Het belangrijkste managementprobleem van contact centers Contact centers draaien uiteraard om mensen, en niets is belangrijker voor het goed functioneren dan het vaststellen hoeveel agenten nodig zijn voor het afhandelen van het contactvolume om op basis daarvan een operationeel lange termijn plan te ontwikkelen, waarin het benodigde aantal agenten zo nauwkeurig mogelijk wordt bepaald. Als dat goed gebeurt, loopt alles op rolletjes met precies het juiste aantal medewerkers voor de verwachte werklast. Als dat niet goed gebeurt, wordt de organisatie opgezadeld met aanzienlijke kosten, door de ontevredenheid van klanten en door verspilde salarissen. Bij het oplossen van dit voor contact centers zo belangrijke managementprobleem, is een nieuw specialisme ontstaan: Workforce Management (WFM). WFM lost cruciale bedrijfsproblemen op: het stelt efficiënte roosters vast voor de agenten van het contact center, het helpt met het uitvoeren en handhaven van deze roosters en dat alles voor de diverse soorten contact en communicatiekanalen. Maar, en dat kan verrassend zijn voor contact center managers, Workforce Management-software is geen oplossing voor de meest fundamentele en belangrijkste uitdaging voor contact centers. De meeste systemen kunnen namelijk niet nauwkeurig bepalen hoeveel agenten iedere week moeten komen werken en ze leveren ook geen operationeel plan om ervoor te zorgen dat het bedrijf ook het juiste aantal agenten voor de werkzaamheden in huis heeft. Voor de mensen die in de contact centerbranche werken, en vooral voor hen in Workforce Management, lijkt dat misschien niet waar. Maar WFM-software kijkt niet naar het lange termijn management van de personeelsplanning en houdt geen rekening met de seizoensinvloeden die zo typerend zijn in contact centerland. De focus van WFM is vooral tactisch en beperkt zich in feite tot een prognose voor één tot acht weken. Bijna alle WFM-softwarepakketten houden onvoldoende rekening met de invloed van het seizoen op de planning, bijvoorbeeld de invloed van verschillende seizoenen op het verloop onder de agenten, op de inhoud van de interacties met daardoor afwijkende afhandelingstijden, op het ziekteverzuim of op de contactvolumes. Dat zit nu eenmaal in de opzet. WFM-systemen zijn het beste in het managen van de agenten die u al heeft. Het bepaalt niet hoeveel agenten u zou moeten hebben. Dat gebeurt namelijk in een ander proces met andere analytische stappen. Dit andere proces noemen we meestal langetermijn personeelsplanning of budgetplanning of het capaciteitsplanningsproces. Personeelsplanningen, budgetten en dus ook de totale kosten worden vastgesteld lang voordat het WFM tool zijn tactische werk mag doen. Meestal stellen de capaciteits planners het personeelsbudget en het operationele plan vast. Vervolgens optimaliseert de WFM-software de planning binnen de beperkingen van dat budget. Het plan voor de lange termijn bepaalt dus hoeveel agenten beschikbaar zijn. Bij de meeste bedrijven is deze planning gebaseerd op grote spreadsheets, waarin vaak fouten zijn geslopen en die lastig zijn om mee te werken en te onderhouden. Wie vandaag de efficiëntie van de personeelsbezetting wil verbeteren maakt dan ook de meeste kans op succes door het verbeteren van het proces voor de lange termijn planning en niet door de traditionele WFM-proces te verbeteren.

