Voorwoord
Het Nederlands voorzitterschap van de Europese Unie komt op een bijzonder moment. De EU is uitgebreid tot 25 lidstaten en we krijgen een nieuwe Europese Commissie en een nieuw Europees Parlement. Dat heeft natuurlijk gevolgen voor het Nederlands voorzitterschap. In deze periode zal veel aandacht uitgaan naar het succesvol integreren van de nieuwe lidstaten in de Unie. Tevens staat samenwerken met het nieuwe Europese Parlement en de Europese Commissie centraal. Het programma voor de gezondheid is sterk gericht op samenwerking tussen de lidstaten. De rode draad in dit programma is de relatie tussen gezondheid en andere beleidsterreinen die invloed hebben op de gezondheid, zoals landbouw en milieu. Dit centrale thema zult u ongetwijfeld aantreffen tijdens de verschillende evenementen, conferenties en expert meetings die de komende maanden in Nederland plaatsvinden. Daarbij komen in het bijzonder de volgende onderwerpen aan bod: – Infectieziekten – Mobiliteit van beroepsbeoefenaren over de grens – Priority Medicines – Patiënten mobiliteit – International Health Regulations van de WHO Tijdens het Nederlands voorzitterschap vinden bovendien twee formele bijeenkomsten plaats van de Gezondheidsraad. Deze bijeenkomsten zijn in oktober en december. Daarnaast houden wij in september een Informele Raad voor de Ministers van Volksgezondheid. Tijdens deze raad willen wij met onze Europese collega’s van gedachten wisselen over het handhaven en versterken van een kwalitatief goed systeem van gezondheidszorg in een vergrijzende samenleving. Een systeem dat tevens sociaal, toegankelijk en betaalbaar is. Uitgangspunt hierbij is dat het volksgezondheidbeleid in hoofdzaak een nationale aangelegenheid van de lidstaten is. Zoals u aan de naam van ons ministerie kunt zien, beperkt onze aandacht zich niet tot volksgezondheid. Ook welzijn en sport maken daar deel van uit. Daarom besteden we tijdens het Nederlands voorzitterschap ook aandacht aan de volgende twee belangrijke dossiers: het Europees jaar van Opvoeding door Sport en de nieuwe EU Drugsstrategie.

De EU heeft 2004 uitgeroepen tot het Jaar van Opvoeding door Sport. In het programma is daarom volop aandacht voor de educatieve rol van sport. Belangrijke thema’s zijn: sport en het versterken van de jeugdparticipatie, de vorming van waarden en normen door sport en bewegingsbevordering. De slotmanifestatie van dit Europese Jaar vindt eind 2004 in Nederland plaats. Een ander onderwerp met betrekking tot de jeugd dat de komende maanden aan de orde komt, is de verdere uitwerking van de prioriteiten van het Witboek Jeugd en de invulling van het nieuwe Jeugdprogramma. Voor wat het drugsbeleid betreft, streven we ernaar om onder het Nederlandse voorzitterschap een nieuwe EU-Drugsstrategie 2005 – 2012 op te zetten. Deze strategie, waarin alle aspecten van de drugsproblematiek aan bod komen, geeft het kader en de prioriteiten aan van de communautaire activiteiten op dit gebied voor de komende acht jaar. Tot slot willen wij u uitnodigen om kennis te nemen van het volledige programma, dat u hierbij aantreft. Wij hopen dat dit programmaboekje uw spoorboekje voor het komend half jaar is. Wij zijn er van overtuigd dat we een goed programma hebben samengesteld dat recht doet aan datgene waar wij als minister en staatssecretaris van Volksgezondheid, Welzijn en Sport voor staan. Natuurlijk was dit allemaal niet mogelijk geweest zonder het enthousiasme en de inzet van de Nederlandse ambtenaren in Den Haag, Brussel en elders. Zij bouwen voort op het goede werk van onze Ierse collega’s. En wij gaan ervan uit dat, op hun beurt, onze Luxemburgse collega’s met de resultaten die in Nederland worden behaald, voort kunnen. Foreword
The Dutch Presidency of the European Union comes at a special time. The EU now includes 25 member states and we will have a new European Commission and a new European Parliament. Obviously, this has implications for the Dutch Presidency. During this period, much attention will be paid to successfully integrating the new member states into the Union. Collaboration with the new European Parliament and the European Commission will also be key. The programme for health concentrates on collaboration between the member states. The emphasis in this programme is the relationship between health and other policy fields that affect health, such as agriculture and the environment. You will undoubtedly come across this central theme during the various events, conferences and expert meetings that will be held in the Netherlands during the next few months. The following subjects will be discussed in particular: – Infectious diseases – Health Care Professionals crossing Borders – Priority Medicines – Patient Mobility – International Health Regulations of the WHO Additionally, two formal meetings of the Health Council will take place during the Dutch Presidency. These meetings will be held in October and December. We will also organise an Informal Council for the Ministers of Health which will be held in September. During this council meeting we would like to exchange ideas with our European colleagues on maintaining and enhancing a social health care system of good quality in an ageing society which is accessible and affordable, while respecting the basic principle that public health policy is mainly a national matter for the member states. As you can deduce from the name of our Ministry, our attention is not limited to public health. Welfare and Sport are also our responsibility. We will therefore pay attention to the following two important dossiers during the Dutch Presidency: the European Year of Education through Sport and the new EU Drug Strategy.

