UNION OF SOUTH AFRICA. Statement of His Honour the Administrator of South-West Africa at a Meeting of the Advisory Council at Windhoek on the 2nd February, 1922. Published for general information. G e n t le m e n ,— W e meet d u rin g a tim e when an acute depression lias overtaken us. It is, perhaps, not possible to save all w ho in consequence are in financial difficulty. The T erritory, however, is sound and has an undoubted future and the shortest road to prosperity is the introduction o f fresh capital into the cou n try. A ll actions, therefore, w hich tend to retard, i f not to p roh ib it, the influx o f fresh capital should b e studiously avoided. At a tim e of financial strain, people can scarcely be expected to be in happy m ood, but an accentuation o f their g ru m b lin g must, inevitably develop into a sort o f p ro­ paganda against the A dm in istration , in v olv in g, as is usual in such cases, m uch m is­ representation and therefore calculated to frigh ten investors. X, therefore, feel it incum bent on me at this first session o f t'lie enlarged C ouncil to make a statement in order to fu lly acquaint the new members w ith the true position and to enlist the assistance o f the Council in correcting p u blic opinion. Tn the criticism levelled against the A dm inistration there has been very little, i f any­ thing, that can be regarded as constructive, and p u rely destructive attacks can serve no other purpose than the infliction o f in calcu lab le harm upon the T erritory. Vague charges are made such a s:

(1) I h e A dm inistration does very little or n othing to assist the T erritory in its financial struggle or to develop its resources. .'2) The German inhabitants are in equ itably treated in that th ey have to beg fo r privileges (the school question b ein g in sta n ced ); they are precluded from acquir­ in g farm s under our Land Settlem ent L a w s; perm its to enter S ou th -W est A fr ic a are denied them and a cam paign to ruin them econ om ically (a V ernichtim gskam pf) is deliberately carried on against them , presum ably by the A d m in istration . In view o f all these evil designs o f the Governm ent, Germans are urged not to throw in their lot w ith us. The A dm inistrator, after exposin g the gross m isrepresentations as to the final resolu­ tion adopted by the A d v isory C ouncil on the School question by I)r. R eu n in g once he was beyond reach on the steamer, p rocee d e d : W ith regard to all these accusations, what are the fa cts? H ints (vide “ D ie SuidAVest. ” o f 2 7 /1 /2 2 ) have not been w anting to the effect that I am u n du ly favou rin g the German inhabitants and that the alleged b eggin g, so far from b ein g directed to the A dm inistration emanates from it. The conditions upon w hich the Germans were invited to am algam ate their schools with ours and w hich 1 rejoice have been em bodied in our school law, were offered freely by me on ly a few weeks after 1 assumed duty in 1920. These conditions em brace privileges, as regards medium of instruction, far greater than parents o f E n glish and D utch children Van cla im in the U nion to-day and fo r lib e ra lity the con ditions, as a w hole, are acclaim ed bv unbiassed educationalists in South A fr ic a as unique. The generous offer made b y me in regard to the R ealschule, v iz ., to leave the ch ildren in these schools to com plete th eir full course (w hich would last 4-5 years) accord in g to the German system and at the expense o f the A om in isti uion , was rejected. N o tw it h s ta n d in g this and also the fact that in consequence o f the rejection o f this offer considerably less than h alf o f Ihe German school ch ildren w ill enter our schools, I allowed the origin al conditions to rem ain and to be incorporated in the school law, b elievin g that with tim e a com plete am algam ation m ay be effected. B efore d ealin g with the accusation o f inequitable treatm ent o f the German inhabitants, I must describe in detail the position as I found it in October, 1920, and the steps taken by me since to im prove the p osition. This involves a good deal o f repetition o f what I have several times stated in p u b lic, but I am un able to avoid this both because there is no semblance o f recogn ition o f ou r efforts in certain quarters and because I feel it my duty to fu lly inform the new members o f the C ouncil. W e ll, when I arrived towards the end o f 1920, a com plete stranger to this T erritory, to assume the responsible office o f A dm inistrator, M artial Law was still in force, and a grerft deal o f work rem ained to be done prior to its repeal. I fou n d it, num erically, at any rate, considerably in advance o f tlie needs o f tlie co u n tr y ; m ainly tem porary, w ith , as was to be expected in the circum stances, square men in round h o le s; as regards tlie P olice and Scab D ivisions, I was asked at once fo r m ore P olice and more Sheep Inspectors and this w h ile, with a E uropean population o f 19,000 souls, nearly £200,000 per annum was already expended on P o lice a lon e; some departm ents were controlled from P retoria, recognising' prom otion w hich was denied to other departments here and observing different office h ou rs; the housing and local allow ance questions operated most u n fa irly with the result that both the service and the public were dissatisfied and both w ith very good reason. A ll this involved a great deal o f woi’k and m ade close personal supervision by me im perative w h ich , ow in g to great pressure o f work, I could ill afford to give. In the second place I fo u n d : — (a) Th e currency and concession questions causing m uch unrest. (b) N o L an d B ank, the old Landw irtschaftsbank h avin g p ra ctica lly ceased to operate. (c) Land settlem ent well under way, but ow in g to strict adherence to U nion co n ­ ditions w hich were unsuited to South -W est A fr ic a , tlie departm ent was heading straight for a large num ber o f surrenders. (d) D ifficult problem s in regard to the D iam ond Mines with various con flictin g interests unsettled, no m achinery fo r con trollin g the M ines and the revenue (our m ainstay) fast disappearing. (e) The labour question, w hich is synonym ous w ith the native question, acute— the natives out o f hand and roam in g all over the Territory. (/) The. Bastard com m u nity dissatisfied, cla im in g addition al land and a separate sovereign existence (the P arliam entary Com m ission later very adroitly avoided the question). (