De rol van het lange termijn planningsproces: daar zit het geld Het proces voor lange termijn planning is ontstaan om het kernprobleem van contact centers op te lossen. Dit probleem is (uitgaand van een inbound contactcenter): gegeven de seizoensinvloeden op de gespreksvolumes, op het verloop van agenten, op het ziekteverzuim, vakantie-aanvragen en andere afwezigheidsfactoren, op de afhandeltijden, gegeven het feit dat al deze zaken verschillen per locatie en het gewenste type personeel, en gegeven de leercurves, de opleidingsperiodes en andere belangrijke en complicerende factoren: hoe manage je als organisatie het personeelsbestand, week op week, zodat het juiste aantal agenten beschikbaar is om te werken op basis van de vraag van de klant? Het management heeft veel knoppen beschikbaar om aan te draaien om agenten efficiënter in te plannen. Zo kunnen contact centermanagers plannen maken voor het werven, ontslaan en outsourcen van medewerkers, alsmede voor seizoenskrachten. Ze kunnen plannen dat stillere periodes worden gevuld met opleidingen, vakanties, het uitlenen van medewerkers aan andere groepen of verplicht verlof (waarbij agenten eerder naar huis worden gestuurd). Ze kunnen personeelstekorten aanvullen met overwerk, tijdelijke agenten, outsourcing en het annuleren van niet-telefonische activiteiten. Ze kunnen plannen dat de afhandeltijd proactief wordt ingekort bij personeelstekort of dat cross sales worden aangeboden bij een personeelsoverschot. Wanneer de complexiteit van meerdere vestigingen, meerdere vaardigheden en meerdere kanalen wordt toegevoegd aan dit kernprobleem, wordt de uitdaging van meer efficiëntie nog moeilijker: er moet met zoveel meer factoren rekening worden gehouden. Een optimale oplossing is uiterst belangrijk. Deze strategische bedrijfsbeslissingen bepalen de belangrijkste kosten van het contact center en niemand wil onnodig geld uitgeven. De belangrijkste functies van de strategische planning voor een contact center zijn onder andere: 1. Voorspellingen doen: inschatten van verwachte volumes, afhandeltijden, uitval en verloop 2. Invloed van het seizoen beheren en beheersen: elke week het juiste aantal agenten kunnen inzetten, rekening houdend met de voor contact centers zo typerende seizoensinvloed 3. Operationele wijzigingen beheren: zorgen voor ‘wat-als-analyses’ voor personeelsbezetting, de configuratie van het contact center, marketing- en verkoopacties, werving en andere strategische vragen 4. De bedrijfsvoering bewaken: zorgen voor regelmatige en tijdige analyses en verklaringen van afwijkingen 5. Zorgen voor analyse: evalueren van servicedoelstellingen en regelmatig de operationele kosten afwegen tegen opbrengsten. Ontwikkelen van de meest kostenefficiënte operationele strategie Gezien het belang van deze strategische planning zou je verwachten dat de meeste grote bedrijven aanzienlijk hebben geïnvesteerd in de optimalisatie van dit proces. Dit is echter niet zo vanzelfsprekend.

Verborgen inefficiëntie in contact centers door de planningsprocedure De meest gebruikte planningstechnologie zijn spreadsheets op basis van de Erlangmethode of op de berekening van de bezettingsgraad van de agenten. De uitvoering van het planningsproces is vrijwel altijd hetzelfde: 1. Verzamelen data over aantallen (volume) en prestaties in het verleden 2. Voorspellen van de benoemde invloeden op de prestaties, met name de gespreksvolumes 3. Uitwerken wekelijkse personeelsbehoefte 4. Plannen ontwikkelen voor werving, flexibiliteit (meer uren/minderuren), overwerk, vakantie en opleidingen. 5. Wervingsplannen omzetten in budget 6. Ontwikkelen van analyses en verklaringen voor varianties Door de complexiteit van de strategische planning en de beperkingen van de toegepaste traditionele technologie (spreadsheets) kunnen analisten niet anders dan werken met aannames en simplificaties om een plan redelijk op tijd af te leveren. Deze aannames en simplificaties leveren veelal (te) hoge kosten op. Maar deze hoge kosten zijn zo goed als onbekend bij het management - ze zijn verborgen - omdat de oorzaken analytisch en complex van aard zijn. Om aan te tonen dat het plan en de uitvoering niet efficiënt zijn, moet ter vergelijking een efficiënter plan worden uitgewerkt. En dat is niet eenvoudig. Zo bewezen in de jaren ‘90 de WFM-systemen dat zij efficiëntere agentenplanningen leverden, door deze te vergelijken met planningen op basis van spreadsheets. Er zijn echter nieuwe planningstechnieken ontstaan die hebben bewezen efficiënter te zijn dan de meeste planningsspreadsheets: 1. Planning gebaseerd op ‘discrete event simulation’. Dit is aantoonbaar nauwkeuriger dan de Erlang-methode of op basis van bezettingsprognoses. Simulatie biedt naast nauwkeurigheid ook nog andere voordelen. De belangrijkste is, het snel kunnen evalueren van bijna alle wat-als-vragen en het nauwkeurig kunnen modelleren van bijna elk contactkanaal in elke gewenste combinatie. Dankzij simulatiesystemen is het mogelijk om multichannel operaties te evalueren. 2. Planning op basis van lineaire programmering levert wiskundig optimale, just-intime personeelsplannen op, inclusief plannen voor werving, ontslag, outsourcing, overwerk, benodigde flexibiliteit, en plannen van vakanties, opleidingen etc. Met spreadsheets is het maken van personeelsplannen, die zo goed mogelijk inspelen op de seizoens invloeden, een volledig handmatig, ad hoc proces. Omdat spreadsheets zo complex zijn, is het niet mogelijk om ze handmatig te optimaliseren (net zoals het onmogelijk was om planningen handmatig te optimaliseren voordat WFM-algoritmes werden gebruikt). Door het beschikken over een vergelijkingspunt kunnen we aantonen welke punten voor verbetering vatbaar zijn en wat hun typische toegevoegde waarde is voor de bedrijfsvoering. Met systemen die het planningsproces automatiseren en optimaliseren, zoals Interaction Decisions™, zijn de kosten te kwantificeren die gepaard gaan met missers in spreadsheets. We noemen er hier een aantal die leiden tot extra kosten voor het contact center.

