Signed, Jo Coenen The exhibition 'Signed, Jo Coenen' not only focuses on Jo Coenen’s drawings, but also on his different roles as an architect, a strategist, an educator, and as the Chief Government Architect of the Netherlands. From the intimacy of drawing, one encounters the pleasure of the ‘search’. Jo Coenen’s sketches provide insight into the vulnerable and searching phase, in which the designer looks for the optimal design solution, often within a complex context full of contradictions. The sketches take the viewer into the development of a design, the transformations in the process, and the different levels of thinking. From his sketchbooks, one sees how Coenen intuitively makes connections between looking and imagining. With an enquiring hand, he records swift thinking-exercises and detailed master plans. The sketch serves as a strategic means for communication and seduction. It also functions as a visual talking piece, connecting the various stakeholders to a visualised goal. Even though the architectural discipline is heavily dominated by the digitized image, Coenen continues to be faithful to paper and pencil.
The seven projects selected are not chronological, but chosen according to scale: from villa to master plan. The projects refer to recurring themes within Coenen’s oeuvre. His signature is defined by attention to detail, knowledge of materials and craft, historical understanding, transformation, modernity, or a building’s site in relation to the urban whole. His time as the Chief Government Architect of the Netherlands is remembered by many as strategic and productive, and revealed his organisational talent for creating attention, finance, and administrative support. An approach that was reflected in the catalysing of a number of key projects relating to landscape and infrastructure, as well as in the implementation of structural administrative changes with the introduction of a government board of advisors for landscape, infrastructure, and cultural heritage. Finally, there is his committee work, his travels, and projects in various, mainly European, locations. It is the history and traditions of the Old Continent with which Coenen feels connected. From Coenen’s rich and comprehensive practice, Bureau Europa has chosen to show his sketches because they are consistent with our programming for 2014: an ode to the imaginary. The imagination and the formulation of alternative (world) images form the core of the design discipline. Saskia van Stein Director Bureau Europa

Villa Daelmans Lanaken

Displaced gardens The forest, in which this house stands, once belonged to the estate of Pietersheim Castle. Now it is part of a fashionable residential area where strict requirements apply to the building’s height (max. two storeys) and distance to the street (8 metres). In this villa, all of the major themes of Coenen’s houses are recognisable: the seclusion of a surrounding wall, openness to an unobstructed view, and a layout in which access routes, rooms, stairs, corridors, and terraces form a rich and a varied range of architectural experiences and ‘places’. After a dialogue with the client Frank Lloyd Wright’s design Hanging Gardens became the point of referencial. Two related yet shifted patios form the core of the composition. The water around the home is also of interest. Even though it marks out the permitted building terrain, part of the construction overhangs it, exceeding the boundary with impunity. Hedges, paths, and boundaries have been adapted exactly according to guidelines. The materials chosen strengthen the intended atmosphere of seclusion and tranquillity: yellow French limestone, grey window frames, and yellow-grey wood panelling.

Restauratie Glaspaleis Heerlen
Restoration of the Glass Palace Heerlen
Transparant en exact gedetailleerd
Transparent and exact detail
The Glaspaleis (1935), by the architect F.P.J. Peutz, was designed as a department store, but over the years it has many times undergone a change of function, restoration, and neglect. After being restored to its former glory, the building functions as a cultural centre, housing an art cinema, library, art and architecture centre, and catering facilities. At the same time, the surrounding area has been improved to such an extent that the Glaspaleis has regained its once prominent position in the old city centre.

The façades have been fully restored on three sides, in accordance with the construction drawings of 1935. Moreover, in the interior, the original building’s transparency has been entirely restored, so that the rhythm of the decorative mushroom columns can be felt throughout the building again. The height difference between Bongerd and Kerkplein has been exploited; a town hall open to the public has been located here, which offers a view of all functions. Two new elements have been added: a bar (Kerkplein) and a music school (Bongerd). Much attention has been paid to repairing original details or producing exact replicas of them.

