SUB BAGIAN A - UMUM

Aerodrome certificate A certificate issued by the DGCA under Subpart B of these regulations for operation of an aerodrome.
Aerodrome facilities and equipment Any facilities and equipment, inside or outside the boundaries of an aerodrome that are constructed or installed and maintained for the arrival, departure and surface movement of aircraft. Aerodrome Manual A manual included in an application for aerodrome certificate pursuant to the regulations of this Part, including any amendments to the manual accepted by the DGCA. Aerodrome operator In relation to a certificated aerodrome, the holder of the Aerodrome Certificate for that aerodrome is the aerodrome operator.

Fasilitas dan peralatan aerodrome Adalah semua fasilitas dan peralatan baik di dalam maupun di luar batas-batas aerodrome, yang dibangun atau dipasang (di-instalasi) dan dipelihara untuk tujuan melayani kedatangan, keberangkatan dan permukaan pergerakan pesawat udara Aerodrome manual Adalah dokumen yang terdiri dari data dan informasi operasional, prosedur pengoperasian dan prosedur perawatan fasilitas aerodrome termasuk semua perubahannya yang telah disetujui oleh Direktorat Jenderal Perhubungan Udara. Penyelenggara Aerodrome (Aerodrome Operator) Adalah unit pelaksana teknis / satuan kerja aerodrome, pada aerodrome yang diselenggarakan oleh pemerintah, pemerintah propinsi kabupaten/ kota dan unit pelaksana dari badan usaha Bandar udara. Dalam kaitan dengan aerodrome yang bersertifikat, merupakan pemegang sertifikat.
Apron A defined area on a land aerodrome, intended to accommodate aircraft for purposes of loading or unloading of passengers, mail or cargo, fuelling, parking or maintenance. Certified aerodrome An aerodrome whose operator has been granted an aerodrome certificate is a certified aerodrome. Manoeuvring area That part of an aerodrome to be used for the takeoff, landing and taxying of aircraft, excluding apron(s), is called the manoeuvring area. Manual of Standards The document called ‘Manual of Standards - Part 139 Aerodromes’ published by DGCA, as in force from time to time. Marker An object displayed above ground level in order to indicate an obstacle or delineate a boundary. Marking A symbol or group of symbols displayed on the surface of the movement area in order to convey aeronautical information. Maximum carrying capacity In relation to an aircraft means the maximum passenger-seating capacity or the maximum payload permitted under the aircraft’s certificate of type approval. Maximum passenger-seating capacity In relation to an aircraft means the maximum number of seats for passengers permitted under the aircraft’s certificate of type approval. Movement area That part of the aerodrome to be used for the takeoff, landing and taxiing of aircraft, consisting of the manoeuvering area and the apron(s) is called the movement area. Obstacle In relation to an aerodrome, obstacle means all fixed (whether temporary or permanent) and mobile objects, or parts thereof, that are located on an area intended for the surface movement of aircraft or that extend above a defined surface intended to protect aircraft in flight.
Apron Adalah daerah tertentu pada aerodrome di darat, yang digunakan untuk tempat naik turun penumpang, bongkar muat kargo atau pos, pengisian bahan bakar, parkir atau perawatan pesawat udara. Kemampuan Angkut Maksimum (Maximum Carrying Capacity) Adalah maksimum kapasitas tempat duduk pesawat udara atau maksimum beban angkut pesawat udara berdasarkan sertifikat tipe of approval pesawat udara; Maksimum Kapasitas Tempat Duduk Pesawat Udara (Maximum Passenger Seating Capacity) Adalah jumlah maksimum tempat duduk penumpang di pesawat udara berdasarkan sertifikat type pesawat udara; Daerah Pergerakan (Movement Area) Adalah bagian aerodrome yang dipergunakan untuk lepas landas, mendarat dan bergerak (taxi) oleh pesawat udara, yang terdiri dari manoeuvering area dan apron. Obstacle Adalah objek benda tetap (permanen atau sementara ) dan objek benda bergerak, atau bagian dari keduanya, yang terletak pada suatu wilayah yang digunakan untuk pergerakan pesawat udara di permukaan atau yang ketinggiannya melebihi permukaan tertentu yang dimaksudkan untuk menjaga keselamatan pesawat udara yang sedang dalam penerbangan (in flight).
