1.
Executive Summary 1.1 Project Description The RRDP project is an aided project from the Asian Development Bank (ADB) Loan No. 2817-INO and financing from the Islamic Development Bank (IDB) Agreement No.0161-IND. The RRDP Project will improve strategic National Road Corridors in North Kalimantan, Central and East Java to support economic growth in the developed and poorer areas of Indonesia. The National Road Network in southern Java is incomplete, with some road sections of the southern Trans Java Highway not yet constructed resulting in gaps in the network. Similarly, road network improvements are needed to support economic development in the less developed and remote districts in North Kalimantan and improve road connections from Kalimantan to the border. The project includes a component for the rehabilitation of 476 km of National Roads consisting of road new construction, resurfacing and widening and bridge rehabilitation and replacement. Total project length is 3,390 metres in two (2) provinces in Java and two (2) provinces in Kalimantan. 1.2 Current Implementation 1.2.1 Procurement All sub-projects have commenced with pre-qualification in 20 December 2011 through ICB procurement process. West Kalimantan The last package to commence 30RCP01 (CW-05) (Sosok – Tayan) commenced 15 June 2015, the Contract Agreement for this package having been signed on 15 January 2015. North Kalimantan Procurement of four (4) Civil Work package in North Kalimantan completed and all works commenced in 2014. Central Java Contracts for CW-1 was signed on 12 January 2015, for CW-2 13 January 2015 and CW-3 on 7 January 2015.. The Commencement of Works (COW) for Lots 1, 2 and 3 was 3 August, 2015, 23 July, 2015 and 5 June 2015 respectively. DSC-2 Consultant will cover the design & supervision for the Central Java province. The contract between the Client and Turkish Consultant, Botek Bosphorous & Associates was signed on 14 April, 2015. Personnel commenced mobilization on 11 May 2015 with the Team Leader and Co Team Leader, followed by remaining staff early July 2015.

Remarks
The appointment of some Consultancy Services has been delayed for reasons including the procurement process. There have been delays in appointments for Technical Assistant Consultant services CSP-4 to CSP-10. 1.3 Current Status of Loan At the end of this Third Quarter 2015, September 2015, the progress in disbursement is as shown. The disbursement of US $ 36,427.30 is only 14.87% of the available loan, has been disbursed against a scheduled 37.07% with Nineteen (19) months of the loan period already elapsed.

Loan Extension Proposal: Proposal for an Extension of the Loan Period were submitted to the ADB on 13 March 2015; and approval was given 5 June, 2015; reasons for extension of loan period were: a. The loan extension was based on the estimation for the completion of Civil Works activities where it is currently believed that seven (7) Packages would not be finished before the Loan Closing date of 31 August 2016. b. Documents/ Signing of Contract for Package CW-05 (Sosok-Tayan and Tanjung Bts. Kota Sanggau) was delayed and early 2015 with work anticipated to commence mid April 2015 with a Construction Period of thirty six (36) months, Civil works could be completed until April 2018. c. Considering a time for completion of the Civil Works at Package CW-05 of April 2018 and allowing three (3) months for Contingencies, the Loan Extension period proposed was twenty three (23) months i.e. to 31 July 2018. Details of the overall loan situation are presented in Forms A through to E after the text of this report. These Forms are an English translation of the quarterly report prepared by PMU for Bappenas. 2.

2.5 ADB Missions ADB Missions
The ADB with the IDB carried out Missions to East Java (ADB), Central Java (IDB) respectively commencing 15 September, 2015 finishing with West Kalimantan (ADB) on 2nd October, 2015. Remaining is the ADB Mission to North Kalimantan scheduled to be carried in October 2015. IDB Missions
See the above 2.6 Project Steering Committee Meeting No Steering Committee meetings have been held to date. 2.7 Loan Closing Date The DGH submitted Explanatory Notes for proposed extension of loan proceeds end M a r c h 2015 to Bappenas, MoF and ADB and on 5 June 2015 the ADB
approved an extension of the Loan Period to July 31, 2018. 3.
Project Management and Implementation There were no major changes in project management during the quarter 3.1 Procurement Plan In Appendix No. 2 is presented a copy of the general Procurement Plan for all, Civil Works, Goods and Consulting Services of the project updated to the end of the third quarter of 2015. 3.2 Procurement Status (A) Civil Works Procurement has been conducted under the Bank’s Procurement Procedures as described in the Loan Agreement. The International Competitive Bidding (ICB) will apply for packages with an estimated total cost of more than US$10 Million to comply with the Bank’s threshold.
According to Government of
Indonesia (GOI) regulation, prequalification shall be apply to all packages with construction estimated cost to be more than IDR 100 Billion. All Procurement is complete for eleven (11) packages with all construction is ongoing. The three (3) Packages in Central Java Province, CW-01, 24-RCP01, Tambakmulyo - Wawar ; CW-02, 24-RCP02 Giriwoyo – Duwet and CW-03,24RCP03, Wawar – Congot, Works commenced 3 August, 2015, 23 July, 2015 and 5 June, 2015 respectively.

