Hopes fade for 18 North Koreans missing after freighter sinks off China coast Rescuers searched Monday for 18 North Korean crew members missing after their iron-ore laden cargo ship sank, the government said. Twelve surviving crew members and the recovered bodies of five sailors returned to North Korea on Sunday, the official Xinhua news agency reported. The freighter sank Wednesday night with 35 crew aboard about 100 kilometres from Dandong, one of China's main gateways for trade with the isolated, impoverished North. The vessel was en route from the North Korean port of Nampo to Dandong with a cargo of iron ore. Xinhua said the chances of survival for the missing crew members "are believed to be slim."
New index shows containership charter rates are accelerating PSi-Daily maritime press clippings

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2005 – 093 Ship broker Harper Petersen & Co., based in Hamburg and London, is offering a new type of containership charter rate index--and it is currently showing "renewed acceleration of the high that has prevailed in the charter markets since 2002." The overall index is based on a data pool that includes records going back as far as 1986. A total of 8 individual indices are provided for container ship categories from 750 to 5,200 TEU. For each class of vessel, all time charter parties with a defined minimum or maximum term are included in the index. The reporting period in each case is one calendar week. Unlike other indices, the HARPEX re-determines weightings each year on the basis of the size of the fleet and cost-covering rates. This means iy includes only the tonnage available in the charter market. "It gives the larger classes more weighting, and shows the market more realistically," explains Jens Mahnke, Managing Director of Harper Petersen & Co. Developed in cooperation with leading academics, economists and shipping experts, the HARPEX is updated weekly and is transparent to all. The current HARPEX Report of April 7 2005 shows renewed acceleration of the high that has prevailed in the charter markets since 2002. The rating scale for container ships rose in the first Quarter by a further 13 percent to 2,183 points. This follows on from "exceptionally good development" in 2004. "The dynamism in the container market is remarkable," says Jens Mahnke, "with unbroken progress over the past three years. The charter rates were up by an average of 33 percent in 2002, 60 percent in 2003 and 80 percent in 2004. And in 2005 we are expecting consolidation of the market at a high level." Established in London in 1943, Harper Petersen is the exclusive broker for a fleet of 151 all-container ships in the size segments 1,000 to 8,200 TEU and a total capacity of around 530,000 TEU.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2005 – 093 MAJOR Chinese towage and salvage firm the Shanghai Salvage Company has ordered a new deepsea salvage tug with delivery scheduled for April 2006. The 90m long, 16,100bhp vessel is under construction at the Wuchang Shipyard, in China. Once completed the tug will be managed by the Hong Kong-based Shen Hua Shipping Co. This new vessel has been designed by SDARI, the renowned Chinese Shanghai Design and Research Institute, and is intended primarily for ocean towing. Construction will meet the requirements of the China Classification Society and carry the notation, Ice class B2, CSA 5/5 Tug, CSM, AUTO-0, SCM,CMS. The twin-screw tug will measure 89.9m in length overall, with a breadth of 17.2m and maximum draft of 6.8m, powered by a complete propulsion package from MAN B&W Diesel A/S of Denmark. Two MAN B&W 8S35MC, low-speed, two-stroke, heavy fuel, main engines will each produce 8,050bhp (5,920kW) at 173rpm. Power will be transmitted to a pair of VBS1080 controllable pitch propellers via Flender type GUG 1200 gearboxes. An Alphatronic 2000 Propulsion Control System will be installed, with two control stations on the bridge and one in the engine control room. The system includes interfaces to a power management system and a Kongsberg Simrad JoyStick control co-ordinating the output from propellers, rudders and transverse thrusters. This propulsion system will give the new tug a bollard pull of 188 tonnes and a maximum speed of 16 knots. Wuchang Shipyard was founded in 1934 and subordinated to the China State Shipbuilding Corp before the 1999 formation of the China Shipbuilding Industry Corp. It is the largest modern shipbuilding enterprise in inland China.
Crewman suffers burns
A Russian crewmember was evacuated from Sovcomflot’ s 154,970-dwt tanker Tropic Brilliance (built 1992) after suffering serious burns. (photo : Jan Verhoog ©) Mikhael Ovcharyuk is said to have suffered 70% burns on his body after the fire on the Monrovianregistered suezmax tanker. The incident occurred in Malaysian waters about 11 nautical miles off Mika Head, Teluk Bahang on Sunday afternoon. Reports said the victim was conscious despite the serious burns when brought to Penang port at around 12:00GMT. He was taken to Penang Hospital for treatment. The Tropic Brilliance hit the headlines last November after a steering gear failure caused it to go around in the Suez Canal. The incident caused the waterway to be closed for the first time in 30 years.

