Regering wil landbouw in zijn geheel moderniseren tegen 2010 Marokkaans Minister van landbouw en landelijke ontwikkeling Mohand Laenser legt uit dat landbouw een van de belangrijkste sectoren van het land is. De sector neemt ongeveer 15% van het BBP en ongeveer 18% van de totale uitvoer voor zijn rekening. Ongeveer 40% van de arbeidskrachten in Marokko zijn in deze sector tewerkgesteld. "Bovendien is de sector zelf zeer divers en worden er alle soorten producten vervaardigd," voegt Mohand Laenser toe.

Het land voert ook fruit, verse Mohand Laenser groenten en blikgroenten, vis Minister van landbouw en en andere producten uit, landelijke ontwikkeling zowel verwerkt als onverwerkt. De meeste producten worden naar de EU uitgevoerd. Marokko heeft net zoals andere landen op het Afrikaanse continent af te rekenen met het probleem van beperkte watervoorzieningen. Via het huidige landbouwbeleid wil men de watertekorten aanpakken en door verbeterde irrigatietechnieken verspilling minimaliseren. De regering wil de gehele landbouwsector tegen 2020 moder-

Hassan II Mosque niseren. "Op dit moment zijn er twee soorten landbouw in Marokko: de moderne, competitieve landbouw die voor de uitvoer bestemd is en die een hoge opbrengst voortbrengt. Deze vorm vertegenwoordigt een klein percentage van de hele sector. Daarnaast is er de traditionele landbouw die weinig opbrengt maar jammer genoeg de meerderheid van de sector in beslag neemt. We zijn de sector in zijn geheel aan het liberaliseren om ervoor te zorgen dat we de modernisering tegen 2020 kunnen realiseren," zegt Mohand Laenser en hij voegt hieraan toe dat de regering van Marokko vennootschappen met de EU tot stand tracht te brengen d.m.v. programma’s zoals MEDA. De regering is op zoek naar buitenlandse investeerders om Marokko te helpen zijn doelstellingen te bereiken, die erop gericht zijn de vervaardiging van producten met toegevoegde waarde te verhogen en de landbouw te moderniseren. Marokko biedt een aantal aantrekkelijke aanmoedigingspremies voor investeerders in de landbouw o.a. belastingsvrije projecten tot 2010. De regering biedt zich ook aan als partner voor investeerders in diverse projecten. De landbouwsector van Marokko biedt op veel gebieden uitstekende investeringsmogelijkheden, van de groei van gewassen over irrigatietechnologieën tot de verwerking van producten met toegevoegde waarde voor de uitvoer. De sector heeft al veel buitenlandse investeringen aangetrokken, vooral wat de groei van druiven voor wijn en het fokken van boerderijdieren betreft. Als lid van de wereldhandelsorganisatie en ondertekenaar van handelsverdragen met de EU is Marokko goed geplaatst om zijn doelstellingen i.v.m. modernisering en uitbreiding van de landbouwsector te bereiken terwijl het ook de levens van de boeren en de gewone bevolking ten goede komt. Nochtans heeft Marokko internationale financiële en technologische bijstand nodig om dit te bereiken en verwelkomt het land de betrokkenheid van Belgische investeerders in de landbouw.

Morocco offers a number of attractive incentives for investors in agriculture, including tax-free operations until 2010. The government is also offering to partner with investors in diverse projects. Morocco’s agricultural sector represents outstanding investment opportunities in many areas, from growing crops to irrigation technologies to processing value-added products for export. The sector has already attracted major foreign investment, particularly concerning growing grapes for wine and raising farm animals. As a member of the World Trade Organization and a signer of trade agreements with the EU, Morocco is well placed to achieve its goals of modernizing and expanding its agricultural sector while also benefiting the lives of its farmers and general population. To accomplish this, however, Morocco needs international financial and technological assistance, and welcomes the involvement of Belgian investors in its agriculture sector.
Government aims to modernize agriculture sector overall by 2010 s Mohand Laenser, Morocco’s Minister of Agriculture and Rural Development, explains, the agricultural sector is one of the country’s most significant, accounting for around 15% of GDP as well as around 18% of all exports, and employing some 40% of the country’s workers overall. "On top of that, the sector itself is very diversified, with all types of products being produced," Mohand Laenser adds. Morocco produces cereals, meat, grains, wines, fruits and vegetables, fish and more. It has achieved satisfactory levels of food self-sufficiency, including 80% sufficiency for cereals, 60% for sugar, 35% for edible oil, 100% for meat, and 85% for milk and dairy products. It also exports fruits, fresh and canned vegetables, fish and other products, both processed and nonprocessed. Most of its exports are to the EU. As elsewhere on the African continent, Morocco faces the problem of limited water supplies, and current agricultural policies are geared towards tackling water shortages and minimizing wastage with improved irrigation techniques. The government aims to modernize the agricultural sector overall by 2020. "Right now there are two types of agricultures in Morocco: the modern, export-oriented, competitive, high-return type, which represents a small percentage of the overall

The company’s customers include both individual home bakers and corporate clients in the food-processing, bakery and restaurant sectors, among others; McDonalds exclusively uses the company’s flour for all breads sold in its restaurants in Morocco. Chakib Alj believes that the baking industry in Morocco needs to be upgraded to international standards, and that foreign investors can be instrumental in helping to achieve this goal. He says, "The industry needs added value, and there is certainly room for foreign investors, especially now that the sector is fully liberalizing. For these reasons, Moulins du Maghreb is open to partnerships with Belgian companies."

Als marktgericht bedrijf staat Ets Louis Guillaud altijd open voor nieuwe vennootschappen en is het bedrijf bereid nieuwe merken aan zijn productlijn toe te voegen. "Wij zijn op zoek naar partners die ons kunnen helpen bij de uitbreiding van ons distributienetwerk en die de uitbreiding van het bedrijf kunnen helpen financieren," zegt hij. Their vision includes opening such stores all across Morocco. "It will be called Bricoma, and we will be there with the evolution of the market," notes Mohamed Chahad. Being a market-driven company, Ets Louis Guillaud is always open to new partnerships and adding new brands to their product line. "We are looking for partners to help us increase our distribution network," he says, "as well as for financing company expansion. We look for experience and professionalism in a long term relationship." Mohamed Chahad is excited about the future for both Morocco and the company. OMPIC’s activities include registration and management of industrial property rights, including patents, industrial designs and trademarks; dissemination of legal information on traders and companies; offering legal assistance; and raising awareness of Intellectual Property (IP) rights. OMPIC aims to be a user-oriented operation that provides affordable and easily accessible services to all stakeholders, including individuals and small and medium-sized enterprises. As part of its services, OMPIC has launched a web site, www.ompic.org.ma, that contains essential information about contemporary legislation and registration formalities; it includes a database updated in real time that permits a search on IP rights that are protected in Morocco. Aziz Bouazzaoui, Director of OMPIC, explains, "We want to encourage creators to protect their innovation by using the industrial property system, and, in addition, we strive to create higher awareness of the benefits obtained by greater respect of IP rights."
