1.
Executive Summary 1.1 Project Description The RRDP project is an aided project with Asian Development Bank (ADB) loan No. 2817-INO and financing from the Islamic Development Bank (IDB) Agreement No.0161-IND. The proposed Project 1 will improve strategic national road corridors in northern Kalimantan and southern Java to support economic growth in these two ( 2 ) less developed and poorer areas of Indonesia. The National road network in southern Java is incomplete, with some road sections of the southern Trans Java Highway not yet constructed resulting in gaps in the network. Similarly, road network improvements are needed to support economic development in the less developed and remote districts in northern Kalimantan and improve road connections Kalimantan to the border. The project includes a component for the rehabilitation of 476 km of National roads consisting of new construction, resurfacing and widening and bridge rehabilitation and replacement 3.390 meters in length in two (2) provinces in Java and two (2) provinces in Kalimantan. 1.2 Current Implementation Situation 1.2.1 Procurement All sub-projects started with pre-qualification in 20 December 2011 through ICB procurement process. West Kalimantan The Bidding (Re-tender) for package 30RCP01 (CW-05) (Sosok – Tayan) has been completed.
The Letter of Acceptance have issued by PPK on 24
December 2014. The Contract Agreement for this package was signed on 15 January 2015. The Commencement of Work was issued on 15 June 2015. East Kalimantan Procurement of four (4) Civil Work package in North Kalimantan has been completed. Central Java Procurement has been completed for all three packages (CW-1, CW-2 and CW-3) . The Contracts for CW-1 has been signed on 12 January 2015, for CW-2 signed on 13 January 2015 and for CW-3 has been signed on 7 January 2015. The Contract Documents for the above three (3) packages have sent to IDB on 4 March 2015. The Commencement of Works (COW) for Lot 3 was issued on 5 June 2015, while for Lot 1 and Lot 2 are still under process of disbursement of advance payment.

DSC-2, who will cover the Central Java province. The contract has been signed on 14 April 2015, between the Client with Turkish Consultant, Botek Bosphorous & Associates . The Personnel were mobilized on 11 May 2015 for the Team Leader and Co Team Leader, while for others staffs are expected to be mobilized on early of July 2015. Mr.George W.Noble as Team Leader DSC-2 issued the instruction for commencements of Works package 24-RCP03, lot 3 ; Wawar – Congot. A Pre construction meeting was held on 18 June 2015 at Purworejo. 1.2.2 Civil Works All of eleven (11) packages have been contracted through ICB tender process, but only nine (9) packages has commenced as shown in the table below: Ref

Remarks
As can be seen from the above table the appointment of all Consultancy Services have been late for a number of reasons including delays in the procurement process in Central Java for Consultant Services DSC-2 and for Civil Works. Also there have been delays in appointments for Technical Assistant Consultant services CSP-4 to CSP-10. 1.3 Current Status of Loan At the end of this Second quarter 2015, June 2015, there was not much progress in disbursement. The disbursement of US $ 26,833.83 represents 11.27% of the available loan, has been disbursed. Disbursement is considerably behind schedule at 34.78%. Sixteen (16) months of the loan period have already elapsed with the main reasons for the delay being:

Loan Extension Proposal Proposal for an Extension of the Loan Period has been submitted to the Secretary of Ministry of Public Works on 13 February 2015; reasons for extension of loan period are: a. The loan extension proposed is based on the estimation for the completion of Civil Works activities where it is currently believed that seven (7) Packages will not finish before the Loan Closing date of 31 August 2016. b. Documents/ Signing of Contract for Package CW-05 (Sosok-Tayan and Tanjung Bts. Kota Sanggau) was delayed and work commencement mid- June 2015, and with Construction Period of thirty six (36) months, Civil works should be completed by April 2018. c. Considering a time for completion of the Civil Works at Package CW-05 of April 2018 including three (3) months for Contingencies, the proposed Loan Extension period is twenty three (23) months i.e. to 31 July 2018. Details of the overall loan situation are presented in Forms A through to E found immediately after the main text of this report. These Forms are an English translation of the quarterly report prepared by PMU for Bappenas. 1.4 Current Problems and Action Required at End of second Quarter 2015 Item Loan Period Extension

