidelijk is welke prijs hiervoor betaald zal moeten worden. In het jaar 1979 zal een volgende krachttoer op leasing gebied moeten worden volbracht, te weten de leasing van de Beaufort-zee, een zeer veelbelovend energiewinninsgebied met een zelfde delikaat ekosysteem.
Deep sea mining - Outer Continental Shelf olie- en gaswinning. - Beheer van kustgebieden en het gebruik van de oceaan. - Visserij. - Maritieme R en D. - Deep Ocean Mining.
De olie- en gaswinning is op dit ogenblik de meest in het oog lopende offshore aktiviteit. Fossiele energiedragers zijn echter niet de enige grondstoffen die de zee te bieden heeft. De deep seabed mining van vooral mangaanknollen dient zich aan als een volgend leasing probleem. De problemen die zich hierbij voordoen zijn voor
een groot deel vergelijkbaar met die rond de olie- en gaswinning, doch een bijkomende komplikatie ligt in de internationale politiek. Volgens de derde internationale zeerechtconferentie van de Ver enigde Naties (United Nations Conference on the Law of the Sea III) zal een internationaal regime moeten worden opgesteld ter kontrole van de deep seabed mining. Het ziet er echter niet naar uit, dat de UNCLOS III in staat zal zijn binnen afzienbare tijd een dergelijke regeling tot stand te brengen, door de diepe verdeeld heid tussen de ontwikkelde landen enerzijds, en de ontwikkelings landen (verenigd in de Groep van 77) anderzijds. De Derde Wereld vreest dat de geindustrialiseerde landen zich door de winning van m angaanknollen onafhankelijk zullen maken van de huidige le veranciers van mangaan, koper, nikkel en cobalt. (Vooral op een wat langere termijn zullen alleen Zuid Afrika en Gabon mangaan kunnen leveren). Het voorlopig niet tot stand komen van een internationale over eenkom st ter regeling van de deep sea mining zal ertoe leiden, dat verschillende landen, onder andere de V.S., unilateraal tot wetge ving overgaan. In de V.S. beschouwt men een dergelijke w etge ving als een overgangsregeling in afwachting van een internatio nale oplossing. Volgens een woordvoerder van het State Depart ment zijn de voorgenomen unilaterale m aatregelen verenigbaar met een internationale regeling, althans volgens een internatio nale regeling, die de V.S. zich als aanvaardbaar voorstellen. Daarboven zou de unilaterale regeling op bepaalde punten moe ten wijken voor een internationale overeenkomst. De V.S. zijn het met een aantal punten van de UNCLOS III eens, onder andere een ’revenue sharing' clausule, strenge milieueisen en een behoorlijke veiligheidscontrole. Het probleem ligt echter in de interpretatie van de UN-resolutie, waarin de schatten van de zeebodem tot 'common heritage of m ankind’ worden verklaard. De Groep van 77 legt dit zo uit, dat exploitatie van deze bodemschatten alleen kan plaatsvinden onder auspiciën van en kontrole door een internatio nale organisatie binnen het kader van een internationaal verdrag. Deze interpretatie willen de V.S. niet zonder meer aksepteren. In de eerste plaats omdat dit in feite een kontrole door de Derde W ereld zou betekenen, doch ook omdat deze interpretatie een vraagteken zet achter de legaliteit van enige unilaterale w etge ving. De rol, die de belangenkontroverse tussen de geïndustrialiseerde landen en de Derde W ereld in de hele deep sea mining problema tiek speelt, geeft af en toe aanleiding tot een emotionele stellingname. Dit bleek ook bij de aan dit onderwerp gewijde public policy session, waar de diskussie tussen voor- en tegenstanders van unilaterale aktie van de V.S. op een bepaald ogenblik afgleed tot een ordinaire ruzie. De tegenstanders van unilaterale wetgeving baseren hun stand punt op de overtuiging, dat een voorlopige regeling niet nodig is, aangezien de deep sea mining voorlopig technisch nauwelijks en ekonomisch helemaal niet haalbaar is. Vanuit dit gezichtspunt wordt unilaterale aktie al snel gezien als een onnodige en egoïs tisch gem otiveerde doorkruising van internationaal overleg. Ten slotte moet bedacht worden, dat deze problematiek in politiek opzicht nauw samenhangt met het streven naar een nieuwe ekonomische orde en de noord-zuid dialoog.
