Voorwoord Binnen het Topconsortium Kennis en Innovatie Logistiek (TKI Logistiek) werken NWO, TNO en Dinalog samen om onderzoek en innovatie in de topsector bij elkaar te brengen. Het programma Duurzame Logistiek is het eerste onderzoeksprogramma dat vanuit het TKI wordt geïmplementeerd. De deelnemende partijen, Dinalog, TNO, NWO en de deelnemende bedrijven spelen hierin elk hun eigen rol. Dit doet het TKI Logistiek door op structurele wijze privaat-publieke samenwerking op het vlak van onderzoek in de topsector logistiek te bewerkstelligen. Hierbij wordt voortgebouwd op de kennis die is opgedaan in het Dinalog programma. Uiteindelijk zal het programma een belangrijke bijdrage leveren aan het doel van het TKI Logistiek: het aanjagen van innovatie in de Topsector Logistiek. Het programma Duurzame Logistiek richt zich op de ontwikkeling van nieuwe kennis voor de logistieke sector. Een belangrijk element in de kennisontwikkeling is de samenwerking tussen onderzoekers en bedrijven. Deze samenwerking is cruciaal voor het ontwikkelen van nieuwe kennis en het komen tot nieuwe inzichten. De implementatie van de nieuwe inzichten bepaalt uiteindelijk het succes van het programma. Om dit te bereiken is het belangrijk dat bedrijven al in een vroeg stadium worden betrokken bij het onderzoek, en dat onderzoekers al vroeg worden ondersteund met ideeën en kennis uit de bedrijven. Niet alleen onderzoek vóór de logistieke sector, maar juist ook mét de logistieke sector. Om te komen tot een duurzame logistiek is het belangrijk dat er onderzoek wordt gedaan naar de veranderingen in de logistieke sector, haar omgeving en nieuw beschikbare technologieën. Een sterke en vitale logistieke sector is cruciaal voor het adopteren van nieuwe ideeën en oplossingen die zullen leiden tot duurzame logistiek in een duurzame samenleving. Daarom is ook al een vervolgprogramma gelanceerd voor het stimuleren van meer samenwerking in de logistieke sector: de call Vitale Logistiek (zie www.nwo.nl/vitalelogistiek). Deze call onderscheidt drie onderzoekthema's: Innovatie en Adoptie, Governance & Stakeholders en Complexe Netwerkvraagstukken. Deze call is complementair aan het programma Duurzame Logistiek dat centraal staat tijdens deze startbijeenkomst. Deze startbijeenkomst is daarmee meer dan de start van een aantal projecten; het is de start van langdurig programma voor innovatie in de topsector Logistiek. Willem Heeren Voorzitter TKI Logistiek