Obstacle free zone (OFZ) In relation to an aerodrome, OFZ means the airspace above the inner approach surface, inner transitional surfaces, the balked landing surface and that portion of the runway strip bounded by these surfaces, that is not penetrated by any fixed obstacle other than a low-mass and frangibly mounted one required for air navigation purposes. Obstacle limitation surfaces (OLS) A series of surfaces that define the volume of airspace at and around an aerodrome to be kept free of obstacles in order to permit the intended aeroplane operations to be conducted safely and to prevent the aerodrome from becoming unusable by the growth of obstacles around the aerodrome. Runway strip A defined area including the runway and stopway, if provided, intended to: a) reduce the risk of damage to aircraft running off a runway; and b) protect aircraft flying over it during take-off or landing operations. Safety management system A system for the management of safety at aerodromes including the organizational structure, responsibilities, procedures, processes and provisions for the implementation of aerodrome safety policies by an aerodrome operator, which provides for control of safety at, and the safe use of, the aerodrome. Taxiway strip An area including a taxiway intended to protect an aircraft operating on a taxiway and to reduce the risk of damage to an aircraft accidentally running off the taxiway.
Obstacle Free Zone Adalah suatu ruang udara yang terletak di atas inner approach surface, inner transitional surface, balked landing surface dan bagian dari runway strip yang di batasi oleh ketiga surface, yang tidak boleh ditembus / dilewati oleh suatu obstacle tetap kecuali yang berupa benda-benda yang ringan (low mass) dan mudah patah (frangibly), yang diperlukan untuk navigasi penerbangan; Obstacle Limitation Surface Adalah rangkaian permukaan yang membentuk ruang udara di dan sekitar operasi aerodrome, yang harus bebas dari obstacle agar operasi pesawat udara dapat dilaksanakan dengan selamat dan untuk mencegah aerodrome menjadi tidak dapat dioperasikan karena adanya obstacle yang tumbuh di sekitar aerodrome. Safety Management System Adalah suatu sistem untuk manajemen keselamatan pada aerodrome yang meliputi struktur organisasi, tanggung jawab, prosedur, proses dan peraturan dalam melaksanakan kebijakan keselamatan aerodrome oleh penyelenggara aerodrome, yang melaksanakan pengawasan keselamatan, dan pengoperasian aerodrome.

(4) If an aerodrome manual is not required to be submitted, an application must be in the approved form and must be accompanied by: (a) the information about the aerodrome required by Appendix 3 including a diagram of the aerodrome in accordance with that Appendix; and (b) a written statement, signed by a DGAC officer, or other person approved by DGAC, to the effect that: (i) the officer or person has conducted a safety inspection of the aerodrome; and (ii) the aerodrome meets all applicable aerodrome standards and is safe for operation; and (c) the name or names and contact details of the person or persons who are to be the reporting officers for the aerodrome. (d) For the purposes of this sub regulation 139.23(4)(b), DGAC may consider a person meeting the conditions specified in Appendix 5 as acceptable to perform a safety inspection of an aerodrome and to sign a statement confirming compliance with applicable aerodrome safety standards. 139.25 Grant of an aerodrome certificate (1) In respect of an aerodrome certification application to which subregulation 139.23(3) is applicable, DGAC must grant an aerodrome certificate to an applicant if: (a) the aerodrome facilities, services and equipment are in accordance with the standards specified for a certified aerodrome in the Manual of Standards Part 139 Aerodromes; and (b) the aerodrome operating procedures make satisfactory provision for the safety of aircraft; and (c) an aerodrome manual that contains all relevant information for the aerodrome has been prepared and is in accordance with the requirements of regulation 139.47; and (d) the DGAC is satisfied that the applicant would be able properly to operate and maintain the aerodrome. (e) With effect from 24 November 2005, DGAC must additionally be satisfied that the aerodrome operator has an acceptable aerodrome safety management system in operation at the aerodrome.

139.25 Pemberian Sertifikat Operasi Aerodrome (1) Direktur Jenderal Perhubungan Udara akan menerbitkan sertifikat operasi aerodrome apabila, : (a) Tersedia fasilitas dan peralatan sesuai dengan standar petunjuk teknis pengoperasian aerodrome (MOS Part 139); (b) Tersedia prosedur pengoperasian aerodrome untuk menjamin keselamatan pesawat Udara, dan; (c) Tersedia panduan pengoperasian aerodrome (aerodrome manual) yang memuat semua informasi tentang aerodrome dan sesuai dengan persyaratan dari peraturan 139.47; dan (d) Dirjen Perhubungan Udara meyakini bahwa pemohon sertifikat dapat mengoperasikan dan mempertahankan kondisi aerodrome. (e) Mulai tanggal 24 November 2005, Pemegang sertifikat Operasi Aerodrome harus memiliki dan melaksanakan safety management system.

