Message from the president Beste collega’s, goede vrienden, Met de zomervakantie voor de deur nodig ik u graag uit om nu reeds de data van OB 2013 vast te pinnen in uw agenda. Deze jubileumeditie van ‘INFO’ biedt weer een bloemlezing van toekomstige congressen. Een goed moment om even stil te staan bij de etymologische betekenis van het woord ‘congres’. Het Latijnse woord ‘congressus’ betekent ‘samenkomst’. Is dit niet de essentie van elk congres? Samenkomen, ervaringen en kennis uitwisselen, nieuwe collega’s leren kennen. Als we het verder ontleden, wordt het nog boeiender: congressus is een samensmelting van ‘com’ en ‘gradi’. ‘Com’ betekent ‘samen’; ‘gradi’ vertaal je als stappen, vooruitgaan. En is het toevallig dat we diezelfde ‘com’ terugvinden in het woord ‘collega’? Of in het woord ‘community’? Het maatschappelijk belang van ‘community building’, het samenkomen van kleine en grotere gemeenschappen, kan niet worden onderschat. Het kan een formidabele stimulans bieden. Eenzaam verworven kennis zal nooit de globale kwaliteit van onze geneeskundige zorg ten goede komen. Gedeelde kennis zal ons allen een stap, een ‘gradus’ vooruit laten zetten... Ik ben ervan overtuigd dat OB 2013 een prachtig ‘congressus’ wordt. Samen zullen we de uitdagingen van een snel wijzigend medisch landschap ongetwijfeld beter het hoofd bieden. Ik kijk er naar uit om u allen terug te ontmoeten, allen een jaartje wijzer, sommigen voor het eerst. En ik nodig u nu reeds uit om uw favoriete hotel of gastenkamer te boeken. De avonden vormen uitgelezen kansen om collega’s informeel te ontmoeten, om in alle rust, ver van alle dagelijkse beslommeringen, van gedachten te wisselen. Boileau zei het reeds ten tijde van Lodewijk XIV: ‘du choc des idées jaillit la lumière’... Het wetenschappelijk programma wordt door de verschillende verenigingen zorgvuldig voorbereid, gepolijst tot een buitengewone diamant. Ik licht een tipje van de sluier. De BBO buigt zich over de toekomst van het Belgische gezondheidssysteem, buitengewoon interessante en complexe problematiek in een snel veranderende medische wereld. BOG en SBO slaan terug de handen in elkaar en vervolgen de succesvolle ‘point-counterpoint’ formule, die verleden jaar boeiende discussies genereerde. BSCRS verdiept zich in de presbyopie, stilaan de heilige graal van de refractieve heelkunde. Een veelheid aan boeiende programma’s zal ons toelaten om kennis op te frissen, nieuwe inzichten te ontdekken, en tijdens de ICC op een actieve en interactieve wijze deel te nemen aan de sessies.

De wetlabs laten toe om praktische vaardigheden aan te leren, en balanceren tussen basisniveau en meer gespecialiseerde onderwerpen. Donderdagmiddag houden we de prijs van de Academia Ophthalmologica Belgica boven de doopvont. We kennen een rijke geschiedenis van buitengewone personen, die zich op uitzonderlijke wijze hebben onderscheiden binnen de oogheelkunde, zonder wie de oogheelkundige zorg, kennis en organisatie in België niet dezelfde zou zijn. Elk jaar wensen we een prijs toe te kennen als eerbetuiging voor een eminente loopbaan. Op donderdagavond beloven we u een prachtavond in het Wiels centrum voor hedendaagse kunst, een zeldzame architecturale parel, reliek van het modernistische Brussel. De brouwzaal ademt nog een belle époquesfeer uit de tijd toen Brussel in Europa’s economisch en cultureel centrum stond. C’était au temps où Bruxelles dansait... De verleden jaar zo succesvolle ‘dinner and dance’ formule wordt getooid in een cultureel kleedje. Op het wandelbuffet zullen hoge tafels en stoelen voldoende interpuncties vormen voor vermoeide benen. Het dansenthousiasme tijdens de laatste OB-party indachtig, nodigen we ook dit jaar één van Belgiës beste coverbands uit. Faculty, industry, come on, let’s party! Beste collega’s, goede vrienden, dit was slechts een kleine anthologie, een bloemlezing van een boeiend congres in wording. We houden u graag verder op de hoogte van de genese van OB 2013. Noteer de datum alvast. We verwachten u allen te Brussel, op een parel van een congres. We wensen u een lange, warme zomer en een fantastische vakantie. Message from the president
Chers collègues, chers amis, A l’aube des vacances d’été, j’ai le plaisir de vous inviter à fixer dans vos agendas les dates de l’OB 2013. Cueillez feuille après feuille cette édition jubilé du magazine «INFO». Elle vous offre une anthologie des congrès à venir. C’est le moment choisi pour se pencher sur l’étymologie du mot ‘congrès’. Le mot latin ‘congressus’ signifie ‘rassemblement’. N’est-ce pas là l’essence même de tout congrès? Se rassembler, échanger des expériences et des connaissances, faire la connaissance de nouveaux collègues. L’importance sociale de ‘community building’, le rassemblement en communautés, petites ou grandes, ne peut être sous-estimée. Elle peut offrir un stimulant formidable. La connaissance acquise seule ne pourra jamais avantager la qualité globale de nos soins médicaux. C’est la connaissance partagée qui nous permettra de faire un ‘gradus’, un pas en avant. ... Je suis convaincu qu’OB 2013 sera un ‘congressus’ magnifique. Ensemble nous pourrons mieux faire face aux exigences d’un environnement médical qui se modifie très rapidement. Je me fais une joie de vous y rencontrer, avec un peu plus de sagesse et de vécu, certains pour la première fois. Je vous invite à réserver sans tarder votre chambre ou votre hôtel favori. Les soirées vous offrent des occasions uniques pour rencontrer des collègues de manière informelle, d’échanger des idées en toute sérénité, loin des soucis quotidiens. Comme le disait Boileau, à l’époque de Louis XIV: ‘du choc des idées jaillit la lumière’... Le programme scientifique est préparé avec grand soin par les différentes associations et devient un diamant soigneusement poli. Je vous en donne un avant-goût.