Oceans R en D Al jaren wordt er in de V.S. gestreefd naar de totstandkom ing van een behoorlijk gecoördineerd oceans R en D programma. Een dergelijk programma is echter nog steeds niet van de grond geko men. In de Public Policy Session over oceans R en D werden van verschillende kanten verklaringen aangedragen voor deze situa tie. Hoewel de woordvoerders van verschillende instanties het uiteraard niet altijd eens waren over de oorzaken, konden toch wel een aantal gem eenschappelijke inzichten worden herkend. Als oorzaken kunnen worden genoemd: - Onvoldoende belangstelling bij de Adm inistratie en het Congress. De oceans R en D problematiek dringt niet door tot het Witte S. en W. - 46ste jaargang nr. 3 - 1979
Huis. Men hoopt dat deze situatie zal verbeteren door de benoe ming van Frank Press als Science Poticy adviseur van de Presi dent. Het Departm ent of C om m erce zou sterker de leiding moeten nemen, vooral m.b.v. de 12.000 man sterke NOAA. De NOAA heeft echter onvoldoende politieke invloed. De Secretary of Com merce heeft niet één adviseur uit de oceans R en D richting In het Congress w ordt de subsidiëring van oceans R en D slechts door 5 è 6 man gesteund en - zo goed en zo kwaad als het gaat — doorgedreven. Het oceans R en D beleid is teveel versnipperd tussen kom m issies en departments. - Bij het bedrijfsleven en de researchingstellingen w ordt een te kort schieten van het innoverend verm ogen gekonstateerd. Veel research is sterk defensief. (Dit is overigens een verschijnsel dat in allerlei sektoren van de ekonom ie w aargenom en kan worden). Overregulering op het vlak van de verantwoording van gelden is één van de oorzaken van deze defensieve oriëntatie in de R en D. Bovendien pleegt deze regulering een aanslag op het nuttig be steedbare gedeelte van budgetten. Vooral veel m iddelgrote be drijven doen op dit ogenblik goede zaken door de offshore olieexploratie en de ontwikkeling van de m aritiem e rekreatie. Deze situatie verlaagt het gevoel voor urgentie van langereterm ijn, meer innoverende ontwikkelingen.
Bestedingen van Oceans R en D In de jaren 1974, 75 en 76 werd door de federale overheid resp. 664, 798 en 889 miljoen dollar aan oceans R en D uitgegeven. Rekening houdend met de inflatie is de groeitrend niet gunstig. Hiervan wordt voor ca. 150 miljoen dollar per jaar aan oceanografische research besteed; de helft ervan door de National Science Foundation. De in grootte volgende kontribuant aan oceanografische research is het Departm ent of Defense met ca. 30 è 35 miljoen dollar per jaar. Het aandeel van het Departm ent of Energy is kleiner, doch vrij snel groeiend, vooral door de voortgaande aktiviteiten op het gebied van de Ocean Therm al Energy C onver sion.

The Spice Race From Indonesia to Holland, Spring 1980 In the early spring of 1980 the starting gun will be fired for the Spice Race, a long dis tance sailing race from the Indonesian ca pital Jakarta to Rotterdam. The final decision on this clearly interna tional event was made in Decem ber '78 when the Spice Race Foundation cam e up with an acceptable financial basis. As a result skippers and owners are now invited to enter. The Spice Race. This means: fast running trade winds, nagging tropical calms and fiercely blowing westerlies. Skippers and crews will have to conquer them all. The race will be sailed over two legs: J a karta to Cape Town and Cape Town to Rotterdam. It will be open to mono hulls with IOR ratings between 29 feet (8.84 m e tres) and 70 feet (21.34 m etres). Yachts will be allocated a time allowance handicap to ensure that boats of different sizes have equal chances of winning. Meanwhile inquiries have been made by the owners of four multi hulls. Pending re comm endations from the Royal Ocean Racing Club a decision has not been made as yet on a separate multi hull division. Should the R.O.R.C. have no objections the race may be open to multi hulls as well provided that a sufficient number of skip pers shows interest. For the first time in the comparetively short history of long distance ocean racing the Dutch are organizing a contest like this. Such an initiative was almost bound to be born after the victory of Conny van Rietschotens Flyer in the W hitbread Race round the world and Flyers spectacular welcome in Rotterdam shortly afterwards. Both the industry in Holland and the local authorities in Rotterdam as well as the In donesian governm ent have warmly w el comed a race to be sailed along the ancient trade route between the two countries. Yachtsmen consider the Spice Race, last ing about 75 days, as a pleasant interlude in between two W hitbread Races. For those participating in the Parmelia Race from Plymouth to Perth late in this year. The Spice Race can serve as a return race back to Europe. The very first entry is that of Adriaan van Stolk from Delft, Holland, with his 50 feet sloop Ramfish, now being built in Stavoren. Conny van Rietschoten, very pleased with the idea, is seriously considering to enter. He is looking for a sponsor to rebuild Flyer in order to m ake the boat suited for the race. Dirk Nauta from Sneek, one of the most experienced Dutch ocean racers and last sum m er a winner in the Round Britain Race, has also shown great interest. So has Chay Blyth, one of Britains most

outstanding yachtsmen. So far seven skippers or owners of mono hulls have asked for information. Now that a final decision has been made it is expect ed that boats from countries like England and France will enter soon. The Spice Race Foundation will strongly com pete for American contenders to parti cipate. The United States, until to-day re m arkably absent in long distance ocean races, glories in quite a number of fine boats typically suited for this event. To race back to the U.S. shortly after the finish of the Spice Race, they can join in the Pilgrim Fathers Race from the historical village of Delfshaven (now a part of Rotterdam) to Boston. The finish of the Spice Race in early June 1980 will mark the start of Rotterdam Home Port, a thrilling manifestation that will place the worlds busiest port in the spot lights.
