Para Pemangku Kepentingan yang Kami Hormati, Sebagai industri yang memanfaatkan sumber-sumber daya alam dalam kegiatan usahanya, baik sebagai bahan baku utama maupun sebagai bahan utilitas, PT Badak NGL sangat menyadari pentingnya melakukan berbagai langkah bermakna untuk pembangunan berkelanjutan. Kesinambungan PT Badak NGL sebagai entitas bisnis sangat tergantung bagaimana visi dan misi perusahaan dibuat dan diarahkan untuk senantiasa memberikan manfaat bagi pemegang saham dan para pemangku kepentingan lainnya tanpa mengabaikan hak generasi mendatang untuk ikut menikmati manfaat yang sama di masa depan. Sudah menjadi kebijakan manajemen PT Badak NGL untuk mengembangkan inovasiinovasi terdepan di bidang teknologi, manajemen, community development dan pelestarian alam dalam seluruh kegiatan operasional perusahaan yang kami yakini dapat memberi dampak positif bagi bumi kita, masyarakat sekitar, dan PT Badak NGL sendiri. Dear Valued Stakeholders, As an industry consuming natural resources in its business activities, either as raw materials or as utilities, PT Badak NGL realizes the importance of taking various significant measures for sustainable developments. The going concern of PT Badak NGL as a business entity largely depends on how the company’s vision and mission are prepared for and aimed at so as to continuously yield returns for shareholders and other stakeholders without disregarding the rights of the future generations to benefit from the same in the future. It has been a policy made by the management of PT Badak NGL to develop the leading innovations in technology, management, community development and natural preservation within all of the company’s operating activities that we believe would provide positive impacts on our earth, on the neighboring community, and on PT Badak NGL itself.

Menurut sudut pandang kami, proses berkelanjutan adalah upaya menyelaraskan berbagai kebutuhan para pemangku kepentingan, yaitu pekerja dan keluarganya, masyarakat, pelanggan, pemasok, pemegang saham serta pemerintah, dengan cara mengembangkan program dan kegiatan yang terukur terhadap target-target untuk meningkatkan manfaat sekaligus mengurangi dampak negatif aktivitas perusahaan baik secara ekonomi, sosial maupun lingkungan hidup. Dengan demikian, semua pihak dapat menerima manfaat positif secara berimbang; masyarakat di semua lapisan menerima bantuan, anak-anak mendapat kesempatan pendidikan yang lebih baik, para pemuda mendapat tambahan keterampilan sebagai modal kerja/usaha, pekerja terlindungi dan dapat bekerja dengan nyaman dan rasa aman, pelanggan mendapat produk dan pelayanan yang terbaik, keseimbangan alam terjaga dan pemegang saham mendapat manfaat finansial.
In our perspective, the sustainability process is the effort to align various needs of stakeholders, namely the workers and their families, community, customers, suppliers, shareholders and government, by developing the programs and activities that are measurable against the targets of increasing the benefits and at the same time reducing the negative impacts of the company’s activities, either economically, socially or environmentally. As a result, all parties would enjoy positive benefits in a balance; people of all levels receive supports, children obtain better education opportunities, youth learn additional skills to start as working capital/business capital, workers receive protection and work in a comfort and in a safe environment, customers obtain the best products and services, the maintenance of nature ecosystem is in balance and shareholders yield financial returns.
Kami menyadari keterbukaan informasi bagi para pemangku kepentingan mengenai dampak-dampak kegiatan usaha di segala aspek sudah merupakan keharusan. Hal tersebut merupakan komponen fundamental yang dibutuhkan, baik untuk pengambilan keputusan investasi, meningkatkan kualitas hubungan kami dengan para pemangku kepentingan, serta positioning kami di lingkungan bisnis LNG global. Oleh karena itu, untuk yang pertama kalinya, pada akhir tahun 2009 kami menerbitkan Laporan Keberlanjutan ini untuk melaporkan pencapaian kinerja kami khususnya sepanjang tahun 2009, sekaligus memberikan gambaran mengenai upaya kami dalam pembangunan berkelanjutan sejak awal PT Badak NGL berdiri. Kami berharap, laporan ini dapat mengkomunikasikan secara jelas dan terbuka kepada semua pemangku kepentingan mengenai komitmen perusahaan, strategi dan pendekatan manajemen serta kontribusi kegiatan usaha kami terhadap pembangunan berkelanjutan.
We realize that the transparent information made available for stakeholders regarding the impact of business activities in all aspects has been a necessity. Such matter is a fundamental element that is being required, either for investment decision making, for improving the quality of our relationship with the stakeholders, and for our positioning in the global LNG business environment. For that reason, for the first time at the end of 2009 we issue this Sustainability Report to give an account of our achievements particularly for the year of 2009, and also to convey a picture of our efforts in sustainable development upon the inception of PT Badak NGL. We expect that this report would clearly and openly serve as a means of communication to all stakeholders concerning the company’s commitment, strategy and management approach and the contribution of our business activities towards the sustainable development.

Sebagai perusahaan non-profit, kami memiliki keterbatasanketerbatasan dalam menyusun Laporan Keberlanjutan ini. Namun sedapat mungkin kami siapkan laporan ini dengan mengacu pada kaidah Global Reporting Initiative (GRI) Sustainability Reporting Guidelines. Secara khusus, Laporan ini menyajikan secara rinci kebijakan-kebijakan perusahaan dalam bidang keselamatan dan kesehatan kerja, pengelolaan lingkungan hidup dan Community Development yang merupakan prioritas utama dalam menjalankan kegiatan usaha kami.
As a non-profit company, we encounter some limitations in preparing such Sustainability Report. However, to the extent most possible, we prepare this report by referring to the principles of Global Reporting Initiative (GRI) Sustainability Reporting Guidelines. Specifically, the report provides in details the company’s policies in work safety and health, environmental management and community development which serve as the main priorities in our business activities.
Dari sebuah langkah awal, kami akan terus mengupayakan peningkatan kualitas Laporan Keberlanjutan kami di tahun mendatang. Kami ucapkan terima kasih kepada semua pihak yang telah berkontribusi dalam kegiatan usaha PT Badak NGL selama ini. Atas dukungan semua pihak, kami percaya, PT Badak NGL mampu mempertahankan kesinambungan usahanya, terdepan dalam inovasi, dan mencapai keunggulan-keunggulan komparatif bukan hanya dalam bidang bisnis, tetapi juga dalam implementasi keselamatan kerja dan tanggung jawab sosial terhadap masyarakat serta lingkungan hidup.
Starting with an initial step, we would continue to improve the quality of our Sustainability Report in the years to come. Peringatan Bulan K3 Nasional (BK3N) dengan menyelenggarakan kegiatan Safety Driving Contest untuk pekerja dan mitra kerja, Cerdas Cermat K3 untuk para istri pekerja, Sosialisasi Ketertiban Lalulintas untuk pelajar SMP dan SMA. Lomba Lukis K3 untuk pelajar SD dan Polisi Sahabat Anak untuk siswa TK.
The month of National K3 (BK3N) celebration with several activities such as Safety Driving Safety Contest for workers and working partners, K3 Trivia Quiz for the wives of workers, Socialization on Traffic Order for junior high and high school students. K3 Painting Contest for elementary school students and Police Friends of Children for Kindergarten students.
Menyelenggarakan Pelatihan Program AutoCAD Piping – Drafting untuk lulusan SMA/SMK Kota Bontang di Training Section PT Badak NGL, bekerja sama dengan PT Rekayasa Cakrawala Resources.
Conducted a training of AutoCAD Piping Drafting for high school graduate/vocational school of Bontang city held at PT Badak NGL Training Section in cooperation with PT Rekayasa Cakrawala Resources.

Mengadakan acara Fire Fighting Contest berupa lomba Pemadamanan Kebakaran dan Lomba Rescue & P3K yang diikuti oleh pekerja, mitra kerja dan institusi pemerintah dan swasta Kota Bontang.
Held Fire Fighting Contest covered Fire Extinguishing competition and Rescue & First Aid Competition joined by workers, business partners as well as government and private institutions of Bontang city.
Melaksanakan Program Dana Bergulir untuk Usaha Kecil dan Menengah Bontang melalui program Comdev bekerja sama dengan Persatuan Wanita Patra LNG Badak dan BPR Bank Dhanarta Dwi Prima Bontang. Dana yang disalurkan sebesar Rp 1 miliar.
Carried out a Revolving Fund Program for the Small and Medium Enterprises of Bontang through Comdev program in cooperation with Persatuan Wanita Patra LNG Badak and BPR Bank Dhanarta Dwi Prima Bontang. The funds distributed amounted to Rp 1 billion.

Kegiatan yang dilakukan diantaranya adalah Seminar Produksi Bersih, Pameran Fotografi Lingkungan, Penyuluhan Konservasi Terumbu Karang serta sosialisasi mengenai pengelolaan lingkungan hidup, kebersihan dan penghijauan.

Submitted 10,000 Package Books of Mathematics and English for 31 junior high schools and 18 senior high schools in Bontang through the Head of Bontang Education Office in order to support “Smart Bontang 2010” Program.

Mengadakan Pelatihan dan Sertifikasi Welder Migas bagi warga Kota Bontang bertempat di Maintenance Department PT Badak NGL bekerja sama dengan Disnakersos Kota Bontang serta Ditjen Migas Kementerian ESDM.
Conducted Training and Certification of Oil & Gas Welder for residents of Bontang city, held at Maintenance Department of PT Badak NGL, in cooperation with Office for Workforce and Social of Bontang city and Directorate General of Oil and Gas, Ministry of Energy and Mineral Resources.
Menyalurkan bantuan dengan dana tunai di beberapa lokasi korban gempa bumi di Kabupaten Agam, Sumatera Barat dalam program Peduli Gempa Sumatera Barat bekerja sama dengan SP FPLB, Yaumil dan Persatuan Wanita Patra (PWP).

Menyelenggarakan Simulasi Penanggulangan Episenter Pandemi Influenza yang dikondisikan terjadi pada suatu industri yang harus tetap beroperasi. Simulasi dengan kondisi ini merupakan yang pertama kali dilakukan di Indonesia dan dilaksanakan dengan melibatkan Departemen Kesehatan Pusat, Rumah Sakit Umum Daerah dan Pemerintah Kota Bontang.
Organized a Simulation of Handling of Epicenter of Influenza Pandemic which is conditioned to occur in an industry that should never cease operating. Simulations under such condition is the first time held in Indonesia by involving the Ministry of Health – Jakarta, Local Government Hospital of Bontang and the government of Bontang city.

Menyerahkan hasil pengerjaan proyek bantuan infrastruktur kepada Pemerintah Kota Bontang senilai lebih dari Rp 1,2 miliar berupa 2 unit tempat penjemuran rumput laut di daerah Selangan dan Tihi-Tihi Kelurahan Bontang Lestari, jalan cor beton di daerah Baltim Kelurahan Bontang Lestari sepanjang 350 m x 4 m, dan gapura Selamat Datang di perbatasan Kelurahan Berbas Tengah dan Kelurahan Berbas Pantai.
Submitted the finished infrastructure assistance projects to the Government of Bontang in a value of more than USD 1.2 billion consist of two units of drier for seaweeds in Selangan and Tihi-Tihi, Bontang Lestari village, 350 m x 4 m cast concrete roads in Baltim area, Bontang Lestari Village, and the Welcome Gate in the border between Middle Village and Beach Berbas Village.

Untuk yang kedua kalinya, pada tahun 2009 PT Badak NGL mendapat Peringkat ”Hijau” pada Program Penilaian Peringkat Kinerja Perusahaan di dalam Pengelolaan Lingkungan Hidup (PROPER) Kementerian Lingkungan Hidup sebagai pengakuan atas upaya PT Badak NGL dalam pengelolaan lingkungan hidup. Penghargaan disampaikan oleh Wakil Presiden RI, Jusuf Kalla kepada Presiden Direktur PT Badak NGL Agus Haryanto dalam acara Malam Anugerah Lingkungan PROPER 2009 di Jakarta pada tanggal 15 Oktober 2009.
PT Badak NGL mendapat anugerah Awang Faroek Education Award yang merupakan penghargaan dari masyarakat dan Pemerintah Provinsi Kalimantan Timur atas kepedulian PT Badak NGL terhadap pendidikan masyarakat di Provinsi Kalimantan Timur. Sistem Manajemen Mutu ISO 9001:2008 Sejak tahun 2001 PT Badak NGL telah memperoleh Sistem Manajemen Mutu ISO 9001:2000. Pada tahun 2009 dilaksanakan renewal audit oleh SGS dan PT badak NGL berhasil memperoleh sertifikasi ISO 9001 versi 2008. ISO 9001:2008 Quality Management System Since 2001 PT Badak NGL has obtained ISO 9001:2000 Quality Management System. In 2009 a Surveillance Audit has been conducted by SGS and PT Badak NGL successfully achieved ISO 9001 certification version 2008.

Sekilas Kilang LNG Badak A Brief on Badak LNG Plant
Kilang LNG Badak berlokasi di kawasan selatan daerah Bontang, Kalimantan Timur dengan lahan seluas 2.010 Ha. Dimulai dengan pembangunan 2 Train (A dan B) pada tahun 1974 yang mulai berproduksi pada tahun 1977 dengan kapasitas produksi LNG 3,3 juta ton/tahun, dilanjutkan dengan Train C dan D yang mulai produksi pada tahun 1983. Train E mulai produksi pada tahun 1989, Train F pada 1993, Train G pada 1997 dan Train H pada 1999 sehingga saat ini PT Badak NGL mengoperasikan 8 Train dengan dengan total kapasitas produksi 22,5 juta ton/tahun. Sarana pendukung produksi antara lain unit pendinginan LPG, tangki penimbun LNG, tangki penimbun LPG, unit pembangkit listrik tenaga uap, pelabuhan muat LNG dan pelabuhan muat LNG/LPG. The plant of LNG Badak is located in the southern area of Bontang, East Kalimantan within 2,010 hectares of land. Starting with the development of 2 Trains (A and B) in 1974 which began production in 1977 with a total LNG production capacity of 3,3 million tons per annum, continued with Trains C and D which began production in 1983. Train E began production in 1989, Train F in 1993, Train G in 1997 and Train H in 1999; accordingly, at present PT Badak LNG is operating 8 trains with a total production capacity of 22,5 million tons per annum. The production supporting infrastructure are among others the LPG cooling unit, LNG storage tank, steam power plant unit, LNG loading port and LNG/LPG loading port.

PT Badak NGL telah memberikan kontribusi yang cukup besar di dalam perkembangan industri LNG sehingga dikenal sebagai perusahaan Operating Organizational profesional yang handal dan terpercaya. Saat ini, nilai aset Kilang LNG Badak yang dikelola oleh PT Badak NGL mencapai USD 2,3 miliar.
Within a period of 33 years, PT Badak NGL has been developing as an experienced and renowned LNG plant operator in LNG business worldwide. PT Badak NGL has highly contributed to the development of LNG industry in the world resulting to being acknowledged as a professional, trustworthy and reliable Operating Organizational company. At present, the assets value of Badak LNG plant managed by PT Badak NGL is amounting to USD 2.3 billion.
Pada awalnya, komposisi kepemilikan saham PT Badak NGL adalah 55% Pertamina, 30% Huffco, Inc, dan 15% JILCO (Japan Indonesia LNG Company). Selanjutnya pada tahun 1990 komposisi kepemilikan saham berubah menjadi 55% Pertamina, 20% VICO Indonesia, 10% TOTAL E&P Indonesie dan 15% JILCO.
In the beginning, the composition of shareholding structure of PT Badak NGL represents 55% by Pertamina, 30% by Huffco, Inc, and 15% by JILCO (Japan Indonesia LNG Company). Afterwards in 1990 the composition of shareholding structure changed into 55% by Pertamina, 20% by VICO Indonesia, 10% by Total E&P Indonesie and 15% by JILCO.
Aktivitas utama PT Badak NGL adalah melaksanakan proses pencairan gas alam menjadi gas alam cair (Liquefied Natural Gas/LNG). Gas alam sebagai bahan baku diserahkan oleh perusahaan Production Sharing Contractor (PSC) yaitu VICO Indonesia, Total E&P Indonesie dan Chevron Indonesia yang merupakan produsen gas alam. Sedangkan fungsi pemasaran LNG dilaksanakan oleh Pertamina melalui Divisi Pemasaran LNG. Pengaturan jadwal pengiriman dan pengangkutan LNG dari PT Badak NGL merupakan tanggung jawab Pertamina LNG Sales JMG yang merupakan join venture antara Pertamina dengan PSC.
The main activities of PT Badak NGL are performing the liquefaction of gas into liquefied natural gas/LNG. Feed gas as raw material is submitted by Production Sharing Contractor (PSC) companies namely VICO Indonesia, Total E&P Indonesie and Chevron Indonesia which are natural gas producers. The marketing function of LNG is performed by Pertamina through the LNG Marketing Division. The schedule of LNG delivery and shipping from PT Badak NGL is the responsibility of Pertamina LNG Sales – JMG which is a joint venture between Pertamina and PSC.

