INLEIDING - PREFACE Oerol and Sense of Place Joop Mulder and I share a fascination for the ambiguity of the landscape of the Wadden Sea. On the one hand, this area is a symbol of pure nature - that is why it is designated a UNESCO World Heritage site - on the other hand, this landscape is largely the result of centuries of human intervention. As we look out over the endless beaches and the North Sea, we have the feeling of being one with nature, but dunes and dikes are made entirely by man.
Oerol en zijn Sense of Place Joop Mulder en ik delen een fascinatie voor de dubbelzinnigheid van het landschap van de Wadden. Aan de ene kant is dit gebied een symbool van puur natuur - het is immers om die reden aangewezen als UNESCO Werelderfgoed -, aan de andere kant is dit landschap grotendeels het resultaat van eeuwen van menselijk ingrijpen. Terwijl we uitkijken over de eindeloze stranden en de Noordzee hebben we het gevoel één te zijn met de natuur, maar die duinen en dijken zijn helemaal door de mens gemaakt.
As founder 32 years ago of Oerol Joop Mulder knows better than most of us which magical power this landscape of wind, water and sand can exert on us. Oerol acquired international reputation by presenting sitespecific theatre in this evocative natural environment. This year, in 2013, he decided to go a step further. It was time not only to experience this landscape, but also to reflect on the natural, social and economic processes that shapes it. He decided to organize a two-day seminar under the name Sense of Place and invited me as a guest curator. In this publication you will find the eloquent report by journalist Colin Heezik of these two inspiring days on Terschelling.
Als oprichter 32 jaar geleden van Oerol weet Joop Mulder beter dan de meesten van ons welke magische kracht dit landschap van wind, water en zand op ons kan uitoefenen. Oerol heeft internationaal naam gemaakt door het presenteren van locatietheater in deze tot de verbeelding sprekende natuurlijke omgeving. Dit jaar, in 2013, besloot hij een stap verder te gaan. Het was tijd om dit landschap niet alleen te ervaren, maar ook om te reflecteren op de processen - natuurlijke, sociale, economische - die het vormgeven. Hij besloot een tweedaagse seminar te houden onder de naam Sense of Place, en nodigde mij uit als gastcurator. In deze publicatie vindt u het eloquente verslag door journalist Colin van Heezik van deze twee inspirerende dagen op Terschelling.
The seminar was about what Joop calls cultural landscape development. In the course of those two days a variety of speakers worked together with participants from several European countries, who also have a great knowledge in this area, to make this new understanding tangible. In a series of lectures, workshops and excursions we investigated what landscape art and landscape architecture can contribute to both our understanding of the landscape and, fortunately, the economy of the region.
Het seminar ging over wat Joop ‘culturele landschapsontwikkeling’ noemt. In de loop van die twee dagen werkten een keur aan sprekers samen met de deelnemers uit diverse Europese landen, die zelf ook over een grote kennis van zaken beschikken, om dit nieuwe begrip handen en voeten te geven. In een reeks lezingen, workshops en excursies onderzochten we wat landschapskunst en landschapsarchitectuur kunnen bijdragen aan zowel ons begrip van het landschap als, gelukkig ook, de economie van de regio.
Eventually the time we spent together was as important as the program of the seminar. At dinner, on the bus, at the bar, key figures from organizations such as the municipality and the province, engineers and landscape architects, the Wadden Sea Society and the Wadden Fund, artists and curators, Rijkswaterstaat and Staatsbosbeheer got to know each other. Who will say what will come of it - but the seed of the cultural landscape development is sown.
Uiteindelijk was de tijd die we samen doorbrachten, net zo belangrijk als het programma van het seminar. Bij het avondeten, in de bus, aan de bar leerden sleutelfiguren van organisaties als de gemeente en de provincie, ingenieurs en landschapsarchitecten, de Waddenvereniging en het Waddenfonds, kunstenaars en curatoren, Rijkswaterstaat en Staatsbosbeheer elkaar kennen. Wie zal zeggen wat ervan gaat komen - maar het zaadje van de culturele landschapsontwikkeling is gezaaid.

Sense of Place: how art can make us see a landscape anew “Each night, I sit down on a bench AT the sea-side and watch how the light changes.”
“Hoe vertel je een landschap?” “Veel mensen weten hoe mooi het hier is,” zegt Joop Mulder, “maar weinigen beseffen dat dit gebied grotendeels het werk van mensenhanden is.” Mulder, oprichter en artistiek directeur van Oerol, heeft het uiteraard over het Waddengebied, dat in 2009 door Unesco tot Werelderfgoed werd verklaard. De Wadden beslaan niet alleen acht Nederlandse eilanden, maar ook 42 die bij Duitsland en Denemarken horen. Vandaag zijn we op Terschelling, waar Mulder 33 jaar geleden een baantje kreeg als barman. Als snel begon hij muziekoptredens en straattheater te organiseren in en rondom zijn bar. Zo werd de eerste stap richting Oerol, nu een van de grootste locatietheaterfestivals ter wereld, gezet.
“How to tell a territory?” “Many people know how beautiful this area is,” Joop Mulder says, “but few of them realise it was created by man.” Mulder, who is the founder and artistic director of the Oerol festival, is referring to the Wadden Sea in the North of the Netherlands that was declared world heritage by Unesco in 2009. The Wadden Sea comprises eight islands that belong to the Netherlands and, further eastwards, 42 others that belong to Germany and Denmark. The island where we are today, Terschelling, is the place where Mulder started as a bar man, 33 years ago, to organise music and street theatre in and around his bar – it was the first step towards Oerol, now one of the leading location theatre festivals in the world.
Mulder raakte in de loop van de jaren steeds meer geïnteresseerd in het podium zelf, de plek waar de kunsten werden uitgevoerd. In zijn geval was dat het eiland Terschelling en zijn unieke landschap. Mulder vroeg zich af: wat als de locatie niet langer een decor was maar de hoofdrolspeler werd, en de kunsten een middel om op een nieuwe manier naar de natuur te kijken? Die gedachte vormde de basis van Sense of Place, het project dat Mulder de komende jaren wil ontwikkelen. Ontworpen landschap Sense of Place is een uniek project dat tot doel heeft onze relatie met de natuur opnieuw te formuleren. Kijken we wel goed naar de natuur, kennen we haar, begrijpen we haar eigenlijk wel? Welk deel van het landschap is geschapen door de natuur en welk deel door de mens? Terschelling is misschien wel de beste plek op aarde voor zo’n onderzoek, want hier hebben mensenhanden flink ingegrepen – met als resultaat een bijna absurde diversiteit van landschappen. Voel je je op de Noordelijke stranden nog als een Robinson Crusoe, een beetje landinwaarts, bij de duinen, waan je je weer in ZuidFrankrijk, terwijl je even verderop tussen de weilanden en de koeien staat. Op andere delen van het eiland zit je opeens in de bossen, alsof je in een heel ander land terecht gekomen bent. Vooral voor buitenlanders is zoveel diversiteit op zo’n klein eiland onvoorstelbaar.