The European Union has declared 2004 the Year of Education through Sport. The programme therefore pays ample attention to the educational role of sport. Important themes are: sport and boosting the participation of young people, generating standards and values through sport, and encouraging exercise. The closing event of this European Year will take place in the Netherlands at the end of 2004. Other subjects with regard to young people that will come up during the next few months are the White Paper on Youth, whose priorities will be worked out in more detail, and the new Youth Programme, which will be expanded. Regarding drug policy, we aim to draw up a new EU Drug Strategy for 2005 – 2012 during the Dutch Presidency. This strategy, which will deal with all aspects of the drug issue, will define the framework and the priorities of Community activities in this field for the next eight years. Finally, we hope that this programme will be your guide during the next six months. We believe we have compiled a good programme that does justice to what we stand for as Minister and State Secretary of Health, Welfare and Sport. None of this would have been possible without the enthusiasm and efforts of the Dutch officials in The Hague, Brussels and elsewhere. They were able to build on the excellent achievements of our Irish colleagues. And we trust that our colleagues in Luxemburg will in turn be able to move forward with the results realised in the Netherlands. Bijeenkomst van de Competent Authorities on Medical Devices (CAMEDDEV) Inhoud van de bijeenkomst Dit is een bijeenkomst van deskundigen van de Competent Authorities on Medical Devices (bevoegde autoriteiten op het gebied van medische hulpmiddelen) uit de EU lidstaten en geassocieerde landen en vertegenwoordigers van de Commissie. Het biedt een forum voor het bespreken van kwesties van gemeenschappelijk belang in de sector voor medische hulpmiddelen, en in het bijzonder van onderwerpen die betrekking hebben op de Richtlijnen inzake medische hulpmiddelen en de Richtlijn inzake in-vitro-diagnostiek. De bijeenkomst vindt tweemaal per jaar plaats en wordt georganiseerd door de lidstaat die op dat moment voorzitter van de EU is.

Meeting of the Competent Authorities on Medical Devices (CAMEDDEV) Contents of the meeting This is a meeting of experts from the Competent Authorities on Medical Devices from the EU Member States and associated countries and representatives of the Commission. It provides a forum for discussion of issues of mutual concern in the medical device sector, in particular topics associated with the Medical Device Directives and the Vitro Diagnostics Directive. The meeting takes place twice a year and is organised by the Member State, which holds the presidency of the EU at that time.

