Arbeidsvoorwaarden CAO-onderzoekinstellingen De CAO-onderzoekinstellingen, die in 2008 was afgesloten, liep op 1 juli 2010 af. Onderdeel van deze CAO vormde nog per 1 januari 2010 een verhoging van de salarissen met 1,6%. Na enkele verkennende gesprekken tussen de werknemersorganisaties en de WVOI-werkgevers tijdens de eerste helft van 2010, werden in oktober de nota`s van inzet van bonden en werkgevers wederzijds toegelicht. Na enkele bijeenkomsten bleek al snel dat de loonparagraaf het struikelblok zou gaan vormen. Partijen lagen ten aanzien van dit dossier (te) ver uit elkaar. In november kwamen de partijen overeen om een gezamenlijk persbericht uit te brengen waarin werd aangekondigd dat in onderling overleg besloten was om de CAO-onderhandelingen te verdagen tot maart 2011. Hopelijk zou er tegen die tijd meer duidelijkheid bestaan over de economische situatie en de CAO-ontwikkelingen bij de andere (overheids-)sectoren. Tevens werd overeengekomen om de tussenliggende periode te benutten om een aantal studies naar andere dossiers voort te zetten. Met name zou nog meer vorm en draagvlak verkregen moeten worden aan het dossier ‘levensfasebewust personeelsbeleid’.

Medewerkersonderzoek In het voorjaar zijn door onderzoeksbureau Effectory de resultaten bekend gemaakt van het op het NIOZ in december 2009 gehouden Medewerkersonderzoek. De uitkomsten van dit onderzoek staken gunstig af tegen de uitkomsten van het eerste onderzoek, dat in 2006 werd gehouden De respons was 75%. De algemene tevredenheid leverde een score op van 8,1. Bij het vorige onderzoek kwam deze score uit op 7,6. Ook bij alle 9 hoofdvragen, die weer onderverdeeld waren in meer specifieke subvragen, te weten: werkzaamheden – arbeidsomstandigheden – werkdruk – collega’s – afdelingshoofd – organisatie – ontwikkelingsmogelijkheden – beloning – communicatie, vielen de scores hoger uit dan bij het vorige onderzoek. De resultaten van het onderzoek zijn NIOZ-breed bekend gemaakt en besproken in de diverse overleggremia (MT – OR – Bestuur) en op afdelingsniveau. In de zomer ontving het NIOZ van Effectory het bericht dat het NIOZ genomineerd was voor de 50 beste werkgevers. Totaal hadden 378 organisaties zich gemeld (organisaties die het medewerkersonderzoek door andere bureau`s hadden laten uitvoeren en organisaties die door Effectory zelf op de lijst waren geplaatst). Uit het totaal van 378 organisaties werd een onderscheid gemaakt tussen organisaties met meer dan 1000 en minder dan 1000 werknemers. De algemene tevredenheid van de medewerkers over de organisatie als geheel bepaalt de beste werkgeversscore van een werkgever. Het Nederlandse gemiddelde ligt op 7,4. Ook voor de thema’s leiderschap, ontwikkelingsmogelijkheden, engagement en werksfeer vielen prijzen in de wacht te slepen. Binnen de categorie “minder dan 1000 werknemers” belandde het NIOZ uiteindelijk op de 12e plaats; een resultaat waar wij trots op zijn!

Charter Talent naar de Top Op 24 maart is op het NIOZ door de directie de Charter Talent naar de Top ondertekend. De Charter richt zich op het voeren van beleid om toestroom, doorstroom en behoud van meer vrouwelijk talent in topfuncties in organisaties te bevorderen. De ondertekenaars van deze landelijk opgezette Charter committeren zich om hiertoe voor een termijn van drie tot vijf jaar, al dan niet binnen het reeds bestaande diversiteitsbeleid, kwantitatieve doelen op te stellen. Deze kwantitatieve doelstellingen zijn organisatiespecifiek en afhankelijk van de startsituatie waarin organisaties zich bevinden.