For that reason the City of Rotterdam gua rantees a truly great reception of the yachtsm en at the end of their 12.000 miles voyage. Moreover the finish will coincide with the arrival of numerous yachts that are expected to take part in a rally that can be sailed over various distances. Participants in this unique event may determine their route themselves. The only requirement is that they have to arrive in Rotterdam within a certain period of time. To ensure the largest number of contest ants possible representatives of the Spice Race Foundation will at short notice begin talks with the British originators of the Tea Race from Hong Kong to Londen. This race is supposed to start some two months after the beginning of the Spice Race, taking of from Jakarta at the end of March 1980. A possible joining of the two events will be discussed.
Olierampenbestrijdingsvaartuig
Binnenkort zal het contract afgesloten worden voor de bouw van een olieram pen bestrijdingsvaartuig. Daarmee zullen grote olierampen op zee effectief bestreden kunnen worden. Het is ontworpen door IHC Holland in samenwerking met een Nederlandse aannemer. Ongelukken met tankers op zee hebben de afgelopen jaren tot grote olierampen geleid. Bestrijdingsmiddelen van voldoende formaat waren daarbij niet aanwezig. Soms verplaatste men de milieu-aantasting door zand, al of niet met chemicaliën vermengd, op de olie te strooien. Dat zinkt dan en vernielt grote delen van de flora en fauna op de zeebodem. Het meest effectieve is het direct van de oppervlakte verwijderen van de ongewenste massa. De Nederlandse Rijkswaterstaat bezit een vaartuig dat daartoe in staat is, de Smal Agt. Zodra dit schip ergens met grotere rampen geconfronteerd wordt, blijkt het echter te klein te zijn. Het is bovendien niet voldoende zeewaardig en moet buitengaats bij windkracht hoger dan Beaufort 3 zijn werkzaamheden staken. Al geruime tijd zoekt RWS naar een vaartuig voor olierampenbestrijding dat 5 tot 8 keer groter is dan de Smal Agt. Voor zo’n vaartuig, dat speciaal ontworpen en gebouwd is voor uitsluitend oliebestrijding, zou een investering nodig zijn van 20 è 25 miljoen gulden. Het is niet waarschijnlijk dat de Nederlandse overheid, onder de huidige economische omstandigheden, zo een schip zal bestellen. Een van de kleinere Nederlandse baggeraannemers zag dat pro bleem en heeft een oplossing gevonden. Een niet te verwaarlozen probleem met een speciaal geconstrueerd oliebestrijdingsvaartuig is immers het - hopelijk - uiterst geringe gebruik ervan. Dat vaartuig ligt ergens te wachten op een ramp en is verder vrijwel nutteloos. De aannem er ontwikkelde een aantal gedachten en legde deze voor aan IHC Holland. Deze gedachten zijn uitgewerkt en resul teerden in een ontwerp van een gecombineerd bagger- oliebe strijdingsvaartuig. Kortgeleden is dit plan aan de overheid voorgelegd. Het vaartuig zal 24 uur per dag beschikbaar zijn als oliebestrijdingsvaartuig. M aar tegelijkertijd werken als speciaal ontworpen onderhoudssleepzuiger. Deze oplossing en deze combinatie werden goed S. en W. - 46ste jaargang nr. 3 - 1979
door R ijkswaterstaat ontvangen. Het is de bedoeling dat de aan nemer en IHC Holland begin januari een bouwcontract sluiten. Het schip kan dan in het eerste kwartaal van 1980 beschikbaar zijn. Het ontwerp is besproken met de diverse classificatie-bureaux en overheidsinstanties en verkreeg hun volledige goedkeuring. Men moet zich een sleepzuiger voorstellen met een laadruim inhoud van ongeveer 5000 m3. Het schip is normaal aan het werk met het in de kuststrook op diepte houden van bestaande vaarw e gen. Dan kom t de melding binnen van een olieramp. Onm iddellijk stopt de sleepzuiger met zijn baggerwerk, lost zijn eventuele lading ter plaatse in enkele minuten, of doet dat onderweg. Op het helicopterdek landt de rampenploeg, die meteen een com pleet ingericht rampencentrum, met alle com m unicatiem iddelen gereed vindt staan. Onderweg worden ook de speciale veegarm en, die perm a nent aan boord gereed liggen, in stelling gebracht en op de plek van de ramp worden deze op de zeeoppervlakte neergelaten, schuin naar voren, en direct al w ordt begonnen m et het schoon maken van een strook van 50 meter breed. De oliemassa wordt naar de 'oksel' van de veegarm en (één aan stuurboord en één aan bakboord) geleid. Daar wordt het door een centrifugaalpom p naar binnen gezogen en naar het laadruim ge perst. Van daaruit kan men de massa door middel van