De gemeente Arnhem werkt aan de realisatie van ArtA, een nieuw openbaar cultuurgebouw dat onderdak moet bieden aan Museum Arnhem en Focus Filmtheater. ArtA is één van de grote projecten in de vernieuwing van het Rijnbooggebied. De gemeente en de partners van ArtA hebben in het kader van een Europese aanbesteding een onafhankelijke jury aangesteld om een ontwerper aan te wijzen. De juryleden zijn afkomstig uit de wereld van de architectuur en stedenbouw en uit de cultuursector. Daarnaast zitten de directeuren van het museum en het filmtheater in de jury.
De opgave is een architectonische visie op het ontwerp van een multifunctioneel cultuurgebouw. ArtA moet bezoekers een uitdagende beleving bieden van beeldende kunst, film en vormgeving. Daarnaast moet het een ontmoetingsplek zijn, een plek voor creativiteit, reflectie en debat. De ambities voor ArtA zijn uitvoerig beschreven in het Ambitiedocument Kunstencluster Rijnboog van augustus 2013. Hieronder volgt een korte samenvatting. Het basisprogramma bestaat uit een ‘kern’ (film en museum en kruisbestuivingen daartussen), een deel ‘service en gemak’ (faciliteiten die een bezoek aan ArtA veraangenamen, zoals een winkel en een café, maar ook congresruimtes) en een deel ‘beleving’ (uiteenlopende activiteiten om verschillende kunstuitingen te ervaren). Het idee is dat er inspirerende cross-overs plaatsvinden: tussen film en kunst of door relaties met muziek, dans en drama. Ook festivals en andere evenementen moeten bijdragen aan het multidisciplinaire karakter van ArtA. Voor het filmtheater zijn vijf zalen nodig (820 m2) en voor het museum een vloeroppervlak van 2560 vierkante meter. Een openbaar kunstenplein – de verbindende schakel tussen de verschillende functies en het verlengstuk van de openbare ruimte buiten – moet circa 860 vierkante meter groot zijn. Daarnaast dienen andere ruimtes een plek te krijgen: een multifunctionele ruimte (MFR, 380 m2), horeca (290 m2) en kantoren (950 m2). De kavel van ArtA bevindt zich langs de oostelijke gevel van de Nieuwstraat tussen de Rijnkade en de Weerdjesstraat. Het gebouw zal circa 20 meter hoog zijn en er zijn twee ondergrondse lagen. De begane grond is vrijwel in zijn geheel bedoeld voor het kunstenplein. De ondersteunende functies bevinden zich bij voorkeur op één verdieping.
INT RO D UCT IO N The municipality of Arnhem is working on the realisation of ArtA, a new public arts cluster that will house the Arnhem Museum and Focus Cinema. ArtA is one of the large urban development projects in the Rijnboog area. In the framework of a European tender, the municipality and its partners in ArtA have appointed an independent jury to recommend an architect. The jury members come from the world of architecture, urban development and the arts. The jury also includes the directors of the museum and the film theatre. Their task is to provide a structural vision on the design of a multifunctional arts cluster. ArtA should offer visitors a challenging experience in the visual arts, film and design. Besides a meeting area, the centre should also be a place for creativity, reflection and debate. The ambitions for ArtA have been described extensively in the Rijnboog Arts Cluster Ambition Document of August 2013. Below is a brief summary. The basic programme will consist of a ‘core’ (film and museum and cross-fertilisation in between), part ‘service and leisure’ (facilities that will make a visit to ArtA more pleasant, such as a shop and a café, but also conference rooms) and part adventure (experiencing a variety of activities and different artistic expressions). The idea is to experience inspiring crossover relations between film and art or through music, dance and drama. Festivals and other events should also contribute to the multidisciplinary quality of ArtA. The cinema will require five theatres (820 m2) and the museum, 2560 square metres of floor space. The size of the art plaza – the link between the various facilities and an extension of the outside public space – should be approximately 860 square metres. There should also be space for other activities: a multifunctional area (MFA, 380 m2), catering (290 m2) and offices (950 m2). The

5. Binnenstebuiten: de omgeving wordt als onderdeel van het gebouw gezien en sluit aan op de culturele functie. De buitenkant van het gebouw en de directe omgeving zijn te gebruiken voor activiteiten in de openlucht. 6. Gebouwverrijking: het gebouw kan de gehele dag gebruikt worden voor geplande en spontane activiteiten.
ArtA parcel is situated along the eastern outer wall of the Nieuwstraat between the Rijnkade and the Weerdjesstraat. The building will be approximately 20 metres high, with two subterranean levels. The ground floor is intended almost entirely for the art plaza. The supporting functions will preferably be clustered on a single floor. The intended identity of the new arts cluster is described in several core ideas, which came from the book, Beyond the Black Box and the White Cube, by cultural adviser and jury member, Johan Idema.

1. Open house: the art plaza – an urban lounge, a covered outdoor area, with long opening hours, will make the building accessible for (almost) everyone. 2. Slow stay: it will also be possible to spend longer periods in the building without visiting the museum, for example.
3. Behind the scenes: the building will be designed in such a way that visitors and passers-by get to see as much as possible of what is happening behind the scenes. 4. External presentation: the building will be clearly visible and recognisable in the city as an arts cluster.
5. Inside out: the surroundings, which will blend with the cultural function, will be used and designed as part of the building. The exterior of the building and immediate vicinity will be used for outdoor activities. 6. Building enrichment: the building can be used throughout the day for scheduled and spontaneous activities.

R I JNBO O G Het Arnhemse project Rijnboog is het gebied tussen de middeleeuwse binnenstad en de Rijn. Dit stadsdeel werd tijdens de Tweede Wereldoorlog grotendeels verwoest en tijdens de wederopbouw voor een deel herbouwd. De uitstraling van het gebied is aan een opknapbeurt toe, de programmering kan gevarieerder (woningen, winkels, kantoren en cultuurvoorzieningen) en de verbinding tussen stad en rivier moet hersteld. De stedenbouwkundige principes voor deze vernieuwingsoperatie spelen in op de actuele situatie waarin een dergelijke grootschalige gebiedsontwikkeling niet meer in één keer van de grond komt. Risico’s en onzekerheden zijn groot, en daarom wordt gepoogd de stedelijke vernieuwing in kleine stappen te laten plaatsvinden. De ‘lange lijnen’ van station en binnenstad richting de Rijn zijn leidend, waaronder een fiets- en wandelroute en wellicht het terugbrengen van de historische Jansbeek. Langs die lijnen zijn enkele plekken aangewezen waar functies en publiekstrekkers kunnen worden toegevoegd – denk aan het plein voor de Eusebiuskerk en het in 2013 geopende kennisgebouw Rozet. Het in de ogen van de jury belangrijke kunstengebouw ArtA is een essentiële stap in deze ontwikkeling. Het is meer dan het nieuwe onderkomen van Museum Arnhem en Focus Filmtheater alleen – ArtA wordt een multifunctioneel en publiek cultuurgebouw op de grens van stad en rivier, een attractie die het imago van Rijnboog enorm kan verbeteren, een gebouw dat de directe omgeving kan ‘activeren’. Het vrij toegankelijke ‘kunstenplein’ zal fungeren als een overdekt plein en is op meerdere schaalniveaus van waarde voor de stedelijke structuur. Op stadsniveau zal het kunstenplein stad en rivier verbinden, op wijkniveau kan het een volwaardig onderdeel zijn van de stedelijke openbare ruimte.

M USEUM EN FI LMTH EATER Twee Arnhemse culturele instellingen nemen hun intrek in ArtA: Museum Arnhem en Focus Filmtheater. Daarnaast betrekt een horecaondernemer het nieuwe gebouw. Het museum, nu nog gevestigd aan de Utrechtseweg, beschikt over een grote collectie moderne en hedendaagse beeldende kunst en vormgeving – met name werken van Nederlandse neorealisten als Pyke Koch en Carel Willink. Omdat het museum meer ruimte nodig heeft voor zowel internationale publiekstrekkers als de semipermanente opstelling van de eigen collectie, is de verhuizing naar ArtA noodzakelijk. Het nieuwe kunstengebouw herbergt naast grote en flexibele tentoonstelling- en projectieruimtes en een auditorium, ook zalen voor productieprogramma’s en ruimtes voor artists in residence. Het museum ziet haar nieuwe onderkomen nadrukkelijk als een ‘open en interactief gebouw’. ArtA moet ‘iets extra’s’ hebben, iets dat ‘blijft hangen’ – op de huidige locatie is dat bijvoorbeeld het uitzicht vanuit de museumtuin over de Rijn. Ook op de nieuwe locatie beschikt het museum graag over een buitenruimte waar werken uit de huidige beeldentuin tentoongesteld kunnen worden. Focus Filmtheater is nu nog gevestigd op de Korenmarkt en toont uiteenlopende films: van documentaires tot kinderfilms, van art house tot Hollywood, van premières tot klassiekers. Om het filmaanbod uit te breiden en te voorzien in een breed programma van lezingen, cursussen en festivals, heeft Focus niet alleen behoefte aan meer zalen om het groeiende aantal bezoekers te huisvesten, maar ook aan ruimtes die voor verschillende doeleinden te gebruiken zijn. Voor het filmtheater zal in het ontwerp van ArtA een aantal tegenstellingen de grootste uitdaging vormen. Zoals: de grootschaligheid van een nieuw publiek gebouw versus de intimiteit die het filmpubliek graag opzoekt; een druk programma op zaterdag versus ‘wat gebeurt er op maandag?’; het karakter en de identiteit van het huidige theater versus de verhuizing naar een gebouw met een nieuwe uitstraling; de balans tussen ‘direct naar huis gaan’ en de behoefte aan een complete beleving – nagesprekken, lezingen, festivals, horecabezoek.