Over the years, theatre bum Mulder became more and more interested in “the stage”, in his case the island of Terschelling and its unique landscape. What if the location stopped being a décor and started being the main actor, the arts becoming a means for us to look at nature in a new way? This is the starting point for Sense of Place, a project that Mulder wants to develop over the next few years. Designed landscape It is a unique project that aims to redefine man’s relationship with nature. Do we really look at it, do we know it, understand it? What part of the landscape was created by nature and what part by man? Terschelling is arguably the best place on earth for such an investigation, since the island was completely redesigned by man, leading to an almost absurd diversity of landscapes: walking on the beaches of the North part of the island, one feels like Robinson Crusoe, walking a little inwards towards the dunes, it feels like Southern France, walking a little further, all of a sudden, we are in the midst of blooming meadows and cows, as if the sea were miles away. A little further again, forests make you feel you have travelled for many hours to a whole different part of a country. 4

REPORT OF Oerol Seminar Sense of Place - June 12+13 Dit jaar trekt Pannenland de aandacht van Oerol-gangers: 4000 Franse dakpannen in het zand. Ze staan rechtop in een cirkel, maar er zitten ook rechte lijnen in. Pannenland is niet alleen mooi, maar geeft ook inzicht in hoe duinen worden gevormd. Het zand rondom de pannen lijkt op een miniatuurlandschap. Als je een foto neemt van boven, ziet het eruit als een abstract schilderij. Je ziet hoe de wind lijnen en contouren vormt rondom de tegels, in oneindige variaties. Bruno Doedens, de landschapsarchitect die verantwoordelijk is voor het project, toont de foto’s tijdens zijn verhaal over Pannenland: het is een van de hoogtepunten van het Sense of Place seminar, twee dagen voor Oerol 2013.
During this year’s edition of Oerol, a work of land art called Pannenland, Land of Tiles, strikes visitors: nearly 4.000 French roof tiles on the beach, standing upright in the sand, in a huge formation. It is a circle, but there are many straight lines in it, too. Pannenland is not only beautiful, it also shows us how dunes are shaped by nature: the sand around the tiles is a miniature landscape. When you make a photo of it from the top, it looks like an abstract painting. You see how the wind painted with sand around the tiles, in endless variations. Bruno Doedens, the landscape architect who created the project, shows these photos during his talk on Pannenland: it is one of the highlights of the Sense of Place seminar, two days before the opening event of Oerol 2013.
Culturele interventie Architecten, kunstenaars, curatoren, acteurs, ambtenaren van Rijkswaterstaat en Staatsbosbeheer: ze zijn niet gewend naar elkaar te luisteren, maar dat is wel Mulders doel in dit seminar. Hij wil landschapsontwikkeling combineren met een cultureel besef, de dynamiek tussen natuurlijke en culturele elementen binnen een landschap zichtbaar maken voor een groot publiek, en wel door middel van beeldende en uitvoerende kunst. Het is een pioniersplan dat creatieve kortsluiting moet veroorzaken – een idee dat tot nieuwe ideeën en oplossingen kan leiden. Niemand weet wat er uit gaan komen. Het is een sprong in het diepe, en dat is precies wat Mulder leuk vindt.
Cultural intervention Architects, artists, curators, actors, people working for the local and national institutions managing the landscape: they are not used to listening to each other. This, however, is Mulder’s objective in his Sense of Place seminar: combining landscape development with a cultural awareness, making it visible to a large audience, using arts and performances to draw attention to the landscape. It is a pioneer project, aiming to provoke creative short-circuits and ideas for new solutions. Nobody knows what will come out. It is a bet. And that is exactly what Mulder likes about it.
Het idee van Sense of Place is om belangrijke investeringen in het landschap – en die komen eraan, nu de Wadden Unesco-erfgoed zijn – te koppelen aan een zogenaamde culturele interventie, een bijbehorend plan dat een impuls geeft aan cultuurtoerisme en daarmee de economie van de Wadden. En dat betekent niet zo maar een dijk ergens neerkwakken omdat het op die plek nodig is, maar een bijzondere dijk bouwen, en zijn innovatieve kracht laten zien aan het publiek. Over vijf jaar wil Mulder dat Sense of Place zich ontwikkeld heeft tot een openluchttentoonstelling van ongekende omvang, met de allerbeste landschapskunst, verspreid over het gehele Waddengebied en de Noordelijke kust van Friesland. Het kan een hoofdattractie worden van Leeuwarden Culturele Hoofdstad 2018 - een race die in september is beslist, met Eindhoven en Maastricht als concurrenten. Sense of Place is al begonnen en Mulder gaat er sowieso mee door. Met Leeuwarden als Culturele Hoofdstad in 2018 kan dat hoogstens de schaal en snelheid van het project kunnen veranderen. Maar het begint met het verbinden van de mensen zoals die tijdens het seminar bijeen zijn.