“Shaping the EU Health Community: Balancing Health, Social Development and Internal Market” Inhoud van de conferentie 300 – 400 deelnemers uit de EU bespreken de kansen en uitdagingen voor de volksgezondheid en de gezondheidszorg in de EU context. Op EU-niveau moet de gezondheidszorg op een groot aantal gebieden de regels van de interne markt volgen, terwijl in de meeste lidstaten de zorg wordt gezien als een deel van de publieke sector. Aan de hand van 6 specifieke thema’s wordt de situatie geanalyseerd en worden voorstellen ontwikkeld voor een verdere aanpak. De thema’s zijn: E-health, medische producten, gezondheidszorg op lokaal niveau, langdurige zorg, cross-border care en Public Health. De conferentie zal komen met voorstellen aan de Informele Gezondheidsraad die op 9 en 10 september wordt gehouden.

Shaping the EU Health Community: Balancing Health, Social Development and Internal Market Contents of the conference 300 – 400 EU participants will discuss opportunities and challenges of the future of health and health care in the EU context. At the EU level, health care is subject to the rules of the internal market in a number of ways whilst at the level of member states it is considered to be a part of the public sector. These and other issues will be analysed and discussed by means of 6 specific themes and proposals will be developed for future policy. The themes are E-health, medical products, health care at local level, long term care, cross-border care, and public health. The conference will present conclusions and proposals to the Informal Health Council that will meet on 9 and 10 September.

Meeting of the Heads of European Veterinary Regulatory Authorities for Veterinary Medicinal products (HEVRA) Contents of the meeting The Heads of Veterinary Regulatory Agencies (HEVRA) for Veterinary Medicinal products of the EEA have established a network to provide a forum for the co-ordination and the exchange of views and proposals on issues concerning the European System of Medicines Regulations and the role of veterinary Regulatory Agencies of the EEA within that system. They meet once or twice under the chairmanship of the Member State that holds the Presidency of the EU. The second meeting of the group during the Dutch Presidency takes place on 30 November 2004.

Bijeenkomst van de Heads of Human Regulatory Agencies (HoA) Inhoud van de bijeenkomst De Heads of Human Regulatory Agencies (HoA) van de EER hebben een netwerk opgericht om een forum te bieden voor de coördinatie en de uitwisseling van opinies en voorstellen over kwesties aangaande het Europese systeem van regelgeving op het gebied van geneesmiddelen. Hierbij wordt tevens gekeken naar de rol van regelgevende autoriteiten van de EER op het gebied van geneesmiddelen voor menselijk gebruik binnen dat systeem. Zij komen tweemaal per jaar samen onder leiding van de lidstaat die het voorzitterschap van de EU op zich heeft genomen. De tweede bijeenkomst van de groep tijdens het Nederlandse voorzitterschap vindt plaats op 29 en 30 november 2004.

Niet besluitvormend, maar richtingbepalend voor toekomstig beleid. Dit in het licht van ontwikkelingen als de toenemende vergrijzing, de groeiende mobiliteit van patiënten en de opkomst van nieuwe, dure medische innovaties. Het politieke karakter van de bijeenkomst staat voorop.

“European Response to Public Health Risks from Emerging Zoonotic Diseases” Inhoud van de conferentie Het ministerie van Volksgezondheid, Welzijn en Sport organiseert in nauwe samenwerking met het ministerie van Landbouw, Natuur en Voedselkwaliteit een beleidsconferentie over de interactie tussen preventie en bestrijding van infectieziekten bij mens en dier. Vele menselijke infectieziekten vinden hun oorsprong in dierlijke bronnen. Onder bepaalde omstandigheden kunnen deze dierlijke infectieziekten een bedreiging vormen voor de volksgezondheid. Recente voorbeelden hiervan zijn de vogelpest en SARS. Het doel van de conferentie is om beleidsmakers meer bewust te maken van het volksgezondheidsbelang van de wijze van preventie en behandeling van infectieziekten bij dieren en te komen tot een meer geïntegreerde aanpak van het humane infectieziektenbeleid en het beleid ten aanzien van infectieziekten bij dieren zowel op nationaal als op Europees niveau. Voor de conferentie worden uitgenodigd beleidsmakers in de lidstaten van de Europese Unie op de terreinen van volksgezondheid en landbouw, de Europese Commissie, vertegenwoordigers van het Europees Parlement en bestaande Europese netwerken op beide gebieden, de Chief Veterinary Officers en Chief Medical Officers. Deskundigen van o.a. het CDC in de Verenigde Staten, de WHO en de OIE zullen presentaties verzorgen.