(2) Before suspending or canceling an aerodrome certificate, DGAC must: (a) give to the certificate holder a show cause notice that: (i) sets out the facts and circumstances that, in the opinion of DGAC, would justify the suspension or cancellation; and (ii) invites the certificate holder to show cause, in writing, within 30 days after the date of the notice, why the certificate should not be suspended or cancelled; and (b) take into account any written submissions that the certificate holder makes to DGAC within the time allowed under Part 139.33 (2) (a) (ii).

139.37 Cancellation of an aerodrome certificate at request of holder (1) If an aerodrome certificate holder wishes to surrender the certificate, the holder must give DGAC not less than 30 days written notice of the date on which the holder nominates the certificate surrender to be effective. (2) DGAC must cancel the aerodrome certificate on the date specified in the notice and arrange for: (a) the cancellation to be notified by NOTAM; and (b) details about the aerodrome to be removed from AIP. 139.39 Temporary aerodrome certificate (1) DGAC may grant a temporary aerodrome certificate to an applicant if DGAC is satisfied that the applicant will be able to properly operate and maintain the aerodrome for the duration of the temporary certificate.
(2) A temporary aerodrome certificate must not be granted for a period longer than 60 days. (3) When DGAC assesses an application and decides to issue a certificate, it will (a) tell the applicant, in writing, that the aerodrome is certified; and (b) publish details of the aerodrome in Aeronautical Information Publication Indonesia Subpart C – Aerodrome Manual 139.41 Preparation of aerodrome manual (1) An aerodrome operator subject to the provisions of subregulation 139.23(3) must have an aerodrome manual for the aerodrome in accordance with the requirements of this subpart. 139.43 Form of aerodrome manual (1) The aerodrome manual shall be a formal document that is : (a) signed by the aerodrome operator; (b) typewritten or printed; (c) organized in a format that is easy to revise to facilitate preparation, review and amendment; (d) produced in a manner that provides a system for denoting: (i) the currency of pages and amendments there to;
139.37 Pembatalan Sertifikat Operasi Aerodrome atas Permintaan Penyelenggara Aerodrome (1) Permohonan pembatalan Sertifikat Operasi Aerodrome harus disampaikan secara tertulis oleh Penyelenggara Aerodrome kepada Direktur Jenderal Perhubungan Udara selambat-lambatnya 30 (tiga puluh) hari sebelum tanggal pembatalan dilakukan; (2) Direktur Jenderal Perhubungan Udara harus mencabut sertifikat sesuai dengan tanggal pencabutan dan : (a) pencabutan diberitahukan melalui NOTAM (b) data aerodrome dihilangkan/dihapus dari AIP
139.39 Sertifikat Operasi Aerodrome Sementara (Interim Aerodrome Certificated) (1) Direktur Jenderal Perhubungan Udara dapat memberikan Sertifikat Operasi Aerodrome Sementara (Interim Aerodrome Certificated) kepada pemohon apabila diyakini dapat dengan baik mengoperasikan dan melakukan perawatan terhadap Aerodrome selama masa berlakunya sertifikat sementara. (2) Sertifikat Operasi Aerodrome sementara (Interim Aerodrome Certificated) tidak dapat diberikan untuk jangka waktu lebih dari 60 (enam puluh) hari. (3) Jika Direktur Jenderal Perhubungan Udara menilai dan memutuskan untuk menerbitkan sertifikat, akan : (a) memberitahu pemohon, secara tertulis bahwa aerodrome tersebut telah diterbitkan sertifikat ; (b) menerbitkan/mengumumkan data lengkap aerodrome dalam AIP Indonesia Subpart C – Panduan Pengoperasian Aerodrome (Aerodrome Manual) 139.41 Penyiapan Panduan Pengoperasian Aerodrome (Aerodrome Manual) (1) Penyelenggara Aerodrome harus memiliki Panduan Pengoperasian Aerodrome sesuai persyaratan dalam 139.23(3) ketentuan ini. 139.43 Format Panduan Pengoperasian Aerodrome (1) Ketentuan Panduan Pengoperasian Aerodrome sebagai berikut : (a) ditandatangani oleh Penyelenggara Aerodrome; (b) dalam bentuk ketikan atau cetakan; (c) dijilid dalam bentuk yang mudah untuk memasukkan perubahan dan penggantian; (d) disediakan sistem : (i) Penataan perubahan dan penggantian yang telah dilakukan;

(3) Penyelenggara Aerodrome dilarang menunjuk seseorang sebagai petugas pelaporan, bila yang bersangkutan belum diberikan pelatihan sesuai ketentuan dalam Standar Teknis Aerodrome.

139.83 Notice of deviation (1) This regulation applies if a deviation from a procedure set out in the aerodrome manual for a certified aerodrome is made to ensure the safety of aircraft. (2) The operator of the aerodrome must tell DGAC, in writing, of the deviation within 30 days after the deviation was made.