Intiem in vorm en aankleding
Intimate in form and decor
TivoliVredenburg is more than the addition of some music halls. Although initially conceived for a single genre, all types of music can be performed in the halls, as well as in the courtyards and foyers. For each hall, an architect designed not only the interior, but also its exterior, and associated rehearsal rooms and foyers. In addition to the Main Concert Hall (1,700 seats, Herman Hertzberger) there is the Ronda (2,000 visitors, Jo Coenen), which was initially designed as a pop venue, the once jazz orientated Cloud Nine space (400 visitors, Thijs Asselbergs), and Pandora (650 visitors, NL architects), the so-called crossover theatre. Only the Hertz space (543 seats) is explicitly for chamber music. With Ronda, Coenen managed to create an intimate pop music venue in a space double the size of the Paradiso. The venue has a semi-circular shape, with the stage in the middle. The decoration of Alhambra-like ornaments, behind which acoustic walls are concealed, strengthens the feeling of intimacy. Its height ensures a good view of the stage for the whole audience.

Skyline and incidence of light
The Amsterdam Public Library (OBA) forms the centre of three major new buildings on the redesigned Oosterdokseiland, close to Central Station. The plan includes a library of nearly 30,000 m2 (including theatre), a large café, and 9,000 m2 of office space. The Amsterdam design incorporates an elevated plinth that acts as a refined transition space between the upper and lower floors. The reading and study rooms are in the form of terraces, but instead of spiralling up, they’re positioned around large, high voids. On the top floor is a terrace accommodating the library’s theatre and conference rooms.
The main shape of the building is adapted to its environment; apartments on the west side and on the wide avenue to the east of the conservatory must get enough sunlight. At the same time, the library, on the broad waters of the Oosterdok, should contribute to an elegant skyline.

Landmark and gateway
The Innovatoren (a play on the Dutch for tower and innovators) marks the point where, for centuries, there was a natural access point via the St. Jansweg to the area where the Venlo GreenPark exists. In its position, the Innovatoren provided the entrance building to the 2012 Floriade, the world’s largest horticultural expo (66ha of park area and 40ha of exhibition terrain), which takes place every ten years. The Floriade is to be understood as a catalyst for investments into this region. The design and realisation of the 2012 Floriade were done according to the Venlo principles, which take inspiration from the philosophy of cradle-to-cradle.
The Innovatoren – a pilot project addressing both sustainability and environmental friendliness – is recognisable from a distance by its white facade and giant arcade; the building functions as a landmark and a gateway to Venlo GreenPark. It has open-plan floors and integrates all functional and residual space in its climate concept. The north side has a waved annex, providing the ground floor with a flexible, functional, and representative space. Part of the strategy is that after the temporal Floriade event, the area will be developed into a high-quality and sustainable business park: Venlo GreenPark, where work is combined with green areas and recreation.

Schoonheid als baken
Beauty as a beacon
Approaching Eindhoven’s centre, this tall and narrow tower announces the heart of the city like a beacon. That is why it is at its narrowest when seen from this angle. To make the building as slim and elegant as possible, its basic form is a slender diamond with rounded corners. The tower is 90 metres high. Each floor has two apartments, and the base accommodates a double-height retail or office unit.
The architecture is serene: the building’s structure determines the design. The architectural quality is extremely high, with its facade of glass and natural stone. As his reference, Coenen mentions the lofty Pirelli Tower in Milan by Gio Ponti: ‘The striving for eternal beauty. Everything I learnt from Luigi Snozzi came in handy here. I should also mention Wim Quist, my graduation tutor at the Tilburg Academy. While the Netherlands was still messy, he never failed to point out the power of a strong and simple silhouette.’ In 2007 the design won the BNA Best building of the year award.