Package 28-RCP-01A, Jolosutro – Sendangbiru. Addendum No.3 approved 12 March 2014 included the (i) the change of unit price of additional work for rock excavation ,(ii) relocation of electrical poles, (iii) additional tack coat for AC Base Course leveling, pavement Marking, road signs, caisson work and other minor work, (iv) reduction in quantity of Cement Treated Base (CTB), stone masonry and drainage works. The Contract price under Addendum No.3 increased to IDR 112.823.335.000 including taxes, from the existing contract Addendum Contract No.2 of IDR 98.889.601.000 with contract period extended by 175 c days. According to DSC-3 report, after rescheduling Contractor progress approximately on schedule. However progress has now slipped to a negative 8.40%. Until the end of September 2015, the physical progress slipped as follows: 1. Slow work progress attributed to Contractor cash flow problem 2. ADB Mission – if package not completed in time additional extension of contract time of 50 days may be given with daily penalty applied and option of blacklisting Contractor. 3. Target volumes according to Addendum No. 3 for CTB, select embankment and crushed aggregates not achieved. 4. Relocation PLN poles not yet completed 5. Work of inlet and outlet to box culverts not yet started and little progress with respect to stone masonry and V-ditches 6. 6. Implementation of works in parallel not yet executed
Placing of select fill to embankment improved in September, 2015 together with paving of CTB however accomplishment lower that scheduled and Contractor needs to increase resources/ working hours to catch up. The relocation of PLN poles should be completed in October 2015. Contractor needs to increase production to complete subgrade, inlet and outlet to box culverts, V-ditches and stone masonry. Package 30-RCP01, Sosok – Tayan; Tanjung – Sanggau border (CW-05). Work commenced 15 June 2015. Contractor started by survey, site clearance, excavation of drainage channels and mobilizing equipment. The progress up to 25 of September 2015 is 1.00% against the schedule 0.59% so is slightly ahead of schedule. Final mobilization of equipment is delayed and some areas of the project site are dusty mitigated by Contractor use of rented equipment and water sprinkling by water tank daily respectively.

Package 30-RCP-02, Tebas- Singkawang, Bypass Sambas, Galing-Tj.Harapan (CW-06), progress is currently 45.65% against the schedule of 45.51%, so is ahead of schedule by 0.14% Draft Addendum No.1 for this package submitted 27 February 2015, the contract value increase from IDR 292,603,385,000 to IDR 407,294,893,000 including taxes. The value increase IDR114,691,508,000 , representing a 39.2 % increase to cover checking of BOQ actual volumes required, correction of cross shortfall pavement slope from 2 % to 3 %, construction of additional box culverts including Pre cast concrete piled foundations, construction of concrete sheet piles at
riversides.
Variation Order/ draft Addendum No. 1 submitted to ADB July 2015 and was approved 28 August, 2015. Package 30-RCP03, Sp.Tanjung – Galling; Aruk- Bts Serawak, severely behind schedule at negative 14.11%. In the last section to the border Aruk -Sp.Tanjung it is proposed (by Government decree) to widen last length to the border of 5.4km to a 4-lane dual carriageway. Draft Addendum No.1 for this package sent to ADB on 12 March 2015, would increase the contract value from IDR 238,974,973,000 to IDR 325,740,200,000., an increase of 36.30%. Addendum No.1 covers to widen last length to the border of 5.4km to a 4-lane dual carriageway checking of BOQ actual quantities required, reduce steep road vertical gradients to 7 %, construction of additional two (2) composite bridges, raising of pavement in sections subject to flooding and slope protection at landslide area. Additional time for completion required 184 c. days. Packages in North Kalimantan: Package 34-RCP-01 Tj.Selor – Sp. 3 Tanjung Palas - Sekatakbuji Sections 1 and 2 This package commenced 3 November 2014 and currently progress is at 16.91% compare with the scheduled 14.02% so is ahead of schedule by 2.89%. Additional slope protection required at a number of landslide road locations. Package Sp.3 Tj.Palas – Sekatakbuji, Section 2 (34-RCP02) , actual progress: 15.85% and schedule is 32.69%, increasing behind schedule of -16.43%. Activities at the package low since end 2014. Production of Aggregates materials is insufficient. The AMP is not yet operational. Many major Items of V-ditch, Aggregate Base Course, Stone Masonry, Gabions and Asphalt either not yet commenced or not yet at full production. Contractor to buy aggregates from outside source, install AMP at Hambalat and commence major items quickly. Show Cause Meeting held to resolve the situation.

