Executive Summary 1.1
Project Description. The RRDP project is aided project of ADB loans (No.2817-INO) and financing IDB (No.0161-IND). The proposed Project will improve strategic national road corridors in north Kalimantan and south Java to support economic growth in these two less developed and poorer areas of Indonesia. The national road network in south Java is incomplete, with some road sections of the southern Trans Java Highway not yet constructed resulting in gaps in road network. Similarly, road network improvements are needed to support economic development in the less developed and remote districts in north Kalimantan and Improve road connections in Kalimantan to the border. The project includes a component for the rehabilitation of 476 km of national roads consisting of new construction, resurfacing and widening and bridge rehabilitation/ replacement of total length 3390 meters in two (2) provinces in Java and two (2) provinces in Kalimantan.

Current Implementation Situation 1.2.1
Procurement All sub-projects started with pre-qualification in 20 December 2011 through ICB process procurement. West Kalimantan One (1) of the three (3) packages in West Kalimantan, CW-05 (SosokTayan; Tanjung – Batas Kota Sanggau), the Bidding Document was submitted to ADB on 25 April 2014 and after ADB comments on the draft Bidding Documents retendering carried out on 23 June 2014 with ADB agreement that DGH may apply the full e-procurement system for this package as a pilot test. Accordingly Bid submission with bid opening (Re-tender) was completed on 9 September 2014, full Electronic Procurement System being applied as a pilot project for the ADB. East Kalimantan Revised Bid Evaluation Report IV for package 34-RCP01(CW-08) was sent to ADB on 11 September 2014 and was concurred on 25 September 2014. Central Java Bid opening for 3 packages ; 24-RCP-01(CW-01) (Tambakmulyo – Wawar), 24-RCP-02(CW-02) (Giriwoyo - Duwet (Section 1)) and 24RCP-03(CW-03) (Wawar - Congot), was held on 15 July 2014 at Semarang, Central Java. Procurement team (POKJA) completed the

Bid Evaluation Report and this was sent to IDB on 23 September 2014. There has been no response from IDB on the selection of DSC-2 Consultant since DGH central procurement committee submitted comments. 1.2.2

As can be seen from the above table all Consultancy service appointments were late for a number of reasons including delay in the procurement process for Consultant services DSC-2 and delay in the procurement process for civil works in Central Java. Also procurement of all Technical Assistant consultant services CSP-4 to CSP-10 is delayed. 1.3
Current Status of Loan At the end of this third quarter 2014, (September 2014) some US $14,137.93 representing 5. 77% of the available loan, has been disbursed. Disbursement is considerably behind schedule as 15.22% (7 months) of the loan availability period having elapsed. The main reasons for the delays being: a) Long period of waiting for NOL regarding tender documents for packages in Central Java. b) The delay of disbursement of Advance Payment for package 34-RCP03 (Sp.3 Apas – Simanggaris, section 1) and 34-RCP04 Sp.3 Apas – simanggaris – section 2; ; Simanggaris – bts. Negara). 8

During this third quarter, ADB Midterm Review mission visited to the project commencing on 23 September 2014. As can be seen from the table below the mission visited East Java project in the beginning of October 14, and two (2) site visits to RRDP projects in Kalimantan were made in middle of October and middle of November 2014, with one meeting for every province prior to site visit. The meeting

In the beginning October 2014, the ADB Midterm mission made a site visit to East Java and West Kalimantan only, due to ADB and Coordination meeting with Ministry of Finance, DGLT, DGNTP, Bappenas and PMU in Bappenas meeting room on 23 October 2014. The next site visit to East Kalimantan will be continued in November 2014. 2.6
Project Steering Committee Meeting No Steering Committee meetings have been held to date.

Loan Closing Date During the ADB Midterm Review Mission, informal discussions were again held relating to the completion date for packages in Kalimantan and (3) three packages in Central Java it was essentially agreed that all packages were unlikely to be complete before their scheduled PHO dates.