139.85 Aerodrome markings (1) The operator of a certified aerodrome must mark the following areas of the aerodrome in accordance with the standards set out in the Manual of Standards: (a) the movement area; (b) any unserviceable area; (c) any works area on or near the movement area. (2) The operator must ensure that all aerodrome markings are maintained in accordance with the standards set out in the Manual of Standards. (3) In this Part: unserviceable area means a part of the movement area that is unavailable for use by aircraft. works area means a part of the aerodrome in which maintenance or construction works are in progress that may endanger the safety of aircraft.
139.81 Prosedur Panduan Pengoperasian Aerodrome (Aerodrome Manual Procedure) (1) Penyelenggara Aerodrome wajib mengoperasikan dan melakukan pemeliharaan terhadap Aerodrome sesuai dengan prosedur yang ditetapkan dalam Panduan Pengoperasian Aerodrome, kecuali ada ketentuan lain yang diterbitkan oleh Direktur Jenderal Perhubungan Udara. (2) Direktur Jenderal Perhubungan Udara dapat menginstruksikan Penyelenggara Aerodrome untuk mengubah prosedur yang telah ditetapkan dalam Panduan Pengoperasian Aerodrome, apabila diperlukan, untuk kepentingan keselamatan pengoperasian pesawat udara. (3) Penyelenggara aerodrome harus mematuhi peraturan butir 2 (dua) di atas. 139.83 Pemberitahuan Tentang Penyimpangan (1) penyimpangan terhadap prosedur dalam Panduan Pengoperasian Aerodrome dapat dilakukan oleh penyelenggara aerodrome bersertifikat untuk menjamin keselamatan operasi pesawat udara. (2) Penyelenggara aerodrome wajib dilaporkan secara tertulis kepada Direktorat Jenderal Perhubungan Udara perubahan atau penyimpangan Panduan Pengoperasian Aerodrome selambat-lambatnya 30 (tiga puluh) hari, terhitung sejak perubahan atau penyimpangan dilakukan. 139.85 Marka Aerodrome (Aerodrome Marking) (1) Penyelenggara Aerodrome harus memberi marka sesuai dengan Standar Teknis Aerodrome pada : a. Daerah Pergerakan; b. Setiap Unserviceable Area; c. Setiap Work Area pada atau dekat Daerah Pergerakan. (2) Penyelenggara Aerodrome harus menjamin bahwa semua Marka Aerodrome dirawat sesuai dengan Standar Teknis Aerodrome. (3) yang dimaksud dengan :
Unserviceable Area adalah bagian dari movement area yang tidak dapat dipergunakan untuk penggerakan pesawat udara; Work Area adalah daerah operasi Aerodrome yang dipergunakan sebagai tempat pemeliharaan atau pekerjaan pembangunan/ konstruksi sedang berjalan yang dapat membahayakan keselamatan operasi pesawat udara
139.87 Signal area (1) The operator of a certified aerodrome that does not have a continuous air traffic service provided by air traffic control during the day must provide a signal area in accordance with the standards set out in the Manual of Standards. (2) The operator of a certified aerodrome must display an appropriate signal in the signal area in any circumstances set out in the Manual of Standards that require such a signal to be displayed. (3) The operator of a certified aerodrome must ensure that the signal area and any signal displayed in it are clearly visible to any aircraft intending to use the aerodrome.
139.87 Signal Area (1) Penyelenggara Aerodrome yang tidak mempunyai pelayanan Lalu Lintas Udara oleh Air Traffic Control secara terus menerus, harus menyediakan signal area, sesuai dengan Standar Teknis Aerodrome. (2) Penyelenggara Aerodrome bersertifikat, harus memasang signal area yang memadai, sesuai dengan Standar Teknis Pengoperasian Aerodrome (MOS 139). (3)
Penyelenggara Aerodrome bersertifikat, harus menjamin bahwa signal area yang dipasang dapat dilihat dengan jelas oleh pesawat udara yang beroperasi di Aerodrome tersebut.

(2) DGAC may exempt the operator from compliance with subregulation (1) only if DGAC is satisfied that surface wind information is passed to the pilots of aircraft approaching the runway by: (a) an automatic weather observing system that: (i) is compatible with aviation weather observing systems; and (ii) provides surface wind information through an aerodrome weather information broadcast; or (b) an approved observer having a communication link with pilots through which timely information about surface wind can be clearly passed to pilots; or (c) any other approved means of providing surface wind information.