Sebagai pengelola Kilang, perusahaan menjalankan aktivitasnya berdasarkan dua perjanjian yaitu: Badak LNG Processing Agreement antara PT Badak NGL dengan para Produsen Gas yang berisi kesepakatan tentang pengolahan gas alam yang dikelola menjadi LNG serta Plant Use and Operation Agreement antara PT Badak NGL dengan Pertamina, mengenai ketentuan pengelolaan dan pengoperasian Kilang. Processing Agreement juga mengatur bahwa PT Badak NGL tidak mendapat hak komersial atas gas yang diproses dan LNG yang dihasilkan. Biaya operasional diperoleh melalui mekanisme pengajuan permintaan dana kepada Produsen Gas. Dana tersebut dipakai untuk membiayai operasional Perusahaan baik berupa operating expenses maupun capital expenditures. Perusahaan tidak mencatat hasil penjualan LNG dan LPG.
As a plant operator, the company operates its activities based on two agreements which are (i) Badak LNG Processing Agreement entered into between PT Badak NGL and the gas producers in which the agreed-upon terms and conditions are set forth regarding the processing of natural gas into LNG, and (ii) Plant Use and Operation Agreement entered into between PT Badak NGL and Pertamina concerning the terms of conditions for managing and operating the plant. The processing agreement also governs that PT Badak NGL retains no commercial rights over the gas and LNG already processed. The operating expenses are obtained through a mechanism of funding request to the gas producers. The funding received will then be consumed to finance the Company’s operations either in the form of operating expenses or capital expenditures. The company keeps no records of LNG and LPG sales.

Kewajiban Perusahaan dalam memenuhi tanggung jawab pada pihak Buyer terkait dengan produk diatur dalam Contract Agreement yang memuat perjanjian penyediaan dan pembelian produk baik dari segi kuantitas (jumlah pengapalan) maupun dari segi kualitas (spesifikasi produk). Berdasarkan kesepakatan tersebut, ketidaksesuaian dalam pelaksanaan dapat dinegosiasikan dan diselesaikan dengan pengaturan pengapalan periode selanjutnya maupun melalui kompensasi harga produk.
The Company’s obligations to meet its product-related liabilities to the buyer are stated in an agreement setting forth the arrangement for the provision and purchase of products regarding both the quantity (total shipping) and the quality (product specifications). As stipulated in the agreement, any discrepancies in the performance of which could be negotiated and be settled by making modifications in the next shipping period or by compensating with the product price.
Sebagai perusahaan non-profit, PT Badak NGL tidak memiliki aset. Seluruh aset perusahaan merupakan milik pemerintah, dalam hal ini Kementerian Keuangan, yang menyerahkan pengelolaannya kepada Pertamina. Oleh karena itu PT Badak NGL tidak menghitung penyusutan (depreciation) atas Aktiva Tetap dan Aktiva Bergerak (fixed and movable assets). Dalam penyusunan Laporan Keuangan, perusahaan tidak melaporkan Perhitungan Rugi-Laba, karena perusahaan tidak mencatat pendapatan (revenue).
As a non-profit organization, PT Badak NGL has no assets. All assets belong to the government, in this regard the owner of the assets is Ministry of Finance, who delegates the management of which to Pertamina. Therefore, PT Badak NGL prepares no calculation of the depreciation over its fixed and movable assets. In the preparation of the financial statements, the company prepares no income statement, since the company maintains no records of revenue.
Meskipun demikian, Laporan Keuangan perusahaan secara berkala diaudit oleh Kantor Akuntan Publik Ernst & Young yang memberikan opini Wajar Tanpa Pengecualian (Unqualified Opinion) terhadap Laporan Keuangan tahun 2009 atas kewajaran dan kepatuhan terhadap Pedoman Standar Akuntansi Keuangan serta peraturan Pemerintah dalam pelaksanaan pencatatan pembukuan perusahaan.

Tahun 2009 PT Badak NGL menghasilkan produksi LNG 17,4 juta ton dan LPG 436 ribu ton. Produksi LNG turun 5,87% dari produksi tahun 2008 mengikuti kondisi feed gas yang diterima. Selain itu dengan adanya produksi LPG di tahun 2009 juga memberikan kontribusi pengurangan produksi LNG karena sebagian feed gasnya diolah sebagai produk LPG. Fasilitas pengolahan LPG ini diaktifkan kembali setelah dinon-aktifkan sejak 1 Januari 2006.
In 2009 PT Badak NGL produced 17.4 million tons of LNG and 436 thousand tons of LPG. The LNG production decreased by 5.87% compared to that of in 2008 corresponding with the condition of feed gas received from the gas producer. LPG production in 2009 also contributed to the decreasing production of LNG since a portion of feed gas being provided is processed as LPG products. The facilities of such LPG processing have been re-activated after being inactivated since 1 January 2006.

Secara alamiah, cadangan gas alam di Bontang akan semakin berkurang dimana indikasinya sudah terlihat nyata. Di lain pihak, walaupun diprediksi terdapat peningkatan permintaan LNG, realitas permintaan pasar menunjukkan tren yang tidak menentu. Selain itu, pertumbuhan industri LNG dunia juga meningkat pesat dengan munculnya produsen LNG di Qatar, Norwegia, Australia dan Yaman sehingga meningkatkan iklim persaingan di dalam bisnis LNG.
By nature, the natural gas reserve in Bontang would be decreasing, the indication of which has been clearly visible. On the other side, regardless of the prediction that may result in the rising LNG demand, the actual market demand reveals a volatile trend. In addition, the world’s LNG industry growth is also undergoing rapid increase due to the emerge of LNG producers in Qatar, Norway, Australia and Yaman resulting in the tightening competition of LNG business.
Maka turunnya produksi LNG di PT Badak NGL merupakan realitas yang harus dihadapi sebagai tantangan utama agar kelangsungan operasi PT Badak NGL masih berlanjut. Perusahaan mencermati upaya-upaya para pemegang saham untuk mencari sumbersumber gas baru termasuk menjajaki ladang gas laut dalam dan pengembangan Coalbed Methane (CBM).
Consequently, the decreasing LNG products in PT Badak NGL is a reality that needs to be perceived as a main challenge in order to enable PT Badak NGL to continue its operations. The company is observing the efforts exerted by shareholders to seek new gas sources including exploring the deep-sea gas fields and developing coalbed methane (CBM).
Untuk mengantisipasi adanya bahan baku dari sumber lain, PT Badak NGL harus melakukan persiapan baik dari segi proses maupun fasilitas Kilangnya untuk tetap dapat berproduksi dengan bahan baku gas alam yang berbeda. Perusahaan melakukan studi mengenai perubahan komposisi gas alam karena komposisi kandungan gas alam dapat bervariasi tergantung kondisi sumber gas alam yang nantinya akan diproses oleh PT Badak NGL.
To anticipate the availability of feed gas from other sources, PT Badak NGL should make preparations either in the process or in the facilities of the plant in order to remain as a productive company yet with different types of feed gas. The company is conducting a study concerning the changes in the composition of natural gas since such composition may differ depending on the condition of the feed gas to be processed by PT Badak NGL.

Perusahaan juga melakukan diversifikasi usaha ke arah menjual soft skill, dengan dukungan sumber daya manusia yang berpengalaman dan berkemampuan tinggi di bidang industri LNG. Perusahaan telah mengembangkan Badak LNG Learning Center sebagai tempat pendidikan dan pelatihan praktisi LNG dunia yang saat ini telah dikenal luas dan akan dikembangkan menjadi LNG Academy. Selain itu dengan mendayagunakan pengalaman dan kompetensi lebih dari 30 tahun mengoperasikan Kilang LNG, PT Badak juga menyediakan Jasa Operation & Maintenance Services (O&M Services) untuk membantu commissioning dan start-up beberapa Kilang LNG dunia.
The company also performs business diversification leading to the business selling of soft skills, supported by experienced and highly competent human resources in LNG industry. The company has already developed Badak LNG Learning Center as a widely-known place of education and training for the LNG practitioners worldwide to be enlarged into a LNG academy and providing Operation & Maintenance Services (O&M Services), benefiting from the experiences and competence of more than 30 years operating LNG plant to assist in the commissioning and starting-up of several LNG factories.
Agar mampu menghadapi tantangan ke depan dengan kinerja optimal yang berkelanjutan, Perusahaan mulai melakukan restrukturisasi organisasi agar lebih ramping, efektif dan efisien. Dalam proses restrukturisasi tersebut, pada tahun 2009 terdapat 278 perubahan jabatan berbagai tingkatan, baik karena mutasi, job enrichment, job enlargement maupun promosi.

Salah satu kebijakan perusahaan dalam mengelola energi secara efisien adalah melakukan efisiensi proses karena semakin sedikit feed gas yang menjadi bahan bakar (fuel gas) atau terbuang dalam proses, akan semakin sedikit emisi gas yang dihasilkan sekaligus semakin banyak feed gas yang menjadi produk LNG sehingga akan memberikan nilai tambah secara ekonomis.
One of the company’s policy in managing energy efficiently is to process natural gas in an efficient manner because the fewer feed gas used as fuel gas or wasted in the process, the fewer gas emissions generated while more feed gas produced into LNG product subsequently providing added value economically.

Pemakaian air tanah untuk kebutuhan perumahan dan kilang berfluktuasi tetapi masih dalam batas aman lingkungan berdasarkan Surat Ijin Pemakaian Air Tanah (SIPA) dari pemerintah. Air tanah diambil melalui 8 sumur yang secara normal berproduksi 5 buah, diolah di dua Water Treatment Plant untuk perumahan (WTP #48 dan WTP #49) dan dua Water Treatment Plant (WTP #36) untuk keperluan Kilang. Untuk keperluan Kilang sebagian besar digunakan sebagai air umpan boiler dimana sistem air uang digunakan boiler adalah sistem siklus tertutup dan make-up sehingga menghemat pemakaian air sampai kurang lebih 80%.
The use of groundwater for the needs of community and the plant as well is fluctuating yet still under the safe level limit based on the Permit of Usage of Water from government. The groundwater, taken from 8 wells which normally only 5 of which are producing, is processed in two Water Treatment Plants for the needs of the community (WTP #48 and WTP #49) and two Water Treatment Plant (WTP #36) for the needs of the Plant. As for the plant needs, a major portion of the water is used for the boiler feed water whereby the water system being used by the boiler is the closed-system cycle and the make-up system that could therefore reduce the water usage up to 80%.
Fuel Gas yang diambil dari sebagian bahan baku gas alam digunakan sebagai bahan bakar boiler yang menghasilkan uap air (steam) untuk memutar turbin pembangkit listrik dan kompresor. Sumber utama Fuel Gas adalah Flash Gas dari process train, Boil-off Gas (BOG) dari tangki penyimpanan atau pengapalan, off-gas dari kolom fraksinasi di process train dan unit condensate stabilizer serta dari Feed Gas Upstream Treating Unit. Catatan konsumsi fuel gas tahun 2009 menunjukkan penurunan sebesar 56,85% dibandingkan konsumsi tahun 2008. Selain fuel gas, terdapat sumber energi tambahan untuk menjalankan fasilitas pendukung seperti Diesel Oil untuk menjalankan Tug Boat, Diesel Turbine Generator dan Fire Water Pump serta Condensate untuk operasi kendaraan berat dan kendaraan dinas Perusahaan.
Fuel gas taken from a portion of feed gas is used as the fuel for boiler gas creating the steam to spin the electricity generator turbine and compressor. The main source of the fuel gas is flash gas from process train, boil-off gas (BOG) from storage tank or shipping tank, off gas from the fractionation unit in process train and condensate stabilizer unit and also from feed gas upstream treating unit. The records of consumption of fuel gas in 2009 show a decreasing at 56.85% compared to consumptions in 2008. Besides fuel gas, there is also an additional energy source to run the supporting facilities such as Diesel Oil to run the tug boat, diesel turbine generator and fire water pump and condensate to operate the heavy machines and the Company’s operating vehicles.
Program-program PT Badak NGL dalam menyikapi fenomena perubahan iklim difokuskan pada pengurangan penggunaan bahan bakar melalui efisiensi kinerja Kilang dan pengurangan emisi gas rumah kaca. Sebagai bagian dari upaya efisiensi kinerja Kilang, pada tahun 2009 PT Badak NGL mengundang pihak luar untuk melakukan energy assessment yang menghasilkan data kuantitatif mengenai program-program yang berpotensi sebagai efisiensi, biaya yang harus dikeluarkan, serta keuntungan finansial yang diperoleh. Sebagai tindak lanjut, perusahaan akan mengimplementasikan program Quick Win, yaitu upaya mengurangi gas losses (gas yang terbuang) pada semua tahapan produksi, saat start-up, shut-down, dan pada proses pengisian LNG ke tanker.
PT Badak NGL’s programs in responding to the climate changes are focused on the reduction of fuel gas by performing efficiencies in plant performance and by reducing the glass house gas emission. As a part of efficiency efforts in the plant, in 2009 PT Badak NGL invited external parties to perform energy assessment which resulted in quantitative data concerning the potential programs for efficiency, the expenses to be incurred, and financial advantages to be gained. As a follow up, the company would implement quick win program, which is an effort to reduce the gas losses in all production stages, starting from start-up, shut down, and during the process of loading LNG to tanker.

Pembangunan berkelanjutan yang dijalankan di PT Badak NGL berusaha untuk merespon dan menganalisa perubahan yang terjadi melalui dua pendekatan yakni pengembangan Sistem Manajemen SHE-Q dan Community Development (Comdev). Sustainable development which is implemented at PT Badak NGL is trying to respond and analyze changes that occur through two approaches, which are the improvement of SHE-Q Management System and the Community Development (Comdev).

Kondisi menurunnya cadangan gas alam Bontang bukan hanya akan berdampak pada kelangsungan usaha PT Badak NGL, tetapi juga akan mempengaruhi aspek-aspek kehidupan masyarakat Kota Bontang secara luas. Oleh karena itu, adalah tanggung jawab Perusahaan untuk ikut mempersiapkan dan memperkuat kemandirian masyarakat agar mampu menghadapi apa yang kita sebut sebagai kondisi pasca migas, dengan menggali potensipotensi non-migas yang ada. Perusahaan telah menyusun Comdev Master Plan melalui kajian menyeluruh dengan melibatkan masyarakat untuk menentukan kebutuhan-kebutuhan mereka dan mengembangkan alternatif pemecahan yang disepakati bersama. The declining amount of Bontang’s natural gas reserve would not only have impact on the business continuity of PT Badak NGL, but also on the life aspects of Bontang people on a broad scale. Therefore, it is the Company’s responsibility to prepare and strengthen their selfsufficiency to be able to cope with what we call as post-oil & gas era, by seeking the potentials other than oil and gas resources. The company already prepared its Comdev Master Plan through a comprehensive review by involving the public to ascertain their needs and to develop alternative solutions to be mutually agreed. Furthermore, Comdev Master Plan becomes the main reference in implementation of the community development programs of PT Badak NGL, and becomes a contribution of thoughts for the government of Bontang city in establishing the policies for the purpose of people empowerment.

PT Badak NGL secara terus-menerus mengembangkan budaya keselamatan yang saling mendukung dan melibatkan peran aktif seluruh individu baik pekerja maupun pihak lain yang melakukan aktivitas di lingkungan Perusahaan. Seluruh kegiatan operasional Kilang dan kegiatan dalam menjalankan usaha secara umum yang tercakup dalam aspek-aspek Keselamatan dan Kesehatan Kerja, Lindungan Lingkungan dan Mutu diidentifikasi, dipantau dan dikendalikan dalam suatu sistem manajemen terpadu yang disebut Safety, Health, Environment, & Quality Management System (SHE-Q MS).
Safety is the main priority of PT Badak NGL. The company needs to ensure that all workers performing their duties already in compliance with the required standard safety procedures. PT Badak NGL has been continuously cultivating safety culture that supports and involves the active roles of all individuals, either the workers or other parties performing activities within the Company’s environment. All of the plant’s operational activities and the general business activities included in the aspects of occupational health and safety, environmental protection and quality are identified, monitored and managed in an integrated management system called the Safety, Health, Environment & Quality Management System (SHE-Q MS).
Pada tahun 2006, Perusahaan menetapkan visi keselamatan yaitu untuk menjadi perusahaan dengan budaya keselamatan tingkat dunia dalam kurun waktu tiga tahun (to be the world class safety culture company within three years). Perusahaan telah memulai langkah pasti menuju terwujudnya visi tersebut dengan mengikuti isrs7 Omega Assessment untuk pertama kalinya pada akhir tahun 2006.