Duurzame Logistiek Het meerjarige onderzoeksprogramma Duurzame Logistiek is een initiatief van het Ministerie van Infrastructuur en Milieu en NWO (Maatschappij- en Gedragswetenschappen en Exacte Wetenschappen). Zij stelden in totaal vijf miljoen euro beschikbaar voor de onderzoeksprojecten. Bijna anderhalf miljoen euro is daarbovenop aan co-financiering door bedrijven, overheden, maatschappelijke organisaties en publieke onderzoeksinstellingen ingebracht. Binnen Duurzame Logistiek doen wetenschappers in samenwerking met publieke en/of private partners onderzoek naar: • • •
ICT- systemen in de logistieke sector Fysieke Infrastructuur Orgware voor de logistieke sector
Doel van het programma Het doel van het programma Duurzame Logistiek is het ontwikkelen, delen en toepassen van nieuwe kennis die nodig is voor de vitaliteit van de Nederlandse logistieke sector voor de (middel)lange termijn. In het programma Duurzame Logistiek wordt excellent wetenschappelijk onderzoek verricht dat kennis ontwikkelt voor beleid en praktijk. Het programma genereert kennis die bijdraagt aan de doelstellingen van de Topsector Logistiek. Een belangrijk aspect van dit programma vormt het gebruiken en verspreiden van kennis en de overdracht van ontwikkelde (en reeds aanwezige relevante) kennis naar partners en gebruikers. Er wordt verwacht dat in de projecten concrete tussen- en eindproducten worden gerealiseerd die relevant zijn voor de consortiumpartners. Mogelijke concrete producten betreffen bijvoorbeeld beleidsrelevante inzichten (verschijningsvorm: elektronisch, schriftelijk, mondeling), nieuwe modellen, methoden en concepten, instrumentarium voor besluitvormingsondersteuning, management games, toepassing van nieuwe inzichten in opleidingen, verbetervoorstellen voor bestaande praktijken, praktijkboeken, leertrajecten, etc. Bij de monitoring van de voortgang van het goedgekeurde onderzoek zal het TKI Logistiek niet alleen kijken naar (realisatie van de afgesproken) output, maar ook naar impact op beleid en praktijk. Positie van het programma in relatie tot de Topsector Logistiek Het programma Duurzame Logistiek komt voort uit het Topsectorenbeleid en sluit nauw aan bij het Adviesrapport van het Topteam Logistiek Partituur naar de Top. Het topteam schetst daarin een beeld van de uitdagingen waar de logistieke sector voor staat. Het programma Duurzame Logistiek zal er aan bijdragen dat er lange termijn oplossingen komen voor deze uitdagingen. Daarbij gaat het in de eerste plaats om het creëren van nieuwe mogelijkheden voor het verduurzamen van de logistieke sector. Heel concreet betekent dat het omlaag brengen van de milieubelastende emissies, maar voor de lange termijn gaat het om meer dan dat. Concepten als de Bio-based economy, 3D-printing en Cradle-2-Cradle zullen grote effecten hebben op het lange termijn functioneren van de logistieke sector in Nederland (en daarbuiten). Dit programma sluit naadloos aan op het doel van de Topsector om de logistieke activiteiten in Nederland efficiënter en duurzamer te maken.
FACT SHEET Project 1 CAPSLOG: Capitalizing on collaboration in sustainable logistics in food and flower chains (438-13-202) Type: Bedrijfsgericht Thema: Orgware voor de logistieke sector Samenvatting
Following developments, supply chain actors are rethinking their logistics structures and management practices to arrive at concepts able to deliver perishable products to retail outlets more responsive, at lower cost, with less food waste and environmental impact. Previous projects have shown the advantages of horizontal and vertical collaboration, but still many questions are left to be answered: What key performance indicators at the individual actor level contribute optimally to network performance targets? What are relevant sustainable collaborative logistics concepts for perishable products and what are the potential performance improvements? Which drivers can create awareness with potential partners on the advantages of supply chain collaboration, and make them participate? And what does an ideal collaboration consortium looks like (number of partners and who)? Using a longitudinal case study approach these questions will be analysed by two PhD students in collaboration with business partners. The project team aims to build a toolbox and determine and quantify the added value of (cross)chain collaboration. The most promising collaboration scenario will be implemented in a real life pilot study, giving possibility to evaluate the validity of modelling efforts and identify additional barriers and drivers. Eventually the project will deliver (and transfer knowledge on) success factors of effective horizontal, vertical and diagonal (cross chain) collaborative logistics concepts for distributing conditioned fresh products, such that the right product quality can be provided to consumers in a cost effective, responsive and sustainable way.

FACT SHEET Project 2 Designing sustainable last-mile delivery services in online retailing (438-13204) Type: Bedrijfsgericht Thema: Orgware voor de logistieke sector Samenvatting
The continuous growth of online sales together with the inefficiency of the last-mile of the e-commerce supply chain puts a lot of pressure on urban areas in terms of congestion, emissions and pollution. It is critical to increase the efficiency of the last-mile deliveries to enhance the financial and environmental performance of internet retailers. The primary goal of this project is to develop and evaluate decision support models and tools to facilitate the optimal design of different delivery service models in online retailing and to identify service models and corresponding operating strategies that provide the most benefits in terms of various sustainability criteria. To create more sustainable last-mile operations, the proposed research is organized around two PhD projects, one that particularly focuses on optimizing the delivery operations and one that focuses on the optimal design of the distribution network.

We found one PhD student for investigating the operational last-mile delivery problems. He has a background in Mathematics and Physics from RUU. In principle, he will start with the project at March 1, 2015, but this still depends on his graduation date. For the second PhD position we are looking for an appropriate candidate. We have currently contact with 2 candidates. We expect to hire one of these. We had some discussions with the companies Ahold and Ortec. Both want to start as soon as possible with the project. They have paid their financial contribution already to NWO.