European Response to Public Health Risks from Emerging Zoonotic Diseases Contents of the conference The Ministry of Health, Welfare and Sport is organising a policy conference in close co-operation with the Ministry of Agriculture, Nature and Food Quality on the interaction between prevention and control of infectious diseases among people and animals. Many human infectious diseases originate from animal sources. Under certain conditions, these animal reservoirs can give rise to major outbreaks which may pose a serious threat to human health. Recent examples are BSE, avian influenza and SARS. The aim of the conference is to create a more co-ordinated response between animal and human health policies in prevention and control of (unknown) emerging zoonotic diseases both at national and at European level. The following are invited to attend the conference: policymakers in the member states of the European Union in the fields of public health and agriculture, the European Commission, representatives of the members of the European Parliament and existing European networks in both fields, the Chief Veterinary Officers and Chief Medical Officers. Experts from for example the United States’ Centres for Disease Control, the WHO and the OIE will act as keynote speakers at the conference.

Het Comité bestaat uit vertegenwoordigers van alle bevoegde autoriteiten in de EU en komt maandelijks bijeen in Londen. Het CPMP is verantwoordelijk voor het wetenschappelijke advies na de beoordeling van geneesmiddelen voor menselijk gebruik in de centrale procedure en voor alle andere producten (nationaal goedgekeurd en goedgekeurd via wederzijdse erkenningsprocedure) die naar het Comité worden verwezen. Elke EU-lidstaat heeft 2 vertegenwoordigers in de CPMP.

De MRFG werd aanvankelijk ingesteld door de Heads of Agencies (HoA) om het proces van de wederzijdse erkenning van geneesmiddelen voor menselijk gebruik te faciliteren, en heeft zich ontwikkeld tot een platform voor discussie over alle aspecten die betrekking hebben op de wederzijdse erkenningsprocedure. De wederzijdse erkenningsprocedure is een van de Europese registratieprocedures voor geneesmiddelen.

Inhoud van de bijeenkomst Elk half jaar organiseert de voorzitter van de Europese Unie een bijeenkomst voor alle nationale drugscoördinatoren uit de EU-lidstaten. Het drugscoördinatorenoverleg is een informeel overleg waarbij lidstaten informatie uitwisselen over recente ontwikkelingen en van gedachten kunnen wisselen over punten die in de voorafgaande Horizontale Drugswerkgroepen zijn besproken. Verder is het de bedoeling dat er belangrijke stappen worden gezet en draagvlak wordt gekweekt in het bereiken van overeenstemming over de nieuwe EU-drugsstrategie 2005-2012, die in december 2004 moet worden vastgesteld.

Contents of the meeting During the Dutch Presidency a meeting for all drugs national co-ordinators of EU member states will be held. The drugs co-ordinators meeting is an regular informal meeting during which member states exchange information on recent developments and exchange ideas about items that were discussed in the preceding Horizontal Working Party on Drugs. Also, the intention is that major steps are taken and support is generated for reaching agreement on the new EU drugs strategy 2005-2012, which is to be decided on in December 2004.

Bijeenkomst van de European Medicines Agencies Co-operation on Legal and legislative issues (EMACOLEX) Inhoud van de bijeenkomst EMACOLEX (Coördinatiegroep van Europese Geneesmiddelenagentschappen op het gebied van juridische zaken) is de naam van een informele groep advocaten van de agentschappen in de EU en EFTA lidstaten. De groep is opgericht in 1994 op initiatief van het Deense voorzitterschap. De groep is gekoppeld aan de Heads of Agencies (HoA). EMACOLEX komt tweemaal per jaar bijeen en de bijeenkomsten worden georganiseerd door en in de lidstaat die voorzitter van de EU is. EMACOLEX voert discussies over wijzigingen in de farmaceutische wetgeving van de EU en over problemen die zich met deze wetgeving voordoen. Daarnaast voert EMACOLEX discussies over (de interpretatie van) jurisprudentie van Europese en nationale gerechtshoven en over andere kwesties die zich voordoen.