Naast functionele overwegingen – de huidige onderkomens van het museum en het filmhuis zijn te klein en voldoen niet meer – liggen strategische beweegredenen ten grondslag aan de voorgenomen bouw van ArtA. ArtA moet leiden tot meer samenwerking. Het gaat niet alleen om het vertonen van films of het exposeren van kunst, maar juist om de wisselwerking tussen deze verschillende kunstuitingen. Andere activiteiten, zoals een open depot waar het publiek kennis maakt met de wereld achter de schermen of kunstenaars die ter plekke een werk vervaardigen, moeten de beleving vergroten. ArtA kan veel betekenen voor de culturele infrastructuur van Arnhem. De stad is al bekend vanwege zijn muziek, beeldende kunst, mode, dans en film. Met de bouw van ArtA wordt ingespeeld op de razendsnelle veranderingen binnen de culturele wereld: grenzen tussen disciplines vervagen, de spanning tussen gesubsidieerde en commerciële activiteiten neemt toe, cultuur wordt steeds vaker ingezet voor sociaaleconomische doeleinden. Zo is de realisatie van ArtA van groot belang voor de ruimtelijke, economische en culturele vernieuwing van het Rijnbooggebied. q
BAC KG RO U N D R I JN BO O G The Arnhem Rijnboog project encompasses the area between the medieval inner city and the River Rhine. During the Second World War, this borough was largely destroyed and partially rebuilt during post-war reconstruction. The area needs a facelift; the programming could be more varied (houses, shops, offices and cultural facilities), including restoration of the connection between the city and the river. The urban-development principles for this modernisation project anticipate the actual situation in which such large-scale area development can no longer take place all at once. Because of the high risks and uncertainties, the urban-development endeavour will take place in small steps. The ‘long lines’ between the train station and inner city in the direction of the Rhine form the main principle, including cycling and walking trails and, possibly, reintroducing the historic Jansbeek brook. Several places along these lines have been designated as possible locations for adding functions and crowd pullers – such as the square for the Eusebius Church and the Rozet knowledge building opened in 2013. The - in the view of the jury - important arts cluster building, ArtA, will be an essential step in this development. More than simply providing a new home for the Arnhem Museum and the Focus Cinema, ArtA will serve as a multifunctional and public arts cluster on the boundary between city and river and as an attraction that could greatly improve the image of Rijnboog and ‘activate’ the entire surrounding area. M U S E U M A N D CIN E M A Two Arnhem cultural establishments take up residence in ArtA: Arnhem Museum and Focus Cinema. A catering entrepreneur will also open an establishment in the new building. The museum, now located on the Utrechtseweg, has a large collection of modern and contemporary visual art and design, especially works by Dutch neorealists such as Pyke Koch and Carel Willink. As the museum requires more space for both international crowd pullers and the semi-permanent arrangement of its own collection, the move to ArtA is imperative. Besides large, flexible exhibition areas, projection rooms and an auditorium, the new arts cluster also has rooms for production programmes and for artists in residence. The museum expressly regards its new quarters as an ‘open, interactive building’. ArtA needs to have ‘that something extra’, something that ‘lingers on’. At the current location, for example, it is the view of the Rhine from the museum garden. At the new location, the museum would also like to have an outdoor area where works from the current statue garden could be displayed. Focus Cinema, which is still situated at the Korenmarkt, shows a variety of films, from documentaries to children’s films, from art house to Hollywood, from premières to classics. To expand the films on offer and provide a broad programme of lectures, courses and festivals, Focus not only needs more theatres to accommodate the growing number of visitors, but also rooms that can be used for different purposes. Several discrepancies for the film theatre will constitute the greatest challenge in the design of ArtA. For example: the large scale of the new public building versus the intimacy that appeals to the film-going public; a busy programme on Saturdays versus ‘what’s happening on Monday?; the character and identity of the current theatre versus the move to a building with a different aura; the balance between ‘going right home’ and the need for an après-event experience follow-up discussions, lectures, festivals, restaurants or pubs. Besides functional considerations – the current accommodations offered by the museum and the cinema are too small and no longer suffice – the strategic motives form the basis of the planned construction of ArtA. ArtA should result in greater cooperation. It is not only about showing films or exhibiting works of art, but also precisely about the interaction between these different artistic expressions. Other activities, such as an open repository where the public learns about the world behind the scenes or about artists creating their works on the spot, are intended to increase the experience. ArtA could make a substantial contribution to the cultural infrastructure of Arnhem. The city is already known for its music, visual arts, fashion, dance and film. With the realisation of ArtA, one could take advantage of the rapid changes within the cultural world: boundaries between disciplines are fading, tension between subsidised and commercial activities is increasing, the arts are increasingly being employed for socio-economic purposes. In this sense, the realisation of ArtA is extremely important for the spatial, economic and cultural renewal of the Rijnboog area. o

In het najaar van 2013 is gestart met de Europese aanbesteding voor het ontwerp van het kunstengebouw ArtA. In de aanmeldingsfase meldden zich 44 partijen. Vijf van hen waren niet rechtsgeldig, waarna 39 inzenders door de jury zijn beoordeeld. Bureaus leverden referentieprojecten (ervaring met de bouw van een multifunctioneel cultuurgebouw op een kleine kavel) en beantwoordden zes vragen op het gebied van ‘inhoud & organisatie’, ‘gebied & gebouw’ en ‘duurzaamheid’. Tijdens de beoordeling hadden de juryleden niet alleen oog voor de kwaliteit van de gegeven antwoorden, maar keken zij ook of de portfolio’s innovatie en avontuur uitstraalden. Uiteindelijk werden vijf partijen geselecteerd voor de inschrijvingsfase. Aan deze vijf partijen is gevraagd een architectonische visie op de opgave te formuleren en deze in februari aan de jury te presenteren. Hiervoor kregen zij een tegemoetkoming in de kosten. Door ‘nota’s van inlichtingen’ in januari en februari werden de bureaus van informatie voorzien en konden zij op hun beurt vragen stellen. Ook is door de gemeente Arnhem een zogenaamde ‘aanwijzing’ op de locatie en in het gebied georganiseerd. In januari trok OMA zich terug uit de procedure. Het bureau schreef: ‘We moeten u mededelen dat wij door ons huidige volle portfolio in combinatie met onze snel veranderende bureauplanning helaas tot de conclusie zijn gekomen dat het niet mogelijk is om binnen de schikbare termijn van de inschrijvingsfase tot een kwalitatief goede visie voor het project te komen. Wij zijn hierdoor helaas genoodzaakt af te zien van deelname aan de Inschrijvingsfase.’
G U NNI NG C R I TE R I A De opdracht wordt gegund aan de economisch meest voordelige inschrijving (EMVI). De volgende zes ‘nadere criteria’ zijn gebruikt. 1. I NHO U D Hoe werkt het gebouw? Symbiose tussen en afleesbaarheid van verschillende functies; multifunctionaliteit en flexibiliteit; logistiek; beleving van dag en avond, van binnen en buiten; boven en onder de grond. 2. G E BO U W Hoe wordt ArtA een uitnodigend en toegankelijk gebouw dat inspireert en verleidt, zowel binnen als buiten? 3. O M G EV I NG Op welke manier sluit het gebouw aan op de directe omgeving en hoe maakt het gebruik van de specifieke kenmerken van de locatie en de bouwenveloppe? 4. STA D Op welke manier is ArtA een voorbeeld voor de Arnhemse kernwaarden ‘groen’ en ‘creatief’? 5. D U U RZA A M HE I D Op welke (innovatieve) wijze krijgt duurzaamheid vorm? Toekomst gerichtheid en flexibiliteit; levensduur; gebruik van natuurlijke hulp bronnen; positieve bijdrage aan de kwaliteit van de omgeving. 6. KOSTE N In hoeverre wordt het ontwerp kostenefficiënt, in investering en exploitatie (beheersbaarheid)?
VI SI EPRESE N TATIES Bij de beoordeling van de vier visies heeft de jury zich voortdurend gerealiseerd dat het in deze aanbesteding om vier ontwerpvisies gaat, dus om voorstellen op hoofdlijnen en niet om uitgewerkte ontwerpen. Dat betekent dat de gepresenteerde visies in de eerste plaats bedoeld zijn om uit te vinden in welke richting het beste plan gezocht moet worden en welke ontwerper in aanmerking komt om ArtA te realiseren. De intenties van de visies zijn beoordeeld op inhoud en mogelijkheden, én op wat ze zeggen over de kwaliteit, presentatie en mentaliteit van de betreffende architect. Het besluit om de kandidaten een visie te laten maken in plaats van een uitgewerkt ontwerp, is niet voor niets genomen. De gemeente ontwikkelt ArtA zelf en heeft dus in het vervolgtraject nog tal van mogelijkheden om samen met de geselecteerde architect een vertaalslag te maken naar een schets- en definitief ontwerp.
T HE PRO C E D URE AND THE JU RY The European tender procedure for the design of the arts cluster, ArtA, started in the autumn of 2013. Forty-four parties registered during the entry phase. Five of them were not valid, following which the jury assessed the remaining 39 applicants. The architectural offices, which submitted reference projects (experience with the construction of a multifunctional arts cluster on a small parcel), answered six questions in the area of ‘substance & organisation’, ‘area & building’ and ‘sustainability’. During the assessment, the jury members not only looked at the quality of the answers given but also to see whether the portfolios exuded innovation and adventure. Ultimately, five parties were selected for the entry phase. They were, in alphabetical order: - Architectuurstudio HH and SO-IL with ABT - Bjarke Ingels Group (BIG) and Allard Architecture - Kengo Kuma & Associates - NL Architects - Office for Metropolitan Architecture (OMA) These five parties were asked to formulate their architectural visions on the assignment and to present them to the jury in
February. For doing so, they received a partial reimbursement of their expenses. In January and February, the architectural offices received information by means of an ‘information notice’, which then enabled them to ask questions. The municipality of Arnhem also organised a visual inspection of the site and the area. In January, OMA withdrew from the procedure OMA wrote the following: ‘Unfortunately, we must inform you that, due to our currently full portfolio, in combination with our rapidly changing office planning, we have concluded that it will not be possible to come up with a qualitatively good vision for the project within the available period of the entry phase. It is therefore regrettable that we must withdraw from participation in the entry phase’. PRESENTATI ON OF V I SI ON S With the assessment of the four visions, the jury constantly bore in mind the fact that the tender encompassed four design visions, the main outlines of proposals and not elaborated designs. Initially, this meant that the visions presented were intended to determine in which direction one should look to find the best plan and which archi-
tect could be deemed best to realise the ArtA project. The intentions behind the visions were judged on substance and potential, as well as on the basis of what they had to say about the quality, presentation and mentality of the architect concerned. There was good reason behind the decision to have the candidates present their visions instead of elaborated plans. The municipality developed ArtA itself and therefore has countless possibilities during the subsequent track, with the selected architect, to apply the idea to a sketch and a final design.

De visiepresentaties vonden plaats op vrijdag 14 februari. De inhoudelijke beoordeling vond plaats in het voorjaar van 2014. De vier visies worden in alfabetische volgorde besproken. Eerst volgt een beschrijving van het voorstel, dan de reactie van de jury.