Smalle Haven master plan Eindhoven
Masterplan Smalle Haven Eindhoven
Sluitsteen van stadshart
Keystone to the heart of the city
The commission to redesign Smalle Haven’s surroundings was informed by the fact that Coenen’s first practice was located nearby (from 1979–1989), thus he knew the locality well. He seized the opportunity to turn this area, which still showed Eindhoven’s origins as a fusion of separate villages, into a city centre.
Ontwerp – realisatie 1990–2006 Soort masterplan Locatie Smalle haven, Eindhoven Opdrachtgever gemeente Eindhoven
Design – completion 1990–2006 Design master plan Location Smalle haven, Eindhoven Client City of Eindhoven
The master plan is highly contextual. In other words, it is not composed of ‘stately buildings’, but of five different elements, which are all, almost playfully, attuned to everything that already existed on the site: gardens, streets, alleyways, lines of vision, visitor streams, and traffic flows. 1. A tall, narrow tower 2. A new square with shops and arcades 3. The compact Medina housing complex 4. A narrow street with beer gardens (directly opposite the back doors of the bars on Stratumseind) 5. A ‘Urban interior': a large building with a covered square that refers to the public areas of the town halls in Oslo and Stockholm The design turns out to be the keystone to the heart of the city by merging the fragmented urban areas into a whole.

Masterplan Sphinx Céramique-terrein Maastricht
Sphinx-Céramique site master plan Maastricht
Stadshart overbrugt de Maas
Heart of the city crosses the River Maas
The commission to redesign the former Sphinx-Céramique industrial site dates from August 1987. The plan had to be presented by the end of the same year, a mammoth operation, the succes of which was due to the fact that private and public parties where committed and closely collaborated tool ensured an uncommon effectiveness.
The urban redevelopment plan was based on three main principles: Expansion: Rather than a suburb, Céramique was to become a genuine part of the inner city area and expand the heart of the city. Reconciliation: Céramique had to integrate easily into the existing city districts bordering it on three sides. Connection: a good, intensive-use link was to be created between the old and the new centre: a pedestrian bridge over the River Maas.

The main structure of the plan consists of the Avenue Céramique, is as wide (40 metres) as the roads it connects to. All other streets, with mainly courtyard-style buildings, are at right angles to this Avenue. The North and South Node are the poles between which Céramique extends. They are important meeting points, where building is compact and concentrates public functions. The public space is organised as a place for people to spend time in. Architecturally speaking, authentic urban élan was opted for with the deployment of a range of Dutch and foreign architects. Directly adjacent to the water is a green zone: a peaceful pedestrian area without commercial functions. This reflects the park that is directly opposite, and borders on a stony part of the North Node. Thus a transition from green riverbanks to a stony quay has also been effected on this side of the Maas too.

