Jembatan I Dompak Tanjungpinang Pada tanggal 2 Oktober 2015, WIKA mengonfirmasi bahwa proyek Jembatan I Dompak Tanjungpinang ambruk.

Jalan Layang Simpang Air Hitam Samarinda [G4-SO2, G4-SO11] Pada pengerjaan proyek jalan layang Simpang Air Hitam, WIKA dihadang masalah pembebasan lahan. Warga belum mau meninggalkan lahannya jika belum menerima uang ganti rugi.

[G4-SO1, G4-EC8]

Program budidaya jahe merah bekerjasama dengan Laboratorium Biofertilizer milik Indonesia Center for Biodiversity and Biotechnology (ICBB).
Rencana program unggulan pemberdayaan masyarakat WIKA: 1.

Tantangan: Tantangan:
Latar Latarbelakang belakangmasalah: masalah:

52 Laporan Keberlanjutan 2015
TOGETHER, WE CREATE HARMONY WIKA’s business characteristic in managing projects in several places within a certain time frame is a challenge while empowering the people living around the operational areas; moreover to monitor those activities in the long run. Thus, WIKA has chosen subdistricts of Pamijahan in Bogor as a fixed location to provide assistance in environmental conservation and community’s empowerment. These activities can, therefore, be monitored and developed to generate maximum results. WIKA’s Managed Village at Pamijahan, Bogor is a role model of leading agriculture that creates a harmonious environment on a 68-hectare land in the area of Cibunian Village in Pamijahan Sub-District on the base of Mount Salak, West Java. There are 100 farmers living side-by-side and farm under the green Sengon tree. This togetherness is WIKA’s early step of commitment to assist, share and grow along with the farmers.

GREETINGS GREETINGS FROM FROM PRESIDENT PRESIDENT DIRECTOR DIRECTOR [G4-1, G4-2]
DEAR RESPECTED STAKEHOLDERS, We are all grateful of being able to go through 2015 that was very dynamic. While many other companies strived to survive in the midst of more challenging economic situations, WIKA has still been able to maintain the existence of its human capital and continue its activities well. RISK, CHALLENGE AND STRATEGY Throughout 2015, there was a weakening global economy which affected the domestic economy. This condition has impacted WIKA’s businesses, especially in the private sector. However, the slowing property market in early 2015 is predicted to improve soon in the following year. Indonesia Property Watch records that this decline is the impact of the 72% decrease in housing sales in the previous year. Real Estate Indonesia (REI) expects for the industrial climate and property sales in the country to increase after slowing down in 2014. We expect an improving market condition in realty and property in accordance with the agenda of accelerating infrastructure realization planned by the Government. The realization of this development can be seen throughout 2015, such as the construction of Mass Rapid Transit (MRT) Underground Package 104-105, Mass Rapid Transit (MRT) Elevated Package 101-102, Sudetan Ciliwung River to Kanal Banjir Timur and Tayan Bridge, which is the longest bridge in Kalimantan. Throughout 2015, WIKA has identified some additional business risks, challenges and strategies. The risks consist of competencies and work ethics of employees, use of equipment and technology in the construction process, and the potentials of conflicts of interests. In addition, there is the challenge on the needs for a new type of projects which has forced WIKA to increase the competency of its human capital. This situation is also intensified with the phenomenon of global climate change which affects almost all industries due to its negative potential impact in every business activity.
4
Sustainability Report 2015
WIKA faces the business challenges and risks by improving its strategy through harmonious sustainable approaches consisting of aspects in economy, social and environment. This strategy is conducted by strengthening the relations of stakeholders to know more about their needs, to improve Health, Safety, Security and Environment (HSSE) conditions for employees, to start developing a CSR blueprint in order to provide a direction for CSR activities, and to carry out strict inspections on on-field equipments. One of the strategy implementations is to create safety golden rules manual to reduce HSSE risks. In the aspect of economy, WIKA generated a good performance in 2015. WIKA has successfully generated income attributable to parent entity owner of Rp625.04 billion, increase 2.77% from 2014, which was Rp608.15 billion. This increase is due to the attainment of new contracts which was Rp25.22 trillion. However, the profit achievement was 81.8% of the Company Work and Budget Plan which did not reach the target, set for Rp764.52 billion. WIKA presents the information on its economic performance more comprehensively in the Annual Report 2015. STRENGTHENING SUSTAINABLE HARMONY WIKA assures that the company’s business sustainability will keep on growing while the company integrates the economic performance achievement (profit) with the environmental preservation (planet) and social development (people), both internally and externally. Thus, in conducting its businesses, WIKA strives to create harmony with the environment and society. One form of harmony is the realization of a managed area at Cibunian, Pamijahan Village on the foothill of Mount Salak, West Java. This is when WIKA interacts with the local residents through assistance to realize a role model of leading agriculture. WIKA’s initiatives to preserve the environment are still being developed. WIKA is currently starting to complete its water treatment plan system, one of which is located in the MRT Elevated Package 101-102 construction project. The air emission is also constantly monitored in this project. We expect this initiative will develop in the future so that WIKA will be able to provide more comprehensive information through quantitative data records. We invite all stakeholders to collectively create a harmonious life. This step is expected to go along with the blueprint of Corporate Governance 2015-2018. WIKA would like to thank to all stakeholders for their achievements and togetherness throughout 2015. Let’s create harmony for a sustainable future.

