’Money is the root of all evil’

Er is een (belegen) song die ons in enkele woorden een simpele waarheid voorhoudt: Money is the root of all evil’. De ouderen zullen zich dit in zijn tijd populaire liedje stellig herinneren. Het advies dat erop volgt is echter onuitvoerbaar: 'Take it away'. Wij dachten aan deze song toen wij dezer da gen een verslag lazen van het in Londen gehouden 'Money and Ships' congres van Seatrade, waar ook de voorzitter van de raad van bestuur H. J. Groenendijk van de Nedlloyd-Groep het woord voerde over het thema 'Is er een toekomst voor de Europe se reders?’. Wij komen hier dadelijk op terug. Het wil ons voorkomen dat de song Money is the root of all evil’ zich ook in de scheep vaart waar heeft gemaakt, zij het ook op andere wijze dan het liedje bedoelt. De wijze waarop de bankwereld met losse hand middelen ter beschikking heeft ge steld om de nieuwbouw van schepen te financieren, is er in de afgelopen jaren één van de voornaamste oorzaken van ge weest dat er een groot overschot aan nieu we scheepsruimte is ontstaan, waardoor van een verbetering van de vrachtenmarkt praktisch geen enkel profijt kan worden getrokken. Normaal zou een verbetering van de zeevrachtenmarkt voor de situatie in het rederijbedrijf een gunstig aspect betekenen, maar de overtollige scheepsruimte maakt dat vrijwel onmogelijk. Deze vormt nog steeds een constante bedreiging voor een gezondmaking die zoden aan de dijk zet. Slopen bij het leven lijkt daarom vooralsnog de enige therapie als er op korte termijn geen drastische opleving komt in het over zeese goederenvervoer, en daar ziet het kennelijk niet naar uit. Zo is geld ook hier de wortel van veel kwaad geworden, waar mee de scheepvaart zich vandaag de dag geconfronteerd ziet en nog wel geruime tijd mee zal moeten leven. Nedlloyd-topman Groenendijk had het tij dens het 'Money and Ships' congres over de mogelijkheden om zo tegen het jaar 2000 te komen tot een Europese rederij. Hij stelde daarbij duidelijk op de voorgrond dat dit een Europees denken steeds noodza kelijker maakt. Overigens is hij van mening dat een dergelijk initiatief min of meer voor de hand ligt. verzorgen dezelfde trafieken, veelal met dezelfde schepen en gebaseerd op dezelf de afvaartschema’s, en tegen dezelfde ta rieven. Zij beschikken dus in feite over het vereiste potentieel om te komen tot de ont wikkeling van een niet te versmaden schaaleconomie. Hij achtte het daarom wenselijk dat de Europese reders vóór het jaar 2000 gekomen zijn in een nieuwe fase in de coördinatie van de huidige consortia. Dit kan volgens hem worden bereikt zonder de vorming van reusachtige groepen en door niet over allerlei details te gaan bakke leien. Het gaat om een belàngrijker zaak dan onderling gekibbel: cost effectiveness. Toekomstmuziek? Nog wel natuurlijk. Maar de suggestie van Groenendijk hóóft praktische kanten, dat valt niet te ontken nen. Er is ongetwijfeld een toekomst voor de Europese reders, maar in een groter, inter-Europees verband. De opkomst van de containervaart heeft tevens de opkomst van de consortia in deze vaart bewerkstel ligd. De tijd schijnt dus aangebroken om in inter-Europees verband verder te gaan. Dat kan uiteraard niet van vandaag op mor gen. Dat blijkt ook wel uit wat Groenendijk zei: zo tegen het jaar 2000. De realisatie van zijn suggestie heeft een lange tijd van voorbereiding nodig. Het gaat hier echter in wezen om het behoud van de Europese scheepvaart, De Britse staatssecretaris David Milchel van transportzaken stelde met nadruk vast, dat de huidige overcapaciteit aan scheepruimte het gevolg is van een aantal beoor delingsfouten inzake de marktvraag en de politiek van regeringen om de nationale scheepswerven coûte que coûte in stand te houden terwille van de werkgelegenheid (ons land weet daarvan mee te praten !). De consequenties waren bedroevend: ineen storting van de vrachtenmarkt en groeien-

