Na het einde van de olympische spelen wordt China van brandpunt van de sport weer ‘manufacturing plant of the world’. FEI is een snel groeiend High Tech bedrijf dat wereldwijd in 4 markt segmenten opereert. FEI’s strategie is om de innovatieleider te zijn in een zeer competitieve markt en is met deze strategie zeer succesvol. Voortdurende ontwikkeling van samenwerkings- en uitbestedingsrelaties zijn een essentiële schakel om de innovatie van FEI te ondersteunen en waar mogelijk te versnellen. Aan de andere kant is er een sterke noodzaak om de prijsontwikkelingen in de markt voor te blijven. In deze presentatie zal Gijs Oude Elberink beide aspecten toelichten en vertellen hoe hieraan binnen de sourcing strategie van FEI succesvol structuur is gegeven. Bedrijven focussen meer en meer op hun kernactiviteiten, dit geldt ook voor Philips Healthcare. Als een gevolg hiervan worden de activiteiten die niet tot de core-business behoren uitbesteed aan toeleveranciers die moeten excelleren in deze activiteiten en de maximale toegevoegde waarde moeten leveren. Dit lijkt gemakkelijk gezegd maar er gaat een wereld schuil achter de uitvoering van deze strategie waarvoor een ‘open mind’ en integrale aanpak basisvereisten zijn. Veel (zware) industrie is de afgelopen jaren uit Nederland verdwenen. Steeds vaker wordt de productie verplaatst naar India, China, etc. Nedstaal heeft haar succes juist te danken aan de bewuste strategie een Nederlandse producent te zijn in een global markt. Caroline Princen licht graag toe waarom we ook vanuit de optiek van duurzaamheid juist meer industrie in de Benelux moeten willen.

Why go to Slovakia? And why stay?

Door nieuwe fiscale regels in 2000, 50% omzetverlies, prijs-erosie en stijgende loonkosten zette Trémas in april 2001 een eigen assemblagebedrijf op met 5 vijf medewerkers in Slowakije. Dit bedrijf is uitgegroeid naar 75 medewerkers in 2008. Ondanks stijgende loonkosten en een economie die op volle toeren draait blijft Slowakije nog steeds aantrekkelijk en mede door de centrale ligging de springplank naar Oost-Europa. In de vestiging in Meppel (NL) blijven o.a. verkoop, inkoop en de financiële administratie, terwijl de ontwikkelingswerkzaamheden over beide vestigingen zijn verdeeld.

Low Volume / High Tech uitbesteden in Azië

Om de gevolgen van de dalende dollar te beperken startte PANalytical 4 jaar geleden een project om een deel van het inkooppakket (PCBA’s, kabelbomen en mechanische samenstellingen) naar Azië te transfereren. Een high tech pakket met lage aantallen tussen 50 en 300 stuks per jaar. De ervaringen van PANalytical zullen wellicht sommigen afschrikken, maar anderen prikkelen om ook een dergelijk traject in te gaan.

In 2007 wil ik u mede namens AS Marketing Network, Boer & Croon en Co-makers International van harte welkom heten op dit congres voor de (maak-)industrie. De ontwikkelingen op de financiële markten laten zien dat lokaal succes niet alleen wordt bepaald door lokale politiek en strategieën. Het is evident dat inzicht in de ontwikkelingen op wereldschaal essentieel zijn om uw eigen toekomst uit te zetten, zowel lokaal als ‘global’. Dit geldt ook voor uw supply chain en sourcing strategie van de toekomst. In onze dagelijkse praktijk van strategie-advies en -implementatie voor de (maak-)industrie helpen wij onze klanten, uitbesteders en toeleveranciers, met het scheppen van de randvoorwaarden voor dit succes. Kenmerken producten: Trekhaak-kabelsets: •
Kabelbomen voor trekhaken (caravanverlichting) worden veelal zelf ontwikkeld (meestal geen technische gegevens aanwezig);

Bovenstaande kabelbomen worden met nodige onderdelen bv contactdoos en bevestigingsmateriaal als kit onder private label of eigen merk aan autofabrikanten/importeurs en trekhaakfabrikanten geleverd.
Kabelbomen divers: •
Het ontwerp van deze kabelbomen wordt veelal door de klant aangeleverd en daar waar nodig en mogelijk door Trémas aangepast;