centrifuges scheiden in w ater en olie. De olie w ordt dan óf opgeslagen in aan boord aanwezige tanks óf direkt in een m eevarende tanker ge pompt. Op deze wijze kan onmiddellijk, met de eigen middelen van het schip een enorm e hoeveelheid op zee gem orste olie, in lange vegen, van de zeeoppervlakte verwijderd worden. Bevuiling van stranden w ordt voorkom en door de snelle m anier van bestrij ding. Het milieu w ordt ook niet verder, of op een andere wijze, aangetast. De ontwikkeling van nieuwe typen vaartuigen past in de noodzaak van specialisatie en innovatie van onze scheepsbouw. IHC H ol land, nu de in baggerm aterieel gespecialiseerde W erfgroep III, heeft veel vertrouwen in meer orders voor dit soort schepen, de eerste die grote olieram pen op zee effectief kunnen bestrijden. De kosten voor dit eerste schip zullen 40 è 45 miljoen gulden bedragen. Op korte termijn heeft Nederland perm anent een schip beschikbaar om onverhoopte olieram pen te bestrijden. 67

H. van den Brug m et zijn staf onze gastheren; bij het W aterloopkundig Laboratorium waren dat de adjunct-directeur ir. J. G. H. R. D iephuis met zijn staf. Na de middagpauze wisselden de beide groepen. Tijdens de middagpauze vond de uitreiking van een drietal afstudeerprijzen plaats in de stijlvolle Senaatszaal van de TH waar onze leden en de drie kandidaten met hun hoogleraren, fam ilie en vrienden zich had den verzameld. De voorzitter van de afdeling Rotterdam, ir. G. Langelaar Gzn., heette eenieder harte De excursie naar Delft op 20 december lijk welkom, waarbij hij het doel van de Ver 1978 eniging en de bedoeling van deze prijsuit Voor de excursie naar het Instituut voor reiking uiteenzette. Langelaar Gzn. Hierna werd met alle gasten gezamenlijk het aperitief en de lunch gebruikt in de Balonnenzaal, waarmee deze prijsuitreiking tot één van de hoogtepunten van de dag was geworden. Na de m iddagexcursie werd tenslotte nog een kop koffie gedronken in de gastvrije aula van de TH en kon men terugzien op een geslaagde excursie waaraan helaas door zo weinigen werd deelgenomen. P. A. De nieuwjaarsbijeenkomst op 3 januari 1979 W aarschijnlijk door het barre w interweer was de belangstelling voor de Nieuw jaars bijeenkom st op 3 januari j.l., in vergelijking m et vorige jaren, gering te noemen. Slechts 142 leden kwamen die dag naar de Clauszaal om het bestuur en elkaar een voorspoedig nieuwjaar te wensen. Onder het genot van een aangekleed drankje kon gezellig worden bijgepraat. Aan het slot van de bijeenkomst werden nog enige woorden gesproken door ir. L. J. C. van Es, vice-voorzitter van de afdeling Rotterdam, waarbij hij de per 1 januari 1979 nieuw gekozen voorzitter van de af-
deling, ir. L. van der Tas, aan de leden voorstelde. De nieuwe voorzitter bedankte vervolgens de afgetreden voorzitter ir. G. Langelaar Gzn. voor het werk dat hij gedu rende zijn 32-jarige lidmaatschap en vooral ook voor het werk dat hij de laatste 13 jaar als bestuurslid en voorzitter voor de afde ling had gedaan. Tenslotte werd nog gesproken door de voorzitter van het hoofdbestuur, prof. ir. J. H. Krietemeijer, die de dank van het HB overbracht aan ir. Afdeling 'Amsterdam’ Op vrijdag 15 december 1978 kwam de afdeling bijeen in de cantine van de Hogere Zeevaartschool voor Scheepswerktuigkundigen voor een lezing met lichtbeelden over het onderwerp: 'Een optim alisatiestudie voor het ontw erpen van 12 m eter jachten voor de A m erica's C up ’ door Dr. Ir. P. van Oossanen, medewerker van het Nederlands Scheepsbouwkundig Proef station te Wageningen. Aanwezig waren 75 leden, juniorleden, be gunstigers en introducees. waaronder en kele dames. Voorzitter was de heer J. den Arend. Aan de hand van lichtbeelden werd door Dr. van Oossanen de door hem verrichte optimalisatiestudie verklaard voor de be treffende 12 M jachten. De voordracht over deze ingewikkelde materie werd met grote belangstelling gevolgd, terwijl de na de pauze vertoonde prachtige kleurenfilm over Zeezeilwedstrijden in de Australische wateren, door de aanwezigen eveneens zeer werd gewaardeerd. Van de gelegenheid tot het stellen van vra gen werd gebruik gemaakt door de heren ir. J. F. Tjalma; ir. J. Roelfzema; ir. Hajenius, ing. D. E. d ’Arnoud; Sutterland; Hoek en v.d. Lee, waarna de voorzitter te 22.45 uur tot sluiting van de bijeenkom st kon overgaan, na Dr. van Oossanen hartelijk bedankt te hebben voor zijn zeer interes sante voordracht, welke t.z.t. in Schip en 'W e rf zal worden gepubliceerd.