Veel voorkomende en dure bronnen van verborgen kosten als gevolg van spreadsheettechnologie De volgende lijst bevat punten waarvoor nieuwe technologie nodig is, zoals de aankoop of de ontwikkeling van op simulatie gebaseerde planningstechnologie, naast zaken die vaak in de huidige spreadsheetinfrastructuur kunnen worden geïntegreerd. Allemaal zijn ze een verbetering van de plannen en dragen bij aan een hogere efficiëntie van de bedrijfsvoering. 1. Shrinkage als een constante: veel organisaties nemen in hun plannen aan dat alle elementen van shrinkage (bijvoorbeeld ziekteverzuim) het hele jaar constant zijn. Dat is gewoon niet waar en bovendien is seizoensgebonden shrinkage zeer voorspelbaar aan de hand van de gebruikelijke forecastingmethodes. Door er vanuit te gaan dat shrinkage niet seizoensgebonden is, heeft het plan een ingebouwde inefficiëntie die gemakkelijk kan worden vermeden. 2. Aannemen dat verschillende contact center vestigingen zich gelijk gedragen: om het planningsproces te versnellen, gaan veel organisaties er vanuit dat al hun contact center vestigingen precies hetzelfde gedrag vertonen: dezelfde afhandeltijden, dezelfde shrinkage patronen, hetzelfde personeelsverloop, enzovoort. Dat is geen juiste aanname omdat de meeste contact center vestigingen hierin verschillen. Wie uitgaat van een gemeenschappelijke efficiëntie negeert deze verschillen in de resulterende plannen, waarin de minst efficiënte centers op dezelfde manier worden benaderd als het efficiëntste center. Dat leidt in zijn geheel genomen juist tot meer inefficiëntie. 3. De spreadsheet is te omslachtig voor de meeste wat-als-analyses: Het is een waarheid als een koe en een cliché dat je software af en toe zou moeten weggooien en opnieuw moet schrijven. Dit geldt zeker voor planningsspreadsheets. Ze worden vaak ontwikkeld voor beperkt gebruik maar groeien om tegemoet te komen aan een toenemend aantal vragen. Die regelmatige toevoegingen leiden tot een veel complexer en moeilijker te onderhouden product. Het spreadsheet dat een niet al te complexe wat-als-vraag niet accuraat kan doorrekenen in pakweg een uur, zou opnieuw ontworpen moeten worden of de organisatie moet investeren in een gespecialiseerd systeem van een externe partij. Wat-als-vragen uitgebreid kunnen beantwoorden met accurate en snelle analyses is uitermate waardevol. Evenzeer is het voor wat-als-analyses nodig dat de relatie bekend is tussen servicedoelstellingen en verwachte kosten. Maar ook, zelfs nog belangrijker, dat de relatie wordt vastgesteld tussen de beschikbare medewerkers en de verwachte service. Bijvoorbeeld de vraag ‘hoe zullen onze service levels er week op week uitzien in het komende half jaar als we niet snel genoeg nieuwe mensen kunnen aannemen?’ zou een eenvoudig te beantwoorden wat-als-vraag moeten zijn in het planningsproces. Gebruik makend van deze beide invalshoeken worden analyses van de onderlinge wisselwerking praktisch en mogelijk. Het tekenen van twee eenvoudige grafieken, namelijk 1) beschikbaar personeel versus verwachte service en 2) verleende service versus variabele arbeidskosten, levert een inzichtelijk beeld op waaruit de de meest optimale servicedoelstelling voor het contact center naar voren komt. Dit is een eenvoudig te ontwikkelen analyse wanneer het planningssysteem is geautomatiseerd en het onderliggende analysemodel flexibel is.