The idea of Sense of Place is to pair each important investment in the landscape with a “cultural intervention” and its implications for cultural tourism, attracting new audiences to the region and giving extra economic impulses to the area. It is a “master plan”: not to build a dike just because it is necessary, but to build a dike in an innovative way and show it. In five years time, Mulder wants to present an unprecedented open-air exhibition with the finest works of land art, scattered all around the Wadden Sea area and the Northern coast of Fryslân, the province that is closest to the islands. It would be a main attraction in the programme of Leeuwarden-Ljouwert 2018, Fryslân’s capital that achieved the title of European Capital of Culture.

Having new eyes Sense of Place has already started. And Mulder will go on with it anyway. Now that Leeuwarden 2018 achieved the title, only the scale and speed of the project might change. And no matter what, it all starts with connecting these people who are here today. “The real voyage of discovery consists not in seeking new landscapes but in having new eyes.” With this quote by Marcel Proust, curator Tracy Metz, a writer and journalist, kicks off the two-day seminar.

REPORT OF Oerol Seminar Sense of Place - June 12+13 Kijken met nieuwe ogen “De echte ontdekkingsreis is niet de zoektocht naar nieuwe landschappen maar het vinden van nieuwe ogen.” Met deze quote van Marcel Proust geeft Tracy Metz, schrijver en journalist, de aftrap voor het tweedaagse seminar. In Estuaire, Voyage à Nantes, vertelt curator David Moinard, werd kunst ingezet om het landschap rond de riviermonding tussen Nantes en SaintNazaire nieuw leven in te blazen. Moinard stelde zichzelf daarbij de vraag: “Hoe vertel je een landschap?” Het idee was niet om kunst te kopen en in het landschap neerzetten. Kunstenaars werden uitgenodigd om zich te laten inspireren door het landschap en “site-specific” werk te maken. Moinard laat een aantal fraaie kunstwerken en observatoria zien die inmiddels vele bezoekers trekken voor een reis langs de zestig kilometer tussen Nantes en de Atlantische kust.
In Estuaire, Voyage à Nantes, as curator David Moinard explains, art was used to revitalise the landscape around the estuary between Nantes and Saint-Nazaire. Moinard asked himself: “How to tell a territory?” The concept was not to buy art and put it in the landscape, but to invite artists and have them make sitespecific work. Moinard shows some beautiful works of art and observatories that now attract many visitors to this part of the area, who make a trip along the 60 km that separate the city of Nantes from the Atlantic coast. A melting boat, a house on top of a large, old factory chimney (you can spend the night there, but it is always fully booked), a fountain that spouts when you sit down on a bench in front of it. A light installation that predicts what the weather will be like in four hours. A film was made to promote the project and this was done, also, by an artist: no cheesy promotion video, but an arty 15 m film about a guy in a white suit with a red surfboard who moves along the river in a surreal landscape full of surprises.
De promotiefilm van Estuaire is niet gemaakt door een reclamebureau maar door een kunstenaar: geen gelikte campagne dus, maar een arty filmpje van vijftien minuten over een jongeman in een wit pak met een rood surfboard die de rivier afglijdt door een surrealistisch landschap vol bizarre taferelen; een smeltende boot, een huis bovenop een brede, voormalige fabrieksschoorsteen (je kunt er slapen, maar het is altijd volgeboekt), een fontein die gaat spuiten als je op het bankje ervóór gaat zitten, en een lichtinstallatie die voorspelt welk weer het over vier uur wordt. De stad Nantes werkt nu aan permanente boottochtjes en een bijbehorende GPS voor toeristen. Uiteraard een kunstzinnige GPS, laat dat maar aan de Fransen over.
The city now works on permanent boat trips and a creatively designed GPS for tourists. No, no normal GPS. An arty one. Of course. So French. Multidisciplinair synergy However inspiring Estuaire might be, Mulder wants something else: not just a beautiful open air art exhibition curated by a guy like Moinard, but a synergy between landscape architects, artists, institutions and so on that combines landscape interventions with art. It is an interdisciplinary approach that combines the functional with the beautiful. A dyke can be just as interesting as a sculpture, in Mulder’s eyes. Perhaps even a highway?
Multidisciplinaire synergie Hoe inspirerend Estuaire ook mag zijn, Mulder wil wat anders: niet zomaar een mooie openluchttentoonstelling, maar een synergie tussen landschapsarchitecten, kunstenaars en instituten waarbij landschapsontwikkeling en kunst zich vermengen. Het functionele combineren met schoonheid door een interdisciplinaire methode, dat heeft hij voor ogen. Een dijk, en zelfs een snelweg, kan in de ogen van Mulder net zo interessant zijn als een standbeeld. Daan Roosegaarde is een specialist in het combineren van technologie en kunst. Hij noemt zichzelf een “hippie with a business plan”. Hij werkt op dit moment, vertelt hij in zijn presentatie, aan een snelwegproject met de naam “the intelligent highway”. Waarom zou je strepen op het asfalt niet in een verfsoort schilderen dat zich overdag met zonne-energie kan opladen, zodat die strepen ’s nachts kunnen functioneren als snelweglichten? En waarom zou je geen speciale strook kunnen maken voor elektrische auto’s, die zich daar kunnen opladen terwijl ze rijden?