FACT SHEET Project 3 Dynafloat: Dynamic urban traffic flow management using floating-car, planning, and infrastructure data (438-13-206) Type: Bedrijfsgericht Thema: Fysieke Infrastructuur Samenvatting
The growing urbanization concentrated in large cities poses enormous challenges to the society. The efficient use of available infrastructure and sound mobility and logistics planning and control frameworks are among the main challenges. This proposal focuses on logistics and mobility, and seeks to reconcile economic, social and ecological objectives. That is: transport and logistics should be maximally efficient, with minimum delay and limited adverse effects on the environment (carbon and particle emission, noise). In particular, we focus on the use of massively available planning and floating-car data in addition to data from roadside equipment, to enable dynamic control of both freight and passenger flows. In addition, we will extend existing mathematical models for road traffic so as to jointly study interacting bottlenecks while capturing the essential characteristics of road traffic dynamics. In an urban setting, optimal control for smooth traffic flow requires an integrated approach, simultaneously controlling the network of intersections as a whole. Besides the ‘network view’ our research project is also innovative in accurate traffic modeling. We will combine distinct modeling approaches to accurately capture the essential dynamics of road traffic. Depending on the research questions at hand, we will use microscopic models that mimic individual car dynamics, mesoscopic models that capture aggregated traffic flows and macroscopic models that incorporate space-related dynamics in urban networks with different characteristics.

FACT SHEET Project 4 Sustainability Impact of New Technology on After sales Service supply chains (SINTAS) (438-13-207) Type: DUO Thema: Orgware voor de logistieke sector Samenvatting
3D printing (also referred to as additive manufacturing) offers a huge potential to increase the sustainability of after sales service supply chains for assets like defence systems or airplanes. Instead of stocking a large variety of slow moving spare parts with high demand uncertainty, these parts may be printed on demand, or repaired downstream the supply chain using printed components. This project aims to identify how 3D printing can be deployed, for which types of parts and in which part of the assets’ life cycle. We will show, using mathematical models, applied in case studies, the sustainability impact on design and planning of service supply chains. We expect lower system downtime and lower inventory levels of spare parts, leading to lower holding costs and strongly reduced numbers of scrapped components. Sustainability is further improved by de-stressing the supply chain: less emergency supplies in case of stock outs are needed, which typically require air transportation. Also, forward flows of specific parts are replaced by distribution of a limited diversity of raw materials that can be sourced at many locations.

De werving van onderzoekers heeft ertoe geleid dat Nils Knofius reeds gestart is binnen WP-3, en dat Bram Westerweel per 1 februari 2015 gaat starten binnen WP-2. Voor WP-1 is de werving in volle gang. In de eerste helft van 2015 zal een quick scan uitgevoerd worden bij de partners om de mogelijkheden van 3D printing in hun service supply chains te onderzoeken. Dat zal met BSc opdrachten worden gedaan aan de hand van een raamwerk dat momenteel door Nils Knofius wordt opgesteld. Tenslotte heeft de projectleider een nog te publiceren stuk over het project geschreven voor het blad APA van Defensie (Arte Pugnantibus Adsum; voor hoger opgeleid defensiepersoneel).

FACT SHEET Project 5 Enhancing resilience while maintaining efficiency: planning and human decision-making for the unpredictable (438-13-212) Type: Bedrijfsgericht Thema: Orgware voor de logistieke sector Samenvatting
Today’s business environment is characterized by increased levels of connectivity: within companies through the application of lean and efficiency measures as well as between organizations due to an augmented level of supply chain integration. In such an interconnected world organizations recognize the potential risk of experiencing a supply chain disruption. To be able to manage the unforeseen, supply chains need to develop resilience. While the importance of being resilient to sustainable operations is without question, it remains unclear how supply chain resilience can be achieved and balanced with the need for efficiency. This project explores the antecedents of resilience aiming to make the concept more tangible and implementable for organizations. The proposed research intends to identify and test what critical elements in relation to vertical, horizontal and diagonal coordination mechanisms should be taken into account and included into the design of highly optimized supply chains to make them more resilient based on the 4C approach. More specifically, we will conduct a number of exploratory case studies with our business partners, building on our current projects with, among others, ProRail/Dutch Railways. Insights from exploratory case studies will provide the basis for further experiments with decisionmakers in both the laboratory and in the field. Furthermore, a management training tool will be developed to further acquire insights into supply chain resilience as well as help managers to better deal with uncertainty. Results will be valorized through annual workshops, lectures, involvement of students and the use by TNO of the training tool.

