well below that of the general population. Of particular interest is the strength of agreement to statements that deafness and hearing loss had prevented them from get-‐ ting a job (70% of those answering the question) and that seeking work was a struggle because hearing people did not understand their communication require-‐ ments (68%). Early research in the USA indicated that economically active deaf people had more difficulty than hearing people in finding jobs. Although labour force participation rates for deaf people and their qualification levels were approximate to those of the general population, deaf workers had con-‐ sistently higher unemployment rates than the general population (Barnartt and Chris-‐ tiansen, 1985). According to a summary by Boone and Long (1988), deaf women suf-‐ fered 50% more unemployment than wom-‐ en in general and pre-‐vocationally deaf people had great difficulty in obtaining em-‐ ployment. Recent UK research on the demographics of the Deaf Community (Dye et al, 2000) indi-‐ cates that Deaf people may be more likely to be employed than hearing people, but this finding is unreliable given deficiencies in the quota sampling method used. Nev-‐ ertheless, the authors conclude that it is likely that Deaf people do not have prob-‐ lems finding a job; rather it is likely that they have problems in finding the right job for their skills. Concentration in less skilled jobs Two UK studies among Deaf people in the 1980s, reported by Kyle et al (1989), found that Deaf people tended to be concentrat-‐ ed in unskilled and semi-‐skilled jobs and relatively few were in positions with mana-‐ gerial or supervisory responsibility. In a 1981 study of all members of the Deaf community living in the Avon area (Kyle and Allsop, 1982), among the 200 of working
do not consider it to be a health problem. Furthermore, the standard analyses of the LFS data are based on the ‘main’ condition as defined by the respondent, under-‐ representing people with partial hearing loss who consider another health problem or ‘disability’ to be their main condition. As a result of these deficits, the LFS greatly under estimates the working age deaf and hard of hearing population. Based on the spring 2002 LFS there is an estimated num-‐ ber of 127,000 people of working age in Great Britain whose main condition is ‘diffi-‐ culty in hearing’ (Disability Rights Commis-‐ sion, 2002). This estimate is in stark con-‐ trast to the RNID estimate of over 2.25 mil-‐ lion deaf and hard of hearing men and women of working age in Great Britain (RNID, 2000a) which is based on the stand-‐ ard epidemiological source (Davis, 1995). Bearing in mind its shortcomings, analyses of the LFS have estimated the economic activity rate of people with ‘difficulty in hearing’ variously at ten and fifteen points below that of the general population (Sly et al, 1999; Twomey, 2001). Difficulty in finding employment Research has tended to focus on issues of under-‐employment -‐ limits on occupational choice, jobs below one’s potential, and lim-‐ its to promotion -‐ more than on barriers to obtaining employment. In 1999, RNID carried out a postal survey of Typetalk subscribers achieving a 12 per cent response rate (Bradshaw, 2002). The re-‐ port is based on responses from over a thousand people of working age, the major-‐ ity describing themselves as ‘profoundly or severely deaf’. It is hard to draw meaning-‐ ful conclusions given the unrepresentative nature of the sample and the low response rate. However, it is worth noting that de-‐ spite having higher levels of qualification, the respondents’ employment rate was -2-

less likely to have a higher educational qualification than their hearing peers alt-‐ hough nearly three-‐quarters of Deaf people aged 18-‐29 carried on into further or higher education. Analysis of the LFS found the proportion of people whose main health problem or ‘dis-‐ ability’ was ‘difficulty in hearing’ with no educational qualifications to be higher than in the general population, and employed people with ‘difficulty in hearing’ more like-‐ ly than hearing people to be in semi-‐skilled or unskilled jobs (RNID, 2000a). Thwarted ambitions and jobs below abili-‐ ties The European Commission study of Deaf people’s employment, mentioned above, was carried out in 11 countries including the UK (Jones and Pullen, 1990). It found evidence of occupational segregation in most countries, with clustering in certain trades. The findings were based on inter-‐ views with 217 Deaf people and group dis-‐ cussions, with respondents recruited through national Deaf Associations. The study reported thwarted ambition, with Deaf people rarely having the opportunity to follow the occupation of their choice, and the authors commented that jobs rare-‐ ly reflected people’s evident abilities. As Kyle and colleagues (Kyle et al, 1989) point out, part of the difficulty stems from hearing people’s attitudes. They demon-‐ strated empirically that hearing people were much less likely than deaf people to think that deaf people could do certain specified jobs. They cite evidence from the early 1980s (De Caro et al, 1982) that hear-‐ ing people’s stereotypes prevented them from giving appropriate advice even when deaf people held appropriate qualifications. Assumptions on the part of schools, colleg-‐ es and careers services about the types of jobs deaf people can do are well docu-‐ mented in other research of the period
age just under half were in unskilled or semi-‐skilled jobs, and in a national study of over 200 deaf and partially-‐hearing people aged 21 to 25 the proportion was over six in ten (Kyle and Pullen, 1985). US research in the 1980s demonstrated that deaf workers were concentrated in blue-‐collar occupations, jobs characterised by low job security and little opportunity for advancement beyond entry level, and deaf women were much more disadvan-‐ taged than deaf men, typically choosing less skilled employment (Barnartt and Christian-‐ sen, 1985; Boone and Long, 1988). A study in the late 1990s interviewed 236 Deaf people aged 18 to 75 throughout the UK on a range of topics (Dye et al, 2000). This study indicated a shift away from tradi-‐ tional manual trades but still under-‐ representation of Deaf people in manage-‐ ment and professional jobs. In the 1980s, Kyle et al (1989) argued that part of the explanation for concentration in unskilled and semi-‐skilled jobs was the very low levels of qualifications and literacy among deaf school leavers, a problem in other developed countries as evidenced by a European Commission study (Jones and Pullen, 1990). US research around the same time found that although the qualifi-‐ cations of deaf people were approximate to those of hearing people, pre-‐vocationally deaf people had lower levels of educational attainment than the general population (Barnartt and Christiansen, 1985; Boone and Long, 1988). Barnartt (2004) found that by 1991 educational differences relat-‐ ed to hearing status for both sexes had largely disappeared, but women regardless of hearing status and hearing men became overwhelmingly likely to be white collar workers, which was not true of deaf men. In the UK more recently, Dye et al. (2000) found Deaf people in their twenties were -3-

ment and curtailment of career prospects, and a tendency for hard of hearing workers to accept positions they would not have taken before impairment. Limited earnings and quality of working life There is no sound information on relative earnings of deaf, hard of hearing and hear-‐ ing workers but some pointers from two studies. Respondents in the RNID survey cited (Bradshaw, 2002) had lower earnings from full-‐time work despite having higher qualification levels than the general popula-‐ tion. Dye et al (2002) found the salary dif-‐ ference between Deaf people in manu-‐ al/unskilled and professional occupations to be less than would be expected, but Deaf non-‐manual and professional workers were found to earn little more than the national average for all workers. There has been very little research into the quality of working life. A 1980s study of 123 people aged 20 to 60 who acquired hearing loss in adult life (Jones et al, 1987) highlighted lowered expectations of the quality of life at work and anxiety that the job or social relationships might be jeopard-‐ ised if the extent of hearing loss was un-‐ covered. Employers’ assumptions and limited career options Occupational limitations and underem-‐ ployment are often attributed to employ-‐ ers’ assumptions about deaf people’s abili-‐ ties. A small qualitative study for Derby City Council (Edwards et al, 2000) found Deaf people insisted that they had been discriminated against in seeking employ-‐ ment specifically because they were deaf, and they believed that prospective employ-‐ ers were ignorant about their capabilities and potential. The main issue was under-‐ employment. Participants believed that employers and colleagues made unjustifia-‐ ble assumptions and did not consider mak-‐
(Sainsbury, 1986; Bannerman et al, 1989). In the early 1990s, Harris (1995) inter-‐ viewed 22 Deaf people in employment. The fact that half were in manual jobs was found to be related to the types of advice given when choosing a career, effectively limiting options to a few narrow trades. Underemployment and limits to promo-‐ tion Underemployment emerged as a key issue in an enquiry into the employment of deaf people in 1987 (RNID, 1987). Information was gathered via non-‐representative sur-‐ veys: one mainly of people deaf from birth or early childhood, recruited through in-‐ termediaries and personal contacts; and the other of members of a national associa-‐ tion of deafened people. Respondents felt their jobs were boring, routine and unchal-‐ lenging. A common experience was feeling stuck in the job, unable to gain promotion with abilities unrecognised. Social isolation and stress at work were widely reported. Limits to promotion are a key theme in the literature. In one early UK study, 63% of a sample of over 200 deaf people thought promotion impossible, compared with 16% of a control group of hearing people (Kyle and Allsop, 1987, cited in Kyle et al, 1989). The European Commission study (Jones and Pullen, 1990) found Deaf people’s promo-‐ tion inhibited by ‘communication prob-‐ lems’. A strong perception that promotion is less likely among deaf people was found more recently in the RNID 1999 postal sur-‐ vey of Typetalk users (Bradshaw, 2002). Here, three in four of those who answered the question agreed to the statement that opportunities for promotion were less than hearing colleagues’. There is rather little evidence of the em-‐ ployment experiences of people who be-‐ come hearing impaired in adulthood. Kyle et al (1989), reviewing their own work, comment on the likelihood of early retire-‐ -4-

