TERUGBLIK EN VOORUITZICHT In het derde kwartaal zijn de gevolgen van de economische situatie nog steeds waarneembaar op de kantorenmarkt. In Amsterdam, Eindhoven en Rotterdam blijft de opname als gevolg hiervan achter. De transacties die plaatsvinden zijn veelal klein (<1.000 m²) van aard of betreffen verplaatsingen. Het aanbod in Eindhoven en Rotterdam stijgt dan ook door ten opzichte van het vorige kwartaal. In de Amsterdamse regio is sprake van een daling van aangeboden kantoormeters. De afname van aanbod in Amsterdam wordt mede veroorzaakt door onttrekkingen. Deze trend zette het afgelopen kwartaal door in de grote steden. Steeds meer kansarme kantoorgebouwen worden onttrokken aan de kantorenvoorraad om getransformeerd te worden voor ander gebruik. Veelal betreffen het herontwikkelingen tot (studenten)woningen of hotels. Dit heeft een positief effect op de leegstand van de kantorenmarkt omdat hiermee de leegstand wordt teruggedrongen. Echter is dit slechts een gedeeltelijke oplossing voor de problemen op de kantorenmarkt MARKET INDICATORS 2012

Hoewel er door het CPB een matige economische groei wordt geraamd voor het komende jaar, zal een dergelijke positieve ontwikkeling naar verwachting nog even uitblijven op de kantorenmarkt. Voor de genoemde regio’s wordt verwacht dat er het komende jaar vergelijkbare opnameniveaus als de afgelopen kwartalen in 2012 zullen worden gerealiseerd.

The office market continued to suffer the effects of the economic situation throughout the third quarter, resulting in a relatively low take-up rate in Amsterdam, Eindhoven and Rotterdam alike. Most of the transactions which did take place involved smaller units (under 1,000 m²) or relocations. Available supply therefore increased in both Eindhoven and Rotterdam compared to the previous quarter. By contrast, supply in the Amsterdam region fell by approximately four per cent. The decrease in supply in Amsterdam was partly due to the permanent withdrawal of office space from the market, a trend which could be seen throughout the third quarter in many large cities. An increasing number of office buildings, particularly those which are unlikely to attract new tenants, are being transformed and given new functions, often as (student) accommodation or hotels. This has a positive effect on the vacancy rate but is only a partial solution to the problems which currently beset the office market. Although the Netherlands Bureau for Economic Policy Analysis (CPB) forecasts slight economic growth in 2013, this is not expected to have any marked positive effect on the office market. Take-up rates in all regions are likely to remain at the 2012 level.

Het CPB verwacht dat de economische economie over heel 2012 0,5% zal krimpen. Voor 2013 is geraamd dat de economie aantrekt met een bescheiden groei van 0,75%. De inflatie zal naar verwachting in 2012 op 2,25% uitkomen en 2% in 2013. Wat de werkloosheid betreft, wordt voorspeld dat deze in 2012 op zal lopen naar 5,25%. Dit zal in 2013 volgens raming verder oplopen tot 5,75% Het feitelijk overheidstekort (EMU saldo) neemt af naar 3,7% bbp in 2012. In 2013 zal dit verder dalen naar 2,7 procent bbp. De koopkrachtpositie van huishoudens neemt dit jaar verder af. Verwacht wordt dat over 2012 een verslechtering optreedt van1,75%. Volgend jaar zal sprake zijn van een krimp van 0,75%. De uitvoer van goederen (exclusief energie), zal dit jaar toenemen met 4,25%. Voor het volgende jaar wordt eenzelfde groeipercentage geprognosticeerd. Onderhandelingen tussen VVD en PvdA hebben geresulteerd in het regeerakkoord. Belangrijke onderwerpen zijn de beperking van de renteaftrek op bestaande hypotheken en wijzigingen in de belastingschijven.

According to the CPB, the Dutch economy will contract by 0.5% over 2012 as a whole. Some recovery is forecast for 2013, with modest growth of 0.75%. The annual rate of inflation is expected to be 2.25% in 2012, falling to 2% in 2013. Current figures indicate that the unemployment rate will reach 5.25% in 2012, and will show a further increase to 5.75% in 2013. The government budget deficit (‘EMU debt’) will fall to 3.7% of GDP in 2012, and again to 2.7% in 2013. Consumer purchasing power will fall by approximately 1.75% in 2012, and by a further 0.75% in 2013. The export rate (goods and commodities, excluding energy) will show an increase of 4.25% in both 2012 and 2013. The two parties which polled most votes in the recent general election – VVD (People’s Party for Democracy and Freedom) and PvdA (Labour) – have negotiated a coalition agreement. Relevant aspects of this agreement include the restriction of tax relief on mortgage interest (which will also apply to existing loans) and changes in the tax rate ranges.