ABOUT ABOUT THIS THIS REPORT REPORT Reporting Period : Annual [G4-30] Reporting period of 2015 : Calendar year of January 1 to December 31, 2015 [G4-28]
The financial data of the 2015 Sustainability Report was compiled from the consolidated financial reports of all WIKA’s subsidiaries, namely: PT WIKA Beton Tbk, PT WIKA Industri Konstruksi, PT WIKA Bitumen, PT WIKA Gedung, PT WIKA Rekayasa Konstruksi, PT WIKA Realty; while other non-financial information was sourced from WIKA’s head office by engaging suppliers and business partners for the number of working accident. [G4-17] The 2014 Sustainability Report was published on April 22, 2015 and there were no changes either on the reporting period or the significant calculation method. However, there were changes in the structure of Board of Commissioners (BoC) and Board of Directors (BoD) that can be seen in the 2015 Annual Report or http://www. wika.co.id [G4-13, G4-22, G4-29] The report is assured by PT BSI Group, Indonesia. The appointment of the assurance service provider is independent and there is no conflict of interests between the company and the assuror. The selection process went through the procurement function and was approved by the management of CSR & GCG function. [G4-33]
Principles and Steps on Determining Content of Report [G4-18] The sustainability report content has been determined by referring to the principles of the stakeholders’ engagement, sustainability context, materiality and completeness. The principles on defining quality consider the aspects of balance, comparability, accuracy, timeliness, clarity and reliability. Four steps to determine the report’s content : First Step : The identification process of sustainability aspects and important topics that were relevant with characteristics of the construction business based on the principle of stakeholders’ inclusiveness. A boundary was set to every material aspect. Second Step : Making priorities on sustainability aspects that would be reported. The priority is determined by awarding a scale of score from 1 ( not important ) to 5 ( very important ). The total scores above 4.5 were prioritized into material aspects in this report. Third Step : Validating material aspects determined as prioritized information and assuring that the report presents balanced information between the positive and negative performances. This validation process is carried out based on the principles of completeness and approved by the President Director. [G4-48] Fourth Step : Reviewing the sustainability context and stakeholder engagement and to re-check last year’s material aspects by taking notice to the stakeholders’ suggestions, both internal and external.

There are no changes on the report’s boundaries, but there are changes on the material aspects. Changes on the material aspects from 2014 to 2015 are as follow : [G4-23] Material Aspect 2014 Economic Performance
Material Aspect 2015 Economic Performance and Climate Change
Reason : Showing WIKA’s care on the global issue of climate change and support WIKA’s goal towards a sustainable business. Employment
Not a high material aspect
Reason : This issue is still material for WIKA’s business. However, we follow the ‘priority’ steps in determining the material aspects, therefore human capital information was agreed not to be categorised as highly material. Moreover, WIKA has addressed these issues in the 2013 and 2014 Sustainability Reports and in every annual report. Not a material aspect
Safety and Integrity of Construction
Reason : WIKA wants to express its commitment in conducting its business activities that are closely related to the safety and integrity of project executions. Indirect economic impact
Environmental Impact from the Project
Reason : WIKA not only focuses on giving positive impacts from the economic point of view to the stakeholders, but also wants to minimize the negative impacts from the project construction to the environment. The environmental performance has become a priority in WIKA’s sustainability business.