Ook worden deze kabelbomen op bijv. besturingsmodules voorgemonteerd geleverd;

Ook kunnen stekkers aangespoten worden en spliceverbindingen en printplaatjes omspoten worden.
Kenmerken productie: Engineering (in Meppel en Zlatna): •
Het ontwerp wordt veelal door onze engineers in Meppel gemaakt en zij zijn ook verantwoordelijk voor de projecten;

Productietekeningen, knip- en striplijsten en handleidingen worden in Zlatna (Slowakije) gemaakt;
•
BOM lijsten t.b.v. productieplanning en calculatie worden in Zlatna in ERP pakket (Unit 4 Productie, afgeleide van Isah 7) ingevoerd.
Productie (sinds dit jaar nagenoeg volledig in Zlatna): •
De productie omvat het automatisch knippen, strippen van draad en het aankrimpen van contacten (de draden al dan niet voorzien van bedrukking) en het automatisch knippen en ontmantelen van kabel;
•
De draden en kabels worden (veelal door dames) samengesteld tot kabelbomen;
•
Na het assembleren worden de kabelbomen op functioneren getest;
•
Het werk bestaat voor ruim 80% uit handwerk.

De Slowaakse Republiek (SK) is een door landen ingesloten natie in Centraal Europa. Meer specifiek, het ligt in het geografisch centrum van Europa en grenst aan Tsjechië, Polen, Oekraïne, Hongarije en Oostenrijk.
De redenen om de productie in 2001 naar Oost-Europa te verplaatsen: • De meeste concurrenten produceerden al in Oost Europa. De Nederlandse concurrent had zijn assemblage al naar Polen uitbesteed • 50% omzetverlies door wegkapen of overcapaciteit (tegen kostprijs) van de grootste klant door een concurrent >> start prijserosie << • door wijziging belastingstelsel (inkomstenbelasting) zou de assemblage door thuiswerksters in de komende jaren te duur worden • kwaliteitsadviseur attendeerde mij op Polen als alternatief • via EVD en/of KvK in contact gekomen met een organisatie, welke op zoek zou gaan naar potentiële jobbers in Polen • potentiële jobbers werden gezocht en gevonden. Inmiddels gestart met het inplannen van een bezoekschema naar Polen • Een toeleverancier attendeerde mij op Slowakije als prima alternatief en bracht mij in contact met een 24 jarige Slowaakse stagiair
Waarom niet Polen maar in plaats hiervan Slowakije? • het gepresenteerde rapport gaf een duidelijk beeld omtrent de mogelijkheden in Slowakije en centrale ligging ervan in Oost Europa • lonen lagen veel lager dan de omliggende landen als Tsjechië en Hongarije. Polen was nog weer duurder en dus niet meer interessant • douane afwikkelingen zouden minder problemen opleveren t.o.v. Polen. Dit klopte in de praktijk ook; een kleine financiële donatie deed wonderen! • student zou behulpzaam zijn bij het zoeken van de juiste plaats en mensen, het oprichten van een Spol s.r.o. en het aanvragen van de nodige vergunningen • de student gevraagd om als managing director voor ons te willen werken (hij moest dat jaar zijn studie nog afronden) en e.e.a. in werking te willen zetten • zonder echt lang te hoeven nadenken nam hij de uitdaging aan. Dit was het begin van een groot en misschien risicovol avontuur en samen sprongen we in het diepe
Ondernomen stappen voor het opstarten van een Slowaakse onderneming • Oprichting van een spol sro (te vergelijken met een bv) door twee natuurlijke personen. Dit was veel eenvoudiger en goedkoper dan een Nederlandse BV (vertaling van de statuten van de B.V.) • Het benoemen van een Slowaakse managing director (student) • Het ondertekenen van de oprichtingsakten kon (en kan nog steeds) bij de Slowaakse ambassade plaatsvinden (bv. in Nederland of België) • BTW- en sociaalnummer aangevraagd • Vergunning aangevraagd voor veredeling (loonwerk) van producten • Vergunning aangevraagd om gebouw als productieruimte te mogen gebruiken. Strenge controle (hygiëne en veiligheid) op het aantal toiletten (man/vrouw, douches, verlichting etc.). Zonder deze vergunning mocht er niet gestart worden; regelmatige controles • alle formele zaken waren binnen 3 maanden afgerond en in april 2001 kon dus gestart worden. Het oprichten van een bedrijf kan veel langer duren (bureaucratie) indien geen hulp aanwezig
