Arbeidsvoorwaarden CAO-onderzoekinstellingen In de in 2008 afgesloten CAO die een looptijd heeft tot 1 juli 2010 zijn afspraken opgenomen met betrekking tot het verrichten van een aantal studies naar onder meer een nieuw levensfasebewust personeelsbeleid, professionele ontwikkelingsplannen, werken na 65 jaar en aanpassing van de standaardomvang werkweek. In eerste instantie zijn in commissieverband deze studies uitgevoerd waarna in het najaar van 2009 het overleg over deze dossiers met de werknemersorganisaties is gestart. De opname van een “experimenteerartikel” in de CAO ten behoeve van “tenure track” heeft er toe geleid dat in 2009 drie onderzoekers in aanmerking zijn gekomen voor een tenure track positie. In het kader van de professionele ontwikkelingsplannen zijn er in 2009 werkconferenties en workshops voor leidinggevenden en werknemers georganiseerd.
Arbeidsvoorwaarden op maat (AVOM) Wederom blijkt AVOM uit het arbeidsvoorwaardenpakket dat de CAO biedt een succes te zijn. Voor het eerst kon men in 2009 gebruik maken van een (fiscale) woonwerkvergoeding. Van deze mogelijkheid hebben 125 medewerkers gebruik gemaakt waarmee een, voor werkgever NIOZ financieel neutraal bedrag was gemoeid van € 75.000,De overige AVOM-doelen zijn als volgt verdeeld: Verkoop verlofuren

Individueel Klachtrecht Het NIOZ beschikt over een regeling Individueel Klachtrecht. Deze regeling biedt werknemers de mogelijkheid om klachten, over een gedraging door of vanwege de werkgever bespreekbaar te maken en te doen onderzoeken. In 2009 zijn er bij de Klachtadviescommissie geen klachten ingediend.
Personeel (wetenswaardigheden) In 2009 waren bij het NIOZ medewerkers aangesteld uit 18 verschillende landen hetgeen een afspiegeling vormt van de internationalisering van het wetenschappelijk onderzoek. Vanaf het jaar 2000 was er sprake van een daling van het percentage personeel dat een fulltime dienstverband had (91% in het jaar 2000 tegen 87,5% in 2007). Sinds 2007 neemt het aantal fulltimers weer toe (bijna 89% in 2009). In 2009 waren er bij het NIOZ meer vrouwelijke onderzoekers in opleiding werkzaam dan mannelijke. In 2009 zijn er door de afdeling P&O ruim 90 mutaties uitgevoerd op het gebied van indiensttredingen, verlengingen van arbeidscontracten e.d. Het aantal medewerkers met een tijdelijk dienstverband (onderzoekers in opleiding, postdoc`s, onderzoekondersteunend personeel) is ten opzichte van 2008 toegenomen - zie grafiek hieronder. De daling van het verlofstuwmeer in de achterliggende jaren is in het jaar 2009 gestabiliseerd. Dit wordt voornamelijk veroorzaakt door de instroom van medewerkers op basis van een aanstelling krachtens artikel 9.6 van de CAO