Arbocatalogus Na positieve toetsing door de Arbeidsinspectie heeft begin 2010 de Arbocatalogus zijn intrede gedaan met de hoofdstukken Beeldschermwerk / RSI en Elektriciteit. Voor de totstandkoming van de Arbocatalogus kwam de WVOI (Werkgeversvereniging Onderzoekinstellingen) in aanmerking voor een subsidie van het Ministerie van Sociale Zaken en Werkgelegenheid van € 50.000,In de loop van 2010 zijn de hoofdstukken Bedrijfshulpverlening, Psychosociale arbeidsbelasting, Ver- en Nieuwbouwwerkzaamheden gereed gekomen en ter toetsing ingediend bij de Arbeidsinspectie. Het hoofdstuk Binnenklimaat werd eind 2010 afgerond. 11 Annual report 2010

Arbeidsvoorwaarden op maat (AVOM) Van de (fiscale) woonwerkvergoeding hebben in 2010 152 medewerkers gebruik gemaakt waarmee een, voor werkgever NIOZ financieel neutraal bedrag was gemoeid van ruim € 86.000,De overige AVOM-doelen zijn als volgt verdeeld: Verkoop verlofuren

Individueel Klachtrecht Het NIOZ beschikt over een regeling Individueel Klachtrecht. Deze regeling biedt werknemers de mogelijkheid om klachten over een gedraging door of vanwege de werkgever bespreekbaar te maken en te laten onderzoeken. In 2010 zijn er bij de Klachtadviescommissie geen klachten ingediend.

Personeel (wetenswaardigheden) Onderstaande taartpunten laten zien welke activiteiten de “gemiddelde” werknemer uitvoert. In beide jaren kunnen we zien dat gemiddeld 65% van de te verantwoorden tijd op het instituut wordt gemaakt. Andere grotere activiteiten zijn dienstreizen, vaartochten en vakantie. Het is aardig om te zien dat de vaartochtbijdrage in 2010 lager is dan in 2009; dit komt vooral doordat de Pelagia een aantal maanden in het dok heeft gelegen voor gepland groot onderhoud na 20 jaar trouwe dienst. De grootste en opvallendste stijger is het thuiswerk. In 2009 bedroeg thuiswerk 0.9%, terwijl dat in 2010 1.5% was. In absolute zin nog steeds niet veel, maar wel een stijging van 66%. Mogelijk is dit veroorzaakt door overlast als gevolg van de renovatie en het schrijven van dissertaties.

Arbo en milieu Inleiding In dit verslag wordt gerapporteerd over de belangrijkste activiteiten op het terrein van arbo en milieu die in 2010 hebben plaatsgevonden. Beleid Met betrekking tot de Risico Inventarisatie en Evaluatie (RI en E) wordt er, vanwege de doorlopende renovatie van het gebouw, vooraf aan de uitvoering van de werkzaamheden en inrichting advies gegeven over de arbo- en milieuaspecten. Voor de bouwdelen die recentelijk gerenoveerd zijn, zoals de bouwdelen die de administratie en Biologische Oceanografie betreffen, zal komende tijd een RI en E uitgevoerd worden. Voor de afdeling Mariene Ecologie en voor het onderzoeksvaartuig de RV Pelagia, heeft dit in het afgelopen jaar geresulteerd in een plan van aanpak.


Ten opzichte van 2009 is het personeelsbestand in 2010 met 10% gegroeid. Deze groei wordt voornamelijk veroorzaakt door de toename van het aantal medewerkers dat op tijdelijke basis ten behoeve van projectonderzoek wordt aangesteld. In onderstaand taartmodel is de functieverdeling weergegeven. Niet meegenomen zijn gastonderzoekers, onderzoekers (in opleiding) die elders een dienstverband hebben maar op het NIOZ werkzaam zijn, masterstudenten en HBO en MBO stagiaires.

NIOZ formatie als percentage van het totaal aantal FTE's (225.49) op 31 december 2010. Het totaal aantal werknemers bedroeg 251 (master studenten, HBO- en MBO-stagiares niet meegerekend).

Opleiding en training In april en in oktober is in huis de workshop “How to write a scientific paper” gehouden, gedoceerd door Stefan Schouten en Geert Jan Brummer. In totaal hebben hier 19 OIO-ers/Masterstudenten aan deelgenomen. Highland statistics heeft in 2010 een aantal statistiek trainingen verzorgd: april 2010 MEE (mixed modeling course: 10 deelnemers) oktober 2010 BIO (introductory statistics course: 12 deelnemers) december 2010 MEE (InPlace project: 8 deelnemers). Stuurlieden en gezagvoerder van de Pelagia hebben de ECDIS training gevolgd (electronic chart display information system) en twee afdelingshoofden de MIOO training (management in onderzoeksorganisaties) bij het instituut Leeuwendaal. Diverse individuele aanvragen zijn gehonoreerd voor trainingen in het kader van persoonlijke vorming, zoals assertiviteitstraining en presentatietechnieken. Er zijn 4 medewerkers naar de Workshop PRO (professionele ontwikkeling) geweest en een deelnemer die de Workshop Leidinggeven aan PRO heeft gevolgd. Naast een groot aantal vakinhoudelijke cursussen zijn er ook nog taalcursussen en automatiseringscursussen gevolgd. Ook zijn er enkele vaarbewijzen gehaald.