4. Het personeelsplan moet worden ontwikkeld op basis van wiskundige optimalisatie-algoritmes: het plannen voor werving, overwerk, te beheersen shrinkage, overwerk en flexibiliteit, in combinatie met de typische seizoensinvloeden behoort tot wat de wiskunde “combinatorische problemen” noemt. In het kort komt het hierop neer dat voor het oplossen van combinatorische problemen veel mogelijke oplossingen moeten worden geëvalueerd, veel meer dan handmatig mogelijk is in een spreadsheet. En toch is dat de manier waarop onze branche dit complexe planningsprobleem meestal oplost. Zoals WFM de efficiëntie van agentenplanningen heeft verbeterd door het toepassen van optimalisatie algoritmes, zo kan de efficiëntie van plannen sterk worden verbeterd door vergelijkbare wiskundige methodes toe te passen, zoals lineaire programmering. Het komt regelmatig voor dat een contact center de personeelskosten met wel 5% kan terugbrengen, gewoon door te automatiseren en betere algoritmes te gebruiken voor het oplossen van dit complexe probleem. 5. Modelvalidatie is vereist: één van de eerste lessen bij wiskundige modellering is het benadrukken dat modellen die gedrag voorspellen of de resultaten beschrijven van een systeem bij verschillende belasting, moeten worden gevalideerd op nauwkeurigheid. Om betrouwbaar te zijn moet een computermodel bewijzen dat het juist is of in ieder geval moeten duidelijk zijn welke onzekerheden er in zitten. De meest basale oefening in computermodellering voor strategische planning is het vaststellen van het aantal agenten dat nodig is om het werk uit te voeren dat past bij het verwachte contactvolume. Gegeven het verwachte contactvolume en verwachte afhandeltijden: hoeveel agenten zijn dan nodig om de gewenste servicedoelstelling te behalen? Deze ene modelleringsstap vormt de basis van bijna alle andere planningsanalyses.
Veel voorkomende oorzaken van verborgen kosten als gevolg van het management van planningsprocessen Bedrijfsprocessen worden vaak ontwikkeld op basis van beschikbare technologie in plaats van andersom zoals eigenlijk logischer zou zijn. De bedrijfsprocessen rondom het planningsprobleem van het contact center zijn vaak de dupe van de onvolmaaktheden van de traditionele spreadsheettechnologie. Dit zijn enkele veel voorkomende oorzaken van kosten die gepaard gaan met het bedrijfsproces van de planningsontwikkeling: 1. Gebruik van streefdoelstellingen: het is een standaard werkwijze om een verbeteringsproject apart te noemen in het budget. Een manager die bijvoorbeeld een verbetering voor een contact center wil uitvoeren, moet de verwachte operationele opbrengst (bijvoorbeeld een daling van de afhandeltijd) vaststellen en die wordt dan toegevoegd aan het strategische plan en het budget. Het is duidelijk dat voor veel projecten de voorgestelde verbetering ”nattevingerwerk” is. Maar eventuele niet-verwezenlijkte opbrengst die gekoppeld is aan een project wordt via de streefdoelstelling in het operationele plan ingebakken. Dat kan vervelende consequenties hebben voor de bedrijfsvoering, omdat veel contact centerplannen zeer gevoelig zijn voor de timing van bepaalde beslissingen, zoals bijvoorbeeld die om nieuwe mensen aan te nemen.