Dimulai dengan pencapaian level 3 pada tahun 2006, secara konsisten Perusahaan melakukan perbaikan berkelanjutan dengan melibatkan seluruh komponen perusahaan dan secara bertahap mencapai level 5 pada tahun 2007, level 7 pada tahun 2008 dan di penghujung tahun 2009 PT Badak NGL mampu meraih level 8, yaitu level tertinggi yang direkomendasikan oleh DNV untuk kategori Perusahaan Minyak dan Gas Bumi. Sebagai suatu sistem yang mencakup seluruh elemen di dalam Perusahaan, peranan level manajemen sangat penting dalam penerapan Sistem Manajemen SHE-Q. Salah satu program yang bertujuan untuk mendorong keberhasilan pencapaian kinerja SHE-Q adalah kegiatan Management Walkthrough (MWT). MWT dilaksanakan setiap minggu, oleh semua Senior dan Middle Management dengan tujuan mengajak seluruh pekerja dan kontraktor untuk saling mengingatkan, menjaga, dan meningkatkan kesadaran terhadap keselamatan dan aspek SHE-Q selama bekerja. Program ini juga memberikan penghargaan bagi pekerja atau kontraktor yang telah mencapai “reward point” yang ditetapkan perusahaan.
As a system that includes all elements in the Company, the role of management level is very important in the implementation of SHE-Q Management System. One program that aims to urge the successful achievement of SHE-Q performance is the Management Walkthrough (MWT) activity. MWT program is a weekly program, involving management in middle level and senior level by visiting the working areas to encourage all workers and contractors to reminding and keeping each other as well as enhancing awareness of the safety and SHE-Q aspects during work. This program also provides awards for workers or contractors who have achieved “reward point” determined by the company.

Untuk menjamin penerapan Sistem Manajemen SHE-Q dapat berjalan secara sinergis di PT Badak NGL, Perusahaan membentuk Komite-Komite SHE-Q sesuai dengan bidang masing-masing. Perusahaan mempunyai Panitia Pembina Keselamatan dan Kesehatan Kerja (P2K3) sebagai bagian dari manajemen Keselamatan dan Kesehatan Kerja (K3). Selain itu, terdapat Environmental Steering Committee dan Quality Steering Committee terkait dengan Manajemen Lingkungan ISO 14001:2004 dan Manajemen Mutu ISO 9001:2008. Ketiga sistem manajemen tersebut terangkum di dalam Sistem Manajemen SHE-Q yang diimplementasikan di masingmasing departemen di bawah koordinasi Department SHE-Q Coordinator.
To ensure the implementation of SHE-Q management system can work synergistically at PT Badak NGL, the Company formed several SHE-Q Committees in accordance with their respective fields. The Company has a Coach Committee on Occupational Health and Safety (P2K3) as part of the management of Occupational Health and Safety (K3). In addition, there is the Environmental Steering Committee and Quality Steering Committee related to Environmental Management ISO 14001:2004 and Quality Management ISO 9001:2008. These three management systems are summarized in SHE-Q management system which is implemented in the respective departments under the coordination of Department SHE-Q Coordinator. For ISRS program as a tool for measuring the performance of SHE-Q, there is ISRS Facilitator represented by each related process. All personnel in the SHE-Q Committee appointed by decree of the President Director of PT Badak NGL, and has provided training to ensure competence and success in the implementation of SHE-Q Management System.
Untuk Program ISRS sebagai alat ukur kinerja SHE-Q, terdapat ISRS Facilitator yang diwakili oleh masing-masing proses terkait. Program AWAS (Aware for Safety) merupakan program yang bertujuan untuk memperbaiki serta meningkatkan perilaku dan kondisi kerja aman melalui observasi dan komunikasi serta pembuatan laporan menggunakan kartu observasi. Diimplementasikannya program AWAS secara online telah meningkatkan pertambahan kartu observasi secara signifikan dan menurunkan indeks perilaku tidak aman (unsafed acts index) sesuai yang diharapkan.
AWAS (Aware for Safety) Program is a program which objective is to improve and develop the safe acts by observing and communicating as well as preparing reports using observation cards. By implementing AWAS program in an online system, there has been a significant increase in the additional observation cards and a decrease in the unsafe acts index as expected.

CSMS is a management system implemented to achieve the best performance of the contractors in accordance with the prevailing standards in various aspects related to the tasks they perform such as performance, safety, occupational health, environment and quality. By implementing such system, the company also protects the rights of contractors and third parties to work safely and at the same time to protect the company’s facilities and the assets through a more systematic monitoring.
Perusahaan telah menyusun dan mensosialisasikan panduan pelaksanaan kepada seluruh pekerja dan kontraktor berupa Buku Pedoman CSMS. Buku pedoman ini merupakan Petunjuk Pelaksanaan dari PP Guide No. 1031-00-0 tentang Pedoman Sistem Manajemen Keselamatan dan Kesehatan Kerja, Lindungan Lingkungan dan Mutu Kontraktor (SHE-Q MS Contractor) dan telah sesuai dengan ketentuan CSMS BPMIGAS No. Kpts-13/ BP00000/2006-S8.
The Company has established and diseminated the implementation guidance to all workers and contractors in the form of CSMS Guidebook. Such guidebook is an implementation guide of PP Guide No. 1031-00-0 regarding guidance of Contractors’ Management System of Occupational Health and Safety, Environment Protection and Quality (SHE-Q MS Contractor) and in compliance with the provisions of CSMS BPMIGAS No. Kpts-13/BP00000/2006-S8.
CSMS memberikan jaminan operasional kontraktor secara prima yang mencakup pemeriksaan dan audit SHE-Q melalui 6 langkah: 1. Penilaian Risiko, sebagai langkah awal untuk mengkaji sejauh mana risiko pekerjaan yang akan dikontrakkan. 2. Pra-Kualifikasi, yang bertujuan untuk menjaring kontraktor yang kompeten. 3. Seleksi, yang merupakan proses pemilihan calon kontraktor pelaksana dengan mempertimbangkan semua aspek, termasuk SHE-Q. 4. Kegiatan Pra-Pekerjaan, yang bertujuan untuk memastikan bahwa aspek-aspek yang relevan dikomunikasi dan dipahami oleh semua pihak sebelum pelaksanaan kontrak. 5. CSMS provides prime contractor’s operational security that includes the examination and audit of SHE-Q through six steps: 1. Risk assessment, as a first step to assess the risk extent of the work to be contracted. 2. Pre-qualification, which aims to recruit a competent contractor. 3. Selection, which is the process of prospective contractor selection by considering all aspects, including SHE-Q. 4. Pre-work activities, which aim to ensure that relevant aspects communicated and understood by all parties prior to contract execution. 5. Current Work, which aims to ensure that work is undertaken in accordance with the plans of SHE-Q. 6. Final Evaluation, which is the final step of the SHE-Q MS Contractor program to evaluate the performance of contractors/suppliers and to provide feedback. .

Program dan kegiatan yang mendukung K3 pada tahun 2009 diantaranya adalah: - Peringatan Bulan K3 Nasional (BK3N) selalu dilaksanakan di PT Badak NGL sebagai sosialisasi pengetahuan dan kesadaran keselamatan dan kesehatan kerja bagi pekerja, keluarga, dan masyarakat. Serangkaian kegiatan dalam Bulan Keselamatan & Kesehatan Kerja Nasional (BK3N) 2009 yang merupakan program Kementerian Tenaga Kerja dan Transmigrasi dilaksanakan dari tanggal 15 Januari sampai tanggal 15 Februari 2009. Kegiatan yang diselenggarakan oleh PT Badak NGL antara lain adalah: Safety Driving Contest untuk pekerja & mitra kerja, Cerdas Cermat K3 untuk istri pekerja, sosialisasi ketertiban lalu lintas untuk siswa sekolah menengah dan sekolah dasar, serta kegiatan-kegiatan lainnya. - Program pemeliharaan kesehatan pekerja difokuskan pada upaya preventif seperti pelaksanaan program olahraga secara teratur termasuk penyediaan sarananya, identifikasi bahaya kesehatan, serta pencegahan dan pengendalian risiko di tempat kerja. PT Badak NGL juga melancarkan program anti merokok dengan cara memberlakukan larangan merokok di zona 1 dan 2, program bebas asap rokok di semua perkantoran, dan lokalisasi area merokok yang ditentukan oleh perusahaan.
The programs and activities supporting K3 in 2009 among others are as follows: - The Month of National K3 Celebration is always held at PT Badak NGL as a dissemination of knowledge and awareness of occupational health and safety for workers, families and community. A number of activities were being held during the month of National Occuational Health and Safety in 2009 which is one of the programs of Ministry of Manpower and Transmigration conducted on 15 January to 15 February 2009. The activities held are safety driving contest for workers and working partners, trivia quiz for the wives of spouses, socialization of road safety for junior high schools and high schools, and many other activities. - The workers health maintenance program is focused on preventive efforts such as carrying out exercise programs on a regular basis including the provision of the facilities, identification of health hazards, and prevention of and control of risks at work sites. The company also upholds the anti smoking program by enacting the no-smoking rules in zone 1 and 2, the smoke-free program in all offices, and localization of smoking area at the areas selected by the company.

Kegiatan produksi PT Badak NGL mempunyai risiko tinggi terhadap bahaya ledakan dan kebakaran. Oleh karena itu perusahaan membentuk Fire Protection Section (FPS) yang fungsi utamanya adalah pencegahan, pengendalian dan menjaga Kesiapan (Readiness) setinggi mungkin, untuk menghindari kerugian yang sangat besar baik kerugian jiwa manusia, peralatan dan aset, kepercayaan serta kelangsungan devisa negara.
The production activities in PT Badak NGL has high risks in explosion and fire hazards. Accordingly, the company established Fire Protection Section (FPS) whose main functions are to prevent, to control and to maintain readiness at the highest possible level to prevent any enormous loss, either loss of life, equipment and assets, trust and continuance of the country’s income.

Ada 3 aktivitas utama yang dilakukan Fire Protection Section yaitu: 1. Pencegahan. Program pencegahan dilakukan dengan cara monitoring bahaya, pemasangan peralatan yang sesuai spesifikasi serta tersedianya sarana yang memadai dan sesuai standar. 2. Pengendalian. Program ini merupakan tindakan yang paling akhir dilakukan yaitu dengan mengendalikan bahaya yang terjadi seperti pemadaman, bocoran dan sebagainya. 3. Kesiapan (Readiness). Program kesiapan adalah hal yang sangat penting. Tanpa kesiapan, program pengendalian tidak dapat berjalan dengan optimal. Kesiapan (readiness) meliputi kesiapan material dan peralatan melalui visual check, preventive maintenance, function test dan perbaikan, serta kesiapan personil dengan melakukan latihan pemadaman di FPS, penyelamatan (rescue), pre-fire planning, program kebugaran serta pelatihan lain dan sertifikasi.
There are three main activities of Fire Protection Section, which are: 1. Prevention. The prevention is carried out by monitoring the hazards, installing the equipment based on the specifications and providing the adequate infrastructure in conformity with the standards. 2. Control. The control is the last action to be performed by controlling the dangers such fire extinguishing, leakage and so forth. 3. Readiness. Readiness program is the most important activity. Without readiness, control programs may not run optimally. Readiness includes the readiness of material and equipment through visual checks, preventive maintenance, function test and improvement, and the availability of personnel by having fire drills in FPS, rescue, pre-fire planning, exercising fitness programs, performing other trainings and giving certifications
Selain ketiga aktivitas yang dilakukan diatas, Fire Protection Section juga melakukan bantuan respon terhadap lingkungan sekitar seperti bantuan pemadaman kebakaran, bantuan evakuasi dan sebagainya.

Selain FPS yang beranggotakan 36 crew yang terbagi dalam 4 shift, juga terdapat tim pendukung yang dikenal dengan nama AET (Auxiliary Emergency Team) yang anggotanya merupakan personil terlatih dari masing-masing departemen/unit kerja. AET terdiri dari sekitar 60 orang yang dibagi dalam 4 group. Personil AET yang berada atau bekerja di dekat area kejadian diharapkan dapat melaksanakan tugas pencegahan secara dini dan mampu menangani kejadian awal. Seluruh pekerja juga telah diberikan program pelatihan pemadaman kebakaran dan penyelamatan (rescue) agar mampu melakukan pencegahan bahaya dan penyelamatan secara dini.
Other than FPS whose members are 36 crew divided into 4 shifts, there is also a supporting team known as AET (Auxiliary Emergency Team) whose members are trained personnel from each working department/unit. AET consists of 60 personnel divided into 4 groups. The AET personnel located in or working near the incident location are expected to be able to perform preventive tasks at early stage and able to handle the preliminary incidents. All workers have also been provided with fire extinguishing and rescue training programs to be able to take preventive actions on hazard and rescue at early stages.

Pelatihan kondisi darurat dan pemadaman kebakaran Emergency and Fire Fighting Training
FM-200 System dan CO2 System adalah alat penanggulangan kebakaran dan berfungsi sebagai sistem pengendali yang dapat dioperasikan dari jarak jauh melalui Hazard Monitoring Control System yang terpasang di Module-I , Module-II dan Main Fire Station serta melalui Local Push Button. 2. Fire Detection System yang terpasang tetap di Kilang LNGLPG terdiri dari Gas Detector, Heat Detector, Spill Detector, Smoke Detector, Flame Detector dan Manual Alarm adalah alat pendeteksi adanya kebocoran dan tumpahan gas HC serta kebakaran. Fire Detection System juga berfungsi sebagai sistem pemantau yang dapat diamati melalui Hazard Monitoring Control System di Module-I, Module-II dan Main Fire Station. 3. Airport Sub Fire Station, yaitu pusat pengendalian kebakaran daerah bandar udara khususnya untuk mengatasi kondisi emergency pesawat. 4. Fire Training Ground, yaitu pusat pelatihan dan pembinaan personil secara berkala baik bagi Fire Brigade, AET, maupun seluruh pekerja untuk memelihara kesiapan dan kecakapan dalam menangani kebakaran termasuk penggunaan alat. Fasilitas ini dilengkapi dengan simulasi LNG Fire Fighting terlengkap di dunia. 5. Firepump untuk penyedia air dari sumber air saat melakukan pengendalian kebakaran. Perusahaan memiliki dua sumber air yang berasal dari air laut dan air sumur. Selain untuk Water Deluge System, air laut juga digunakan sebagai cadangan jika air sumur tidak mampu memenuhi kebutuhan yang diperlukan. 6. Fire Water Line, yaitu jalur-jalur air khusus untuk pemadaman kebakaran menuju titk-titik Fire Hydrant yang ditempatkan di sekitar peralatan dengan mengacu standard internasional. 7. Hazard Monitoring Control System (HMCS), yaitu sistem pemantauan indikasi bahaya kebakaran yang terhubung dengan detektor-detektor yang ditempatkan di setiap lokasi rawan kebakaran. Detektor terdiri dari Gas Detector, Heat Detector, Spill detector, Flame detector, dan Smoke detector. Detektor ini mengirim indikasi bahaya dengan melalui sistem komputer yang dipantau selama 24 jam melalui layar monitor yang dijaga oleh seorang operator HMCS. 8. Fire Truck atau unit pemadam kebakaran bergerak yang saat ini dimiliki adalah 4 unit Fire Truck dengan total kapasitas sekitar 6.000 GPM. 9. Portable Fire Equipment yang ditempatkan di titik-titik rawan kebakaran di peralatan atau gedung, berupa extinguisher, wheel extinguisher dan mobile water monitor. 10. Management Emergency Control Center (MECC), yaitu pusat pengendalian keadaan darurat untuk manajemen jika terjadi major emergency.

