KATA PENGANTAR Sesuai komitmen pemerintah dalam Infrastructure Summit 2005, Kementerian Pekerjaan Umum telah mengubah program penyelenggaraan infrastuktur dengan memandang infrastuktur PU sebagai aset nasional, penegasan orientasi penyelenggaraan infrastuktur lebih difokuskan kepada pengguna dan meningkatkan kualitas infrastuktur, serta mengembangkan infrastuktur ke - PUan dalam kerangka pembangunan berkelanjutan. Perubahan paradigma ini memberikan tantangan yang besar kepada Puslitbang Jalan dan Jembatan untuk dapat melakukan penelitian dan pengembangan, memberikan pelayanan teknologi, dan memfasilitasi alih teknologi maupun pengetahuan yang bersesuaian dengan fokus di atas. Puslitbang Jalan dan Jembatan dengan segenap sumber daya yang ada secara konsisten telah melakukan pembenahan dan persiapan internal maupun jejaring kerja untuk menyongsong era baru penyelenggaraan infrastuktur jalan dan jembatan. Inovasi teknologi dan menajemen merupakan kata kunci yang senantiasa dipegang teguh oleh seluruh jajaran Pusjatan untuk memungkinkan tersedianya teknologi aplikatif yang dapat mendorong peningkatan kualitas jalan dan jembatan Indonesia di masa mendatang. PREFACE With regard to the commitment of the government of the Republic Indonesia on Infrastucture Summit 2005, The Ministry of Public Works has changed the paradigm in infrastructure management in Indonesia. This includes to consider infrastuctures as national assets, focusing infrastructure management on user needs, and developing infrastucture within suistainable development frame work. Changes in paradigm have accordingly challenged the IRE to conduct R&D, provide technological services, and make technology transfer more effective. Consequently, The IRE, with the whole resources, been preparing its internal system and networking to face the new era of the management of roads and bridges in Indonesia. Improvement in technology and management are keywords in enabling the provision of applied technology to promote quality improvement of Indonesian roads and bridges in the future. Hard work, optimism, and working in partnerships are values being developed to assure significant contribution of IRE toward competitiveness of the nation. With the blessing of God, we believe that the commitment to push Indonesia becoming one of the developed nations can turn into reality.

Kegiatan penelitian jalan raya telah dirintis sejak tahun 1925 oleh Centraal Proefstation En Studie Bureau Op Wegen Gebied di Bandung dibawah perhimpunan swasta “Nederlands Indische Wegen Vereniging” (NIWV). Pada masa pemerintahan Belanda terjadi sejumlah pergantian nama yang kemudian dialihnamakan kedalam bahasa Jepang pada masa pendudukan Jepang di tahun 1942-1945. Setelah Indonesia merdeka pada tahun 1945, kegiatan difokuskan pada penyelidikan dibidang teknik air dan tanah. Namun seiring berlalunya waktu, kegiatan akhirnya lebih difokuskan pada bidang penyelidikan masalah tanah dan jalan sehingga dinamakan Direktorat Penyelidikan Masalah Tanah dan Jalan pada tahun 1984. Setelah sejumlah pergantian nama, akhirnya pada tahun 2005 dinamakan Pusat Penelitian dan Pengembangan Jalan dan Jembatan, dibawah Balitbang Kementerian PU.
The highway research activity was initiated in 1925 by Centraal Proefstation En Studie Bureau Op Wegen Gebied in Bandung under “Nederlands Indische Wegen Vereniging” (NIWV), a Dutch private firm. The Dutch Colonials then changed the institution’s name several times before it was further translated into Japanese under Japan Colonials in 1942-1945. After The Independence of Indonesia in 1945, the activity further focused on hydraulic and soil investigations. But then in 1984 the activity had more focused on soil and road investigations; therefore the institution was renamed to Investigation Directorate of Soil and Road Issues. After several times of name changing, in 2005 the institution was finally renamed to Institute of Road Engineering, under Research and Development Agency of Ministry of Public Works.

TUGAS UTAMA & FUNGSI Mandate and Functions TUGAS UTAMA (Mandate) Tugas Pusat Litbang Jalan dan Jembatan (Pusjatan) adalah melaksanakan penelitian, pengembangan, serta penerapan ilmu pengetahuan dan teknologi di bidang jalan dan jembatan (Peraturan Menteri Pekerjaan Umum No. 08/PRT/M/2010 Pasal 856). Pusjatan is mandated to implement research and development along with the application of science and technology in the field of roads and bridges (Minister of Public Works Regulations No. 08/ PRT/M/2010 Ch. 856).