Wanneer een bedrijf een operationeel plan uitwerkt met verschillende lagen van “nattevinger”-verbeteringen, dan is het succes van dit plan steeds afhankelijker van het succes en de timing van dergelijke projecten. Hoe meer streefdoelstellingen worden opgenomen, hoe groter de operationele risico’s voor het bedrijf. 2. Planning by committee: vaak leveren verschillende lagen binnen organisaties input voor het budget, maar slechts weinig beschikken echt over kennis en kunde. Voor de grootste post in het budget, de variabele arbeidskosten, is de belangrijkste expert vaak de bescheiden analist die het personeelsplan opstelt. Gezien de dynamische infrastructuur van het moderne contact center hebben de meeste contact center managers bijvoorbeeld minder kennis van het vaststellen van het lange termijn personeelsplan dan de centrale planner, omdat deze beschikt over een totaaloverzicht. Luister vooral naar deze analist. 3. Een kortzichtig beeld: een fout die sommige contact centerorganisaties maken bij het ontwikkelen van lange termijn capaciteits plannen is dat ze beslissingen voor de lange termijn nemen op basis van een analyse van de korte termijn. Door de seizoensinvloed op de bedrijfsvoering is het van cruciaal belang dat de analyses rekening houden met ten minste één volledig seizoen vanaf de datum van de beslissing, bijvoorbeeld als wordt bepaald wanneer en waar nieuwe agenten moeten worden aangenomen. Voortschrijdende planningen op basis van een periode van achttien maanden zijn absoluut een best practice. 4. Variantie als een vroege waarschuwing voor operationele wijzigingen: planners weten het over het algemeen zeker: de meeste variantiemetingen zijn er alleen maar om de organisatie te vertellen dat de oorspronkelijke forecast en het oorspronkelijke plan fout zijn en om daarna de planners om de oren te slaan met die fout. Maar de beste organisaties gebruiken varianties om te plannen, niet om een schuldige aan te wijzen. Zij monitoren de organisatie op veranderingen in de belangrijke succesfactoren om de juiste beslissingen te kunnen nemen om op deze wijzigingen in te spelen. 5. Ontwikkelen van één plan: de meeste organisaties ontwikkelen één plan (al is het dan in herhalende stappen). De beste organisaties, namelijk zij met een geautomatiseerd, snel en wiskundig geoptimaliseerd planningsproces, gebruiken hun planningsproces om meerdere concurrerende operationele plannen op te stellen, zodat ze het risico van elk potentieel plan kunnen evalueren. Met een snel en accuraat planningssysteem kunnen plannen snel worden geëvalueerd en de bedrijfsvoering gesimuleerd om na te gaan hoe gevoelig die is voor de belangrijkste aannames in de planning. Als bijvoorbeeld bekend is dat de volumes onregelmatig zijn (bijvoorbeeld bij een veranderlijke economie), heeft het niet veel zin om maar één forecast voor het volume te hebben. Het is veel slimmer om meerdere personeelsplanningen te evalueren op basis van verschillende volumescenario's. Op deze manier kunnen variabele arbeidskosten en operationele risico’s worden vastgesteld en overwogen alvorens te beslissen over een officieel operationeel plan. In bovenstaand voorbeeld zijn de volumes niet voorspelbaar, maar het operationele risico is dat wel. Toch wordt deze modelleringsstap zelden gevalideerd in de contact centerbranche. Als het computermodel dat de arbeidskosten van het contact center bepaalt niet bewezen betrouwbaar is, dan zijn de resultaten altijd, terecht, dubieus te noemen.

Verborgen kosten zijn makkelijk te vinden De verborgen kosten verdwijnen praktisch helemaal met een geautomatiseerd, gevalideerd en geoptimaliseerd operationeel planningsysteem, gecombineerd met een gedisciplineerd en gericht planningsproces en managementteam. Het goede nieuws is het bestaan van geavanceerde modelleringstechnieken zodat de ouwe, trouwe, onpraktische spreadsheet niet langer noodzakelijk is. Onze bedrijfsprocessen zijn ooit gegroeid rond een sub-optimale planningstechnologie en de oude en lastige spreadsheettools zijn dankzij betere modelleringstechnieken overbodig geworden. Er zijn nieuwe managementprocessen ontstaan die gretig gebruik maken van de nieuwe business intelligence. De voordelen van de verbetering van het proces zijn enorm. Betere plannen leiden zowel tot lagere kosten als tot consistentere operationele plannen. Het leidt tot betere kennis van de operationele risico's die gepaard gaan met managementbeslissingen. Het zorgt voor goed onderbouwde antwoorden op bedrijfsvragen die voordien vaak op gevoel werden beantwoord. Met een verbeterd planningsproces kunnen leidinggevenden niet alleen beter reageren op het kernprobleem van de planning maar ze weten ook hoeveel agenten ze in dienst moeten hebben terwijl ze tegelijkertijd over de tools beschikken om de planning mee te laten bewegen met de seizoensinvloed op de vraag.

Vervolgens werkte Ric als Director of Management Science bij Partners First, waar hij onder andere verantwoordelijk was voor de gedetailleerde modellering van portfoliorisico's, naast predictive en prescriptive marketing- en operations engineering.