(8) D iam ond Board has been established and outstanding questions connected with the diam ond industry as well as concessions questions have been settled. (9) A fte r protracted negotiations, the education question was settled and a school law prom ulgated. (10) In regard to the C ivil Service, tem porary men have been placed 011 the fixed establishm ent under a new la w ; all departm ents, w ith the exception o f railways, have been brought under one control and thus general adm inistration made u ni­ form ; housing and local allow ance questions have been settled. General econom y has 'been instituted, in v olv in g a certain u navoidable am ount of retrenchm ent, w hile the reorganisation o f the P olice and Scab D ivision s has resulted in an anm ial saving exceedin g £100,000. (11) Land Settlem ent conditions have been so revised as to give settlers with v e iy sm all capital, but w illin g to work, an unique opportunity. (12) The E xperim ental Farm s have been entirely reorganised and w ithin 18 months it is hoped to have three-quarter bred bulls' ready for sale to the farm ers w hile provision is also made fo r the sale o f thoroughbreds. Special terms are given for purchasing our surplus stud stock and arrangem ents are being made to receive fo r sale at our E xperim en tal Farm bulls from recognised breeders in the U nion w ith a view to affording our farm ers the opportu n ity o f acquirin g these for breeding up q uick ly. In regard to our unique flock o f karakul sheep, steps have been taken to breed stud rams o f pure blood and typ e as it is co n ­ sidered that w ith the steady dim inution of the w ild fur-bearing anim als in the w orld, there is a b ig future fo r the karakul industry. (13) B u ild in g o f essential works has helped to ease the pin ch o f unem ploym ent. (14) A n appeal has been made through the m agistrates to creditors not to press debtors u n du ly and I have personally made representations to the banks in the same direction. (15) R ifle Associations have been established and I have since m y arrival visited all o u tly in g parts of this vast T erritory. There rem ain a few questions to be touched upon at this stage. Soon after m y arrival here, I came to the conclusion that ran ch in g in the T erritory was worth develop­ in g , bxit that the industry could not flourish perm anently unless an overseas market was cultivated. A s this was essentially a question fo r private enterprise, I tried almost every expedient to in d u ce farm ers to co-operate fo r the purpose. A t least 30 per -cent, o f the capital required was prom ised b y me through the L an d Bank and special financial help was offered to market overseas, as an experim ent, 8,000 oxen. U nder the latter offer, £ 30 ,0 0 0 was placed at the disposal o f the farm ers and cost o f railage at a rebate o f 50 per cent, advanced b y the A dm in istration . O w ing to want o f organisation, these offers to help on the part o f the A dm in istration could not be taken advantage o f. R ea lisin g that until an overseas market was secured the U nion was our on ly market, I not on ly repealed the export tax, but personally pressed for the release from quarantine o f our northern districts and fo r the openin g o f the U nion border, questions w h ich rested w ith the U nion authorities. The conditions o f quarantine imposed on our northern districts have been so fa r relaxed as to enable export to take place and the border lias at last, ow ing to m y earnest representations, been opened. • A m on g other efforts on m y part to im prove our market conditions m ay be m entioned better facilities for export o f our stock b y rail, supply o f refrigerator cars, cancellation of p roh ibition to slaughter and export fem ale stock, supply o f expert advice through the M eat C om m ission, special visit b y M r. W o o lla tt to report on m eat export possibilities, by M r. L ox ton w ool expert o f the U n ion , by M r. H ardy to report on dairy industry, b y Mr. Mason to report on our experim ental farm s and b y sending two members o f the A dvisory C ouncil and the Secretary for South-W est A frica to inspect the Cold Storage W ork s at D urban, and also B aron von Esebeck to attend the Co-operative C onference in Pretoria.

I have further insistently pressed for better harbour facilities. L astly, when I realised that it was not possible to organise the farm ers in such a m anner as w ill enable them to undertake the Cold Storage W ork s themselves, I offered to take the lead in this matter, provided I were given a free hand. E veryon e is satisfied that the U nion market is too uncertain fo r a perm anent ou tlet for our stock. I realise m oreover, that an uncertain market must have a detrim ental effect on the credit o f the T erritory and especially on its land values and that the on ly alternative was an addition al overseas m arket fo r some or all o f ou r surplus stock. But Cold Storage W ork s and H arbou r improvement must go hand in hand and, in order to secure the C old Storage W ork s a measure o f success, control o f the surplus stock is essential. As I w ill soon have to proceed to the U n ion to1 discuss both H arbour im provem ents and C old Storage W ork s with the Cabinet, I should like to have you r advice in the first p la ce as to whether the Governm ent or private enterprise should be entrusted w ith the construction and the ru n n in g o f the Cold Storage W orks, and i f private enterprise, as to the features w hich the contract should em brace. C andidly, I have no Confidence in any Governm ent fo r this kind o f service, though it w ould appear that in one or two of the A ustralian Colonies the G overnm ent there m ade a success of such a business. I favour p rivate enterprise, provided three essential con dition s can be secured. F irstly, the producers must be th orou gh ly safeguarded against u n fa ir treatment or ex p loita tion ; secondly, the works must be p ut into com m ission at the earliest possible d a te; and th ird ly, suitable terms fo r the takin g over o f the works b y the farm ers, if so desired, at the .expiration o f a certain period, must 'be secured. A t any rate, I would giv e all concerned in South A frica and elsewhere