2.5 ADB Missions There were no RRDP Asian Development Bank missions during this second quarter 2015 with the last being held 23 September 2014 and 14 November 2014. 2.6 Project Steering Committee Meeting No Steering Committee meetings have been held to date. 2.7 Loan Closing Date During the ADB Midterm Review mission, informal discussions were held relating to the completion date for the packages in Kalimantan and three packages in Central Java. It was the consensus that packages may not be completed before the Loan closing date. The DGH submitted an Explanatory Note for proposed extension of loan proceeds (as of the end of M a r c h 2015) to Bappenas, MoF and ADB, as described in the following table. No

3.
Project Management and Implementation There were no major changes in project management during the quarter 3.1 Procurement Plan In Appendix No. 2 is presented a copy of the general Procurement Plan for all, Civil Works, Goods and Consulting Services of the project updated to the end of the second quarter 2015. 3.2 Procurement Status (A) Civil Works Procurement has been conducted under the Bank’s Procurement Procedures as described in the Loan Agreement. The International Competitive Bidding (ICB) will apply for packages with an estimated total cost of more than US$10 Million to comply with the Bank’s threshold.
According to Government of
Indonesia (GOI) regulation, prequalification shall be apply to all packages with construction estimated cost to be more than IDR 100 Billion. All Procurement is complete for eleven (11) packages although only nine (9) packages ongoing. The Bidding (Re-tender) for package 30RCP01 (CW-05) (Sosok – Tayan) has been completed. The Letter of Acceptance have issued by PPK on 24 December 2014. The Contract Agreement for this package was signed on 15 January 2015. The Commencement of Work was issued on 15 June 2015. Among of three (3) Packages in Central Java Province, CW-01, 24-RCP01, Tambakmulyo - Wawar ; CW-02, 24-RCP02 Giriwoyo – Duwet and CW-03,24RCP03, Wawar – Congot, Procurement has been completed for all three packages (CW-1, CW-2 and CW-3) . The Contract for CW-1 was signed on 12 January 2015, CW-2 signed on 13 January 2015 and CW-3 signed on 7 January 2015. The Contract Documents for the above three (3) packages have sent to IDB on 4 March 2015. The Commencement of Works (COW) for Lot 3 was issued on 5 June 2015; while for Lot 1 and Lot 2 are still under process of disbursement of advance payment. (B) Goods There were no for Goods procurement processed during the second quarter 2015. (C) Services The status of Core Team (CTC), Supervision Teams (DSC-1 and DSC-3), are discussed in Section 3.5 of this report. : 15

3.3 Implementation Status – Civil Works Construction has commenced at Nine (9) Packages as shown in the table below to the end of June 2015. Package 28-RCP01A, Jolosutro – Sendangbiru. NOL for draft Addendum Contract No.3 was issued by ADB on 12 March
2015. The
Addendum No.3 is to accommodate the (i) the change of unit price of additional work for rock excavation ,(ii) relocation of electrical poles, (iii) additional tack coat for AC Base Course leveling, pavement Marking, road signs, caisson work and other minor work, (iv) reduction in quantity of Cement Treated Base (CTB), stone masonry and drainage works. The Contract price under Addendum No.3 was increased to IDR 112.823.335.000 including taxes, from the existing contract Addendum Contract No.2 of IDR 98.889.601.000. Because of additional works the contract period proposed/ extended by 175 c days. According to DSC-3 report, the Contractor progress up to end of June 15
was behind schedule by – 3.29% (after rescheduling). In order to
catch up the contractor where this month only progress 3.36 % compared with the schedule, must achieve average of 7% per month. Until the end of June 2015, the contractor still not optimally improve progress because of problems in the field as follows: 1. The equipment for producing CTB not yet mobilized 2. Delivery of Stone Material from source material at Sitiarjo discontinuous. 3. Delivery of Material CTB from Pasuruan insufficient 4. Stone crusher not producing continuously, and never achieve targets for material CTB and Aggregate S 5. Wonogoro bridge only just started again with the installation of scaffolding for casting beam. 6. Implementation of works not performed in parallel, causing decrease in