EMACOLEX meets twice a year and the meetings are organised by and in the Member State that holds the Presidency. The agenda of EMACOLEX holds discussions on changes in and problems occurring with EU Pharmaceutical legislation, interpretation and discussions on jurisprudence of the European and National Courts of Justice and other issues that come up.

Vaste Intergouvernementele Groep “L’Europe de l’Enfance” Inhoud van de bijeenkomst De EU kent officieel een jeugdbeleid waarbij onder jeugd wordt verstaan jongeren van 15 tot 25 jaar. Kinderbeleid voor de leeftijdscategorie van 0 tot 15 jaar valt dus niet binnen het EU-acquis. Om toch op het terrein van kinderbeleid tot een vorm van samenwerking te komen is tijdens het Franse EU-voorzitterschap in november 2000 de “Permanent Intergovernmental Group l’Europe de l’Enfance” ingesteld. De lidstaten houden tijdens een voorzitterschap minimaal één bijeenkomst van deze informele ambtelijke werkgroep. Facultatief is het houden van een informele bijeenkomst van de EU-kinderministers; Nederland heeft hiervan afgezien. Voor de bijeenkomst van de werkgroep worden uitgenodigd: ambtenaren kinderbeleid uit de lidstaten en de kandidaat-lidstaten, kinderorganisaties (zoals Unicef en Euronet) en waarnemers (Raad van Europa en de Europese Commissie). Onderwerpen op de agenda zijn onder meer de voortgang van ChildONEurope, een Europees netwerk van landelijke kenniscentra voor kinder- en jongerenbeleid, en een discussie over kinder- en jongerenparticipatie, waarbij wordt aangesloten bij de gemeenschappelijke doelstellingen van de EU voor jeugdparticipatie. Het speciale thema van Nederland is hoe je tot een doorgaande ontwikkelingslijn voor kinderen en jongeren kunt komen, ondermeer door mogelijke uitval van kinderen en jongeren vroeg te signaleren. Mede aan de hand van presentaties van Nederlandse projecten en voorbeelden vindt hierover discussie plaats. Permanent Intergovernmental Group “L’Europe de l’Enfance” Contents of the meeting The EU has an official youth policy. Youth is understood to mean young people between the ages of 15 and 25. Therefore, children’s policy for the 0 – 15 age group does not fall under the EU acquis. However, to arrive at some kind of co-operation in the field of children’s policy the “Permanent Intergovernmental Group l’Europe de l’Enfance” was set up in November 2000 during the French Presidency of the EU. The member states organise at least one meeting of this informal group per Presidency. Holding an informal meeting of the EU Ministers for Children is optional; the Netherlands has chosen not to do so. The following are invited to attend the meeting of the working party: children’s policy officials of the member states and the candidate member states, children's organisations (such as Unicef and Euronet) and observers (Council of Europe and the European Commission). Agenda items include the progress of ChildONEurope, a European network of national observatories for child policy and youth policy, and a debate on children’s and young people’s participation, which can be linked with the joint objectives of the EU for youthparticipation. The special theme of the Netherlands is how to realise an ongoing developmental line for children and young people by detecting possible dropouts at an early stage. This will be discussed on the basis of presentations on Dutch projects and best practices, among other things. The Netherlands will put the conclusions of the meeting forward in other national and international meetings. Eurofestatie 2004: Europese conferentie en vakbeurs betreffende vrijwillige inzet en maatschappelijk betrokken ondernemen Inhoud van de conferentie De Europese conferentie over nationaal en lokaal vrijwilligersbeleid behandelt de stand van zaken van het vrijwilligers(werk)beleid en maatschappelijk betrokken ondernemen in de Europese Unie. De basis van de conferentie is het “state of the art”: een in 2004 gehouden onderzoek naar de stand van zaken en de wensen en ideeën van het vrijwilligerswerk(beleid) in 25 landen. Parallel aan de conferentie vindt de vakbeurs met stands en workshops plaats. Eurofestatie 2004 wil een bijdrage leveren aan een sociaal duurzaam Europa en zal een rapport met aanbevelingen aanbieden aan vertegenwoordigers van de EU. Doelgroepen: vertegenwoordigers van vrijwilligers- en maatschappelijke organisaties, de politiek, de overheid, het bedrijfsleven en de onderzoek- en onderwijssector. Eurofestatie 2004 wordt in samenwerking met de European Conference on Corporate Social Responsibility van o.a. het Ministerie van Economische Zaken georganiseerd.

