Causes and consequences of the extraordinary situations Causes •Increase of flood level •Missing maintenance works •Building up and unchecked critical flood plains •Missing of the needed developments •Complicated legal background •Lack of financing •We afford more costs for the expensive protection, however the system continuously loosing its safety. Consequences - conslusions •In many cases, the protection against the 1 % probability flood prescribed by the law- is not enough •The reserve of the flood protection and the excess water systems is already used up •As soon as possible to start the long term planning minimum for 50 years in advance using the principle „safety + reserve”