AMSTERDAM In het derde kwartaal van 2012 blijkt in de regio Amsterdam de opname lager uitgekomen ten opzichte van hetzelfde kwartaal in 2011. Desondanks daalt het aanbod wel in vergelijking met vorig kwartaal. De hoofdreden hiervoor zijn onttrekkingen van kantoorpanden aan de voorraad.
AANBOD In de regio Amsterdam staat aan het einde van het derde kwartaal van 2012 circa 1,56 miljoen vierkante meter kantoorruimte in aanbod. Daarmee daalt het aanbod met circa 4% in vergelijking met een kwartaal eerder. Halverwege 2012 werd er namelijk 1,62 miljoen m² aangeboden. In dat kwartaal was sprake van een stijging van het aanbod. Het totale aanbod in de regio Amsterdam was het hoogst in het tweede kwartaal van 2011. Toen was de hoeveelheid aangeboden kantoorruimte opgelopen tot 1,7 miljoen m². Wanneer naar het aanbod per deelregio wordt gekeken, dan blijkt dat het aanbod in de gemeente Amsterdam minder sterk daalt (-2 %) dan in de rest van de regio. In deelgebieden als Amsterdam Zuidas, Amsterdam Zuidelijke IJ-Oevers en Hoofddorp daalde het aanbod als gevolg van diverse opnames. In andere deelgebieden hebben onttrekkingen invloed op het aanbod. Dit zijn positieve ontwikkelingen ten aanzien van de leegstandsproblematiek. In zowel de stad Amsterdam als de aangrenzende gemeenten vinden dit jaar herontwikkelingen plaats. Hierdoor worden kantoorpanden onttrokken aan de voorraad en daarmee aan het aanbod. Aangezien het veelal leegstaande objecten betreffen, zal de leegstand van kantoorruimte in de regio ook afnemen. Voorbeeld van een omvangrijke herontwikkeling is het kantorencomplex Diemervijver (43.000 m²) in Diemen dat tot studentencampus wordt herontwikkeld. In Amsterdam West wordt aan de Jan van Galenstraat een kantoor (26.879 m²) getransformeerd en uitgebreid voor The Student Hotel formule.
OPNAME De huidige economische situatie heeft nog steeds zijn weerslag op de opname van kantoorruimte. In het derde kwartaal van 2012 is de kantooropname 10% lager uitgekomen in vergelijking met hetzelfde kwartaal vorig jaar. Het afgelopen kwartaal is er in de regio Amsterdam circa 58.300 m² opgenomen, tegen 65.000 m² in Q3 2011. De opname in Q1 2011 van circa 46.000 m² was de laagste kwartaalopname sinds begin 2009. In sec de gemeente Amsterdam betrof de opname het afgelopen kwartaal circa 42.250 m². De grootste transactie betreft de uitbreiding van het flexibele kantoorconcept van Spaces op de Zuidas met 7.500 m². Na de terugkeer van Allen & Overy naar het gerenoveerde Apollo House, huurt Spaces per oktober 2012 de tijdelijk gehuurde ruimte door Allen & Overy in Vivaldi II. Spaces huurt sinds 2010 al 9.000 m² in het naastgelegen kantoorgebouw. De op één na grootste transacties is op naam van PostNL die 5.600 m² huurde in gebouw ‘Orion’ aan de Siriusdreef in Hoofddorp. Van de deelgebieden in de Amsterdamse regio kende Amsterdam Centrum het afgelopen kwartaal de hoogste opname. De aankoop door Heineken International van het pand waarin zij gevestigd zijn (4.600 m²) voor eigen gebruik zorgde mede voor een opname van circa 15.100 m². Door de relatief grote transactie van Spaces komt de opname in Amsterdam Zuidas ook relatief hoog uit (13.500 m²). Er is dit kwartaal, naast de veelvoorkomende transacties tussen 500 en 1.000 m², ook een negental transacties tussen >1000 - 2500 m² gesloten. De grootste in deze categorie is de vestiging van Bull Nederland in het gebouw Nieuwe Rijn op kantorenpark Cuserpark in Amsterdam. Er hebben het afgelopen kwartaal in totaal 39 transacties plaatsgevonden.