Eurofestation 2004: European conference and specialized fair on voluntary commitment and corporate social responsibility Contents of the conference The European conference on national and local volunteer policy will examine the current position of the volunteer (work) policy and corporate social responsibility in the European Union. The conference is based on the "state of the art": a study carried out in 2004 into the state of affairs and the needs and ideas of the volunteer work (policy) in 25 countries. The specialised fair with stands and workshops will be held in parallel to the conference. Eurofestation 2004 aims to contribute to a socially sustainable Europe and will submit a report with recommendations to representatives of the EU. Target groups: representatives of volunteer and social organisations, politicians, the government, the business communication and the research and education sector. Bijeenkomst van de Chief Medical Officers (CMO) Inhoud van de bijeenkomst Dit is een informele halfjaarlijkse bijeenkomst van de Chief Medical Officers en/of gezondheidsautoriteiten om informatie uit te wisselen en gemeenschappelijke problemen op het gebied van de volksgezondheid en de gezondheidszorg te bespreken. De bijeenkomst bestaat uit twee onderdelen. In het eerste deel presenteren de landen de meest recente ontwikkelingen in de volksgezondheid en in het beleid, de organisatie en scholing in de gezondheidszorg. In het tweede deel worden specifieke, eventueel door de deelnemers ingebrachte, onderwerpen behandeld. De bijeenkomst zal zich ook richten op de uitwisseling van informatie over de activiteiten op het gebied van volksgezondheid en de discussie met de regionale directeur van de Wereldgezondheidsorganisatie (WHO), de Directeur Volksgezondheid van de EU en de Directeur Volksgezondheid van de Raad van Europa. Verder zal een aantal deskundigen verschillende onderwerpen op het gebied van volksgezondheid presenteren.

The meeting has two parts. In the second part, specific topics requested by the participants will be addressed. “Priority Medicines”
Inhoud van het congres Het congres heeft als doel hiaten in de ontwikkeling van geneesmiddelen te identificeren, een geschikte methodologie voor dit doeleinde te introduceren, wegen te vinden om het aantal hiaten te verminderen en steun van alle belanghebbenden te verkrijgen. Het doel is inbreng mogelijk te maken voor een goed gefundeerde R&D agenda voor geneesmiddelen, vaccins en biologische middelen die voldoet aan de werkelijke gezondheidsbehoeften van onze burgers, rekening houdend met specifieke behoeften die nieuwe lidstaten wellicht hebben. De conferentie “Priority Medicines” kan een belangrijke rol spelen in de ontwikkeling van het zevende Kaderprogramma Onderzoek en Technologische Ontwikkeling. We proberen het gat tussen volksgezondheid en innovatie te overbruggen als onderdeel van het G-10 proces. Belanghebbenden uit meer dan 30 landen zullen de resultaten op zeer hoog niveau bespreken. Er zijn drie EU Directoraten-Generaal (Research, Enterprise en Sanco) bij betrokken, en hun EU-Commissarissen zullen worden uitgenodigd een speech te geven. De Nederlandse ministers van Volksgezondheid en Economische Zaken zullen deelnemen aan het congres. De Europese adviesgroep inzake de ethiek zal ook deelnemen. De Europese Investeringsbank en de farmaceutische industrie zullen een prominente spreker laten komen. Het Britse voorzitterschap zal deelnemen op ministerieel niveau. Priority Medicines for the Citizens of Europe Contents of the conference The conference aims to identify gaps in the development of pharmaceuticals, introducing a solid methodology for this purpose, ways to reduce the number of these gaps and to establish support from all stakeholders. The objective is to provide input for a well-founded R&D agenda for medicines, vaccines and biologicals meeting the real health needs of our citizens, taking into account specific needs new member states may have. Priority Medicines may play an important role in the development of the 7th Framework Programme Research and Technological Development. We seek to bridge the gap between public health and innovation as part of the G-10 process. Stakeholders from more than 30 countries will discuss the results at very senior level. Three EU commissioners (Research, Enterprise and Sanco) are involved and their commissioners will be invited to deliver a speech. The Dutch ministers of Health and Economic Affairs participate in the conference. The European Group on Ethics will also take part. The European Investment Bank as well as the pharmaceutical industry will provide a prominent speaker. The UK presidency will participate at ministerial level. European patients’ groups, health professionals and health insurance organizations will be represented.