Van der Linden & Veldhuis 75 jaar Op 18 januari 1979 was het 75 jaar g ele den, dat de heren W. H. van der Linden en J. H. J. Veldhuis het besluit namen om zakelijk op eigen benen te gaan staan. Zij startten in 1904 hun aktiviteiten aan de Rotterdamse Leuvehaven in een duister, eeuwenoud pandje, waarvan de voorka mer werd ingericht als 'kantoor’ en w aar van het achterhuis in gebruik werd geno men als 'magazijn en werkplaats'. Er is een hemelsbreed verschil tussen het door een gaskousje spaarzaam verlichte voorkam ertje aan de Leuvehaven 171 en de moderne, grote bedrijfspanden van Van der Linden & Veldhuis in 1979. De huidige bedrijven van Van der Linden & Veldhuis bieden werk aan ca. 250 w erk nemers en omvatten 4 besloten vennoot schappen t.w.; Van der Linden & Veldhuis B.V., als be heermaatschappij, alsmede 3 w erkm aat schappijen, nl.: Van der Linden & Veldhuis Handel B.V., Van der Linden & Veldhuis Isolatie B V. en Rijnmond Rubber B.V. De bedrijven zijn verdeeld over 4 vesti gingsplaatsen, t.w. Vlaardingen, Z aan dam, Groningen en Sas van Gent. Van der Linden & Veldhuis ontplooit een breed gamm a van aktiviteiten in alle takken van industrie in binnen- en buitenland. Deze omvatten onder meer: de fabrikage van- en de handel in hoogwaardige techni sche rubberartikelen op basis van natuur rubber, chloropreen, nitril, epdm -rubber, viton en silicone. In het thans zeer aktuele gebied van de industriële geluidhinderbestrijding worden op wetenschappelijk verantwoorde wijze opm erkelijke resultaten geboekt. De
uitvoering van de therm ische en akoesti sche isolatiewerken kenmerkt zich door zeer geavanceerde plaatwerktechnieken, w aaronder geoktrooieerde prefabpanelensystemen. Sedert januari 1975 wordt de direktie van Van der Linden & Veldhuis Beheer B.V. gevoerd door de heer Th. G. Jochims.
N ieu w e o p d ra c h te n Appingedam Niestern Delfzijl B.V. De R ijkswaterstaat heeft twee boorvaartuigen besteld bij de Scheepswerf- en M a chinefabriek Appingedam Niestern Delfzijl B.V., welke w erf hierm ede haar vijfhon derdste bouw num m er inschreef. De schepen zullen worden ingezet voor het system atisch uitvoeren van grondboringen en onderzoek op de Zeeuwse strom en, de N ederlandse kustwateren en de W adden zee. De diepgang is voor dit doel erg klein g e houden. De schepen hebben elk tw ee schroeven, een 40 tons hijsbok, zes ankerlieren met bijbehorend ankergerei, drie hulpmotoren en een hydraulische boorinstallatie. De ac com m odatie is geschikt voor een vaste bemanning van zes personen in 1- en 2 persoons hutten, dagverblijf, kom buis en sanitaire ruimten. De aan de bouw te be steden kosten belopen ongeveer 5 miljoen gulden.
Bodewes-Gruno, Foxhol De scheepswerf Bodewes-G runo te Fox hol ontving een drietal opdrachten n. I. voor: - een koelcoaster van 41 x 7,5 x 3,45 m, voortgestuw d door 2 G M -m otoren van elk 455 pk - een binnenvaartschip van 1600 ton, afm. 85 x 9,5 x 3 m 2 casco's voor N oordzeekotters van 30 meter.

Feasibility study of 130 m prestressed reinforced-concrete pontoon At the request of Cockerill Yards Hoboken N.V., Belgium, Lloyd’s Register has carried out a feasibility study of a 130 metres long prestressed reinforced-concrete pontoon on which it is intended to install an 8000 tonne process plant. The assistance of the Advisory and Pro jects Group of Lloyd’s Register's Hull Struc tures Departm ent was requested for the structural design of the pontoon. This in volved the formulation of the design basis and the evaluation of the design loads. Other aspects considered were the deter mination of structural response characte ristics, an evaluation of the necessary pre stressing forces, a prelim inary structural design and a weight estimate. During the evaluation of static and environmental loads, special attention was paid to the in itial delivery voyage conditions which, for the purpose of the study, were taken to involve an all seasons open sea tow.