on site Suggestions made by DSC-3 to the Contractor include - improve production and increase capabilities such as: 1. Mobilization Equipment for producing CTB as soon as possible. 2. Look for the source material or bring in from other quarry 3. The contractor should provide additional aggregate from Sitiarjo stone crusher for CTB 4. Mobilize additional the Equipment such as Stone Crusher, Excavator, Breaker, Bulldozer and Dumptruck. 5. Activity in Wonogoro Bridge should be increased 6. Implementation of works should be carried in parallel to increase progress.

For Package 30-RCP01, Sosok – Tayan; Tanjung – Sanggau border (CW-05), commencement of work just started on 15 June 2015. Contractor has started the measurement, clearing of the road, excavation of drainage channels and mobilizing equipment. The progress up to 25 of June 2015 is 0.092% against the schedule 0.028% For Package 30-RCP-02, Tebas- Singkawang, Bypass Sambas, Galing-Tj.Harapan (CW-06), The progress 52.67% against the schedule 52.64%, so
ahead of
schedule by 0.03 % Contractor activity in this month slightly decreased to 3.63%, while progress required is > 4 per month. In section of Singkawang to Aruk Border, there are approximately 13 km not covered in original contract (missing link). A 14 meter width of this section was acquired by local government. However width required is 17 meters, meaning additional land acquisition of 3 meter. Local governments do not have the budget for the additional width. Based on the updated project cost, the loan fund will still be sufficient to cover the additional work. Draft Addendum No.1 for this package was sent to ADB by DGH on 27 February 2015,

Addendum No.1 to cover (i) Mutual Checking of BOQ compare actual volume,(ii) correction of cross shortfall pavement slope from 2 % to 3 %, (iii) construction of several box culverts to replace semi-permanent bridges including Pre cast concrete pile for foundation, (iv) construction of concrete sheet piles along the riverside, and (v) additional miscellaneous works. A discussion for the Variation was held in Pontianak on 6 May 2015. The final draft Addendum is expected to be submitted to ADB mid July 2015. Package 30-RCP03, Sp.Tanjung – Galling; Aruk- Bts Serawak, still behind schedule at - 16,08% (no improvement). This month contractor achieved 4.35% better than last month of 2.46%. To catch up to schedule the target for the month should be 4% to 5% per month. At Aruk-Sp.Tanjung segment in the last 11 km there are plans to widen to 4-lanes. However the additional land acquisition required may pose problems with processing LARAP. DSC team has taken action with this situation to advise Contractor to take appropriate action to catch up/ improve progress. Draft Addendum No.1 for this package was sent to ADB by DGH on 12 March 2015,

DGH consider to add the time for completion to this package. The Contractor claims that he requires additional time to complete the additional work. Packages in North Kalimantan, Tj.Selor – Sekatakbuji Section 1 (34-RCP01). This package has been running since 12 December 2014 and with achieved progress at 6,81% compare with the schedule
6,71% is ahead schedule by 0.10%. The
production by contractor this month was 2.53%, and for forthcoming
months
Contractor should catch the target production of 4% per month. Sp.3 Tj.Palas – Sekatakbuji, section 2 (34-RCP02) , actual: 8,23% and schedule is 16,56%, increasing behind schedule of -8.33%. Activities at this package have been low since November 2014 and until end of June 2015 was running 40.27%. This serious situation should be countered and the Contractor given a warning by the DSC-1 and briefed on improving progress. From the results of the discussion for the Technical Justification and LRAP meeting at IRM, ADB meeting room on 15 June 2015, the contractor proposed additional works of 78%. While the progress contractor against original contract, the contractor has been delayed more than 8% and the time elapsed is 40,27%. Decision of meeting: before decision to the draft proposal Technical Justification, the contractor must demonstrate its ability. If the contractor was given additional work of 78%, if the project should still be completed before the closing date. If the contractor cannot improve his performance, SCM to be enacted as soon as possible. At package 34-RCP03 (CW-10), Simpang 3
Apas – Simanggaris (section1),
progress just reached only 15.84% compared with schedule 24,01% and behind schedule increased to -8,17%. In the month contractor produced 2,72% compared to the scheduled of more than 5% per month. Excavation work contributed much of the delay by 6%. The draft proposal additional works in the Technical Justification is..expected..to..add..11.6%..from..original..contract. Additional costs mentioned above has to accommodate the additional length of about 600 meters to the borders of package CW-11. For package 34-RCP04 (CW-11), Simpang 3 Apas – Simanggaris (Section 2), the situation progress reach 3.54%, against the schedule 3.92%, so is behind schedule by - 0.40%.