AMSTERDAM During the third quarter of 2012, take-up in the Amsterdam region was lower than in the same quarter of 2011. Even so, supply fell compared to the preceding quarter, mainly due to the permanent withdrawal of office buildings from stock.
AVAILABILITY At the end of the third quarter, the supply of office space in the Amsterdam region stood at approximately 1.56 million square metres. This represents a decrease of approximately 4% compared to the preceding quarter, during which supply had risen to 1.7 million square metres (the highest level since Q2 2011) before levelling out to 1.62 million square metres at the end of the quarter. Examining the available supply by municipality or district, we see that the level in Amsterdam itself fell less sharply (-2%) than in the rest of the region. Districts such as Amsterdam Zuidas, Amsterdam Zuidelijke IJ-Oevers and Hoofddorp saw a decrease in available supply further to a number of take-ups. In other districts, the decrease in supply level was mainly due to buildings being withdrawn from stock. This is a positive development in terms of the vacancy rate. Various redevelopment projects are being undertaken in Amsterdam and the neighbouring municipalities. The buildings concerned are withdrawn from stock, from the market and hence from the available supply. Given that most are vacant when the transformation begins, the office vacancy rate in the region decreases. One example of a major redevelopment project is the Diemervijver office complex (43,000 m²) in Diemen, which is to become a student campus. In Amsterdam West, an office building (26,879 m²) on Jan van Galenstraat is being expanded and transformed to become a ‘Student Hotel’.
TAKE-UP The current economic situation continues to restrict the take-up of office space. In the Amsterdam region, take-up in the third quarter of 2012 totalled 58,300 m², compared to 65,000 m² in the same quarter of 2011, representing a year-on-year decrease of approximately 10%. Take-up in the first quarter of 2011, at approximately 46,000 m², was at its lowest quarterly rate since the beginning of 2009. Within Amsterdam itself, take-up in the third quarter of 2012 totalled approximately 42,250 m². The largest transaction involved the expansion of the ‘Spaces’ flexible office concept in Amsterdam Zuidas by a further 7,500 m². Allen & Overy had rented temporary accommodation in Vivaldi II during the renovation of Apollo House. The company has now returned to its permanent accommodation, whereupon Spaces is able to lease this floor space from October 2012. Spaces has also occupied 9,000 m² of the adjacent office building since 2010. The second largest transaction involved PostNL’s take-up of 5,600 m² in the Orion building on Siriusdreef in Hoofddorp. Of all districts and municipalities in the region, Amsterdam Centrum showed the highest take-up rate during the third quarter. Heineken International’s outright purchase of the building (4,600 m²) which it has occupied for some time represented a take-up of approximately 15,100 m². The relatively large Spaces transaction raised the take-up rate in Amsterdam Zuidas to 13,500 m². A total of 39 transactions were recorded during the third quarter. Alongside the numerous transactions involving floor spaces of between 500 m² and 1,000 m², there were also nine transactions of between 1000 m² and 2500 m². The largest transaction in this category saw Bull Nederland move into the Nieuwe Rijn building, part of the new Cuserpark business park in Amsterdam.

ROTTERDAM Waren het voorheen de grotere oppervlakten die verandering in het aanbod veroorzaakten, dit kwartaal zijn het met name de kleinere objecten die voor een toename in aanbod zorgen. Er is sprake van een verplaatsingsmarkt, men zoekt een betere kwaliteit voor eenzelfde (huur)prijs enerzijds. Anderzijds wordt er steeds vaker overgegaan tot het samenvoegen van bedrijfsonderdelen. Nieuwe partijen doen zich steeds minder voor en de oude voorraad kan als steeds kansarmer betiteld worden. Toch is de verwachting voor het eind van het jaar dat er zich een stijging zal voordoen in de opname, deze betreft met name transacties met een grootte van 1.000 tot 2.500 m².
AANBOD Dit kwartaal bedraagt het aanbod kantoorruimte in Rotterdam bijna 686.000 m², een toename van 6% ten opzichte van vorig kwartaal, en 28% ten opzichte van een jaar geleden. Deze stijging heeft met name plaats gevonden in de klasse van 1,000 m² -< 2.500 m² welke steeg van 87 naar 106 objecten (een toename van 22%). In totaal staan er 275 objecten in aanbod, een toename van bijna 13% ten opzichte van vorig kwartaal. Het gemiddeld aangeboden metrage komt uit op bijna 2.500 m² per object. Het object in aanbod met het grootste metrage betreft wederom het kantoorgebouw de Admiraliteit aan de Admiraliteitskade, met een metrage van circa 25.800 m². In totaal worden 15 objecten aangeboden met een metrage groter dan 10.000 m².
OPNAME In het jaar voorafgaande aan Q2 2012 was er nog sprake van een lichte stijging in de opname. Echter de ingezette daling in het tweede kwartaal dit jaar wordt dit kwartaal stevig doorgezet waardoor er uiteindelijk ook over de afgelopen langere termijn sprake is van een daling in de opname (daling van 53% t.o.v. q3 2011, en 27% t.o.v. q2 2012). De opgenomen hoeveelheid vierkante meters (11.750 m²) alsmede het aantal objecten (9) is echter gering te noemen. Zodra zich in Q4 een grote of meerdere kleine opnames zouden voordoen, kan de trend zich snel weer wijzigen. De totale opname voor 2012 tot nu toe bedraagt bijna 68.000 m². De grootste opname betreft 3.050 m² door Grontmij Nederland aan de K.P. van der Mandelaan 41. Het merendeel waren opnames onder de 1.000 m².