L’UPBMO se penche sur l’avenir du système de santé belge, une problématique très intéressante et complexe dans un monde médical en mutation permanente. BOG et SBO s’entendent une nouvelle fois pour présenter la formule «point-contrepoint» qui, l’année dernière, généra des discussions si intéressantes. BSCRS se penche sur la presbytie, qui semble devenir le Saint Graal de la chirurgie réfractive. Cette multitude de programmes intéressants doit nous permettre de rafraîchir nos connaissances, de découvrir de nouvelles approches et de participer de manière active et interactive aux ICC. Les wetlabs permettront d’acquérir des aptitudes pratiques et balancent entre le niveau de base et des sujets plus avancés. Le jeudi midi nous inaugurerons le prix de l’Academia Ophtalmologica Belgica. Nous connaissons nombre de personnalités extraordinaires qui se sont distinguées de manière exceptionnelle en ophtalmologie sans lesquelles les soins, la connaissance et l’organisation de notre belle spécialité ne seraient pas à ce haut niveau en Belgique. Nous souhaitons attribuer annuellement ce prix pour honorer une carrière exceptionnelle. Le jeudi soir nous vous réservons une soirée remarquable au musée d’art contemporain Wiels, une perle architecturale rare, relique du Bruxelles moderniste. La salle de brassage dégage encore cette ambiance Belle Epoque du temps où Bruxelles était au centre économique et culturel de l’Europe. «C’était au temps où Bruxelles dansait...». La formule «dinner and dance» qui fut tellement appréciée, recevra cette année un vernis culturel. Au cours du buffet ambulant des tables et tabourets hauts permettront de ménager les jambes fatiguées. Ayant constaté l’enthousiasme pour la danse lors de la dernière OB party, nous invitons à nouveau un des meilleurs coverbands belges. Faculty, industry, come on, let’s party! Chers collègues, chers amis, ceci n’est qu’une petite anthologie d’un passionnant congrès en éclosion. Nous vous tiendrons au courant de la genèse d’OB 2013. Notez-en déjà la date. [email protected] BE 0862.155.596 Venue and dates The congress will take place from Wednesday 27 to Friday 29, November 2013 at Brussels EXPO, Pal. 10 Place de Belgique - Belgiëplein 1020 Brussels Exhibition The exhibition will be open during the congress from 09:00 to 18:00. Registration All participants will receive their congress material at the registration desk. The registration desk will be open from 08:00 to 18:00. Entitlements Payment of the registration fee entitles delegates to participate at the entire congress programme. The final programme will be sent to the preregistered participants in order of payments before November 12, 2013. The others will receive their documents at the registration desk.
Badges Please remember to wear your badge throughout the congress. Audiovisual support room Will be open on Tuesday from 17:00 to 20:00 and from Wednesday to Friday from 07:30 to 17:30. Bring your presentation at least two hours prior to your session to the audiovisual support room. Internet Internet access is available at the internet corner, located in the Foyer. Accreditation Accreditation has been asked Cancellation and refunds Refunds up to 75% of the advance registration fee will be granted for cancellation received in writing prior to November 15, 2013. Refund will not be granted for later cancellations or no-shows.
Catering Coffee during the whole congress and sandwiches during lunchtime are included in the registration fee and will be served at the coffee bar in the foyer and during the poster session in the poster area.

Paralytic strabismusEye movement abnormalities are clinically important symptoms, possibly pointing at a manifestation of dysfunction of cranial nerves III, IV, or VI (the 3 ocular motor nerves). This ICC reviews the anatomical concepts and the clinical presentation. Differentiation between supra-nuclear, nuclear and infra-nuclear disease will be discussed. Oculomotor dysfunction can result from lesions anywhere along its path between the oculomotor nucleus and the extraocular muscles. The differential diagnosis and its management vary with the age of the patient and the presence of associated signs and symptoms. The therapeutic role of occlusion, prisms, botulinum toxin, surgery and their timing are discussed. Surgical procedures like oblique recession or resection, transposition of the vertical recti, transposition of the lateral rectus, recess/resect procedures of horizontal and vertical muscles will all be explained.