Project Management and Implementation There were no major changes in project management during this quarter 3.1
Procurement Plan Appendix No. 2 presents a copy of the general Procurement Plan for all Civil Works, Goods and Consulting Services, for the project as updated at the end of the third quarter 2014.
3.2
Procurement Status (A) Works Procurement is being conducted under the Bank’s Procurement Procedures as described in the Loan Agreement. The International Competitive Bidding (ICB) will apply for packages with the estimated total cost of more than US$10 Million to comply with the Bank’s threshold. According to Government of Indonesia (GOI) regulation, prequalification shall be apply to all packages with construction estimated cost to be more than IDR 100 Billion. All subprojects have been started with prequalification since 20 December, 2011 for ICB multiple contracts. This is an advanced procurement action agreed between the DGH and the Asian Development Bank (ADB) prior to the mobilization of a CTC. The deadline for Qualification Document submission by the Applicants was 27 April 2012. Procurement is now complete for six (6) packages: two (2) packages in West Kalimantan, one (1) package in East Java and three (3) packages in East Kalimantan. (B) Goods There were no Goods procurement in process during the third quarter 2014. (C)
Services
The Core Team (CTC), Supervision Teams (DSC-1 and DSC-3) status are discussed in Section 3.5 of this report. : 3.3
Implementation Status – Civil Works Five (5) packages; One (1) for East Java Province (CW-4), two for West Kalimantan (CW-6 and 7) and two (2) for East Kalimantan have Contracts signed and construction has commenced. One Package 28-RCP01A, Jolosutro – Sendangbiru progress is behind schedule by 8.81%. PPK should take action to arrange that a Show Cause Meeting (SCM) is held at project level. One package 30-RCP03, Sp.Tanjung – Galling; Aruk- Bts Serawak is also behind schedule by 1.87%. DSC team is aware of this situation and is monitoring. One (1) Package ahead of schedule by 5.84% is Tebas – Singkawang (section 1 & 2) ; Bypass Sambas; Galing – Tj.Harapan. 13

Package 34-RCP02 (CW-09) Sp.3 Tanjung Palas- Sekatak Biji (Section 2) Contract was signed on 25 June 2014; ADB concurred with the Contract on 14 July 2014. The Contractor commenced work on 4 September 2014. ADB concurred with Contract Package 34-RCP03 (CW-10) Sp. Tiga Apas – Simanggaris (Section 1) and the letter of notice to proceed (COW) was issued on 10 July 2014. The contractor commenced mobilization. ADB concurred with the Contract for 34-RCP04 (CW-11) Sp. Tiga Apas Simanggaris (Section 2) and Simanggaris – Bts Negara (Serudong) on 14 May 2014. However, a discrepancy in payment currencies Local and Foreign between the Bid Bill of quantities and Contract agreement was raised by the Contractor, HALLA. CTC held a meeting with the Contractor on 8 July 2014 to clarify the interpretation of the contract document. Subsequently the Contractor submitted a claim letter to PPK on 22 August 2014 to try and resolve the matter. The summary of Implementation Status and Cost Monitoring of RRDP project shown on Appendix 3. 3.4

Contract No.03-02/CTC/PM/LN/ADB/2817.0214 was signed on 12 February 2014 between the Ministry of Public Works, the Directorate General of Highways and Lead Consultant Renardet S.A. Notice to Proceed (NTP) was issued on 25 February 2014 and with the Contract scheduled to be completed by 29 February 2016. If the Loan period is extended the CTC Contract will require to be amended. Draft Addendum No.1 to the CTC Contract is currently being prepared to include
a number of issues such as additional professional and sub
professional personnel in the CTC Contract. Additional proposed requirements to CTC services are as summarized below. a)