The work plan (Schedule) to four packages in northern Kalimantan, showed the first ten (10) months of the schedule as relatively flat. so at the beginning no real problems but after the mid-time execution of work problems are appearing. For packages financed by the IDB, just commenced is one (1) package Lot 3 24RCP03 package; Wawar – Congot.. Commencement of works is 5 June 2015 and Pre Construction Meeting was held on 18 June 2015. Conclusions, among nine (9) ongoing packages that are currently ongoing there are five (5) packages in delay and three (3) packages in the category of critical i.e. package CW-07, CW-09, CW-10. The summary of Implementation Status and Cost Monitoring of RRDP project is shown on Appendix 3. 3.4 Variation Details Out of nine (9) ongoing packages, only package CW-04 Jolosutro – Sendangbiru, had a Variations Order and NOL for draft Addendum Contract No.3 was issued by ADB on 12 March 2015. Addendum No.3 required to accommodate the (i) the change of unit price of additional work for rock excavation ,(ii) electrical pole relocation, (iii) additional tack coat for Asphalt Cement Base Course leveling, pavement Marking, road signing, caisson work and other minor work, (iv) reduction of Cement Treated Base (CTB) quantity, stone masonry and drainage works. Graha Asana; PT.Multi Phibeta; PT. Anugerah Krida Pratama; PT.Disiplan Consultant as the Core Team Consultant (CTC). CTC Personnel commenced mobilization in the project at end March 2014 The NOL for Addendum No.1 to the CTC Contract was issued by ADB on 19 March 2015, the final is currently in process for the signing.