De conferentie is bedoeld voor Europese en nationale beleidsambtenaren en vertegenwoordigers NGO’s en is een gezamenlijke productie van de Europese Commissie, het Ministerie van Sociale Zaken en Wetenschappen, het Ministerie van Binnenlandse Zaken en Koninkrijksrelaties, het Ministerie van Justitie, het Ministerie van Onderwijs, Cultuur en Wetenschappen en het Ministerie van Volksgezondheid, Welzijn en Sport. Future of anti-discrimination Article 13 EC Treaty Contents of the meeting During this meeting attendees will discuss how to proceed in the future with the policy of the European Commission and member states pertaining to equal treatment of people irrespective of gender, sexual preference, disability, age, etc. This discussion will be based on the European Commission Green Paper. The conference is intended for European and national policy officials and representatives of NGOs, and has been organised jointly by the European Commission, the Ministry for Social Affairs and Employment, the Ministry of the Interior and Kingdom Relations, the Ministry of Justice, the Ministry of Education, Culture and Science and the Ministry of Health, Welfare and Sport. The Conference about the future of anti-discrimination Article 13 EC Treaty will be preceded by a meeting on 19 and 20 November at the Ministry of Health, Welfare and Sport. This meeting will be the kickoff for a European Network for National Policy Makers on Homo Emancipation, through this further stimulating the European unification.

EU-bijeenkomst met de DirecteurenGeneraal voor Jeugd in combinatie met het Jeugdevenement Inhoud van de bijeenkomst In het kader van het EU-Witboek Jeugd en de open coördinatiemethode op het terrein van jeugd vindt de EU-bijeenkomst van de directeuren-generaal Jeugd plaats in combinatie met een Jeugdevenement. Met het oog op het laten participeren van jongeren is de Nationale Jeugdraad bij de organisatie en begeleiding van het Jeugdevenement betrokken. De gezamenlijke bijeenkomst van de DG’s en de jongeren moet leiden tot de aanzet voor een nieuwe cyclus van het EU-Witboek Jeugd en tot nieuwe onderwerpen en trends, die via de open coördinatiemethode op het terrein van jeugd nader moeten worden uitgewerkt. Verder bespreken de DG’s de onderwerpen van de lopende agenda: het voorstel van de Commissie voor een nieuw EU-programma Jeugd (2006-2013), de implementatie van de gemeenschappelijke doelstellingen voor participatie en informatie en – indien de EU-Jeugdraad van november 2004 de gemeenschappelijke doelstellingen voor vrijwilligersactiviteiten en betere kennis over jongeren vaststelt – de eerste aanzet tot de implementatie van deze doelstellingen, en ten slotte het onderwerp autonomie van jeugdigen.

EU meeting with the Directors-General for Youth in combination with the Youth Event Contents of the meeting Within the framework of the EU White Paper on Youth Policy and the open co-ordination method in the field of youth, the EU meeting of the Directors-General for Youth will take place in combination with the Youth Event. The joint meeting of DGs and young people is aimed at initiating a new cycle for the EU White Paper on Youth Policy and new subjects and trends which must be worked out in more detail through the open co-ordination method in the field of youth. The DGs will also discuss the subjects of the current agenda, i.e., the proposal of the Commission for a new EU Youth Programme (2006-2013), the implementation of the joint objectives for participation and information and – if the Youth Council of November 2004 establishes joint objectives for volunteer activities and better knowledge about young people – initiating the implementation of these objectives, and finally the subject of autonomy of young people.