felt that this significantly restricted em-‐ ployment options. In a survey of disabled people’s labour mar-‐ ket participation carried out for the (then) Department for Education and Employment (DfEE) (Meager et al, 1998) one in four people of working age ‘with difficulty in hearing’ said they had experienced discrim-‐ ination in the labour market for related reasons. The findings point to the need for adaptations to overcome employment bar-‐ riers. Among the disabled people surveyed, by far the highest proportion of those re-‐ quiring adaptations to the working envi-‐ ronment was people with ‘difficulty in hear-‐ ing’ (one in four). Access to employment services There is a dearth of robust evidence on the effectiveness of many of the interventions that can assist deaf and hard of hearing people into and in employment. While there are some specialised services, mainly run by voluntary sector organisations, many government services available to deaf and hard of hearing people are designed for disabled people or unemployed people in general. The Jobcentre Plus Access to Work programme is exceptional among govern-‐ ment services in including provision for deaf people in the form of assistance with communicator support at interview and on the job. There is considerable anecdotal evidence that deaf and hard of hearing people face barriers to service provision and believe services are insufficiently tailored to their requirements. Only a few studies have ex-‐ amined issues of access to any public ser-‐ vices by deaf and hard of hearing people, and generally hard of hearing people’s ser-‐ vice requirements are poorly understood (Harris and Bamford, 2001). A report of a consultation meeting con-‐ vened for the (then) DfEE to identify barri-‐
ing adjustments to remove barriers. Deaf people said that as a result they settled for jobs below their capabilities or even made a deliberate choice to move to a lesser status job to escape stress and risk to mental health. The report recommended guidance and information to challenge employers’ and statutory agencies’ assumptions about abilities. In a qualitative study of the employment experiences of Deaf people, Harris (1995) suggested that employers work within set assumptions of what is, or is not, appropri-‐ ate work for Deaf people to undertake. Surveys of employers’ attitudes, within the framework of recruitment and retention of disabled people, provide some corrobora-‐ tion. A 1994 survey for the Department of Employment (Dench et al, 1996) conducted telephone interviews with 1250 employing organisations with more than ten employ-‐ ees. Only one in five respondents believed it would be possible to employ someone with ‘difficulty in hearing’ in every job in their organisation, and one in seven said it would be impossible to employ someone with difficulty in hearing in any job. The main perceived barrier related to the un-‐ suitable nature of the work, mainly because hearing was deemed essential but also be-‐ cause of safety implications. Dench et al (1996) commented on the dis-‐ advantages stemming from the increasing importance of customer service and em-‐ phasis placed on verbal/audio communica-‐ tion skills. An earlier government-‐funded survey of the employment of disabled peo-‐ ple (Morrell, 1990) had shown that em-‐ ployers prioritised ‘the ability to speak clearly and quickly’ and ‘good hearing’. In the most recent government-‐funded re-‐ search with employers about employing disabled people (Roberts et al, 2004) staff interviewed in case studies suggested that people with a severe hearing impairment would struggle in a communication role and -5-

of Access to Work (Thornton et al, 2001) found users with a hearing impairment most likely to say that Access to Work did not meet their requirements and most like-‐ ly to question its usefulness. Conclusion Deaf, deafened and hard of hearing people face considerable barriers to full labour market participation. While in the UK there is a lack of robust research evidence con-‐ cerning their labour market participation, evidence pieced together reveals lower employment and higher underemployment than hearing people and a concentration in less skilled jobs. It appears that they tend to take jobs below their qualification levels and abilities, earn less than hearing people and face restricted opportunities for job mobility and career progression. These dis-‐ advantages can be compounded by poor advice on careers thought suitable for deaf and hard of hearing people, discriminatory attitudes on the part of employers and problems in accessing employment ser-‐ vices. The picture that emerges is one of social exclusion and thwarted ambitions. In the light of the severity of these issues and their evident entrenched nature, there is quite a considerable way to go before it could be claimed that deaf and hard of hearing people experience equal access to employment.
ers facing disabled people in government services (Grass Roots Group, 2001) elicited the views of Deaf and deafened people on employment and training. The group em-‐ phasised unmet communication require-‐ ments in accessing services -‐ an issue that has emerged in other studies (RNIB, 1987; Edwards et al., 2000; Bradshaw, 2002). The DfEE consultation also found that deaf and hard of hearing people experience difficul-‐ ties in accessing uncoordinated agencies with widely different standards. These points are supported by Harris and Bam-‐ ford’s (2001) study of deaf and hard of hearing people’s access to services which found both groups face problems in em-‐ ployment situations in accessing assistive devices and dealing with the bureaucracy surrounding the divisions between social and health services. There are some indications that deaf and hard of hearing people are not well repre-‐ sented among users of government initia-‐ tives. The evaluation of the New Deal for Disabled People Personal Adviser pilot, for eligible people in receipt of incapacity ben-‐ efits, found only 2% of participants sur-‐ veyed cited ‘difficulty with hearing or speech’ as their main impairment (Loumidis et al, 2001). Een deel van de verklaring voor de lage arbeidsparticipatie ligt in de beeldvorming die rond deze categorie arbeidskrachten bestaat. Arbeidsgehandicapten hebben te maken met specifieke belemmeringen en hindernissen voortkomende uit gebrek aan kennis en negatieve beeldvorming onder potentiële werkgevers en collega’s. Algemene attitude Het blijkt dat leidinggevenden en werknemers zich afhankelijk van de situatie zich in meerdere of mindere mate onzeker voelen over hoe ze zich in contacten gehandicapten moeten gedragen. Op de vraag bij welke categorie personen men zich het minst op het gemak voelt, worden personen met psychiatrische klachten en verstandelijk gehandicapten met afstand het meest genoemd. In het gezelschap van personen met een lichamelijke of zintuiglijke handicap en chronisch zieken voelt men zich duidelijk minder onzeker. Deze handelingsonzekerheid is overigens afhankelijk van persoonlijke ervaringen. Zowel leidinggevenden als werknemers die arbeidsgehandicapten in hun directe omgeving (familie en gezin) hebben, zijn doorgaans minder handelingsonzeker en staan gemiddeld ook positiever tegenover arbeidsgehandicapten als medewerker of collega. Beeldvorming over arbeidsgehandicapten als arbeidskracht Chronisch zieke werknemers en werknemers met psychische klachten melden zich volgens een meerderheid van de leidinggevenden vaker ziek dan ‘gezonde’ werknemers. Een veel kleiner deel (14%) van de leidinggevenden zegt dat dit voor lichamelijke gehandicapten het geval is. Werknemers met psychische klachten komen in de beeldvorming bij

leidinggevenden ook het minst gunstig uit de bus wat betreft hun productiviteit. Ruim 40% van de leidinggevenden zegt dat ze minder productief zijn dan werknemers zonder deze klachten. Lichamelijk gehandicapten en chronisch zieken doen het beduidend beter in de beeldvorming met respectievelijk percentages van 17% en 21%. De perceptie dat arbeidsgehandicapten minder productief zouden zijn en zich vaker ziek melden, komt niet geheel overeen met de werkelijkheid. Zo blijkt uit verschillende eerdere studies dat medewerkers met een handicap of beperking niet minder productief zijn dan werknemers zonder handicap of beperking. Daar de uitkomsten van studies naar het verzuimpercentage van (arbeids) gehandicapten geen eenduidig beeld geven, is niet te zeggen of de beeldvorming rond het verzuim van arbeidsgehandicapten klopt met de werkelijkheid. Over de motivatie van arbeidsgehandicapten hebben leidinggevenden en collega’s een veel positiever beeld. Vrijwel geen enkele leidinggevende is van mening dat lichamelijk gehandicapten en chronisch zieken minder gemotiveerd zijn dan ‘gezonde’ medewerkers. Gepercipieerde kansen op de arbeidsmarkt Leidinggevenden zijn zich ervan bewust dat mensen met een arbeidshandicap op de arbeidsmarkt een achterstand hebben in vergelijking met mensen zonder arbeidshandicap. Op de vraag hoe zij de kansen inschatten van een sollicitant met een handicap, chronische ziekte of psychische klachten om aangenomen te worden in vergelijking met een gelijk geschikte sollicitant zonder een handicap of beperking, antwoordt bijna tweederde deel dat deze sollicitant in de praktijk veel minder kans heeft om aangenomen te worden. Een kwart zegt dat deze persoon iets minder kans heeft en minder dan één op de tien dicht arbeidsgehandicapten gelijkwaardige of grotere kansen toe. Opvallend is dat dit negatieve beeld onder leidinggevenden sterk overeenkomt met dat van de niet-werkende arbeidsgehandicapten zelf. Driekwart van de niet-werkende arbeidsgehandicapten is namelijk ook van mening dat mensen met een arbeidshandicap een veel kleinere kans hebben om aangenomen te worden bij een sollicitatie. Leidinggevenden zijn van mening dat van een aantal onderscheiden categorieën arbeidsgehandicapten, personen met psychiatrische klachten en personen met een lichamelijke of zintuiglijke handicap de minste kansen hebben een (andere) baan te vinden. Chronisch zieken en mensen met psychische klachten worden betere kansen toegedicht. De overgrote meerderheid van de niet-werkende arbeidsgehandicapten is van mening dat werkgevers arbeidsgehandicapten meer kansen moeten bieden op de arbeidsmarkt. Ook leidinggevenden zijn in meerderheid (69%) die mening toegedaan. Slechts een op de zeven leidinggevenden meent dat werkgevers genoeg doen om geheel of gedeeltelijk afgekeurde werknemers in dienst te nemen. De ogenschijnlijke bereidheid van leidinggevenden zich in te spannen voor de kansen van arbeidsgehandicapten, blijkt echter deels te verdampen

wanneer de vraag wordt betrokken op hun eigen arbeidsorganisatie: een minderheid van 42 procent zegt dat hun eigen organisatie meer arbeidsgehandicapten zou moeten aannemen. Houding en gedrag ten aanzien van arbeidsgehandicapte sollicitanten Van de geënquêteerde leidinggevenden die aangaven dat hun arbeidsorganisatie regelmatig te maken krijgt met sollicitanten met een handicap, beperking of psychische klachten, zegt 25% dat er in de laatste vijf jaar één, en 39% dat er meerdere arbeidsgehandicapten zijn aangenomen. De volgende factoren spelen bij het aannemen van arbeidsgehandicapten een rol: · motivatie sollicitant 75% · te ontvangen subsidies e.a gelden 68% · werknemers moeten afspiegeling zijn van maatschappij 67% · plicht van werkgever kansen te bieden 62% · eerdere persoonlijke ervaringen arbeidsgehandicapten 57% · arbeidsgehandicapte werknemers positief voor imago bedrijf 47% · bij gelijke geschiktheid heeft arbeidsgehandicapte voorkeur 34% Bij het afwijzen van arbeidsgehandicapte sollicitanten, zeggen leidinggevenden dat de volgende factoren een rol spelen: · een verwacht hogere ziekteverzuim 81% · een verwachte lagere productiviteit 78% · financiële risico's 73% · extra last voor de 'gezonde' werknemers 57% · eerdere persoonlijke ervaringen 53% · liever geen arbeidsgehandicapten in representatieve functies 42% · verwachte negatieve reactie van medewerkers 39% Het verwachte hogere ziekteverzuim, de verwachte lagere productiviteit en de grotere financiële risico’s die de werkgever zou lopen bij het aannemen van een arbeidsgehandicapte worden door leidinggevenden het meest genoemd als factoren die bij het afwijzen van arbeidsgehandicapte sollicitanten een rol spelen. Dit is opvallend, aangezien er diverse regelingen bestaan die deze risico’s verkleinen. Kennelijk ontbreekt het aan kennis over deze regelingen. Kennis van wet- en regelgeving Grote groepen leidinggevenden zijn niet op de hoogte van wet- en regelgeving rond (re)integratie van arbeidsgehandicapten. Over de gehele linie genomen blijkt het kennisniveau in vergelijking met de uitkomsten van een vergelijkbaar onderzoek uit 2000, te zijn afgenomen. Dit zegt iets over de mate waarin leidinggevenden zijn ingevoerd in de mogelijkheden rond (re)integratie van arbeidsgehandicapten. De minst bekende regeling is die van de no risk polis voor de werkgever, artikel 29b van de Ziektewet. De meest bekende regelingen zijn de vergoeding van de werkplekaanpassing bij het in dienst nemen van een arbeidsgehandicapte en de vergoeding van kosten voor om-, her- of