Design Supervision Consultants (DSC) Under RRDP, three (3) Design and Supervision Consultants (DSC) were required with the Team Leader from each of the Design and Supervision Consultants to act as “The Engineer” as defined in the FIDIC Conditions of Contract and responsible for checking completed designs, monitor construction Quality and Progress, certify Monthly Interim Payment Certificates (IPCs) and prepare and submit Monthly Progress Reports. Design and Supervision Consultants will be responsible for the Design and Construction Supervision of all Civil Works. The task includes the maintenance of a Quality Assurance Plan (QAP), Environmental Monitoring Plan (EMP), Health and Safety Plan and Traffic Safety Plan, and the validation/ updating of designs. The DSC1 and DSC3 Teams contracted and managed by DGH through the Bina Marga Regional Office (Balai) are based in Banjarmasin and Surabaya; with DSC-2 (Central Java) also based in Surabaya. Contract was signed 14 Apri, 2015. DSC-1 (Kalimantan Region) DSC-1 for West Kalimantan and East Kalimantan is China Engineering Consultants Incorporated (CECI), in Joint venture with PT.Wira Wydiatama; PT.Hasfarm Dian Konsultan; PT.Yodya Karya; PT.Seecons; PT.Pola Agung Consulting who were mobilized on January 2014 with the Team Leader Mr.Lin, Hung-Cheng acting as “the Engineer”. The original Contract for DSC-1 is US$ 936.570 and IDR 30.372.995.000 (excl VAT). DSC-1 has a total of seven (7) packages, six (6) packages are ongoing and one (1) package has been signed the Contract Agreement (30 - RCP01). The contractor awaits processing of Advance Payment as a condition for the commencement of work (GCC Cause 8.1). ADB has commented on the draft Addendum No.1 DSC-01 on 5 January 2015. The NOL for draft Addendum No.1 to the DSC-1 Contract was issued by ADB on 7 April 2015. Design Supervision Consultant (DSC-2), Central Java Province IDB issued NOL to the Bid Evaluation Report for Technical and Financial proposal for DSC-2 on 28 December 2014. The Consultant to act confirmed as DSC-2 is Botek Bosphorous Technical Engineering (Turkey) in association with five (5) local Consultants ACE (PVT) LTD, PT.Kwaesa Hexagon, PT.Binatama Wirawredha Konsultan, PT. Tata Guan Patria Copnsultant, PT.Caturbina Guna Persada.. The NOL for the draft Contract DSC-2 was issued by IDB 3 March 2015. The contract has been signed on 14 April 2015, between the Client with Turkish Consultant, Botek Bosphorous & Associates for the total amount of IDR 11,348,910,000 and US$725,740 (Exclude VAT). The mobilization of the Consultant commenced 11 May 2015 with the Team Leader Geoge W.Noble acting as the Engineer together with Co. Team Leader. Selection of Technical Assistant Consultant CSP- 4: Road Safety Engineering Support (DGH) EOI was submitted by Consultants on 20 September 2014 and the Evaluation Report for a Short List of Consultant was sent to ADB on 28 October 2014. “No Objection Letter” for short list of the consultant and draft of Request for Proposal (RFP) was issued by ADB on 9 December 2014. Invitations to the shortlisted Consultants was issued on 29 December 2014 and submission of proposals on 23 February 2015. CSP - 5: Capacity Development Program (DGH) A Coordination meeting was held between the relevant sections of DGH and CTC presided by Secretary General of BINA MARGA on the scope of work on 31 October 2014. The program has just started to move and TOR and Cost estimate are still under discussion. CSP - 6: Road Safety Awareness Campaign & Training (DGLT) A Meeting was held between DGLT and CTC on Terms of Reference (TOR). ADB already gave their comment for revision of the first submission. On 20 January 2015 another meeting between DGLT, ADB and CTC was held at ADB Office –IRM Jakarta regarding finalization/ preparation revised TOR and Owner Cost Estimate. DGLT was informed that they will submit to PMU/ADB two ( 2) weeks later, but up to the end of June 2015, such documents not yet received. This package may be changed to another scope of work; awaiting decision from the Steering Committee. CSP - 7: Overloading and Speed Enforcement (DGNTP) ADB selected another institution to support INTPC to draft a short list of consultants due to conflict of interest. Short list of the consultants was completed including Request for Proposal (RFP) and Terms of Reference (TOR) sent to ADB 26 September 2014; concurred by the Bank on 19 November 2014. Invitation to shortlisted Consultant was made by POKJA of DGNTP on 4 December 2014. The submission of Technical and Financial proposals was made 26 January 2015. POKJA completed the Evaluation of Technical Proposals, and the result sent to the ADB on 19 May 2015. ADB issued a “No Objection Letter” on 5 June 2015. CSP – 9: Integrated Vehicle Overloading Control Strategy A meeting was held between DGLT and CTC on Terms of Reference (TOR) for which ADB already gave comment to revise on the first submission. On 20 January 2015 another meeting between DGLT, ADB and CTC was held at ADB Office –IRM Jakarta regarding finalizing prepared revised TOR and Owner Cost Estimate. DGLT was informed that they will submit to PMU/ADB about two ( 2) weeks later.
Up to
the end of June 2015, documents had not been received. This package may be change to another activity, waiting decision from the Steering Committee. CSP – 10: Human Trafficking Prevention and HIV/AIDS Campaign Programs EOI was submitted by Consultants on 20 September 2014 and an Evaluation Report for a Short List of Consultant sent to ADB on 28 October 2014. “No Objection Letter” for the short list of Consultants and draft of Request for Proposal (RFP) was issued by ADB on 9 December 2014. An invitation to the shortlisted consultants was issued on 29 December 2014 and the submission of proposals made on 23 February 2015. POKJA evaluated the Technical proposal and this was sent to ADB on 12 March 2015; ADB issued “ No Objection Letter “ on 20 March 2015. The Financial Proposals were opened on 31 March 2015. The POKJA completed evaluating the combined Financial and Technical Proposals and report sent to ADB on 27 April 2015. ADB issued No Objection Letter ( NOL) on 18 May 2015 . The Clarification and Negotiation with the highest rank has been held on 10 June 2015; currently under process of clarification and negotiation, preparing of Draft Contracts to be submitted to the ADB. The contract is expected to be signed in July 2015. 3.6 Implementation of the Anti-Corruption Plan 3.6.1 Community Representative Observer (CRO) The bid openings for three (3) packages in West Kalimantan, four (4) packages in East Kalimantan and three (3) packages in Central Java were attended by the selected CROs who were required to prepare a report with the results of their observations. A CRO was not present at the bid opening ceremony for one (1) Package in East Java Refer to Appendices No. 7 for a tabular summary of CRO activities. 3.6.2 Third Party Monitoring (TPM) Because of the TPM program is not included in the PAM (Project Administration Manual) of Regional Roads Development Project, at the PMM Socialization meeting in Bandung it was decided that the TPM is not required and the program can be discontinued.