a fa ir chance to tender for what should f>e a valuable p rivilege to business people, before d ecidin g on construction by the G overn­ ment. O bviously, at this stage, details cannot be made available to the p u blic— though all the inform ation I have is at the disposal of the C ou ncil. The p roject must first be discussed with the U nion E xecu tive and thisi I h ope to be able to do in the very hiear future. I am very glad to see the sudden great concern in certain quarters in the U nion for our w elfare, both m aterial and m oral, but T had hoped that I m ig h t be spared the com plim en t im plied in a betrayal of nervousness lest I should succum b to the tem pta­ tions o f backdoor methods when dealing w ith the interests o f this T erritory over whose destiny I have the honour in some measure to preside. A nother poin t I wish to submit is that the effect o f the financial measures taken by me has been that so' fa r from increasing the burdens upon the people, taxation has been considerably reduced, w hile in the econom ies effect, education and developm ent work are d u ly provided for. A part from the Bastard Gebiet question upon which it is hoped a m utually satis­ factory decision w ill be arrived at, the future form o f Governm ent fo r S outh-W est A frica and the status o f the form er German subjects is also at present b ein g ca refu lly considered. I will now briefly deal w ith the cliai’ge that m y Germ an friends are not fa irly or equitably treated in Sou th-W est A frica and t h a t 'a deliberate Y em ich tu n gsk a m p f is b ein g w aged against them. W h a t are the fa cts? T have already dealt with the uniquely liberal terms offered in the school question. These were such as to ensure their accept­ ance w ithout in any w ay w ounding the self-respect of the Germans or o f d eprivin g their ch ildren o f the fullest opportu n ity to retain the German lan gu age and German literature, w hile liberal treatm ent is given to those Germ an teachers w ho cam e volu n tarily under the A dm in istration . , . I n regard to farms fo r Germans under our land settlement con ditions, T1 have acquired the righ t to title to land inasm uch as .31 allotm ents, h avin g already been made and 40 leases conyerte3. W ith reference to Im m igration , w hich I found to be a burn in g question, soon after m y arrival here, I allow ed the missionaries who had been deported to return, w h ile as m any school teachers as were required b y the Germ an School A uthorities, have been granted perm its. In all, exclusive of ordinary permits fo r v isitin g purposes, permits have been issiied since 1919 b y m y predecessor and m yself to 349 m en, 532 wom en and 303 children— or a total o f 1,184 souls. A lm ost in every case where a deported person owned fixed p rop erty in South-W est A frica has a perm it been issued, even where he was deported for serious contraventions o f the law. B u t com in g more directly to the accusation o f a “ Y em ich tu n gsk a m p f ” or war to econ om ically ruin our German friends, I w ould lik e to make the fo llo w in g observations: The settlem ent o f the currency question in v o lv in g considerable expense to the A dm in istration was w h olly in the interests o f the German com m unity. U p to the present some £200,000 has been advanced th rou gh the L and B ank, 88 per cent, o f w hich has been granted to German farm ers. L iberal representation has been granted the German com m u nity on the A dvisory C ouncil__ p ra ctica lly 50 per cent. A special oath o f office was devised b y me out o f con ­ sideration for the Germans. Supplies such as m ealies and lucerne are bought from German farm ers even above prices at w h ich these can be landed here from the U nion . Contracts for the supply o f meat and other com m odities required for the R ailw ays are entered into w ith Germ an firms.

The German com m u nity benefited largely by the repeal o f the E xp ort l a x on stock, orettin<* thereby free markets in the U n ion in com petition with tanners th e re ; they are encouraged t o ‘jo in rifle associations; the late Germ an officials o f the Landw irtschaftsbank were liberally treated; the V erband der Y erw ertu n gsvereim gu n gen was given a loan to assist the members o f that society w ho are G erm an s; the bwakopm und com m u nity which is purely Germ an, has been assisted w ith a free grant o f a substantial sum of m oney am other financial relief, the Germans naturally have benefited equally m all the financial measures taken to relieve the situation here already referred to and in some respects almost solely, such as in the case o f the W a r Losses Com pensation paym ents; short o f pro­ cla im in g the German language an official language it has free use fo r official pui poses, and in various other ways has the German c o m m u n i t y been treated with every^considera­ tion , so m uch so that they are as free as any resident o f the U nion to tiad e with any P“ * r e p m l to the position o f the Germ ans in this T erritory and the powers granted the U nion . . X the P e a L Treaty, so far fro m carryin g o „ a A erm chtungskam pf 1 can reasonably claim that the older population has been treated not only w ith gieat co S d e r S b u t with generosity. This is the o n ly p o licy to be pursued m m y opinion if the lesson’s o f the Great W a r are not to be lost and I have constantly e«d e a v o u ie d to follow up (he declaration 1 made 011 m y arrival at W in d h oek on the 18th October, 1. ~U, to the effect that the hand o f friendship ^ o u ld be whole-hearted y extended to the older population and in the com m on hom e, from that day onwards, there w ould be room toi them in the parlour as well as in the kitchen, not as a matter of p rivilege but as a “ ^ r f ^ / t h a t ' l ou g h t to say that while in the circum stances it is perhaps, natural for Germans to show hesitancy in acknow ledging our efforts 011 their behalf and to alio criticism s on our A dm inistration to pass unchallenged, the bulk o f the Germ an population do not share them nor d o they question m y bond fides. . As regards the financial position o f the T erritory , I m ay say that o b v io u s lj, u n til it was placed 011 a legal basis, it was difficult i f not im possible to shape an effective forward p olicy I have made strenuous efforts ever since m y advent