139.91 Petunjuk Arah Angin (Wind Direction Indicator)– Persyaratan Landas Pacu tertentu (1) Apabila landas pacu pada Aerodrome yang bersertifikat yang digunakan untuk operasi non-precision approach, maka Penyelenggara Aerodrome wajib menjamin bahwa pada posisi dekat ujung setiap landas pacu tersedia wind direction indicator. (2) Direktur Jenderal Perhubungan Udara dapat memberikan pembebasan ketentuan (exemption) sebagaimana dimaksud pada butir 1 (satu) apabila informasi surface wind yang disampaikan kepada pilot dengan cara : (a) Sistem pengamatan cuaca otomatis, yang : (i) Selaras (compatible) dengan sistem pengamatan cuaca penerbangan; dan (ii) Memberikan informasi angin permukaan melalui Penyiaran Informasi Cuaca di aerodrome (Aerodrome Weather Information Broadcast), atau (b) Pengamat cuaca resmi mempunyai hubungan komunikasi langsung dengan pilot, atau (c) Fasilitas resmi lain yang disediakan untuk memberikan informasi angin permukaan.
139.93 Visual approach slope indicator system (1) The operator of a certified aerodrome must, in accordance with the standards for visual approach slope indicator systems set out in the Manual of Standards, provide an approved visual approach slope indicator system for the end of a runway at the aerodrome if that end is regularly used as the approach end for jetpropelled aircraft conducting passenger air transport operations. Note At the commencement of this regulation, the visual approach slope indicator systems approved by DGAC are the systems known as T-VASIS, ATVASIS,PAPI and APAPI. (2) DGAC may direct the operator of a certified aerodrome to provide an approved visual approach slope indicator system for the approach end or ends of a runway to which subregulation (1) does not apply, if DGAC considers it necessary in the interests of the safety of air navigation. (3) The operator must comply with a direction given to the operator under subregulation (2).
139.93 Visual Approach Slope Indicator System (1) Penyelenggara Aerodrome bersertifikat harus memasang visual approach slope indicator system di ujung landas pacu sesuai dengan Standar Teknis Pengoperasian Aerodrome, apabila ujung landasan tersebut secara teratur (regular) digunakan sebagai approach runway untuk jenis pesawat jet/turbo prop; Catatan : visual approach slope indicator system yang disetujui oleh Dirjen Perhubungan Udara adalah system yang disebut T-VASIS, AT-VASIS, PAPI, dan APAPI (2) Apabila dipandang perlu, untuk kepentingan keselamatan navigasi penerbangan, Direktur Jenderal Perhubungan Udara dapat menginstruksikan kepada Penyelenggara Aerodrome untuk memasang visual approach slope indicator system yang diakui (approved) pada ujung landasan atau akhir pendekatan dalam butir 1 (satu) tidak diterapkan; (3) Penyelenggara Aerodrome harus mematuhi semua ketentuan butir 2 (dua).
139.97 Checking of lighting systems (1) The operator of a certified aerodrome must not put a new lighting system of a kind (b) an electrical engineer or a licensed electrician has checked the system for compliance with any applicable electrical specifications and technical standards set out in the Manual of Standards. (2) If checking compliance with a specification requires the use of survey instruments, the operator must ensure that the checking is done by: (a) a person with a degree, diploma or certificate in surveying or civil engineering; or (b) a person with experience and competence in surveying that is acceptable to CASA. (3) For subregulation (1), the kinds of lighting systems are as follows: (a) an approach lighting system; (b) a runway lighting system for instrument approach runways; (c) a visual approach slope indicator system for jetpropelled aircraft (other than a system intended for use on a temporary basis for a period not longer than 30 days);
139.97 Pemeriksaan Lighting System (1) Penyelenggara Aerodrome bersertifikat dilarang memasang Lighting Sistem Aerodrome baru (b) Pemeriksaan atau pengecekan (flight check) terhadap system sesuai dengan ketentuan yang berlaku; dan (1) Pemeriksaan atau pengecekan terhadap kesesuaian system dengan spesifikasi kelistrikan dan Standar Teknis Aerodrome. (2) Apabila pemeriksaan terhadap pemenuhan spesifikasi memerlukan peralatan/instrumentasi survey, Penyelenggara Aerodrome harus memastikan bahwa pemeriksaan dilakukan oleh personil yang mempunyai kemampuan dan pengalaman melaksanakan survey dimaksud, dan diakui oleh Direktur Jenderal Perhubungan Udara. (3) Jenis Lighting system pada butir 1 (satu). meliputi : (a) Approach lighting system; (b) Runway lighting system untuk instrument approach runway; (c) Visual approach slope indicator system untuk pesawat jet/turbo prop (system lain yang dimaksudkan untuk penggunaan sementara dengan periode tidak lebih dari 30 hari).