VISIO NS AND ASSESSMENT The presentation of visions took place on Friday 14 February. The substantive assessment took place in the spring of 2014. The four visions were discussed in alphabetical order. Below is a description of the proposal, followed by the jury’s response.
Presentaties
The vision of SO-IL of New York and the Amsterdam office, Architectuurstudio HH – in collaboration with the designers from ABT of Velp– rested on three pillars. 1. A clearly distinctive urban design, recognisable and appealing for the city and its residents. 2. A common space (the art plaza) with room for ‘producing’ and experiencing diverse cultural expressions. 3. Room for reflection– in ArtA visitors are swirled away to a ‘parallel reality’ and brought into a state of poetic rapture. The design of the building is based on the linking together of individual buildings, such as many 19th and early 20th-century districts in Arnhem. The result is a symmetric volume consisting of five sections– creating an impression of five buildings, of five separate addresses. The large block in the centre captures all the attention. Two smaller blocks are attached incrementally on either side. The five blocks ‘float’, in the words of the designers, ‘like a cloud on an open plinth‘. In the plinth is the main entrance and the functions on the ground floor (the art plaza to be discussed later). The semi-detached construction, with the huge, protruding block in the centre, gives the Nieuwstraat a new profile. The street changes into a square for activities and repose. The tops of the building have a vivid structure: the museum shop is located on the Weerdjesstraat; the plaza on the Rijnkade with steps down to the water. The facade is clad with ceramic tiles, which capture the reflection of the sky and the city. In the vision of SO-IL and Architectuurstudio HH, the large centre volume is the so-called collective space for countless artistic expressions and events. The designers refer to the high, closed block as ‘a productive place for both experimental and established forms of art and culture’. The presentation contains an artist’s impression in which the collective space could be used for a fashion show, a film festival or a book fair. In addition, the collective space forms the axis of ArtA’s network of routes. From

e visie van SO-IL uit New York en het Amsterdamse bureau Architectuurstudio HH – in samenwerking met de constructeurs van ABT uit Velp – is gestoeld op drie pijlers. 1. Een stedelijke vorm met een duidelijke karakteristiek, herkenbaar en aantrekkelijk voor de stad en zijn inwoners. 2. Een gemeenschappelijke ruimte (het kunstenplein) met ruimte voor de ‘productie’ en beleving van uiteenlopende cultuuruitingen. 3. Ruimte voor reflectie – in ArtA wordt de bezoeker meegevoerd naar een ‘parallelle werkelijkheid’ en in vervoering gebracht. De vorm van het gebouw is gebaseerd op de schakering van individuele panden zoals in eel negentiende-eeuwse en vroeg twintigste-eeuwse wijken in Arnhem. Het resultaat is een symmetrisch volume dat uit vijf delen bestaat – het wekt de suggestie dat er sprake is van vijf gebouwen, van vijf adressen. Het grote blok in het midden trekt alle aandacht. Aan weerszijden zijn trapsgewijs twee kleinere volumes bevestigd. De vijf blokken ‘zweven’ in de woorden van de ontwerpers als ‘een wolk op een open plint’. In de plint bevindt zich de hoofdentree en de functies op de begane grond
(het later te bespreken kunstenplein). Door de geschakelde opbouw, waardoor het grote blok in het midden het verst uitsteekt, krijgt de Nieuwstraat een nieuw profiel. De straat verandert in een plein voor activiteiten en verpozing. De koppen van het gebouw hebben een heldere opbouw: aan de Weerdjesstraat is de museumwinkel gevestigd, aan de Rijnkade een plein met trappen naar het water. De gevel is bekleed met een keramiektegel die refereert aan de weerspiegeling van de lucht en de stad. Het hoge volume in het midden is in de visie van SO-IL en Architectuurstudio HH de zogenoemde collectieve ruimte voor talloze uitingen en evenementen. De ontwerpers noemen het hoge en gesloten blok ‘een productieve plek voor zowel experimentele als voor gevestigde vormen van kunst en cultuur.’ De presentatie bevat impressietekeningen waarop de collectieve ruimte in gebruik is voor een modeshow, een filmfestival of een boekenbeurs. Daarnaast is de collectieve ruimte de spil in het routenetwerk van ArtA. Bezoekers moeten hoe dan ook door deze ruimte om van de entree naar de filmzalen en het museum op de bovenste verdiepingen te komen. De routing bestaat
volgens de ontwerpers uit een aaneenschakeling van lichte en donkere ruimtes en van intieme en open plekken. Via trappen, balkons en openingen wordt de bezoeker door ArtA geleid: naar de filmzalen, door het museum, langs ramen met zicht op de stad, de Rijn en het landschap. Het museum en het filmtheater zijn over de drie verdiepingen verdeeld. Daarbij lijkt de ‘pandsgewijze’ opbouw aan de buitenkant geen rol te spelen – het museum en het filmhuis gebruiken de verdiepingen over de volle breedte. Het museum is gevestigd op de bovenste twee verdiepingen: bovenin de vaste collectie (intieme zalen met veel daglicht), een verdieping lager de tijdelijke tentoonstellingen (met innovatieve vormen van elektrische verlichting). De vier filmzalen zijn op de eerste verdieping. Op de begane grond zijn aan de stadszijde de winkel en aan de andere zijde het café gesitueerd, elk met een eigen ingang. Dit kunstenplein is zonder kaartje toegankelijk. Onder de collectieve ruimte bevindt zich de multifunctionele ruimte (MFR) en educatie- en workshopzalen.
ARCHITECTUURSTUDIO HH EN SO-IL I.S.M. ABT “EEN ‘WOLK’ OP EEN OPEN KUNSTENPLEIN” A ‘CLOUD’ ON THE OPEN ART PLAZA the entrance, visitors must pass through this space to reach the film theatres and the museum on the top floors. According to the architects, the routing consists of a succession of light and dark areas and of intimate and open places. Visitors are guided through ArtA via stairs, balconies and openings: to the film theatres, through the museum, along windows with a view of the city, the Rhine and the landscape. The museum and the cinema are spread across three floors. In this regard, the ‘piecemeal construction’ is not significant – the museum and cinema utilise the full width of the floors they occupy. The mu-

seum is situated on the top two floors: the top floor contains a permanent collection (intimate rooms with considerable daylight); one floor below are temporary exhibitions with innovative designs of electric lighting. The four film theatres are on the first floor. The shop is situated on the city side of the ground floor and the café on the other side – each with its own entrance. There is no entrance fee required for the art plaza. Beneath the collective space is the multifunctional area (MFA), together with educational and workshop rooms.

REACT I E VA N DE JURY De jury is te spreken over de functionele organisatie in het voorstel van Architectuurstudio HH en SO-IL. De heldere scheiding tussen filmen museumzalen wordt gewaardeerd, evenals de mogelijkheden die het museum heeft met betrekking tot de vaste collectie en de inrichting van tijdelijke exposities – met name op het gebied van verlichting en de ruimtelijke organisatie van het vloeroppervlak. De in de presentatie gesuggereerde ‘horizontale verdeling’ – kunstenplein op maaiveld, dan filmzalen, dan museum – wordt niet als ideaal ervaren, maar de ontwerpers geven volgens de jury voldoende alternatieven om de functies op een andere wijze in te delen. Een ‘verticale’ verdeling – filmhuis links, museum rechts – roept enthousiasme op, zeker omdat dit aansluit bij de ‘pandsgewijze’ en typisch Arnhemse opbouw aan de buitenzijde. De blokken zouden elk voor een functie staan: het middelste herbergt de collectieve ruimte, de blokken links het film theater, de blokken rechts het museum. Het gebouwconcept roept kritiek op, ondanks de genoemde waardering voor de verwijzing naar de Arnhemse pandjesstructuur. Het op zich heldere concept van een ‘wolk’ op een open kunstenplein wordt door de jury als cerebraal ervaren. Er is gepoogd met het openbare kunstenplein en de glazen gevel een ‘zee van ruimte’ te creëren, maar uiteindelijk overheerst door de dichte blokkenstructuur erboven het beeld van een gesloten en monolithisch gebouw. De jury verwacht dat de overgang tussen het open en vrije kunstenplein, waar luchtigheid en oriëntatie overheersen, naar de gesloten
wereld van film en museum te groot is. Hoe levendig het op het kunstenplein ook zal zijn, doordat een visuele relatie met de bovenliggende functies ontbreekt is het lastig om de levendigheid naar boven door te zetten. Daarnaast oogt de ‘wolk’ als een black box die geen relatie aangaat met de omgeving. De jury vindt dat de ontwerpers kansen laten liggen om via de gevel de interactie tussen straat en wijk enerzijds en het gebouw anderzijds alsnog op te roepen. Een luik dat af en toe open gaat is niet genoeg. Tot slot is niet duidelijk hoe de ruimte achter de vrijstaande ‘wolk’ eruit zal zien en wat het effect is van de nieuwbouw op het woonblok aan de achterzijde. Ook over de routing bestaan zorgen. Bezoekers moeten een lange weg afleggen alvorens zij vanaf de entree en de kaartverkoop de filmzalen en het museum bereiken. Waar worden bezoekers langs geleid, en wat is de kwaliteit van de plekken, gangen, foyers en trappen die bezoekers moeten doorkruisen? De grote brede trap naar de collectieve ruimte zorgt voor een visuele scheiding in het kunstenplein – er ontstaan twee ruimtes: de Rijnzijde waar het café zich bevindt en een stadszijde met de winkel. De mogelijkheden van de collectieve ruimte als de spil van het gebouw, zowel in routing als in gebruik, wordt door de jury herkend. Maar er bestaan twijfels of de functie als verdeelruimte niet botst met het streven om de collectieve ruimte te gebruiken voor voorstellingen, exposities en evenementen. q
T H E J U RY ’S R ES P O N S E The jury was enthusiastic about the functional organisation in the proposal from Architectuurstudio HH and SO-IL. The distinct separation between film and museum rooms was appreciated, as well as the possibilities that the museum has with regard to its permanent collection and the arrangement of temporary exhibitions – particularly in the area of lighting and spatial organisation of the floor space. The ‘horizontal division’ suggested in the presentation – the art plaza at ground level, then the film theatres, then the museum – was not seen as ideal, but the designers did offer sufficient alternatives, according to the jury, to group these functions in other ways. A ‘vertical’ division – cinema on the left, museum on the right – was received more enthusiastically, especially because it ties in with the ‘piecemeal construction’ style, with typical Arnhem city structures, on the exterior. The blocks would each represent a function: the middle one would accommodate the collective space; the blocks on the left, the cinema; the blocks on the right, the museum. The building concept received criticism, despite the appreciation mentioned in reference to the Arnhem piecemeal construction. The jury experienced the idea of a ‘cloud’ on the open art plaza as an intellectual concept. An effort was made to use the open art plaza and the glass facade to create a ‘sea of space’ but, in the end, overshadowed by the dense block structures up above, the resulting image was that of a closed, monolithic building. The jury thought that the transition between the open, freely accessible art plaza, dominated by airiness and orientation and the closed worlds of film and museum,
would be too large. However lively it might be on the art plaza, the lack of visual connections with the upper-lying functions would make it difficult to sustain such liveliness on the upper floors. In addition, the ‘cloud’ resembles a black box that does not relate to its surroundings. The jury was of the opinion that the designers had missed an opportunity, via the facade, to create interaction between the street and the neighbourhood, on the one hand, and the building, on the other. A ‘hatch’ that opens now and then is not enough. Finally, it was not clear what the area behind the freestanding ‘cloud’ would look like and what effect the new building on the residential block at the rear of the building would have. There were also concerns about the routing. Visitors must walk a considerable distance from the main entrance and ticket sales before they reach the film theatres and the museum. What points of interest will the visitors encounter on their ‘long walk’? What is the quality of the places, corridors, foyers and stairways the visitors must traverse? The large, wide staircase to the collective space provides a visual partition in the art plaza. There will be two areas: the Rhine side where the café is situated and the city side with the shop. The jury recognised the possibilities of the collective space as the axis of the building, both in terms of routing and use. But there were concerns that its function as a distribution area would clash with the aim of using the collective space for performances, exhibitions and events.