Fire Training Ground, which is a center of training and development for personnel on a regular basis, either for fire brigade, AET, or for all workers, for the purpose of maintaining readiness and skills in handling fire hazards including how to use the fire extinguishing tools. Such facilities are equipped with the most complete simulation of LNG fire fighting in the world. 5. Firepump for water supply taken from the water sources during the fire handling activities. The company has two water sources originating from sea water and well water. Other than for water deluge system, the sea water is also used for emergency supply in the event that the well water fails to meet the needs. 6. Fire Water Lines, which are special water lines for fire extinguishing which lead to the points of fire hydrants located near the equipment based on the reference of international standards. 7. Hazard Monitoring Control System (HMCS), which is a system to monitor the indications of fire hazards connected to the detectors located in each location prone to fire hazards. The detector sends hazard alerts through a computer system which is monitored 24 hours per day via a monitor screen guarded by an operator of HMCS. 8. Fire truck or a mobile fire extinguishing unit. Currently the company owns 4 units of fire truck with a total capacity of 6.000 GPM. 9. Portable Fire Equipment located at the points prone to fire hazards within the equipment or in the buildings, such as extinguisher, wheel extinguisher and mobile water monitor. 10. Management Emergency Control Center (MECC), which is a center of emergency control for management in the event of major emergency.

Pelatihan Fire Fighting dan Rescue FPS juga melakukan kegiatan khusus seperti mengoptimalkan fungsi Fire Training Ground (FTG) untuk pelatihan bagi perusahaanperusahaan nasional maupun internasional. Premier Oil, LNG Yaman, LNG Guang Dong, Total France, LNG Tangguh dan Pertamina telah mengirimkan personilnya untuk berlatih di FTG Bontang. FTG memiliki fasilitas LNG Fire Fighting terlengkap di dunia.
Fire Fighting and Rescue Training FPS also performed special activities such as optimizing the function of Fire Training Ground (FTG) for trainings held for national or international companies. Premier Oil, LNG Yaman, LNG Guang Dong, Total France, LNG Tangguh and Pertamina already assigned their personnel for trainings in FTG Bontang. Emergency Drill Kegiatan khusus lainnya adalah latihan pemadaman (fire drill) baik internal maupun gabungan dengan pihak luar untuk meningkatkan skill dan pemahaman serta uji prosedur seperti: - Drill Airport bekerja sama dengan Pelita Air Service, Rumah Sakit Umum Daerah (RSUD) Bontang dan Rumah Sakit Pupuk Kalimantan Timur (RS PKT) serta Kepolisian Bontang dengan skenario darurat penerbangan. - Drill Pipeline bekerja sama dengan VICO Indonesia, Total E&P Indonesie, Chevron Indonesia, PKT, Pertagas, RSUD, Pemadam Kebakaran Kota Bontang dan Kepolisian dengan skenario keadaan darurat pipeline. - Drill Pelabuhan (ISPS Code) bekerja sama dengan Gegana Polri Balikpapan, Dinas Perhubungan Laut Bontang, Pertamina Perkapalan Jakarta, dengan skenario ada ancaman bom di pelabuhan Cargo Dock PT Badak NGL. - Menyelenggarakan Drill serangan udara bekerja sama dengan TNI-AU (Den Arhanud Rudal-002) dan Kepolisian Kota Bontang.

Fire Fighting Contest Fire Brigade PT Badak NGL mengikuti Fire Contest tingkat nasional yang diadakan oleh Pertamina di Sungai Gerong, Palembang. Kontes ini meliputi Fire, Rescue dan P3K dengan peserta dari unitunit Pertamina di seluruh Indonesia dan anak perusahaan. Dalam kontes ini tim PT Badak NGL berhasil meraih juara umum.
Fire Fighting Contest Fire Brigade of PT Badak NGL joined the fire contest at national level held by Pertamina in Sungai Gerong, Palembang. The contest covered fire, rescue and emergency help and the participants were from Pertamina units all over Indonesia and the subsidiaries. In this contest, PT Badak team successfully became the absolute winner.
Bantuan kepada Masyarakat Fire Protection Section juga mempunyai misi sosial terhadap masyarakat sekitar dengan memberikan bantuan responsif terhadap beberapa kejadian seperti: 1. Sejalan dengan misi perusahaan untuk memproduksi energi (LNG) yang ramah lingkungan, operasi PT Badak NGL senantiasa memperhatikan pengelolaan lingkungan hidup dengan berpedoman pada dokumen AMDAL, Peraturan Perundangan Lingkungan yang berlaku, standar Sistem Manajemen Lingkungan (SML) ISO 14001, dan persyaratan PROPER Kementerian Lingkungan Hidup (KLH). Evaluasi Kepatuhan terhadap Peraturan Perundangan dan Persyaratan lain yang relevan dilaksanakan melalui identifikasi, evaluasi, dan komunikasi dengan Lembaga, Badan, Institusi yang terkait agar implementasinya menjadi relevan dan mutakhir. Dokumen Evaluasi Kepatuhan direview setiap 6 bulan sekali. Perusahaan juga ikut berpartisipasi dalam revisi maupun penyusunan Peraturan Lingkungan baru.
In line with the company’s mission to produce environmentally-friendly energy (LNG), the company in its operations continuously pays attention to the environmental management by referring to the AMDAL documents, to the prevailing Environmental Rules and Regulations, to the standard of Environmental Management System ISO 14001, and to PROPER requirements from Ministry of Environment. The evaluation towards rules and regulations and other relevant requirements is performed through identification, evaluation, and communication with related organization, body, and institute to make the implementations are getting relevant and updated. The Documents of Evaluation of Compliance are reviewed once in 6 months. The company also participates in the revision and in the preparation of new Environmental Regulations.

Penerapan Sistem Manajemen Lingkungan merupakan bagian yang terkait dengan Sistem Manajemen Safety, Health, Environmental & Quality (SHE-Q MS) dan tercantum dalam SHE-Q MS Element 17 Environmental Protection.

Implementation of Environmental Management System is a part related to Safety, Health, Environmental & Quality Management System (SHE-Q MS) and listed in the SHE-Q MS Element 17 Environmental Protection.

PT Badak NGL has implemented ISO 14001 Environmental Management System and obtained ISO 14001 certificate since 2000 until 2009 from the Certification Institution of Lloyd Register Quality Assurance (LRQA). In 2009 the company managed to maintain the ISO 14001:2004 certificate which given by Société Générale de Surveillance (SGS) Certification Body. Scope of Certification is the production process of LNG/LPG and its supporting facilities, including LNG/LPG Train Process, Utilities and Storage Tanks, Loading Dock and Cargo Dock, Batch Plant, Waste Water Treatment Units, Offices, Hospital, Airport, Housing and Schools, Golf Course, Place of Worship, Sports and Recreation Facilities.

Untuk menjamin penerapan standar ISO 14001:2004 telah dilakukan dengan baik, dilaksanakan verifikasi lapangan dan dokumentasi oleh Auditor dari Lembaga Sertifikasi Internasional melalui Surveillance Audit dengan frekuensi 2 kali setahun, dan Renewal Certification Audit setiap 3 tahun sekali. Beberapa audit lingkungan lain juga dilaksanakan yaitu Internal Audit ISO 14001, Audit PROPER KLH, Audit Lingkungan Migas serta Audit dari BLH Provinsi Kaltim dan BLH Kota Bontang.
To ensure that ISO 14001:2004 has been implemented satisfactorily, the company conducted the verification on the field and the documentation of which performed by the Auditor from International Certification Body through Surveillance Audit two times a year, and Renewal Certification Audit every three years. Other environmental audits are also conducted such as Internal Audit ISO 14001, PROPER KLH Audit, Migas Environmental Audit and Audit from BLH Province of East Kalimantan Province and BLH Bontang.

PT Badak NGL berpartisipasi dalam penyusunan Perda Baku Mutu Air dan Air Limbah bagi Industri dan Usaha Lainnya (Revisi SK Gub Kaltim No. 26 th 2002) dan Peraturan Baku Mutu Emisi Usaha dan Kegiatan Minyak dan Gas Bumi (Kepmen LH No. 129 th 2003).
The Company evaluates the compliance of law and regulations and other relevant requirements through the identification, evaluation, and communication with institutions, agencies and related institutions to ensure that regulations and other requirements applied are being relevant and up to dated. PT Badak NGL also participated in the revision and preparation of new environmental regulations. PT Badak NGL participated in the local government regulation regarding the standard quality of water and waste water for Industry and other businesses (Revised SK Gub No. Kaltim. 26 th 2002) and Regulation regarding of standard quality of emission of Oil & Gas Business and Activities (Ministerial Decree No. LH. 129 th in 2003).

Komunikasi mengenai masalah lingkungan dilakukan secara internal maupun eksternal. Komunikasi internal dilakukan dalam sosialisasi SHE-QS Policy, informasi program-program lingkungan, hasil, tindak lanjut dan verifikasi audit. Komunikasi eksternal dilakukan secara proaktif dalam format pelaporan sebagai implementasi AMDAL (RKL dan RPL), pemenuhan peraturan dan persyaratan perijinan, maupun informasi dan publikasi kepada Instansi Pemerintah Pusat (KLH dan Ditjen Migas), Pemerintah Daerah (BLH Kaltim dan BLH Kota Bontang), pemangku kepentingan, institusi, perusahaan lain, lembaga penelitian, badan konsultasi dan sertifikasi, pemasok, LSM serta media massa.
Communication on environmental issues, are carried out internally or externally. Internal communication is performed in the socialization of SHE-QS Policy, information on environmental programs, results, follow-up and verification of audits. External communication is performed proactively in the reporting format as the implementation of AMDAL (RKL and RPL), the compliance of regulations and permit requirements, as well as information and publications to the Central Government Institutions (Ministry of Environment and Directorate General of Oil and Gas), the Local Government (BLH Kaltim and BLH Bontang), stakeholders, institutions, other companies, research institutes, consulting and certification agencies, suppliers, NGOs and mass media.
Sosialisasi kepedulian lingkungan juga diberikan kepada kontraktor dan masyarakat sekitar. Program-program sosialisasi tersebut dilaksanakan antara lain dalam Peringatan Hari Lingkungan Hidup Sedunia, dan sosialisasi secara rutin dalam rapat-rapat Seksi dan Departemen, Program Safety Talk, intranet, LNG TV, Buletin SHE-Q, serta media cetak dan elektronik lainnya.
Socialization of environmental awareness is also provided to contractors and to people in surrounding areas. Such socialization programs are conducted among others during the Commemoration of the World’s Environment Day, and the routine socialization conducted in the meetings held by Sections and Departments, Safety Talk program, intranet, LNG-TV, SHE-Q bulletin, and other printed and electronic media.

Kondisi anomali atau Ketidaksesuaian pada standar, diobservasi melalui form Ketidaksesuaian (KTS) untuk diidentifikasi, dilaporkan, dan diupayakan tindakan koreksi/pencegahan sesuai prosedur. Sistem pencegahan dan penanggulangan keadaan darurat untuk aspek lingkungan dilaksanakan secara terkoordinasi, sebagai suatu tindakan yang cepat, tepat dan efektif.
Non-Conformance condition or inconsistency with the standards is observed in a form called Non-Conformance (NC) Form to be later identified, reported and carried out the corrective/preventive action based on the procedures. The prevention and emergency system for environmental aspect is performed in a coordinated manner, as a quick, accurate and effective action.
Dalam pencegahan pencemaran laut, Tim Lindungan Lingkungan Perairan (LLP) dibawah Marine Section melaksanakan Latihan Penanggulangan Pencemaran Laut. Prosedur Kesiagaan dan Tanggap Darurat diuji, dievaluasi, ditingkatkan secara berkala untuk memperoleh hasil yang lebih baik. Selama tahun 2009, tidak terdapat insiden tumpahan/ceceran yang disebabkan karena aktivitas Kilang PT Badak NGL.
As for the prevention of sea pollution, the Marine Protection Team under Marine Section performs Sea Pollution Management Exercise. The awareness and emergency response procedures are tested, evaluated, and improved on a regular basis to achieve better results. During 2009, there has been no incidence of spill/drops originating from PT Badak’s plant activities.
Selain di dalam area perusahaan, Tim LLP bekerja sama dengan Safety Engineering & Enviromental Control (SEEC) Section membantu masyarakat untuk menanggulangi tumpahan minyak di laut yang berasal dari kapal nelayan yang melintas di area pelabuhan domestik di dekat perairan PT Badak NGL.

Pembangunan Kilang LNG Badak pada tahun 1974 telah melalui Kajian AMDAL (Analisis Mengenai Dampak Lingkungan) yaitu kajian terpadu untuk meninjau dampak besar dan penting dalam kegiatan Pemrosesan LNG. Perkembangan Kilang LNG Badak sejak awal pembangunannya memerlukan kajian komprehensif dalam upaya pelestarian dan perlindungan lingkungan. Hal tersebut melatarbelakangi dilakukannya Studi Revisi AMDAL Train A sampai dengan Train H pada tahun 1998. Kajian AMDAL difokuskan pada kegiatan Pembangunan dan Pengoperasian Kilang LNG Train A-H yang berpotensi menimbulkan dampak penting terhadap lingkungan pada tahap Pra Konstruksi, Konstruksi, Operasi, dan Pasca Operasi. Dampak penting yang dievaluasi meliputi: 1. Tahap Pra Konstruksi Penyerapan tenaga kerja, penyiapan lahan, penggunaan alatalat berat, survei jalur perpipaan, perijinan. 2. Tahap Konstruksi Pemasangan pipa gas, pengangkutan material dan alat, penyerapan dan pelepasan tenaga kerja, pembangunan Kilang LNG, commisioning dan Trial Run, pembangunan perumahan. 3. The construction of Badak LNG plant in 1974 already passed through an Analysis of Environmental Impact (Analisis Mengenai Dampak Lingkungan/AMDAL) which is an integrated analysis to review the significant and important impacts of LNG processing activities. The development of Badak LNG plant upon its inception stage requires a comprehensive analysis for the purpose of environmental preservation and protection. This served as the underlying reason for the conduct of Revision Study of Environmental Impact Analysis in Train A to Train H in 1998. The analysis was focused on the development and operation activities of LNG Train A-H potentially having important impact on the environment during the pre-construction, construction, operation, and post-operation stages. The important impact being evaluated covered the following: 1. Pre-Construction Stage The labor absorption, preparation of land, usage of heavy equipment, survey of piping survey, permit/license. 2. Construction Stage Installation of gas pipe, transportation of materials and tools, labor recruitment and release, construction of LNG plant, commissioning and trial run, housing development. 3. Operation Stage Distribution of gas, operation of LNG/LPG plant, groundwater utilization, processing of boiler water, operation of amine regenerator, water & mercury removal unit, cooling water discharge, operation of flare, housing activities, labor recruitment, community development, maintenance of plant, waste handling, shipping of products. 4. Post Operation Stage Handling of installation, used chemical substance, green movement and man force.

Timbulan limbah dari aktivitas perusahaan diinventarisasi dengan identifikasi dan klasifikasi jenis limbah termasuk Limbah Berbahaya dan Beracun (B3) untuk menentukan penanganan yang tepat dalam pengelolaannya agar risiko lingkungan dapat diminimalkan. Inventarisasi limbah B3 secara rutin dimutakhirkan dan dilaporkan kepada pihak internal maupun eksternal.
Waste generated from the company’s activities is recorded according to the identification and classification of waste types including the hazardous & toxic waste to resolve their right treatment types so as to minimize their environmental risks. The recording process of hazardous & toxic waste is routinely updated and reported to both internal and external parties.
Dalam pengelolaan limbah, biaya yang dikeluarkan per tahun ratarata sekitar Rp. 2 miliar meliputi biaya proses incinerator, landfill dan pengiriman limbah ke perusahaan pengolah limbah berizin. PT Badak juga menerapkan prinsip 3R (Reduce, Reuse, Recycle) sebagai upaya meminimalisasi limbah.

Prinsip Recycle diterapkan untuk mengelola minyak pelumas bekas. Tahap awal dari proses daur ulang adalah proses pemisahan air dan pengotor lain dari minyak pelumas bekas. Proses ini dilakukan oleh Environmental Control Section. Tahap berikutnya yaitu proses daur ulang dilakukan bekerja sama dengan perusahaan pengelola minyak pelumas bekas yang memiliki lisensi dari Kementerian Lingkungan Hidup.
The Recycle principle is implemented to manage the used lubricants. The early stage of recycling process is the process of separating water and other impurities from the used lubricants. The process is performed by Environmental Control Section. The next stage is the recycling process conducted together with a used-lubricant management company having its license from the Ministry of Environment.