The financial performance is audited by the Public Accounting Office: HLB Hadori Sugarto Adi dan Rekan. In 2016, WIKA sets its target to generate net income attributable to owners of the parent company for Rp750 billion. On December 2015, its was recorded that new contracts has reached Rp25.22 trillion. To achieve the economic performance, WIKA implement the strategy ‘forward and backward’. The issue of global warming becomes an attention of WIKA. Rain or extreme drought will affect the Company’s operations. In every meeting with a team of SHE, WIKA always reminds to comprehensively manage the environment and improve the environmental performance record. Bridge I Dompak Tanjungpinang On October 2, 2015, WIKA confirmed that the Bridge I Dompak Tanjungpinang project had collapsed. There were damages and some minor drops on the bridge’s floor. According to the investigation, all early procedures of the construction had been carried out by meeting the requirements and feasibility of the project. In conclusion, the land drop was due to a natural phenomenon. Due to this incident, WIKA immediately rectified it and has been committed to complete the project.
Climate change has become a challenge in the property business, including for WIKA. There was a long drought throughout 2015 with significant dry conditions and a high intensity of rain but in a shorter period. This weather condition favored WIKA because the construction of projects had run smoothly without being influenced by rain. WIKA recorded no financial implications due to the climate change. However, the danger of dust and dehydration will be threat if this drought conditions continues on an extreme level.

Simpang Air Hitam Flyover Samarinda [G4-SO2, G4-SO11] During the construction of the Simpang Air Hitam flyover, WIKA had issues regarding land-clearing. The residents weren’t willing to leave their lands until they received their compensations. The residents conveyed their complaints to the project manager. Cooperating with a consultant, WIKA approached the residents, explained and ensured them that they would certainly be compensated. Afterwards, on November 5, 2015, the lift-up of the flyover’s middle span failed which caused it to drop. The onfield report said that the sling had cut off. They found out that the rope span of one of the slags didn’t function which caused for the weight to drop. The project had a delay due to this incident, but the problem was settled without going to court.

The incidents at Bridge I Dompak Tanjungpinang and Simpang Air Hitam Flyover Samarinda became challenges for WIKA to pay attention to the safety of the project execution. Safety doesn’t only concern the Occupational and Environmental Health and Safety, but also concerns the conditions of materials and equipments used. WIKA has advised the project team to increase their vigilance on the quality of materials, equipments used and conditions of workers. Despite of no occurring problems throughout 2015, each incident had been resolved without any casualties. WIKA recorded that there were no fines or penalites related to the compliance to regulations on product safety.
Why Green Building ? [CRE8] Green construction is conducted in order to head towards green building. There are some important aspects to present green buildings through green constructions, such as : 1. Planning and use of sustainable land; 2. Saving and diversifying energy resources; 3. Conserving water resources to assure sustainable availability of clean water; 4. Choosing recyclable materials; 5. Increasing health and comfort in healthy and comfortable spaces; 6. Managing construction system that supports environmental sustainability. The green building issue becomes stronger as the sustainability issue strengthens. The concept of green building and green construction can improve the efficiency of use on resources, energy, productivity and building value, and reduce waste, CO2 emission, fight against global warming and climate change. WIKA has been implementing green building concept together with its subsidiaries, namely WIKA Realty and WIKA Gedung in undertaking projects, such as for WIKA head office and Bank Indonesia (Indonesian Central Bank) building in Solo. The building achieved ‘Gold’ certification from the Green Building Council Indonesia in January 2014. This certification is valid until January 2017.

SUDETAN CILIWUNG RIVER TO KANAL BANJIR TIMUR The project of Sudetan Ciliwung River aims to reduce the flood at that river by directing the water of 60 m3/second through the Kanal Banjir Timur. The project started on August 2015 and its completion is planned to be on December 2016. Keunggulan proyek: The advantages of the project : 1. The Sudetan hydraulic system flows according to gravity without using pumps so that it saves energy. 2. The use of high technology, such as microtunelling (pipe jacking) with TBM (Tunnel Boring Machine) type EPB.
Tantangan: Challenges : 1. The construction work was carried out prudently because it crossed several important buildings and infrastructures within close proximity, and it’s the area of main water supply for DKI Jakarta. 2. The project crosses residential houses with quite fragile building conditions.
Konstruksi Ram Green Construction The use of microtunneling (pipe jacking) method can maintain the balance between the pressure of soil and water by utilizing the pressure from the TBM so that it minimizes the negative impact on the environment compared to the use of open cut method. The microtunneling can minimize environmental disturbances, such as congestion, pollution, noise and vibration.
Material dan Peralatan yang Green Materials and Equipments 1. The Tunnel Boring Maching (TBM) of type Earth Pressure Balance (EPB) is a green construction device because it balances the soil and water pressure. 2. The pipes for the Sudetan are precast concrete so that there is no requirement to cast concrete inside the soil which may potentially pollute the ground water. 3. The lubricants are made from inorganic salt chemical that can turn into gel. 4. The material transportation system from drilling into the muck pit and water supply uses pipes, which serve to avoid any spills so it won’t damage the surrounding environment. Partisipasi Masyarakat terhadap Pro Project Community’s Participation at Sudetan The success of this Sudetan project is aimed for the interest of community in the capital. Before the project was carried out, the project team had socializied it through the representatives of sub-districts and village officials, as well as records and surveys the residents around the project. The community provided information on underground utility locations and assited traffic management during the construction work.