BIG and Allard combine two archetypes of museum and cultural architecture: the black box and the white cube. Bjarke Ingels expressed it as follows: ‘ArtA should be a cathedral of the times, but one with bold, outward charisma in which artists, creative persons and visitors will enjoy spending their time’. In their vigorous analysis, BIG and Allard show that many museums and galleries for modern art seek out industrial environments to display their works – analogous to the museum as a white cube. For the designers, on the other hand, a cinema is like a black box, composed of closed rooms for reflection and focus. In their concept, the black box (i.e. the cinema) and the white cube (the museum) merge. Both functions are connected by the ‘cascade-shaped’ and diagonal art plaza. The art plaza is the intermediary between the film theatres on the city side and the museum rooms on the Rhine side. The art plaza, which is open to the public, is the place where artistic expressions meet, where the boundaries between art, the city, education and recreation blur. In the words of BIG and Allard: ‘the building revolves around the contrast between light and rough, between transparent and closed, between subtle and tough’. The building receives an architectonic twist, a turning of the facade through which it becomes an eye-catcher on the Rhine, an ‘undulating public attention-getter’ that draws people from the inner city to the water. The facade comprises two materials. The closed sections are done in in-situ concrete and the transparent sections of the facade on the Nieuwstraat are covered with straight glass squares in visible window-frame styles. The glass facade becomes a glass roof, beneath which is a winter garden. The awnings can be controlled by PV cells in the glass and by laminated plate. On the one hand, the two facade materials give the building a mysterious, impenetrable quality; on the other, one that is open and accessible. The front glass facade on the city side clearly shows the functions that lie within. This concrete facing can also be used for projections.

Een filmhuis daarentegen is voor de ontwerpers als een black box, opgebouwd uit afgesloten ruimtes voor bezinning en focus. In het concept versmelten the black box (lees: het filmtheater) en the white cube (lees: het museum) met elkaar. Beide functies worden verbonden door een ‘cascadevormig’ en diagonaal kunstenplein – het Art Plaza is de inter mediair tussen de filmzalen aan de stadskant en de museumzalen aan de Rijnzijde. Het publiek toegankelijke kunstenplein is de plek waar kunstvormen elkaar ontmoeten, waar de grenzen tussen kunst, stad, onderwijs en recreatie vervagen. In de woorden van BIG en Allard: het gebouw draait om het contrast tussen licht en ruw, tussen transparant en dicht, tussen subtiel en stoer.
Het gebouw krijgt een twist, een draaiing in de gevel waardoor het een blikvanger aan de Rijn wordt, een ‘golvende publiekstrekker’ die mensen van de binnenstad naar het water trekt. De gevel is opgebouwd uit twee materialen. De gesloten delen zijn in in situ-beton uitgevoerd en de doorzichtige geveldelen aan de Nieuwstraat bekleed met rechte glasvlakken in zichtbare kozijnstijlen. De glasgevel gaat over in het glasdak waaronder zich een wintertuin bevindt. Met pv-cellen in het glas en met lamellen kan de zonwering gereguleerd worden. De twee gevelmaterialen maken het gebouw aan de ene kant mysterieus en ondoorgrondelijk, aan de andere kant open en toegankelijk. Door de glazen kopgevel aan de stadszijde zijn de achterliggende functies goed zichtbaar. Deze betongevel kan gebruikt worden voor projecties. De entree bevindt zich aan de Nieuwstraat waar bezoekers onder een luifel – volgens de ontwerpers in de vorm van ‘een opgetilde mini rok’ – naar binnen worden geleid. Bij binnenkomst zijn de trappen en hellingen van het Art Plaza direct zichtbaar. Aan de rivierzijde bevindt zich een café, aan de stadszijde de winkel en de ticketverkoop. Via een brede trap gaat men naar de ondergrondse filmzalen
rondom een open ruimte die voor meerdere doeleinden gebruikt kan worden. Bovendien kunnen filmbezoekers hier een kijkje nemen in het museumdepot. De tweede kelderruimte is bedoeld voor technische installaties. Via het Art Plaza wordt de bezoeker door het gebouw geleid – gebaseerd op het idee van dwalen. Op de eerste verdieping is de grote filmzaal gevestigd en aan de Rijnzijde de multi functionele ruimte (MFR), met daartussen kantoren en onderwijsruimtes. De tweede en derde verdieping zijn voor het museum. Op niveau twee wordt de vaste collectie getoond. Vanaf hier kunnen de grote filmzaal en de MFR – die zich op de eerste verdieping bevinden – van bovenaf betreden worden. Daglicht wordt gereguleerd met scheidingswanden. De derde verdieping is bedoeld voor tijdelijke tentoonstellingen en kan met scheidingswanden steeds opnieuw worden ingericht. Aan beide uiteindes is de vloerinrichting orthogonaal, in het midden ‘sculpturaal’. Vanaf deze verdieping hebben bezoekers overzicht op de stad, de Nieuwstraat en de Rijn. Op de bovenste verdieping is aan de stadszijde een wintertuin met glazen dak, projectruimtes en zalen voor artists in residence. Aan kant van de rivier bevindt zich het restaurant, een dakterras en de keuken.
BJARKE INGELS GROUP (BIG) EN ALLARD ARCHITECTURE “EEN FILMISCH DECOR DAT MENSEN ZAL VERLEIDEN OM NAAR DE RIJN TE KOMEN” A FILM-STYLE DECOR THAT WILL ENTICE PEOPLE TO GO TO THE RHINE The entrance, which is located on the Nieuwstraat, where visitors are led inside under an awning, is – according to the designers – done in the shape of a ‘raised mini skirt’. Once inside, the stairs and ramps of the art plaza are immediately visible. There is a café on the river side, and a shop and ticket sales on the city side. A wide flight of stairs leads to the underground film theatres, which are grouped around an open space that could be used for multiple purposes. Moreover, filmgoers can stop en route and have a look around the museum depot.
The second basement area is intended for technical installations. Visitors are lead through the building via the art plaza, based on the idea of wandering around. On the first floor there is a large film theatre and, on the Rhine side, the multifunctional area (MFA), with offices and classrooms in between. The museum occupies the second and third floors. Two permanent collections are displayed on level two. From there, visitors can go down to the large film theatre and the MFA, both of which are located on the first floor. There
are dividing walls to regulate the amount of daylight. The third floor, the layout of which can be changed using dividing walls, is intended for temporary exhibitions. The layout of the floors on both ends is orthogonal; in the middle, ‘sculptural’. On this floor visitors have a view of the city, the Nieuwstraat and the Rhine. On the upper floor, on the city side, there is a winter garden with a glass roof, projection rooms and halls for artists in residence. On the river side is a restaurant, a roof garden and the kitchen.

REACT I E J URY De jury is onder de indruk van de consistente en overtuigende presentatie die BIG en Allard gaven. Hun scherpe analyse van hedendaagse cultuurgebouwen wordt onderschreven, het heldere concept waarin de archetypische black box en white cube samensmelten gewaardeerd. Enkele juryleden spreken van een ‘meesterlijke zet’ waarin het handschrift van de ontwerpers onmiskenbaar afleesbaar is. Sommigen noemen het voorgestelde gebouw een filmisch decor dat mensen zal verleiden om naar de Rijn te komen en de stad een sterk beeld geeft. Details, zoals zicht op het depot en de entree onder een ‘betonnen rokje’, kunnen op enthousiasme rekenen. Naast deze uitgesproken loftuitingen – ‘de visie roept een spannend en mysterieus gevoel op’ – plaatst de jury een aantal (praktische) kanttekeningen. Ten eerste vindt de jury de relatie met de stad en de buitenruimte onvoldoende uitgewerkt. De spectaculaire vorm met twist oogt gesloten en is meer een kunstwerk op zich dan een publiek gebouw. Het lijkt een cocon met weinig zichtmogelijkheden naar buiten. Ten tweede meent de jury dat het kunstenplein meer weg heeft van een doorgang dan van een centrale verblijfsruimte die verschillende functies met elkaar verbindt. Zeker ter hoogte van de twist wordt het door BIG en Allard genoemde ‘diagonale kunstenplein’ heel nauw. Ten derde zijn er twijfels over het gebruik van de vele glasstroken op het westen. Wat betekent dit voor de hoeveelheid zonnestraling? Wat gebeurt er bij hevige regenval? Ten vierde zijn vraagtekens geplaatst bij de locatie en de inrichting van het museum en het filmtheater. De plattegronden ogen ingewikkeld, de entree naar de filmzalen lijkt op de ingang van een metrostation. De eindconclusie is dat de visie van BIG en Allard teveel een ‘oneliner’ is. Het gebouw is prachtig, maar ook erg groot – zeker voor het Arnhemse stadsbeeld. Daarbij is de jury van mening dat wanneer het gebouw volume verkleind moet worden, er van het op zich sterke concept weinig overblijft.
TH E JURY’S R ESP ON SE The jury was impressed by the consistent and persuasive presentation given by BIG and Allard. The members endorsed the sharp analysis of contemporary cultural buildings and appreciated the clear concept in which the archetypical black box and white cube merge. Several jury members called it a ‘masterful move’, in which the signature of the designers was unmistakably present. Others referred to the proposed building as a film-style decor that would both entice people to go to the Rhine and give the city a powerful image. The details, such as a view of the depot and the entrance under a ‘stone miniskirt’, received enthusiastic reactions.
Besides these pronouncements of praise – ‘the vision evokes an exciting and mysterious feeling’ –, the jury also had several (practical) comments. First of all, the jury felt that the relationship with the outdoor area and the city was insufficiently elaborated. The spectacular design with ‘a twist’ looks reticent, more a work of art in itself than a public building. It resembles a cocoon, withdrawn from the outside world. Secondly, the jury was of the view that the art plaza more resembles a passageway than a central gathering area that links several functions together. Certainly at the twist, the area that BIG and Allard call ‘the diagonal art plaza’ is extremely narrow. Thirdly, there were doubts about the use of the many glass strips on the west side. How
would this affect the amount of sunlight? What would happen in case of intense rainfall? Fourthly, there were questions raised about the location and arrangement of the museum and the cinema. The floorplan looked complicated; the entrance to the film theatres looked like the entrance to an underground station. The final conclusion was that BIG and Allard’s vision was pretty much a ‘one-liner’. Although the building is splendid, it is also quite large – certainly for the Arnhem townscape. In addition, the jury concluded that, if the volume of the building were to be reduced, very little would be left of this, in itself, strong concept.