NAVY NEWS
Navy names a ship after Air Force controller who saved Navy SEAL
The Navy has named a massive ammunition ship in honor of an Air Force combat controller who risked, and lost, his life trying to rescue a Navy SEAL. During a ceremony on Friday, the Navy named the ship after the late Tech. Sgt. John Chapman, 36, of Windber, Pa. Chapman was in a helicopter flying over Afghanistan on March 4, 2002, when it came under attack. When the helicopter was hit by a grenade and a Navy Seal team member fell from the aircraft, Chapman volunteered to rescue him. The helicopter landed safely a few miles away and Chapman asked to go back for his missing team member. Chapman and a rescue team came under attack while trying to locate the SEAL. Chapman killed two enemy fighters before dying from multiple wounds. The SEAL who Chapman was trying to save also died. Chapman earned the Air Force Cross, the second highest honor the service can bestow. Chapman left behind his wife, Valerie N. Chapman, and their two daughters, Madison, 8, and Brianna, 5. Gen. John P. Jumper, the Air Force chief of staff, said naming the ship after Chapman was an appropriate honor. "John, like all of our battle field airmen, bring high tech to the battlefield, but they do it the oldfashioned way, with raw guts and courage and honor," Jumper said.
Helicopter a joke, claims navy sailor CREW of the HMAS Kanimbla regarded the Sea King that crashed on Nias killing nine people a joke because its flights were repeatedly cancelled, a navy sailor has claimed. The unidentified male sailor told a television station yesterday morning that five out of every seven flights by the helicopter based on the ship were scrubbed because of mechanical problems. "A normal rate, if they had scheduled flights, one a day, five out of those seven would be cancelled," he said. "It was a bit of a joke throughout the ship regarding when they were going to fly, if they were going to fly." The Sea King crashed during an earthquake mercy mission on the island of Nias on April 2, killing nine Australian Defence Force personnel – one the military's biggest losses of life since the Vietnam war. The navy has grounded all its Sea King helicopters until investigations into the cause of the disaster are complete. Prime Minister John Howard, Chief of Defence General Peter Cosgrove and Labor opposition leader Kim Beazley have defended the helicopters' airworthiness, saying that as long as it was properly maintained, the Sea King was a reliable aircraft. Senior Defence officials have also dismissed suggestions the Sea King had fallen behind in safety checks. The ADF refused to respond to the anonymous sailor's comments, saying only that anyone with information about the incident should submit it to the official crash inquiry board, not leak it to the press.

It already has a slot deal on the route with the Canex consortium, which is Maersk Sealand, MSC and P&O Nedlloyd. TradeWinds reported last month that CMA was quitting the Europe Canada Express set up last May with Lloyd Triestino to give both lines their first taste of Canadian transatlantic business. The three-ship service almost immediately ran into trouble when it came to light the Italian subsidiary of Taiwan's Evergreen group had asked Israeli carrier Zim to contribute a ship after failing to find two 1,500teu vessels. Syrian-born CMA CGM chairman Jacques Saade, who retains strong links with Lebanon, has long said that he will not partner Israel's Zim. The French-based carrier maintained that it had an agreement with Lloyd Triestino but not with Zim.