increased to -10.65%. In the month contractor accomplished less than scheduled with lack of accomplishment in earthworks still causing delay. Production of aggregates is insufficient and delays incurred at V-ditch installation due to slow relocation of trees required. SCM required to be held in coordination with Satker. Additional costs involved to accommodate the additional length of about 600 meters to the border of Package CW-11. Package 34-RCP-04 (CW-11) Sp 3 Apas –Simanggis (section 2) – Bts. Negara Serudong. Progress reached 4.46% against the schedule 7.42%, so is behind schedule by – 2.96%. Contractors’ progress slow in all activities, mobilization of heavy equipment is slow. Design Review to be submitted October, 2015 including proposal for road relocation of length 3km. Discussions regarding payment in 2 currencies are pending approval by Bina Marga for possible referral to the DOF. The summary of Implementation Status and Cost Monitoring of RRDP project is shown on Appendix 3. Packages in Central Java: Package 24-RCP-01 (CW-01) Tambakmulyo - Wawar. Progress Actual: 0.36% against Scheduled of 0.04% rendering 0.32% ahead of schedule. Only one (1) bulldozer and one (1) excavator mobilized. Spoil from clearing and grubbing not removed to tip. Local resident complain. Solution – Contractor to mobilize heavy equipment, coordinate with PPK on disposal of spoil and agree on areas for its disposal. Package 24-RCP-01 (CW-02) Giriwoyo - Duwet (section 1). Progress Actual: 0.61% against Scheduled of 0.60% rendering 0.01% ahead of schedule. Excavaton partly in soft and partly in rock is ongoing with no unit rate for the letter. Flooding takes place at the Sejati Bridge during the rainy season. Some sections have poor visibility distance. Record to be kept estimating proportion of rock excavation so that unit rate for rock excavation can be fixed. Area of flooding evaluated during Review Design. Vertical alignment to be adjusted during Reviev Design to increase site distance. Package 24-RCP-03 (CW-03) Wawar Congot. Progress Actual: 3.02% against Scheduled 15.41% rendering a slippage of -12.39%. Major works only just commencing and the situation becoming serious wich Package is only a 12 month contract. Four (4) months have already passed and the progress only 3.02%

against a scheduled 15.41%. preparation of Justek for Review Design is behind schedule. The Contractor Is unable to commence items such as site clearance and earthworks until finalization of the design review. Design Review to be completed at the earliest. Neither stone crusher nor AMP have yet been mobilized. Design Supervision Consultants (DSC) Under the Regional Roads Development Project (RRDP), three (3) Design and Supervision Consultants (DSC) are required with the Team Leader from each of the Design and Supervision Consultants to act as “The Engineer” as defined in the FIDIC Conditions of Contract. DSC are
responsible for checking
completed
designs, monitoring construction Quality and Progress, certifying of Monthly Interim Payment Certificates (IPCs) and preparing and submission of Monthly Progress Reports. Design and Supervision Consultants will be responsible for the Design and Construction Supervision of all Civil Works. The task includes the maintenance of a Quality Assurance Plan (QAP), Environmental Monitoring Plan (EMP), Health and Safety Plan and Traffic Safety Plan, and the validation/ updating of designs. The DSC1 and DSC3 Teams contracted and managed by DGH through the Bina Marga Regional Office (Balai) are based in Banjarmasin and Surabaya; with DSC-2