3.6.3 Complaint Handling System (CHS) Two (2) complaints were received in 2009 from Solidaritas Perempuan in Jogjakarta Branch and (3) three complaints in 2011 from Pengurus Wilayah Aliansi Masyarakat Adat Nusantara Kalimantan Barat ; Jaringan Advokasi Tambang Kalimantan Timur; Solidaritas Perempuan Wardarina. The above five (5) Complaints were received through the ADB. Two (2) complaints were received during the month of October 2014 dated O ctober 2 2 , 2014, and October 31, 2014. CTC received copies from PMU in December, 2014. Two (2) complains relate to the bid evaluation for the CW - 08 package. One ( 1 ) complaint received on 19 December 2014 relates to the S o s o k Tayan package, a n d one received on February 2015, r e l a t e s to the Tebas - Singkawang package relating the Condition of the road at the front of SMP No.4 Singkawang. The Complaints were responded to by POKJA and the Chief of Bina Marga Singkawang. 3.7 Implementation of the Environmental Management Plan All contractors have been informed that they must prepare an Environmental Management and Monitoring action plan RKPPL (Rencana Kerja Pengelolaan dan Pemantauan Lingkungan) prior to commencement of each construction package. A summary of the monitoring of environmental mitigation conducted by CTC for all packages is presented in Appendix No. 8 and a detailed record of the Status of environmental safeguard documentation in presented in Appendix No. 12. 3.8 HIV-AIDS and Anti Human Trafficking Program As described in clause Selection of Technical Assistant Consultant, for Program for HIV/AID and anti Human Trafficking expected will started in July 2015, still under process of evaluation by Committee procurement. 3.9 Monitoring of Health and Safety Each contractor must take reasonable precautions to maintain the health and safety of his employees including collaboration with local health authorities. The object of this program is to minimize any accident and health problems during construction work execution and is part of CTC monitoring activities. Health and Safety Monitoring for each package can be found in Appendix 15. From the details in this Appendix it can be seen that the minimum attainment is “mildly satisfactory” with “good” being attained for a number of factors. Each package is made aware of the results with encouragement to improve where necessary. 3.10 Resettlement & Rehabilitation Activities 3.10.1 Preparation of LARP This has been carried out in accordance with the requirements set out in the safeguard document from ADB that requires monitoring in LARAP preparation and implementation for each package in the RRDP program. Monitoring conducted by the CTC has been prepared in five (5) documents of LARP while LARP will be prepared for two (2) physical work packages i.e. packages 34-RCP-03 and 34-RCP04. 3.10.2 LARP Implementation Based on the results of monitoring, data collection and coordination with local government and projects, progress of the implementation of LARP can be grouped as follows: 1. East Java For Package 28-RCP 01A (CW-04): 50 Hectares production forest which is part of the 148.14 Hectares forestry land for all trace of the southern causeway of East Java still under process of obtaining land use permit issued by the Ministry of Forestry because of the long span of management between local government and Head of management of