“WIKA exists not only to build a business. WIKA exists also to become a positive energy channel for the environment and people’s lives.”
[G4-DMA]
Through the CSR bureau responsible to Finance Director, WIKA builds synergy along with the local communities in a managed village at Pamijahan, Bogor. WIKA’s CSR team was formed to assist and train the community of Pamijahan to farm and plant. The CSR activity refers to the SOE Minister Regulation no.PER-09/MBU/07/2015 on Partnership and Community Development Program of State-Owned Enterprises. For the future target, WIKA’s CSR team will develop cattle farming, build the proper technology for natural disaster victims, add fostered villages and plant more trees.
Creating Togetherness [G4-SO1] Cibunian Village is located in the Sub-District of Pamijahan, Bogor. The village has a critical and non-productive land which covers an area of 68 hectares along the sub watershed area of Cianten River. The majority of its community plant to make a living. The land managed by the community to plant is approximately 0.1-0.5 hectare. At that time, the management of agricultural lands were still simple. The agricultural lands seemed more like fields than rice fields. This is due to the lack of agricultural facilities and infrastructures, such as irrigation channel, production path, spraying equipments and farming tools to collect the harvest. These conditions became obstacles to the agricultural process. Thus, the harvest wasn’t maximized and it affected to their low income.
WIKA, through the CSR bureau identified the local potentials and then created activities and assistance.
32 Sustainability Report 2015
The main program is to assist in developing and increasing the villagers’ skills to farm and plant. In managing the critical lands, the steps that have been taken were to plant Sengon trees in 2012. Tree-planting and monitoring has been ongoing so far in order to make sure that the community’s income in Pamijahan increases, the sense of togetherness built up, the environment becomes green and independence is established.
Together Creating Harmony [G4-SO1] WIKA conducted some social mapping and assessment at Cibunian Village. We found out that the community’s social organization wasn’t running very well. There were overlapping land ownership which caused a gap amongst large and small landlords. This had become an obstacle for the agricultural sustainability. The farmers’ knowledge on planting was also limited, so farming was slowly becoming less favorable. The critical lands due to tree-cutting caused the village to experience flooding and landslides several times.
[G4-SO1, G4-EC8]
Up to the end of 2015, there have been 41,288 two years-old Sengon trees and 55,114 one year-old Sengon trees. The development of this program is the use of “in-between” plants in Sengon cultivation lands. Sweet corns were the first “in-between” plants to be introduced with a chance of planting them twice. A total of 5,000 sweet corn seeds were planted in an area of 6 hectares by engaging 18 farmers. The first harvest generated 13 tonnes of these plants and the second harvest generated 16 tonnes. However, in October 2014, the program was stopped because the growth of the parental tree (Sengon) was quite strong. From planting sweet corn, WIKA’s field team generated an income of Rp 3 million/hectare from harvest or equivalent to 800,000/person/planting season.

The red ginger cultivation program was conducted in cooperation with the Biofertilizer Laboratory, owned by the Indonesia Center for Biodiversity and Biotechnology (ICBB). ICBB facilitates the biodecomposer technology in making compost as the planting media for red ginger. This technology uses biological materials obtained from lands in WIKA’s program areas. Eight types of mushroom as the biodecomposer raw material have been patented. The decomposer application provides two significant benefits: productivity of red ginger which can reach 10 kg/group and high immunity towards several pests. The red ginger generated, so far is on the process to receive the organic certificate. From this program, there have been 22,000 groups of red ginger planted in a 4-hectare area. The harvest is planned on September 2016, reaching 200 tonnes, and a projection of gross income reaches Rp2 billion. The product has been marketed to Oman and the United Arab Emirates.
WIKA’s planned leading programs of community empowerment : 1. Cooperation with Bogor Agricultural University (IPB) so that WIKA’s Managed Village at Pamijahan can be used as an internship and research venue for students. 2. Cooperation with the Agricultural Office of Bogor District in planning the harvest of red ginger. 3. Reaching out to districts in Tanggamus, Sumbawa Barat, Lombok Timur, Rokan Hulu and Balikpapan City to cooperate in developing the training to cultivate red ginger. WIKA’s red-ginger program locations will be used as internship venues for farmers. 4. Cooperation with exporters, building intensive discussion to market red ginger and the opportunity in developing exports of handicrafts from villagers of Cibunian Village to other countries.