Environmental Monitoring
PT Badak NGL melaksanakan program pemantauan lingkungan untuk menguji keberhasilan pengelolaan lingkungan yang dijalankan dan membuat upaya perbaikan. Keberhasilan pengelolaan lingkungan dipantau secara internal oleh PT Badak NGL dan eksternal bekerja sama dengan Pusat Penelitian Lingkungan Hidup (PPLH) Universitas Mulawarman, Samarinda, meliputi pemantauan air, tanah, udara, penanganan limbah, faktor fisika kerja, biologi, sosial, ekonomi, budaya dan kesehatan masyarakat. Hasil pemantauan lingkungan perusahaan dilaporkan kepada manajemen, BP Migas, KLH Pusat, BLH Provinsi Kalimantan Timur dan BLH Kota Bontang. Pada tahun 2009, biaya yang dikeluarkan perusahaan untuk kegiatan ini sebesar Rp. 1,6 miliar.
PT Badak NGL performs environmental monitoring programs to assess the success of environmental management being implemented and to prepare the corrective efforts. The success of environmental management is monitored internally by PT Badak NGL and externally in cooperation with the Research Center of Environment of Mulawarman University, Samarinda, covering the monitoring of water, land, air, waste treatment, work physics factor, biology, social, economy, culture and public health. The results of the company’s environmental monitoring are reported to management, BP Migas, Ministry of Environment, Environmental Body of East Kalimantan and Bontang. In 2009, the company incurred cost for these activities amounted to Rp. 1.6 billion.
Pemantauan lingkungan dilakukan berdasarkan Rencana Pemantauan Lingkungan (RPL) dari kajian AMDAL mencakup antara lain pemantauan kualitas udara, limbah B3, air limbah, kualitas air laut, biota laut, flora dan fauna. Pada periode pemantauan tahun 2009, pemantauan lingkungan yang dilaksanakan memberikan kesimpulan bahwa parameter-parameter yang dipantau telah memenuhi Baku Mutu Lingkungan (BML) sesuai peraturan lingkungan yang berlaku.
The environmental monitoring is made based on the Environmental Monitoring Plan taken from AMDAL covering among others the monitoring of air quality, hazardous & toxic waste, liquid waste, sea water quality, biota of sea, flora and fauna. In the monitoring period 2009, the environmental monitoring has been performed resulted the conclusion that the parameters being monitored already met the Environmental Quality Standard (Baku Mutu Lingkungan/BML) based on the prevailing environmental regulations.

Dalam menyikapi fenomena perubahan iklim, PT Badak NGL berupaya mengurangi emisi gas rumah kaca secara langsung dengan menurunkan emisi CO2. Meskipun emisi gas rumah kaca belum diatur dalam peraturan regional, PT Badak NGL telah melaksanakan inventarisasi gas rumah kaca berdasarkan standar internasional sebagai perwujudan nilai lebih “beyond compliance” dalam pengelolaan lingkungan hidup.
In responding to the climate change, PT Badak NGL has been trying to minimize directly the glass house gas emission by reducing its emission of CO2. Though the glass house gas emission has not been governed in a regional regulation, PT Badak NGL has performed the listing of glass house gas based on the international standards as a manifestation of its extra mile step for “beyond compliance” principle in its environmental management.
Usaha-usaha penurunan emisi CO2 terus dilakukan. Sumber emisi CO2 Kilang PT Badak NGL antara lain berasal dari kandungan CO2 dalam feed gas yang dikeluarkan melalui CO2 vent stack, CO2 hasil pembakaran pada boiler, dan pembakaran pada flare. Dengan dilaksanakannya program-program pengurangan emisi gas flaring nilai CO2 yang berpengaruh pada potensi pemanasan global diharapkan akan mengalami penurunan.
Attempts reduction of CO2 emissions is continuously performed. CO2 emissions of PT Badak NGL plant, among others, comes from the CO2 content in the feed gas expelled through the CO2 vent stack, CO2 from gas burning on the boiler, and combustion in flares. By implementation of Programs to reduce gas flaring emissions, CO2 amount on the potential impact of global warming is expected decrease.
Selain pengurangan gas flaring usaha lain yang dilaksanakan adalah penggantian secara bertahap Halon dan Freon 22 yang bersifat sebagai penipis lapisan ozon/Ozone Depleting Substances (ODS) dengan jenis FM-200 dan Freon 314A yang lebih ramah lingkungan.
In addition to reduce gas flaring, other efforts undertaken is a gradual replacement of Halon and Freon 22 gases which are Ozone Depleting Substances (ODS) with the types of FM-200 and Freon 314A which are more environmentally friendly.
Pemantauan kualitas udara dilakukan dengan pengukuran kualitas udara emisi CO2 di Vent Stack, Boiler Stack, Gas Turbine Generator, Incinerator, Flare dan udara ambien. Pengukuran dilakukan secara kontinyu dengan alat Continuous Emission Monitoring (CEM) dan secara manual.
The monitoring of air quality is performed by measuring the air quality of CO2 emission in vent stack, boiler stack, gas turbine generator, incinerator, flare and air ambience. The measurement is performed continually with a tool named Continuous Emission Monitoring (CEM) and also manually.
Pemantauan emisi karbon mengacu pada protokol Greenhouse Gases (GHG) yang memberikan mekanisme dasar untuk mengukur tingkat emisi gas rumah kaca yang dihasilkan dari operasi PT Badak NGL.

Pemantauan sumber daya air dilakukan dengan memantau kualitas cadangan aquafier di dalam tanah. Sampling dan analisis dilaksanakan pada sumur pantau produksi untuk mengetahui kuantitas dan kualitas cadangan air tanah, dan pada sumur pantau polutan untuk mendeteksi pengaruh parameter polutan terhadap kualitas aquafier.
The monitoring of water resources is performed by monitoring the quality of aquafier reserve within the soil. The sampling and analysis are performed in the production monitoring well to identify the quantity and quality of soil water reserve, and in the pollutant monitoring well to detect the impact of pollutant parameter on the quality of aquafier.

Monitoring of Waste Water Quality
Pemantauan kualitas air limbah dengan melakukan pengukuran kualitas air limbah proses, domestik, rumah sakit dan air pendingin dengan alat Flowmeter dan pH-meter secara kontinyu dan dianalisis setiap bulan oleh laboratorium PT Badak NGL. Analisis enam-bulanan dilakukan bersama PPLH Universitas Mulawarman. Pemantauan tahun 2009 untuk parameter TSS, pH, H2S, NH3-N, BOD5, COD, Cl2, Hg dan Oil Content memenuhi syarat Baku Mutu Air Limbah (BMAL).
The monitoring of waste water quality is performed by measuring the quality of processed water waste, domestic waste, hospital waste and cooling water waste by using a Flowmeter and pH-meter on a continual basis and it is analyzed on a monthly basis by PT Badak NGL laboratory. The six-monthly monitoring in 2009 for the parameters of TSS, pH, H2S, NH3-N, BOD5, COD, Cl2, Hg and Oil Content met the requirements of Effluent Standard (Baku Mutu Air Limbah /BMAL).

Monitoring of Sea Water Quality
Pemantauan kualitas air laut dilakukan di 3 lokasi yaitu muara kanal pendingin, Berbas Barat Pantai dan cooling water intake. Waktu pemantauan adalah saat air laut pasang dan surut. Untuk sifat fisika, yang dipantau adalah suhu air laut dan distribusi suhu air laut di perairan sekitar Kilang, lapisan minyak, salinitas, dan sebagainya. Untuk sifat kimia yang dipantau adalah parameter pH, H2S, logam berat, dan lain-lain. Pemantauan untuk 19 parameter pada tahun 2009 menunjukkan hasil yang cukup baik.
The monitoring of sea water quality is performed in 3 locations which are the end of cooling water channel, at Berbas Barat Pantai, and at the cooling water intake. The monitoring time is during the sea high tide and low tide. For physics nature, those being monitored are the temperature of sea water and the distribution of sea water temperature in the water areas around the plant, oil layer, salinity, and others. For chemical nature, those being reviewed are parameter pH, H2S, heavy metal, and others. The monitoring for 19 parameters in 2009 resulted in good results.

Pemantauan keanekaragaman hayati diawali dengan kajian AMDAL meliputi Komponen Biologi Darat (Flora & Fauna) serta komponen Biologi Perairan (Plankton, Bentos, Nekton). PT Badak tidak menggunakan tanah dalam keanekaragaman hayati.
The monitoring of biodiversity is started with an environmental analysis covering the components of land biology (flora and fauna) and components of marine biology (plankton, benthos, nekton). PT Badak prepares no components of soil in its biodiversity.

Komponen flora di PT Badak NGL tersebar di area yang cukup luas tersebar di area Kilang LNG Badak yang luasnya sekitar 2.010 Ha. Dari total area tersebut, ruang terbuka hijau memiliki luas 1.109 Ha atau sekitar 45%. Karakteristik tanaman yang ada adalah jenis campuran antara komunitas dataran rendah dan pesisir. Tipe tanaman umumnya merupakan vegetasi alami dan tanaman budidaya yang berfungsi sebagai tanaman peneduh, tanaman pekarangan dan tanaman hias.
The components of flora in PT Badak NGL are scattered in a fairly wide area in LNG Badak plant within approximately 2,010 hectares of land. Out of the total area, the open green space is 1,109 hectares of land or around 45% of which. The characteristics of flora available represent a combination of community of lower land and coastal area. The types of land are generally natural vegetation and cultivated plants whose functions are as shade plants, backyard plants and decorative plants.
Kajian lingkungan telah dilaksanakan bekerja sama dengan Institut Pertanian Bogor (IPB) untuk membangun Botanical Garden sebagai inventarisasi dan pelestarian tanaman langka. Kerjasama juga dilakukan dengan Universitas Mulawarman untuk konservasi hutan mangrove di area sekitar Kilang. Kawasan Botanical Garden menempati area seluas 7,4 hektar.
Environmental review has been performed together with Institut Pertanian Bogor (IPB) to build a botanical garden as a collection and preservation of rare species of plants. The cooperation is also performed together with Mulawarman University for the conservation of mangrove forest in the areas near the plant. The botanical garden occupies an area of 7.4 hectares of land.
Program-program penghijauan yang dilakukan sebagai suatu program kesatuan dalam pengembangan kawasan Kilang dan pemukiman yang serasi dengan lingkungan. Pengelolaan taman dan semua koleksi tumbuhan yang ditanam di dalam kawasan Kliang LNG Badak terutama yang berada di kawasan pemukiman dan perkantoran dilakukan oleh Housing and Recreation Section, Service Department. Selain mengelola kawasan, Section tersebut melakukan kegiatan-kegiatan yang mencakup: - Penanaman rumput di area community seluas 51 Ha. - Penanaman berbagai tanaman keras sebanyak +/- 33.000 batang. - Pembuatan kebun anggrek mini yang meliputi 17 jenis anggrek langka. - Pembuatan Taman Botani (Natural Park/Botanical Garden) dengan mengelola kawasan hutan alam, bekerja sama dengan Fakultas Kehutanan IPB.
The green programs are performed as an integrated program in the development of plant and housing areas to be in harmony with the environment. The treatment for the parks and for all collections of plants being planted in the vicinity of Badak LNG particularly those located in the housing and office areas is managed by Housing and Recreation Section, Service Department. Other than managing those areas mentioned above, such section also performs activities which cover: - Grass planting in the community area of 51 hectares of land. - The planting of various hard crops approx. 33,000 trees. - Creation of mini orchid garden consisting of 17 types of rare orchids. - Creation of natural park/botanical garden by managing the natural forest, in cooperation with Faculty of Forestry of IPB.

The planting of rare plants in natural park by guests of honor of PT Badak NGL which already reach a number of 30 types of plants or 126 trees. Creation of plant breeding parks including mangrove trees, in cooperation with PPLH Mulawarman University.
Selain itu terdapat Kawasan Mangrove yang berbatasan langsung dengan daerah kegiatan Kilang LNG yaitu di daerah Muara Sungai Sekambing, Muara Sungai Sekangat dan Berbas Pantai. Hasil pemantauan menunjukkan bahwa keberadaan formasi mangrove masih cukup baik dan tidak dipengaruhi oleh buangan air limbah maupun air pendingin yang menuju ke laut.
In addition there is also mangrove region immediately bordering with the operating areas of LNG plants which are in Muara Sungai Sekambing, Muara Sungai Sekangat and Berbas Pantai. The result of monitoring shows that the existence of mangrove formation remains in good condition and is not affected by the water waste or cooling water directly heading to the sea.
Pemantauan fauna dilaksanakan pada tingkat pencatatan atau inventarisasi jenis disesuaikan dengan kelas Aves (burung), Insecta (serangga), Reptilian (hewan melata), Amphibia, dan Mamalia. Secara umum dapat dikatakan keberadaan kehidupan fauna darat atau satwa liar sampai saat ini kondisinya masih baik, terutama dari jenis burung yang jumlahnya cukup tinggi dengan membentuk komunitas-komunitas baru. Kondisi ini disebabkan daya dukung lingkungan yang baik berupa kegiatan-kegiatan penghijauan yang telah dilakukan.
The monitoring of fauna performed at the level of recording or listing of fauna types is adjusted based on the category of aves (birds), insects, reptiles, amphibians, and mammals. In general the conclusion can be made that the existence of land fauna or wild animals up to the present is still in good condition, particularly for the types of birds whose total numbers are quite high due to their establishment of new communities. Such condition is attributable to the good environment support such as the green activities that have already acted upon.

Kajian terhadap komponen biologi laut terdiri dari organisme Plankton, Bentos dan Nekton (ikan). Pengambilan sampel dilakukan di 6 lokasi mengikuti titik sampling air laut pada kondisi pasang dan surut. Analisis dilaksanakan untuk mendapatkan data jenis, nilai indeks Keanekaragaman Jenis (H’), nilai Ekuibilitas/Kesamarataan (E’). Dengan pengukuran kedua parameter tersebut akan dapat diketahui dampak aktivitas Kilang terhadap keanekaragaman organisme di perairan.
The review of the marine biology components comprises the organisms of plankton, benthos and nekton (fish). The samples were taken in 6 locations by following the sampling points of sea water during high tide and low tide. The analysis was performed to obtain the data concerning the types, diversity index (H’), value of equibility (E’). By measuring both parameters, the company could identify the impact of plant activities on the diversity of organisms in the marine areas.
Hasil pemantauan menunjukkan secara umum keanekaragaman jenis plankton adalah rendah sampai sedang, keanekaragaman jenis bentos adalah sedang sampai tinggi, jenis Nekton yang terdapat di perairan Bontang relatif rendah tetapi dengan tingkat mobilitas yang tinggi, kondisi nekton tergolong cukup baik. Pemantauan parameter indeks keragaman Plankton, Bentos dan Nekton dilaksanakan setiap 6 bulan sekali untuk mengetahui tingkat kelestarian organisme di laut serta untuk menjaga keanekaragaman hayati di perairan.
Monitoring results show that in general the diversity of types of plankton is low to middle, the diversity of benthos type is middle to high, the types of nekton in Bontang water areas is relatively low yet with high mobility level, the condition of nekton is satisfactory. The monitoring of diversity index of plankton, benthos and nekton is performed once in six months to identify the preservation level of the organisms in the sea and also to maintain the biological diversity in the water areas.
Perusahaan juga memiliki area konservasi swamp area seluas 12,5 hektar tepat di sebelah Kilang sebagai habitat payau dan burung Kuntul Emas. Kuntul Emas ini merupakan satwa langka dan sekaligus merupakan maskot Kota Bontang.
The company also maintains a swamp conservation area of 12.5 hectares of land next to the plant as a habitat of mangrove forest and golden egret. The golden egret is a rare species of birds and is also the mascot of Bontang city.

World Environment Day
Pada Peringatan Hari Lingkungan Hidup Sedunia tanggal 5 Juni 2009 yang bertema ”Your Planet Needs You - Unite to Combat Climate Change” atau ”Bersama Selamatkan Bumi dari Perubahan Iklim”, PT Badak NGL mengadakan berbagai kegiatan yang bertujuan untuk meningkatkan pemahaman tentang lingkungan hidup, mensosialisasikan kegiatan pengelolaan lingkungan hidup, serta mendukung gerakan moral yang mengarah kepada kebersihan lingkungan dan penghijauan kawasan. Kegiatan ini ditujukan kepada pekerja dan keluarga, mitra kerja (kontraktor), siswa sekolah, serta masyarakat.
Upon the commemoration of World Environment Day on 5 June 2009 with the theme of “Your Planet Needs You – Unite to Combat Climate Change”, PT Badak NGL held various activities with the purposes of improving the environmental awareness, socializing environmental management activities, and supporting the moral movement leading to the environment cleanliness and the greening of areas. The activities are designated for workers and their families, working partners (contractors), students, and public.
Pelaksanaan Kegiatan antara lain berupa: Penyerahan bibit pohon penghijauan untuk 4 kelurahan sekitar PT Badak, Pameran Fotografi bekerja sama dengan Badak Photography Club, Penyuluhan konservasi pelestarian terumbu karang dan Bersih-bersih Pulau Beras Basah bekerja sama dengan Badak Diving Club (BDC) dan SMP Vidatra, mengikuti Pekan Lingkungan Indonesia (PLI) 2009 di Jakarta pada tanggal 28 sampai 31 Mei 2009 bekerja sama dengan Pemerintah Kota Bontang, serta puncaknya adalah penyelenggaraan Seminar Produksi Bersih 2009 pada tanggal 4 Juni 2009, dengan narasumber Kepala Badan Lingkungan Hidup Kota Bontang, Guru Besar Teknik Kimia Universitas Diponegoro, dan Walikota Bontang.