bijscholing bij in dienst nemen van een arbeidsgehandicapte medewerker. Van de verplichting van het gezamenlijk opstellen van een reïntegratieplan na 6 weken ziekte door de werkgever en de verzuimende werknemer uit de Wet Verbetering Poortwachter, is 80 procent van de leidinggevenden op de hoogte. C. Arbeidsgehandicapten als medewerker of collega Zowel leidinggevenden als zieke en gezonde werknemers zijn in meerderheid van mening dat het op hun eigen afdeling goed mogelijk is samen te werken met collega’s met een handicap, chronische ziekte of psychische klachten. Daar staat tegenover dat een kwart van de leidinggevenden zegt dat het op hun afdeling niet mogelijk is samen te werken met arbeidsgehandicapten. De geringste mogelijkheden zien zij voor personen met een lichamelijke of zintuiglijke handicap en voor personen met psychiatrische klachten. Ruim 40% van de leidinggevenden is positief over de ervaringen met arbeidsgehandicapte werknemers. Aan de andere kant zegt ongeveer de helft van de werknemers dat er te weinig begrip is voor werknemers met een handicap, chronische ziekte of psychische klachten. Ongeveer een op de drie ‘gezonde’ werknemers zegt liever samen te werken met een gezonde collega dan met een collega met een handicap of beperking. Arbeidsgehandicapte werknemers en werknemers die de afgelopen jaren relatief veel verzuimd hebben staan veel positiever tegenover collega’s met een arbeidshandicap. D. Verzuimpreventie en reïntegratie Werknemers en leidinggevenden zijn beiden van mening dat de werknemer primair verantwoordelijk is voor het voorkomen van verzuim en de reïntegratie bij ziekte. Op de vraag aan werknemers die ten tijde van het onderzoek ziek thuis zaten, of de werkgever wel voldoende doet om (langdurig) ziek werknemers te reïntegreren, antwoordt net iets minder dan de helft bevestigend. Van de zieke werknemers zegt een minderheid van 40% dat hun werkgever er alles aan zal doen hen terug te laten keren op de werkplek. Een kwart denkt dat hun werkgever hen niet meer terugverwacht, en 18% zegt dat het de werkgever niet zoveel uit maakt of men terugkeert of niet. De helft van de zieke werknemers dat hun directe collega’s positief tegenover een terugkeer staan. E. Conclusies 1. De arbeidsmarkt lijkt voor mensen met een handicap, chronische ziekte of psychische aandoening maar beperkt toegankelijk. Dit wordt mede veroorzaakt door de beeldvorming die rond deze categorie arbeidskrachten bestaat. Arbeidsgehandicapten, en dan met name chronisch zieken en werknemers met psychische klachten, zijn volgens leidinggevenden minder productief en vaker ziek dan ‘gezonde’ werknemers. Deze percepties blijken echter niet geheel te staven met cijfers over het werkelijke verzuim-percentage en de productiviteit van arbeidsgehandicapten. Mede door de vrees voor lager productiviteit en

hoger verzuim, denken werkgevers ook grotere financiële risico’s te lopen wanneer ze arbeidsgehandicapten in dienst nemen. De regelingen die in het leven zijn geroepen deze onzeker-heden weg te nemen blijken tegelijkertijd niet altijd even goed bekend. De vermeende risico’s van het aannemen van een arbeidsgehandicapte werknemer is derhalve in een deel van de gevallen gebaseerd op onvolledige informatie. 2. Niettemin zijn er ook redenen om arbeidsgehandicapten aan te nemen. Arbeidsgehandicapten blijken in veel gevallen juist erg gemotiveerd. Ook diverse financiële regelingen blijken een rol te spelen bij het aannemen van arbeidsgehandicapten. Positieve discriminatie komt nauwelijks voor. 3. Leidinggevenden, arbeidsgehandicapten, gezonde en zieke werknemers zijn het er in meerderheid over eens dat arbeidsgehandicapten veel minder kans op een baan hebben dan nietarbeidsgehandicapte sollicitanten. De meeste leidinggevenden en werkenden zijn dan ook van mening dat werkgevers en ook de overheid arbeidsgehandicapten meer kansen zouden moeten bieden op de arbeidsmarkt. De ogenschijnlijke bereidheid van leidinggevenden zich in te spannen voor de kansen van arbeidsgehandicapten, blijkt echter deels te verdampen wanneer de vraag wordt betrokken op hun eigen arbeidsorganisatie. Blijkbaar vindt een deel van de leidinggevenden dat zij al het mogelijke al doen en dat andere organisaties nog iets meer zouden kunnen doen. 4. Er bestaan grote verschillen in de beeldvorming over arbeidsgehandicapten, afhankelijk van het type arbeidshandicap of aandoening. Zo voelen zowel leidinggevenden als werknemers zich het minst onzeker in de nabijheid van chronisch zieken en mensen met een lichamelijke of zintuiglijke handicap. Lichamelijk of zintuiglijke gehandicapten en mensen met psychiatrische klachten hebben volgens leidinggevenden in vergelijking met andere categorieën arbeidsgehandicapten de minste kansen op de arbeidsmarkt. De ingeschatte geringe kansen van lichamelijk en zintuiglijk gehandicapten zijn opvallend want deze categorie werknemers komt er in de beeldvorming over productiviteit en ziekteverzuim relatief positief uit. 5. Werknemers en leidinggevenden blijken op één lijn te zitten waar het gaat om de gepercipieerde verantwoordelijkheden rond verzuim en reïntegratie. Beide partijen zijn van mening dat de werknemer hiervoor primair verantwoordelijk is. 6. De kennis van wet- en regelgeving van leidinggevenden schiet op cruciale punten tekort en het werken aan kennisvergroting is daarom een nuttige zaak. Meer kennis van wet- en regelgeving zal overigens niet automatische leiden tot een positievere houding ten aanzien van arbeidsgehandicapten of een verandering in het gedrag van de betreffende leidinggevende. De houding van leidinggevenden wordt immers mede bepaald door diens persoonlijke achtergronden en ervaringen.

Organisatie, Cultuur en management, leergang 2004-2006. “Dovemansgesprek?” Johan Wesemann, februari 2005. betrekking spontaner en “gezonder” is, schijnt het verhoudingsaspect in de communicatie feitelijk meer op de achtergrond te geraken”. Uiteraard is een “doofvriendelijke” omgeving als zodanig niet voldoende, maar draagt wel bij aan het voorwaardenscheppende klimaat voor de doorstroming van doven en slechthorenden in de richting van midden en hoger kader. Waar het uiteindelijk om gaat is dat dove en slechthorende mensen hun eigen empowerment moeten kunnen ontwikkelen. Douwe van Houten schreef (2004, pag. 41) : “Empowering doe je zelf. Daarbij is (culturele) gelijkwaardigheid direct verbonden aan eigenwaarde… Om die eigenwaarde te verwerven ben je wel op anderen aangewezen. Dat zijn ondersteuners en geen zaakwaarnemers…” Dit sluit mooi aan met de opmerking van een dove geïnterviewde (pag. 26) wat betreft de nodige coach aan talentvolle dove en slechthorende medewerkers. Het gaat niet alleen om opleidingseisen, maar ook het verwerven van inzichten in verschillende bedrijfsdynamiek van de organisatie, dus het beleid moet zodanig ingericht worden dat talentvolle dove en slechthorende medewerkers in het kader van een persoonlijke ontwikkelingsplan al in een vroeg stadium betrokken zijn bij het opdoen van praktijkervaringen in het leidinggeven. Door horende geïnterviewden is vaker gezegd dat het betrekken van dove medewerkers op stafniveau ten goede komt aan de kennismaking met de dovenwereld en dit draagt derhalve bij aan de verbetering van de dovencultuur. Er dient voor de culturele omslag eerst attitude ontwikkeld te worden waarbij een doof of slechthorend persoon niet meer als patiënt/cliënt bekeken wordt, maar als mens met culturele eigenheid (etniciteit) die onmisbaar is voor hun maatschappelijke ontplooiing. Het betekent in dit verband dat de horende medewerkers de gebarentaal van dove mensen eigen moeten kunnen maken en wat al eerder is gezegd: “alle moeite moeten doen een gang door het leven van doven in de horende samenleving te doorlopen”. Dan pas zijn de fundamentele voorwaarden grotendeels gelegd voor doorgroeimogelijkheden van de daarvoor in aanmerking komende dove en slechthorende medewerkers naar midden en hoger kader. Het zou goed zijn als een aantal gekwalificeerde dove medewerkers en een aantal daarvoor in aanmerking komende stafleden van de KEGG een studiegroep gaan vormen voor het bespreekbaar maken van “onbesproken” onderwerpen van horende en dove medewerkers. Het opzetten van bijvoorbeeld een “taskforce”, bestaand uit dove en horende medewerkers van de KEGG, eventueel aangevuld met een aantal dove experts, kan bijdragen aan verdere “tegeltjes lichten” in het voordeel van iedereen .
6. Conclusies en aanbevelingen Inleiding Op basis van de hoofdstukken 4 en 5 formuleer ik een samenvatting van een aantal knelpunten en aanbevelingen. Eerst komt de deelvraag 1 (6.1.a) aan de orde met een aantal belemmeringen voor de doorstroom naar midden en hoger kader op samenvattende wijze op het rijtje gezet. Vervolgens wordt een aantal verbeterpunten genoemd als voorstel voor de nodige cultuuromslag. Tenslotte komt als afsluiting de centrale vraag aan de orde met samenvattende beschouwingen aan de hand van het onderzoek. Dit met als doel de nodige perspectieven te creëren om zodoende de doorstroom naar midden en hoger kader voor de daarvoor in aanmerking komende dove medewerkers bereikbaar te maken. 6.1.a Deelvraag 1: “Welke factoren belemmeren dove en slechthorende medewerkers vergeleken met hun horende collega’s in hun groei naar midden en hoger kader?