The Japanese office of Kengo Kuma & Associates placed great emphasis on the urban-development significance of the ArtA arts cluster. On the one hand, the building should breathe new life into the lost link between the city and the River Rhine – through a series of terraces and water levels. On the other hand, ArtA is the beacon of the Rijnboog area that, in dimension and scale, dovetails with other prominent buildings in the surrounding area, such as Rozet and the Eusebius Church. On the city side, the building would therefore receive an explicit ‘face’ – a high facade, possibly with lighting effects and billboards. The architecture along the river is discriminating: rural, human, organic. Kengo Kuma designates it as ‘the living room of Arnhem’. ArtA is a place where activity is on display for every passerby, where boundaries between inside and outside blur, where people feel tempted to explore the building. The emphasis on the relation between building and city (and between city and river) is expressed in the architectural vision. The heart of ArtA is an art plaza that extends across several floors. The art plaza is a covered public space for reflection and activities, which houses a shop, a cafeteria, galleries and a restaurant. It is surrounded by various functional locations, such as the multifunctional area (MFA), studios and workplaces. On each level, the art plaza spills over into the terraced-shaped outdoor space of the Nieuwstraat or the Rijnkade. These terraces, which are part of the area planning framework but situated outside the actual building, will add a broad contour to the Nieuwstraat. The fan-shaped terraces stretch from the Weerdjesstraat on high, offering visitors and passersby a nice view of the river and forelands of Meinerswijk. With the broad entrances, people can enter the Art Plaza from every terrace plateau. The architects of Kengo Kuma propose to flank the terraces – to be constructed from the same type of pavement used in the Nieuwstraat – incrementally with water levels, whereby the Jansbeek brook, which once flowed through the Nieuwstraat, would be restored. Kengo Kuma hanteert de aanduiding ‘woonkamer van Arnhem’: ArtA is een plek waar de bedrijvigheid voor elke voorbijganger te zien is, waar grenzen tussen binnen en buiten vervagen, waar mensen worden uitgenodigd het gebouw te verkennen. De nadruk op de relatie tussen gebouw en stad (en dus tussen stad en rivier) komt tot uiting in de architectonische visie. Het hart van ArtA is een kunstenplein dat zich over meerdere verdiepingen uitstrekt. Het kunstenplein is een overdekte publieke ruimte voor verpozing en activiteiten en huisvest een winkel, een cafe taria, galeries en een restaurant. Rondom liggen tal van functionele ruimtes, zoals de
multifunctionele ruimte (MFR), studio’s en werkplaatsen. Op elk niveau loopt het kunstenplein over in de terrasvormige buitenruimte van de Nieuwstraat of de Rijnkade. Deze terrassen, die wel onderdeel zijn van de bouwenveloppe, maar buiten het eigenlijke gebouw liggen, geven de Nieuwstraat een breed profiel. De waaiervormige terrassen lopen vanaf de Weerdjesstraat omhoog en bieden bezoekers en passanten een fraai uitzicht over de rivier en de uiterwaarden van Meinerswijk. Door de brede entrees kan vanaf elk terras plateau het kunstenplein betreden worden. De ontwerpers van Kengo Kuma stellen voor om de terrassen – die in dezelfde bestrating worden uitgevoerd als de Nieuwstraat – te flankeren door trapsgewijze waterspiegels, waarmee de Jansbeek die ooit door de Nieuwstraat liep, wordt teruggebracht. De terrassenstructuur komt ook terug aan de Rijnkade. Tussen het dak en de kade bevinden zich enkele dakterrassen die via een luie trap met het water verbonden zijn. De relatie tussen gebouw en straat wordt versterkt door de gevel uit te voeren als een flinterdun glazen scherm. Hierdoor is elk evenement in ArtA voor de buitenwereld zichtbaar. Aan de buitenzijde is een soort ‘luxaflex’ van
horizontale Hollandse dakpannen aangebracht. Dit systeem heeft een rol in de dosering van het zonlicht. Gevoelige ruimtes, zoals de museum zalen, worden beschermd tegen teveel licht door de pannen dichter op elkaar te hangen. Het museum is gevestigd op de bovenste verdiepingen en is alleen per lift bereikbaar. De vaste collectie krijgt een plek op de derde bouwlaag en op de bovenste twee lagen is ruimte voor tijdelijke tentoonstellingen en installaties. Beide verdiepingen worden ver bonden door een hoge ruimte – waar hoge werken kunnen staan en dat uitzicht biedt over de stad. De terrassen aan de Rijnzijde kunnen als beeldentuin gebruikt worden. De zalen van het filmtheater bevinden zich in de kelder. Vanuit de foyer geeft een vide zicht op het oplopende kunstenplein en krijgen bezoekers een kijkje achter de schermen via zogenoemde ‘circulatieruimtes’. Naast de filmzalen biedt ArtA mogelijkheden voor projecties op muren en op schermen in de rivier die vanaf de terrassen bekeken kunnen worden.

Between the roof and the quay there will be several roof terraces with easy stairs that reach the water. The relation between building and street will be reinforced by adding a paper-thin glass screen to the facing. As a result, every event in ArtA will be visible to the outside world. On the outside a type of ‘luxaflex’ of horizontal Dutch roof tiles was used. This system plays a role in the dosage of sunlight. Sensitive areas, such as those of the museum, are protected against too much light by hanging the tiles closer together.
The museum, which is situated on the top floor, can only be reached by lift. The permanent collection finds a home on the third floor; on the top two floors there is space for temporary exhibitions and installations. Both floors are connected by a high area – where tall works of art can stand and where there is a view of the city. The terraces on the Rhine side could serve as statue gardens. The film theatres are located in the basement. From an open space in the foyer, besides offering a view of the sloping art plaza, visitors can also get a look behind
the scenes by means of so-called circulation areas. Besides the film theatres, ArtA offers an opportunity for projections on walls and for screens on the river, which can be viewed from the terraces.

REACT I E J URY In vergelijking met de andere drie visies toont de presentatie van Kengo Kuma een conventioneel gebouw. In het subtiele voorstel staat de mens centraal en er is niet geëxperimenteerd met extreme of ‘gekke’ vormen. Met name de buitenzijde oogst lof. Er wordt een vergelijking gemaakt met een lampion, een ingetogen en liefdevol gevelontwerp dat binnen en buiten laat versmelten en juist daardoor een ontzettende aanwinst is voor de stad, de wijk en de aanliggende straten. Het stelsel van terrassen – hoe ingewikkeld die op het eerste oog ook lijkt – is een waardevolle toevoeging aan de stedelijke openbare ruimte. De Nieuwstraat krijgt een breder profiel, en via de terrassen zijn zowel het gebouw als de Rijn op een aantrekkelijke manier te bereiken. De ‘vitrage’ van dakpannen is artistiek en functioneel, aldus de jury. Over het interieur en de plattegronden is de jury minder te spreken. Het lijkt alsof de binnenkant ondergeschikt is – een groot probleem want de juryleden kunnen de weg door het fictieve gebouw moeilijk vinden. Het is vreemd dat het leidende concept van trappen en terrassen niet is doorgezet tot de museumzalen op
de bovenste verdiepingen. De jury vindt de visie ambigu – buiten geldt het adagium van slow experience, verblijfskwaliteit en avontuur, maar om bij het museum komen moet de snelle en functionele lift genomen worden. Het kunstenplein is teveel een doorgangsruimte die weinig uitnodigt tot verblijf. De symbiose tussen de twee hoofdfuncties ontbreekt: het museum is hoog in het gebouw weggestopt, de filmzalen zijn nagenoeg onvin dbaar. De jury is van mening dat de liefdevolle nadruk op de buitenkant, maar de beperkte aandacht voor de binnenkant iets zegt over de mentaliteit van de ontwerper en de houding ten aanzien van de opgave. Buiten verleidt het gebouw, wekt het een aantrekkelijke illusie. Maar een consistente vertaling naar het interieur ontbreekt. Het zal moeilijk zijn de ingewikkelde plattegronden en de onoverzichtelijke organisatie te verbeteren zonder de kern van de visie ongemoeid te laten.
T H E J U RY ’S R ES P O N S E Compared to the other three visions, Kengo Kuma’s presentation showed a conventional building. In this subtle proposal, humans take centre stage. There are no experiments with extreme or ‘crazy’ shapes. The exterior in particular received high praise. The comparison was made to a Chinese lantern, a modest, warm facade design that merges inside and outside and, precisely because of this, would be an extremely valuable acquisition for the city, the neighbourhood and the adjoining streets. The system of terraces – despite their seeming complexity at first glance – would be a valuable addition to the urban public space. The Nieuwstraat would acquire a broader contour and, via the terraces, both the building and the Rhine would be reachable in an attractive manner. The ‘marquisette’ of roof tiles is both artistic and functional, according to the jury. However, the jury was less pleased with the interior and the floorplans. It was as if the inside of the building was only of marginal importance – a major problem because the jury found it difficult to find their way
through this fictitious building. It is odd that the main idea of stairwells and terraces was not pursued to the museum rooms on the upper floors. The jury found the vision ambiguous – outside, the adage of slow experience, quality of stay and adventure apply, but to visit the museum one must take a fast and functional lift. The art plaza is too much of a transit area instead of an inviting place to stop and enjoy. The symbiosis between the two main functions is lacking: the museum is hidden high in the building; the film theatres are virtually impossible to locate. The jury was of the opinion that the warm impression on the exterior, but the limited attention for the interior, says something about the mentality and attitude of the architect with respect to the assignment. Outside, the building creates an enticing illusion. But a consistent application to the interior is lacking. It would be difficult to improve the complex floorplans and unclear organisation without disturbing the core of the vision.

In the vision of NL Architects of Amsterdam, ArtA is an accumulation of functions, with the film theatres in the basement, the art plaza on the ground floor, the museum above and, on the roof, a statue garden – in other words, Art House, Art Plaza, Art Show, Art Park. With the roof garden, ArtA offers Arnhem a new city park, a link between the historic inner city and the River Rhine. The wedge-shaped building rises in increments. On the city side and the Weerdjesstraat the building is low; on the Rijnkade it is high, with an overhang that serves as a ‘balcony’ – behind wide windows on the upper floors, visitors have a nice view of the river and the forelands. From the Weerdjesstraat a flight of stairs leads to the ‘cascade-shaped’ roof landscape. The chain of green roof gardens, which is connected by stairs, serves as a statue garden where works from the current museum garden can be displayed. At the same time, it is a public city park with countless possibilities: recreation, urban farming, rain-water collection and so forth. Arriving at the top, the visitor has two options: to enjoy the view or go down to the museum. Opposite the stairs on the Weerdjesstraat, NL proposes to demolish an existing building and create a pocket park in its place. The small plaza provides the run-up to the roof park, the transition between the city and ArtA, between Arnhem and the Rhine. The art plaza is the public space that connects two main functions, the museum and the cinema. That is where, according to the architects, the exchange takes place among various expressions of art. Because the building rises in the direction of the Rhine, the art square will have multiple functions: the multifunctional hall, offices, the reception – but also public facilities such as a reading room, a grand café and the lounge. There will also be space for works of art and installations. The film theatres are situated underground, where daylight is not a factor. Film-goers