de concurrentie van derde wereld landen en goedkope vlag landen, waar de bemanningskosten aanzienlijk lager liggen dan in Europa. Niettemin omvat de in Europa ge registreerde handelsvloot nog 30 pet van de wereldhandelsvloot. Van Britse zijde wordt deze ontwikkeling met een zekere bezorgdheid gevolgd, al dus Mitchel. Hij is van mening dat de toe komst van de Europese scheepvaart voor al afhankelijk is van economische factoren, die niet noodzakelijk met de zeevaart ver band houden. De reders zullen het hoofd moeten bieden aan diepgaande marktwijzigingen, waarbij heel wat voordelen zullen toevallen aan diegenen die bemanningen uit de derde wereld inzetten. Op grond daarvan kan verwacht worden, dat het regi streren van schepen onder andere vlag dan de nationale voorlopig nog schering en inslag blijven. Mitchel vindt dit béter dan ermee op te houden Wel, ieder zijn mening. Hij is - en met hem ongetwijfeld vele ande ren - voorstander van een versnelde slo ping. Wij maken hierbij de kanttekening, dat in het jaar 1984 bijna 35 miljoen ton scheepsruimte gesloopt werd, dat is ruim 2 miljoen ton minder dan in 1983. De oorzaak van deze daling ligt bij een afneming van de gesloopte hoeveelheid tankertonnage van 25,4 tot 20,6 mln ton. Het slopen van ande re scheepsruimte nam toe. Hopelijk gaat de wens van Mitchel dit jaar in vervulling. Een gunstig teken in dit verband lijkt, dat het plan voor een wereldwijd sloopfonds voor zeeschepen weer eens uit de ijskast is gehaald. De economische haalbaarheid ervan zal worden bestudeerd en deze stu die moet over vier maanden gereed zijn. Daarna zal er in Tokio door het IMIF (Inter national Maritime Industries Forum) over worden gesproken. De werven uit Japan, Korea en Europa, die daarvoor zullen wor den uitgenodigd, zouden 80 pet van de nieuwbouwcapaciteit in de wereld verte genwoordigen. Het doel van het IMIF is erop gericht met het sloopfonds te realise ren, dat in de komende twee jaar telkens 15 pet méér scheepsruimte zal worden ge sloopt. In het Verre Oosten èn in Europa is de werfindustrie volgens het IMIF van me ning, dat er een hoger slooptempo moet worden gerealiseerd. Er is gesuggereerd dat de financiën voor een wereldwijd sloop fonds voorèl van de regeringen van de daarbij betrokken landen zullen moeten komen. Om de huidige kloof tussen vraag en aanbod van scheepsruimte geleidelijk te verkleinen moet de jaarlijks te slopen tonnage verhoogd worden tot 45 miljoen dwt. Men twijfelt echter aan de mogelijk heid tot het realiseren van een sloopfonds dat daaraan beantwoordt. Hoe dit ook zij, in dit geval zou het ’Money is the root of all evil' niet van toepassing zijn. Integendeel! Overigens is hij van mening, dat geen enkel heil te verwachten valt van een Europees protectionisme. Om een aantal tendensen, 120
onder meer in de Derde Wereld, tegen te gaan moet met deze landen overleg ge pleegd worden. Hij had het tevens over de maatregelen die de EG wil nemen om de loyale praktijken te beantwoorden, onder meer die van het Oostblok. De Britse rege ring dringt er zoals bekend op aan, dat er een gemeenschappelijke Europese scheepvaartpolitiek moet komen. Wel, dit is een wens die de EG niet vreemd in de oren klinkt. Hij begint zelfs zo langzamer hand overjarig te worden. Maar het ziet er naar uit dat een Europese scheepvaartpoli tiek voorlopig nog wel een illusie zal blijven. In dit kader bepleitte Mitchel tevens vrije toegang voor alle EG-landen tot eikaars havens in het kustvaartverkeer. Daar schijnt het dus nogal eens aan te ont breken. Ook Nederlandse staatssecretarissen ple gen zo nu en dan mee te praten in het grote koor van stemmen met betrekking tot ha vens en scheepvaart. Zo stelde kortgele den staatssecretaris Van Zeil van Econo mische Zaken dat, in hoeverre Nederland in staat is zijn concurrentiepositie als scha kel in het wereldgoederenverkeer te ver sterken, afhangt van de manier waarop wij erin slagen deel te nemen in nieuwe ontwik kelingen en te anticiperen op zich wijzigen de omstandigheden. Een ontwikkeling, die hij in verband met de ondersteuning van de overheid aansneed, was het zogenaamde SAR-project, met als één van de aandachtspunten het onder werp 'Rotterdam Informatiehaven’. Het mi nisterie van EZ heeft het onderzoek dat aan dit plan ten grondslag ligt mede gesubsidi eerd. Van Zeil uitte ten aanzien van de verdere concretisering en uitwerking van het plan evenwel de vrees, dat het project verzandt in - al dan niet vermeende - te genstellingen tussen de meest erbij betrok ken partijen. Hij legde er de nadruk op, dat de centrale overheid overtuigd is van het belang van het project en tevens bereid is de mogelijk heden na te gaan om te komen tot een daadwerkelijke steun, ook in financiële zin, en uiteraard onder bepaalde voorwaarden. Eén van deze voorwaarden is, dat partijen het over de verdere opzet eens worden en daarin een belangrijk aandeel nemen. Als Rijnmond en Rotterdam de motor van de Nederlandse economie willen blijven, dan moeten de initiatieven komen van het be drijfsleven in deze regio om de knelpunten op te lossen, de mogelijkheden te benutten en de kansen te grijpen. Dan kan daarbij van de zijde van de overheid passende ondersteuning worden verwacht. President dr W. Dekker van Philips in Eindhoven heeft een pleidooi gehouden voor een Europese offshore-industrie. Hij deed dit tijdens de jaarvergadering van de Industriële Raad voor de Oceanologie die de vorige maand in Rotterdam werd gehou den. Hij stelde dat Europa in het speur- en ontwikkelingswerk in dit opzicht voorop
loopt. Onder de barre omstandigheden die op de Noordzee bestaan is elders nog niet gewerkt. De Noordzee is een proeftuin. Als industrieel vroeg hij zich echter af: wordt hier op Europese schaal gecoördineerd? Wordt duplicatie voorkomen? Wordt hier samengewerkt om de unieke voorsprong van Europa uit te bouwen tot een sterke concurrentiepositie? Want er zijn concurrenten, aldus dr Dekker. Men mag in de VS dan minder ervaring hebben in het werken op ruwe zee, de Amerikaanse ervaring in het boren naar olie in het algemeen is ongeëvenaard. Ook op de Noordzee zijn het dan ook grote en ervaren Amerikaanse ondernemingen die 70 pet van het eigenlijke boringswerk ver richten. Op dit gebied kan de Europese industrie moeilijk concurreren, en dat zal zéker zo blijven wanneer zij in nationale sectoren versnipperd blijft. Deze versnip pering vormt echter óók een bedreiging op die gebieden, waar de Europese industrie wél een goede uitgangspositie heeft, na melijk de bouw van platforms en de levering van gevarieerde hulpdiensten. Wat over versnippering bekend is ken schetste dr Dekker als niet bemoedigend. Er zijn vier Europese landen met grote offshore-belangen: Nederland, Groot-Brittannië, Noorwegen en Frankrijk. Hij stond bij elk van deze landen afzonderlijk in het kort even stil om duidelijk te maken hoeveel zeemijlen Europa nog verwijderd is van wat het volgens hem zou moeten zijn: één markt. Maar ook één markt voor offshorediensten. Vandaag de dag is de situatie zó, dat individuele staten hun kostbaarheden dat wil zeggen de aardolie èn de middelen om deze te winnen - angstvallig bescher men. Vóór alles geldt het onafhankelijk van een ander te zijn. Dat is het eerste doel. Het lijkt erop alsof de onderlinge relatie er een is van volstrekt wantrouwen. Zo domineert dus in het economische vlak de drang tot zelfbehoud en overstemt daarmee het ge zonde verstand. Dr Dekker constateerde dat het bestaan van vier nationale offshore-industrieën op een zo beperkt gebied als West-Europa ondoelmatig is, want deze situatie leidt on herroepelijk tot vele duplicaties. Het maakt de installatiekosten nodeloos hoog en dat kost de Europese belastingbetaler uitein delijk honderden miljoenen. Om de vereis te schaalgrootte te bereiken moet de Euro pese offshore-markt zich - evenals de an dere Europese marktgebieden - ontwikke len tot één gemeenschappelijke markt, en dat vereist maatregelen van het bedrijfs leven. Evenals de Europese rederij - de suggestie van Groenendijk- voor de hand ligt, ligt ook die van dr Dekker voor een Europese off shore-industrie voor de hand. Maar van suggesties tot het uiteindelijk stellen van de daad ligt een lange weg. Ook hier gaat het er echter om, wie neemt het initiatief? vHk