(aanstelling op basis van externe financiering) – zie grafiek hieronder. Het medewerkersonderzoek is in de maand december van start gegaan. De respons bedroeg 75%. In het eerste kwartaal van 2010 zullen de resultaten bekend worden gemaakt.
In company cursussen In 2009 zijn er voor beginners en gevorderden cursussen Nederlands gegeven. Ook hebben Nederlandstalige medewerkers cursussen Engels gevolgd. Het NIOZ kan voor deze cursussen een beroep doen op een vaste docente (Lijntje Pronk) die op flexibele tijden in groepsverband en zonodig op individuele basis deze lessen kan geven. Uit de evaluaties blijkt dat de ervaringen zeer positief zijn.
Arbo- en milieu Beleid Met betrekking tot de Risico Inventarisatie & Evaluatie (RI&E) wordt, vanwege de doorlopende renovatie van het gebouw, vooraf aan de uitvoering van de werkzaamheden en inrichting advies gegeven over de arbo- en milieu aspecten. Voor de bouwdelen die inmiddels gerenoveerd zijn zal komende tijd een RI&E uitgevoerd worden. Voor het ballastwaterproject is deze inmiddels afgerond en voor de afdeling Mariene Ecologie is deze in de afrondingsfase. Binnen de afdeling Marine Technologie zijn procedures gestart om een machineveiligheids- checklist vorm te geven met als doel om nieuwe te ontwerpen c.q. te bouwen machines te beoordelen of deze voldoen aan de CE richtlijn. Door de werkgroep Arbonet, waarin arbofunctionarissen uit de NWO-koepelorganisatie vertegenwoordigd zijn, is in 2009 veel werk verricht teneinde een Arbocatalogus voor de WVOI-onderzoekinstellingen op te stellen. Dit als gevolg van veranderde regelgeving in de Arbowet waarbij het accent komt te liggen op de gezamenlijke verantwoordelijkheid van werkgevers en werknemers voor arbo-aangelegenheden. Voor het komende jaar wordt door de gezamenlijke WVOI instellingen verder gewerkt aan het implementeren van de arbocatalogus. De catalogus beschrijft onder andere de onderwerpen Beeldschermwerk, Bedrijfshulpverlening, Elektriciteit, Psychosociale arbeidsbelasting, Ver- en Nieuwbouw werkzaamheden en Binnenklimaat. De onderdelen Beeldschermwerk en Elektriciteit zijn inmiddels goedgekeurd door de arbeidsinspectie en zijn gepubliceerd op de website van de WVOI.

Arbo- en Milieucommissie De Arbo- en Milieucommissie heeft een adviserende en signalerende taak naar de directie en ondernemingsraad op het gebied van veiligheid en milieu. De commissie is breed van samenstelling, met leden uit verschillende geledingen en afdelingen. Ongevallen Het afgelopen jaar is het instituut vrijgebleven van ongevallen. Veiligheids- en milieuzaken In oktober is de nieuwe Milieuvergunning afgegeven door de Gemeente Texel. De vergunning vervangt de oude vergunning uit 1996 en is daarmee weer actueel met de wet- en regelgeving. Naar aanleiding van de toekomstige onderzoeken binnen het Ballastwaterproject is er een lozingsvergunning aangevraagd bij Rijkswaterstaat voor het lozen van zeewater. Voor de proefopstelling t.b.v. onderzoek naar zeewier en schelpdieren is er een lozingsmelding gedaan bij Rijkswaterstaat. Bedrijfsgezondheidszorg De opvarenden van de schepen en de leden van de bedrijfsbrandweer zijn dit jaar weer periodiek gekeurd en goed bevonden. Ook zijn er niet reguliere keuringen uitgevoerd voor personeel dat voer op buitenlandse schepen. Ziekteverzuim Het totale ziekteverzuim (3,9%) over 2009 is nagenoeg gelijk aan dat van het jaar 2008. Het verhoogde percentage bij de vrouwelijke wetenschappers wordt veroorzaakt door perioden van zwangerschaps- en bevallingsverlof. Landelijk lag het ziekteverzuim over 2009 op gemiddeld 4,45%. Bedrijfshulpverlening De organisatie bestaat uit een tweetal onderdelen, bedrijfsbrandweer en EHBO. Het EHBO team bestaat uit 11 leden. De bedrijfsbrandweer bestaat momenteel uit 10 manschappen. De formatie houdt rekening met 13 manschappen, zodat er nog vacatures te vervullen zijn. Om de inzetbaarheid van de leden van de bedrijfsbrandweer en de EHBO te garanderen zijn er de afgelopen jaar diverse trainingen en cursussen gevolgd.