(Central Java) based in Yogyakarta. The DSC-2 Contract with Botek Bosphorous Technical Engineering (Turkey) was signed 14 April 2015. DSC-1 (Kalimantan Region) DSC-1 for West Kalimantan and East Kalimantan is China Engineering Consultants Incorporated (CECI), in Joint venture with PT.Wira Wydiatama; PT.Hasfarm Dian Konsultan; PT.Yodya Karya; PT.Seecons; PT.Pola Agung Consulting who were mobilized on January 2014 with the Team Leader Mr.Lin, Hung-Cheng acting as “the Engineer”. The original Contract for DSC-1 is US$ 936.570 and IDR 30.372.995.000 (excl VAT). DSC-1 has a total of seven (7) packages, six (6) packages are ongoing and one (1) package has been signed the Contract Agreement (30 - RCP01). The contractor awaits processing of Advance Payment as a condition for the commencement of work (GCC Cause 8.1). ADB has commented on the draft Addendum No.1 DSC-01 on 5 January 2015. The NOL for draft Addendum No.1 to the DSC-1 Contract was issued by ADB on 7 April 2015. After approval of the draft addendum 1, the value of the Contract changed by US$589,920 plus IDR 36,353,305,000, (Excl VAT). Design Supervision Consultant (DSC-2), Central Java Province IDB issued NOL to the Bid Evaluation Report for Technical and Financial proposal for DSC-2 on 28 December 2014. The Consultant to act confirmed as DSC-2 is BOTEK BOSPHOROUS TECHNICAL ENGINEERING (Turkey) in association with five (5) local Consultants ACE (PVT) LTD, PT.Kwaesa Hexagon, PT.Binatama Wirawredha Konsultan, PT. Tata Guan Patria Copnsultant, PT.Caturbina Guna Persada.. The NOL for the draft Contract DSC-2 was issued by IDB 3 March 2015. The contract has been signed on 14 April 2015, between the Client with Turkish Consultant, Botek Bosphorous & Associates for the total amount of IDR 11,348,910,000 and US$725,740 (Exclude VAT). The mobilization of the Consultant commenced 11 May 2015 in Yogyakarta with the Team Leader Geoge W.Noble acting as the Engineer together with Co. Team Leader while Supervision Engineers (SE) for the three (3) packages mobilized in July, 2015. Design Supervision Consultant (DSC-3), East Java Province The DSC-3 for East Java is PT.PERENTJANA DJAYA mobilized on 20 January 2014 with the Chief Supervision Engineer Fajar Subianto acting as “the Engineer”. The Original Contract signed with DSC-3 is IDR 6.939.950.000 (Excl VAT), signed on 16 October 2013. Addendum No.1 submitted for DSC-3 was approved by the ADB on 29 October 2014. This Addendum No.1 increased the Contract Value to IDR 7.505.980.000, - (Excl VAT) signed 3 November 2014.

Selection of Technical Assistant Consultant CSP- 4: Road Safety Engineering Support (DGH) EOI was submitted by Consultants on 20 September 2014 and the Evaluation Report for a Short List of Consultant was sent to ADB on 28 October 2014. “No Objection Letter” for short list of the consultant and draft of Request for Proposal (RFP) was issued by ADB on 9 December 2014. Invitations to the shortlisted Consultants was issued on 29 December 2014 and submission of proposals on 23 February 2015. Pokja evaluated the Technical proposal and this sent to ADB on 12 March 2015; ADB issued “No Objection Letter “ 20 March 2015. Financial Proposals were opened on 31 March 2015. Pokja completed evaluating the combined Financial and Technical Proposals and Report sent to the ADB on 27 April 2015. ADB issued the No Objection Letter (NOL) on 18 May 2015 and Clarification and Negotiation with the highest rank was held on 10 June 2015. Clarification and negociation and drft Contracts have been completed by Pokja and documents sent toADB on 18 August, 2015. ADB issued NOL on 23 September, 2015 with Contract signing expected October, 2015. The contract has been signed on 6 October 2015. CSP - 5: Capacity Development Program (DGH) A Coordination meeting was held between the relevant sections of DGH and CTC presided by Secretary General of BINA MARGA on the scope of work on 31 October 2014. The program has just started to move and TOR and Cost estimate are still under discussion. It was intimated by the ADB at the kick-off meeting held 14 September, 2015, that this activity may not be implemented. CSP - 6: Road Safety Awareness Campaign & Training (DGLT) A Meeting was held between DGLT and CTC on Terms of Reference (TOR). ADB already gave their comment for revision of the first submission. On 20 January 2015 another meeting between DGLT, ADB and CTC was held at ADB Office –IRM Jakarta regarding finalization/ preparation revised TOR and Owner Cost Estimate. DGLT was informed that they will submit to PMU/ADB two ( 2) weeks later, but up to the end of June 2015, such documents not yet received. This package may be changed to another scope of work; awaiting decision from the Steering Committee.