Begrijp ons niet verkeerd: v e rg e lijkingen van brandstofverbruik worden op zich correct uitgevoerd. M aar wij zijn altijd geneigd om op tw e e punten heel scherp te letten. Eén: de viscositeit van de brand stof. Want een dieselmotor met een gering specifiek meerverbruik op een zwaardere olie kan in
verbruik snel stijgt. Wanneer onze dieselm otoren tijdens metingen op het punt brandstofverbruik 'heel redelijk' scoren, kan dit in de praktijk al snel in 'heel aantrek kelijk’ veranderen. Want SW D iesel m otoren als de SW 240, SW 280, T M 410 en de T M 620 lopen èn uitstekend op de voordelige zware olie, zelfs tot 700 C st., èn blijven ook bij langdurige deellast bijzonder schoon. M inder brandstof en minder onder houd. Minder revisie en minder
kosten v oo r vervanging van onder delen. Bovendien langere intervals tussen inspectiebeurten. Dat zijn de sterk kostenbesparende ken merken van SW D iesel motoren. Pijcke, MSc, CEng, FIMarE*** PRÉAMBULE Het voor u liggend artikel is door de auteurs in 1983 samengesteld met het doel om deze gegevens in hetzelfde ja a r tijdens de Euroshipconferentie te presenteren als een onderdeel van deze conferentie. Door onvoorziene omstandigheden heeft deze conferentie niet plaats kunnen vinden en werden de lezingen in een Transactionsbundel van het Institute o f Marine Engineers verzameld. Uiteraard heeft de techniek intussen niet stilgestaan en worden wij heden geconfronteerd met een aantal interessante ontwikkelingen in de maritieme R & D die niet in d it artikel zijn opgenomen. Het voorontwerp van een containerschip waarbij getracht zal worden grensverleggende gedachten in het concept op te nemen, is bijvoorbeeld zo ’n project dat door een reder, een scheepsbouwer en een m otorfabrikant begin 1985 ter hand is genomen in een CMO research programma. SYNOPSIS This discussion on future ship designs is, o f necessity, restricted and selective. The authors focus their attention on ships for transporting commodities and service vessels; many ship types, e.g. dredgers, fishery vessels, naval craft, inland vessels etc., are therefore not considered. The development o f currently accepted ship types like container vessels and ro-ro ships is broadly reviewed. Fuel-saving, manning and maintenance, and their effect on new designs, arediscussed. Whereas the 1960sand 1970s showed a strong development o f cargo ships, the 1980s w ill be characterized by the developm ent o f a large variety o f service vessels. The authors predict future developments by investigating ships now under construction, since new designs generally have a considerable lead time before becoming common practice. Examples are given from new construction in shipyards in the Netherlands, with technical details o f the ships, to illustrate the trend towards future ship designs. REVIEW OF RECENT DEVELOPMENTS Containerization was a well-known concept in the 1950s. Yet it was not until far into the 1960s that container vessels were operating in the North Atlantic trade. From thereon developments were fast and the ships increased rapidly in size. In 1965 the largest container vessel on the North Atlantic carried 350 TEU; in 1968 it increased to 900 TEU; in 1970 to 1600 TEU, and, in 1972, to 2000 TEU. The numbers of container ships and routes also increased consider ably in the same period of time. In 1967 the first long-haul ro-ro vessels came into operation. The ship type was already a known concept for short voyages in conjunction with inland road transport. The long-haul application started off slowly in the late 1960s but expanded rapidly in the 1970s until the market was saturated. Car carriers developed similary. Heavy lift carriers appeared in the 1960s and found their employ ment in the transport of modules for manufacturing plants and offshore equipment.

Economies of scale showed profitable results in trades without restrictions on commodity parcels and without physical constraints on draught, length and beam. Crude tankers, bulk carriers and - in their own market area coastal vessels showed a large increase in size per unit. Chemical tankers developed from Ihe original parcel tankers into sophisticated, specialized units. The 1960s and 1970s were a period of changing commodity transport, with new ship types and larger, and often higher pow ered, ships. The oil-crisis and the subsequent economic reces sion, however, prompted developments in different directions. Whereas earlier developments had been based on an improved earning capacity by reducing the relative costs with respect to earnings, later developments were chiefly directed towards the reduction of costs. Reductions in the costs of maintenance and manning became the motives for development. Several countries in Western Europe organized study groups to investigate the future trends for ship design. These studies were mainly related to commodity transport ships, container vessels, product tankers, multi-purpose vessels and the like. In the Nether lands, shipowners, builders, suppliers and research institutes carried out a joint study on the future developments of ship designs (’Ship of the Eighties'). At the same time, the oil crisis initiated other developments. The expansion of offshore oil drilling required an increasing fleet of sen/ice vessels. Several service functions, leading to new con cepts and new ship types, can already be distinguished. FUEL COSTS As in other countries, shipowners and shipbuilders in the Nether lands looked closely at the problems of fuel saving. Temporary measures such as slow steaming and even conversions from steam 1o diesel were the direct reactions to the escalation in fuel bills. Propulsion Recent designs of diesel engines have provided an effective tool to reduce fuel costs. The specific fuel consumption (SFC) of twostroke crosshead engines is now greatly reduced to about 160 g/ kWh (about 120 g/bhph). The drastic improvement can be seen in Fig. 1. which shows the changes in SFC over 50 years. A further reduction of engine speed (to about 90 rev/min) allowed 121

however, needs further investigation. The large diameter with respect to draught; the effects on the bearings, and the possible introduction of torsional vibrations are factors that may limit the reduction of propeller speed. The choice of prime movers, either the slow-speed direct-coupled main engine or the medium-speed engine with gear, is again an interesting problem. This is especially so when considered with respect to extremely slow-running propellers. Physical limitations with two-stroke diesel engines make speeds below about 60 rev/min unlikely. An even lower propeller speed (if at all possible) will in the future only be possible with a geared arrangement for medium- or slow-speed engines. The particular trade of the vessel will no doubt influence the final choice.