Dutch artist Daan Roosegaarde specializes in combining technology and art. He calls himself a “hippie with a business plan”. He is now working, as he tells in his presentation, on a highway project called “the intelligent highway”. Why wouldn’t lines on the asphalt be painted in a material that can charge itself with solar energy during the day, so that it glows at night, making traditional highway lights superfluous? Why wouldn’t you make a special lane for electric cars that charge themselves with this solar energy while driving? Roosegaarde agrees with Moinard, who stated earlier that for decades, landscape architecture was all about giving space to cars. Now it is about “How can we make sustainable landscapes?”, Roosegaarde says.

REPORT OF Oerol Seminar Sense of Place - June 12+13 Roosegaarde stelt dat landschapsarchitectuur vroeger vooral alle ruimte gaf aan de auto’s. Maar volgens Roosegaarde is nu de vraag: hoe kunnen we landschappen duurzaam maken?
It releases a small electric shock when somebody says “yes, but”. It is typical of his attitude, he claims: do not be reluctant when somebody has a good idea. To Roosegaarde, much of his work feels like “getting people out of their comfort zone”.
Sommige mensen zullen altijd zeggen: “Ja, maar….”. Roosegaarde heeft daar iets op bedacht: de “yes, but”stoel, die een zachte elektrische schok geeft als iemand “yes, but” zegt. Het is typerend voor zijn instelling: ga niet meteen barricades opwerpen als iemand een goed idee heeft. Veel van zijn werk, zegt Roosegaarde, heeft te maken met “mensen uit hun comfort zone trekken”.
Poetry in technology Roosegaarde is famous for his works based on material that reacts to body temperature: a dress, for example. Or his Lotus Dome, a living dome made out of hundreds of ultra-light aluminum flowers. Lotus Dome created patterns of light in a church in Lille, revealing details in the beautiful frescos that were always there but never noticed. “Hide to show,” says Roosegaarde, who always seems to have a one-liner at hand. “Bringing out poetry in technology,” is another one. He also made Duin4.2 in Rotterdam, an interactive artwork in the public space. It looks like a dune landscape and is made of hundred of led lights with sensors that react to people moving in front of it. This work along the river Maas in Rotterdam made people relate differently to their landscape. It shows how a work of art can change a place. Roosegaarde likes the idea of “bringing new eyes” to people. We should get away from our screen. It is important to connect people with their landscape (again). That is true. But how? Roosegaarde’s suggestion: “Think big – start small.”
Poëzie in technologie Roosegaarde werd beroemd door zijn werk met materialen die reageren op lichaamstemperatuur. Een jurk, bijvoorbeeld, of zijn Lotus Dome, een levend object gemaakt van honderden superlichte aluminiumbloemen. Lotus Dome wierp lichtpatronen op de fresco’s van een kerk in Lille, en lichtte daarmee details uit die nog nooit iemand waren opgevallen. Roosegaarde noemt dit schouwspel ‘Hide to show’. “Bringing out poetry in technology” is een andere scherpe zinsnede; Roosegaarde lijkt altijd een oneliner paraat te hebben voor zijn uitzonderlijke projecten. Hij maakte ook Duin4.2 in Rotterdam, een interactief kunstwerk in de publieke ruimte. Duin4.2 ziet eruit als een duinlandschap en is gemaakt van honderden ledlampen met sensoren die reageren op voorbijgangers. Dit kunstwerk aan de Maas laat mensen op een andere manier naar hun landschap kijken. Het is het bewijs van hoe kunst een plek kan veranderen. Roosegaarde wil mensen “nieuwe ogen geven”. We moeten achter ons scherm vandaan, opnieuw met het landschap verbonden worden. Maar hoe? Roosegaarde’s suggestie: “Think big – start small.” Nieuw leven bieden Een plek veranderen, dat heeft Ruud Reutelingsperger van het Rotterdamse Observatorium, gedaan in Vitrolles – een naoorlogs stadje in de buurt van Marseille. Observatorium is gespecialiseerd in kunst in de openbare ruimte, en ging aan de slag in Vitrolles, volgens sommigen de lelijkste stad van Frankrijk en bevolkt met Front National-stemmers. De stad miste een hart, dat vond ook de burgemeester, die Observatorium daarom vroeg om culturele interventies te doen op het stadhuisplein. Want zelfs daar, waar normaal in elke Franse stad wel iets gebeurde, ontbrak elk leven. Samen met Fai-Ar, een straattheatergezelschap, maakte Observatorium mobiele tuinen. Ze sliepen op het plein, organiseerden sportieve activiteiten, ze deden ze onderzoek in de stad en maakten gekke sculpturen. Tenslotte presenteerde Observatorium enkele ideeën aan de burgemeester, die al die creativiteit in zijn stad geweldig vond en hen vroeg snel terug te komen.

Offering new life Changing a place is what Ruud Reutelingsperger of Rotterdam-based artist group Observatorium (specialized in art in public space) did in Vitrolles - a small, post-war city near Marseille. Some would call Vitrolles the ugliest place in France and its inhabitants include many extreme-right voters. The city asked Observatorium to do “cultural interventions” in Vitrolles because, they admitted, it lacked a heart. Even the square in front of the town hall, usually the beating heart of a French city, was completely empty of life. Together with Fai-Ar, a street arts group, Observatorium made mobile gardens, slept on the square, organised sports activities, made crazy sculptures and did research in the city. Finally, they presented some ideas to the mayor, who loved all the life and creativity they brought about in his town and asked them to come back.