Wave energy in use from 1990? Norway is one of the few countries in the world which is involved to some consider able extent in wave energy research, and a Norwegian-produced trial plant utilizing marine wave energy is expected to be in operation off the Norwegian coast in 1980/81. If all goes according to plan and if
it proves to be a profitable operaton, Nor way should be in a favourable position for developing power stations of this nature from the beginning of the 1990’s according to Prof. Johannes Falnes of the Institute for Experimental Physics at the Institute of Technology (NTH) in Trondheim. The idea is to construct a power plant con sisting of several power buoys' and these will w ork in response to the waves. The power buoys will swing up and down in relation to a mooring. Within the buoy, there is an hydraulic piston cylinder system which, with the help of two valves, can be coupled to two gas accumulators, and a high and a low pressure tank. The hydraulic system with the pressure tanks has three functions: firstly, to ensure that the mooring will be taught (the buoy is comparatively light) secontly, to drive the buoy up and down in the desired fashion and thirdly, to tap energy from the system through a tur bine which is placed inside the lowpressure tank. The waves are made to work by means of some of the hydraulic fluid being pumped from the low-pressure tank to the highpressure tank when the buoy moves. The average effect of waves along the Norwegian coast is 23,7 kilowatt per metre wave at a distance of 20 nautical miles off the coast. The effect is greatest at Kr&kenes fyr (Stadt) with 38.2 kilowatt for every metre and least at Vardo which records 11.9 kilowatt/m etre. On an annual basis, this provides for almost 600 terawatt hours (TWh) for the 2,500 kilometre-long Norwe gian coast. The Norwegian W ater Resour ces and Electricity Board (NVE) considers that of the total, the energy potential of Norwegian w ater courses in theory is 556 TWh per annum. The total Norwegian elec tricity consumption is approx. 70 TWh. Therefore, is all the wave energy could be utilized along a 250 kilometre stretch of coast subjected to the most adverse wea ther conditions in the W est country, the amount would equal the total am ount of energy provided by Norwegian power sta tions.
New research project for corrosion con trol In addition to wind, waves and currents, ice, freezing and low tem peratures now join the list of elements which will have to be contended with regarding North Sea explo rations. These problems are causing spe culation on the effects of corrosion and ways to remedy, it, and this has prompted the Norwegian Ship Research Institute’s corrosion laboratory in calloboration with Det norske Veritas and the Norwegian Geotechnical Institute to instigate a project 'Corrosion Control north of the 62nd paral lel'. The aim is to study the significance of ocean floor conditions and the ocean envi ronment on corrosion. In order to obtain more comprehensive in
formation on corrosion, the project group will install test plates on observation buoys in Tromsoflaket and Haltenbanken. These buoys register meteorological and ocea nographic data. The steel test plates will be placed on the anchors and along ropes to the buoys, and will later be taken up to determine corrosion at different levels and on the ocean floor. As a control, test plates will be installed in the Frigg field. The re sults should give valuable information con cerning the design and size of future pro tection systems in the north. The project should be finished in 1981 and has the support of the Norwegian Petroleum Direc torate, Elf Aquitaine Norge A /S , Mobil Ex ploration Norway Inc., and Impallor Ltd. According to the Norwegian Ship Research Institute, corrosion and maintenance pro blems on oil installations in the North Sea have been greatly underestimated. The question now is whether the 50 concrete and 150 steel constructions and almost 4,000 kilometres of cable at great depths in the North Sea will be able to survive the 15-20 years predicted.
New Doxford Development Engine A 3-cylinder sm all-bore developm ent en gine is now being built by Doxford Engines Ltd., following agreement with British Ship builders. Due to be completed in April this year, it will be installed in the Doxford Pallion works in Sunderland with extensive test equipm ent to enable advanced re search to be undertaken by Doxford engi nes in association with the British Ship Reasearch Association. The decision to built this engine follows closely on the interest in the all-British Dox ford 58JS3 opposed-piston engine of 5,500 bhp from only three cylinders. Seven of these engines have been ordered by m ajor British shipping companies for instal lation in container ships each of less than 1600 gross tons. Mr. John Campbell Murray states that a substantial market is emerging for such direct-drive relatively low-speed engines wjth only three cylinders instead of 8-14 cylinders with conventional higher-speed geared diesel engines. He explains that initial orders meant that the first of the new compact engines, based essentially on standard Doxford design, had to be desig ned, built and despatched within 13 months of the contract being placed. Subsequent performance at sea has been most encou raging, particularly so since the engine is operating on cheaper low-grade fuel; con sequently a completely new market has opened up for the new engine which elimi nates the need for couplings and gearing. So great is the potentail of the new engine that Doxford and British Shipbuilders have decided to embark on the building of a sim i lar engine on which long-term studies can be carried out: investigations will be ap
plied to design engineering - to simplify design, reduce weight and manufacturing costs without detriment to reliability - also towards higher outputs and enhanced re liability with extended operational periods between overhaul. The new 580mm -bore experimental engine will be used even tually to investigate further the merits of burning various grades mixes of fuel. Results of reasearch on the experimental engine will be incorporated in the larger Doxford engines, all of opposed-piston de sign, which at present cover a power range of 5500 to 27000 bhp.