ship designers to adopt 'slow' running propellers on bulk carriers, tankers and multi-purpose and container vessels. The variation of the (ever-decreasing) quality of fuel was countered by the introduc tion of variable fuel injection. Diesel engine designs are expected to improve further, with a modest decrease in SFC. Expectations for further reduction of fuel costs by using slow-speed propellers down to 40 rev/min are, however, viewed with mixed feelings. There is no doubt about the positive effects of slow-turning propellers; their application, 122
Hull and power The development of hull form and dimensions depends on the particular ship type and trade. Some general tendencies can be recognized. The development of tankers in the 20-30 000 tdw range showed an increase in speed in the 1960s and a reduction of the design speed in the late 1970s. In the same period there was a continuous reduction of the length/breadth (L/B) ratio (Fig. 2), while the block coefficient (Cb) remained rather on the high side. Mainly owing to the influence of reduced speed, the installed power per ton dead weight decreased in the 1970s (Fig. 3). The choice of main dimensions is made on the basis of a number of considerations related to the trade and routes. Physical limitations may determine the length, beam and draught. But if there are no physical constraints to determine the main dimensions, the de signer has to examine the economics of shipping and shipbuilding to arrive at the best solution.

The calculation of alternative designs, although very tedious, is worthwhile. For a selected speed and deadweight, the designer has on hand a number of variables to determine fuel consumption and building costs. The L/B ratio and Cb can be given different values: each set of values leading to a design with particular main dimensions and characteristics. In the calculation of a matrix ol ship designs there is a danger of simplification, especially if wide ranges of Cb are being investigated. The weight of steel has to be determined by detailed weight calculations on the basis of midship-section computations, rather than by using simple formulae. For the determination of building costs, even more detailed investigations are required in order to arrive at a reliable comparison of man-hours and materials for each of the alternative designs. To demonstrate the effects of variation in main dimensions under particular economic circumstances, an example has been worked out on the basis of an investigation in product tanker designs. Figure 4 shows the effect of variation in Cb and LVB on power and fuel consumption. Each of the combinations of Cb and L/B repre sents a set of main dimensions fulfilling an identical deadweight and speed requirement. The choice of the main engine is restricted to three power ranges. Figure 5 shows the building cost index for the steel hull for each of the designs and the cost index of the completed vessel. To simplify this example, other effects (costs for outfit etc.), however impor tant, are omitted. The designer now has the possibility of selecting a large variety of feasible solutions; either adesign having a low L/B and a high Cb; or a high L/B combined with a low Cb. To arrive at a decision the designer has to know the relative importance of the ship’s hull price and the fuel consumption in the overall operation of the ship. At this point a number of technical and commercial factors enter the investigation. The costs of hull con struction may be a minor part of the capital costs if the ship is equipped with expensive systems or owing to shipbuilding market reasons. Relative fuel costs may vary according to the particular trade and the resulting port/seatime ratio; the market price of fuel will obviously also be influential. The effect of the relative importance of hull-building and fuel costs is shown in the tables attached to Figs 3, 4 and 5 where the differences are indicated in percentages of the capital costs. The comparison shows a tendency towards different optimum ships for each combination of the relative value of hull-building costs and fuel costs. The above example has been calculated for a low design speed. Repeated calculations for a higher design speed show more pronounced differences, mainly because of the increased fuel index at high values of Cb and low values of L/B, In view of these considerations it is surprising to see that in a period of relatively low newbuilding prices, product and chemical tankers have been ordered with Cb values of approximately 0.78-0.80 and L/B values of approximately 5. Ship designs with restricted length and draught suffer a rather high penalty in fuel costs and capital costs. Further research into the hydrodynamics of low-L/B vessels seems to be required, especially for vessels expected to have a high number of seadays. Reduction of the required power at low L7B values and high Cb values increases the area in which the final determination of the main dimensions is hardly relevant to the operational costs. Medium-speed vessels The traditional high-speed vessels of the liner conferences have undergone a remarkable reduction in design speeds but still remain fine-hull vessels with relatively low block and prismatic coefficients. Container and ro-ro vessels, needing good stability and being in operations sensitive to fuel consumption, gradually developed into 'pram' type designs. An example of such a design can be seen in Fig. 6, showing a container ship under construction at van der Giessen de Noord’s shipyard, for the Nedlloyd Group. The hull form design was determined by the owner and yard after elaborate tank-testing of several hull forms. Remaining at a design speed of about 19-20 knots, fine-hull ships are showing relatively large variations in power requirements under the influence of relatively minor changes in the form. For future developments of these ships it can be foreseen that exten sive research will remain a requirement, to assess not only ’calm water' performance but also, and of increasing importance, their speed-keeping performance in actual sea conditions. The extent to which these ships will be ordered in the next decade depends on developments in world trade. Looking at the present situation, it can be recognized that speed of transport in the container trade is not as important as it used to be. Many containers are now handled by common bulk-carriers of about 40 000 tdw without the expensive facilities of cellular guides and the like.