REPORT OF Oerol Seminar Sense of Place - June 12+13 Een andere innovator is Cal-Earth. Deze Amerikaanse organisatie bouwt huizen met zandzakken. Hooman Fazly is een jonge vent; Californian style, relaxed, gebruind en bebaard. Hij vertelt wat Cal-Earth doet, terwijl naast hem een soort iglo van zandzakken in elkaar gezet wordt op een van Terschellings brede stranden. Ja, natuurlijk, dit voelt als “back to the seventies”, en inderdaad is Cal-Earth opgericht door een “believer”, de Iraans-Amerikaanse architect Nader Khalili (1936-2008), in de zeventiger jaren. But today, new technologies are available to make this way of building a realistic alternative, both in the Western world and in places like Sri Lanka or Bangladesh where people could build their own houses like this. It can help, the Cal-Earth guy says, as a form of disaster relief. The biggest problem in the West is that it takes so much time, and time is money, here. What’s the link? Well, Janneke van Berlo, beach specialist for the Dutch government explains, conventionally built beach houses damage the beach. It is good to think about alternatives. She reminds us how much sand the Dutch government supplies annually to, basically, make sure that the Netherlands don’t shrink. It’s a lot. Landscape itself as art So, can we speak of a come-back of land art? To many, it feels like this “seventies” thing, but is it coming back? Yes, Tracy Metz says. At least there is a come-back of landscape architecture. Because of the rising awareness of sustainability, biodiversity and landscape issues.

We moeten hier beginnen: eerst eens kijken wat we met dat landschap kunnen doen. Ik wil de Wadden gebruiken als een voorbeeld van good practice op dit gebied. We moeten de mindset veranderen, niet alleen bij onszelf, maar in heel Nederland.” En misschien ook wel in de rest van de wereld. De eerder genoemde Bruno Doedens vertelt op de tweede dag van het seminar over zijn Pannenland. Het is het tweede project in een serie: in 2006 maakte Doedens een grote zandsculptuur, de Jaarringen, die bestond uit 25 ringen die de groei van het Oerolfestival symboliseerden. Het duurde zes maanden voordat de wind de ringen had uitgewist. Dit jaar creëerde Doedens Pannenland met 3772 dakpannen. Bruno stelt dat er een gapend gat is tussen landschapsinterventies door organisaties en de reacties van de bevolking. “We hebben nieuwe strategieën en energie nodig. Cultuur kan daarbij een rol spelen, het gat vullen door te laten zien wat er gebeurt in het landschap.”

And what will Sense of Place eventually look like? Mulder: “It will be a little like Estuaire but different, also with the landscape itself as art. But that will be in five years. We have to start here. First see what we can do with the landscape. I want to use the Wadden as a laboratory for good practices in this field. Changing the mindset, not only for us, but for the whole of the Netherlands.” And perhaps even for the world. The next day, Bruno Doedens talks about his Pannenland, Land of Tiles. It is the second project in a series: in 2006, Doedens made a huge sand sculpture inspired by a tree’s growth rings. It was called Jaarringen, Growth Rings, and consisted of 25 rings symbolising the growth of the Oerol festival that celebrated its 25th anniversary that year. It took six months for the wind to erase the rings. This year, Doedens created Pannenland with 3772 roof tiles. Bruno states there is this huge gap between landscape interventions by organisations and the reactions of people. “New strategies and energy are necessary. Culture can play a role, help solve this problem by showing and recognizing what is going on in a landscape.”