Notice to proceed was issued on 18th October 2013. d) Technical Assistance for Construction Supervision Consultant (DSC2) for Package in Central Java. Procurement of Consultant for DSC-2 is still in process/ approval Technical Evaluation by the IDB. e) Other Consultants for Technical Assistant Road Sector Development Program. Implementation of the Anti-Corruption Plan 3.6.1
Community Representative Observer (CRO) The bid openings for three (3) packages in West Kalimantan and four (4) packages in East Kalimantan and three (3) packages in CentralJava were attended by the selected CROs who are required to prepare a report showing the results of their observations. For one (1) Package in East Java, no CRO attended at the bid opening ceremony. See Appendix 7 for a tabular summary of CRO activities.
3.6.2
Third Party Monitoring (TPM) The Terms of Reference and budget for the TPM are contained in CTC Draft Addendum No.1, preparation in process. Operational costs will come from the Technical Assistance component of the Loan for RRDP through the Core Team Consultant (CTC). It was decided that the best method of recruitment for Third Part Monitoring (TPM) was through the universities closest to each individual package. PMU mailed invitations asking them to express their interest in forming independent monitoring teams of Third Party Monitors. This concept is based on the fact that Universities/Technical Faculties have engineers available for recruitment and Universities could use this opportunity to become involved in public service.
It is hoped that this
concept will be more effective and more efficient in determinating legitimate, competent, independent Third Party Monitoring (TPM). The duties of a TPM include: a) Report to the PPK for relevant package and obtain copies of all drawings and contract documentation. b) Make at least three (3) separate visits to site, with each visit lasting up to four (4) days long, to ascertain that the works are being carried out in compliance with the Contract drawings and documents. c) Prepare and submit a report for the PMU following each visit. 3.6.3
Complaint Handling System (CHS) Up to September 2014, no complaints have now been received.

Implementation of the Environmental Management Plan All contractors have been informed that they must prepare an Environmental Management and Monitoring action plan (Rencana Kerja Pengelolaan dan Pemantauan Lingkungan) prior to commencement of each construction package. A summary of the monitoring of environmental mitigation conducted by CTC for all packages is presented in Appendix No. 8 and a detailed record of the Status of environmental safeguard documentation in presented in Appendix No. 12. 3.7.1
HIV-AIDS and Anti Human Trafficking Program Program for HIV/AID and anti Human Trafficking has not commenced and is still in the process of procurement.
3.7.2
Monitoring of Health and Safety Each contractor must take reasonable precautions to maintain the health and safety of his employees including collaboration with local health authorities. The object of this program is to minimize any accident and health problems during construction work execution; is part of CTC monitoring activities. Health and Safety Monitoring for each package can be found in Appendix 16. From the details in this Appendix 17

it can be seen that the minimum attainment is “mildly satisfactory” with “good” being attained only for a few number of factors. Each package is made aware of the results and are encouraged to improve as necessary. 3.8
Resettlement & Rehabilitation Activities 3.8.1
Preparation of LARP Is being carried out in accordance with the requirements set forth in the ADB safeguard document which requires monitoring of LARP preparation and implementation of the for each package on RRDP. Monitoring conducted by the CTC has been prepared in
five (5)
documents of LARP while one (1) LARP will be prepared for two (2) civil works packages 34-RCP-03 and RCP 34 04. 3.8.2
LARP Implementation Based on the results of monitoring, data collection and coordination with local government and projects, progress of the implementation of the LARP can be grouped as follows: 1. Land Acquisition For land acquisition that has been completed consists of : Package 28-RCP 01A (CW-01): Jolosutro-Sedangbiru and Package 24-RCP01 (CW-02): Tambak Mulya-Wawar. While the six (6) other packages are still in the process of land acquisition, and one (1) package does not require land acquisition. There are two (2) packages where implementation is waiting the completion of LARP preparation. 2. Compensation for buildings and plants Payments of compensation have to be made for packages, which amount is determined by the regulation set by the Department of Public Works, the Department of Agriculture or Regional Head Decision. 3. Rehabilitation Required for the livelihood recovery of the Affected Person (APs) in the form of allowance during the transition or assistance to vulnerable groups. Almost all packages are still in the process of implementation. A detailed summary of the land acquisition requirements for all packages based on LARP studies are included in Appendix No. 11.