ROTTERDAM In the past, fluctuations in supply have largely been due to the availability and take-up of larger units. In the third quarter of 2012, however, supply increased due to the addition of several smaller units. The market is dominated by relocations; users seek better quality for the same (rental) price, while many companies are rationalizing their accommodation needs by merging organizational units. New entrants are of ever diminishing importance, while the existing stock is becoming ever less attractive to prospective buyers or tenants. Nevertheless, the upwards trend in take-up is likely to continue until at least the end of this year, whereby the majority of transactions will involve units of between 1,000 m² and 2,500 m².
AVAILABILITY In the third quarter, the supply of office space in Rotterdam reached almost 686,000 m², representing a 6% increase on the preceding quarter and 28% year-on-year. The increase was most evident in the 1,000 m² - 2,500 m² category, in which the number of available units rose from 87 to 106 (+22%). Overall, a total of 275 properties were available for sale or rental at the end of the third quarter, almost 13% more than three months earlier. The average floor space was just under 2,500 m². The largest available property was once again the Admiraliteit office building on Admiraliteitskade, which has a total floor space of approximately 25,800 m². The overall supply included 15 units of 10,000 m² or greater.
TAKE-UP Until the second quarter of 2012, there had been a slight increase in take-up in each of the four preceding quarters. However, the subsequent decline is enough to negate these increases, whereby we see a long-term decrease of 53% compared to the third quarter of 2011 and 27% against the second quarter of 2012. Both the total floor space taken up in the third quarter (11,750 m²) and the number of transactions (9) may be described as low. However, one large or several small transactions in the fourth quarter will be enough to halt the downwards trend. The total take-up for the first three quarters of 2012 was just under 68,000 m². The largest transaction involved 3,050 m² at No. 41 Van der Mandelaan, now occupied by Grontmij Nederland. Most other transactions involved units of under 1,000 m².