Overall energy optim ization Besides fuel saving in the propulsion system, increasing attention is being paid to the overall fuel economy of ships. The use of waste heat energy has intensified; heavy fuel oil diesel generators and application of shaft generators have been introduced and accepted for certain ships on particular trades. Overall fuel economy will remain subject to study and gradual improvement, especially so for those ships having other large energy consumers besides propulsion. Energy for cargo heating and pumping in tankers and for cooling in reefer ships and fishery vessels wil receive special consideration. Figure 7 shows an 'energy reduction’ reefer vessel MV Nautic built by Gebr. van Diepen Shipyard for Seatrade Groningen. During the design of the pilot vessel of this class the yard, owner and the supplier of the reefer plant (Grenco) achieved a considerable fuel saving by: • Use of heat exchangers (or cooled air exchangers) to cool the fresh ventilation air by the exhaust air from the holds; 125
• Use of fans with adjustable speed by frequency control; • A number of combined functions of the ship’s systems and the cargo systems. Together with optimizing the propulsion system, the use of a selfadaptive autopilot system and the installation of a shaft generator, the total fuel bill saving reached about 30% compared with con ventional vessels. MANNING The subject of ship’s crews has various aspects. Availability, capability and costs have influenced the number and composition of crew. Social changes have influenced the accommodation and technological changes have urged a review of the interaction between ship and crew. The development in the number of crew on board multi-purpose vessels is shown in Fig. 8 for deep-sea trade vessels. For the future, the study 'Ship-801 predicts about 16 persons on board ships of 20 000 tdw and above in the 1990s. This development towards reduced crews is restricted by the particular route of the ship. Voyage distance, number of ports on the route and hazar dous navigation areas also influence the final number of crew. The organization of crew, either as a fully integrated and ambivalent crew or as functional subdivisions, also plays a role. Aside from the studies on the manning of deep-sea vessels, there is a separate and noticeable trend in the ’short trade’ vessels in the Netherlands. These ships had been restricted to a length of 75 m. leading to vessels of about 4000 tdw. The 75 m limit has now been changed to a tonnage limit of 4000 gt, leading to a length of about 90 m and a capacity of approximately 6500 tdw. These ships will be handled by about 10-12 men. Once these vessels are in operation a number of doubts about the 16-person crew for larger vessels should vanish. The change from a length-limit to a tonnage-limit will have several effects: • The need for low LVB values disappears. A low L/B was favour
able for achieving a high carrying capacity at a length of 75 m. • Higher L/B values for the 4000 gt ships will improve fuel economy. • There will be a trend towards reducing the volume of funnels and deckhouses. • Underwater exhaust of engines will become a matter of re newed investigation. Similar developments are in preparation for changing the 60 m length-limit into a 2000 gt limit. The 2000 gt limit is of interest not only for new buildings, but also for the existing 1600 gt single deckers (about 3500 tdw). For these vessels, under the new rules, the crew could be reduced from the present 10 to seven persons. Recent development on small seagoing multi-purpose vessels of 1000 gt, as constructed at E. J. Smit’s shipyard in Westerbroek (Fig. 9), show an extension of remote control of engine room operations from the wheelhouse console. Propulsion, ballasting and fuel transfer are all controlled from the bridge. These ships are basically designed to operate without an engineer even on board. The technical developments allow these vessels to be operated by five persons. There is no doubt that this sort of technological development will be accompanied by social discussions between shipowners, unions and national shipping inspectorates. RELIABILITY AND AUTOMATION Reliability and automation are subjects that go hand in hand with the discussions on minimum crews. The ultimate, unmanned ship would need self-regulating systems for navigation and propulsion and for any other auxiliary system. The enormous development of microprocessors sometimes leads to overenthusiastic expectations about the fully automated ship. Yet, development of automation in ship's systems is expected to follow a gradual process. The sensors - whether radars or tempe rature sensors - are still sources for erroneous information. The working of systems - be it a cooling water system or a cargo discharge system - is not fully known or described in mathematical

models. The reliability of components in systems is not really specified. Above all, the conditions of a ship at sea are unpredictable and therefore can only be described in a statistical manner In any cybernetical system acting in an unpredictable set of circumstan ces. distortions from sources outside the system could be expec ted. This would call for control systems with high corrective capabi lities, mainly because a second distortion could follow any time after the first. If the time between distortions is shorter than the correction time of the control unit, the entire system will take unpredictable courses. On such occasions the crew has the capability of choosing alternatives. A ship's officer on duty is monitoring and controlling; and when neccessary he is also a fixer. A processor with sensors could do the monitoring and controlling even better but it is not a fixer. Future developments in automation will grow steadily with in creased research into reliability and systems knowledge and by improvement of sensors. Automation and self-regulating systems will be applied to systems where the unpredictability of the particu lar surrounding circumstances can be neutralized or omitted. MAINTENANCE Developments in manning levels have intensified the discussion on shipboard maintenance. The Maritime Research Institute in the Netherlands has carried out a detailed investigation within the framework of the study 'Ship-80' (the ship for the future) on the particular subject of onboard maintenance. Maintenance procedures were investigated and a number of common onboard practices have been criticized. The layout and arrangement of engine rooms and deck equipment were also subject to detailed investigation. Improvement of procedures and systems design can lead to a reduction of hours spent on onboard maintenance and to a better quality of maintenance. SAFETY There have been numerous IMO resolutions on ship operation and construction in the past decades. Safety and avoidance of marine pollution have improved, especially for carriers of hazardous cargoes. The greatest impact of the new rules has been on chemical carriers. The criteria for survivability and the need to appraise the damage stability characteristics under all loading conditions have made the designs for chemical tankers extremely difficult, time-consuming and expensive. The new IMO rules do not facilitate a conventional tank arrange ment in the design of small chemical tankers. The requirements for sufficient freeboard and a relatively low centre of gravity of the cargo have led to design concepts with a cofferdam deck showing excessive freeboard. A recent design, constructed at De Groot en Van Vliet shipyard, shows a further development: a tweendeck above the tanksection (Fig. 10). This concept allows for installation of piping and equip ment under deck, giving at the same time a reduced energy requirement for tank heating. This is advantageous, particularly over those products and chemical tankers with stiffeners on the exposed deck, which suffer from extensive heat losses while carrying high-temperature cargoes. This ship, with stainless steel cargo tanks, is designed for minimum maintenance; however, the double deck above a cargo tank requires attention to avoid gas pockets. Safety regulations and quality control of the cargo will, especially for high-value commodities, lead to further developments of the chemical tankers. The ship’s safety characteristics during actual loading conditions will require close appraisal in the future. The present damage stability manuals are, even when presented in condensed form, far too complicated for practical use. Further development of onboard loading computers should solve this problem. For all vessels, it can be expected that the IMO's discussions will increasingly be directed to subjects such as collision avoidance, by imposing requirements either on nautical systems or on manoeuv ring characteristics. Improvement of inbuilt safety characteristics to avoid capsizing and sinking will no doubt bring the ferries and single-hold vessels again into discussion. In the balance between the ship s riskavoidance systems and its capabilities to sustain damage, the highest emphasis will probably be on the former. The results of analyses of recent major shipboard fires will influ ence the choice of materials used on ships. The layout of accom modation and casings and the materials and installation of electric cabling will be studied with renewed interest with regard to avoiding and minimizing shipboard fires.
FUTURE CARGO VESSELS Future cargo vessels, for any sort of commodity, will be designed on the basis of: Fuel saving: Maintenance reduction; Reduced crews; Improved cargo handling. The dry-cargo vessels with cargo-handling gear will have a combi nation of large hatches with, preferably, single holds and cranes on the extreme side of the ship (Fig. 11). Extensive strength calcula tions will be required for this type of ship when transporting heavy cargoes. Even more than for the deep-sea multi-purpose and container ships, the 'short and coastal trade' vessels will be the scene of changes in system control. The 4000 gt vessel will have the potential to penetrate into a number of long-distance trades and to Fig. 13. will be noticeable. The initial industrialization of emerging coun tries showed, even prior to the oil crisis, that shipments of bulk cargoes were not going to have the same correlation with the growth of world population as was seen in the 1960s and early 1970s. However, a trend towards further industrialization is expec ted, if an overall economic growth again becomes noticeable. This means that a potential market for heavy industrial cargoes is likely to remain, as well as the heavy lift market for the offshore industry. The ultimate question - of when trading will improve - has no answer. Expectations are that when' will be late; sometimes too late. But, if trade improves, it can be expected that ships of this type will be built again in the shipyards in the Netherlands. Examples of heavy lift vessels are: • Dock Express Shipping type for stem loading or floating. Ships of this type have been built at Verolme shipyard, Heusden (Fig. 12).