Veel horende medewerkers van de organisatie Koninklijke Effatha Guyot Groep zijn zich nog niet bewust van het bestaan van de Dovencultuur. De visie is nog te zeer gericht op “cliënt/patiënt benadering in plaats van vanuit het perspectief van de dovencultuur. In dit verband is het duidelijk dat de dovencultuur als begrip niet centraal staat in het beleid van de KEGG, met als gevolg dat er geen programma voor intercultureel beleid bestaat. Zonder dit programma wordt de discrepantie van “Wij” (horenden) en “Zij” (doven) in stand gehouden. In elk geval laten de uitspraken van de geïnterviewden zien dat dove en horende medewerkers te weinig gelegenheid krijgen zich onderling in te leven in elkaars belevingswereld op basis van gelijkwaardigheid. Er dient ook opgemerkt te worden dat dove en slechthorende medewerkers ook debet zijn aan hun eigen isolement doordat ze zich door onderlinge “sociale controle” normatief opstellen, hetgeen belemmerend kan werken op hun persoonlijke groei op weg naar actieve maatschappelijke participatie, dus ook belemmeringen voor hun maatschappelijke carrière. Een andere factor van beperking voor de doorgroei naar midden en hoger kader van dove en slechthorende medewerkers is dat ze vaak niet goed op de hoogte zijn van de maatschappelijke conventies in de horende wereld. Blijkens het onderzoek is het voor veel dove mensen moeilijk in te schatten wat de waarden en normen zijn in de horende wereld. Eveneens is gebleken dat de Nederlandse Gebarentaal onvoldoende is geïmplementeerd in de lagen van de organisatie van de KEGG. Er bestaat geen “afdwingbare” verplichting de Nederlandse Gebarentaal aan te leren ten behoeve van dove en slechthorende kinderen en medewerkers binnen de organisatie zodat het verschil blijft bestaan. We kunnen niet voorbij gaan aan de opmerking van dove geïnterviewden hoe moeilijk het is voor dove en slechthorende medewerkers hun horende collega’s steeds te wijzen op de betekenis van “Social Talk” voor hun sociale contacten. De afwezigheid van deze contacten werkt scheiding van geest in de hand en daardoor krijgen dove medewerkers niet veel ruimte voor de ontwikkeling van hun sociale vaardigheden. Eerder is er sprake van een risico op maatschappelijke isolement in de werksfeer. Er dient opgemerkt te worden dat de carrièremogelijkheden van doven en slechthorenden verder worden belemmerd door de opvatting dat deze mensen niet aan de vergaderingen van horenden kunnen deelnemen vanwege (te) hoog abstractieniveau of communicatieproblemen omdat doven en slechthorenden de communicatiepatronen van horende vergaderparticipanten niet kunnen volgen, ook niet met de doventolk. 6.2.c Deelvraag 2 “Welke maatregelen zouden genomen moeten worden voor de doorgroeimogelijkheden van dove en slechthorende medewerkers op weg naar midden en hoger kader?”. Om de discrepantie tussen doven en horenden te verkleinen dient er eerst acceptatie te komen van het bestaan van de culturele verschillen tussen dove/slechthorende en horende medewerkers, dat wil zeggen: ‘het creëren van een omgeving waar een doof en slechthorend persoon zich mag ontplooien met behoud van de culturele eigenheid (eigen identiteit) in plaats van als “cliënt/patiënt” bekeken te worden die tot “horende” gerevalideerd of gerehabiliteerd moet worden. Het is eveneens duidelijk dat dove en slechthorende medewerkers de kans moeten krijgen inzicht te verwerven in de maatschappelijke conventies van de horende wereld door het bieden van bijvoorbeeld een applicatiecursus “Maatschappijleer” zodat ze de perspectieven van de horende wereld beter kunnen begrijpen. Het beleid van de KEGG moet zo zijn dat er een actief intercultureel trainingsprogramma komt voor dove/slechthorende medewerkers en hun horende collega’s zodat ze op basis van dit programma zich in elkaars wereld kunnen inleven en wederzijds begrip krijgen. In de lijn van deze redenatie betekent dit eveneens dat het bieden van empowerment aan dove collega’s onontbeerlijk is ter vergroting

Een verplichte gebarentaalcursus voor de horende medewerkers naar voorbeelden van de Gallaudet Universiteit in Washington (USA) of van de Bristol Universiteit (UK) zou vanzelfsprekend moeten zijn. Er zijn in het buitenland meerdere voorbeelden van de verplichte gebarentaalcursus bekend. Zonder coaching van de daarvoor geschikte dove medewerkers ter verwerving van inzichten in verschillende organisatieprocessen, inclusief onderhandelingstechniek en dergelijke, maken ze weinig kans op het vervullen van de functies in midden en hoger kader. Verder moet er voor het optimaal functioneren van dove leidinggevenden een persoonlijke assistent beschikbaar gesteld worden zoals een doventolk/secretariële ondersteuning. Het creëren van een “doofvriendelijke” omgeving is een factor die we niet voorbij kunnen laten gaan, dat wil zeggen: horende medewerkers houden rekening met de behoefte van hun dove collega’s wat betreft deelname aan “social talk”. Tenslotte moeten dove medewerkers zoveel mogelijk verspreid worden over alle afdelingen zodat hun horende collega’s zich vertrouwd kunnen maken met de reflectie van de leefwereld van dove mensen. 6.1.a Centrale vraag Waarom stromen dove en slechthorende medewerkers van de Koninklijke Effatha Guyot Groep niet door naar het midden en hoger kader en op welke wijze kan die doorstroom volgens betrokkenen bevorderd worden? Het onderzoek laat zien dat dove en slechthorende mensen binnen een organisatie als het ware zijn ingedeeld in twee categorieën, namelijk een spreektaal van horenden en een gebarentaal van doven. Dus een scheiding binnen een organisatie die op verschillende identificatieprocessen is gebaseerd. Parker (2000) omschrijft deze benadering als volgt: ”A ‘culture…’ which no relation to any other senses of culture and no internal divisions – a genuinely total institution – seems to me very unlikely in the modern world, even fit it is a conceptual possibility in abstract arguments like these”. Het zou goed zijn als er een formule bedacht wordt hoe dove en horende medewerkers de gewenste collegiale verhouding kunnen vinden zodat het verschil van leefwereld geen wezenlijke obstakel vormt. Complementair als begrip moet dus een uitgangspunt zijn voor de samenwerking.Om dit zover te laten komen moet er eerst een culturele omslag bij KEGG komen. Om dit te bereiken moet men de moeite nemen het begrip Dovencultuur in al haar aspecten vanuit culturele perspectief bekijken. In dit verband dient mijn inziens een brede consultatie met dove medewerkers te komen om tot een definitie te komen wat de dovencultuur binnen de organisatie inhoudt, en hoe deze cultuur geprofileerd kan worden tot een herkenbaar onderdeel van de organisatie. Kenmerkend is de opmerking van een dove medewerker: “Het is duidelijk dat er een cultuurverandering bij KEGG moet komen. En deze niet vanuit een perspectief, maar vanuit meerdere perspectieven te bekijken. De houding van horenden moet anders worden” Ondanks het feit dat het begrip Dovencultuur op vele fronten erkend is, is dit onderwerp blijkens het onderzoek bij KEGG nauwelijks bespreekbaar gemaakt. In elk geval is er geen definitie met betrekking tot het begrip Dovencultuur geformuleerd. Deze formulering is noodzakelijk om inzicht te kunnen krijgen in hoeverre interculturele benadering vanuit het managementniveau op gang gebracht kan worden. Dat is een fundamentele voorwaarde voor

Resumerend betekent dit dat de kansen voor dove medewerkers binnen de huidige organisatiecultuur van de Koninklijke Effatha Guyot Groep nauwelijks aanwezig zijn als het om doorstroom naar midden en hoger kader in de organisatie gaat. Tegelijkertijd geven bijna alle geïnterviewden te kennen dat de aanwezigheid van dove medewerkers in midden en hoger kader zinvol kan zijn als het om een multiculturele benadering gaat. Met deze benadering kunnen dove en horende medewerkers het plan voor de samenwerking op een hoger peil brengen. Dit komt zeker ten goede aan de kwaliteit van de dienstverlening aan de dove medeburger. Dit komt ook ten goede aan de legitimiteit van de gespecialiseerde dienstverlening aan dove mensen, waar ze zelf ook om vragen.
7. Nabeschouwing Het is voor mij zeer uitdagend dit onderzoek te doen, misschien omdat dit type onderzoek nauwelijks voorkomt. Meestal verricht men onderzoek vanuit orthopedagogische of medische perspectief. Dus “tegeltje lichten” vanuit cultureel perspectief (lees: dovenperspectief) binnen de dienstverlenende organisatie aan dove mensen is naar mijn mening een maatschappelijke discussie waard. Zeker als het om doorvoering van de culturele veranderingen gaat die de ruimte geven aan de doorstroom van dove medewerkers naar midden- en hoger kader. Ik heb geprobeerd me zoveel mogelijk aan de centrale vraag en deelvragen te houden bij het onderzoek. Dit onderzoek draagt bij aan het genereren van informatie. Dit gaat soms ver terug in het verleden. Soms zijn de gegevens zo interessant dat ik mij meermaals moet bezinnen op mijn neiging van de centrale vraag af te wijken. Het is mijn inziens steeds weer gelukt terug te keren naar het oorspronkelijke onderwerp waarvoor dit onderzoek bedoeld is. In elk geval heeft dit onderzoek een aantal gegevens naar boven gehaald die interessant kunnen zijn voor de maatschappelijke discussie ten aanzien van dove en slechthorende werknemers binnen de dienstverlenende organisatie aan doven, slechthorenden en communicatief beperkten. De discussie wordt natuurlijk samen met dove medewerkers gevoerd binnen alle organisatorische gelederen. Dit onderzoek laat zien dat de positie van dove medewerkers niet erg comfortabel is, omdat binnen een organisatie nog steeds een wereld van verschil bestaat. Alleen al om deze reden is discussie over de positie van dove medewerkers noodzakelijk. Ook met betrekking tot de “geslotenheid” van de dovengemeenschap in de dienstverlenende organisaties. Ik hoop met dit onderzoek een bijdrage te mogen leveren aan het interculturele proces als nieuw perspectief voor de KEGG. Dit met als doel een meerwaarde van de organisatie te vinden, zeker als het om het persoonlijke welbevinden van iedere medewerkers en klanten gaat. Bovendien hebben dove mensen en hun ouders in Nederland voorbeeldfuncties nodig voor hun eigen zelfvertrouwen en geloofwaardigheid. Daar kan de KEGG een belangrijke rol in spelen, ook met betrekking tot de legitimering van het bestaan van de dienstverlening aan doven en slechthorenden.