Diabetic retinopathy (DR) and diabetic macular edema (DME) are leading causes of blindness in the working-age population of most developed countries. The increasing number of individuals with diabetes worldwide suggests that DR and DME will continue to be major contributors to vision loss and associated functional impairment for years to come. We provide an overview of clinical risk factors, pathophysiology and diagnostic modalities and will establish a treatment and follow-up plan. Several recent multicenter randomized clinical trials have been completed and are changing the approach to this disorder. The role of traditional laser photocoagulation, vitrectomy and effective new intravitreal pharmacotherapy options will be discussed and will include a glimpse into the (near) future.

Guidelines online submission of abstracts The abstract submission deadline is September 23, 2013 •
In order to be able to submit an abstract, registration for OB 2013 is required

The online submission system allows you to specify a preference for the format of your presentation. However the OB 2013 Programme Committee will decide on the final format.
•
An abstract is strictly limited to 1.800 characters. All characters inserted, including spaces, count towards the total. During the submission process the number of remaining characters is indicated.
•
All abstracts should be structured as follows: Title, Author, Authors’ affiliations, Purpose, Methods, Results and Conclusions. Please note that abstracts without concrete results will not be considered.
•
Case reports will be converted to poster presentation.
•
Acceptance letters will be sent by October 7, 2013, to notify the first author of acceptance or rejection together with the time schedule of the presentation. Unfortunately, the complexity of the programme will not allow schedule changes.
•
No more than ten abstracts submitted will be selected by the Programme Committee for presentation as an oral paper, if the first author has indicated that he/she wishes to do so. Posters must be mounted on the assigned poster board on Tuesday 26 November 2013, from 16:00hrs onwards through 19:00hrs, or at the latest on Wednesday morning 27 November 2013 from 7:30hrs and before 8:30hrs.

Poster boards are located in the poster area in Hall 10 in Brussels EXPO Convention Centre and all carry a unique number. The number of the poster board to which the poster is assigned.

Posters must remain on display until Friday, November 29, 15:30hrs. Posters not removed by Friday, November 29, 19:00hrs will be removed and discarded.

Material for mounting will be available at the registration desk. Poster presenters are required to stand beside their poster during the poster sessions on Wednesday 12:30 - 14:00 in poster area, sandwiches will be served. During this time the jury will be circulating for the poster award.

Technical instructions Speakers are kindly requested to strictly respect the allocated time to guarantee smooth running of the sessions. •
A single computerized network running the Windows operating system will be used to manage all slide projections. All presentations will be sent to the assigned Meeting Room from the central server at the Slide Room, by the technical staff. This procedure ensures efficient management and higher quality of projection. The use of personal laptops for presentations is actively discouraged.
•
Speakers are invited to prepare their presentations in Microsoft PowerPoint either for Windows or Macintosh/Apple.
•
PowerPoint presentations on disk, CD Rom or USB memory stick must be delivered at the Slide Room at least one hour before the start of the session. Preview facilities will be available at the Slide Room.
•
Presentations loaded on a personal laptop must be downloaded and copied at the Slide Room at least two hours before the beginning of the session.
•
Should this be the case, please inform the Meeting Administrator’s Desk about any particular requests well in advance.

Guidelines Guidelines for speakers Some suggestions to make a PowerPoint presentation: •
Write the title of the presentation and the speaker’s name on the first slide indicating any possible conflict of interest (please specify any consultancy relation to pharmaceutical companies, industries, etc..).
•
Save the presentation with the speaker’s name embedded in the file name + the date in order to avoid that all presentations are called OB 2013 or Brussels 2013.
•
Any video/film/image file must be in the same folder of the PowerPoint presentation and must be copied in the folder before being included in the presentation. Alternatively, use the option “Pack and go” or “Package to CD/DVD/USB” in the PowerPoint software.
•
It is recommended that embedded movies start automatically after slide transmission rather than by mouse click.
•
We suggest putting a maximum of one movie per slide.
•
Reduce the size of your presentation by choosing the option “Reduce File Size...” and then “Best for viewing on screen” under the “File” dropdown menu in PowerPoint. Images with either “.png” or “.jpg” extensions are recommended in order to obtain a smaller size presentation (other kinds of cross-platform extensions - recognizable by PowerPoint, such as tiff – are also acceptable).

The Slide Room is open on November 26 between 17:00 - 20:00 and during the congress between 7:30 - 17:30.

The OB 2013 Organising Committee ensures that all presentations are erased from computers used by the audiovisual team. In addition, no one other than the presenter will be allowed to copy PowerPoint files from the AV system.
Session Moderators Session moderators should ensure that speakers remain within the allocated time for their presentation, and that the session finishes within the allocated timeframe. It is actively discouraged to switch the order of talks, as meeting participants may have planned their itinerary in advance, and may move between Meeting Rooms during the Sessions to attend specific talks.