n de visie van NL Architects uit Amsterdam is ArtA een stapeling van functies met in de kelder de filmzalen, op de begane grond het kunstenplein, daarboven het museum en op het dak een beeldentuin – oftewel Art House, Art Square, Art Show, Art Park. Door de daktuin biedt ArtA de stad een nieuw stadspark, een schakel tussen de historische binnenstad en de Rijn. Het wigvormige gebouw loopt trapsgewijs omhoog. Aan de stadszijde en de Weerdjesstraat is het gebouw laag, aan de Rijnkade is het hoog met een overstek dat dienst doet als ‘balkon’ – achter de brede ramen op de bovenste verdiepingen hebben bezoekers een fraai zicht op de rivier en de uiterwaarden. Vanaf de Weerdjesstraat leidt een trap naar het ‘cascadevormige’ daklandschap. De aaneenschakeling van groene dakpleinen zijn verbonden door trappen en doet dienst als beeldentuin waar werken uit de huidige museumtuin geplaatst kunnen worden. Tegelijkertijd is het een openbaar stadspark met talloze mogelijkheden: recreatie, stadslandbouw, hemelwateropvang, enzovoort. Boven aangekomen heeft de bezoeker twee mogelijkheden: of genieten van het uitzicht of afdalen in het museum. Tegenover de opgang aan de Weerdjesstraat
stelt NL voor een bestaand gebouw te slopen en een pocket park aan te leggen. Het pleintje is de aanloop naar het dakpark, de overgang tussen de stad en ArtA, tussen Arnhem en de Rijn. Het kunstenplein is de publieke ruimte die de twee hoofdfuncties museum en filmtheater verbindt. Hier vindt, aldus de ontwerpers, uitwisseling plaats tussen verschillende kunst uitingen. Omdat het gebouw richting de Rijn omhoog loopt krijgen meerdere functies op het kunstenplein een plek: de multifunctionele zaal, de kantoren, de receptie, maar ook publieke voorzieningen zoals een leesruimte, een grand café en de lounge. Daarnaast is er ruimte voor kunstwerken en installaties. De filmzalen liggen verdiept – daglicht speelt hier toch geen rol. Filmbezoekers dalen af in een ‘canyon’ die is uitgespaard in de vloer van het kunstenplein. Hier bevinden zich vier zalen en de vijfde zaal ‘zweeft’ in het kunstenplein aan de kant van de rivier. Door de grote ramen kan deze zaal voor andere doeleinden gebruikt worden. Het museum vormt de derde laag in de ‘sandwich’ die ArtA volgens NL Architects is. Het is een continue ruimte die als een cascade van-
af het kunstenplein – met een entree aan de Weerdjesstraat – omhoog loopt. Een groot voordeel is de lichtinval vanuit het noorden. Vitrines en vides zorgen voor zichtlijnen naar het kunstenplein en de andere museumvloeren. Elke trede in de cascade is een vloer die als een op zichzelf staande expositieruimte fungeert en onderdeel van een ‘open’ plattegrond – een doorlopende ruimte die ook als zodanig door bezoekers ervaren wordt. Het gebruik is flexibel: op de ene vloer kan een expositie worden opgebouwd of afgebroken, zonder dat de andere vloeren daar last van hebben. De vloeren worden op meerdere manieren ontsloten: via een monumentale trap die de vloeren verbindt, een roltrap en plateauliften. De verschillende vloeren bieden door hun karakteristiek en intimiteit ruimte aan tijdelijke en experimentele exposities en installaties. NL Architects stelt voor om ook de positie van de vaste collectie nu en dan te wisselen. De presentatie van NL Architects zit vol met spannende ideeën: het zichtbaar maken van het laden en lossen van kunstwerken via een dock shelter in de Nieuwstraat, een LCD-scherm op het water voor filmprojecties, het herstel van de Jansbeek met verdiepte zitkuilen.
NL ARCHITECTS “VERASSENDE INTERACTIE MET DE OMGEVING” SURPRISING INTERACTION WITH THE ENVIRONMENT descend into a ‘canyon’, a recess in the floor of the art plaza, where four theatres are located, with the fifth theatre ‘floating’ in the art plaza on the river side. With its large windows, the area could also be used for other purposes. The museum comprises the third layer in the ‘sandwich’, as NL Architects describe ArtA. It is an uninterrupted space, with its entrance on the Weerdjesstraat, which rises like a cascade from the art plaza. The northern light fall is a huge advantage. Display
cases and open spaces provide sightlines to the art plaza and the other museum floors. Every step in the cascade is a floor that functions as an independent exhibition area, part of an ‘open’ floorplan – a continuous space, which visitors will also experience as such. The use is flexible: an exhibition could be set up and dismantled on one floor, without affecting the other floors. The floors could be opened up in various ways: via a monumental flight of stairs that connects the floors, an escalator and platform lifts. Because of their distinctive nature and
intimacy, the various floors would offer space for temporary and experimental exhibitions and installations. NL Architects also suggests changing the position of the permanent collection from time to time. NL Architects’ presentation is bursting with exciting ideas: making visible the loading and discharging of works of art via a dock shelter in the Nieuwstraat, an LCD screen on the water for projecting films, the restoration of the Jansbeek with sunken sitting areas.

REACT I E J URY De visie van NL Architects straalt enthousiasme uit, aldus de jury. De ontwerpers geven er blijk van geïnspireerd te zijn door de opgave en aan te voelen wat de stad Arnhem op deze locatie nodig heeft. Dit blijkt bijvoorbeeld uit de diverse ideeën die in het voorstel gesuggereerd worden, zoals het projectiescherm op de Rijn en de dock shelter. Het getuigt van een open blik op het hedendaagse cultuurgebouw, waarbij interactie met de omgeving verassende vormen kan aannemen. Het grote en tegelijkertijd intieme kunstenplein wordt gewaardeerd. Buiten enkele kanttekeningen – te ruim, geen hiërarchie – wordt de hal door de meeste juryleden gezien als een ‘feest’ waar de symbiose tussen film, museum en andere kunstuitingen tot stand komt. Het overdekte plein verbindt verschillende functies, zorgt voor relaties met buiten en oogt als een aangename verblijfsplek voor evenementen en tentoonstellingen. Het plein speelt volgens de jury in op de uitkomsten van recente onderzoeken waaruit blijkt dat de lobby in veel cultuurgebouwen de hoofdzaal is: daar moet iets te doen zijn, daar valt wat te beleven. De ‘canyon’ met filmzalen en de glazen kantoren zijn een slimme vondst. Over enkele onderdelen bestaat discussie. Allereerst de werkbaarheid van een open en continue museumruimte: kunnen de afzonderlijke vloeren in de praktijk werkelijk afgesloten en heringericht worden zonder het concept geweld aan te doen? Ten tweede het dakpark, dat volgens de jury inderdaad een publiekstrekker van
formaat is. Maar concurreert het niet teveel met het gebouw zelf? Hoe verhoudt de sensationele ervaring van het daklandschap zich tot het museum en het filmtheater? Bovendien rijst de vraag of het wel een park moet zijn – zo nee, is een andere invulling denkbaar? Ook over de opgang naar het dak aan de Weerdjesstraat zijn de meningen verdeeld. Het voorgestelde pocket park aan de voet van het gebouw kan een verbinding tussen stad en rivier zijn. Maar op stedenbouwkundig niveau worden het parkje en de opgang als ongewenst ervaren. Het is verwarrend en het gevaar bestaat dat de openbare ruimte ‘verknipt’ raakt, dat mensen niet weten waar ze heen moeten: via het parkje naar het gebouw of toch via de Nieuwstraat? Bovendien is aan de Weerdjesstraat een hogere gevel wenselijk. De jury concludeert dat in de enthousiasmerende aanpak van NL Architects voldoende ruimte bestaat om bovengenoemde discussiepunten verder uit te werken en aan te passen. De werkwijze en mentaliteit van NL oogt inventief en vernieuwend. Het gebouwconcept is simpel en helder – ‘Je kunt het bij wijze van spreken op een bierviltje uitleggen’ – en flexibel genoeg om uiteenlopende wensen een plek te geven. Dit blijkt ook uit de vele ontwerpvarianten, herkenbaar in de verschillende maquettestudies, die volgens NL Architects tot de mogelijkheden behoren.
T H E J U RY ’S R ES P O N S E According to the jury, the vision of NL Architects radiates enthusiasm. Clearly inspired by the assignment, the architects fully appreciate what the city of Arnhem needs at this location. This is clear from the various ideas suggested in their proposal, such as the projection screen on the Rhine and the dock shelter. It demonstrates an open view of the contemporary arts cluster, whereby interaction with the surroundings could take surprising forms. The jury showed appreciation for the large and simultaneously intimate art plaza. Apart from several marginal comments – too large, no hierarchy – most jury members viewed the hall as a ‘celebration’ where symbiosis takes place between film, museum and other artistic expressions. The covered plaza links various functions, ensures contact with the outdoors, while forming a pleasant gathering place for events and exhibitions. According to the jury, the plaza anticipates the findings of recent studies that showed that the lobby in many art clusters is the central area, where there is something to do and something to experience. The ‘canyon’ with film theatres and glass offices is a clever idea. Several components were up for discussion. First, the feasibility of an open, continuous museum area: in practice, could the separate floors in fact be closed and rearranged without violating the original concept? Secondly, the roof park, according to the jury, would indeed be quite a crowd puller. But would
it not compete too much with the building itself? How would the sensational experience of the roof landscape relate to the museum and the cinema? The question also arises as to whether it should be a park. If not, what other function could it fulfil? There were also mixed reactions to the stairs that lead to the roof on the Weerdjesstraat. The proposed pocket park at the base of the building could serve as a connection between the city and the river. However, at urban-development level, the park and the stairs were considered undesirable. They would create confusion and there would be a danger of the public space becoming fragmented, that people would not know where they should go to reach the building: via the park or via the Nieuwstraat? Moreover, a higher facade was desired on the Weerdjesstraat. The jury concluded that, in the enthusiastic approach of NL Architects, there would be sufficient leeway to further elaborate and adjust the foregoing discussion points. The working method and mentality of NL seemed inventive and innovative. The building concept was simple and clear – ‘In a manner of speaking, you could explain the concept on a beer coaster’ – and flexible enough to accommodate the different viewpoints. This was also confirmed by the many design variants in the various maquette studies that, according to NL Architects, were possible alternatives.
CO NS ULTAT IO N R E ACT IO NS F RO M T HE PU B L IC There were public consultations during the tender process. The four visions were shown in Rozet, the Rijnboog Shop, Focus Cinema, Café Dudok and the Arnhem Museum. On its own initiative, the local architecture centre, CASA, organised a discussion evening. The public had an opportunity to react to the design visions via a website or by filling in paper forms. In the end, 325 people responded. The preferences from this response favoured the visions of Kengo Kuma and NL Architects. In general, the residents of Arnhem thought that the new building should fit in with the townscape, provide a link between the inner city and the Rhine, be accessible (also for the disabled) and have a green, open, lively and inviting quality. In terms of the architecture, the citizens wanted attention for sustainability, originality, effective use of space, a human dimension, management and cost savings. The jury studied the responses carefully and incorporated them into its ultimate advice to the Municipal Executive. The public reactions were seen as suggestions for the final design – ‘adding depth and reinforcement to its own considerations’ – yet also as an expression of public support. The reactions reveal what the people in Arnhem consider important and their own impression of the arts cluster. That is an essential point of view: it says something about the significance of the building and the aura that the new arts cluster should have. Indeed, research shows that the decision to visit a museum depends primarily on its image. The public image of ArtA is something that the jury already takes seriously. The architect that receives the commission will also be given the comments made by the public so that they can be incorporated into the further design process. S U STAINABILIT Y When it comes to sustainability, the visions do not differ appreciably. Architectuurstudio HH and SO-IL proposed an efficient construction: few corridors, a compact layout, closed facades and the lowest possible gross floor area (gfa). The aim is to create an energy-neutral building. Even better, it should be a building that generates energy. In the vision of BIG and Allard ArtA ‘runs’ entirely on electricity. Rhine water will be used, for example, to flush the toilets. NL Architects has a myriad of ideas to make ArtA as sustainable as possible, including the use of Rhine water for cooling and the residual heat from the sewer, for heating. The designers also have ideas about natural ventilation, increasing biodiversity, the use of awnings and LED lighting. In their light construction, the Kengo Kuma architects also see possibilities for ventilation, the use of river water and application of a geothermal heat pump. The policy staff of the municipality of Arnhem assessed the four visions for sustainability. They concluded that the proposals were too general to reach any clear-cut pronouncements. The jury took the view that it was up to the principal in the subsequent stage – during which a concrete design will be worked out – to ensure that the sustainability ambitions are still realised and that they do not play a decisive role in the assessments of the four visions. The assessment on sustainability took place on the basis of three themes: ‘image’, ‘ambition’ and ‘potential’. The vision of NL