FACT SHEET Project 6 Integrated Synchromodal Transport System Analysis (ISOLA) (438-13-214) Type: DUO Thema: ICT Systemen, Fysieke Infrastructuur & Orgware voor de logistieke sector Samenvatting
The ISOLA program provides the academic underpinning of the ambition and innovation vision that is formulated for synchromodality in the Topsector Logistics. The research will support the development of the multimodal transport system in the Netherlands, and by extension in Europe, into a truly synchromodal transport system, in which infrastructure use, transport services and operations are perfectly aligned with market demand. This requires the integration of data on infrastructure, services and transportation, the development of new synchromodal control mechanisms, and the analysis of demand characteristics of shippers. So far research has addressed horizontal alignment between modes into a coherent network. The main research angle for this program is the vertical alignment, however, i.e. the shipper/client orientation and the relations with the underlying network management. These vertical aspects will become apparent in 4 main scientific contributions: Advanced freight transport demand models that include shippers’ logistics responses. Models for the design and allocation of multimodal capacity. Advanced planning and pricing algorithms for synchromodal networks. An ICT infrastructure that allows interactions between the above three systems. The research will be done by 2 PhD candidates and 2 postdoctoral researchers. Together with dissertations and scientific papers, the project will support the 2 participating stakeholders from the logistics platform SPL (Port of Rotterdam and ECT) by developing new tools for strategic planning and tactical management of synchromodal networks.

FACT SHEET Project 7 Sustainable Logistics in Fresh Food (SLIFF) (438-13-215) Type: Bedrijfsgericht Thema: ICT Systemen, Fysieke Infrastructuur & Orgware voor de logistieke sector Samenvatting
The central objective of SLIFF is to enhance the sustainability of fresh food logistics by improving logistics resource utilization while distribution lead times are reduced. The project addresses two prevalent challenges in this context: 1. Optimization of network logistics versus optimization at distribution centre (DC); 2. Inventory optimization versus transport optimization. Distribution network planning and local DC planning problems have been largely addressed separately in science and practice. However, inventory reduction policies have resulted in a just-in-time flow of products – with little or no storage buffers throughout the distribution network. This requires a synchronization of network level and local DC logistics planning. SLIFF aims to propose (distributed) decision-structures and develop optimization models to facilitate such synchronization. Another novelty of SLIFF resides in acknowledging that vendors may share both transportation resources and storage space at the DC in the replenishment of the DC. Accordingly, SLIFF aims for joint optimization of transportation, inventory, and material handling resources. These resources are generally owned by many independent parties. Therefore, this requires research in the domain of: • Organization design; because the vendors, retailer and logistics service providers are autonomous companies; • Optimization models; because decision support for multiple interdependent decisions is needed; • ICT interoperability; because parties will be heavily interacting to synchronize decisions. The partner retailer has recently contracted an LSP who, in the future, could act as a cross chain control centre – coordinating transportation and inventory optimization for the many vendors involved. Insights from SLIFF are disseminated via academic channels, professional societies and branch organizations.

Sedert het bericht van goedkeuring van het SLIFF project zijn in dit project 2 promovendi aangezocht, nl. één promovendus bij de RUG en één promovendus bij RSM. Tevens is voortvarend begonnen met het opstellen van het consortiumcontract. Bovendien zijn afstudeerders aangezocht die conform intentie binnen het project een belangrijke rol zullen spelen. Naar verwachting zal het project formeel starten op 1 maart 2015.

FACT SHEET Project 8 Sustainable service logistics for offshore wind farms (438-13-216) Type: DUO Thema: Orgware voor de logistieke sector Samenvatting
Offshore wind farms are expected to deliver 14% of total EU electricity demand by 2030, saving 315 Mt of CO2 emissions annually. With projected cumulative investments at €211.1 billion and expected employment at 50,000 FTE by 2030, this sector’s future looks bright. However, a 40% decrease in costs is widely considered to be prerequisite to make this happen. Considering that about 50% of the costs incurred during the operational phase are related to logistics, we aim in this project at developing new innovative methods for the sustainable design and operation of service logistics for offshore wind farms. This project is composed of several work packages that cover network design, condition-based maintenance strategies, cross-chain control of goods flows, as well as collaboration and governance aspects. In each work package, new methods will be developed that can serve as enablers for an improved service logistics process. These methods contribute in general to the field of Operations Research, proposing novel combinatorial and stochastic optimization and improvement approaches. Extensive simulation studies and scenario analyses will be performed to test the robustness and resilience of the integrated network for offshore wind farms. The consortium includes 12 public and private partners who plan on providing practical insights, and disseminating and implementing research results.

Er is een persbericht gemaakt en binnen consortium verstuurd. Dit is door velen op bedrijfswebsites geplaatst. Binnen Energy Academy Europe zijn gesprekken gestart over hoe het project kan worden gekoppeld aan onderwijsdoeleinden. Het wervingsproces voor 3 promovendi en 1 postdoc is gestart (zie https://www.academictransfer.com/employer/RUG/vacancy/24889/lang/en/), maar er zijn nog geen geschikte kandidaten voor PhD-plekken gevonden. De consortium agreements zijn verstuurd naar de 12 projectpartners.