Perhutani (State-owned Enterprises of Ministry of Forestry) that has to be considered. In the meantime to commence work, Dispensation Permit which has just issued may be used. Determination

replacement
located
in
Bondowoso District. The candidate of replacement land has been surveyed
September 2013 and status of the land replacement for
forestry permits in the form that is the recommendation from Bondowoso Regent issued February 2014. Up to March 2015, the process is still in the hands of National Land Bureu of Malang Regency. 2. Central Java
Package 24-RCP-01 (CW-01): Tambak Mulyo-Wawar. Package 24RCP-02: Giriwiryo - Duwet (CW-02) and Package 24-RCP 03 : WawarCongot CW-03) : Head of Tata Pemerintahan section of Kebumen local government 17 March, 2015 said that there is no more problem of compensation at the community level. Statement is based on Implementation Preparation Meeting RRDP Kebumen regency on January 27, 2015. a. There are four villages of Puring sub district still not yet paid, for Village-owned land, these are villages of Tambakmulyo, Surorejan, Waluhrejo dan Sidoharjo. b. Village-owned land of Sidoharjo will be paid by APBD budget (District Budget Planning) in this first semester of 2015, and the rest of three (3) villages will be paid by APBDP (Addendum of District Budget Planning) c. Because there are no people to be moved, there is no community empowerment program for affected people. 3. Monitoring results with Safeguard and Public Works Department Sambas district on roads Tebas-Singkawang stakes still visible for a distance ranging 1 KM, indicating the measured width of the ROW peg to the road. Results of measurement: width 20-25 meters. Thus all buildings (APs) fences, bridges, walls of buildings located in the ROW, concluding that there are no land APs affected by the widening. a. Singkawang City Based on the data obtained by the CTC , the citizens who will be affected by the project identified in Bambang Ismoyo Street in Tebas Singkawang (Part - 1) link which is part of Package 30 - RCP 02 ( CW - 06 ). Singkawang government has set aside funds for the purpose of land acquisition, identified PAPs (Project Affected Persons). It is planned to complete payment of compensation to the PAPs in August 2015. Results Coordination with Mr. Zukarnaein, Public Works Department Singkawang. (Head of the handle RRDP). Apparent that the original land acquisition affected by road widening, originally numbered (15) houses is reduced to four (4) homes, because of change in design. The results confirm the PPK package 30-RCP 02 (CW-06) Section 1 Tebas-Singkawang, the payment to PAPs previously will be paid in March 2015 is not yet liquid. Thus the delayed payment for WTP, prediction funds to be disbursed in August 2015. The regional government to soon pay compensation to the affected PAPs. ADB requires that for payment of compensation to the PAPs, related components: land, buildings and plant/plant details of the value of compensation so Consultants need to update the latest data. b. Sambas District According LARP documents there are still programs that to be completed on Tebas-Singkawang (Section-2) and
Galing-Tanjung
Harapan link as part of Package 30-RCP 02 (CW-06), and Aruk-Sp. Tanjung link as part of Package 30-RCP 03 (CW-07): Compensation value or the assets value of Project Affected Persons (PAPs) is determined by the Regent's Decision based on the assessment of the Data Collection and Negotiation Team for Awarding Compensation of Provincial and National Roads Improvement. Negotiation in section Singkawang – Tebas (Section 2) has been completed and the results reported in September 2011. Furthermore, the results of these negotiations will be set as the “santunan” by the Regent of Sambas. Clarification of data, the segment Section -2. Tebas - Singkawang (Section 2), 26.3 km long road