De vier visies zijn geëxposeerd in Rozet, de Rijnboogwinkel, Focus Filmtheater, café Dudok en Museum Arnhem. Het lokale architectuurcentrum CASA organiseerde op eigen initiatief een debatavond. Het publiek had de mogelijkheid om via een website of papieren formulieren te reageren op de ontwerpvisies. Uiteindelijk hebben 325 mensen een reactie gegeven. Daaruit blijkt een voorkeur voor de visies van Kengo Kuma en NL Architects. Over het algemeen vinden Arnhemmers dat het nieuwe gebouw in het stadsbeeld moet passen, een verbinding moet bieden tussen binnenstad en Rijn, toegankelijk moet zijn (ook voor minder validen) en een groen, open, levendig en uitnodigend karakter dient te hebben. De jury heeft de reacties nauwkeurig bestudeerd en meegenomen in zijn uiteindelijke advies aan het college van B en W. De publieksreacties werden gezien als suggesties voor het uiteindelijke ontwerp – ‘Het verdiept en versterkt de eigen overwegingen’ – en toch ook als een uiting van draagvlak. De reacties geven een beeld van wat Arnhemmers belangrijk vinden en welk beeld zij bij het kunstencluster hebben. Dat is een essentiële invalshoek: het zegt iets over de betekenis van het gebouw, over de uitstraling die het nieuwe cultuurgebouw moet hebben. Uit onderzoek blijkt immers dat het besluit om naar een museum te gaan vooral bepaald wordt door het imago. De publieke uitstraling van ArtA is iets waar de jury zich dus nu al serieus rekenschap van geeft. Ook de architect die de opdracht krijgt zal de reacties overhandigd krijgen zodat deze meegenomen kunnen worden in het verdere ontwerpproces. DUURZAAMH E ID Op het gebied van duurzaamheid verschillen de visies weinig van elkaar. Architectuurstudio HH en SO-IL zetten in op een efficiënte constructie: weinig gangen, een compacte indeling, dichte gevels, een zo laag mogelijk bruto vloeroppervlak (bvo). Het streven is om een energieneutraal gebouw neer te zetten. Sterker nog, het zou een gebouw moeten zijn dat energie levert. In de visie van BIG en Allard ‘draait’ ArtA volledig op elektriciteit. Het Rijnwater wordt gebruikt, bijvoorbeeld voor het doorspoelen van de toiletten. NL Architects heeft tal van ideeën om ArtA zo duurzaam mogelijk te maken, zoals koeling door Rijnwater en verwarming door de restwarmte uit het riool. Verder hebben de ontwerpers ideeën over natuurlijke ventilatie, het verhogen van de biodiversiteit, het gebruik van

In the area of energy, Architectuurstudio HH and SO-IL raise the bar high by aiming for zero EPC – or an energy-neutral building, even though it is not clear how this would be realised. For the theme of ‘potential’ it is not possible to establish an unequivocal classification: in short, there is not much to choose between the visions. COST Based on the technical starting points, Bremen Building Consultants assessed the four visions on the basis of cost and operation. Their conclusion: not a single vision as yet fitted within the established budget framework. In their assessment, the jury looked for ways of reducing costs, without violating the concept presented. Moreover, there would also be possibilities for this in the subsequent stages. If the elaboration shows that certain programme components indeed require more space, this can always be taken into consideration. According to Bremen Building Consultants, the visions of Kengo Kuma and NL Architects offer the best opportunities of realising a design that can be offered to the market as ‘budget neutral’, without negating the concept. To a lesser extent, this also applies to Architectuurstudio HH and SO-IL; and would even seem highly improbable for the team of BIG and Allard. Bremen expects that substantial adjustments would be necessary to stay within the budget. Note: NL Architects has proposed demolishing the
building block between the Nieuwstraat and the Weerdjesstraat. The cost of this was not included in the assessment. The overrun in operating costs can be explained as follows: all visions are based on substantially larger building volumes. This would affect installation costs, which in turn would increase the investment amount, as well as the expected replacement investments. o

De visie van NL Architects komt in beeld en uitstraling (imago) als meest duurzaam naar voren, gevolgd door Kengo Kuma. Op ambitieniveau krijgt duurzaamheid het meeste inhoud in de presentatie van NL Architects – zij noemen bijvoorbeeld concrete GPR-scores. Onderscheidend in hun visie is de expliciete ‘sturing op exploitatiekosten’. Op het gebied van energie leggen Architectuurstudio HH en SO-IL de lat hoog met een na te streven EPC van nul – oftewel een energieneutraal gebouw, al is niet duidelijk hoe dit wordt gerealiseerd. Voor het thema ‘potentie’ is geen eenduidige rangschikking vast te stellen: kortom de visies ontlopen elkaar nauwelijks. KOSTE N Op basis van technische uitgangspunten zijn de vier visies door Bremen Bouwadviseurs beoordeeld op kosten en exploitatie. De conclusie: geen enkele visie past vooralsnog binnen het vastgestelde budgettaire kader. In de beoordeling heeft de jury gekeken naar hoe kosten bespaard kunnen worden, zonder dat het gepresenteerde concept geweld wordt aangedaan. Bovendien liggen ook hier mogelijkheden in het vervolgtraject. Als in de uitwerking blijkt dat bepaalde programmaonderdelen inderdaad meer ruimte nodig hebben, dan kan dat altijd overwogen worden. Volgens Bremen Bouwadviseurs bieden de visies van Kengo Kuma en NL Architects de beste mogelijkheden om zonder het concept te ontkrachten een ontwerp te realiseren dat ‘budgetneutraal’ aan de markt kan worden aangeboden. Dit geldt in mindere mate voor Architectuurstudio HH en SO-IL en lijkt voor het team van BIG en Allard zelfs zeer onwaarschijnlijk – Bremen verwacht dat aanzienlijke aanpassingen nodig zijn om binnen het budget te blijven. Let wel: NL Architects stelt voor om het bouwblok tussen de Nieuwstraat en de Weerdjesstraat te slopen. De kosten hiervan zijn niet in de beoordeling meegenomen. De overschrijding in exploitatiekosten is als volgt te verklaren: alle visies gaan uit van een aanzienlijk groter bouwvolume. Dit heeft gevolgen voor de installatiekosten waardoor het investeringsbedrag hoger zal zijn, evenals de te verwachten vervangingsinvesteringen. q

De jury heeft de vier visies aan de hand van de zes gunningcriteria van scores voorzien. Deze kwantitatieve beoordeling komt overheen met inhoudelijke overwegingen die uiteindelijk tot het gunningadvies hebben geleid. Hierbij moet worden aangetekend dat in de inhoudelijke overlegsessies de jury zich vooral heeft bezig gehouden met de eerste vier gunningcriteria. Voor de laatste twee (duurzaamheid en kosten) laat de jury zich leiden door de resultaten van de beschreven onderzoeken.
De jury vindt alle visies van hoog niveau, met sterke presentaties en kansrijke concepten. Maar zoals verwacht in een fase waarin slechts visies en dus ideeën op hoofdlijnen beoordeeld worden, plaatst de jury kritische kanttekeningen. Om het kaf van het koren te scheiden rijst de vraag in welke ontwerpvisies aanpassingen gedaan kunnen worden zonder dat het basisidee en het concept verloren gaan. Een jurylid verwoordt het als volgt. ‘Een ontwerper kan een uitbundig en frivool voorstel doen, een fantastisch idee opperen waarover velen enthousiast zijn. Maar de vraag is of het binnen dat geweldige idee mogelijk is veranderingen door te voeren zonder dat de frivoliteit en de conceptuele kracht verloren gaan. Zoiets vergt consistentie en intelligentie. De mate waarin die aanwezig zijn, kenmerkt een sterke visie.’ De jury concludeert dat de visies van Architectuurstudio HH/SO-IL en BIG/Allard het minst aan deze redenering voldoen. Ze bieden volgens de jury te weinig mogelijkheden om de geuite twijfels en aanpassingen uit te werken zonder dat het hoofdconcept geweld wordt aangedaan. De jury meent dat in dit opzicht de voorstellen van de andere twee partijen kansrijker zijn – dit is in lijn met de bevindingen van Bremen Bouwadviseurs.

G E BO U W Hoe wordt ArtA een uitnodigend en toegankelijk gebouw dat inspireert en verleidt, zowel binnen als buiten?
De ‘wolk op een open plint’ van Architectuurstudio HH en SO-IL lijkt onwerkbaar – de overgang van het vrije en luchtige kunstenplein op de begane grond naar de gesloten werelden op de bovenliggende verdiepingen is te groot. De glazen en betonnen gevel met twist in het voorstel van BIG en Allard maakt het gebouw tot een op zich zelf staande cocon. Het is jammer dat in beide visies de gevels vanuit functioneel en programmatisch oogpunt weinig benut worden.