Adanya keterlambatan mobilisasi peralatan dan persiapan dalam mencari lokasi quarry untuk aggregat CTB dan Klas.S Sumber Quarry disekitar Sitiarjo sangat terbatas dan masih terdapat permasalahan dengan masyarakat setempat, sehingga belum dapat dieksploitasi secara maksimum Kapasitas stone crusher dan CTB Plan di Sitiarjo tidak memadai untuk memenuhi volume kontrak 24,288.5 M3 dengan sisa waktu pelaksanaan efektif 7.50 bulan dengan hari kerja efektif 25 hari perbulan, maka kebutuhan volume CTB perhari + 130 M3 Jarak tempuh lokasi CTB Plan ke lapangan rata-rata 45 menit untuk penghamparan CTB harus dimulai paling lambat 30 menit setelah pencampuran dengan air

Quality of Workmanship (Based on Visual Site Inspection) General
The mobilization of AMP equipment not yet, and stone crusher capacity for aggregate material produce inadequate. The stone crusher was operation during our site visit. CTB plan capacity The raw material and stockpile aggregate for CTB at the CTB plan yard was inadequate. The contractor is planning to purchase and transport the balance requirement from a local crusher. (See photo No.1 and 2).
Drainage
The work on the construction of U - ditch (cross drain) was in progress at several locations. The workmanship was up to acceptable standard.
Earthworks
Excavation slopes that are too upright, potentially unstable slopes, see photo No.3 and 4 need the terraces shall be implemented minimum width 1 meter every the excavation of more than 5 meters. The Embankment has been placed in the carriageway and shoulder from Sta.11+100 to Sta.12+700 and Sta.13+400 to Sta.13+600 and Sta.16+225 to Sta.16+975 (left). The embankment at the slope should be compacted to prevent scouring at the slope side. At some locations the Embankment slopes in the shoulder is unstable, should be improvement with embankment slope width 2 horizontal : 1 vertical or retaining wall or gabion. (See photo No.5).

No aggregate base class A required in this project. The base of structure pavement using Cement Treated Base (CTB), CTB of works not yet started because make of JMF for CTB should be process (See photo No.6).

The work on Caisson foundation sunk for Wonogoro Bridge was in progress, and prepared of reinforcing steelmuch installevidence for footing (See photo No.7). Not of abutment. this.

Comment on The Mix Design During our site visit on 28 and 29 August 2014, CTC collected the mix design of Aggregate Class S, concrete class K-350, K-250 and K-175 and mix design formula for CTB provided by PT. Hutama Karya (Persero). Our comments given below refer to those documents. a. The composition aggregate class S of adopted in the first gradation was 79 % CA and 6% FA + 15% Soil. The gradation chart as shown in mix design is reproduced below.
b. The gradation satisfies the limits given in the specification. The percent passing No.40 and No.4 however, was very too close the upper limit requirements. This would result a mix lacking bonding properties. A redesign by revising the mix proportions suggested. c. The sample II of mix design CTB result of compressive strength test with 7 days after mixing is 45.31 Kg/Cm2, base on article 5.6.3. specification requirement of CTB compressive strength is 78 Kg/Cm2. proportions suggested.

Conclusions and Recommendations The commencement date of 18 October 2013, mobilization is not complete. There is no AMP equipment, CTB Plan capacity minimum requirement and laboratory equipment incomplete. Progress slowly, has not improved because the Contractor has cash flow problems. The quantity of raw materials for CTB and Aggregate Class S, needs to be added with location quarry other sources material. The contractor must be the CTB plan capacity increase suggested. The project was advised to complete the JMF for CTB using the aggregates requirement intended for production before CTB spreading. Base on specification article 5.6.7.5. “The compaction of Cement Treated Base (CTB) layer shall be started not more than 30 min after mixing the mixture with water”, CTB Plant should be relocation in project location suggested. The Embankment slopes in the shoulder is unstable, should be improvement with embankment slope width 2 horizontal : 1 vertical or retaining wall or gabion. The contractor must be simultaneously of works for excavation and embankment for carriageway, grade preparation, cross drain, side drain and abutment for The wonogoro bridge. Considering progress to date CTC find that this contractor’s performance, the quality of work and the workmanship need to be improved.