Biography Jo Coenen (Heerlen 1949) graduated in architecture & urban planning from the department of architecture of Eindhoven University of Technology in 1975. Following his studies, he worked until 1979 as a research assistant at the same university and established important professional relationships Europewide with Prof. O.M. Ungers in Cologne, Prof. Rob Krier in Vienna, Prof. Luigi Snozzi who was then a professor at the EPFL Lausanne, and Prof. James Stirling at the Staatliche Kunstakademie in Düsseldorf, among others. In 1979, before starting his own practice in Eindhoven in 1980, he worked on the new building of the Faculty of Letters in Amsterdam under Prof. Aldo van Eyck and the architect Theo Bosch. After 10 years, he moved his operation to Maastricht to work on the Céramique master plan. After another 10 years, he opened a studio in Berlin to design the residence of the Dutch ambassador and to work on the Gendarmenmarkt project. This was followed other studios in Luxembourg (2002), Amsterdam (2002), Milan (2007) and in Bern (2012). Since the start of his academic career, Coenen has taught at various national and international colleges and universities (Aachen, Karlsruhe, Lausanne, Milan and Delft ) In 1987, he was appointed Ordentlicher Professor Gebaüdelehre und Entwerfen at Karlsruhe University of Technology, of which he has been an honorary professor since 1995. In 2001, in the Netherlands, he was appointed Professor of Public Building in the department of architecture at Delft University of Technology. As part of his job, and based on his experience as Chief Government Architect of the Netherlands, in 2006 he established the ® MIT Research Center for Modification,
Intervention and Transformation at the same university, in which Coenen assigned great significance to “the art of interweaving” past and present and also put the emphasis on design. Since 2009, he has held the professorship of Architecture & Transformation at Maastricht University. Coenen has been frequently invited to exhibit his work at various Biennials and Triennials such as the Venice Biennial (1980), the Milan Triennial (1995) and the São Paulo Biennial (1997). In addition, he has taken part in many international workshops, symposia and congresses. For example, he was invited to lecture at the RIBA in London (The concepts for the living city), at the Getty Center Santa Monica (Building in old context) and to the Collegio Official de Arquitectos de la Comunidad in Valencia (Experiencias en edificios publicos). He was on various national and international juries, including that of the Rijksmuseum in Amsterdam and the Royal Australian Institute of Architects in Sydney. He was recently on the jury of the Neubau der Zentral und Landesbibliothek Berlin (2014). He has won various awards and prestigious prizes for architecture, including the Dutch BNA-Kubus for his entire oeuvre (1995), the Dutch Building Award for the ‘Glaspaleis’ (Glass Palace) in Heerlen (2005 in collaboration with W. Arets), the BNA “Best Building of the Year Award” for his Vesteda Tower in Eindhoven (2007), the “International Architecture Award” for the Public Library in Amsterdam (2008), the “WAN Civic Building of the Year” prize for the Public Library in Amsterdam (2009), the “International Architecture Award” for the Mosae Forum project in Maastricht (2010) and an award for participation and planning for the IBA Hamburg (2013).
Influenced and inspired by his contacts in Central and Southern Europe, he has designed many architectural and urban development projects, of which the NAi in Rotterdam, the master plan and library for the Céramique Centre in Maastricht and the KNSM island in Amsterdam are the best known. Since 1987 he has been Supervisor for Town Planning in cities such as The Hague, Amsterdam, Maastricht, Eindhoven, Sittard, Tilburg, Venlo, Haarlem and Deventer. In the period from 2000 to 2004, Jo Coenen was Chief Government Architect of the Netherlands and devoted great attention to the design discipline. He implemented countless projects including the new building and restoration of the ‘10 Big Projects’ for government buildings, projects such as the building of the National Service for Archaeology, Cultural Landscape and Built Heritage (RACM) in Amersfoort, the main building of the Department of Waterways and Public Works (RWS) in Utrecht and the transformation of the Rijksmuseum in Amsterdam. In his period as Chief Government Architect, innumerable renowned buildings were developed, such as the Peace Palace, the Catshuis, and the layout of the Trêveszaal and Ridderzaal in the Binnenhof in The Hague. Special attention was paid to developing the new city centre of The Hague, with the construction of buildings for the Ministries of Justice and Internal Affairs. In addition to this, he was spatial coordinator of the National Key Projects and for the development of the five new railway stations in Breda, Rotterdam, Amsterdam, Arnhem and Utrecht. The biggest project that he undertook was the development of plans for the Deltametropolis metropolitan area. In all of his projects, he has always devoted great care to the context, which he
regards as equally important to the design. To this end, he surrounded himself with a large team of designers and policymakers and established the RBM advisory body for architecture and urban development in addition to the Board of Government Advisors for Landscape, Infrastructure, Heritage and Art. Aside from these design activities, he also promoted education, resulting in the recent establishment of WAT. Coenen is presently chairman of the BEJAS / Pep Foundation that familiarises young graduates with the fields of architecture, urban development, landscape architecture and infrastructure following their regular course of education. As a mark of recognition and appreciation, Coenen was granted an honorary doctorate by the Open University of the Netherlands in 2007 and was elected to an Honorary Fellowship of The American Institute of Architects in 2009. In recent years, he has also been advising on a host of prominent spatial developments in the Netherlands and abroad, including the new town centre of Leidsche Rijn Centrum ( LRC), the historical centre of Deventer, the industrial districts of Geneva, the national Floriade in Venlo, the transformation of Schalkwijk in Haarlem and the transformation of the satellite towns of Mantes la Jolie - Rosny on the Seine near Paris into a new, ecological urban landscape. Recently Coenen saw the realisation of parts of his master plans for Parma, Belval Ouest in Luxembourg and the IBA 2013 in Hamburg. Since June 2014 Coenen holds the function of Director-Curator of IBA Parkstad: the very first Dutch ‘Internationale Bau Ausstellung’.