EINDHOVEN Aan het eind van het derde kwartaal van 2012 is het aanbod kantoorruimte in de regio Eindhoven gestegen met 8% ten opzichte van vorig kwartaal. Over de gehele regio genomen, inclusief de randgemeenten Veldhoven, Best en Son, is een zelfde stijging van 8% berekend. De opname van kantoren in Eindhoven in het derde kwartaal van 2012 is bijna gehalveerd ten opzichte van dezelfde periode een jaar eerder. Net zoals in de rest van Nederland staan de prijzen ook in Eindhoven sterk onder druk en zijn financieringen op commercieel vastgoed lastig te verkrijgen. De herontwikkeling van kantoorpanden is een andere trend die ook in Eindhoven zichtbaar is. Een recent voorbeeld is de verkoop van het kantoorpand het Mauritishof aan de Mauritsstraat 74 ten behoeve van transformatie tot woonstudio’s.
AANBOD Het aanbod kantoorruimte in de regio Eindhoven bedraagt circa 306.500 m² aan het einde van het derde kwartaal in 2012. Dit is verdeeld over 164 objecten, waardoor het gemiddelde aangeboden metrage van het aanbod uitkomt op circa 1.870 m² per gebouw. De stijging van 8% in het aanbod voor de regio kan verklaard worden door de stijging in het aantal objecten. Was er in het eerste kwartaal nog sprake van een aanbod van 162 objecten, dit nam in het tweede kwartaal af tot 153 en in het huidige derde kwartaal steeg dit boven het niveau begin 2012. Het object in aanbod met het grootste metrage betreft, net zoals vorig kwartaal, de Vonderweg 11 (circa 11.000 m²). De verdeling van het aanbod binnen de grootteklasse is minimaal verschoven vergeleken met vorig kwartaal. De grootteklasse 500 tot 2.500 m² daalde naar 36%. Net zoals vorig kwartaal is de grootteklasse >1000 tot 2500 m² het grootst en stijgt het totale aandeel verder met 2% naar 43%. In de twee hoogste grootteklassen is er een daling van 1% te meten naar 21%. Voor de stad Eindhoven geldt dat het aanbod aan het einde van het derde kwartaal in 2012 uitkomt op circa 242.000 m². Dit is een stijging van 8% ten opzichte van vorig kwartaal. Het aanbod is verdeeld over 127 objecten, dit geeft een gemiddeld aangeboden metrage in de stad Eindhoven van 1.900 m² per gebouw. In de randgemeenten Veldhoven, Best en Son is het totale aanbod ook 8% gestegen ten opzichte van het tweede kwartaal in 2012. Dit komt uit op een totaal aanbod van ruim 64.400 m² beschikbaar, verdeeld over 38 objecten. Het gemiddeld aangeboden metrage in de regio komt daarmee uit op circa 1.740 m² per gebouw.
OPNAME De opname van de kantoorruimte in de stad Eindhoven bedraagt in het derde kwartaal van 2012 circa 5.362 m² verdeeld over zes transacties. De opname van kantoorruimte in de stad Eindhoven bedroeg in het derde kwartaal van 2011 circa 20.100 m² , dit betekent een forse daling ten opzichte van vorig jaar. De koop van Primark van 7.450 m² aan de Vestdijk in Eindhoven wordt niet opgenomen in de totale opname voor dit kwartaal. De koop is gebaseerd op een transformatie van 50% kantoor/50% retail naar een uiteindelijk 100% gebruik voor Retaildoeleinden. Uit de totale transacties in Eindhoven is op te maken dat de landelijke trends ook in Eindhoven voelbaar zijn, deze zijn o.a. huurverlengingen voor een langere periode en het uitstellen van huisvestigingsbeslissingen. Daarnaast vindt er in Eindhoven een opmars van beleggingstransacties plaats.

EINDHOVEN At the end of the third quarter, the office space supply in Eindhoven stood 8% higher than at the end of the previous quarter. The same percentage increase was seen throughout the region, including the neighbouring municipalities of Veldhoven, Best and Son. Take-up of office accommodation in Eindhoven itself fell by almost 50% compared to the same period of 2011. As in the rest of the Netherlands, prices in Eindhoven are under pressure and it remains difficult to secure financing for commercial property. Here too, the trend of redevelopment is becoming apparent. A recent example is the Mauritshof office building on Mauritsstraat 74, which has been sold. The new owner intends to convert it to create 138 self-contained apartments for international students.
AVAILABILITY At the close of the third quarter, the supply of office accommodation in the Eindhoven region was approximately 306,500 m², divided among 164 separate properties. The average floor space per unit is therefore approximately 1,870 m². The 8% increase in the regional supply can be explained in terms of the increase in the number of vacant office buildings or units. In the first quarter, there were 162 units available; this figure fell to 153 during the second quarter, and by the end of the third quarter had increased to exceed the level seen at the beginning of 2012. As in the preceding quarter, the largest available property remains Vonderweg 11 which offers a floor space of approximately 11,000 m². The breakdown of available supply by size was largely unchanged compared to the preceding quarter. The proportion of units of between 500 m² and 2.500 m² fell slightly to 36%. As in the previous quarter, units of between 1000 m² and 2500 m² accounted for the greatest proportion (43%) of the available supply, an increase of 2% compared to the previous quarter. Taking the two largest size categories together we see a 1% decrease, bringing their combined share to 21%. At the end of the third quarter, available supply within Eindhoven itself stood at approximately 242,000 m², an increase of 8% compared to the preceding quarter. This floor space is divided between 127 properties, whereby the average unit area is 1,900 m². In the neighbouring suburbs of Veldhoven, Best and Son, the total supply showed the same 8% increase compared to the second quarter. Total supply was therefore 64,400 m², divided between 38 properties, giving an average floor space of 1,740 m².
TAKE-UP In the third quarter of 2012, take-up of office space in the city of Eindhoven was approximately 5,362 m², being the total of six separate transactions. The figure represents a significant decrease compared to the take-up of approximately 20,100 m² seen in the same quarter of 2011. Primark’s purchase of a 7,450 m² building on Vestdijk has not been included in the total take-up for the quarter. This transaction is based on conversion from the current 50% office/50% retail usage to 100% retail use. Examining all transactions in Eindhoven, it is apparent that the national trends are taking hold here too.