CSP - 7: Overloading and Speed Enforcement (DGNTP) ADB selected another institution to support INTPC to draft a short list of consultants due to conflict of interest. Short list of the consultants was completed including Request for Proposal (RFP) and Terms of Reference (TOR) sent to ADB 26 September 2014; concurred by the Bank on 19 November 2014. Invitation to shortlisted Consultant was made by POKJA of DGNTP on 4 December 2014. The submission of Technical and Financial proposals was made 26 January 2015. POKJA completed the Evaluation of Technical Proposals, and the result sent to the ADB on 19 May 2015. ADB issued a “No Objection Letter” on 5 June 2015. Opening of Financials Proposals was held on 18 June 2015. Thecombined evaluation of the Technical and Financial was completed by POKJA and the report sent to the ADB on 12 August,2015. ADB issued a letter of no objection on 22 September, 2015 and currently POKJA are in negotiation with the first ranked and preparation of the draft Contract. The Contract is expected to be signed at end October, 2015. at mid/end of November, 2015. CSP - 8: Indonesia Transport Sector Development Strategy and Policy Study (Bappenas) A Short list of Consultants including a Request for Proposal (RFP) and TOR was sent to the ADB on 10 July 2014; and was concurred by ADB on 24 September 2014. The result of the evaluation of the Technical proposal was sent to ADB on 26 January 2015. ADB commented on 6 February 2015 and issued a “No Objection Letter “on 29 April 2015. Opening of Financial Proposal was conducted on 7 May 2015. The Combined Evaluation (Technical and Financial) report was sent to ADB on 15 May 2015 and ADB issued NOL on 14 July, 2014. Currently POKJA are preparing a revised report, and are undertaking negotiation with the first ranked for the preparation of a draft Contract.. The result of negotiation with the first rank and the draft contract of this package has been sent to ADB on 19 October 2015. CSP – 9: Integrated Vehicle Overloading Control Strategy A meeting was held between DGLT and CTC on Terms of Reference (TOR) for which ADB already gave comment to revise on the first submission. On 20 January 2015 another meeting between DGLT, ADB and CTC was held at ADB Office –IRM Jakarta regarding finalizing prepared revised TOR and Owner Cost Estimate. DGLT was informed that they will submit to PMU/ADB about two ( 2) weeks later.
Up to
the end of June 2015, documents had not been received. This package may be change to another activity, waiting decision from the Steering Committee. CSP – 10: Human Trafficking Prevention and HIV/AIDS Campaign Programs EOI was submitted by Consultants on 20 September 2014 and an Evaluation Report for a Short List of Consultant sent to ADB on 28 October 2014. “No Objection Letter” for the short list of Consultants and draft of Request for Proposal 22