M.V. Hollandia instrumented to take fullscale measurements The K.N.S.M. (Royal Netherlands Steam Ship Co.) ship, M. V. Hollandia, sailing re gularly between Europe and the Caribbean has recently been instrumented with a sophisticated com puter-based system de signed to investigate the feasibility of on board prediction of ship response charac teristics under prevailing or impending sea conditions for any speed, heading and draught condition. The predictions by the surveillance system are based upon a database of response values calculated by Lloyd’s Register and a database of power and RPM values calcu lated by Delft University of Technology (OUT). The measurement voyages are part of a joint project being conducted by Lloyd’s Register of Shipping, the Netherlands Mari time Institute, Delft University of Technolo gy, and Applied Dynamics Europe, Rotter dam, aimed at developing a system for providing improved information and gui dance with regard to optimal service per formance. The equipm ent for the system as fitted to the ship consists of four long base strain gauges located port and starboard, a bow accelerometer near the fore peak bulkhead and a pitch/roll gyro situated near the cen tre of gravity. Response signals from these instruments are passed to computer equipment installed on the bridge for presentafion and analysis. The computer hardware fitted includes: Central Processing Unit D.E.C. evaluated the system operating in its nor mal environment. On a second voyage the Ship Hydromechanics Laboratory of D.U.T. will be joining with Lloyd's Register surveyors to continue the evaluation of the system and also to conduct trial m anoeu vres. These will take place at various speeds and headings when data obtained from the LR instrumentation and disposa ble wave buoy sensors plus additional in strumentation of D.U.T. will be compared with the sea conditions, responses and re quired power and RPM as predicted by the surveillance system. In essence, the ship is being used as a measuring buoy to evaluate and define the sea spectrum in which it is moving. This is necessary because the envisaged hull operational control system will need to op timise changed in speed, heading an d /o r draught in o rderto provide the capability to: 1. Warn that critical response levels are being approached. 2. Offer optimum guidance on the effect that changes in speed or heading would have on the various responses. 3. Present response levels for a particular reqested speed or heading. 4. Predict speed loss and power require ments to optimise service performance.

Promanpo b.v. opgericht In novem ber 1978 is in W addinxveen Pro manpo B.V. opgericht als dochter van het organisatie adviesbureau Ydo B.V. Pro manpo is de afkorting van Project M anpo wer Plus Organisation Know-how. De doelstelling van Promanpo is het steun ver lenen aan het goed functioneren van pro jectteams. Deze dienstverlening omvat: - het ontwikkelen van structuren en sa menwerkingsprocedures voor project team s en - het selecteren, opleiden, coachen en beschikbaar stellen van team leden.

Cursus dieptrekken Het M etaalinstituut TNO organiseert van 28 februari t/m 6 maart 1979 wederom een 5-daagse cursus Dieptrekken. Tijdens deze cursus wordt aandacht besteed aan: - de technologie van het dieptrekken, - de constructie van het gereedschap, - de keuring van het produktmateriaal. Dieptrekken w ordt in veel bedrijven nog overwegend ’gevoelsm atig’ benaderd. Toch is wel degelijk een gerichte, en daar door efficiënte aanpak van het dieptrek-
Bij de form atie van een projectteam kan een deel van de personeelsbehoefte veelal door eigen functionarissen worden ver vuld. Om, bij de uitvoering van een project, de bestaande organisaties niet te zwaar te be lasten zal in het algemeen de behoefte o n t staan functionarissen van buiten de nor male 'routine’ organisatie aan te trekken. De m oeilijkheden die het bedrijfsleven on dervindt bij het samenstellen en goed laten functioneren van projectteam s heeft geleid tot de oprichting van Promanpo. Een andere reden is de confrontatie met aanvragen voor leidinggevend en stafper soneel t.b.v. speciale projecten, welke aanvragen liggen buiten het eigenlijke ad vieswerk van bureau Ydo. Vraagtekens bij het nut van portektionistische maatregelen C. H. Tung - lid van de raad van bestuur van één van de grootste rederijen in de Britse Kroonkolonie Hong Kong, de C. Y. Tung Shipping Group - heeft in een inlei ding voor de tweedaagse Seatrade Confe rence gewaarschuwd voor de gevaren die protektionistische maatregelen kunnen op leveren, in het bijzonder op scheepvaart gebied. Hij doelde daarbij met name op de recente akties van sommige Aziatische landen. 'In dit deel van de wereld,' zei de Hong Kong reder, 'hangen we het principe van de vrije handel aan. Een dan is het uiterst hypocriet, wanneer we aan de ene kant de westerse handelspartners kapit telen omdat ze restriktieve maatregelen nemen tegen de import van onze indus triële produkten, terwijl we aan de andere kant soortgelijke akties ontplooien op scheepvaartgebied. Hoe goed verdedig baar die laatste aktiviteiten ook mogen zijn.' Volgens de heer Tung wordt onge veer 70 procent van de huidige containercapaciteit in de wereldscheepvaart mo menteel gebruikt in het Verre Oosten. 