Ervaringen met het bezitten van een Slowaakse onderneming • er is nog steeds veel bureaucratie • implementatie van een kwaliteitssysteem vraagt veel geduld. Altijd vinger aan de pols houden, anders gaat men zijn eigen gang • voldoende personeel beschikbaar (nog steeds grote werkloosheid), echter buiten een straal van ca. 100 km van Bratislava • personeel stapt soms op zonder rekening te houden met opzegtermijn (hier is weinig tegen te doen) • uitstroom van personeel naar Hongarije is inmiddels tot staan gekomen; mensen keren terug vanwege slechte koers van de Hongaarse munteenheid • beschikbaarheid van moderne onderkomens is zeer beperkt en daardoor duur. Er vinden ook veel renovaties plaats van die typische en vervallen Oost-Europese fabriekscomplexen. • alleen de jongere generatie spreekt Engels en/of Duits. Er is een grote kloof in opleiding; òf laag òf hoog
Enkele kenmerken van een Slowaak(se) • Trots, eervol (gentlements agreement) en overtuigd van eigen kunnen • Vriendelijk en behulpzaam (soms te) • Nog niet voldoende pro actief; moeten nog wennen om mee te denken • Beperkte management capaciteiten, maar bereid om dit te leren • Zien soms het nut van bepaalde kwaliteitsstandaard niet in (het werkt zo toch ook wel?). Willen nogal eens van te volgen instructies afwijken • Diefstal komt voor (zelfs van toiletpapier en spullen van collega’s) • Men is snel bereid om over te werken, zelfs op zaterdag en zondag • Nationale dagen kunnen vrij gemakkelijk binnen ons bedrijf naar een andere dag verschoven worden • Oudere werknemers hebben moeite met computers en met Engels en Duits (interne cursus was geen succes)
Algemene aspecten
• Slowakije ligt centraal in Europa en kan springplank naar het groot achterland zijn • De banken zijn zeer achterdochtig; als resultaten wat minder worden kan het krediet zomaar ingetrokken worden • Het leasen van bv. auto’s is mogelijk, maar de rente is bijzonder hoog en een hoge aanbetaling tot wel 50% is soms nodig • Financieringen zijn sowieso zeer lastig en maximaal 70% • De grondprijzen zijn nog redelijk, maar er zijn beperkingen m.b.t. het gebruik van zgn. brown field (landbouwgebied) i.v.m. een mogelijke toeslag van € ca. 25,=). In eerste instantie niet teveel interesse tonen • De jaarlijkse groei van lonen tot ca. 6 á 8% per jaar • De wisselkoers is in 7 jaar tijd met ca. 75% verslechterd (gelukkig sinds juli vast). Door de sterke verandering van de wisselkoers is het enorme voordeel t.o.v. omliggende landen een stuk minder geworden • De productiviteit blijft nog steeds achter bij West-Europa
Algemene aspecten (vervolg) • Slowakije is de snelste groeier in Oost Europa • Door de snel groeiende autoproductie (nadert snel een miljoen auto’s) kunnen de lonen en prijzen opgestuwd worden • Heeft een snel groeiend toerisme (skiën in de High Tatra’s) • Er zijn inmiddels diverse industrieparken in een aantal regio’s tot bloei gekomen, maar in het achterland blijft het lastig goede panden te vinden • Het land kent een grote groep Hongaars sprekend inwoners zoals in onze regio • Zlatna/Komarno ligt centraal t.o.v. Wenen, Bratislava en Budapest • Men kent een 40-urige werkweek. Meestal van 06:00 tot 15:00 uur. Het invoeren van een 2 ploegendienst verloopt in het algemeen soepel • Vakantiegeldregeling kent men niet. Wij geven de leidinggevenden een eindejaarsbonus (motivatie) • De betalingsvoorwaarden zijn max. 15 - 30 dagen en soms zelfs vooraf • De btw bedraagt 19% en belastingregime is gunstig