MATINDOK GAS DEVELOPMENT PROJECT The construction of gas processing facility is new type of project and the first for WIKA. This project has been entrusted by PT Pertamina EP. The project was officially signed on May 22, 2014 and it is planned to be completed within 22 calendar months. During the construction process, WIKA has been facing several issues and challenges. The residents living around the projects have been protesting several times on this project. Tantangan: Challenges :
Latar belakangofmasalah: Background Issue :
The extracted gas contains sulfur, so it must be assured that there are no leaks and no threats for the environment.
- Local residents have been demanding to become workers in the project. - WIKA has been having difficulties in looking for local welders around its location. - The local residents don’t have any skills and abilities to work in welding.
Strategi dan solusi: Strategy and solution : WIKA has organized a welding school program with IAFM (Indonesian Oil and Gas Production Facility Expert Association) and PT Pertamina EP. Its main goal is to provide welding training for the local community. There were a total of 24 participants in the program up to the end of 2015. Out of that number, 18 participants have been certified with level 2G. The certificate is issued by IAFMI. WIKA expects the participants to have a competent working capital that can be used to increase their welfare.

GROWING GROWING WITH WITH ENVIRONMENT ENVIRONMENT
“Environmental conservation is important for human survival. The management of negative impact on the environment is always carried out in every WIKA project.”
Water Management [G4-DMA] To meet the domestic need of the office, our water is supplied by PT AETRA. In addition, WIKA has an artesian aquifer used as a reserve in case the water supply from PT AETRA isn’t enough or doesn’t flow. Water management at WIKA’s head office monitored by the Building Manager, under the supervision of the Finance Director. WIKA has been certified by ISO 14001:2004, which serve as guidelines in maintaining and improving the quality of the environment, including water management. One of the monitoring activities on water usage in projects is conducted at the MRT Elevated Package 101-102 construction project. The water source is ground water, but WIKA hasn’t recorded the water volume taken out from the ground. The extraction is carried out by drilling the soil (artesian) and some use water from Palyja. The water management on this project is more efficient because it’s equipped with the mini water treatment plan (WTP) system. [G4-EN8]
WATER WATER USAGE USAGE AT AT HEAD HEAD OFFICE OFFICE [G4-EN8]
Currently, WIKA still records its water use at the head office. In every project, the water management is conducted independently and monitored by the head office.

Emission Management [G4-EN15, G4-EN21] Every year, WIKA’s construction projects affect the production of greenhouse gas (GHG) emission. Some sources of GHG which is recorded by WIKA includes electricity, fuel consumption, coolers, vehicles and diesel. WIKA hasn’t assessed its overall emission footprint considering that every project is located in different venues. Other emission sources from project activities are always measured and reported to the head office. As an example, PT Petrolab Services (independent evaluator) measures the air every month on the MRT Elevated Package 101-102 project. The emissions that are assessed in the air are SO2, CO, NO2, PB, O3, HC, CO2. In general, the overall result is still below the standard limit. As for the CO2 measurement, the air quality almost reaches the tolerable limit due to the exhaustion gas from vehicles passing by the project area.

Proses pengelolaan limbah: Waste management process : 1. Four types of garbage and waste collection media, namely organic, inorganic, metal and liquid, hazardous and toxic waste. 2. Used-oil management by providing sand layers below equipments, so that leaking oil will be collected on the sand layer. 3. Sand mixed with oil is collected in a barrel. It is first dried, then disposed of. 4. Organic and inorganic waste are transported to Pesanggrahan river bank to be burnt by using a green waster. 5. The designed furnace has a funnel that goes back into the burning furnace, producing less smoke, and the smoke that flows back into it is useful to light the fire. It continues until waste is burnt out to become ash. 6. The final outcome is ash. It is then sieved to be used as organic fertilizer/powder. The feritilizer is used by farmers in the Pesanggrahan area. 7. Another way of managing waste is by using bamboo as a media. Organic waste is collected in that media, which is a place surrounded by bamboo trees and then liquid is given to decay it so that it becomes a liquid fertilizer.