c. The results of the observations made by the Safeguard Team, Department of Public Works and Contractor Sambas district are still many ROW boundary markers ; d. All buildings Affected widening project RRDP ( fences , bridges , walls of buildings , etc. ) located within the ROW ; e. The width of the ROW , the measurement results 20 to 25 meters . f. The cost of compensation for the affected PAPs building project , by decree of the Regent No.270.B in 2011 . g. Compensation for WTP building already paid , h. It has been done aspirations in the segment section- 2 ( Slash Singkawang ) of the 80 respondents responded well widen the road , and hope soon to be completed ; Directorate General of Highways, through the Balai Besar
of the
Region VII Kalimantan (BPPJN VII), has send a letter to Regent Sambas and Singkawang Concerning Implementation of Land Acquisition and Resettlement FOR RRDP in Sambas and Singkawang District of West Kalimantan Province. Recovery back to the communities affected by land acquisition, until now there has been no program of Sambas district government and Singkawang. However, the local government has planned an empowerment program for people whose land is affected by land acquisition. On 16 February 2015,
the coordination meetings have been
implemented Land Acquisition and Resettlement for RRDP Roads Sambas (Kartiasa) –Tanjung Harapan troughout the 13 KM, attended by : Head of Department of Public Works Binamarga, Water, Energy and Mineral Resources Sambas district. The meeting was attended by Core Team Consultant RRDP, Assistant 1, Assistant II, Assistant III, some SKPDs Sambas district, sub-district of Sambas, Headman of some village whose territory included in the plan Roads Kartiasa– Tj.Harapan. As of April 2015, there has been no development of funding proposals related to land acquisition in Sambas-Tanjung Harapan package, the meeting with ADB there are several alternatives, among others: Its land communities affected by the widening of national roads, equivalent compensation payments, was replaced by entering in to local government programs, PPK package 30-RCP-02, need to coordinate with the Head of Department of Public Works of West Kalimantan Province, to ensure road ROW in Tebas package29

Singkawang (Section 2). When people are exposed to house entrance in the street ROW, paid only building sand plants. 4. Nunukan District Until now for Package 34-RCP 03 (CW-10) and Package 34-RCP 04 (CW-11) have not been carried out activities related to land acquisition for road construction. Based on the letter head of the working unit PJN East Kalimantan region III No.PW.04.01 / PJNAS.III-KT / 950, dated 6 January 2015 addressed to the Head of Balai Besar National Road VII, regarding plans for relocation package 34-RCP04, (according to the DED ), due to several
considerations, realignment
canceled and the
relocation back to the existing road confirmed. As of March measurement activities are yet to be completed so that the preparation of LARP document cannot be started A detailed summary of the land acquisition requirements for all packages based on LARP studies are included in Appendix No. 11. 4.
Seminars, Workshops & Training 23 of June 2015 was held Practical Training on monitoring the implementation of Environmental Management and Quality Assurance / Management System for packages in DSC-1 in Pontianak. The training aims to provide the basic information needed to support the implementation of monitoring implementation of environmental management so that all relevant provisions and procedures for environmental management and quality management system can be adhered to and implemented in accordance with the terms and conditions. Loan Utilization for Civil Works 4.1 Estimated Funding Status for RRDP Civil Works and Consultant Services. The estimate for Civil Works Packages in RRDP can be seen in Appendix No.14, using the exchange rate of 1US$ = 12,500 IDR.

The RRDP-CTC website contains all of the following items: a) General RRDP information including copies of all reports i.e. Monthly Progress Reports and Quarterly Progress Reports with the latest uploaded reports being the MPR , QPR for the first quarter of 2014, Social and Environmental Status Reports and the Road Safety Audit Reports. b) Project list and Project Progress Status including Procurement Plan and Bid Winners, and Copies of all Bid Documents although currently without drawings while waiting for the original CAD files to be converted to PDF files)

Complaint Issue Many concerns raised during the meeting particulary due to many information inaccuracy and lack of significant social analyze. Even the head of the facilitation consultant group of the PPTA meeting stated that the PPTA study and report were not sufficient enough and therefore should be revised Some groups in Yogyakarta and west Kalimantan investigated the road-link as mentioned in the final draft PPTA. Their findings were submitted to ADB for considerations, particularly to the project officer Request to postpone the regional road development project particularly in west Kalimantan until there is an acknowledgement of rights and existence of the indigenous peoples along the road that will be developed.