Why to stay? • De gemiddelde arbeidskosten Trémas voor productiepersoneel SK = € 2,75 vs NL = € 13,00 en voor machine operators € 5,50 vs € 15,00 • De omliggende landen m.u.v. Oekraïne bieden qua loonkosten geen direct voordeel. Ook Bulgarije, Roemenië en Turkije bieden voor Trémas geen voordeel vanwege een verdubbeling aan vrachtkosten. Tevens een langere levertijd (afstand en slecht wegennet) • De snel groeiende autoproductie kan ook groei voor Trémas betekenen. Ons bedrijf is slechts 1,0 resp.1,5 uur verwijderd van VW SK, Peugeot SK en Suzuki HU van KIA SK • De beschikbaarheid van grond is geen probleem. De prijs varieert van € 6,00 - € 40,00 per m² • Een positief fiscaal stelsel en door de introductie van de Euro per 1 jan. 2009 eindelijk een stabiele munteenheid • Voldoende personeel beschikbaar (nog steeds grote werkloosheid en prima arbeidsmoraal) • Door de ontwikkeling en verkoop in NL en de productie in SK bieden wij onze klanten een prima combinatie (prijs en kwaliteit)
Slotwoord • Ga ,vooral in het begin, regelmatig naar je vestiging in het buitenland. Heb ik zelf in het verleden te weinig gedaan • Helaas is internet nog niet snel en stabiel genoeg. Werken op de centrale server in Nederland verloopt soms moeizaam • Je hebt soms veel overredingskracht nodig om bv een kwaliteitsysteem te willen opzetten. Stel een leerperiode in, verplaats de werkzaamheden stap voor stap en houd rekening met kosten voor begeleiding • De positie van een werknemer is zeer sterk; contracten met werknemers bieden niet altijd datgene wat je verwacht • Flexwerk kan problemen met zich meebrengen • Ook moet men het nodige geluk hebben bij het zoeken naar een juiste partner en managers • Beschaam het vertrouwen van je Slowaakse partner(s) niet • Dankzij het verplaatsen van onze productie (handjeswerk) naar Slowakije, heeft Trémas belangrijke klanten kunnen binnenhalen en biedt onze move naar Slowakije meer garantie voor de toekomst

De Koninklijke Metaalunie: belangenbehartiging voor mkb-bedrijven in de metaal De Koninklijke Metaalunie is met 13.000 leden de grootste ondernemersorganisatie voor het middenen kleinbedrijf (mkb) in de metaal. De Metaalunie richt zich op metaalbedrijven tot ongeveer 100 werknemers in alle voorkomende sectoren als machine- en apparatenbouw, metaalwaren, meet- en regeltechniek, elektronica, engineering, las- en constructiewerk, gereedschappen, gietwerk, jacht- en scheepsbouw, verspaning, plaatbewerking, landbouwmechanisatie, staalbouw, revisie en onderhoud, alsmede handel en service. Naast het algemene lidmaatschap kent de Metaalunie het branchegroeplidmaatschap voor bepaalde homogene bedrijfsgroepen. Er zijn ruim 50 branchegroepen waarbij de leden zich desgewenst kunnen kunnen aansluiten. Koninklijke Metaalunie: dé organisatie voor het mkb in de metaal De Metaalunie: • Is aangesloten bij MKB-Nederland • Kent een structuur waarbinnen de stem van ieder lid telt • Beschikt over een buitendienst voor direct contact met haar leden • Geeft maandelijks het vakblad Metaal & Techniek uit. Exclusief voor leden publiceert de Metaalunie maandelijks een bulletin. Daarnaast kunnen leden 24 uur per dag de Metaalunie Ledenportal raadplegen • Geeft gratis ledenadvies op sociaaljuridisch, bedrijfsjuridisch, bedrijfseconomisch, fiscaal en bestuursrechtelijk gebied • Heeft verzelfstandigde diensten die tegen zeer gunstige tarieven werken zoals PKM, MEVAS, Metaalunie Rechtsbijstand en de Metaalunie Academie • Biedt interessante kortingen voor o.a. telefoonverkeer, arbozorg, inkoop gas en elektriciteit, verzekeringen, rechtsbijstand, muziekgebruik in bedrijven en internetactiviteiten • Organiseert regionale bijeenkomsten voor leden (informatievoorziening, netwerken/contacten leggen met collega-ondernemers, beleidsafstemming, inspraak en meer) Elke ondernemer krijgt wel eens te maken met problemen waarover hij graag eens de mening van een deskundige verneemt. In zo’n geval kan de ondernemer altijd bellen met de adviseurs van het bureau van de Metaalunie. Soms is persoonlijk contact echter gewenst. In dat geval kan hij een beroep doen op de buitendienst van de Metaalunie. Elk lidbedrijf heeft een vaste buitendienstadviseur die hem met raad en daad terzijde staat.
Internationale Zaken Steeds meer ondernemers in het industriële mkb zien internationalisering als een uitdaging. Zakendoen in het buitenland biedt ondernemers kansen, maar stelt hen ook voor uiteenlopende vragen. De Metaalunie ondersteunt lidbedrijven die zaken willen doen in het buitenland, maar daarbij obstakels tegenkomen. Daarbij heeft de Metaalunie een pro-actieve, pragmatische opstelling. De Metaalunie is uitvoerder van het Programma Starters op Buitenlandse Markten, de PSB-regeling. Daarnaast organiseert de Metaalunie collectieve beursdeelnames in het buitenland, handelsmissies en voorlichtingsbijeenkomsten. Daartoe onderhoudt zij intensieve contacten met binnen- en buitenlandse handelsbevorderende instanties. In het kader van de collectieve belangenbehartiging oefent de Metaalunie via internationale belangenorganisaties invloed uit op Europese wet- en regelgeving en heeft zij zitting in adviescommissies van de overheid.