139.99 Airport emergency committee (1) An aerodrome operator who is obliged to produce an aerodrome manual must establish an airport emergency committee. (2) The committee must include a representative from any fire, police, medical or other emergency service that, having regard to the location of the airport, would be likely to be asked to assist if there were an emergency at the airport 139.101 Airport emergency plan (1) The airport emergency committee must prepare an airport emergency plan. (2) The plan must include: (a) procedures for coordinating the responses of all emergency service organizations referred to in the plan; and (b) any other matters that are required by the Manual of Standards to be included in the emergency plan. (3) The committee must review the emergency plan at least once a year and make any changes to the plan that are necessary to ensure that it operates properly. (4) The review must be carried out in consultation with the emergency service organizations referred to in the emergency plan. (5) As soon as practicable after an emergency exercise has been carried out, or if an emergency has occurred as soon as practicable after the emergency, the aerodrome operator must arrange for the committee to: (a) review the effectiveness of the responses to the exercise or the emergency; and (b) assess the adequacy of the emergency plan to deal with emergencies at the aerodrome; and mentioned in subregulation (3) into service at the aerodrome unless both of the following requirements are satisfied : (a) a flight check of the system has been conducted by an approved organisation; and (b) take such corrective action as is necessary to ensure that the plan operates properly. (6) The operator must ensure that: (a) records of each review of the emergency plan carried out under this regulation are made; and (b) each record is retained for at least 3 years after the review to which the record relates was carried out.
139.99 Komisi Penanggulangan Gawat Darurat Bandara (1) Penyelenggara Aerodrome wajib membentuk Komisi Penanggulangan Gawat Darurat Bandara; (2) Komisi Penanggulangan Gawat Darurat Bandara, terdiri dari wakil instansi Pemadam Kebakaran, Kepolisian, Kesehatan/ Rumah Sakit atau Instansi penanggulangan darurat lainnya di sekitar lokasi Bandara yang paling memungkinkan untuk diminta bantuannya apabila terjadi keadaan darurat di bandara; 139.101 Airport Emergency Plan (1) Komisi Penanggulangan Gawat Darurat Bandara wajib menyiapkan Rencana Penanggulangan Keadaan Darurat (Airport Emergency Plan). (2) Airport Emergency Plan harus memuat tentang : a. Prosedur koordinasi antar semua organisasi/unit kerja yang terkait dengan pelayanan keadaan darurat; b. Hal-hal yang dipersyaratkan Standar Teknis Pengoperasian Aerodrome dicantumkan dalam Airport Emergency Plan. (3) Komisi Penanggulangan Gawat Darurat Bandara harus meninjau kembali Airport Emergency Plan selambatlambatnya 1 (satu) kali dalam setahun dan membuat perubahan yang diperlukan untuk menjamin bahwa Airport Emergency Plan dapat beroperasi dengan baik. (4) Peninjauan Airport Emergency Plan harus berkonsultasi dengan organisasi/unit kerja yang terkait. (5) Setelah keadaan darurat terjadi atau setelah latihan penanggulangan keadaan darurat dilaksanakan, Penyelenggara Aerodrome harus mengupayakan agar Komisi Penanggulangan Gawat Darurat Bandara melakukan hal-hal sebagai berikut : a. Peninjauan ulang efektifitas langkah-langkah atau tindakan-tindakan (respon) terhadap keadaan darurat di Aerodrome; dan b. Penilaian terhadap Emergency Plan dianggap sudah memadai untuk menanggulangi keadaan darurat di Aerodrome apabila telah memenuhi hal-hal di bawah ini; (a) Flight check dilakukan oleh organisasi yang ditunjuk (b) Mengambil langkah-langkah korektif yang diperlukan untuk menjamin agar Airport Emergency Plan dapat beroperasi dengan baik. (6) Penyelenggara Aerodrome harus menjamin : a. Catatan setiap peninjauan ulang terhadap Airport Emergency Plan harus dibuat; b. Setiap catatan sebagaimana dimaksud butir a, harus disimpan sekurang-kurangnya 3 (tiga) tahun setelah peninjauan ulang terkait dilakukan.