(RFP) was issued by ADB on 9 December 2014. An invitation to the shortlisted consultants was issued on 29 December 2014 and the submission of proposals made on 23 February 2015. POKJA evaluated the Technical proposal and this was sent to ADB on 12 March 2015; ADB issued “No Objection Letter “on 20 March 2015. The Financial Proposals were opened on 31 March 2015. The POKJA completed evaluating the combined Financial and Technical Proposals and report sent to ADB on 27 April 2015. ADB issued No Objection Letter ( NOL) on 18 May 2015 . The Clarification and Negotiation with the highest rank has been held on 10 June 2015; draft Contracts have been prepared by POKJA and sent to the ADB on 18 August, 2015. ADB issued NOL on 23 September, 2015 with Contract signing expected in October, 2015 and the contract has ben signed on 6 October, 2015. 3.5 Implementation of the Anti-Corruption Plan 3.5.1 Community Representative Observer (CRO) The bid openings for three (3) packages in West Kalimantan, four (4) packages in East Kalimantan and three (3) packages in Central Java were attended by the selected CROs who were required to prepare a report with the results of their observations. A CRO was not present at the bid opening ceremony for one (1) Package in East Java Refer to Appendices No. 7 for a tabular summary of the CRO activities. 3.5.2 Third Party Monitoring (TPM) A TPM program was not included in the PAM (Project Administration Manual) of Regional Roads Development Project and at the PMM Socialization meeting in Bandung it was decided that the TPM is not required and implementation can be discontinued. 3.5.3 Complaint Handling System (CHS) Two (2) complaints were received in 2009 from Solidaritas Perempuan in Jogjakarta Branch and (3) three complaints in 2011 from Pengurus Wilayah Aliansi Masyarakat Adat Nusantara Kalimantan Barat ; Jaringan Advokasi Tambang Kalimantan Timur; Solidaritas Perempuan Wardarina. The above five (5) Complaints were received through the ADB. Two (2) complaints were received during the month of October 2014 dated O ctober 2 2 , 2014, and October 31, 2014. A summary of the monitoring of environmental mitigation conducted by CTC for all packages is presented in Appendix No. 8 and a detailed record of the Status of environmental safeguard documentation in presented in Appendix No. 12. 3.7 HIV-AIDS and Anti Human Trafficking Program As described in clause Selection of Technical Assistant Consultant, for Program for HIV/AID and anti Human Trafficking expected will started in July 2015, still under process of evaluation by Committee procurement. October 2015, still under process of signing contract by Committee procurement. 3.8 Monitoring of Health and Safety Each contractor must take reasonable precautions to maintain the health and safety of his employees including collaboration with local health authorities. The object of this program is to minimize any accident and health problems during construction work execution and is part of CTC monitoring activities. Appendix it can be seen that the minimum attainment is “mildly satisfactory” with “good” being attained for a number of factors. Each package is made aware of the results with encouragement to improve where necessary. 3.9 Resettlement & Rehabilitation Activities 3.9.1 Preparation of LARP This has been carried out in accordance with the requirements set out in the safeguard document from ADB that requires monitoring in LARAP preparation and implementation for each package in the RRDP program. Monitoring conducted by the CTC has been prepared in five (5) documents of LARP while LARP will be prepared for two (2) physical work packages i.e. packages 34-RCP-03 and 34-RCP04. 3.9.2 LARP Implementation Based on the results of monitoring, data collection and coordination with local government and projects, progress of the implementation of LARP can be grouped as follows: 1. East Java For Package 28-RCP 01A (CW-04): 50 Hectares production forest which is part of the 148.14 Hectares forestry land for all trace of the southern causeway of East Java still under process of obtaining land use permit issued by the Ministry of Forestry because of the long span of management between local government and Head of management of Perhutani (State-owned Enterprises of Ministry of Forestry) that has to be considered. In the meantime to commence work, Dispensation Permit which has just issued may be used. Determination and acquisition of land replacement located in Bondowoso District. The candidate of replacement land has been surveyed September 2013 and status of the land replacement for forestry permits in the form that is the recommendation from Bondowoso Regent issued February 2014. Up to March 2015, the process is still in the hands of National Land Bureu of Malang Regency. 2. Central Java
Package 24-RCP-01 (CW-01): Tambak Mulyo-Wawar. Package 24-RCP02: Giriwiryo - Duwet (CW-02) and Package 24-RCP 03 : Wawar-Congot CW-03) : Head of Tata Pemerintahan section of Kebumen local government 17 March, 2015 said that there is no more problem of compensation at the community level. Sambas – Tanjung Harapan, 13 km long road, the results of a survey conducted by the Safeguard Team-CTC on roads Sambas -Tanjung Harapan as follows: Rumija varies between 15-17 meters - Near Sta 0 + 000 there are settlements - There is a traditional market present to the right side - There are oil palm plantations - Many have planted cane on the shoulder of the road - After the bridge from the direction of Sta 0 + 000 exposed wooden bridge access to homes - There are many passing vehicles trucks and buses Pakage 30-RCP 03 (CW-07): Simpang Tanjung-Galing (Section-1 dan Section-2), Aruk (Batas Serawak) - Simpang Tanjung. a. Singkawang City Based on the data obtained by the CTC , the citizens who will be affected by the project identified in Bambang Ismoyo Street in Tebas Singkawang (Part - 1) link which is part of Package 30 - RCP 02 ( CW - 06 ). Singkawang government has set aside funds for the purpose of land acquisition, identified PAPs (Project Affected Persons). It is planned to complete payment of compensation to the PAPs in November 2015. Results Coordination with Mr. Zukarnaein, Public Works Department Singkawang. (Head of the handle RRDP). Apparent that the original land acquisition affected by road widening, originally numbered (15) houses is reduced to four (4) homes, because of change in design. The results confirm the PPK package 30-RCP 02 (CW-06) Section 1 Tebas-Singkawang, the payment to PAPs previously will be paid in March 2015 is not yet liquid. Thus the delayed payment for WTP, prediction funds to be disbursed in November 2015. The regional government to soon pay compensation to the affected PAPs. ADB requires that for payment of compensation to the PAPs, related components: land, buildings and plant/plant details of the value of compensation so Consultants need to update the latest data.

Tanjung link as part of Package 30-RCP 03 (CW-07): Compensation value or the assets value of Project Affected Persons (PAPs) is determined by the Regent's Decision based on the assessment of the Data Collection and Negotiation Team for Awarding Compensation of Provincial and National Roads Improvement. Negotiation in section Singkawang – Tebas (Section 2) has been completed and the results reported in September 2011. Furthermore, the results of these negotiations will be set as the “santunan” by the Regent of Sambas. Clarification of data, the segment Section -2. Tebas - Singkawang (Section 2), 26.3 km long road c. The results of the observations made by the Safeguard Team, Department of Public Works and Contractor Sambas district are still many ROW boundary markers ; d. Region VII Kalimantan (BPPJN VII), has send a letter to Regent Sambas and Singkawang Concerning Implementation of Land Acquisition and Resettlement FOR RRDP in Sambas and Singkawang District of West Kalimantan Province. Recovery back to the communities affected by land acquisition, until now there has been no program of Sambas district government and Singkawang. However, the local government has planned an empowerment program for people whose land is affected by land acquisition. On 16 February 2015,