Kilang LNG Badak terletak di kawasan Selatan kota Bontang, sekitar 120 km dari kota Samarinda dan 56 km dari lapangan gas Badak.
The plant of LNG Badak is located in the south area of Bontang city, approximately 120 km from and 56 km from Badak gas field.
Menurut catatan sejarah, pada tahun 1920 Desa Bontang mulai menjadi kecamatan, yang saat itu disebut Onder Distrik van Bontang. Kecamatan Bontang dipimpin oleh seorang Asisten Wedana di bawah Kesultanan Kutai Kartanegara yang berpusat di Tenggarong. Selanjutnya, pada tahun 1960 peran pemerintahan Kesultanan Kutai dihapuskan dan Bontang menjadi salah satu dari 30 kecamatan dibawah Pemerintah Daerah tingkat II Kabupaten Kutai.
According to historical records, in 1920 Bontang village developed into a sub-district, at that time known as Onder Distrik van Bontang. Bontang sub-district was led by an assistant district chief under the sultanate of Kutai Kartanegara centered in Tenggarong. Later, in 1960, the reign of Sultanate of Kutai was brought to an end and Bontang turned into one of the 30 sub-districts under the Sub-District Level Territories of Kutai Regency.
Saat Kilang LNG Badak mulai konstruksi tahun 1974, kawasan Bontang yang merupakan daerah berbukit dan rawa berbatasan dengan pantai, hanya dihuni sekitar 10.000 jiwa. Sebagian besar dari suku Bajo atau Bugis, yang melaut dan membuat perkampungan menyebar di sekitar kawasan pesisir dan daerah aliran sungai.
Upon starting constructions of Badak LNG plant in 1974, Bontang which used to be a hilly and swampy bordering with a beach, only had 10,000 population. Most of them originated from Bajo or Bugis ethnic groups, who went onshore and built villages scattered around coastal areas and river basin.
Dengan adanya kegiatan konstruksi Kilang LNG Badak yang merupakan industri pertama di Bontang, kegiatan ekonomi mulai tumbuh seiring dengan adanya kebutuhan bahan makanan dan kebutuhan dasar lainnya bagi para pekerja proyek. Secara alamiah mulai terbentuk pasar sederhana yang diisi oleh pedagangpedagang tradisional.
Due to the construction activities of Badak LNG plant as the first industry in Bontang, the economic activities begin to sprout in line with the needs of food and other basic needs for the project workers. With a natural process a simple market was created and filled with traditional sellers.
Tetesan perdana (first drop) pada tahun 1977 menandai dimulainya produksi Kilang LNG Badak. Pekerja PT Badak NGL semakin bertambah termasuk keluarganya. Interaksi dengan masyarakat dan perangkat pemerintahan lokal semakin meningkat termasuk adanya kebutuhan untuk administrasi kependudukan seperti KTP dan keterangan tinggal. Maka PT Badak NGL berinisiatif membantu membangun perangkat pemerintahan dengan membuat kantor Kelurahan (Sekarang Kelurahan Kanaan, Bontang Barat) lengkap dengan fasilitas pendukungnya.
The first drop in 1977 signifies the beginning production of Badak LNG plant. The workers of PT Badak NGL began to increase in numbers, including their families. Intense interaction with public and local government officials, including the administrative matters of citizenship such as citizen ID and formal letters stating the place of residence, showed an increasing tendency. In view of that, PT Badak NGL took initiatives to help the government by building the office of village chief (now Kanaan village chief, West Bontang) complete with its supporting facilities.
Bermula dari peristiwa terbakarnya pasar Lincoln, yang merupakan pasar kecil di dekat lokasi perusahaan, perusahaan melihat bahwa lokasi pasar Lincoln yang terlalu dekat dengan pabrik sangat berisiko bila terjadi kebakaran. Oleh karena itu sebagai penggantinya, perusahaan membangun pasar Rawa Indah di sebuah kawasan yang semula adalah daerah rawa.
Triggered by the fire at Lincoln market, a small market near the company’s vicinity, the company noticed that the location of Lincoln market being in close proximity to the plant indicated a high risk in the event of any fire. Accordingly, as a replacement, the company built Rawa Indah market within ex-swamp area.

Untuk menarik minat pedagang ex pasar Lincoln agar mau menempati pasar Rawa Indah, Perusahaan mengarahkan pekerja dan keluarganya untuk berbelanja kebutuhan sehari-hari di Pasar Rawa Indah dengan menyediakan bis perusahaan yang khusus melayani kebutuhan tersebut. Perusahaan membangun jalan akses, yaitu jalan Beringin, dan menyediakan bis untuk mengantar para ibu berbelanja. Disamping itu, untuk menghidupkan kegiatan perniagaan, Perusahaan secara bertahap memperkecil peran Commissary, yaitu toko di lingkungan komplek PT Badak NGL yang menyediakan semua kebutuhan sandang pangan bagi pekerja PT Badak NGL dan keluarganya. Barang-barang yang sudah tersedia di pasar mulai dari beras, sayuran dan daging, tidak akan disediakan lagi di Commissary sampai akhirnya pada saat ini pasar Rawa Indah berkembang besar dan lengkap.
To draw the interest of ex sellers in Lincoln market to be relocated to Rawa Indah market, The company directs workers and their families to buy the daily needs in Rawa Indah Market by providing company’s bus that serve those needs. The Company constructed an access street, called the Beringin street, and provided a bus to carry the housewives to run errands. In addition, to stir up the trading activities, the Company was gradually cutting down the roles of Commissary, a store in PT Badak NGL vicinity providing all needs for clothing and food for the workers of PT Badak NGL and their families. The goods and items already available in the market starting from rice, vegetables and meat, would no longer be provided in Commissary until Rawa Indah now has already grown into a large and all-inclusive market.
Pasar Rawa Indah merupakan salah satu proyek pemberdayaan masyarakat yang paling fenomenal bagi PT Badak NGL. Pendampingan bagi para pedagang termasuk pemberian dana bergulir masih berjalan sampai sekarang.
Rawa Indah market represents as one of the most phenomenal people empowerment projects of PT Badak NGL. The stewardship program for the sellers including the provision of revolving credits is still in progress up to present.
Pada saat itu, kegiatan community development dan lingkungan yang dilakukan PT Badak NGL lebih merupakan crash program untuk meningkatkan daya dukung lingkungan bagi kelancaran kegiatan industri PT Badak NGL.
At that point in time, the community and environmental development activities performed by PT Badak NGL are more similar to a crash program for the purpose of improving the environmental support to facilitate the company’s industrial activities.
Namun sejak tahun 1984, Perusahaan berusaha membuat program yang lebih sistematis, terarah dan berkelanjutan. Sebagai perusahaan non-profit yang tidak membukukan keuntungan usaha, PT Badak NGL tidak meninggalkan tanggung jawab sosial terhadap Bontang. Perusahaan menyisihkan dana operasi rata-rata Rp 8 sampai Rp 10 miliar Rupiah per tahun untuk Program community development, yang dikelola oleh Hubungan Pemerintahan dan Masyarakat (Hupmas).

As a non-profit company generating no business profits, PT Badak NGL does not abandon its social responsibilities towards Bontang. The company made a provision for operating expenses in an average of Rp 8 to Rp 10 billion per annum for the community development/comdev program, which is managed by Government & Public Relations (Hupmas).
Di luar program Hupmas yang mengelola dana comdev tersebut, peran tanggung jawab sosial Perusahaan yang lebih besar juga dilakukan melalui organisasi-organisasi non kedinasan seperti yayasan sosial, yayasan pendidikan dan Persatuan Wanita Patra. Bantuan Perusahaan juga dapat berupa bantuan material yang nilainya tidak selalu dikonversikan secara finansial.
Other than the Government and Public Relations whose roles are managing such comdev fund, the Company also plays bigger roles in corporate social responsibilities through non-official organizations such as social foundations, educational foundations and Persatuan Wanita Patra. The Company’s support may also be in the form of material assistance whose values may not be always converted into financial amounts.

Dalam suatu proses Bidder List, Contract Administration Section (CAS) menerapkan ketentuan mengundang 60% kontraktor/supplier lokal dan 40% kontraktor/supplier dari luar untuk pekerjaan-pekerjaan yang sesuai dengan spesifikasi dan kualifikasi yang dipersyaratkan. Pengadaan dengan nilai tertentu juga harus diambil dari pemasok daerah.
In addition, the Company’s policy, to the most possible extent, is directed towards the local people empowerment. The company maintains a logistic policy providing opportunities for local business entities in Bontang and East Kalimantan to grow together as the company’s business partners on condition that they are able to provide quality goods/services. In a bidder list process, Contract Administration Section (CAS) demands that 60% of local contractors/suppliers and 40% contractors/suppliers are invited for the works in accordance with the specifications and qualifications set forth. Procurement falling under certain values should also be made from local suppliers.

Perusahaan membangun sarana jalan ke berbagai pusat kegiatan ekonomi seperti jalan di Berbas untuk akses ke pusat kegiatan pasar (pasar terapung), juga membantu pembangunan kantorkantor pemerintahan baik secara langsung maupun berupa bantuan material. Pada saat itu PT Badak NGL benar-benar menjadi tumpuan pemerintah kecamatan Bontang untuk pembangunan infrastruktur dan pemberdayaan masyarakat.
In the beginning, Comdev is established with a focus on infrastructure area. The company constructed an access street, such as the street on Berbas, to various economic centers for an access to the market activities center (floating market), and also assisted with the construction of government offices by providing either direct assistance or material assistance. At that point, PT Badak NGL turned out to be the real pillar to support Bontang sub-district government with the infrastructure development and people empowerment.
Sejalan dengan peningkatan status Bontang menjadi Kota Administratif pada tahun 1989 dan kemudian kota otonom pada tahun 1999, produksi PT Badak NGL menjadi komoditas utama yang menopang perekonomian Kota Bontang. Ekspor gas alam cair (LNG) yang dikapalkan oleh PT Badak NGL dari Bontang menghasilkan devisa yang besar bagi negara. Berdasarkan Undang Undang no. 33/2004 tentang Perimbangan Keuangan antara Pemerintah Pusat dan Pemerintah Daerah, sebagian devisa tersebut kembali ke Kota Bontang berupa Dana Bagi Hasil Sumber Daya Alam Migas yang nilainya sekitar Rp 700 miliar dan menjadi sumber utama APBD Kota Bontang yang mempunyai Pendapatan Asli Daerah (PAD) hanya sekitar Rp 25 miliar.
In accordance with the increasing level of Bontang status to become Administrative City in 1989 and later an autonomy city in 1999, the PT Badak NGL production became the main commodity that supported the economy of Bontang city. The export of liquefied natural gas (LNG) shipped by PT Badak NGL from Bontang generated high revenues for the country. Based on Law no. 33/2004 of Financial Balance between Central Government and Regional Government, a portion of such revenue should return to Bontang city in the form of Revenue Sharing of Oil&Gas Natural Resources amounting to approximately Rp 700 billion and such amount serves as the main source of Bontang Regional Budget whose Regional Income is merely amounting Rp 25 billion.
Dengan semakin mandirinya pemerintah Kota Bontang, saat ini program comdev PT Badak NGL tidak lagi difokuskan pada pengembangan infrastruktur, tetapi ikut mengambil peran serta mempersiapkan masyarakat dan Kota Bontang menghadapi pasca migas. Comdev diarahkan untuk memperkuat kompetensi sumber daya manusia, pengembangan pendidikan, pemberian dana bergulir dan pengembangan potensi sumber daya alam Bontang non-migas sehingga pada saatnya cadangan gas alam habis, masyarakat sudah siap dan mandiri.
With the increasingly independent status of Bontang city, the comdev program of PT Badak NGL at present is no longer focusing on the infrastructure development, but also on taking a role in and preparing the community and the city itself to face the coming of post-oil & gas era. Comdev is aimed to the strengthening of human resources competence, the educational development, the provision of revolving credits and the development of Bontang’s potential natural resources other than oil & gas only, with the intention that when the natural gas reserves are fully exploited and none of which remains, the surrounding community is already well-prepared and independent as well.
Perusahaan telah menyusun Comdev Masterplan yang fokus pada pemberdayaan masyarakat dan pendidikan berupa program beasiswa, magang, pelatihan keterampilan, pemberdayaan petani nelayan, pembinaan kewirausahaan, pelatihan sertifikasi dan sebagainya yang lebih bersifat berkelanjutan daripada pemberian bantuan fisik. Comdev Masterplan telah diserahkan kepada pemerintah Kota Bontang sebagai sumbangsih pemikiran PT Badak NGL bagi masyarakat Bontang menghadapi pasca migas.
The company already prepared its Comdev Masterplan focusing on the people empowerment and education by providing a number of programs such as scholarship, internship, practical skills training, farmers and fishermen empowerment, entrepreneurship development, training of certifications and others which are more sustainable in nature rather than providing direct assistance. Dalam melaksanakan tanggung jawab sosial perusahaan (Corporate Social Responsibility/CSR), perusahaan merancang programprogram yang mampu mendorong kemandirian dan meningkatkan taraf hidup masyarakat. Pelaksanaan Program CSR PT Badak NGL dilakukan secara langsung maupun secara tidak langsung.
In carrying out corporate social responsibility/CSR), the company has designed programs that promote the self-sufficiency and the welfare of local people. CSR programs of PT Badak NGL are implemented directly and indirectly.
Program CSR yang bersifat tidak langsung dilaksanakan oleh berbagai elemen Perusahaan antara lain berupa; 1. Peran serta organisasi internal Perusahaan yg dilakukan oleh Organisasi Eks KORPRI, Organisasi Keagamaan (YAUMIL/Laz Yaumil, GOPKB, Katolik, Hindu), PWP, YPVDP, Yayasan LNG Badak, Yayasan HOP, Yayasan LNGTV, Klub-Klub Olahraga, Perkumpulan Sosial dan lain-lain 2. Peran serta langsung pekerja dan keluarga, misalnya dalam program GNOTA, bantuan bencana alam. 3. Fokus utama program adalah peningkatan kualitas sumber daya manusia dan pendidikan. Dengan fokus utama ini, diharapkan akan terwujud masyarakat yang mandiri dan juga untuk mendorong kesiapan masyarakat sekitar terhadap kemungkinan kondisi Bontang pasca migas.
Community Development (Comdev) of PT Badak NGL focuses on public empowerment, education, infrastructure, religious activities, health, sports/art/culture/youth activities and government & community relations. The main focus of the program is the improving human resources quality and education. By concentrating on the main focus, the company expects to create self-sufficient people and to support the local people readiness in facing the post-oil-and-gas era of Bontang.
1. Bidang Pemberdayaan Masyarakat Program pemberdayaan masyarakat mencakup dukungan terhadap peningkatan SDM, ketrampilan hidup/dasar masyarakat dan peningkatan kemampuan ekonomi masyarakat. Program pemberdayaan masyarakat dapat berupa kesempatan praktek kerja di PT Badak NGL, Pelatihan dan Sertifikasi, Dana Bergulir dan pembangunan infrastruktur penunjang usaha rakyat.
1. Public Empowerment The public empowerment program covers the support on human resources improvement, local people’s basic life skills and people’s economic ability. Public empowerement program may include internships opportunities at PT Badak NGL, training and certification program, Revolving Fund program and local people business supporting infrastructure development.