NEVAT Netwerk van ambitieuze toeleveranciers NEVAT is een branchevereniging waarbij 250 toptoeleveranciers zijn aangesloten. De vereniging bruist van de activiteiten, die telkens met drie hoofdthema’s hebben te maken. Global Sourcing Services Competitieve ketens Co-makers International helpt bedrijven om het concurrentievermogen van de keten waarin zij participeren te vergroten. Door partners te vinden in lage-kosten-regio’s wordt de keten van WestEuropese uitbesteders en toeleveranciers integraal sterker. Uitgangspunt hierbij wordt gevormd door de zogenaamde ‘Global Sourcing Triangle’. Hierbij wordt het beste van twee werelden gecombineerd: • de uitbesteder blijft inkopen bij een lokale toeleverancier, zijn beheerslast blijft gelijk; • deze West-Europese toeleverancier blijft zowel het ontwikkelwerk als activiteiten met hoge toegevoegde waarde en intensieve communicatie uitvoeren; • overige zaken worden door de West Europese toeleverancier uitbesteed aan een of meerdere vaste en strategische partners in Centraal- en Oost Europa of China. Integrale analyse Om de opties voor de opdrachtgever zorgvuldig te kunnen evalueren, heeft Co-makers een methode ontwikkeld waarbij het ‘outsourcing’ vraagstuk integraal wordt geanalyseerd aan de hand van het ‘Global Sourcing Model’ (zie figuur). Hierbij hanteert Co-makers de volgende stappen: • Onderzoek naar de directe relatie tot de bedrijfsstrategie • In kaart brengen van gevolgen voor de organisatie en communicatie • Inrichting van het technische proces en de logistieke stroom • Definiëren van procesbeheersing & -verbetering. Gedetailleerde specificaties Centraal in de voorbereiding van de ‘partner search’ staan de gedetailleerde specificaties van het uitbestedingsvraagstuk. Hierbij wordt expliciet aandacht besteed aan: • functionele specificaties en/of tekeningen • de uit te besteden activiteiten of processtappen • profielschets van de mogelijke toeleverancier • kritische productaspecten en/of vervaardigingsinstructies • logistieke procesgang Virtual Supplier Tour Nadat de specificaties eenduidig zijn vastgelegd, wordt door de sourcing engineers van Co-makers lokaal het inkoopmarktonderzoek uitgevoerd. Hieruit ontstaat een ‘longlist’ van toeleveranciers waarvan een uitgebreid bedrijfsprofiel is vastgelegd. Dit profiel wordt door ons ter plaatse geaudit. Tijdens deze audit wordt waar mogelijk ook foto- en videomateriaal verzameld. De bedrijven op de longlist worden bij u op locatie gepresenteerd tijdens de zogenaamde ‘Virtual Supplier Tour’. Aan de hand van de bedrijfsprofielgegevens en het beeldmateriaal wordt in overleg de shortlist samengesteld.