REPORT OF Oerol Seminar Sense of Place - June 12+13 Aloude functies, nieuwe ideeën en vormen “Het woord landschap stamt uit de kunsten,” zegt Cees van der Veeken van Lola Landschapsarchitecten. “Een landschap is geframed, gekaderd door de mens.” Hij werkt momenteel aan een “oesterrif als kustbescherming” en een “soft dyke” tussen Amsterdam en Hoorn. Dit zogenaamde Oesterdam 2014 project en andere groene oplossingen hebben volgens Van der Veeken de toekomst. De middag staat in het teken van dijken. Hoe kunnen we dijken bouwen op nieuwe manieren? Er is een workshop van architect Dingeman Deijs en landschapsarchitect Steven Delva. Zij spreken graag in wilde concepten zoals een intelligente dijk (een dijk die reageert op eb en vloed), een opblaasbare dijk of “balloon dyke,” een waterdijk. De Nederlanders zijn beroemd om hun dijkingenieurs maar de creativiteit was met de jaren een beetje weggezakt, totdat het dijkbeheer in 2010 gedecentraliseerd werd, wat leidde tot een golf aan nieuwe dijkontwerpen, omdat nu andere soorten dijken gebouwd kunnen worden. Dingeman Deijs en Delva leggen uit hoe nieuwe soorten dijken niet alleen de golven breken, maar ook sociaal-culturele en recreatieve doeleinden hebben. Een zachte dijk, bijvoorbeeld, breekt de golven op een geleidelijke manier. Het is duurzamer en biedt betere mogelijkheden zoals recreatie en festivals. He is currently working on an “oyster reef as shore protection” and a “soft dike” between Amsterdam and Hoorn. This so-called Oesterdam 2014 project and other green, soft solutions have the future, in their eyes. During the afternoon, it’s about dykes. How to build dykes in new ways? A workshop is hosted by architect Dingeman Deijs and landscape architect Steven Delva. They like to speak about wild concepts such as an intelligent dyke (that reacts to sea level rise), a balloon dyke, a water dyke or even an inflatable dyke. The Dutch are famous for their dyke engineers but over the years, creativity has somewhat diminished, until three years ago the government decided to decentralize the process, which has lead to a new wave in dyke engineering, sparkling with originality. These young architects explain how new kinds of dykes can break the waves while being fully integrated in the landscape and its social, cultural and recreational uses. A soft dyke, for example, breaks the waves in a gradual way. It is more sustainable and offers better options for cultural interventions. Also, it is original. It’s fun. Germany and Denmark already use soft dykes in their Wadden areas, dykes made of clay. The question for the workshop is to think of a new piece of art, to create a natural process for a flexible and sustainable dike system. Some crazy ideas are launched. Why not evacuate an island like Terschelling, have the people live on piers or floating islands around it, and let nature take its course again? Or: how about a moveable dyke, a floating dyke? Joop Mulder tells participants in the workshop he once knew this art student who had the idea to make a dyke in the shape of woman’s body. Who knows, in a few years it might come true. Of course, this reminds land art fans of the work of Robert Smithson, the land artist who died in 1973 and whom Mulder highly admires.
De opdracht van de workshop is een nieuw kunstwerk te bedenken om een natuurlijk proces te creëren voor een duurzaam en flexibel dijksysteem. Dat leidt tot een aantal wilde ideeën. Waarom niet alle bewoners van een eiland als Terschelling eraf halen en de bewoners op pieren of steigers zetten, en de natuur zijn gang laten gaan? Of: een verplaatsbare, of een drijvende dijk? Joop Mulder vertelt de deelnemers aan de workshop over een studente van de Rietveldacademie die het plan heeft bedacht om een dijk te maken in de vorm van een vrouwenlichaam. “Een dijk van een vrouw!” Wie weet, misschien wordt dat over een paar jaar wel realiteit? Het doet fans van landschapskunst denken aan het werk van Robert Smithson, die in 1973 bij een vliegtuigongeluk om het leven kwam, en van wie Mulder een bewonderaar is. Tastbare verbondenheid De workshop wordt ook bijgewoond door een man van de gemeente Terschelling. Tangible reconnection The workshop is attended by a man who works for the Terschelling municipality. He does not need to be reconnected to his landscape. “Each night,” he says, “I sit down on a bench and watch the sea, watch how the light changes.” After two intensive days, participants in the Sense of Place seminar took the boat back to Harlingen. In all of their heads, something had changed. They thought of Tracy Metz’ introductory talk, when she quoted Proust: “The true voyage of discovery is finding new eyes”.

REPORT OF Oerol Seminar Sense of Place - June 12+13 Metz’ introductie op het seminar, toen ze Proust citeerde: “De echte ontdekkingsreis is het vinden van nieuwe ogen”.
However, it was only the next day that one could see how the combination of land art and performance really turns out. During the opening night of the Oerol festival, a group of VIPs were the first to see a new show by the French theatre group Le Collectif Bistaki. Together with Joop Mulder, they had prepared a special edition of their avant-garde roof tile performance for Oerol. The performance started in the middle of the forest, at an open spot, from where the actors walked away into the dunes, pulling the characteristic French roof tiles behind them like dogs on a string. The audience followed them through the woods, where Japanese benches, oriental temples and other constructions made of tiles and pieces of tiles told a story about civilisation. “It feels like a fairy tale forest,” some said.
Maar het is pas de volgende dag dat de combinatie van landschapskunst en performance art of theater echt tastbaar wordt. Tijdens de openingsavond van Oerol ziet de groep genodigden als eerste de nieuwe voorstelling van het Franse gezelschap Le Collectif Bistaki. Samen met Joop Mulder hebben ze een speciale versie van hun dakpanvoorstelling gemaakt, aangepast op het landschap van Terschelling. Het begint midden in het bos, bij een open plek, vanwaar de acteurs de duinen inlopen, de karakteristieke Franse dakpannen achter zich aan trekkend als hondjes. Het publiek volgt ze door het bos, waar Japanse bankjes, oosterse tempels en andere constructies van dakpannen en stukjes dakpan een verhaal over cultuur en beschaving vertellen. “Het lijkt wel een sprookjesbos,” zegt iemand.
Apotheosis Actors of Bistaki did “strange” acts in the woods, suggesting mysterious cultures and habits. A story about culture, in the middle of nature. And on it went, until the group arrived at a small dune where one of the actors, with a handbag on his head, was playing the piano. Three of his colleagues were just standing there. It was weird but great. The sun was setting, one could feel the soft wind coming from the sea, it was peaceful and strange. Everybody was silent, sitting on their knees in the dune grass. On it went, seawards. Just behind the beach: a dance performance, in which the tiles formed geometrical compositions and moved with the dancers in rhythmic ways. Meanwhile, one could see other actors with tiles behind their heads walking in a procession on the tops of the dunes, in the background, which was even more beautiful than the show in the foreground.
Apotheose De acteurs maken vreemde bewegingen en geluiden in het bos; ze beeldden een culturen uit waar niemand van gehoord heeft: een verhaal over cultuur, midden in de natuur. De groep loopt verder, totdat ze bij een duin komt waar een van de acteurs, met een tas op zijn hoofd, piano speelt. Drie van zijn collega’s staan er majestueus bij in lange jassen. Het is raar, maar schitterend. De zon gaat onder, je kan de zachte zeewind voelen, het is vredig en vreemd. Iedereen is stil en zit op zijn knieën in het gras. En verder gaat het gezelschap, richting de zee. Vlak voor de laatste rij duinen is er een dansvoorstelling, waarbij de dakpannen in geometrische formaties met de dansers meebewegen. Ondertussen ziet het publiek in de verte een processie van andere acteurs die dakpannen rechtop in hun kraag achter hun hoofd hebben gestoken. Ze bewegen als een silhouet aan de horizon. Tenslotte lopen we over de duinen naar het strand, waar de dakpannen van Bruno Doedens nog meer indruk maken dan de dag daarvoor, toen de deelnemers van het seminar er overdag kwamen kijken. De zon is bijna onder en de lucht ziet eruit als een schilderij van Dalí, het strand lijkt op een eindeloze woestijn. Een laatste performance op het strand vormt de apotheose van een drie uur durende ervaring in situ, op de grens van kunst en natuur.
Then, the group moved over the dunes towards the beach, where Pannenland was even more impressive than it had been during the day, during the Sense of Place seminar. The sun had almost set and the skies were like a Dali-painting while the beach seemed like an endless desert. A last performance on the beach was the apotheosis of a three-hour experience in situ, at the intersection of arts and nature. Everybody was pretty euphoric.
Over vijf jaar komen we terug om te zien hoe Mulders plan heeft uitgepakt. En, afgaand op het enthousiasme van alle deelnemers aan het seminar: tegen die tijd is Sense of Place waarschijnlijk groot geworden.