• Side-loading heavy lift carriers as built by IJsselwerf for Jumbo Shipping (Fig. 13). • Mighty servant’ submersible type as built for Wijsmuller. Future developments are expected to be towards larger vessels, as a result of economies of scale, and improved seakeeping performance. This latter development will be achieved with re duced fuel consumption and a reduction in acceleration forces. These forces have a direct influence on the costs of cargo lashings, which are considerable in heavy load transport, FUTURE SPECIALIZED SHIPS Whereas the 1960s and 1970s saw the development of new cargocarrying ships, the 1980s will be characterized by new types of service vessels. With sea and shore activities becoming more integrated, more than for transport and fishery alone, a great number of specialized vessels are emerging. New vessels have already been provided for supply of rigs, anchor handling, diving support, oil-spill recovery, pipe-laying, fire-figh ting and installation of offshore equipment. The latest develop ments can be seen in the ships for Smit-Lloyd built by De Merwede Shipyards and the remarkable short-supply vessel built for French account by Pattje Shipyards in Waterhuizen (Fig. 14). Vessels with a high content of complex systems are at present being built and will be part of shipbuilding production in the future, An example of a sophisticated diving support vessel is the Shear water Sapphire class, built at De Hoop Shipyard in Lobith (Fig. 15). The design comprises functions for fire-fighting and supply and handling of diving equipment. Besides the various systems requi-

red for basic functions, the ship has a dynamic positioning system to allow station-keeping to BF8 North Sea condition. This design is an example of complicated steel construction: high-technology system engineering and installation, and extensive tank testing. Further developments of these service vessels will depend on the development rate of offshore exploration. Intensified offshore installation will lead to specializing of service functions, which will simplify the overall concept of the vessel. Slow offshore develop ment will lead to the use of multi-purpose service vessels as
described above. Crude loading in shuttle tankers and storage tankers at single point moorings requires powerful and secure mooring-tugs. Ma noeuvring of large tankers even in adverse weather conditions requires special service vessels, an example of which has been built at Jonker & Stans shipyards (Fig. 16). The required power and manoeuvring capability is provided by two Voith Schneider propel lers. High manoeuvrability of a shallow-draught maintenance work-

They need to. After all, the condi tions at sea can only be described as extreme. Fierce sun, bad weather and the action of water, oils and salt. And then the way they are used: trans porting heavy cargo, point loads, braking loads, sheer loads and tensile strain. All these factors don't make it easy for a deck. boat, built atthesam e yard, was obtained by two ducted propellers, each with three rudders, and by a bow thruster (Fig. 17). With the growth in activities at sea and on the seabed, there is an increasing need for the removal, installation and replacement of equipment. At the same time there will be an increased need for salvage of whatever equipment erroneously arrives at the seabed. A ship type that formerly only existed as conversions of second hand vessels has been built by the Bodewes shipyard in Millingen (Fig. 18). This multi-purpose salvage vessel is fitted with lifting gear and heavy winches for lifting and moving heavy loads on the seabed. The specialized service vessels combine high technology in steel work and systems based on highly skilled engineering and design. The availability of tank-testing facilities and research institutes is needed for the further development of this sort of vessel. One general development that can be noticed in the design of special ships is the effort to increase the number of workable days, by improving the designs of both the ship's hull and the systems in order to achieve station-keeping under conditions of BF8 and above. FUTURE INNOVATION AND DEVELOPMENT Shipyards, shipowners and subcontractors, faced with a deteriora tion of the market, have reached the point of fighting for survival. Cost-cutting by reducing staff is felt not only in the daily activities