HOW IS DEAF CULTURE? ANOTHER PERSPECTIVE ON A FUNDAMENTAL CONCEPT Graham H. Turner Abstract The notion of culture underpins many studies of language, society, and the interrelationship of the two. The question What is Deaf culture? is a familiar one within the field. This paper considers an influential framework, proposed by Carol Padden, of observations about the culture of Deaf people; it subjects these observations to a certain amount of critical scrutiny; and, with reference to some engaging and potentially potent socio-anthropological ideas, begins to sketch out a number of implications for revision of such a framework. The bonds between Deaf people and the similarities in Deaf people's life experiences, as described in accounts of Deaf culture, are undoubtedly important and meaningfully distinctive. This paper is not a framework for an all-new cultural model, but suggests that we have reached a point when our descriptions maybe enriched—and the strength of our political impact enhanced— by adjusting our conception of culture, and by asking how notions of Deaf culture are constructed.
Back to basics Pick up pretty much any textbook relating to the study of society and language and you are likely to find a set of definitions of primary concepts. Among these may be the concepts referred to as culture and community. Linguists aim to describe what goes on within languages, after all, and languages are frequently defined with reference to the people who use them. If these two concepts are to be so pivotal, acting as part of a prolegomenon to sociolinguistic description, it is obviously vital that we interpret them as richly and sensitively as possible in order to maximize the value and precision of any subsequent analysis. There seem to be two primary reasons for taking particular care here. First, because these are issues of identity, and nothing is more profound to us as human beings who want to know ourselves and be respected for who we are. Second, because definitions are not dry exhibits that sit in glass boxes on high shelves: they get used and are made to earn their living in the outside world. If an inadequate conception of Deaf culture is applied, for example, in (he development of curricula for me training of interpreters, then interpreters will qualify with an inadequate understanding of Deaf people's ways and mistakes will be made, some of which (cross-cultural legal and occupational encounters spring to mind) are liable to have devastating consequences. In the following account, then, I offer a critique of a popular and widely-cited paper, which lays out clear views on the nature of community and culture in relation to Deaf people. The critique focuses on the analysis of culture, and I will go on to suggest that— although the paper was in its time, and to an
extent remains, a powerful and significant presentation—it is now appropriate to consider an alternative framework that may have less impact than this but may ultimately afford greater insight into the nature of Deaf cultural ways. Carol Padden's conception of the Deaf 1 community (as laid out in Padden 1989 ) is constructed around the widely-used definition of community proposed by Hillery (1974), the focal points of which are that: • community members share common goals and co-operate in achieving them • a community is geographically located • a community has a certain organizational autonomy in respect to the social life and responsibilities of its members. The result of these factors is a conception of a Deaf community which picks out "a group of people who live in a particular location, share the common goals of its members, and in various ways, work towards achieving those goals" (Padden, 1989:5). An initial concern is that some of the requirements of the community definition are less than tightly formalised. Padden refers, for instance, to "a particular location." What does this mean? If, for example, the notion allows any embedding, as it were, of one community within another—if London and England, perhaps, both count as locations—then we are no further on in our theorizing, since the boundaries of a community cease 1. to be definable, and we enter what might be called a vicious spiral whose vanishing point is, effectively, somewhere off in infinity.
culturally Deaf way of life. A. You need to find people who behave as Deaf people do, use the language of Deaf people and share the beliefs of Deaf people. Q. To do that we first need to know about the behavior, language and beliefs of Deaf people. Tell us who the Deaf people are and we'll find out about their behavior, language and beliefs. A. They are the ones with Deaf people as parents, who identify with Deaf people and behave as Deaf people do. Q, OK; well, who are those Deaf people, then? Tell us that and then we can find their children, those who identify with them, et cetera. A. Deaf, remember, refers to cultural aspects2 of being Deaf. So Deaf people are those who share Deaf culture. Q. Right, and who are the people who share Deaf culture? A. People who behave as Deaf people do, use the language of Deaf people and share the beliefs of Deaf people....
As Worsley (1987:133) emphasized, talk about communities is often mixed with a longing (worthy of sincere respect, given the history of the struggle that Deaf people have faced), which "symbolizes a desire for security and certainty in our lives, together with a demand for a greater sense of personal identity and authenticity." Though this kind of perspective was vital and appropriate for Carol Padden's purpose—which had, I guess, much to do with the politics of raising awareness of Deaf people as cultural and linguistic minority groups—it seems possible that perhaps in 1994 its impact may be different and that present use of a Hilleryesque definition may lead to some unwanted consequences, as will be explained below. As for a culture, for Padden this means "a set of learned behaviors of a group of people who have their own language, values, rules for behavior, and traditions" (1989:4). Padden goes on to write that the notion of participating in Deaf culture identifies* a more limited group than is present in the generalised community: "Members of the Deaf culture behave as Deaf people do, use the language of Deaf people, and share the beliefs of Deaf people toward themselves and other people who are not Deaf (1989:5). It is clear that this picture of the nation's Deaf culture is both unitary—"there is a single American Deaf culture with members who live in different communities" (1989:6)— and that it rests upon a pre-established image of who the Deaf people are. That is, all we have to do in order to find out, for instance, what behavior is typical of "members of the Deaf culture," is to watch what Deaf people do. So who exactly do we have to watch? Who are these Deaf people? Padden addresses the question directly (1989:8) with the following definitional conclusions: Deaf people can be born Deaf by virtue of having Deaf parents; they identify with other Deaf people; they behave like Deaf people. The problem with this, it seems to me, is that the three criteria are all founded upon some notion of the meaning of the word Deaf. We can't appreciate the explanation of what Deaf means until we know what Deaf means. Let me run through those steps again:
We have here a self-referential definition. Characterizing the Deaf Way But what of the characteristics that Carol Padden presents as features of Deaf culture? "Certainly," she claims, "an all-important value of the culture is respect for ... American Sign Language" (1989:8). This certainty concerns me, particularly since the author is frank about the extent to which her findings originate from intuition. The claim may be right or wrong—no harm in keeping an open mind—but I want corroboration before I accept it. Without that corroboration, I fear that the force of some powerful propaganda may be at work: "We Deaf people who respect ASL say you must, by definition, respect ASL to be Deaf." In a similar way, I can't help but react unfavourably when people make statements such as, "ASL ... belongs to Deaf people" as 2. Padden (p. 1, fn. 1) separates cultural from non-cultural aspects; e.g. audiological condition.

pathological cases. Recognizing the absolutely vital importance of this goal must dilute much of my criticism. The danger, however, is precisely that this perspective is so necessary and influential that readers will take what is offered at face value, subject it to insufficient analysis, and run with it even though in itself it is still crawling gingerly towards the perpendicular. Community revisited Aside from a suspicion that the idea of community is too often seen through a rosy glow to remain useful in social scientific analysis, there nonetheless seem to be many problems inherent in applying the concept. !n attempting to illuminate that which marks out the forms of association characteristic of various kinds of groups and organizations, Giddens (1989:275) presents a range of ways in which humans combine or commune: a social group he defines as "simply a number of people who interact with each other on a regular basis;" an aggregate is "a collection of people who are in the same place at the same time, but share no definite collections with one another;" a social category is a group of people "classified together on the basis of a particular characteristic they share." All of these specifications could, at various times, refer to a group of Deaf people, but they could not provide the kind of once-and-for-all definition that Padden seems to seek. A potentially useful clue to the nature of the Deaf community—especially in the light of Deaf people's own comments about the community acting as an extended family (see, for instance, Dolby 1991)—is provided by Cooley's distinction (cited by Giddens 1989:275f) between primary and secondary groups:
Padden goes on to mention mailers relating lo the views Deaf people share about speech {e.g. an aversion to excessive use of mouth movements associated with speech), about social relations (e.g. that Deaf people lend lo keep chatting long after the parly finishes), and about cultural stories. In the section "Entering the culture," there are descriptions of a handful of behavioral patterns—conventions for communicative interaction, performing greetings, and for identifying and labelling oneself and others. Jim Kyle (1990:179-83), for the record, has achieved a very similar feat in a description of 3 British Deaf culture, listing precisely eight kinds of "Rules of Behaviour." However, Kyle goes on to say: "These rules are sometimes listed as the 'culture,' but they constitute only a small part of the sense of identity and relation which is expressed outwardly as cultural." He (hen lists four groups of "Customs"—relating to marriage and weddings, time and timekeeping, social customs, and games—which 1 "remain to be more fully described. " Kyle goes on to mention Deaf traditions; some of these may be derivative, but he writes (unfortunately giving no evidence) that even where these traditional practices are derived from an event celebrated by the wider society, there will have developed a "Deaf way of doing it." He adds: "There are many other conventions of Deaf culture which will gradually emerge as hearing people stumble across them or as deaf people become more confident about discussing them," and closes with a number of comments on the Deaf cultural identity, which he suggestively refers to as "a feeling of shared experience of the world"((l990:183)).
"[T]he term primary group [is used] to refer to a small association of people connected by ties of an emotionally involving nature. The family is an example, as are friendship groups..." A secondary group is a number of people who meet regularly, but whose relationships are mainly impersonal. According to such conceptions, it might be argued that Deaf people form a primary social group.
Both descriptions are brief, and Padden also acknowledges that (lie area has not been deeply researched; all the more reason, one might argue, to hesitate before reifying anything at all as "(the) Deaf culture." From Padden's summary, one can again infer that her aim is largely political—to get the notion of Deaf people as constituting a human group onto the agenda, and not a collection of