Verslag van de ondernemingsraad De personele samenstelling van de OR wijzigde aan het begin van het jaar: Klaas Timmermans (voorzitter en vertegenwoordiger wetenschappelijk personeel) verliet de OR. Tot de OR traden toe Corina Brussaard en Theo Gerkema, beiden het wetenschappelijk personeel vertegenwoordigend. Gedurende de eerste maanden van het jaar trad Swier Oosterhuis (plv. voorzitter, vertegenwoordiger onderzoeks- en laboratorium medewerkers) als interim voorzitter op; in het voorjaar werd Theo Gerkema tot nieuwe voorzitter verkozen. De overige leden waren: Maarten Mulder (secretaris, vertegenwoordiger onderzoeks- en laboratorium medewerkers), Ruud Witte (plv. secretaris, vertegenwoordiger technische en ondersteunende diensten en stafeenheden), Sander Asjes (vertegenwoordiger technische en ondersteunende diensten en stafeenheden), Francien Peterse (vertegenwoordiger personeel in tijdelijke dienst) en Klaas Kikkert (vertegenwoordiger varend en havenpersoneel). Op 15 januari, 20 maart (*), 3 april, 28 mei, 15 oktober, 19 november, 20 november (*) hebben formele overlegvergaderingen met de directie plaatsgevonden, waarbij twee keer (namelijk op de met een * gemarkeerde data) ook het bestuur vertegenwoordigd was. De notulen van de vergaderingen zijn te lezen op de NIOZ intranet website van de ondernemingsraad. Er zijn daarnaast diverse informele overlegvergaderingen met zowel de directie als de hoofden van personeelszaken en financien gevoerd. Het overleg met de directie betrof in het bijzonder de volgende onderwerpen: De aanstelling op een contract voor onbepaalde duur op externe financiering. Op deze contractvorm waren reeds een aantal post-docs aangesteld, zonder dat evenwel transparant was aan welke eisen ze moeten voldoen om hiervoor in aanmerking te komen. Op aandringen van, en in nauw overleg met de OR, heeft de directie de criteria vastgelegd. Het oprichten van zogenaamde ondersteunende laboratoria. De directie heeft een document opgesteld, waarin de plannen voor de opzet van de laboratoria uiteengezet worden. Dit document is ter commentaar aan de OR voorgelegd. Het document van de directie, evenals de reactie van de OR, zijn via intranet bekend gemaakt. De discussie hierover is nog gaande, en zal mede gevoed worden door de evaluatie van het Planktonlab, die in 2009 begonnen is. Dit onderwerp is derhalve nog niet afgerond. In het overleg met het bestuur heeft de OR er op aangedrongen, tijdig te beginnen met het zoeken naar een nieuwe directeur ter opvolging van Carlo Heip. Inmiddels heeft het bestuur een benoemingsadviescommissie ingesteld. Diverse uitvoeringsregelingen (UR’s) werden in overleg met de OR kritisch bekeken en waar nodig aangepast. In het bijzonder werd met betrekking tot de volgende onderwerpen instemming verleend: 13 januari: instemming UR Ziekte en Herstel; 17 maart: instemming aangepaste UR Werktijden; 7 april: instemming UR Vergoedingen en tegemoetkomingen; 26 mei: instemming UR Vakantiewerkers; 9 juni: instemming UR Bijzondere Toelagen; 1 september: positief advies instelling KNAW/NWO Commissie Herschikking CEME.

Verslag van de activiteiten van de PV In 2009 is Janine Nauw het bestuur komen versterken waarna ze direct het kinderfeest is gaan organiseren. We hebben het kinderfeest uit huis georganiseerd vanwege de verbouwing. Er is een kindervoorstelling met maaltijd bezocht in Klif 12 . Als NIOZ-uitje hebben we 's ochtends op de akkers van Den Hoorn gegolfd. Daarna zijn we fysiek getest op het strand bij paal 9 tijdens een zware meerkamp. In december hebben we een kleine Sinterklaas attentie uitgedeeld en later in de maand was de kerstborrel weer een succes.

Journal of Sea Research The Journal of Sea Research is an international and multidisciplinary periodical on marine research, with an emphasis on the functioning of marine ecosystems in coastal and shelf seas, including intertidal, estuarine and brackish environments. As several subdisciplines add to this aim, papers are being published from the fields of marine biology, marine chemistry, marine sedimentology and physical oceanography, provided they add to the understanding of ecosystem processes. In addition to its regular issues, the Journal publishes special issues which bundle articles addressing, and often reviewing, a specific scientific theme. In 2009, the Journal published volumes 61 and 62, each consisting of four issues and together comprising 54 research papers. The issue 61(1-2) comprised the Proceedings of the “Long-term Phytoplankton Time Series, Time Series Data Relevant to Eutrophication and Ecological Quality Indicators [WKEUT] Mangrove Macrobenthos Meeting II”. The issue 62(3-4) comprised the papers dedicated to “Metabolic organization: 30 years of DEB applications and developments”. The impact factor of the Journal of Sea Research continued to be higher than 2.0 for the third year in a row.