CONCLUSIE Dit tweedaagse seminar over culturele landschapsontwikkeling vond plaats in juni 2013. De reden voor Oerol om het seminar te organiseren was meervoudig. De Unesco heeft het Waddengebied uitgeroepen tot Werelderfgoed. Instanties als Rijkswaterstaat, Staatsbosbeheer en het Waterschap investeren in het Waddengebied in het kader van kustbeheer, pionieren in het landschap, natuurontwikkeling of het terugbrengen van historisch landschap. Hoe kunnen we van alle ontwikkelingen in het landschap een “tocht” maken, een reis door dat bijzondere Waddenlandschap? De intentie van het seminar was om alle initiatieven bij elkaar te brengen en de boodschap mee te geven elkaar op te zoeken en bij kweldervorming, terpen, zachte dijken, zandsuppletie - overal waar we de mensenhand in terug vinden - activiteiten te koppelen aan kunstenaars en landschapsarchitecten. Op die manier kunnen we het landschap versterken. En door de aantrekkingskracht die dat bewerkstelligt, zorgt dit culturele toeristisch product voor een nieuwe economische impuls. De onderlinge koppeling zorgt ervoor dat de investeringen niet alleen natuurontwikkeling en veiligheid stimuleren, maar de samenleving er een bijzondere gebeurtenis bij krijgt. En die veroorzaakt een belangrijke nieuwe econo-
mische impuls voor het Noorden, vooral ook voor de kust van Noord Fryslân en Groningen. Vanuit deze intentie waren de deelnemers een bijzonder gemixt gezelschap. Wetenschappers, ontwikkelaars, ambtenaren en politici, kunstenaars en architecten, internationale curators en organisatoren waren uitgenodigd om gezamenlijk te kijken naar de mogelijkheden van het Waddengebied om met cultuur en natuur een bijzondere toegevoegde waarde te bewerkstelligen aan het landschap. De evaluatie door de deelnemers gaf aan dat deze eerste aanzet bijzonder werd gewaardeerd en ook direct aanleiding gaf elkaar buiten het seminar om op te zoeken. De opzet om het seminar een innovatief beginpunt te laten zijn voor nieuwe samenwerkingsverbanden in de combinatie van landschapsbescherming, landschapsonderzoek, economische en culturele landschapsontwikkeling in de Wadden, is geslaagd. Een herhaling van het seminar wordt door de deelnemers op prijs gesteld, met als aanbeveling om volgende keer de focus en de doelen van het seminar aan te scherpen en verder te concretiseren. In totaal 62 professionals werkzaam op dit snijvlak namen deel aan het seminar.
WHO’s WHO Joop Mulder Joop Mulder is the founder and creative director of the festival Oerol. He started the festival in 1982 and developed the festival from street theatre to a multi-disciplinairy site specific festival with the island as a stage. He is the “pusher” of the cultural landscape development in the world heritage area the Wadden.
David Moinard Keynote speaker David Moinard is an artistic advisor and curator and head of artistic programming for both Le Lieu Unique and Estuaire. Estuaire Nantes <>Saint-Nazaire is an artistic event which took place along the river Loire in 2007, 2009 and 2012. International artists created temporary and permanent site-specific artworks and installations along 120 kilometers of the riverbanks. This open air museum gives the estuary a striking identity. In his talk David discussed its background and process and the way the artworks have been integrated and maintained in the natural and human environment.
Tracy Metz Tracy Metz, journalist and writer, was the guest curator of this first edition of the Oerol seminar ‘Sense of Place’. She writes for the newspaper NRC Handelsblad and the weekly magazine De Groene Amsterdammer (in which she also published an report on the seminar). She is an international correspondent for the American publication Architectural Record and a visiting fellow at Harvard’s Graduate School of Design. Her most recent book, now in its fourth printing within a year, is ‘Sweet&Salt: Water and the Dutch’.
Observatorium: Ruud Reutelingsperger A co-founder of the artists’ collective Observatorium for public art with a strong participatory element at urban and rural locations, based on 3 elements: learning by doing, design what is already there and building by listening. The lecture focussed on the project with FAI-AR, the Advanced Itinerant Learning Programme for Street Arts in Marseille, Cultural Capital 2013. It investigated how to bring life to a seemingly dead space on Terschelling, the Nollekes, an open-air amphitheater on top of the former trash dump, a man-made mountain in the midst of nature.
Studio Daan Roosegaarde: Daan Roosegaarde Keynote speaker and ‘artist-entrepreneur’ Daan Roosegaarde, artist, architect and social designer, has studios in Rotterdam and Shanghai. He received international acclaim for various designs that respond to human interaction. With infrastructure developer Heijmans he is now developing ‘smart highways’, interactive and sustainable roads. His lecture dealt with ‘interactive landscapes’. He pulls technology out of the screen and integrates it into the real world. He recently signed an agreement with Oerol to work together on a longterm landscape art project.
Cal-Earth: Hooman Fazly and Robert Gordon Bowman with Rijkswaterstaat Cal-Earth - ‘California Institute of Earth Art and Architecture’ - creates environmentally oriented arts and architecture, e.g. shelter for the world’s homeless for the United Nations, based on the principle that houses are easily constructed by unskilled labor using local earth, forms and colors. The lecture gave an insight in their philosophy and was combined with a presentation by Rijkswaterstaat on dynamic coastal management and innovations in building along the Dutch beaches. It included an excursion to the sand construction on the beach.