I do not wish to pursue this further here, except to underline with approval Giddens' comment that, whatever their size, "it is a defining feature of a group that its members have an awareness of a common identity" (1989:731). Finally, although it complicates the question of identifying and separating Deaf sheep from non-Deaf goals, I should briefly acknowledge what Norman Fairclough (1993:50) has called "the problem of, and indeed crisis of, authenticity in social identity, associated perhaps with the unprecedented scale of cultural engineering." How do you distinguish the "authentic" from the "engineered?"
social system must be oriented in terms of the meanings of cultural symbol systems, of what is sometimes called patterns of culture. (Parsons 1973:167) Padden's apparently implicit perception that identification of Deaf people must logically precede the specification of cultural characteristics nevertheless seems to accord with other analyses. Nemetz Robinson (1985:8-10) sets out behaviorist, functionalist, and cognitive conceptions of culture, each of which presupposes some understanding of a community of culture-sharing members. Culture is seen, respectively, as "something which is shared and can be observed"— shared by whom?; "an attempt at making sense out of social behaviors"—whose behaviors?; and "the forms of things that people have in mind, their models for perceiving, relating, and otherwise interpreting them"—which people? Attempts to bring a more psychological frame of reference to bear follow related lines: "A culture consists of all of the personalities of the individuals constituting a society or subsociety" (Schwartz 1978: 432). Even that which appears to be the simplest possible definition of culture buys its simplicity at the expense of previous hard work in the community department: "Edward Hall (1959) has suggested that 'culture is the sum total of 1 a way of life of a people " (Nemetz Robinson 1985:12)—the noun phrase "a people" makes clear that a well-defined social grouping of individuals must be recognizable before the description of culture can be produced.
Between community & culture It may be that at least part of the problem I find in Carol Padden's presentation lies in the lack of distinction between the twin notions of culture and community, leading to fundamental circularity in the primary definitions, each of which relates lo the other. And it is certainly the case that the two notions are tightly entwined, even if we hesitate to subscribe without qualification .to the view that no culture could exist without a community, but, equally, no community could exist without culture (Giddens 1989:31-32). It may also be the case that competing traditions in the relevant disciplines add to the confusion. It can be argued that the social anthropological tradition emphasizes the community-forms-culture view of the concepts: "We place our primary emphasis on social relations and treat culture as a medium for social interaction rather than an end in itself (Lewis 1976:19). Cultural anthropology, however, gives priority to cultural patterns: "Those anthropologists who grant culture such imperative force (end to see social relations as the product of cultural patterning and conditioning" (ibid).
A word of caution, though. Could it not be argued that unity of culture, just like unity of language, within a given community (of the kind proposed by Hillery, above) is an impossible notion to maintain in any contemporary heterogeneous and heteroglossic society, since all such societies are increasingly multicultural? To take a further step, it might be argued that neither such multi-culturalism, nor labelling that cannot reflect the complex facts, are new phenomena; people have always moved about and tried to come up with labels describing fixity lo make themselves feel (hat they understood the motion.
One thing (hat has not been said here (just as it is not said by Padden) is that cultures and communities are coterminus, by definition sharing all boundaries. It's worth underlining why. Taking an example from Parsons, it is not difficult to see that, although inmates and guards in a prison do not share a unitary set of cultural practices, it is nevertheless the case that the prisoners' way of life is organized with reference to the community as a whole. Conversely, the community

Culture revisited Debating the notion of a culture and what might constitute a finished set of lilies for participating in Thai culture soon becomes, for me, much the same kind of activity as attempting to pin down a language in the same manner (See Turner 1991). I do not see how it can be done in a non-arbitrary, principled manner as long as it continues to be done partially—so that the systematicity of the proposed conventions is never able lo he apprehended—without an account of the human group for whom the rules are deemed shared, and without reference to the dynamic, changeable nature of the phenomenon. The definitions which Padden presents seem to be flawed on such counts. Many accounts of what makes a culture seem to operate with the notion that (were it only logistically practicable) one could simply come up with a checklist of objective criteria, the fulfilment of which—like the fulfilment of the various tasks in a driving test—would result in the conclusion that some individual passed the test and was accepted. Here are a number of frameworks that might be considered to fall into this category.
As a working device, I characterize such definitions as exemplars of the Bingo Card Model of Culture—just tick 'em off until you have a full house! They are also, more prosaically, necessarily nominal models, conceiving culture as a perceivable, finite enlily. In this way, a potentially spurious objectivity is assumed, since there is little room for disputed interpretations of an entity that anyone may perceive. There is a hermeneutic corner of commentary which challenges such a conception and suggests that an interpretive approach lo culture would bear firmer and more satisfying fruit. Its strongest ground for dissatisfaction is in the region of beliefs and values, widely (if not universally) accepted as one constitutive element of a culture. The beliefs of a participant in another culture, it is argued, cannot be weighed or measured—as the process of normalisation requires—except by an analyst prepared to reach in and hold them for himself or herself. For instance:
Something can appear rational to someone only in terms of his understanding of what is and is not rational. If our concept of rationality is a different one from his, then it makes no sense to say that anything either does or does not appear rational to him in our sense. {Winch 1987:49)
The acquired knowledge that people use to interpret their world and generate social behavior is called culture. Culture is not behavior itself, but the knowledge used to construct and understand behavior. (Spradley & McCurdy 1987:2) Culture consists of the values the members of a given group hold, the norms they follow, and the material goods they create. (Giddens 1989:31) Culture comprises systems of shared ideas, systems of concepts and rules and meanings that underline and are expressed in the way that humans live. (Keesing 1981:76). Culture has been variously defined since Sir Edward Tylor described it as "that complex whole which includes knowledge, belief, art, morals, law, custom and any other capabilities and habits acquired by man as a member of society." In its broadest sense, "culture" refers to the whole range of human activities which are learned and not instinctive, and which are transmitted from generation to generation through various learning processes. (Beattie 1966:20)
As soon as you reach in, any claim to objectivity is endangered, and so you're caught between a rock and a hard place. The Bingo Model can also be seen as more than a little responsible for the patchy or partial nature of sets of conventions for "getting on in culture X," as exemplified by both Padden and Kyle above. We get little snippets of nothing very substantial because the model encourages us to see a simple checklist of criteria rather than any kind of interrelated network of elements. The model points to a concern with particular aspects or items of culture, with what are often called cultural traits, rather than with the analysis of cultures or societies as systematic wholes. It could be argued that such conceptions of culture have become the common sense view of what it means to participate in cultural sharing. They are certainly often apparent in discussions of Deaf culture, and are perhaps due to be reconsidered.

How big is a culture? !n Padden's and Kyle’s observations, the preferred evidence purporting to indicate the existence of a distinct Deaf culture seems to be somewhat narrow and patchy. Can sets of characteristics like these really be adequate in support of claims that a clearly distinct body of people has been identified? Suppose—by way of a thought experiment—an isolated island race of Deaf people had lived for centuries, independent and magnificent, undisturbed by those across the water who suffer noisily from their chronic laryngeal dependency; would (hey have Northern Exposure and Ninja Turtles? Be law-bound to monogamy? Celebrate Christmas? Read from left to right? Prefer Coca-Cola or Pepsi? Asking such questions reminds me, at any rate, of the wealth of common ground between Deaf and many non-Deaf people: and I wonder if Deaf culture is really as distinctive as has been claimed. Part of the unwieldiness of the concept of culture as used by Padden and others seems to be due to certain indecision over the extent of mutual cultural exclusivity. Are cultures homogeneous, horizontal, one-size-fits-all, or are they embeddable in layers? Would it be useful to operate with a system that recognises a series of cultural, super-cultural and subcultural levels? Rutherford (1992:34ff) addresses this problem, and concludes that the American Deaf community can, in fact, legitimately be called a subculture, though she acknowledges he negative connotation associated with the prefix sub-. Spradley and McCurdy suggest that the notion of microculture is of value here:
citizen in a variety of part-time societies. Instead of living within one meaningful world system to which he owes complete loyalty he now lives in many differently structured "worlds" to each of which he owes only partial allegiance. Most of modern man's existential universes are single-purpose communities. (Kyle 1990:176} A microculture might prove distinctive in a limited set of cultural features, whilst merging seamlessly within an "umbrella" culture with edges overlapped by other similar microsystems. The checklist problem, albeit with a proportionally reduced weight, lingers on, though—what precise set of cultural criteria would qualify the bearer to be dignified with the "certified genuine microculture" label? Verbalizing culture Whilst I strongly agree with both Carol Padden and Jim Kyle that the bonds between Deaf people and the similarities in Deaf people's life experiences arc important and meaningfully distinctive, it nevertheless seems that we have reached a point when our descriptions could be enriched—and (he strength of our political impact enhanced—by adopting and adjusting to what might prove to be a more insightful conception of culture. In the discussion presented by Featherstone (1990:2), it is argued that: "The binary logic which seeks to comprehend culture via the mutually exclusive terms of homogeneity/heterogeneity, integration/disintegration, unity/diversity, must be discarded." Featherstone thus brings into focus a radical alternative to the reified, yes/no checklist type of cultural model. It would be more productive and insightful, he argues, to inquire into (he circumstances which led to these conceptual oppositions becoming frames of reference in the first place; in other words, to put under the microscope the various generative processes involved, asking questions about the formation of cultural images and traditions, the inter-group struggles and inter-dependencies, and so forth. To do so would only enrich our conception of culture, and could help to prevent (he slide from complex description that leads ultimately to pop-scientific, simplistic "Us-and-Them" caricatures sometimes put forward by those, of any persuasion, seeking to build political power by manufacturing consent.
Microcultures are systems of cultural knowledge characteristic of subgroups within larger societies. Members of a microculture will usually share much of what they know with everyone in the greater society, but will possess a special cultural knowledge that is unique to the subgroup ... It is this shared knowledge that makes up their microculture. (1987:13) Here, perhaps, is a framework to handle the suggestion made above that Deaf culture is not so comprehensively distinctive as Padden and others seem to imply. It would also harmonize with Luckman's (1970) view of community membership (cited, with disapproval, by Kyle, insofar as he claims it does not relate to the Deaf community; thus, instead of

This perspective accords well with an engaging proposal recently articulated by Brian Street (1993), who indeed lakes it a step further by claiming (hat culture is a verb— cultures are not about states at all, but about processes. Some aspects of culture— e. g. aspects of cognitive interpretations and affective reactions— cannot be observed and thus elude explicit description. Oilier aspects of culture may slip through the observer's grasp because their essence is in the dynamic process of creating the meanings through which experience is mapped out, categorized and interpreted. This conception can be seen beginning to formulate itself in, for example, the writing of Charles Frake:
[hat culture is not locked inside people's heads, but nil her is embodied in public symbols (Geertz 1973) and (hat "the facility of the social structure ... is constituted by, and realized in, social interrelations and social praxis" (Spurling 1977:86). Leading clearly up to our present consideration of culture as a verb, a new key symbol of theoretical orientation—variously labelled "practice," "action," or "praxis"—has emerged particularly from (lie writings of Pierre Bourdieu (1978; see also Giddens 1979). Theorists following (his orientation maintain, and then extend, (he view that cultural systems do have very powerful effects upon human action and the shape of events: Thus, their interest is
Culture is not simply a cognitive map that people acquire, in whole or in part, more or less accurately, and then learn to read. People are cast out into the imperfectly charted, continually shifting seas of everyday life. Mapping them out is a constant process resulting not in an individual cognitive map, but in a whole chart case of rough, improvised, continually revised sketch maps. Culture does not provide a cognitive map, but rather a set of principles for map-making and navigation.(-Frake 1980:58)
...not a matter of denying or minimizing this point, but expresses rather an urgent need to understand where "the system" comes from— how it is produced and reproduced, and how it may have changed in the past or be changed in the future. (Ortner, 1984:146—my emphasis) Implications Views of culture that move away from static modelling, then, seem potentially useful. Carol Padden is by no means alone in having construed culture as the articulation of shared symbols, behaviors, values, artifacts, and beliefs , and the point of disagreement with such an analysis should not be misunderstood. "The problem is perhaps not that the claims are spurious and that nothing is shared," writes Jane Cowan (1990:11): "The problem, rather, is that when culture is defined as that which is shared, questions about this sharedness—is it actually shared? to what extent? By whom? How does it come to be shared?—disappear by definition." Established conventions which invite us to talk about, as it might be, gender relations among "the X" (the Geordies; the Jews; the Deaf) exaggerate the impression of internal coherence within a society. They can also lead us to search for, and (hen potentially to overweight, with significant real-world implications, a particular set of indigenous ideas deemed somehow more authentic than those expressed by many others within the same community. It is worth confirming that the effects of subscription to different notions of culture are indeed tangible when applied beyond the abstract. First, as Street notes—and bear in mind here the
In taking this line of approach, Street is drawing out and crystallizing for his audience ideas more familiar to scholars in other fields. I would simply like to suggest that the perspective is as valid in sign linguistics and Deaf studies as it is elsewhere, and that we would do well (o look again at our conceptions of these fundamental notions, since (hey have received considerable interdisciplinary reappraisal in recent times. The roots of the reappraisal can be found in diverse works; it is not my present purpose to review these in detail, but the considerable reflection which they represent forms a significant catalogue of (he growth of current argumentation. Views of culture based on uniformity or homogeneity have long since been subject to incisive critiques (Devereux 1945, Spiro 1951, Wallace 1970). Likewise, (he fundamental notion that culture is intangible has a long history (see, for instance, Linton 1936:2880- This history can be seen both in (he movement to relocate culture within persons (leading to the development of notions—via Wallace's "mazeway" (1970), Goodenough's "propriocept" (1971), Schwartz's "idioversc" (1978)—intended to capture individual personalities' collective-power in some sense to be their culture), and in the counter-claim