The meeting was attended by Core Team Consultant RRDP, Assistant 1, Assistant II, Assistant III, some SKPDs Sambas district, sub-district of Sambas, Headman of some village whose territory included in the plan Roads Kartiasa– Tj.Harapan. As of April 2015, there has been no development of funding proposals related to land acquisition in Sambas-Tanjung Harapan package, the meeting with ADB there are several alternatives, among others: Its land communities affected by the widening of national roads, equivalent compensation payments, was replaced by entering in to local government programs, PPK package 30-RCP-02, need to coordinate with the Head of Department of Public Works of West Kalimantan Province, to ensure road ROW in Tebas packageSingkawang (Section 2). When people are exposed to house entrance in the street ROW, paid only building sand plants. a) Nunukan District In Nunukan District, for Package 34-RCP 03 (CW-10) and Package 34-RCP 04 (CW-11) have been carried out activities related to land acquisition for road construction is moving the building and the plantatation of WTP and the Company Plantation Owner. Based on the letter head of the working unit PJN North Kalimantan region III No.PW.04.01 / PJNAS.III-KT / 950, dated 6 January 2015 addressed to the Head of Balai Besar National Road VII, regarding plans for relocation package 34-RCP11, (according to the DED ), due to several
considerations, realignment
canceled and the
relocation back to the existing road confirmed. As of 2 until 10 July 2015, activities are to LARP at the existing road at Package 34-RCP 04 (CW-11) to be completed so that the Contracktor can be construction. The detailed of the moving of building and the plantation occupated the poject RRDP Package CW 10 and CW 11 is below. A detailed summary of the land acquisition requirements for packages CW 11 the existing road on LARP studies are included in Appendix No. 11. Land Acquisition and Resettlement Plan (LARP) was prepared for sub-project in Nunukan District: SP.3 Apas – Simanggaris (Section 2). The LARP is based on preliminary design that use corridor of impact (COI) 16 20 meters. Seminars, Workshops & Training Practical Training on monitoring the implementation of Environmental Management and Quality Assurance / Management System was held 23 June, 2015 for DSC-1 Packages in Pontianak. The next Training Workshops scheduled to be held are in Yogyakarta for Central Java and East Java Packages in November, 2015 followed by Balikpapan for North Kalimantan in January, 2016. Training aims to provide the basic information needed to support the implementation of monitoring implementation of environmental management so that all relevant provisions and procedures for environmental management and quality management system can be adhered to and implemented in accordance with the terms and conditions. Loan Utilization for Civil Works 4.1 Estimated Funding Status for RRDP Civil Works and Consultant Services. The estimate for Civil Works Packages in RRDP can be seen in Appendix No.14, using the exchange rate of 1US$ = 13,500 IDR.

RRDP Website The RRDP-CTC website has now been running on the fixed server site and can be found on http://www.pmu-rrdp.com . The RRDP-CTC website contains all of the following items: a) General RRDP information including copies of all reports i.e. Monthly Progress Reports and Quarterly Progress Reports with the latest uploaded reports being the MPR , QPR for the first quarter of 2014, Social and Environmental Status Reports and the Road Safety Audit Reports. b) Project list and Project Progress Status including Procurement Plan and Bid Winners, and Copies of all Bid Documents although currently without drawings while waiting for the original CAD files to be converted to PDF files) c) ACAP and Complaint Handling System including contact points, list of Community Representation Observers, and list of Third Party Monitors who have already been appointed. d) Announcements (current and archived) e) Newsletter f) Documents, (including all reports and bidding documents) g) Package Location Map h) Responses from the CHU following contract signing. Members of the public will be able to submit a complaint via the website regarding the implementation of any RRDP package.

Documentation Collection and Scanning CTC have set up a system whereby all RRDP documentation is being scanned and stored as soft copies with an appropriate well documented retrieval system.

Status LARP : - Proses pembayaran untuk pertukaran kawasan hutan dari kabupaten Malang ke kawasan hutan kabupaten Bondowoso, untuk 148 ha, akan selesai pada tahun 2015 - Izin dari Mininstry Kehutanan dan Lingkungan untuk menggunakan lahan hutan - BPM (Badan Pemberdayaan Masyarakat ) telah menyiapkan Rencana Aksi untuk proyek terkait dengan menyiapkan beberapa anggaran APBDP 2015 sekitar Rp 200 juta untuk program ini. Pelaksanaan Program pemulihan pendapatan akan dibahas dengan instansi terkait.
- Sisa kawasan hutan yang harus dibayar adalah 1,267,245m2 atau 26,73 hektar. Pertengahan September 2015, Bappeda Kabupaten Malang mengatakan bahwa pembayaran akan dilaksanakan sesuai jadwal multiyears karena batas kapasitas APBD Malang. - Perpanjangan izin dispensasi telah dikeluarkan dan diterima oleh Kabupaten Malang Menunggu pencairan dana
Kalimantan Barat 1. 30 RCP-01 (CW-05)
- Pemeliharaan rutin perkerasan dan saluran - Mobilisasi peralatan & topo survey - Uang Muka yang diajukan baru porsi ADB - Menurut surat yang diterima dari Kepala Dinas Pekerjaan Umum Provinsi Kalimantan Barat kepada Direktur Pelaksana Wilayah II Ditjen Bina Marga pada tanggal 11 Februari 2014 - pembayaran kompensasi berdasarkan taksiran LARP-ADB di 2011 of Rp. 2.055.890.700, dan perkiraan ini telah direalisasikan oleh Dinas Pekerjaan Umum melalui Provinsi Kalimantan Barat Provinsi dana anggaran Rp.8.757.281.035 untuk tahun pajak melalui 2011-2014.