CONCLUSION This two-day seminar on cultural landscape development took place in June 2013 . The reason for Oerol to organize the seminar was multiple. declared the Wadden area a World Heritage site. Bodies as Rijkswaterstaat, Staatsbosbeheer and Waterschap are investing in the Wadden Sea area in the context of nature, coastal management, pioneering in the landscape or bringing back historic landscape. How can we make these developments in the landscape into a ‘voyage’ through that particular Wadden Landscape? The intention of the seminar was to bring all the initiatives together and to give the message to look each other up, everywhere we develop activities in this landscape, to link these at artists and landscape architects. That way we can enhance the landscape. And by making this landscape more attractive, this cultural tourist product provides a new economic boost. The interconnection ensures not only to stimulate investments in safety and nature, but there is a special event to get for society. And this creates a major new economic boost for the North, especially off the coast of North Friesland and Groningen.
Due to the intention of the seminar, the participants were a very mixed group. Scientists, developers, government officials and politicians, artists and architects, international curators and organizers were invited to jointly look into the possibilities of the Wadden area to bring added value to the landscape through culture. The evaluation by the participants indicated that this first step was highly appreciated and also gave reason to continue these new contacts after the seminar. The goal of the seminar - to be a starting point for innovative new partnerships in the combination of landscape protection, landscape research, economic and cultural landscape development in the Wadden Sea - was reached. A replay of the seminar is appreciated by the participants, with the recommendation next time to strengthen and further materialize the focus and goals of the seminar. A total of 62 professionals working in this cutting edge participated in the seminar.
Getting a sense of the place: Jeroen van Westen
LOLA + Deltares: Cees van der Veeken and Mindert de Vries
Jeroen van Westen, landscape artist, has been the driving artistic force behind many projects on land transformation and rehabilitation, on sites like the highway A20 in Rotterdam, ghost town Matfield Green (Kansas, USA) and stepwells (Gujarat, India). A landscape is a web of natural, geological, historical, temporal and cultural relationships. The talk focussed on the project ‘Tussentonen’, literally ‘In-between tones’, which dealt with the transformation of 450 hectares of reclaimed agricultural land into an area for wet nature.
Landscape architect Cees van der Veeken and eco-engineering specialist Minder de Vries focussed in their workshop on the future of a 9 kilometre manmade sand dike built on on Terschelling in the 1930’s in order to reclaim land. This never happened, and the site – the Boschplaat - is now a famous nature area. The dike has grown since, and protects the area, however it also blocks the natural dynamics of the Boschplaat. Participants were asked to reflect and help design Terschelling’s new approach to water safety and nature preservation.
The Monastery Project: Rieks Swarte and Sjoerd Wagenaar Rieks Swarte is a theatermaker and director based in Haarlem; Sjoerd Wagenaar is the artistic director of PeerGroup, makers of theater on location. For years Rieks has been fascinated by a 9th-century drawing of the Swiss monastery Sankt Gallen. It was actually a blueprint for all the monasteries to follow and their selfsufficient communities. Their talk was about the ‘excavation’ of the archeological site of Sankt Gallen on the island of Terschelling. The actual location doesn’t really matter; you can also investigate history by reflecting on how it could have been.
Pannenland: Bruno Doedens and Machiel Spaan Landscape architect Bruno Doedens of SLeM (Landscape theater and More) set up Zandlab in collaboration with architect Machiel Spaan of studio M3H, also a teacher taught at the Academie van Bouwkunst in Amsterdam. Zandlab does research and experiments with ‘cultural landscape development’, in which cultural activities are used to stimulate and make visible the dynamic processes that shape the landscape, visualized at Oerol with Pannenland: a project of 5.000 French roof tiles, showing the influence of18 wind on the island.
Dingeman Deijs and Steven Delva Architect Dingeman Deijs and landscape architect Steven Delva work on big, extreme landscapes. How can the Netherlands’ dikes and dunes be made more than just controlled, expandable, functional defenses against the sea? And how can the sea defenses increase our awareness of the Wadden als unique world heritage? In their workshop, participants were asked to design a new ‘richer dike’ for Terschelling, coupling water safety with other urgent issue such as fish migration, sedimentation, urbanization and energy.
Waddenvereniging: Arjan Berkhuysen Arjan Berkhuysen is the director of the Waddenvereniging. Arjan took participants on an excursion onto the tidal flats of the Wadden Sea to tell us about sea grass, starting at the Wierschuur (Kelp shed) at Oosterend. Here the islanders used to store sea grass to use as filling in pillows and matrasses. Sea grass disappeared after the Zuiderzee was cut off from the ocean in the 30’s. Now the Waddenvereniging replants sea grass. It provides habitat and spawning grounds for marine animals and serves as a climate buffer for the Wadden islands by retaining sand.