ubiquitous empty plates and flashing doorbells of Deaf cultural descriptions—-in many debates about bi- and multi-culturalism:
to a certain set of ideas or a certain world-view, This set of ideas thereby becomes [he common-sense view, is articulated from a point of popular strength on behalf of the community, and may be passed on as received wisdom (j. e. "the facts") within the community. For instance, one might say that the medieval belief Thai (he Earth was flat, protected and propagated by the Catholic Church, maintained its predominance in a violent, oppressive way. The dominant contemporary belief that (he Earth is spherical, on the other hand, has achieved its status through the non-violent methods of instruction and debate, by which we inform each other of scientific beliefs. In practice, this principally means use of those channels dedicated to communication and the dissemination of opinion and information, channels which may be of both relatively overt (c. g. political debate and propaganda) and covert (e. g. advertising and role-modelling) kinds. The internal and ostensibly consensual control exercised by hegemonic forces thus stands in direct contrast to the external control of the authorities' repressive mechanisms. We bring the concept of hegemony into the frame here by asking questions about the framework in which the wider population "gave its consent," adopting a certain set of ideas as its beliefs. By what process did that population come to its conclusions? What information was made available to people in the process of weighing up factors relevant to the construction of their beliefs? What information was not made available? From whom and how did the information come? By whom and how was information withheld? Who set the terms for the debate, creating a context of discourse and delimiting what was and was not "on the agenda"? How were they able to do this? Grillo, Pratt and Street (1987:292) have linked this fine of questioning to the view that a Bingo Model culture is "itself an ideological construction whose apparent coherence stems from the interests of those who succeed in having their version of it given authority and legitimacy." Let me try to put this into the present context. First, notice that the view of Deaf culture this paper criticizes is itself a counterhegemony, developed in opposition to prevailing ideas that rendered any Deaf community invisible by setting a discourse framework—featuring terms like "hearing impaired" and "deaf

They almost never correspond with other identities in a way that would justify (he belief that each "people" has a uniquely different culture, The potential of cultural reification for political division and control— putting square pegs into round holes devised to reflect a particular socio-political agenda— is clear, as is the consequent need for more careful, politically sensitive uses of concepts such as culture. Construing culture in terms of process clearly addresses both issues. In developing the sense and value of culture-as-verb (.See also Ortner 1984:148157 for a useful sketch of the "practice-approach"), (he process which results in a unitary image of a given human group and its cultural mores can be illuminated with reference to the concept of hegemony; i. e. the ideological/cultural domination of a body of people, achieved by engineering consensus through controlling the content of cultural systems and major institutions. The Italian Marxist Gramsci, commonly credited with the introduction of the term, used it with particular reference to class relations, arguing that the domination of ideas in the major institutions of a capitalist society—the Churches, the legal system, the education system, the mass media, and so forth— promoted ideas and beliefs which benefited the ruling class. For present purposes, a slightly broader understanding of the notion is needed. To say that some situation has arisen by virtue of hegemony is to say that the beliefs of one group have achieved the status of "the truth" not through imposition, the use of wealth, physical coercion, and the active oppression of those holding non-conformist views, but through any other means which lead to the wider population giving its consent

and dumb"—where each Deaf person was a medical-pathological case to be given audiological and pedagogical treatment. Secondly, consider the view—which a hegemonycentred perspective would suggest that Padden and Kyle's checklist-type accounts are, in part, ideologically motivated (and will directly further a political cause on each occasion upon which they are implemented in practical applicatons). It doesn't matter how much you believe in the political cause; the point is that the limitations of the framework these authors use for modelling Deaf culture (and the process by which their conclusions appear, from the evidence the authors give, to have been reached) mean that it can't help being set to serve some certain interests and some particular agenda. This will not support its claims as a social scientific undertaking. Indeed, it may actually be damaging: attempting to arrive at a rigid categorization can undermine the credibility of the analysis by creating a misleading aura of precision and objectivity. As Ortner puts it—and I think this is crucial—the question will be asked, "What sorts of alternatives are people being disabled from seeing?" (1984:152). For those who consent to the analysis in its entirety, the supposed precision poses no immediate problems; any alternative interpretation, however, cannot be accepted once the default specifications have taken root, since it will appear to indicate a lack of understanding of, or dedication to, the predominant group; "You don't carry on chatting in sign for hours after the Deaf club closes? Well, we know it's Deaf culture, so, hey; sorry; but you can't altogether be one of us." Remember my qualms, above, over Padden \s statement that respect for ASL was, by definition, a feature of Deaf identity? In presenting claims in such a way, it could be argued that activists and advocates are, wittingly or unwittingly, investing in just this powerful tactic of winning predominance by consent. It has to be said that the credentials of Deaf individuals like Carol Padden and Barbara Kannapell are so well-recognized and compelling that readers of their work are, essentially, going to assume that they are right when they make claims about their own cultural patterns . Their analyses of such matters typically get the nod from—that is, are consented to by—the pro-Deaf public, and become part of the received wisdom. Those who don't fit the now-accepted criteria as participants in Deaf culture must necessarily he something else. But are those criteria really sensitive enough lo reflect reality? And to anticipate the follow-up from those seeking lo discredit the whole thrust of Padden's analysis
(See, for instance, Stewart, 1992), if not, then how come the criteria are so widely respected, so often repeated, and how are they being used? Deaf people do not need this kind of suspicion. We need to find ways of moving beyond it, Conclusions The concept of hegemony, then, accords neatly with the view of culture-as-verb, since it explicitly asks how a common notion of any given culture achieves and reproduces its dominance; earlier accounts of culture appeared to accept at face value the representations of the dominant group and their claim to be articulating the common view (Street 1993:36). To be clear: I am not claiming that culturally informed concepts of languages and communities can no longer he invoked. There are patterns and there are social relations that underpin and help explain individual actions. The analytic usefulness of culture-as-verb is precisely that it scrutinizes that which had been presupposed:
The concept thus opens up the question of how members of different social groups— variously positioned—accept, manipulate, use or contest hegemonic (that is dominant) ideas ... The concept of hegemony explicitly makes problematical the links between consciousness, sensory experience, and power in a way that the concept of culture, as a set of collectively shared symbols and meanings, does not. (Cowan 1990:12) As promised at the outset, the perspective presented above does not offer any "quick fix" for the complex matter of defining Deaf culture and the Deaf community. Although this paper has (I hope in a manner appropriate to social scientific debate) been fairly severe in its criticism of some previous work in the field, it does so in the belief that the exercise may mark a step towards enriching our understanding of the fundamental issues raised. I make no claim whatsoever to expert knowledge in the fields of sociology and anthropology, having come to the problem from a sociolinguistic point of view, and look forward to reading more well-informed development of the issues raised. This paper, then,

doesn’t pretend to offer answers, but aims to point out problems in an issue that has lain dormant in our field in recent times, with too much being taken for granted, No clear picture emerges as yet of what culture, seen as a verb, looks like, but a number of suggestions
are made as to the type of questions which rather dramatically come back into focus when culture is re-assessed in this way. These questions, I hope, offer a starting point for further discussion.

'DOVENCULTUUR IS DE VERBINDING' Verslag van een pilotonderzoek naar de woonwensen en zorgbehoeften van oudere Doven Janet Ursem
Hoofdstuk 4 CONCLUSIES Het belangrijkste dat uit dit pilotonderzoek naar voren is gekomen, is dat oudere Doven contact met andere Doven nodig hebben. Dit is voor hen bijna een eerste levensbehoefte. Dit komt ook in de literatuur over de Doven-‐ cultuur naar voren. Volgens Mindess (1999; 2006) is de Dovencultuur een groepsgeoriën-‐ teerde cultuur, waarin men elkaar helpt te overleven. De nadruk ligt hierbij op het delen van informatie, de grens tussen insiders en buitenstaanders, en loyaliteit tegenover en sterke identificatie met de groep. Ook Hall (1976, in Baker & Van den Bogaerde, in press) refereert aan culturen waar men een diepe band met elkaar heeft. Volgens Mindess be-‐ hoort de Dovencultuur daar ook toe. Baker & Van den Bogaerde (te verschijnen) formuleren dit als volgt: “Edward Hall (1976) distinguished high and low context cultures. In a high context culture people are deeply involved with each other, information is widely shared and there is a high dependence on context. In other words, if you do not share the same cultural experience as everyone else, you might not understand what is going on in any given conversation. In a low context culture people are less involved with each other, more individualistic and most in-‐ formation is made explicit. Deaf communities
have been described as being high context cul-‐ tures (Mindess 1999) and this is said to be re-‐ flected in the communicative style. American Deaf signers have been described as being more direct than hearing speakers (Mindess 1999: 120, 2006: 84).” (in: Baker & Van den Bogaer-‐ de, te verschijnen). Alle oudere Doven die aan dit onderzoek heb-‐ ben meegedaan, geven aan in hun toekomstige woonsituatie met andere Doven of met Doven en horenden samen te willen wonen. In een verzorgingshuis met alleen horenden, zonder contact met andere Doven, kan en wil nie-‐ mand zich voorstellen te wonen. Aangegeven wordt dat men door de gezamenlijke cultuur, taal en achtergrond het gevoel heeft familie te zijn. Wat men belangrijk vindt in het contact met horenden, of dat nu medebewoners zijn of de medewerkers/verzorging, is dat er sprake is van wederzijds begrip en kennis van de geba-‐ rentaal en de Dovencultuur. Vooral in de zorg is gebarentaal noodzakelijk, vindt men. Men wil het liefst personeel dat kan gebaren en kennis heeft van de Dovencultuur. Als het om thuiszorg gaat, zou men dit ook het prefereren. Echter, omdat er in Nederland nog geen thuis-‐ zorg is die gericht is op oudere Doven, vindt men het lastig dit te eisen. ‘Als ze maar lief zijn en mij goed verzorgen. Ik wil niet te veelei-‐