but, even more pronounced, in innovation and development. Many research institutes have had to lay off personnel; and in private companies innovation budgets tend to be reduced. Money for research and development bears a high risk of loss due to failure and private companies can seldom take the luxury of spending funds on risky ventures in depressed economic situations. However significant the need for innovation, in a depressed market the tools, funds and people will gradually disappear. If innovation, development and research are left to the market forces, they will be the first to decline; unless national governments and the EEC will stimulate maritime innovation by allocating funds for new de velopments in shipping and shipbuilding. Ing. J. H. van Cappellen 15 december 1902 - 8 april 1985 Op 8 april j.l. overleed op 82-jarige leeftijd in zijn woonplaats Krimpen aan de Lek, de heer ing. J. H. van Cappellen, oud-directeur van de N.V. Machinefabriek ’Bolnes’, ridder in de orde van Oranje Nassau. In hem verliest onze vereniging één van de oude getrouwen'. Hij werd lid in het oorlogsjaar 1941, kort daarna moest de vereniging haar activiteiten staken. Hij was na de oorlog één van degenen die de vereniging hielp herbouwen. In 1952 werd hij tot penningmeester gekozen in het bestuur van de afdeling 'Rotterdam'waarvan hij tot eind 1972 deel uitmaakte. Van 1955 tot 1966 was hij ook penningmeester van het Hoofdbestuur. In zijn omgang met mensen legde hij door 'het woord' dat hij voor ieder die hij ontmoette had, contacten die niet licht werden vergeten. Vandaar zijn betekenis voor onze vereniging; het 'clubleven' lag hem na aan het hart en vele jaren maakte hij dan ook deel uit van de Clubcommissie. Zo lang hij kon nam hij deel aan het verenigingsleven. Techniek was niet alleen zijn beroep maar ook zijn hobby, waaraan hij zich na zijn pensionering geheel en al wijdde. Hij bleef de ontwikkelingen in de dieseltechniek op de voet volgen. Stoom was zijn 'oude liefde' en velen van ons herinneren hem nog toen hij als gastheer bij een excursie naar de Bolnes Motorenfabriek in 1977 ons met zijn zelfgebouwde steamlaunch 'De oude tijd' uitgeleide deed op de rivier. Hij nam een geheel eigen plaats in bij de Nederlandse dieselmotoren industrie en in het maritieme bedrijfsleven en velen in die kringen en in de kring van onze vereniging zullen hem missen. Doch het grootste gemis ligt in zijn familiekring en vooral bij zijn echtgenote waarmee hij zovele jaren lief en leed deelde, maar ook bij onze huidige voorzitter ing. C. W. van Cappellen, die hem de laatste dagen trouw terzijde stond. Wij allen hopen dat zij troost mogen vinden bij de Heer aan wie hij zijn leven toevertrouwde. Wij zullen zijn nagedachtenis in ere houden.
Ing. A. A. van Donkelaar 24 december 1897-29 maart 1985 Op 29 maart 1985 overleed te Aardenburg op 87-jarige leeftijd de heer ing. A. A. van Donkelaar, oud-onderdirecteur van de Nederlandsche Dok- en Scheepsbouw Mij. v.o.f. te Amsterdam. De heer Van Donkelaar behoorde tot de oudste drie leden van onze vereniging; zijn lidmaatschap dateerde van eind 1928, hij was dus 56 jaar lid. Hij was van 1955 tot en met 1967 bestuurslid van de afdeling 'Amsterdam' en was vice-voorzitter van dat bestuur van 1958 t/m 1967. Van 1955 tot en met 1967 was hij ook lid van het Hoofdbestuur van onze vereniging. De heer Van Donkelaar was drager van het Officierskruis in de Orde van Oranje Nassau. In memoriam D. W. A. Kappelle Op 1 februari j.l. overleed te Marino in South Australia de heer D. W. A. Kappelle, oudnaval architect to the South Australian Go vernment, oud-Ship en Engineer Surveyor to Germanischer Lloyd en de Register of the USSR. De heer Kappelle, die 76 jaar oud werd, was ruim 48 jaar lid van onze vereniging.
Personalia S. C. Bom meljé De heer S. C. Bommeljé werd op 11 maart j.l. benoemd tot Manager Marine Noord w est Europa en belast met de behartiging van Texaco’s vlootaangeiegenheden. De heer Bommeljé trad in april 1967 bij Texaco in Brussel in dienst en was voor zijn terug komst naar Rotterdam ruim 2'/2 jaar in Saoedi-Arabië gestationeerd.