2. 30 RCP-02 (CW-06)
- Kontrak Addendum I , 28 Agustus 2015
- Laporan LARP telah disampaikan ke ADB 28 Agustus 2015
Status LARP - Telah dilakukan pengukuran di Jalan Bambang Ismoyo Singkawang sepanjang 3.6 km. Hasil pengukuran menunjukkan bahwa AP berada di luar pagar tanah bangunan milik AP meskipun bangunan yang direlokasi di ROW 13 m. Hasilnya adalah (i) proyek hanya mempengaruhi pagar populasi. Pemda Singkawang telah menganggarkan untuk kompensasi, nmun hingga akhir bulan Agustus 2015 pembayaran kompensasi belum dibayar; (ii) tidak ada dampak pada tanaman dan pohon; (iii) tidak ada rumah yang rentan terkena dampak . Jumlah kompensasi untuk pagar melibatkan penilaian konsultan. disamping itu pembebasan lahan asli yang terkena pelebaran jalan, awalnya berjumlah 15 rumah menjadi 4 rumah, karena perubahan desain.

Status LARP - Lahan yang terkena proyek RRDP adalah tanah penduduk dan tanah negara luasnya seluas 31,67 Ha. Tanah penduduk berupa kebun, tegalan, dan permukiman, sedangkan tanah negara perupa kawasan hutan yang termasuk Kawasan Hutan Produksi Terbatas. Untuk tanah penduduk tidak ada penggantian tanah yang terkena proyek RRDP dikarenakan Pemda Kabupaten Bulungan khawatir untuk proyek lain di Kabupaten Bulungan akan meminta ganti rugi lahan, jadi kemungkinannya bisa digantikan oleh program-program Pemda Bulungan melalui SKPD-SKPD yang ada 2, 34 RCP-02 (CW-09)

- SCM II, 15 Agustus 2015 Status LARP - Lahan yang terkena proyek RRDP adalah tanah negara yang dikelola penduduk dan tanah yang dikuasai Perusahaan Perkebunan berupa HGU . Tanah negara yang dikuasai penduduk perupa kawasan perkebunan sawit, sedangkan tanah HGU yang dikuasai perusahaan berupa perkebunan sawit. Sehingga untuk tanah tersebut yang terkena proyek RRDP baik tanah HGU maupun yang dikelola penduduk tidak ada penggantian hanya kompensasi berupa pekerjaan untuk memindahkan bangunan dan tanaman kelapa sawit yang terkena proyek ke tempat yang telah ditentukan berdasarkan kesepakatan bersama 4. 34 RCP04 (CW-11)
Tidak ada penggantian untuk tanah, bangunan milik penduduk dan tanaman yang terkena proyek RRDP yang berada di tanah negara, kecuali penduduk atau perusahaan tersebut minta agar bangunan dan tanaman yang terkena proyek RRDP minta kompensasi berupa pemindahkan bangunan milik penduduk dan tanaman baik milik penduduk maupun milik perusahaan perkebunan ke lokasi yang disepakati bersama. Telah dipindahkan sebagian dari 238 pohon kelapa sawit milik penduduk dan 962 pohon kelapa sawit milik perusahaan perkebunan dan telah dipindahkan sebuah bangunan sesuai kesepakatan

Complaint Issue Many concerns raised during the meeting particulary due to many information inaccuracy and lack of significant social analyze. Even the head of the facilitation consultant group of the PPTA meeting stated that the PPTA study and report were not sufficient enough and therefore should be revised Some groups in Yogyakarta and west Kalimantan investigated the road-link as mentioned in the final draft PPTA. Their findings were submitted to ADB for considerations, particularly to the project officer Request to postpone the regional road development project particularly in west Kalimantan until there is an acknowledgement of rights and existence of the indigenous peoples along the road that will be developed.