Men spreekt van een filmisch decor, van een spannend en mysterieus gebouw dat mensen verleidt om naar de Rijn te gaan. Het voorstel van Kengo Kuma oogt als een artistiek idee dat heilig is, en waarbinnen aanpassingen en wensen moeilijk te realiseren zijn. Het voorstel van NL ademt energie. Aan alles – presentatie, beelden, verhaal – is te merken dat de ontwerpers van de opgave hebben genoten. Zij leveren de ingrediënten, maar iedereen mag meedenken om het plan te verrijken. De visie is democratisch: alles binnen het sterke

Symbiosis between and readability of various functions, multifunctionality and flexibility, logistics, the perception of day and evening, inside and outside the building, above and under the ground. There was appreciation for the substantive organisation, as proposed by Architectuurstudio HH and SO-IL. The partition between the cinema and the museum was clear, but not firm. Moreover, the vision offered countless possibilities for flexible and varied use. Only the routing caused concern: visitors must walk a long way; and, in a visual sense, the art plaza seemed to consist of two sections.
1. I NHO UD Hoe werkt het gebouw? Symbiose tussen en afleesbaarheid van verschillende functies; multifunctionaliteit en flexibiliteit; logistiek; beleving van dag en avond, van binnen en buiten; boven en onder de grond. De inhoudelijke organisatie als voorgesteld door Architectuurstudio HH en SO-IL wordt gewaardeerd. De scheiding tussen filmtheater en museum is helder, maar niet hard. De visie biedt bovendien tal van mogelijkheden voor flexibel en uiteenlopend gebruik. Alleen over de routing bestaan zorgen: bezoekers moeten een lange weg afleggen en het kunstenplein lijkt in visuele zin uit twee delen te bestaan. De visie van BIG en Allard komt tekort. Het ‘diagonale kunstenplein’ is teveel een doorgangsruimte en er zijn twijfels over de inrichting en locatie van de museum- en filmzalen. Ook het interieur in de visie van Kengo Kuma wordt als ingewikkeld ervaren. De relatie tussen museum en filmtheater is niet goed uitgewerkt, het kunstenplein heeft een eenzijdig karakter en lijkt in het voorstel weinig prioriteit te hebben. Met enkele simpele ingrepen kan de verbinding met het museum op de bovenste verdieping hersteld worden en de vloerplattegronden versimpeld. Maar daarmee zijn de fundamentele twijfels – onvoldoende symbiose tussen film en museum, slechte leesbaarheid van het gebouw, matige verbinding naar de kelder – niet weggenomen. In de visie van Kengo Kuma blijft het gebouw hoe dan ook uit gescheiden werelden bestaan. Dat is anders bij NL Architects. Het kunstenplein is de gewenste verbindende ruimte: de ‘canyonachtige’ structuur en de ‘zwevende’ filmzaal maken het filmtheater voor iedereen zichtbaar, wat ook geldt voor de open cascadevormige museumruimte. De praktische bezwaren tegen de museumopzet kunnen door de grote flexibiliteit van het concept weggenomen worden. De gewenste compartimentering – voor video-installaties, tijdelijke exposities – is in te passen in het concept

One jury member put it this way: ‘A designer can make an exuberant and playful proposal, submit a fantastic idea about which many are enthusiastic. But the question is, whether it would be possible to make changes in this superb idea without losing its playfulness and conceptual strength. This type of thing requires consistency and intelligence. The degree to which they are present characterises a strong vision’. The jury concluded that the visions of Architectuurstudio HH/SO-IL and BIG/Allard were the least likely to satisfy this rationale. According to the jury, they offered too few possibilities for elaborating the doubts and adjustments expressed without violating the main concept. In this respect, the jury thought that the proposals of the other two parties were more fitting, which is in line with the findings of Bremen Building Consultants.
Het dakpark in het voorstel van NL Architects prikkelt en roept enthousiasme op, niet alleen bij de jury, ook bij een groot deel van het Arnhemse publiek. Toch vinden enkele juryleden dat het dak in het vervolg minder nadruk moet krijgen. Deze ruimte – welke inrichting die ook krijgt – moet vooral tot het museum behoren, en minder tot de stad. De buitenzijde van het gebouw in de visie van Kengo Kuma wordt alom gewaardeerd: het fijnzinnige ontwerp, de fraaie terrassen, de verbrede Nieuwstraat, de relatie met de rivier, de dunne gevel waardoor binnen en buiten naadloos in elkaar overgaan. 3. O M G EVIN G Op welke manier sluit het gebouw aan op de directe omgeving en hoe maakt het gebruik van de specifieke kenmerken van de locatie en de bouwenveloppe?

Daar richt de kritiek zich op de samenhang tussen de gebouwonderdelen. De geconstateerde moeilijkheden zijn lastiger op te lossen dan in het geval van NL Architects, waar de gewenste aanpassingen steeds binnen één onderdeel nodig zijn.’ q
CO N CLU S IO N S O F T H E J U RY Over het pocket park aan de voet van het gebouw aan de Weerdjesstraat in de visie van NL is uitvoerig gesproken. Sommigen zien het als de ideale entree van het nieuwe publieksgebouw, anderen menen dat een pocket park en de opgang naar een dakpark het karakter van de Weerdjesstraat als stadsstraat teniet doen. Ondanks de uitvraag – waarin stond geschreven dat de vrijheid om de omgeving te betrekken beperkt is – waardeert de jury dat NL Architects de aansluiting op de Weerdjesstraat en de stad agendeert. Dit moet in het vervolgtraject nader worden uitgewerkt. Ook biedt het voorstel van NL voldoende mogelijkheden om de activiteiten en reuring op het kunstenplein door te trekken naar de Nieuwstraat. In de visies van Architectuurstudio HH/SO-IL en BIG/Allard is de relatie met de omgeving
Based on the six award criteria, the jury allocated points to four visions. This quantitative assessment corresponds to the substantive considerations that have ultimately resulted in the award recommendation. In this regard, it should be noted that in the substantive consultation sessions, the jury paid particular attention to the first four award criteria. For the last two (sustainability and cost), the jury was guided by the results of the studies mentioned. The jury found all visions to be of a high level, with strong presentations and opportune concepts. However, as expected at a stage in which only the main outlines of visions and ideas are assessed, the jury made critical comments. To sift the proverbial wheat from
The vision of BIG and Allard was lacking. The ‘diagonal art plaza’ was too much of a passageway; and there were doubts about the arrangement and location of the museum and film theatres. The interior in the vision of Kengo Kuma was also considered complex. The relation between the museum and the cinema was not elaborated well; the art plaza, with its one-dimensional nature, seemed to have low priority in their proposal. With some minor interventions, the connection with the museum on the top floor could be restored and the floorplans, simplified. But even then, the fundamental doubts – not enough symbiosis between film and museum, poor readability of the building, poor connection to the basement – remain. In Kengo Kuma’s vision, no matter what, the building will still consist of separate worlds. That was not the case with NL Architects. The art plaza is the desired connecting area: the ‘canyon-like’ structure and the ‘floating’ film theatre make the cinema visible for everyone; which also applies to the open, cascade-shaped museum area. The practical objections to the museum layout could be done away with through the huge flexibility of the concept. The desired compartmentalisation – for video installations, temporary exhibitions – could be incorporated in the concept of a sloping, incremental open space, precisely because of the openness and use of movable wall partitions. In their presentation, the designers already showed alternative layouts. There was great confidence that NL was capable of adapting its concept to meet the wishes of the users and the municipality. 2. T H E B U ILDIN G How will ArtA become an inviting and accessible building that inspires and entices, both inside and outside?
The ‘cloud on an open plinth’ from Architectuurstudio HH and SO-IL seemed unworkable – the transition from the open, airy art plaza on the ground floor to the closed worlds of the upper floors is too great. In BIG and Allard’s proposal, the glass-and-concrete facade with its architectonic ‘twist’, transforms the building into an isolated cocoon. It is unfortunate that, in both visions, the facings are underused from a functional and programmed viewpoint. The roof park in NL Architects’ proposal was stimulating and was greeted enthusiastically not only by the jury, but also by a large section of the general public in Arnhem. Nevertheless, several jury members thought that the roof should receive less emphasis in the subsequent stages. This space – regardless of how it is arranged – should definitely be part of the museum and less so, of the city. The outside of the building, in Kengo Kuma’s vision, received appreciation on all sides: the subtle design, the splendid terraces, the widened Nieuwstraat, its relation with the river, the thin facade by means of which the interior and exterior of the building blend seamlessly. 3. T H E SUR RO UND INGS How will the building tie in with its immediate environment and make use of the specific characteristics of the location and the area planning framework?
everything clearly: an LCD screen on the Rhine, works of art on the roof, a ‘floating’ film theatre. One comment during the jury consultation nicely described the difference between the visions of Kengo Kuma and NL. ‘At Kengo Kuma, the problems are fundamental. Here, the criticism is aimed at the coherence of building components. The problems found are more difficult to resolve than those in the case of NL Architects, where the desired adjustments are always necessary in a single component.’ o

Both proposals contain anonymous and closed buildings that do not actually contribute to ‘activating’ the Rijnboog area. 4. T H E C IT Y How is ArtA an example of Arnhem’s core values of ‘green’ and ‘creative’? As a gesture towards the city, the building concept of BIG and Allard received wide praise. They spoke of a film-like decor, an exciting and mysterious building that would entice people to come to the Rhine. Kengo Kuma’s proposal seemed like a devout artistic idea within which adjustments and special wishes would be difficult to realise. The proposal of NL radiated energy. With everything – presentation, images, narrative – one could see that the designers had enjoyed their assignment. They furnished the ingredients, but invited everyone to contribute ideas that could enrich the plan. Their vision is democratic: everything in the strong basic concept is open to discussion. This was a useful signal for the city and the people of Arnhem. The vision stimulates a sense of immersion in the project and imagination that enables us to visualise
A DV ICE The jury was not under the illusion that the assessment of four architectural visions would be an easy task. Extensive discussions were necessary to reach a decision. If the Municipal Executive decides to award the tender for the design of ArtA, the jury recommends that this be awarded to:

There was extensive discussion about the pocket park at the base of the building on the Weerdjesstraat, contained in the vision of NL. Some saw it as an ideal entrance to the new public building; others thought that a pocket park and the stairs to the roof park would nullify the character of the Weerdjesstraat as a city street. Despite the tender invitation – which contained a statement that there would be little leeway to involve the surrounding area – the jury appreciated the fact that NL Architects placed the connection on the Weerdjesstraat and the city on their design agenda. This would have to be elaborated in the subsequent stages. NL’s proposal also offers sufficient possibilities to extend the activities and the bustle on the art plaza to the Nieuwstraat.
De architectonische visie van NL Architects voldoet aan de gestelde ambities en de jury is ervan overtuigd dat de aanpak en de mentaliteit van de ontwerpers kan leiden tot een hedendaags cultuurgebouw dat de hoge verwachtingen waarmaakt. Het concept biedt ruim voldoende aanknopingspunten om een betekenisvol gebouw te maken, waarmee het Rijnbooggebied aan uitstraling wint en de historische binnenstad en de Rijn opnieuw verbonden worden. De visie van NL Architects zorgt voor een symbiose tussen filmtheater en museum en biedt daarnaast vele mogelijkheden om nieuwe vormen van gebruik te verkennen. Het voorgestelde kunstenplein is een enorme verrijking voor de wijk en de openbare ruimte. Bovenal is belangrijk dat NL Architects heeft bewezen een waardevolle partij te zijn. De jury ziet in het Amsterdamse bureau de perfecte partner in een situatie waarin de precieze contouren van een nieuw gebouw nog moeten worden vastgesteld.

The architectural vision of NL Architects satisfies the established ambitions. The jury is convinced that the approach and mentality of the designers could result in a contemporary arts cluster that meets the high expectations. The concept offers sufficient starting points to create a significant building, whereby the image of the Rijnboog area would improve and the link between the historic inner city and the Rhine would be restored. The vision of NL Architects ensures symbiosis between the cinema and the museum, while also offering many opportunities to explore new ways to use the building. The proposed art plaza would greatly enrich the neighbourhood and the public space. Most important of all, NL Architects has shown that it is a valuable party. The jury sees this Amsterdam office as the perfect partner, in a situation in which the precise contours of a new building must still be determined.