Rondvraag en sluiting van de vergade ring. ad. 1. De voorzitter, Ing. L. O. Jonker, opent de vergadering ten 20.00 uur met een wel komstwoord aan de aanwezigen en heet ook de spreker, de heer F. van Eeuwen, die na de vergadering een lezing zal houden, van harte welkom. ad. 2. In een ogenblik van stilte worden 2 leden herdacht die in de afgelopen tijd zijn overle den, hun namen zijn: B. C. A. van den Oever, overleden op 12 december 1984, oud 71 jaar en D. van der Velden, overleden op 22 december 1984, oud 66 jaar. ad. 3. De notulen van 16 februari 1984 worden goedgekeurd en ongewijzigd vastgesteld. ad. 4. De voorzitter geeft een nadere toelichting op het financieel overzicht van 1984, waar bij hij stelt dat het gehele sociale gebeuren in de Club en bij de lezingen werd gewijzigd naar aanleiding van een vorig jaar gehou
den enquête. Hierbij werd begonnen met gezamenlijke maaltijden voorafgaande aan de lezingen. De Club vond voor zijn wekelijkse bijeenkomsten een nieuw on derdak in het biljartcentrum 'Groot Weena'. Beide wijzigingen zijn zeer succesvol ge bleken en functioneren thans tot ieders tevredenheid. Bovendien is een besparing bereikt, die blijkt uit het financieel overzicht. Eén en ander is verwerkt in de herziene begroting voor 1985 en de ontwerpbegro ting voor 1986. Het overzicht over 1984 en de beide begro tingen worden goedgekeurd waarbij de heer A. E. Molenaar namens de aanwezi gen zijn tevredenheid uitspreekt over het gevoerde beleid. Hij wekt daarbij de aan wezigen op tot deelname aan de wekelijkse clubavonden. ad. 5. Bij de rondvraag verzoekt de heer L. van Reeven sr. het bestuur om de mogelijkheid te bezien om de lezingen vroeger te begin nen, bijv. om 19.30 uur; ongeveer de helft der aanwezigen stemt met dit voorstel in. Hierna sluit de voorzitter om 20.20 uur de vergadering en geeft het woord aan de heer Van Eeuwen voor zijn lezing over: Recente ontwikkelingen in de scheepseiektronica op de brug en in de machine kamer". In zijn voordracht begon de heer Van Eeu wen met een uiteenzetting over de beteke
nis van de micro-elektronica die de basis vormen van de ontwikkeling in de informatiecultuur na 1980 en die ook de hoofdrol zullen spelen in de toekomstige ontwikke lingen van de vijfde generatie computers in de negentiger jaren. Achtereenvolgens besprak hij aan de hand van vele dia s de navigatieapparatuur. Ra dar. SATNAV en de elektronische zee kaart. Vervolgens richtte hij de aandacht op de Communicatie-apparatuur, zoals de Satelliet-communicatie, Data Discrimination Device (DDD) t.b.v. Vlootmanagementsystemen en de toekomstige alarmeerinstallatie t.b.v. de reddingsoperaties ter zee en in de lucht. Tenslotte passeerden de elektronica voor de machinekamer de revue t.w.: Datalogging, monitoring systemen, simulatoren etc. en hun betekenis voor de onderhoudsplanning. Ook de rol van de glasvezelkabel kwam ter sprake. Zullen deze ontwikkelin gen uiteindelijk leiden tot het Robotschip dat geheel onbemand de zeeën zal gaan bevaren? Het was een open vraag in de geanimeerde discussie waaraan door een tiental aanwezigen werd deelgenomen. Met een dankwoord aan de spreker voor zijn heldere en leerzame voordracht, werd deze avond om 22.30 uur besloten. PA.L.
NIEUWSBERICHTEN Nieuwe opdrachten Huisman-ITREC Begin dit jaar boekte Huisman B. V. in com binatie met ITREC B.V. uit Rotterdam be langrijke orders. Eind januari 1985 werd het contract gete kend voor het compleet leveren van 2 Zwa re Mastkranen voor het nieuwe zwaartransportschip dat momenteel bij de 'IJsselwerf in Rotterdam in aanbouw is voor een Joegoslavische rederij. Het nieuwe schip wordt geëxploiteerd door Atlanska-Plovidpa/Armacon Ocean Transport uit Rotterdam en wordt uitgerust met 2 Zware Mastkranen geplaatst aan stuurboordzijde. De max. hijslast per kraan bedraagt 200 ton bij een sprei van 26 m. Gecombineerd kan 400 ton gehesen wor den tot 6 m buiten bakboordzijde. In nauwe samenwerking met ITREC B.V. tekende Huisman B.V. begin maart 1985 een opdracht voor de levering van 2 Off shore kranen met een max. hijscapaciteit van 60 ton bij een sprei van 16 m bij Seastate' 2-3. De hulphijs heeft een hijscapaciteit van 10 ton bij 37 m sprei. Beide Offshore kranen zullen geïnstalleerd worden op het halfafzinkbare DuikondersteuningsVaartuig (Semisubmersible Diving Support Vessel) S. en W. - 52ste jaargang - nr. 8 - 1985
'Amethyst’, eigendom van Workships B.V. en momenteel in aanbouw bij Scheepswerf 'De Hoop', te Lobith. De kranen worden gebouwd volgens clas sificatie van Lloyd's Register of Shipping, Havenarbeidsinspectie en Mijnwezen en worden uitgerust met een geavanceerd ac tief deiningscompensatie systeem. Van der Giessen-de Noord Op 29 maart j.l. werd het contract getekend tussen de Republiek Indonesia en Van der Giessen-de Noord Marinebouw te Alblasserdam voor de bouw van één mijnenbestrijdingsvaartuig. Verwacht wordt dat bin nen enkele weken een tweede schip zal worden besteld. Het betreft hier een gemo dificeerde versie van de z.g. Tripartite mijnenbestrijdingsvaartuigen van de 'Alk maar' klasse. Met de bouw van het eerste schip wordt in augustus a.s. aangevangen, de oplevering er van zal plaatsvinden in oktober 1987; het tweede schip kan in maart 1988 worden opgeleverd. Met de order is een bedrag van ruim 100 miljoen gulden per schip gemoeid en betekent 450 manjaren werk per schip.
Proeftochten Alberdina Op 8 maart 1985 heeft met goed gevolg proefgevaren de binnenvaarttanker ’AL BERDINA', bouwnummer 780 van Scheepswerf Bodewes Millingen B.V. te Millingen a/d Rijn, bestemd voor Vaca B.V. te Dordrecht. Hoofdafmetingen zijn: lengte 109,175 m; breedte 10,50 m en holte 4,04 m. In dit schip zijn geïnstalleerd een MAK hoofdmotor met een vermogen van 1100 KW bij 825 omw/min, een DAF hulpmotor van 48 KW, een Hatz hulpmotor van 25 KW en een DAF hulpmotor met een totaalvermogen van 273 KW t.b.v. pompaandrijving. De binnenvaarttanker werd gebouwd on der toezicht van Bureau Veritas voor de klasse: I 3/3 E + NI 2 Tanker Type III • MOT. Rectificatie Het schip vermeld onder de naam 'lersezee'in de rubriek proeftochten op pag. 98 van ’S en W' no. 6 werd gedoopt als ’Kaap H oorn’ en heeft onder die naam proefge varen; het schip is eigendom van de Rederij Kaap Transport C V. te Delfzijl.

boot, trein, vrachtauto, o f vliegtuig, vanuit onze 24 vestigingen in ld landen. \\ ij zijn er op ’t afgesproken tijdstip, met de algesproken kwantiteit. Als wij u een snelle levering garanderen, willen wij u natuurlijk niet over de kwaliteit in twijfel laten: alle door ons geleverde materialen staan onder streng toezicht van onze k e u ringsdienst. Deze afdeling houdt zich niet alleen bezig met ingangscontrole, maar heeft ook apparatuur en vakmanschap in huis om het te leveren materiaal aanvullend te beproeven.