send zijn.’ Dit lijkt de algemene gedachte te zijn, uitzonderingen daargelaten. Het feit dat veel oudere Doven in de horende wereld qua communicatie, assertiviteit en informatie een achterstand hebben ten op-‐ zichte van de meeste horende ouderen, zorgt ervoor dat men sneller berust in de status quo. Zoals een communicatiedeskundige van de Gelderhorst zei, hebben oudere Doven nooit geleerd om na te denken over wat ze zelf wil-‐ len of iets te mogen willen. Alles wordt/werd altijd geregeld. Wensen, behoeften en dromen zijn volgens haar moeilijk bij oudere Doven. Vaak zijn ze er wel, maar zijn de oudere Doven zich er niet bewust van. Natuurlijk zijn er ook oudere Doven die pre-‐ cies weten wat ze willen en nodig hebben en hier totaal geen moeite mee hebben. Voor de meerderheid lijkt dit echter niet te gelden. Mede hierdoor is het lastig expliciet te horen wat oudere Doven willen en nodig hebben op het gebied van wonen en zorg. In steeds meer aspecten van wonen en zorg wordt vanuit de instanties en instellingen voor oudere Doven rekening gehouden met de behoeften van oudere Doven. We zien tot nu toe steeds meer dagrecreatie en activiteiten voor oudere Doven ontstaan. Dit is een goede ontwikkeling, maar de resultaten van dit pi-‐ lotonderzoek laten zien dat het bestaande aanbod de behoefte van de oudere Doven niet helemaal vervuld. Een bijkomende zorg is dat de vergoeding van deze speciale voorzienin-‐ gen sinds 2009 veranderd is. De dagvoorzieningen worden bekostigd van-‐ uit de AWBZ (Algemene Wet Bijzondere Ziek-‐ tekosten). Alle cliënten die gebruik maken van de functie ‘ondersteunende begeleiding’ moe-‐ ten voor 1 januari 2010 opnieuw geïndiceerd worden. Daarnaast is er op verzoek van het Ministerie van VWS (Volksgezondheid, Wel-‐ zijn en Sport) onderzoek gedaan naar de ge-‐ volgen van de pakketmaatregel 2009 voor zintuiglijk gehandicapten. Met ingang van 1 januari 2009 is een aantal belangrijke veranderingen in de AWBZ door-‐ gevoerd (Pakketmaatregel 2009). De wijzigin-‐ gen van het Besluit zorgaanspraken AWBZ betreffen ondermeer het terugbrengen van de drie zorgfuncties ‘ondersteunende begeleiding, activerende begeleiding en behandeling’ tot twee nieuwe functies ‘begeleiding’ en ‘behan-‐ deling’. Op de nieuwe zorgfunctie ‘begeleiding’ bestaat alleen aanspraak indien het gaat om ernstig regieverlies of om een ernstige, invali-‐
derende aandoening of beperking (Spek, 2009). De AWBZ is teruggebracht tot de zorg voor chronische en langdurige zorg. Begeleiding met een participatiedoelstelling maakt der-‐ halve geen deel meer uit van het AWBZ-‐ pakket. Deze hulp behoort nu tot het domein van de WMO. De AWBZ is een verzekering en de WMO is een voorziening. Gemeenten zijn in het kader van de WMO vrij in hun prioritei-‐ tenstelling en de besteding van de middelen en cliënten zijn daarvan afhankelijk. Er be-‐ staat derhalve geen zekerheid dat cliënten op dezelfde zorg kunnen rekenen, die zij onder de AWBZ gewoon waren (Spek, 2009). Een van de gevolgen is, dat het Centrum Indicatie-‐ stelling Zorg (CIZ) doofheid niet ziet als een zodanige beperking, dat een indicatie voor begeleiding via dagvoorziening wordt afgege-‐ ven (J. Tempelaar, persoonlijke communicatie, 2009). Het schrappen van de participatiedoel-‐ stelling betekent, dat voor mensen geen bege-‐ leiding meer wordt geïndiceerd die is gericht op maatschappelijke integratie (bijvoorbeeld vrijetijdsbesteding, uitstapjes, wandelen). Deze mensen zullen in belangrijke mate een beroep moeten doen op het eigen netwerk, de sociale omgeving of de WMO die onder andere bedoeld is participatie in de lokale samenle-‐ ving na te streven (Spek, 2009). Het probleem is dat veel oudere Doven geen of een te klein eigen netwerk of sociale omgeving hebben om op terug te vallen. Zij hebben juist die begelei-‐ ding nodig die gericht is op participatie. Deze maatregelen betekenen dus een terug-‐ slag voor de dagrecreatie en dagvoorzienin-‐ gen voor oudere Doven. Doordat nu veel min-‐ der oudere doven een indicatie krijgen, is er minder geld voor de dagrecreatie. Dit bete-‐ kent dat oudere Doven het contact dat ze juist zo nodig hebben moeten ontberen. Dit is een zorgelijke ontwikkeling. Aanbieders, cliëntorganisaties en gemeenten hebben in hun bezwaren aangegeven, dat niet-‐ AWBZ-‐domeinen (lees WMO) onvoldoende zijn toegerust met specifieke expertise en communicatie-‐vaardigheden om invulling te geven aan taken voor een in omvang beperkte doelgroep. Zij waarschuwen voor versnippe-‐ ring van het aanbod en het verloren gaan van zorgvuldig opgebouwde expertise (Spek, 2009). Dit laatste blijkt ook uit de resultaten van de vragenlijst voor de WMO-‐loketten in dit onderzoek. Hieruit wordt duidelijk dat men in de praktijk weinig te maken heeft met

Dove cliënten en hier ook zeer weinig van/over weet. Het is dus de vraag of de ou-‐ dere Doven bij de WMO loketten de voorzie-‐ ningen kunnen krijgen die ze nodig hebben. Aan de andere kant is eind 2003 de Wet gelij-‐ ke behandeling op grond van handicap of chronische ziekte (Wgbh/cz) in werking ge-‐ treden. De totstandkoming hiervan symboli-‐ seert de toegenomen belangstelling voor de rechten van mensen met een handicap of chronische ziekte (Hendriks, 2003, in Klein van der, M., Lünneman, K. & Oudenampsen, D. (2009)). Mensen met een beperking komen hierin niet zozeer als zorgbehoevenden, maar als rechthebbenden naar voren. De Wgbh/cz spreekt burgers met een beperking dan ook niet aan op hun eventuele behoefte aan zorg, maar op hun eventuele behoefte aan individu-‐ ele rechtsbescherming. Dat betekent een breuk in de traditie van omgaan met gehandi-‐ capten en chronisch zieken in Nederland. Het gaat hierbij dus om de individuele rechten die men heeft en niet de eventuele behoefte aan zorg. Dit laat een andere invalshoek zien waarmee men kijkt naar mensen met een be-‐ perking, en dus ook naar Dove mensen. Niet als zorgbehoefenden, maar als rechthebben-‐ den. Als op deze manier naar de oudere Doven wordt gekeken, kan men niet anders conclu-‐ deren dan dat zij recht hebben op contact met andere Doven en dat op de voorzieningen die dit mogelijk maken niet beknibbeld mag wor-‐ den.
mee kan pas echt goed geïnventariseerd wor-‐ den wat oudere Doven willen en nodig hebben. Wat dit pilotonderzoek wel heeft laten zien, is dat er op bepaalde gebieden nog veel moet gebeuren. Wat de thuiszorg betreft, zou in samenwerking met de Gelderhorst, aangepas-‐ te thuiszorg voor oudere Doven ontwikkeld moeten worden in heel Nederland. De be-‐ staande thuiszorg zou meer informatie moe-‐ ten krijgen over doofheid, gebarentaal en Do-‐ vencultuur. Deze informatie zou moeten be-‐ horen tot de basiskennis en –vaardigheden van werkenden in de zorg. Wat de woonvoorzieningen voor oudere Do-‐ ven betreft, zouden er meer regionale woon-‐ voorzieningen voor oudere Doven georgani-‐ seerd moeten worden. Oudere Doven hebben te weinig keuzemogelijkheden met betrekking tot wonen. Dit zou uitgebreid moeten worden. Per regio zou geïnventariseerd moeten wor-‐ den wat voor mogelijkheden er zijn en beke-‐ ken moeten worden of hier uitbreiding nodig en mogelijk is. De ontwikkelingen met betrekking tot de dag-‐ recreatie zouden herzien moeten worden. Aan de beleidsmakers zou duidelijk gemaakt moe-‐ ten worden dat oudere Doven sociaal (onder-‐ ling) contact nodig hebben en dat de vergoe-‐ ding hiervoor goed geregeld moet zijn. Wat de informatievoorziening aan oudere Doven betreft, deze zou beter afgestemd en toegankelijker moeten worden. Dat wil zeggen, meer aanbod in gebarentaal (NGT en NmG) en beter aangepaste schriftelijke informatie. Vooral voor informatie vanwege de overheid (bijvoorbeeld Postbus 51) en instellingen zou hierop beleid moeten worden ontwikkeld. Betreffende de kwaliteit van het huidige woon-‐ en zorgaanbod aan oudere Doven, zou een beter instrument ontwikkeld moeten worden om deze te meten. Het huidige in-‐ strument, de HKZ (Harmonisatie Kwaliteits-‐ beoordeling in de Zorgsector) is niet specifiek gericht op de zorg voor oudere Doven. Ook zou er een specifieke kwaliteitsstandaard moeten zijn voor de kwaliteit van medewer-‐ kers/verzorgers van oudere Doven. Wat moe-‐ ten zij kunnen en hoe houden zij hun kennis op peil? Ook in de opleidingen met betrekking tot zorg-‐, hulp-‐ en dienstverlening zou hieraan meer aandacht besteed moeten worden.