139.103 Testing of airport emergency plan (1) Subject to this regulation, an aerodrome operator must conduct a full-scale emergency exercise at least once every 2 years to test: (a) the coordination of the emergency service organisations referred to in the airport’s emergency plan; and (b) the adequacy of the procedures and facilities provided for in the plan. (2) If a real emergency occurs at the aerodrome within 6 months before an emergency exercise is due, the operator may ask DGAC to extend the period within which the next full-scale emergency exercise must be conducted. (3) DGAC must grant the request if it is satisfied that: (a) all emergency service organisations referred to in the plan responded to the real emergency; and (b) the real emergency adequately tested the plan. (4) In granting the request, DGAC may extend the period for a full-scale exercise until the end of 2 years after the real emergency occurred. (5) An aerodrome operator must conduct a partial emergency exercise in the intervening year between full-scale exercises (or real exercises, if applicable) to ensure any deficiencies found during the full-scale exercise have been corrected. (6) The airport emergency plan shall observe human factor principles to ensure optimum response by all participating agencies. 139.105 Aerodrome safety management system (1) An aerodrome operator who is obliged to produce an Aerodrome Manual shall have an aerodrome safety management system in place no later than 24 November 2005. (2) The safety management system must comply with the standards set out in the Manual of Standards. (3) An aerodrome operator who has a safety management system in operation shall require all users of the aerodrome, including those that perform activities independently at the aerodrome in relation to flight or aircraft handling, to cooperate in the programme to promote safety at, and the safe use of, the aerodrome by immediately informing it of any accidents, incidents, defects or faults which have a bearing on safety. Note This regulation is based on an ICAO
139.103 Pengujian Terhadap Airport Emergency Plan (1) Penyelenggara Aerodrome wajib melaksanakan Emergency Plan skala penuh sekurang-kurangnya 2 tahun sekali untuk menguji : (a) koordinasi antara organisasi/unit kerja terkait dengan airport emergency plan; dan (b) Memadainya prosedur dan fasilitas yang disiapkan untuk Emergency plan (2) Jika keadaan darurat terjadi dalam kurun waktu 6 bulan sebelum pelatihan emergency dilakukan, Penyelenggara Aerodrome dapat mengajukan permohonan kepada Direktur Jenderal Perhubungan Udara untuk memperpanjang jangka waktu atau menunda pelaksanaan latihan emergency skala penuh berikutnya (3) Direktur Jenderal Perhubungan Udara harus menyetujui permohonan apabila : (a) semua organisasi/unit kerja terkait memberikan respon yang sesuai dengan ketentuan emergency (b) Emergency plan telah memadai dalam mengatasi keadaan darurat sesungguhnya. (4) Direktur Jenderal Perhubungan Udara dapat memperpanjang periode waktu untuk latihan skala penuh sampai dengan 2 tahun setelah keadaan emergency sesungguhnya terjadi. (5) Penyelenggara Aerodrome harus melakukan latihan secara parsial dalam selang tahun antara latihan skala penuh (latihan sesungguhnya, jika dipergunakan) untuk memastikan terdapat temuan kekurangan selama latihan skala penuh yang telah diperbaiki. (6) Airport Emergency Plan wajib memperhatikan prinsipprinsip factor kemanusiaan untuk memastikan respon optimal dari semua pihak terkait 139. 105 Aerodrome Safety Management System (1) Setiap Penyelenggara Aerodrome yang telah memiliki Panduan Pengoperasian Aerodrome wajib memiliki Aerodrome Safety Management System selambatlambatnya pada tanggal 24 November 2005. (2) Aerodrome Safety Management System harus sesuai dengan ketentuan Standar Teknis Pengoperasian Aerodrome (MOS 139). (3) Aerodrome Safety Management System Sebagaimana dimaksud pada Butir 1 (satu) mengatur tentang kewajiban semua pengguna Aerodrome, termasuk mereka yang melakukan kegiatan secara independen di Aerodrome (khusus terkait dengan penerbangan atau aircraft handling), untuk bekerja sama dalam program peningkatan keselamatan dan penggunaan Aerodrome secara aman serta ketentuan yang mewajibkan segera melaporkan apabila terjadi suatu accident, incident atau suatu kesalahan yang mengarah pada keselamatan.
requirement that is to become applicable in November 2005. 139.107 Aerodrome serviceability inspections (1) An aerodrome operator is to ensure that aerodrome serviceability inspections are performed in accordance with all applicable standards set out in the Manual of Standards. (2) An aerodrome serviceability inspection is an inspection of the aerodrome to confirm it is safe for aircraft operations. (3) The aerodrome operator must also ensure an aerodrome serviceability inspection is conducted: (a) after a gale, storm or other severe weather; (b) at any time that air traffic control or DGAC requires the inspection; and (c) as soon as practicable after any aircraft accident or incident occurs on the aerodrome.