Om de mogelijkheden en onmogelijkheden (gevaren) in beeld te brengen voor de zwangere medewerkers is er begonnen aan de Handreiking zwangerschap en arbeid. Deze zal in het begin van het komende jaar geïmplementeerd worden. Arbo- en Milieucommissie De Arbo- en Milieucommissie heeft een adviserende en signalerende taak naar de directie en ondernemingsraad op het gebied van veiligheid en milieu. De commissie is breed van samenstelling, vanuit verschillende geledingen en afdelingen. Ongevallen Het afgelopen jaar is er een viertal ongevallen gemeld. Een tweetal betrof snijwonden door glaswerk. Hierbij bleek in één geval de oorzaak te liggen in het bevestigen van verkeerde doppen op een ampul. Bij de derde melding ging het om het verzwikken van een enkel tijdens het springen van een verhoging. Hiertoe zijn geen maatregelen getroffen, behoudens de instructie dat men niet moet springen aan boord van een schip. Een vierde melding betrof het exploderen van een lithium battery pack. Hierbij liep een medewerker lichte brandwonden op. Maatregelen zijn genomen in de vorm van opladers plaatsen in een beschermde(stalen)bak en niet meer onbeheerd opladen tijdens de nacht. Veiligheids- en milieuzaken In juli is de Watervergunning afgegeven door het Ministerie van Verkeer en Waterstaat. De vergunning vervangt de oude lozingsvergunning op Rijkswateren en is daarmee weer actueel met de vigerende weten regelgeving. Omdat de ontwikkelingen binnen het Ballastwaterproject niet stil staan is er, gezien de toekomstige uitbreiding, een aanpassing op deze vergunning in aanvraag. Voor het werken in besloten ruimten bij het Ballastwater project is er in samenwerking met de betrokken afdeling en gebruikers een procedure beschreven. Bedrijfsgezondheidszorg De opvarenden van de schepen en de leden van de bedrijfsbrandweer zijn dit jaar weer periodiek gekeurd en gezond bevonden. Ook zijn er niet reguliere keuringen gedaan voor personeel dat voer op buitenlandse schepen. Ziekteverzuim Ten opzichte van het ziekteverzuim in het jaar 2009 is het verzuim in 2010 aanzienlijk gedaald (van 3,9% naar 2,6%). Deze daling behoeft echter niet direct in te houden dat de gezondheid van de “gemiddelde NIOZ-medewerker” ook is verbeterd. Andere oorzaken kunnen hieraan verbonden zijn zoals de toename van het aantal medewerkers in 2010 (+ 10%), een beter preventief verzuimbeleid en een actieve aansturing vanuit het management en de arbodienst.

Bedrijfshulpverlening De organisatie bestaat uit een tweetal onderdelen, bedrijfsbrandweer en EHBO. Het EHBO team bestaat uit 11 leden. De bedrijfsbrandweer bestaat momenteel uit 10 manschappen. De formatie houdt rekening met 13 manschappen zodat er nog vakatures te vervullen zijn. Om de inzetbaarheid van de leden van de bedrijfsbrandweer en de EHBO te garanderen zijn er de afgelopen jaar diverse trainingen en cursussen gevolgd.


Verslag van de ondernemingsraad De personele samenstelling van de OR wijzigde dit jaar: Francien Peterse (vertegenwoordiger personeel in tijdelijke dienst) verliet de OR en is opgevolgd door Isabel van der Star. Swier Oosterhuis (plv. voorzitter en vertegenwoordiger onderzoeks- en laboratorium medewerkers) en Sander Asjes (vertegenwoordiger technische en ondersteunende diensten en stafeenheden) zijn herkozen voor een nieuwe termijn. Voor het overige zijn er geen wijzigingen: Theo Gerkema (voorzitter en vertegenwoordiger wetenschappelijk personeel), Maarten Mulder (secretaris, vertegenwoordiger onderzoeks- en laboratorium medewerkers), Ruud Witte (plv. secretaris, vertegenwoordiger technische en ondersteunende diensten en stafeenheden), Corina Brussaard (vertegenwoordiger wetenschappelijk personeel), Klaas Kikkert (vertegenwoordiger varend en havenpersoneel). Op 24 maart, 27 mei, 23 september, 24 november hebben formele overlegvergaderingen met de directie plaatsgevonden, en op 18 maart en 24 september met het bestuur. De notulen van de vergaderingen zijn te lezen op de NIOZ intranet webpagina van de ondernemingsraad. Er zijn daarnaast diverse informele overlegvergaderingen met zowel de directie als de hoofden van personeelszaken en financiën gevoerd. Het overleg met de directie betrof in het bijzonder de volgende onderwerpen:

De voorgenomen fusie met NIOO-CEME (Yerseke): Ten einde meer inzicht te krijgen in de vele aspecten die rond fusies spelen, met name inzake medezeggenschap, heeft de ondernemingsraad zich op 23 maart laten voorlichten door een deskundige van een organisatieadviesbureau. Bij deze bijeenkomst was tevens de directie, personeelszaken, en de afdeling financiën vertegenwoordigd. De ondernemingsraad heeft gedurende het jaar aangegeven een gedegen financiële onderbouwing ('due diligence') zwaarwegend te zullen vinden bij een adviesaanvraag over een (door het NIOZ bestuur te nemen) fusiebesluit. Rond de zomer heeft de ondernemingsraad het personeel middels een bericht op intranet geïnformeerd over zijn standpunten aangaande het fusieproces.

Overige zaken: De ondernemingsraad heeft positief geadviseerd op het directiebesluit “Organisatie ondersteuning door onderzoeksmedewerkers op het NIOZ”, op het nieuwe convenant NWO-NIOZ, waarin de continuïteit van de status van NIOZ als B-3 stichting (een rechtspersoon met eigen bevoegdheden in o.a. personeelsbeheer) wordt bevestigd, en op de verlenging van de aanstelling van de algemeen directeur Prof.dr. C. Heip. Diverse uitvoeringsregelingen (UR’s) werden in overleg met de OR kritisch bekeken en waar nodig aangepast. In het bijzonder werd met betrekking tot de volgende onderwerpen instemming verleend: RI&E met Plan van Aanpak voor de afdeling Mariene Ecologie; RI&E met Plan van Aanpak voor RV “Pelagia”.


Verslag van de activiteiten van de PV Kinderfeest In het voorjaar zijn we met de kinderen op bezoek geweest bij de “Bonte Belevenis”. Op deze creatieve boerderij hebben ze zelf een kaars, papier, zeep en brood mogen maken. Daarna hebben ze zich vermaakt met de dieren, op het speelveld en met de skelters. Voor de groten was er een uitgebreide thee tafel en voor de kleintjes limonade en snoep. Door het prachtige weer en het aangename vertoeven in de thee tuin was het een gezellige middag geworden.

PV-uitje Dit jaar zijn we met een bus vol collega’s op bezoek geweest bij de Zaanse Schans. Na een rondleiding over de scheepswerf, klompenmakerij, en kaasmakerij kregen we een goed verzorgde lunch geserveerd in het Verkade paviljoen. In het Verkade paviljoen waande we ons in een fabriek uit de vroege 20e eeuw. Hierbij ontbraken zelfs de meisjes van Verkade, Jan Boon chocolade en biscuitjes niet. Hierna hebben we een rondvaart gemaakt langs de molens van de Zaanse Schans. Niet alleen onze buitenlandse collega’s vonden dit leuk maar ook veel Texelaars. Velen hadden geen idee van zo’n leuke interessante historische plek zo dichtbij huis.

Kite-surfen Met een groepje zeer sportieve NIOZ-ers trokken we vroeg in het najaar naar het strand bij paal 17. Daar werden we ontvangen door de mensen van kitesurfschool Texel. Na een uitleg over de wind en hoe te vliegeren gingen we het strand op waar verscheidene grote powerkites klaar lagen. In groepjes van 2 gingen we vervolgens oefenen in het oplaten en in de lucht houden van deze vliegers. Helaas hebben we niet op het water mogen oefenen met een board onder ons vanwege een verkeerde windrichting. Ondanks het gebrek aan natte voeten was het een heftige zware maar leuke middag.

Sinterklaas en kerstfeest De Sinterklaas had voor alle PV-leden een dikke gevulde texelaar meegebracht uit Spanje. Wat later in de maand hadden de koks van de Pelagia een maaltijd klaargemaakt voor de viering van het kerstfeest op het NIOZ. Naast het warme buffet hadden Ruud en Sieme ons weer voorzien van voortreffelijke gerookte en gebakken vis. Op deze kerstborrel gingen de voetjes al vroeg van de vloer en veranderde het buffet in een catwalk voor een heuse “lelijkste kersttrui” verkiezing. Daarbij bleek dat we naast hele slimme ook nog hele creatieve collega’s hebben. De winnaar, Lorendz kreeg een mandje garen, breinaalden en een breiboekje met de nieuwste items van het komende jaar.