'De toekomst van decontainerscheepvaart is moeilijk te bepalen', zo stelde de heer Tung, 'met name omdat er een groot aantal onzekere faktoren zijn. In de eerste plaats groeit de capaciteit van de verschillende nationale rederijen snel. Daarnaast scha kelen eigenaars of charters van wilde vaart-schepen de laatste tijd meer en meer over naar de containerscheepvaart. En tenslotte is daar de dreiging van de Sovjet Unie, die duidelijk te kennen heeft gegeven een aanzienlijk deel van de wereldhandel in handen te willen hebben. Dat doel wil men voornamelijk bereiken via het offreren van afbraaktarieven'. De heer Tung, die zich bijzonder met deze laatste problema tiek heeft beziggehouden, waarschuwde voor konsekwenties op langere termijn. 'Ik zal niet ontkennen dat producenten, expor teurs en importeurs op korte termijn grote voordelen van de Russische aanbiedingen kunnen hebben omdat de vrachtkosten nu eenmaal een substantieel deel van de prijs van goederen uitmaakt. Het lijdt echter aan de andere kant geen twijfel dat dergelijke tarieven nooit en te nimmer door de jaren heen gehandhaafd kunnen blijven.’ Reder Tung had eveneens de nodige sym pathie voor de handelingen van verschil

Dat zal leiden tot over-capaciteiten en tot instabiliteit van de tariefering. Het ont breken van een profijtgedachte zal inefficiency in het management ten gevolge hebben, alsmede sterk hogere overhead kosten, die toch ergens verhaald moeten worden. Vermindering van capaciteit voor grote Zweedse scheepswerven De Zweedse regering heeft bij de Rijksdag een voorstel ingediend om de capaciteit van Zweden’s grote scheepswerven gedu rende de periode 1979-1980 terug te bren gen met 20% . Het plan heeft betrekking op het staatsscheepsbouwconcern Svenska Varv, waarbij zijn aangesloten Arendal en Cityvarvet in Göteborg, de Uddevallavarvet in Uddevalla en de Öresunds-varvet in Landskrona. Volgens een eerder gesloten overeen komst zal de Eriksberg-werf in Göteborg in 1979 worden gesloten, terwijl besprekin gen zijn begonnen over een overname door de staat van Kockums in Malmö. Uit gedrukt in werkgelegenheid zal het aantal arbeidskrachten door de voorgestelde maatregelen worden verminderd van on geveer 19.000 momenteel tot ongeveer 13.500 eind 1980. In de nota wordt verder voorgesteld dat Zweedse rederijen die vóór eind 1979 op drachten plaatsen bij de werven kunnen rekenen op staats-credietgaranties tot 70% van de contract-waarde en afschrijfbare leningen die 25% dekken. De werven zullen voordeel hebben van de verhoogde staats-credietgaranties en de leningen op gunstige voorwaarden voor de financiering van de export van schepen. Het staats-concern Svenska Varv zal voor de periode 1978-1979 kunnen rekenen op vers kapitaal in de grootte van 2.200 milj. kr., terwijl ongeveer 1.000 milj. kr. beschik baar zal worden gesteld voor de opvang van de effecten op lange termijn voor de werkgelegenheid op de werven door de capaciteits-vermindering en voor het ver gemakkelijken van een overschakeling op alternatieve produkties. Later dit jaar zullen besprekingen worden begonnen met kleinere en middelgrote scheepswerven over een capaciteits vermindering met 30% .
New code system simplifies shipbuilding A new code system developed by the Norwegian Ship Research Institute for the simplification of shipbuilding and opera-
tion, is now being used by about 200 ship ping companies, shipyards, maritime con sultants, suppliers, schools and other insti tutes in and outside Norway. The system allows many different types of industries to work together on construction and opera tion of ships, thus providing a good informa tion flow between the companies in any one enterprise. Previously, different infor mation codes or classification systems meant time-consuming searches for infor mation, misunderstandings and often lead to the double-coding of information. The new system classifies speciafications and calculations, and has a number code for drawings, purchases and components.
Norwegian shipping on a more even keel in 1979 During the course of the last four years, some 24 shipping companies with tonnage have disappeared from the Norwegian Shipowners' Association's membership lists. Nevertheless, the drop in the number of Norwegian companies is not as marked as might have been expected after the five-year shipping crisis. Per 1 July 1978, the Association registered 214 members with tonnage and 29 without tonnage, which can be contrasted with figures for 1976 recording 223 and 51 respectively. On the whole, 1978 could not be classified as a good year for Norwegian shipping, but in spite of the constant reports of bankrupt cies, liquidations and sale of ships abroad (approx. 150), the net freight revenue has certainly maintained its 1977 level of 7.5 billion NOK, and of which the positive turn in the tanker market last autumn accounts for several millions. In a recent interview, Director General Da vid Vikoren of the Norwegian Shipowners' Association indicated that 1979 should present a normalization of the Norwegian shipping situation. However, the fleet re duction witnessed of late, has grave con sequences for employment possibilities, and a reduction in the number of available jobs within shipping was warned. The number of merchant seamen went down by 4,000 during the course of 1978. Director Vikoren also points out that if the reduction which is implied in the national budget is borne in mind, the Norwegian fleet will have been cut back by one quarter during 1978/79 - a reduction which will have not mean consequence for Norwegian social economy. However, it is believed that Norwegian shipping will be in a strong position when the crisis is over as the fleet will consist of modern ships, all older models having been sold or scrapped. The balance be tween supply and demand for ships will be improved, and it is also hoped that the competitive ability will be better than has hitherto been the case.