to office to clear up the jk lion and it is due to the generous and statesm anlike view o f the P rim e M im stei (thai whom 1 repeat the Germans here and in Europe have no better frien d ) and o f hi colleagues in the C abinet that South -W est A frica is given an unique chance of developno S a rapid rate U nder the provisional agreem ent, which I have n o doubt w ill be tiirilly ratified the S outh -W est A fr ic a A dm inistration accepts respon sibility fo i the constructiou o f the Out jo line and for the W in d h oek -K a p p ’ s farm section of the G obabis d u e Vs well as fo r any deficits on the w orkin g o f these lines. The present position is undoubtedly acute if not desperate. T h ough I have given sub­ stantial help, ow in g to the deep-seated" causes o f the depression and the consequent broken spirit o f the people, such help has seemed to prove artificial and transitory. W h ile it does not help to enquire too far into the catises o f the depression, a short review of them m ay not be without interest. The Great Nations o f E urope violated the econom ic laws o f the w orld b y em barking on the Great W a r. W e can n ot hope to escape sharing the consequences, and S outh-W est A frica h avin g been d irectly involved in the war was severely hit. B ut, apart from this prim ary cause, there are subsidiary causes such as great extravagance and speculation in recent years without, a thought o f p a yin g debts. Even to-day the expenditure on some luxuries is app allin g. I find from a rough calcu lation that this Territory im ported last year wine, brandy, w hisky and other spirits to the tune o f about seven gallons per head o f white male adults and this quantity o f liquor consumed is in addition to local wines and beers and the consum ption o f liquor on the railways. I am further inform ed that something' lik e a quarter o f a m illion pounds sterling has been spent on m otor cars. The indebtedness o f the people in clu d in g the farm ers in this T erritory runs, I understand, to between four and five m illion pounds sterling, and that am ount for an adult m ale white population o f under 7,000, in clu d in g c iv il servants, is abundant p roof o f want o f prudence. Besides, I gather from reliable sources, that durin g recent years an am ount of between and 1| m illion pounds sterling has le ft the T erritory fo r speculation in paper marks. The whole Territory appears, therefore, to be over-capitalised, and the extent to w h ich credit was given would seem to indicate that the depression came upon this cou n try unawares and, therefore, the banks and m oneylenders w ould appear to be as m uch to blam e as anybody else. Other causes o f the depression are the closin g o f the diam ond mines for w hich to be quite fa ir it is im possible to blam e the com p a n y; the want o f a stable m arket fo r our stock and p rod u ce; the lim itation o f our local market and the arrest o f our industrial and general developm ent. South-W est A frica lik e all other countries is m oreover suffering from an over­ abundance o f experts on every conceivable top ic, but, w hile the patient is said to be d yin g these em inent doctors are content to indu lge in generalities on the science o f m edicine w ithout p rescribin g a corrective for the particu lar m alady. I say, gentlem en, that in these circum stances it is u n fa ir to blam e this A dm in istration fo r the present depression. L a rg ely and m ain ly the people themselves are to blam e for it and not an angel from heaven could have arrested it or have saved the people either from the consequences of the Great W a r or o f their own acts. B u t, as I said b efore, it w ill not help us m uch to dw ell on the causes o f the depression. I t is for you to advise me as to what additional practical steps should be taken to carry us w ith the infliction o f as little suffering as possible over the present hurdle and to turn our im m ediate future in such direction as w ill lead us to better tim es. I have already enumerated the financial and other help offered b y the A dm inistration, the expert advice obtained from outside and the attempts at in d u cin g co-operation. In addition those recom m endations made by the M eat Com m ission w hich were cap able o f beingcarried out, have been given effect to. I t m ust be rem embered that as head o f the A dm inistration I had to study the position, and I can assure you that the last twelve m onths have not been spent in idleness. A decision has on ly recently been arrived at w hich w ill in the near future place our financial position on a legal basis and transfer the con trol o f the Land Bank to this A dm inistration, in addition to g iv in g the T erritory its own borrow in g powers. I m ay say that I have personally studied the question of harbour facilities at W alvis B ay on the spot and as already stated w ill give the C ouncil fu ll details. The whole question w ill shortly be discussed b y me w ith the Cabinet and the R ailw ay and H arbour B oard in Cape Tow n. I n conclusion we have this cause for gratitude that there is very little direct taxation in South -W est A frica as com pared with the U nion.

A lle liandelingen derhalve die leiden tot het vertragen, zo niet tot het verhinderen van de instrom in g van nieuw kapitaal behoren a ngstvallig verm eden te w orden. Men kan ternauwernood vervvachten dat de mensen in een tijd van financiele gedruktheid in een vrolik e stem m ing verkeren, maar wanneer er al te veel geklaagd wordt, dan lieeft dit on verm ijdelik een soortvan propaganda tegen de A d m in is tra te tengevolge, gepaard gaande, zoals gew oonlik in zulke gevallen, met onjuiste voorstellin g, en daardoor beleggers van kapitaal af'schrikkend. Ik gevoel m ij daarom verplich t om bij deze eerste zittin g van de vergrote Raad een rede te houden ten einde de nieuwe leden volkom en op de hoogte te brengen van de ware positie en de bijstand in te roepen van de lla a d tot verbetering van de publieke opinie. In de kritiek gericht tegen de A dm inistratie is w ein ig o f niets geweest dat als opbouw end beseliouwd kan w orden, en zuiver afbrekende aanvallen kunnen geen ander gev olg hebben dan het toebrengen van onberekenbaar nadeel aan het Gebied. Y a g e b esch uld igin gen z ijn geu it, zo a ls: —