Program Praktek Kerja Kesempatan praktek kerja diberikan kepada Lulusan SLTA dan Perguruan Tinggi, mahasiswa atau siswa untuk mengenal dunia kerja di lingkungan PT Badak NGL. Program praktek kerja dapat berupa berupa Program CO-OP Education, yaitu kerjasama sejumlah perusahaan migas di Kalimantan Timur untuk memberikan kesempatan bagi mahasiswa S1 semester akhir di wilayah Kalimantan Timur untuk belajar dan bekerja di perusahaan migas selama 3 sampai 6 bulan dengan melalui proses test seleksi. Selama 6 bulan bekerja, mahasiswa tersebut mendapat kompensasi keuangan dan jaminan asuransi sebagaimana layaknya karyawan dalam suatu perusahaan. Untuk tahun 2009, PT Badak NGL menerima dua angkatan.
Internships Program The internships program is provided for high school graduates and college graduates or students to have exposure on the working atmosphere in PT Badak NGL environment. The programs may appear as CO-OP Education program, which is a cooperation among a number of oil & gas companies in East Kalimatan to provide opportunities for the final year college students (bachelor level) in East Kalimantan to learn and work at oil & gas companies for 3 to 6 months by undertaking a selection test process. During the 6 months, the students will receive financial compensation and insurance similar to other workers in a company. In 2009, PT Badak NGL already received two batches of students.
Program praktek kerja lainnya adalah program magang lab yang diberikan kepada lulusan SMK Kimia untuk mengenal dunia pekerjaan dengan magang selama 1 tahun di Laboratorium Technical Department PT Badak NGL. Program ini merupakan cikal bakal program magang di PT Badak NGL, dan mantan peserta magang telah banyak diserap di perusahaan-perusahaan besar di Kaltim maupun luar Kaltim.
Other internships program is called Lab Internships program which is made available for students already graduating from Chemistry Vocational Schools to have exposure on the working conditions by performing internships for 1 year in the laboratory of Technical Department of PT Badak NGL. This program is a pioneer leading to internship program in PT Badak NGL, and the ex-participants have already been absorbed in big companies in Kaltim or outside Kaltim.
Selain program magang yang ditangani oleh Hupmas, PT Badak juga melaksanakan program Praktik Kerja Lapangan bagi mahasiswa yang memenuhi syarat. Juga telah dilaksanakan Program Magang Operations (sejenis program magang Lab) yang ditangani langsung oleh HRD Department. Perusahaan juga memfasilitasi peserta magang Pemerintah Kota yang dialokasikan ke PT Badak NGL untuk dimagangkan di unit-unit yang sesuai dengan bidang pendidikan peserta magang.
Other than internship programs managed by Hupmas, PT Badak also performed Fieldwork Practice for college students meeting certain criteria. There has also been Operations Internship Program (more or less similar to Lab internships) directly managed by HRD Department. The company also facilitates local government internship participants allocated to PT Badak NGL to perform internships in the units that suit their educational background.

Program Dana Bergulir Sejak tahun 2007 perusahaan telah memproses program dana bergulir sebagai wujud dukungan PT Badak NGL terhadap usaha kecil. Beberapa perbaikan telah dilakukan antara lain bekerja sama dengan pihak ketiga yang kompeten untuk pendampingan. Dana ini diperuntukkan untuk usaha kecil dan menengah, dan pelaksanaannya bekerja sama dengan lembaga keuangan profesional.
Revolving Fund Program Since 2007 the company already processed the revolving fund as a manifestation of the company’s support towards small businesses. Several improvements have been made, among others by working in cooperation with third parties having the competence to provide the stewardship. The fund is intended for small and medium scale business, the implementation of which is in cooperation with professional financial institutions.

Program community development di Bidang Pendidikan tahun 2009 secara umum meliputi penyediaan sarana/prasarana pendidikan, pemberian beasiswa, pemberian dana insentif guru, pemberian buku ajar, dukungan kunjungan industri, Gerakan Orang Tua Asuh (GN-OTA) dan penyaluran bantuan pihak ketiga.

Bantuan ini juga bisa berupa pengadaan peralatan belajar dalam mendukung operasional institusi, sarana pendukung pembelajaran maupun bantuan bahan bangunan.

The assistance can also be in the form of providing learning tools to support the institutional operations, the provision of building materials, and supporting learning tools.

Beasiswa Prestasi mencakup pemberian bantuan pendidikan kepada siswa SD, SMP, SMA, SLB, serta mahasiswa Perguruan Tinggi di Bontang dan Perguruan Tinggi Negeri di Samarinda. Pelaksanaan beasiswa bekerja sama dengan Dinas Pendidikan dan sekolah penerima bantuan. Program ini memberikan dana pendidikan kepada pelajar dan mahasiswa yang berprestasi selama 1 tahun. Sementara itu, untuk mahasiswa Bontang yang sedang penyelesaian tugas akhir, perusahaan memberikan Dana Bantuan Penyelesaian Tugas Akhir yang diberikan dengan syarat-syarat akademis tertentu.
Achievement Scholarship covers the provision of educational assistance for elementary, junior high, high schools, SLB, and college students in Bontang and other state universities in Samarinda. The implementation of the scholarship is in cooperation with the Educational Office and the schools receiving the assistance. The program has given educational financial assistance for students and college students with outstanding academic records for 1 year. Meanwhile, for Bontang college students who are finalizing final project, the company provides Financial Aid for Completion of Final Assignment which are awarded under certain academic requirements.

Program kesempatan belajar di YPVDP diberikan kepada 51 siswa untuk disekolahkan di SMP YPVDP dan 55 siswa terbaik untuk disekolahkan di SMA YPVDP. Seleksi dilaksanakan berdasarkan dua kriteria utama yaitu terbaik di nilai akademik dan memiliki kondisi ekonomi kurang mampu. Selanjutnya, bagi mantan penerima beasiswa ini yang diterima masuk ke Perguruan Tinggi Negeri dengan jalur normal, sejak tahun 2008 Perusahaan memberikan beasiswa berupa biaya SPP per semester.
The learning opportunity in YPVDP is given to 51 students to study in YPVDP Junior High and the best 55 students to study at YPVDP High School. The selection is made based on two main criteria which are having the best academic records and being in unfavorable economic condition. Later, for the ex-receivers of this scholarship being admitted to state universities under normal procedures, since 2008 the Company has provided scholarships in the form of college tuition fees per semester.
Dana Insentif Guru Perusahaan memberikan dana insentif bagi pengajar yang bertugas di wilayah terpencil dan guru yang mengajar di sekolah luar biasa kota Bontang. Bantuan ini selain memang diperlukan secara finansial oleh pengajar, juga bertujuan untuk memberikan semangat atas pengabdian yang tidak biasa tersebut.
Incentives for Teachers The company provides Incentives for Teachers being stationed in remote areas and for teachers to be teaching in special school in Bontang. The assistance is in fact financially needed by the teachers, and is also intended to morally support them for their outstanding dedication.
Perusahaan juga memberikan bantuan insidentil di bidang pendidikan berdasarkan permintaan/proposal dengan tujuan untuk memperlancar kegiatan sekolah baik untuk PBM (Proses BelajarMengajar) maupun kegiatan ekstrakurikuler. Bantuan tersebut diantaranya adalah bantuan dana untuk Eroh Dahana Patra Drum Corps (EDP-DC) untuk peremajaan peralatan Marching Band EDPDC, bantuan dana kepada kegiatan guru dalam rangka peningkatan keterampilan mengajar, bantuan kegiatan siswa, mahasiswa dan guru.
The company also provides incidental assistance in education based on the requests/proposals made for the purpose of facilitating school activities either for teaching-learning activities or for extracurricular activities. Karena pencetakan buku belum bisa mencakup seluruh sekolah, maka PT Badak NGL turut berperan aktif dalam mendukung program tersebut.
Text Books Distribution In cooperation with Kaltim Pos printing, the company published 10,000 Mathematics and English textbooks and distributed them to all schools in Bontang. The textbooks are electronic textbooks whose copyrights have been acquired by the government. Since the book printing has not been able to reach all schools, PT Badak are actively involved in supporting the program.

Gerakan Nasional Orang Tua Asuh (GN-OTA) PT Badak NGL termasuk pekerja dan keluarganya mendukung Gerakan Nasional Orang Tua Asuh (GN-OTA) dimana pengadaan barang dan seleksi anak asuh dilakukan bekerja sama dengan Yayasan GN-OTA Kota Bontang. Jumlah anak asuh tahun 2009 dari PT Badak NGL berkisar lebih dari 1.000 anak. Sumbangan diberikan dalam bentuk alat-alat sekolah.
Foster Parents Movement (GN-OTA) PT Badak NGL including its workers and families support the Foster Parents Movement (GN-OTA) in which the procurement goods and selection of the disadvantaged children are made in cooperation with Bontang’s Foster Parents Foundation. The total of disadvantaged children in 2009 from PT Badak NGL are approximately more than 1,000 children. The donation is provided in the form of school supplies.
Penyaluran Bantuan Pihak Ketiga Program-program comdev dalam bidang pendidikan di Bontang mendapat perhatian dan dukungan dari institusi asing. Salah satu Buyer LNG di Jepang yaitu Osaka Gas Co. Ltd melalui The Osaka Gas Foundation of International Cultural Exchange (OGFICE) ikut memberikan kontribusi bagi kegiatan pendidikan di Bontang yang penyalurannya dilakukan oleh PT Badak NGL.
Distribution of Third Parties Assistance Comdev programs in education in Bontang are noticed and supported by foreign institutions. One of LNG Buyer in Japan, Osaka Gas Co. Ltd, through The Osaka Gas Foundation of International Cultural Exchange (OGFICE) routinely provides educational assistance contribution which the distribution is facilitated by PT Badak NGL.
Selain itu, Pertamina juga mendistribusikan bantuan modal bergulir melalui PT Badak NGL untuk usaha kecil dan koperasi di Kota Bontang.
In addition, Pertamina is also providing revolving fund through PT Badak NGL for small scale businesses and cooperatives in Bontang.
3. Bidang Insfrastruktur Program community development bidang Infrastruktur diutamakan pada hal-hal yang belum tersentuh program Pemerintah, bersifat pioneer yang mendorong pihak lain untuk melanjutkan pembangunan tersebut, mempunyai fungsi mendukung peningkatan ekonomi masyarakat serta mempunyai multiplier effect. Beberapa infrastruktur yang dibangun pada tahun 2009 adalah jalan perintis di Baltim dan Gapura Berbas Tengah.
3. Infrastructure The public development program in infrastructure focuses more on the matters that have not been tapped by government programs, acts as a pioneer that encourages other parties to continue such development, has the functions to support the economic development of public/ human resources and has multiplier effect. Some infrastructure built in 2009 are the opening road in Baltim and Gapura Berbas Tengah.
Infrastruktur pendukung air bersih juga dibangun khususnya bagi pekerja N3 yang selama ini harus mengambil air bersih dari dalam kompleks untuk kebutuhan keluarga. Fasilitas ini juga dapat dimanfaatkan oleh warga sekitar yang memerlukan. Sarana ini dibangun di depan kantor pos PT Badak NGL.
Clean water supporting infrastructure is also built particularly for N3 workers who need to pick up clean water within the complex for family needs. People in surrounding area who need such facilities can also benefit from those facilities. The facilities are built in front of PT Badak’s post office.
4. Bidang Keagamaan Program comdev bidang keagamaan secara umum bertujuan untuk mendukung pembentukan sumber daya manusia yang religius dan berkarakter paripurna. Bantuan keagamaan mencakup bantuan infrastruktur, yaitu pembangunan atau renovasi tempat ibadah masjid dan gereja yang dapat berupa sumbangan material ataupun dana partisipasi. Selain itu juga diberikan bantuan untuk kegiatan keagamaan lainnya seperti peringatan hari besar keagamaan, hari raya (Idul Fithri, Idul Adha, Natal, dll), fasilitas penunjang kegiatan (kitab suci keagamaan, karpet, peralatan ibadah, dll), fasilitas akomodasi, transportasi dan konsumsi bagi para ulama, muballigh, pendeta, dll serta kegiatan Peringatan Hari Besar Islam dan agama lainnya di kota Bontang.
4. Religious Activities Comdev program in religious area is generally intended to support the religious and wholesome human resources characters development. The religious aid covers the infrastructure aid, which is the development or renovation of mosques and churches in the form of material donations or participation fund. Besides, the fund is also provided for other religious activities such as the commemoration of religious festivals, the Holy Days (Idul Fitri, Idul Adha, Christmas, etc), facilities to support the activities (religious scriptures, carpet, tools of worship, etc), accommodation facilities, transportation and consumption for the Scholars, Moslem Preacher, Pastors, etc. as well as the Islamic Holy Day Commemoration and other religions in Bontang City.
Perusahaan juga membagikan paket Lebaran dan Natal untuk petugas yang bekerja di pelayanan umum seperti pasukan kuning, militer, Polri, wartawan, ulama, tokoh masyarakat dan kelompok masyarakat yang membutuhkan termasuk masyarakat kurang mampu di daerah terpencil.
The company also provides Idul Fitri and Christmas package for officers working in public service such as city’s cleaning service officers, military, police, reporters, religious leaders, public figures and certain group of people who are in need including less fortunate people in remote areas.

Bidang Kesehatan Program comdev PT Badak NGL di bidang kesehatan pada tahun 2009 meliputi kegiatan bantuan pengobatan di RS PT Badak NGL bagi masyarakat dan instansi militer di wilayah kota Bontang, pengurus Organisasi Keagamaan (Yaumil, GOPKB, Katolik) yang mengajukan permohonan dan secara ekonomi kurang mampu. Pengobatan hanya untuk penyakit ringan. Sedangkan pengobatan rawat inap tidak diprioritaskan.
5. Health Activities Comdev program of PT Badak NGL in health area in 2009 covers the activities of medication assistance in PT Badak Hospital for public and military in Bontang, the caretakers of religious organization (Yaumil, GOPKB, Catholics) making requests for assistance and being in poor condition. The medication is only for minor diseases and priority is not given to the in-patients.

Kegiatan yang termasuk bidang ini antara lain Erau Pelas Benua di Guntung, Pesta Laut di Bontang Kuala, dukungan pada kegiatan etnis lokal Kalimantan Timur, kegiatan KNPI, Karang Taruna dan sebagainya.
6. Sport, Art, Culture and Youth Activities The company supports public creativity development in sports, art and culture by providing participation fund, equipment or other facilities. The activities in this area are among others Erau Pelas Ocean in Guntung, Sea Festivals in Bontang Kuala, support to East Kalimantan local ethnic activities, KNPI activities, neighborhood youth association (Karang Taruna) and others.
Pada tahun 2009, PT Badak NGL menyelenggarakan dan mensponsori kegiatan LNG Trophy untuk klub-klub Bola Voli di Kalimantan Timur serta mensponsori turnamen bulutangkis antar instansi dan perusahaan se Bontang.

7. Bidang Government and Community Relations Government Relations (GOVREL) adalah dukungan bagi pemerintah sipil dan militer. Seiring dengan semakin mandirinya Pemerintah Kota Bontang, bantuan terhadap instansi sipil di lingkungan Pemerintah Kota Bontang semakin lama semakin mengecil dan dapat dialokasikan ke bidang lain. Pada tahun 2009 perusahaan memberi dukungan pada Polri berupa dua unit rumah Perwira dan satu bis transportasi untuk POLDA Kalimantan Timur.
7. Bidang Government and Community Relations Government Relations (GOVREL) is a support towards civil or military government. Along with the increasingly independent status of Bontang city, support to military and civil government in Bontang is getting decrease and can be allocated to other areas. In 2009 the company provided support to the police of Republic Indonesia by providing 2 housing units for officers and one transportation bus for regional police of East Kalimantan.
Community Relations (COMREL) adalah dukungan terhadap elemen masyarakat misalnya LSM, ormas, organisasi kepemudaan, organisasi profesi, kelompok minat bakat dan kelompok-kelompok lainnya.

Di tahun 2009, Perusahaan melanjutkan upaya menjaring pendapat masyarakat dan menyosialisasikan rencana-rencana program comdev dengan cara komunikasi langsung dengan tokoh masyarakat disekitar Perusahaan. Usaha ini juga dimaksudkan untuk mempererat hubungan sosial antara Perusahaan dan masyarakat.
In 2009, the Company continued the efforts to gather public opinion and to socialize the Comdev program plans by having direct communication with public figures nearby the Company. The efforts are also designed to strengthen the social relations between the Company and public.
PT Badak NGL juga berperan aktif dalam menanggulangi bencana nasional gempa gumi di Jawa Barat dan Sumatera Barat dengan mengumpulkan dana, menyalurkan dana serta memfasilitasi pembangunan infrastruktur di daerah terkena bencana. Tim darurat bencana PT Badak NGL diterjunkan langsung ke lapangan dalam kegiatan tersebut.
PT Badak NGL is also actively involved in responding to the earthquake disaster in East Java and West Sumatera by gathering fund, distributing the aid and facilitating the infrastructure development in the areas stricken by the disasters. Perhatian terhadap pekerja difokuskan pada kegiatan pelatihan dan pengembangan, keselamatan dan kesehatan kerja serta program remunerasi dan benefit.
For PT Badak NGL, workers are partners to grow together. The company encourages all workers to be actively involved in making optimal contributions to the company’s performance. The concern towards workers is focused on the training and development activities, work safety and health programs and remuneration and benefit programs.
Proses rekrutmen calon pekerja dilakukan secara terbuka dan wajar dengan memperhatikan ketersediaan tenaga kerja lokal/nasional. Lowongan pekerjaan untuk tingkat nasional (umumnya tingkat sarjana) dimuat dalam website PT Badak NGL supaya bisa diketahui secara luas. Dalam proses seleksi, pengujian kompetensi akademis, psikologis dan bahasa asing dilakukan oleh lembaga profesional.
The recruitment process for candidates is conducted in an open and fair manner by considering the availability of local/national work force. The vacancy at national level (generally at undergraduate level) is posted in the website of PT Badak NGL so as to enable viewing at wider level. In the selection process, assesment of academic, psychological and foreign language competences are performed by professional institutions.