(1) De A dm in istratie doet zeer w ein ig of niets om het G ebied b ij te staan in zijn financiele strijd o f om zijn hulpbronnen te ontwikkelen. (2) D e Duitse inwoners worden on billik behandeld aangezien zij om voorrechten moeten bedelen (de schoolkwestie als voorbeeld a a n h a len d ); zij zijn verstoken van het verk rijgen van plaatsen kracktens onze nederzettingsw etten; permit-ten om Zuidw est A frik a bin n en te kom en worden bun gew eigerd en een kam panje om hen ekonomies uit te roeien (een V ernichtungskam pf) wordt opzettelik tegen hen gevoerd, verm oedelik door de A dm inistratie. M et het oog op al deze kwade oogm erken van de R egerin g worden Duitsers aangeraden niet him lot aan het onze te verbinden. Na gewezen te hebben op de verregaand on ju iste voorstellingen aangaande het eindbesluit genom en door de A dviserende Raad over de schoolkwestie door D r. R eu n in g zodra deze buiten bereik op de stoom boot was, g in g de A dm inistrateur voort : — Met betrekking tot al deze b esch u ld igin gen , wat z ijn de fe ite n ? Ilet lieeft niet ontbroken aan zin spelingen (Z ie “ D ie Suid-TVest ” van 2 T /1 /2 2 ) dat ik de Duitse inwoners onbehoorlik bevoorrecht en dat het beweerde bedelen, in plaats van tot de A dm inistratie gericht te worden, door deze zelf geschiedt. D e voorw aarden waai’op de Duitsers u itgen odigd werden om bun seholen met de onze saam te smelten, en die tot m ijn genoegen opgenom en z ijn in onze sc.hoolwet, werden door m ij v rijelik aangeboden, slechts een paar weken nadat ik in 1920 m ijn ambt aanvaardde. Deze voorw aarden bevatten voorr-eeliten met betrekking tot voertaal van onderricht, veel groter dan waarop ouders van E ngels- en H ollandssprekende kinderen in de ( nie vandaag aanspraak kunnen maken en worden over liet gel)eel, wat v rijg e v ig h e id betreft, door 011 bevooroordeelde onderw ijsm annen in Z u id -A frik a toeg eju ich t als en ig in bun soort. Het edelm oedige aanbod door m ij gedaan met betrekking tot de K ealschule, n .l. om de kinderen in deze seholen hun voile kursus (die 4-5 ja a r zou duren) te laten voltooien volgens liel D uitse stelsel en op kosten van de A dm inistratie, werd verworpen. In w eerw il daarvan en van het feit dat ten gevolge van het verwerpen van d it aanbod aanm erkelik m inder dan de helft van de Duitse schoolkinderen onze seholen zal bezoeken, liet ik de oorspronkelike voorwaarden bestaan en liet ze opnem en in de schoolw et, in de overtu ig in g dat m ettertijd een volkon)en sam ensm elting tew eeggebracht kan w orden. A lvorens de besch u ld igin g van on billike behan delin g van de D uitse inwoners te bespreken, moet ik in biezonderheden de positie nagaan zoals ik die voiid i)i Oktober 1920, en de stappen sedert door m ij genom en om de positie te verbeteren. D it bren gt lieelwat h erh a lin g mee van lietgeen ik verscheiden m alen in ’ 1 openbaar gezegd heb, maar ik kan dit niet verm ijden , ten eerste om dat in zekere kringen onze pogin gen lioegenaam d niet erkend worden en ten tweede om dat ik het m ijn plieh t acht om de nieuwe leden van de R aad volled ig in te lichten. Toen ik tegen het einde van 1920 als een volkom en vreem deling in dit G ebied aankwam om het verantw oordelike am bt van A dm inistrateur te aanvaarden, was krijgsw et nog van kracht, en was er n og heelwat werk te doen voor lierroeping daarvan. (11) D e voorwaarden van landnederzetting zijn zo lierzien dat settelaars met w ein ig kapitaal doeli gew illig om te werken nu een biezonder goede kans hebben. (12) I)e proefplaatsen zijn geheelenal gereorganiseerd en men lioopt bin n en aclittien maanden driekw art op recbt geteelde b u llen te hebben voor verkoop aan de boeren, en voorziening is ook getroffen voor de verkoop van opreeht geteelde dieren. Speciale term en warden toegestaan voor aankoop van ons surplus stamboekvee en schikkingen worden getroffen voor de ontvangst tot verkoop op onze proefplaatsen van bullen van erkende fokkers in de U n ie zodat onze boeren in de gelegenbeid zullen zijn dezelve zonder verzuim te bekomen voor bet verbeteren van bun vee. Ten aanzien van onze buitengew oon goede kudde karakul scliapen zijn stappen genom en om stamboek ram men van zuiver bloed en type aan te telen daar men raeent dat aangezien de w ilde pelsdieren van de wereld snel aan b et verm inderen z ijn er een goede toekom st voor de karakul industrie is. (13) H et aanleggen van boogst n odige werken h eeft er toe b ijgedragen 0111 werkelooslieid te verm inderen. (14) D oor m iddel van de m agistraten is een dringend verzoek aan krediteuren gerich t 0111 bun scliuldenaren niet te hard op te drukken en persoonlik heb ik de banken gevraagd eveneens te handelen. (15) S chietverenigingen zijn op gerich t en sedert m ijn aankomst heb ik al de afgelegen delen van dit zeer grote G ebied bezoeht. E r zijn n og een paar punted) waarover ik wens iets te zeggen. K ort na m ijn aankomst alhier kwam ik tot de konklusie dat bet de m oeite waard was bet boeren met. beesten op een grote schaal in d it G ebied te ontw ikkelen, doch dat de industrie niet voorgoed zou floreren tenzij een overzeese markt gezocht en gevonden werd. Daar dit vooral een zaak was vooi private ondernemiing deed ik al het m ogelike om de boeren te bewegen voor dit doel saam te werken. Ik beloofde dat de Landbank minstens -30 percent van bet benodigde kapitaal zou versitrekken en speciale financiele h u lp werd aangeboden ora b ij w ijze van een p roef 8,000 beesten op een overzeese m arkt te plaatsen. Onder laatstgenoem d aanbod werd £30,000 ter beschikkin(g van de boeren geplaatst en de kosten van spoorvervoer met een labat, an 50 percent werden door de A dm inistratie voorgeschoten. W egen s gebrek aan orgam satie kon van dit aanbod van de A dm in istratie om te helpen geen gebruik gem aakt worden lo e n ik besefte dat zolang we geen overzeese markt hadden de U nie ons enige markt was herriep ik n iet sleclits de u itvoerbelasting doch d ron g er persoonlik op aan dat onze noordeiike distrikten van karantaine zouden ontheven wordeii en dat de U nie grens g e o p e n d moest worden, kwesties die h ij de U nie autoriteiten berustten. D e karantaine voorwaarden op onze noordeiike distrikten geplaatst zijn in die m ate verzacht dat u itvoer plaats kan vinden en de grens is u iteindelik, dank zij m ijn persoonlike representaties, geopend. Onder m eer p ogin gen door m ij aangewend om de toestand van onze m arkt te ver­ beteren kunnen g-enoemd w o r d e n : betere faciliteiten voor de u itvoer van ons vee per spoor, het verschaffen van koelwagens, intrekking van het verbod om koeien te slachten en m t te voeren, het verschaffen van ekspert advies door de Y lees K om m issie, speciaal bezoek van de beer W o o lla tt om over de m ogelikheden van onze vleesuitvoer verslag te doen, door de beer L oxton , de wolek-spert van de U nie, door de lieer Ila rd v om over de zuivelnijverlieid

verslag te doen, door de lieer M ason 0111 over onze proefplaatsen verslag te doen en voorts liet zenden van twee leden van de R aad van A dvies en de sekretaris van Zuidwest A frik a om de koelkamers te Durban te inspekteren, alsook liet zenden van B aron von Esebeek om de K on ferentie over K ooperatie te Pretoria b ij te wonen. Ik beb ook voortdurend aangedrong-en op betere b aven faciliteiten . Ten slotte toen ik besefte dat liet niet m ogelik was de boeren op zodanige w ijze te organiseren dat zij in staat zouden z ijn zelven een koelkamer schema te ondernem en bood ik aan het voortouw in deze zaak te nem en, m its m ij een v rije hand gegeven w erd. Iedereen is overtu igd dat de U niem arkt te onzeker is om een perm anent afzetgebied voor ons vee te zijn . Ik besef ook dat een onzekere markt zonder tw ijfe l een n ad elig effekt op het krediet van het gebied en vooral op de w aarde van de grond zal hebben en dat het en ige alternatief is een additionele overzeese m arkt voor een deel van of ons gehele surplus vee. D och koelkamers en havenontw ikkeling m oeten hand aan hand gaan en ten einde van de koelkamers een sukses te maken is kontrole van ons surplus vee gebiedend. l)a a r ik spoedig naar de U nie moet vertrekken om zowel kavenverbetering als een koel­ kam er schema m et het K abinet te bespreken zou ik gaarne uw advies hebben en wel in de eerste plants o f de bouw en eksploitatie van koelkamers aan de R egerin g dan w el aan private ondernem ing toevertrouw d behoort te worden, en indien aan private ondernem ing, wat de voorw aarden van het kontrakt behoren te zijn . E erlik gezegd ik heb geen vertrouw en in enige R egerin g voor dienst van deze aard lioewel het sch ijn t dat in een o f twee van de Australiese kolonien de R egerin g een sukses ervan gem aakt heeft. Ik ben ten gunste van private ondernem ing m its aan drie hoogst noodzakelike voorwaarden voldaan woi'dt. Ten eerste, de producenten m oeten volkom en beschermd zijn tegen onbillike beliandeliiig o f ek sp loita tie; ten tweede, m et de werken m oet zo vroeg m ogelik een begin gemaakt worden en ten derde, er m oet een behoorlike b epa lin g zijn dat de boeren, indien zij dit verlangen, de werken na verloop van een zekere term ijn kunnen overnem en. In ieder geval zou ik alle belangliebbenden in Z u id -A frik a en elders een b illik e kans geven om tenders in te zenden voor iets dat een voorrech t van grote waarde voor alle bezigheidsmannen zou zijn alvorens de aanleg van de werken aan de R eg erin g toe te vertrouwen. H et spreekt va n zelf dat de biezonderheden vooralsnog niet openbaar gem aakt kunnen worden, lioewel al de inform atie die ik heb ter beschikking van de R aa d is. Het schema moet eerst met de U nie R e g e rin g besproken worden en dit hoop ik biunen kort te kunnen doen. H et doet m ij genoegen te zien dat zekere mensen in de U nie sehielik grote belangstellin g tonen in onze welvaart, zowel stoffelik als zedelik, doch ik had gehoopt dat m ij gespaard zou zijn het kom plim ent dat b lijk t uit hun vrees dat ik, b ij het overw egen van de belangen van d it G ebied over de toekomst waarvan ik de eer heb in zekere mate te beschikken, voor de verzoeking van acliterbakse methodes bezw ijken zou. E en ander punt dat ik wens aan u duidelik te maken is dat het effekt van de financiele m aatregelen door m ij genom en geweest is het aanm erkelik verm inderen van de belasting in plaats van het verm eerderen van de lasten op het volk, terw ijl als gevolg van de bezu in igin g, behoorlike voorzien ing voor on derw ijs en ontw ikkelingsw erk gem aakt is. A fg ezien van de Basterd Gebied kwestie ten aanzien waarvan men vertrouwt dat een on derlin g bevredigende oplossing gevonden zal w orden, worden d e toekom stige regeringsvorm van Z u idw est A frik a en de status van de vroegere D uitse onderdanen tans zorgvu ld ig overw ogen. N u zal ik in het kort de b esch uldigin g behandelen, dat m ijn D uitse vrienden in Z u id ­ west A frik a niet b illik o f op g elijk e voet o n p a rtijd ig behandeld worden, en dat tegen hen willens en wetens een “ Y ern ich tun gskam pf ” w ordt gevoerd. W a t zijn de feitenP Ik heb reeds gesproken over de ongeevenaard v r ijg e v ig e voorw aarden die in de schoolkwestde werden aangeboden. D eze waren van die aard, dat ze konden w orden aangenom en zonder het zelfrespekt van de Duitsers te wonden o f hun kinderen van de ruim ste gelegenheid te beroven om de D uitse taal en D uitse letterkunde te behouden, te r w ijl de D uitse onderw ijzers die v r ijw illig onder de A dm in istratie kwamen, liberaal behandeld werden. M et betrekking tot plaatsen voor Duitsers onder onze bepalin gen van grondnederzetting, hebben 71 het recht op grondbew ijff verkregen daar 31 toew ijzin gen zijn gedaan en 40 pachten veranderd zijn . M et betrekking tot im m igratie, welke ik een brandende kwestie vond, veroorloofde ik spoedig na m ijn aankomst bier, de gedeporteerde zendelingen terug te keren, terw ijl zoveel onderw ijzers als ben od igd waren door de D uitse on derw ijs autoriteiten perm itten werden gegeven. I n het geheel z ijn er, behalve de gew one perm itten voor bezoeken, sedert 1919 door m ijn voorganger en m ijz e lf perm itten verleend aan 349 m annen, 532 vrouwen en 303 kinderen— een to taal van 1,184 zielen. B ijn a in ieder geval waar iemand die gedeporteerd was vastgoed bezat in Zuidwest A frik a , is een perm it gegeven, zelfs wauneer liij gedeporteerd was wegens ernsitige wetsovertredingen. D och meer direkt neerkom ende op de b esch u ld igin g van een “ Y ern ich tu n gsk a m p f,” of oorlog om onze D uitse vrienden ekonomies te gron de te richten, zou ik de volgende opm erkingen w illen m a k en : — D e reg elin g van de m untkwestie, welke de A dm in istratie een aanm erkelik bedrag kostte, was geheel in het belang van de Duitse gem eenschap. Tot op heden is .£200,000 door de Landbanlt voorgeschoten, waarvan 88 percent is toegekend aan D uitse boeren.