Jumlah pekerja ini meningkat 2,04% dibandingkan dengan tahun 2008 sebanyak 1.274 orang.

Sepanjang tahun 2009, jumlah pekerja yang diterima sebanyak 120 orang (Pekerja tetap, Trainees Management dan OJT BPS LNG Pertamina) dan pekerja yang keluar sebanyak 91 orang yang disebabkan karena meninggal dunia, PHK APS, PHK normal atau mengundurkan diri. Sementara itu, pekerja yang memasuki Masa Persiapan Purna Karya (MPPK) berjumlah 82 orang yang terdiri dari 77 orang Pekerja Pria dan 5 orang Pekerja Wanita.
During 2009, the total workers recruited were 120 personnel (permanent employees, management trainees and OJT BPS LNG Pertamina). Those leaving the company are 91 personnel, due to death, APS termination, normal termination or resignation. Meanwhile, the workers entering into pre-retirement transition are 82 personnel comprising 77 male and 5 female workers.
Untuk melindungi hak-hak pekerja dan mencegah terjadinya diskriminasi di area PT Badak NGL, perusahaan menerapkan program Equal Employment Opportunity (EEO). Dalam EEO Perusahaan mengatur persamaan hak pekerja, antara lain dalam penerimaan pekerja baru, penggajian, hak pelatihan dan pengembangan karir. To protect the rights of workers and to avoid any discrimination in PT Badak NGL, the company adopts Equal Employment Opportunity (EEO). Program Pelatihan Program Pelatihan dan pengembangan pekerja diberikan sesuai kebutuhan bagi setiap individu yang ditentukan berdasarkan competency matrix untuk tiap-tiap posisi/jabatan. Dengan dibentuknya Badak LNG Learning Center, berbagai pelatihan dalam kategori operasional, manajerial, supporting (bahasa asing, ESQ) dan SHE-Q dapat diselenggarakan secara in house. Selain pelatihan di Bontang, pekerja dikirim untuk pelatihan di pusat pelatihan Lemigas di Cepu atau di lembaga lain di dalam maupun di luar negeri sesuai kebutuhan. Adalah prioritas perusahaan sejak awal bahwa Kilang LNG Bontang harus mampu dioperasikan oleh pekerja Indonesia sendiri.
Training Program The training and development programs for workers are provided in accordance with the needs of each individual determined based on competency matrix for each position/rank. By establishing Badak LNG Learning Center, various trainings in operational, managerial, supporting categories (foreign languages, ESQ) and SHE-Q topics can be conducted in house. Other than the trainings in Bontang, workers are sent out for trainings in Lemigas training center in Cepu or in other institutions, either for domestic or overseas trainings based on needs. It is the company’s priority upon inception that local Indonesia workers should be able to operate Bontang LNG Plant by themselves.

In 2009, the realization of workers training budget is amounting to USD1,650,073, lower by 6.5% compared to that of in 2008. The number of workers having in house, domestic or overseas trainings in 2009 is 4,244 workers, including 434 workers having certification training corresponding to the requirements in his/her duties. Kebutuhan SDM juga dipenuhi melalui program TM (Trainees Management), yaitu program pendidikan untuk calon operator LNG selama 18 bulan tanpa dipungut biaya dan ikatan dinas. Peserta program diutamakan berasal dari masyarakat sekitar yang lulus seleksi. Lulusan pendidikan ini merupakan tenaga kerja terampil siap pakai yang bernilai tinggi. Beberapa lulusan program ini akan direkrut menjadi pekerja Perusahaan, namun PT Badak NGL memberi kebebasan bagi lulusan program TM untuk bekerja di tempat lain.
Human resources needs are also met through TM (Trainees Management) program, which is an educational program for prospective LNG operators for a duration of 18 months without any fees being charged nor any official duty being required. Those graduating from this educational program will turn into ready-touse skilled workers having high economical value. A certain number of graduates from this program will be recruited as the Company’s workers; however, PT Badak NGL provides freedom for the graduates of TM program to work in other places if they desire to do so.
Remunerasi dan Benefit Remunerasi dan benefit bagi pekerja dikaitkan dengan kinerja masing-masing individu. Tidak ada perbedaan besaran remunerasi antara pekerja laki-laki dan perempuan dalam level yang sama. General increase setiap tahun dihitung berdasarkan laju inflasi. Salary Survey secara periodik dilakukan oleh konsultan untuk mengetahui posisi perusahaan dibandingkan dengan perusahaan migas lainnya dan menentukan langkah-langkah perbaikan yang perlu dilakukan.
Remuneration and Benefit Remuneration and benefit for workers commensurate with the performance of each individual. There are no differences in remuneration for male and female workers at the same level. General increase each year is calculated based on inflation rate. Salary survey is periodically made by a consultant to gather information regarding the position of the company compared to other oil & gas companies and to determine the corrective actions that need to be taken.
Untuk pekerja yang memasuki Masa Persiapan Purna Karya (MPPK) di usia 55 tahun, pekerja diberi kebebasan sepenuhnya untuk mengatur sendiri beban pekerjaannya. Pekerja MPPK mendapatkan Asuransi Jiwa Tugu Mandiri (AJTM) dengan premi yang dibayarkan perusahaan. Saat memasuki masa purna karya, selain mendapat uang Jamsostek, pekerja diberikan pesangon dan program pensiun Manfaat Pasti yang dikelola oleh Dana Pensiun Pertamina (DPP) dan untuk pekerja baru akan diberlakukan program pensiun Iuran Pasti yang dikelola oleh Dana Pensiun Lembaga Keuangan (DPLK).
For workers who are entering pre-retirement transition age (MPKK) at 55 years of age, the workers are given full freedom to manage their own work load. The MPKK workers are also given Asuransi Jiwa Tugu Mandiri (AJTM) at a premium paid by the company. Upon entering into retirement age, other than Jamsostek payment, workers are also given separation pay and defined benefit pension plan managed by Dana Pensiun Pertamina (DPP). For new workers, defined contribution pension plan will be provided for them which is managed by Dana Pensiun Lembaga Keuangan (DPLK).
Kebijakan perusahaan terhadap kesehatan merupakan penjabaran dari Perjanjian Kerja Bersama mengenai kesehatan pekerja dan keluarga mencakup tindakan preventif dan kuratif seperti pelayanan kesehatan (klinik, rawat jalan, rawat inap) dan medical check-up untuk pekerja dan keluarga (istri dan anak) baik di Rumah Sakit PT Badak atau di tempat lain dengan rujukan.
The company’s policy towards health facilities is a manifestation of the contents of Collective Labor Agreement which concerns with the health of the employees and their families including preventive and curative actions such as health service (clinical service, in-patients, and out-patiens) dan medical check-up for workers and their families (wives and children) both in the hospital of PT Badak or elsewhere by reference.

Perusahaan juga memberikan berbagai bentuk penghargaan bagi pekerja atas prestasi, loyalitas dan dedikasi, dalam bentuk antara lain: - Penghargaan Pekerja Berprestasi yang ditentukan berdasarkan penilaian kinerja selama satu tahun. - Penghargaan Ulang Tahun Dinas (UTD), yaitu penghargaan yang diberikan bagi pekerja yang masa kerjanya mencapai 10, 15, 20, 25, 30 tahun dan seterusnya dalam kelipatan 5 tahun. Untuk pekerja yang UTD ke 20 diberikan penghargaan berupa paket wisata. - Penghargaan bagi pekerja yang mempunyai inisiatif atau berjasa dalam mencegah terjadinya insiden yang fatal pada peristiwa darurat sehingga menyelamatkan aset perusahaan. - Perjalanan ibadah Haji yang dibiayai perusahaan bagi pekerja yang memenuhi kriteria tertentu.

Industrial and Labor Relations The communication between workers and management is established on a regular basis through Bipartite Cooperation Institution as a communication and consultation forum for labor issues for the purpose of increasing the work productivity and employee welfare.
Hingga bulan Desember 2009, di PT Badak NGL terdapat 2 organisasi Serikat Pekerja yaitu SP-FPLB dengan jumlah anggota sebanyak 972 orang (74,8%) dan SP-LNG Badak dengan jumlah anggota sebanyak 110 orang (8,5%) sedangkan sisanya 218 pekerja (16,7%) tidak ikut keanggotaan dalam kedua Serikat Pekerja tersebut.
As of December 2009, there are two labor unions in PT Badak NGL, namely SP-FPLB with 972 members (74.8%) and SP-LNG Badak with 110 members (8.5%) whereas the remaining 218 workers (16.7%) have no membership in any of them.
Serikat Pekerja sebaga mitra Perusahaan telah menunjukkan peran positif antara lain dalam hal penyusunan Perjanjian Kerja Bersama (PKB) dan penyelesaian masalah-masalah ketenagakerjaan. Perundingan untuk penyusunan PKB dilakukan antara Perusahaan dengan Serikat Pekerja dengan anggota mayoritas, dalam hal ini adalah SP-FPLB. Meskipun demikian, PKB disepakati, disetujui dan diberlakukan bagi seluruh pekerja tetap.
The labor union as the Company’s partner already plays its positive roles, among others, during the preparation of Collective Labor Agreement and during the settlement of labor dispute. The discussion for preparing such agreement is made between the Company and the labor union having the majority of members, which is SP-FPLB. However, such agreements are agreed upon by, approved by and compelled as applicable for all permanent workers.

The Award of Outstanding Employees which is determined based on the annual performance evaluation. The Award of Service Anniversary, which is an award given to the employees whose years of service already reach 10, 15, 20, 25, 30 years and so forth in the multiplication of 5 years. Pakta Integritas Pakta Integritas disusun dengan tujuan membantu seluruh pekerja mengimplementasikan GCG dalam aktivitas operasional seharihari. Pakta Integritas berisi komitmen atau pernyataan janji untuk melaksanakan semua tugas, kewajiban dan tanggung jawab sesuai dengan ketentuan yang berlaku. Pada tahun 2009 telah disusun sebuah buku sebagai panduan rinci mengenai apa saja yang ”boleh dilakukan” dan ”tidak boleh dilakukan” (Do and Don’t) oleh pekerja maupun pimpinan perusahaan.
Integrity Pact The Integrity Pact was prepared for the purpose of facilitating all workers to implement GCG in their daily operating activities. Such integrity pact contains the commitment or pledged statements to perform all duties, obligations and responsibilities in accordance with the prevailing requirements. In 2009, a book was prepared as a detailed guidance concerning the Do’s and the Don’ts for workers and management team members.
Pada bulan Mei 2008 jajaran manajemen menandatangani Komitmen Prinsip-prinsip Dasar Integritas. Setelah itu dilanjutkan dengan serangkaian workshop dan penandatanganan Pakta Integritas bagi seluruh pekerja. Workshop diadakan agar para pekerja memahami secara jelas dan mengerti isi Pakta Integritas yang akan ditandatangani. Sampai bulan Desember 2009, sebanyak 84% pekerja telah mengikuti workshop dan mendatangani Pakta Integritas.
In May 2008, management team signed the Commitment of Integrity Basic Principles. Afterwards, it continues with a series of workshop and the signing of Integrity Pact for all workers. The workshop is held for the reason that all workers would clearly understand the contents of Integrity Pact to be signed. Until December 2009, 84% workers already participated in the workshop and signed the Integrity Pact.

The socialization and the signing of the Integrity Pact will be continued in 2010 covering all workers and outside parties such as contractors and suppliers who perform work in company’s surroundings.
Sebagai sarana untuk menerima pelaporan dugaan berbagai pelanggaran, baik konflik kepentingan, kecurangan, korupsi, pelanggaran terhadap aturan perusahaan, Perusahaan membangun sistem yang disebut Whistle Blower System. Whistle Blower System merupakan wadah terhadap keluhan atau pelaporan yang perlu ditindak-lanjuti oleh fungsi-fungsi terkait dalam perusahaan sesuai dengan tugas dan kewenangannya.
As a means to receive the reports of any indication of violations, either in terms of conflicts of interest, fraud, corruption, violations against the company’s regulations, the Company prepares facilities called Whistle Blower System. Whistle Blower System is a tool for complaints or reports that need to be followed up by related functions in the company in line with its roles and authorities.
Mekanisme penanganan pelanggaran dan ketidak-patuhan disiapkan oleh Internal Audit Department. Aturan yang terkait dengan sanksi dan pertentangan kepentingan diatur dalam PKB V beserta Petunjuk Pelaksanaannya yaitu BAB XVI Pasal 91 dan 93. PKB beserta Juklak ini merupakan kesepakatan antara manajemen dan Serikat Pekerja dan telah disosialisasikan kepada seluruh pekerja.
Mechanism for handling violations and disobedience cases has been prepared by Internal Audit Department. Rules relating to sanctions and conflict of interest stipulated in the PKB V and its Implementation Guide (Juklak) in CHAPTER XVI Article 91 and 93. These guideline was agreement between management and unions and has been communicated to all workers at PT Badak NGL.

Audit Committee Audit Committee is chaired by the Director/General Manager with members, who are Division Managers, Internal Audit Department Manager and F&A Department Manager. Internal Audit As internal control system, the Company established Internal Audit Department which is positioned immediately under the president director to ensure its independence from the activities or from the working units being audited. Internal Audit’s roles and responsibilities are as follows: 1. To prepare strategies, policies and plans for the monitoring activities. 2. To perform activities that may prevent the deviation from happening and to perform assessment on such system on a periodical basis. 3. To perform the monitoring functions on all areas of the company which cover among others: accounting/finance, human resources and operations. 4. To perform the compliance audit. 5. To perform special audit (investigation) to reveal the cases that have the indications of misuse of power, embezzlement, deviation, and fraud. 6. Agus Haryanto (56) menyelesaikan pendidikan S1 Teknik Kimia dari Universitas Diponegoro, Semarang, pada tahun 1981. Kemudian pada tahun 2005 beliau memperoleh gelar Master of Business Administration dari Universitas Prof. Dr. Moestopo.
Mr. Agus Haryanto (56) earned his Chemical Engineering degree from the University of Diponegoro, Semarang, in 1981 and obtained his Master of Business Administration from the University Prof. Dr. Moestopo in 2005.
Merintis karir di PT Pertamina sejak tahun 1981 dengan berbagai penugasan di Direktorat Pengolahan seperti Manager Engineering, Manager Perencanaan, Manager Kilang, General Manager dan Koordinator Transformasi Pertamina Korporat. Pada awal tahun 2008 Agus Haryanto ditugaskan menjadi General Manager PT Badak NGL dan kemudian menjadi Presiden Direktur sejak bulan Juli 2008.
Initiating his career at PT Pertamina since 1981 with several assignments in Directorate of Refining such as Engineering Manager, Planning Manager, Refinery Manager, General Manager and Coordinator of Pertamina Corporate Transformation. In early 2008, Agus Haryanto was assigned as General Manager of PT Badak NGL, and later became the President Director since July 2008.

Nanang Untung (52), adalah sarjana Teknik Kimia dari Institut Teknologi Bandung, lulus tahun 1982. Beliau berkarir di PT Arun LNG Co. selama 14 tahun sampai menduduki jabatan sebagai Technical Coordinator North Sumatra Offshore Project, sebelum kemudian bergabung dalam Pertamina Project Team pada tahun 1996 untuk Proyek Natuna LNG, Proyek Perluasan LNG Bontang untuk Train H dan juga Train I. Pada tahun 2003, beliau menjabat sebagai Business Development untuk Donggi Senoro LNG sebelum ditugaskan sebagai Direktur/GM pada PT Badak NGL di tahun 2008 yang bertanggung jawab atas seluruh pengelolaan Kilang LNG Badak.

Mr. Nanang Untung (52), graduated from the Institute of Technology Bandung with a Degree in Chemical Engineering in 1982. He worked for PT Arun LNG Co. for 14 years with his last assignment as Technical Coordinator North Sumatra Offshore Project before joining Pertamina Project team in 1996 for Natuna LNG, Train H and Train I Bontang LNG Plant expansion projects.