De Dviitse gem eenscbap b eeft v rijg e v ig e vertegen w oordigin g gekregen op de E aa d van A dvies— feitelik 50 percent. TJit w elw illendheid tegenover de Duitsers heb ik een biezondere ambtseed uitgedacht. Voorraden, zoals b .v . m ielies en lu cern e worden van D uitse boeren zelfs tegen hogere p rijs gekocht dan w aarvoor die b ier van u it de U nie gelan d kunnen worden. Kontrakten voor de leverantie van vlees en andere benodigdbeden, voor de spoor­ wegen, worden met D uitse firm a’ s aangegaan. De Duitse gem eenscbap heeft groot voordeel gehad door de lierroeping van de uitvoerbelasting op vee, waardoor zij v r ije markten in de U nie kregen in konkurrentie m et de boeren a ld aa r; zij w orden aangem oedigd zicli aan te sluiten b ij scliietveren igin gen ; de vroegere D uitse am btenaren van de Landwirtschaft-sbank werden vri'jgevig b e b a n d e ld ; het V erband der Y erw ertu n gsverein igu ngen werd een len in g gegeven om de leden van d ie veren igin g, welke Duitsers z ijn , te belpen ; de gemeenscliap van Swakopm und die zuiver D uits is, is geholpen met een v r ije g ift van een aanm erkelike geldsom en met andere geldelike v e rlich tin g ; van verdere geldelike m aatregelen om de bier genoem de toestaand te verlicbten , bebben de D uitsers natuurlik in g elijk e mate voordeel gehad en in enkele opzicliten b ijn a alleen, zoals in het geval van de O orlogsverliezen Schadeloosstelling b eta lin g en ; hoewel het D uits niet als officiele taal geproklam eerd is, wordt die tocb v rije lik gebruikt voor am btelike doeleinden, en in verschillende andere opzicliten is de D u itse gem eenscliap met alle w elw illendheid beliandeld, zodat zij even vrij als enig inw oner van de ITnie 0111 met elk deel van de wereld handel te d rijven . Lettende op de positie van Duitsers in dit G ebied en de bevoegdheden aan de ITnie onder het V redesverdrag toegekend, kan ik m et recht, beweren dat verre van een “ V ernichtungskam pf ” te v o e r e n ,d e oudere b evolk in g niet slechts met grote w elw illendheid, dock edelm oedig is beliandeld. M ijn s inziens is dit de enige ged ragslijn die gevolgd dient te worden wanneer de lessen van de G rote O orlog niet teniet zullen gaan en steeds heb ik getracht na te komen lietgeen ik verklaard beb b ij m ijn aankomst te W in d h oek op 18 Oktober 1920, ten effekte dat de vriendscbapskand van ganser harte gereik t zou worden aan de oudere b evolk in g en dat er vanaf d ie datum in de gem eensohappelike w on ing plek voor hen zou z ijn zowel in de zitkamer als in de kom bu is; niet als een voorrecht, doch als een recht. I k gevoel dat ik belioor te zeggen, dat terw ijl bet onder de om standigheden w ellicht natuurlik is dat de Duitsers enigszins aarzelen om onze p ogin g en te hunnen behoeve te erkennen, en kritiek op onze adm inistratie niet betw isten, bet grootste deel van de D uitse b evolk in g d ie ziensw ijze niet deelt, noch m ijn goede trouw in tw ijfe l trekt. M et betrekking tot de financiele positie van het Gebied kan ik zeggen dat bet klaarb lijk elik , totdat die op w ettige gron dslag werd gesteld, m oeilik , zo niet on m ogelik was een Hi like vooruitstrevende g ed ra gslijn te vorm en. Sedert ik m ijn am bt heb aanvaard beb ik voortdurend alles in het werk gesteld om de toestand in liet reine te brengen en het is te danken aan de edelm oedige en b eleidvolle zienswijze van de Eerste M inister (in wie, ik herhaal bet, de Duitsers b ier en in E uropa geen beter vriend bebben), en zijn k ollega ’ s in bet K abin et, dat Zuidwest Afrilca een ongeevenaarde gelegen h eid is gegeven zich snel te ontw ikkelen. Onder de voorlop ige overeenkom st, welke, daaraan tw ijfe l ik niet, ten slotte zal worden b ek racbtigd , aanvaardt de Zuidw est A frik a A dm inistratie verantw oordelikheid voor de bouw van de Out jo lijn en de W indhoek-K aap ’ s plaats sektie van de G obabis l ijn alsook voor alle tekorten op de eksploitatie van deze lijn e n . D at was noodzakelik om dat de aanleg van deze lijn en n iet kon ondernom en worden door de ITnie Spoorw egen en H avens Haad b ij gebreke van Parlem ents raachtiging, en wachten zou vertra gin g ten nadele van Zuidwest A frik a betekend bebben. De Spoorw egen en Havens van het Gebied zullen bescliouwd worden deel n it te maken van het ITnie Spooiw egstelsel en de ITnie Spoorwegen en H avens A dm inistratie stelt zich verantw oordelik voor de Zuidwest A frik a spoorwegen en havensschuld, voor alle tekorten op eksploitatie van voorbeen, tans en in de toekomst, bebalve op de twee bovengenoem de lijn e n , en ook voor toekom stige spoorw egen en havens aanleg, terw ijl deze A dm in istratie van tijd tot tijd de meest volled ige in lic b tin g zal k rijgen betreffende de spoorwegen en liavens in d it G ebied. B ebalve bet spoorwegen en havens aanzicht van de iinanciele toestand n eeit de R egerin g erin toegestem d zijn eis voor £2,000,000 die de ITnie schatkist uitgegeven beeft ten behoeve van deze A dm inistratie k w ijt te scbelden, de kosten van de veldtocbt geheel daargelaten, met bet g ev olg dat ten eerste, Zuidwest A frik a gelieel zonder scliuld b e g m t ; ten tweede, dat Zuidw est A frikaans geld, onder beheer van de Bewaarder van Y ljandseigendom beschikbaar is voor kapitaaluitgaven in het G eb ied ; ten derde, dat de Landbank onder kontrole van deze A dm inistratie is gesteld en ten vierde dat het G ebied leningsbevoegdheid gegeven zal w orden tot u itvoerin g van zodanige ontwerpen en ontwikkelm gswerken als bet Uitvoerend B ew ind van de ITnie van tijd tot tijd m oge goedkeuren. D o cb natuurlik w ordt verw acbt dat bet Gebied z icb zelf zal bedruipen, d.w .z, zijn eigen inkomsten zal befEen en verantw oordelik zal zijn voor zijn eigen uitgaven. Men ziet dus dat bet U nie K abinet bet G ebied b ij de eerste stappen op zijn loopbaan edelm oedig bebandeld heeft en ik vertrouw dat m ijn raadslieden m ij zullen bijstaan de feiten voor het publiek te leggen en daarbij te belpen dat alien zullen beseften dat spot en m in acbtin g, in plaats van te b elp en , alleen ten gevolge zullen hebben dat bet krediet van het G ebied zal lijd en en zijn ontw ikkeling zal w orden belem m eid.

Ik kan m eedelen dat, de hondebelasting proklam atie, zijn lioofdd oel bereikt hebbende, lk besloten lieb de belasting vanaf 1 A p ril met 50 percent te verm in d eren . Ook ben ik bereid een andere vorm van belasting als b ijv . een “ belasting op verkoop ” te overwegen ter vervangin g van de zo slecbt ontvangen “ om zet-belastin g.” Nu kom ende tot de tegenw oordige ekonomiese positie, welke liet eerste punt vorm t ter bespreking op de agenda, kan ik zeggen dat ik b ij m ijn aankonist alhier, zoals reeds gezegd, bevond dat een ernstige depressie in zaken zicb met vern ietigen de hardnekkigheid g in g tonen terw ijl de boeren in verschillende kampen waren en b lijk b a a r n iet in staat zicb zo te organiseren dat zij in staat worden zijn zicb de geldelike bu lp die ik aanbood, ten nutte te maken. D e tegenw oordige toestand is on getw ijfeld b oogst ernstig, zo n iet bopeloos. Of'scboon ik degelike bulp lieb verschaft, s cb ijn t die wegens de diep gew ortelde oorzaken van de depressie en de gevolgelike gebroken veerkracbt van de bevolkin g, van lcunstmatige en voorbijgaan de aard te zijn geweest. Ofschoon bet geen nut lieeft te diep in te gaan op de oorzaken van de depressie, zal een kort overzicht ervan w ellich t niet van belang ontbloot zijn. D e grote m ogendheden van E uropa verkracbtten de staathuishoudkundige wetten van de wereld door zicb aan de Groote O orlog te w agen. W ij kunnen niet liopen te ontsnappen aan bet deelhebben in de gevolgen , en daar Zuidw est A frik a direkt in de o o rlog betrokken was, werd bet zwaar getroften. D ocb deze aanleidingsoorzaak daargelaten, z ijn er ondergeschikte oorzaken, zoals grote spilzucbt en spekulatie gedurende de laatste jaren, zonder te denken aan bet betalen van scbulden. Z elfs ira is de u itgave voor zekere w eeldeartikelen ontstellend. U it een ruwe b e cijfe r in g vind ik dat d it G ebied in het a fgelop en jaar w ijn , brandew ijn, w bisk y en andere spiritualien invoerde tot een m ate van ongeveer zeven gallon per lioofd van de blanke m annelike volwassenen en deze boeveelbeid drank is verbruikt boven en behalve de plaatselike w ijn e n en biersoorten en het drankverbruik op de spoorwegen. V erder is m ij m eegedeeld dat zo iets als een kwart m illioen pond sterling uitgegeven is aan m otorkarren. De scbubl van de b evolk in g, de boeren in d it Gebied ingesloten, komt, naar ik verneem, op tussen de vier en v i jf m illioen pond sterling en dat bedrag voor een bevolk in g van m inder dan 7,000 m annelike volwassen blanken, ingesloten civiele beambten, geeft ruim schoots bew ijs van gebrek aan voorzicbtigb eid . B ovendien verneem ik uit betrouwbare bron dat gedurende de jongste jaren een bedrag van tussen 1;| en 1-J, m illioen pond sterling bet Gebied verlaten lieeft om te spekuleren in papieren marken. H et gebele Gebied s cb ijn t derbalve te veel kapitaal te bebben en de m ate tot welke krediet gegeven w erd, s cb ijn t aan te duiden dat de depressie d it land onvoorbereid von d, en derbalve s cb ijn t het dat de ban ken en geldschieters even laakbaar z ijn als ieder ander. Andere oorzaken van de depressie zijn het sluiten van de diam antm ijnen w aarvoor, om rechtvaardig te z ijn , de m aatschappij onm ogelik kan geblam eerd w ord en ; het ontbreken van een standvastige m arkt voor ons vee en onze p ro d u k te n ; de beperkin g van onze plaatse­ like markt en het stilstaan van onze nijverh eids en algem ene ontw ikkeling. E venals alle andere landen lijd t Zuidwest A frik a bovendien aan een overvloed van deskundigen op ieder dankbaar gebied, d ocb te rw ijl beweerd w ordt dat de kranke stervende is, stellen deze uitstekende geneesheren zich tevreden m et bet verkondigen van algem eenheden over geneeskunst, zonder een geneesm iddel voor de biezondere ziekte aan de hand te doen. Ik beweer m ijn e heren, dat het onder deze om standigheden niet b illik is deze A dm inistratie de scliuld te geven van de tegenw oordige depressie. G rotendeels en voornam elik is het volk zelf te blam eren, en zelfs geen engel uit de liem el zou de depressie hebben kunnen tegenliouden of de mensen liebben kunnen redden hetzij van de gevolgen van de G rote O orlog o f van hun eigen daden. M aar zoals ik reeds zeide, zal het ons w ein ig helpen de oorzaken van de depressie te bespreken. H et staat aan u m ij te raden aangaande welke verdere praktiese m aatregelen genomen zouden kunnen worden om ons zo w ein ig m ogelik lijden te berokkenen bij bet overkom en van de tegenw oordige hindernis en onze onm iddellike toekomst in zulke ric'hting te sturen als ons naar betere tijd en zal voeren. Ik m aakte reeds m eld in g va n de geldelike en andere bulp door de A dm inistratie aangeboden, alsook van de deskundige raad van buiten af verkregen en van de pogingen om samenwerking te verk rijgen . B ovendien is uitvoerin g gegeven, waar m ogelik, aan de aanbevelin gen van de Y lees Kom m issie. ' Men m oet niet over het h oofd zien dat ik als h oofd van de A dm in istratie de toestand moest bestuderen, en ik kan u de verzekering g'even dat de afgelopen tw aalf maanden niet in luihead zijn doorgebracht. 1 Eerst kort geleden is een besluit genom en dat onze geldelike toestand in de naaste toekomst op w eftige grondslag zal stellen en de kontrole over de Landbank onder deze A dm in istratie zal brengen, behalve het aan het Gebied geven van zijn eigen leningsbevoegdlieid. Ik kan zeggen dat ik persoonlik de kwestie van havengerieven te W alvisb aa i ter plaatse bestudeerd h ebben, zoals reeds gezegd, zal ik de R aad volled ige biezonderheden geven. Binnenkort zal de gebele kwestie door m ij m et het K abinet en de Spoorwegen en H avensraad te Kaapstad w orden besproken. \ Ten slotte hebben w ij deze reden tot dankbaarheid, dat er in Zuidwest A frik a , vergeleken met de ITnie, zeer w ein ig direkte belasting is.