139.107 Aerodrome Serviceability Inspections (1) Penyelenggara Aerodrome harus menjamin aerodrome Serviceability Inspection dilaksanakan sesuai dengan Standar Teknis Pengoperasian Aerodrome. (2) Aerodrome Safety Inspection adalah suatu inspeksi yang dilakukan terhadap Aerodrome untuk memastikan bahwa Aerodrome bersangkutan aman untuk pengoperasian pesawat udara. (3) Aerodrome Serviceability Inspection harus dilaksanakan pada waktu-waktu : 1. setelah terjadi badai, angin ribut atau cuaca buruk lainnya; 2. Setiap saat Air Traffic Control atau Direktur Jenderal Perhubungan Udara menghendaki dilakukan inspeksi; dan 3. sesegera mungkin setelah terjadinya accident atau incident pesawat udara di Aerodrome. 139.109 Aerodrome Safety Inspections (1) Penyelenggara Aerodrome yang tidak dapat memenuhi butir 139.29(4) untuk menyiapkan panduan pengoperasian Aerodrome, harus melakukan inspeksi keselamatan sedikitnya satu kali dalam setahun. (2) Safety inspection dilakukan oleh orang yang ditunjuk oleh Direktur Jenderal Perhubungan Udara (4) pelaksana safety inspection harus memberikan laporan tertulis pada penyelenggara Aerodrome tentang : (a) hal-hal yang terdapat pada Appendix 4 (b) pekerjaan perbaikan yang diperlukan untuk dapat memenuhi standar (5) setelah menerima laporan, dalam kurun waktu 30 hari penyelenggara Aerodrome harus menyerahkan pada Direktur Jenderal Perhubungan Udara : (a) Salinan laporan; dan (b) jika laporan menyebutkan perlunya pekerjaan perbaikan, maka harus menyebutkan waktu dan bagaimana penyelenggara aerodrome melakukan perbaikan.
139.109 Aerodrome safety inspections (1) An aerodrome operator who is not required by subregulation 139.29(4) to provide an aerodrome manual must arrange for a safety inspection of the aerodrome to be conducted at least once each year. (2) The safety inspection must be conducted by DGAC staff member or a person approved by DGAC. (4) The person conducting the safety inspection must give the operator a written report that: (a) deals with the matters set out in Appendix 4; and (b) specifies any remedial work that is necessary for the aerodrome to comply with the applicable standards. (5) Within 30 days after receiving the report, the operator must give to DGAC: (a) a copy of the report; and (b) if the report specifies any remedial work as being necessary — a statement as to when and how the operator intends to do the remedial work. 139.111 Aerodrome operator’s internal safety 139.111 Safety Audit Internal Oleh Penyelenggara Aerodrome audits (1) An aerodrome operator who has an aerodrome (1) Penyelenggara Aerodrome yang menggunakan safety management system dalam pengoperasiannya, wajib safety management system in operation shall mengadakan audit terhadap safety management system arrange for an audit of the aerodrome safety aerodrome, yang terdiri dari inspeksi terhadap fasilitas management system, including an inspection of the aerodrome, pelayanan dan peralatan. (3) The audit shall comply with all applicable standards set out in the Manual of Standards. (4) An aerodrome operator must ensure that a person or persons with appropriate technical qualifications and experience perform any aerodrome audit and inspection. (5) The aerodrome operator shall ensure that audit and inspection reports are prepared and signed by the persons who conducted the audit or inspection and that the reports are retained for a period of at least three years.
139.113 Planning and execution of aerodrome works (1) An aerodrome operator must ensure that any aerodrome works at the aerodrome are carried out in a way that does not create a hazard to aircraft, or confusion to pilots. (2) An aerodrome operator must comply with the standards set out in the Manual of Standards in relation to planning and notice requirements that must be satisfied before aerodrome works may be carried out.

Penyelenggara Aerodrome wajib memastikan bahwa laporan audit atau inspeksi disiapkan dan ditanda tangani oleh personel yang melakukan audit atau inspeksi dan berlaku untuk jangka waktu minimum 3 (tiga) tahun.
139.113 Perencanaan dan Pelaksanaan Pekerjaan Pekerjaan Aerodrome 1. Penyelenggara Aerodrome harus memastikan bahwa semua pekerjaan-pekerjaan Aerodrome yang dilaksanakan pada Aerodrome diumumkan sehingga tidak menimbulkan bahaya pengoperasian pesawat udara atau membingungkan penerbang; 2. Penyelenggara Aerodrome harus memenuhi ketentuan dalam Standar Teknis Pengoperasian Aerodrome yang berkaitan dengan perencanaan dan persyaratan sebelum pekerjaan-pekerjaan aerodrome tersebut diumumkan;

139.117 Pemberitahuan dan Pelaporan (1) Penyelenggara Aerodrome harus memenuhi regulasi ini dan melaporkan ke Direktorat Jenderal Perhubungan Udara, ATC atau pilot mengenai bagian – bagian spesifik dalam 139.117 (2) sampai (6). Batasan waktu pelaporan harus dipenuhi. (2) Penyelenggara Aerodrome wajib melaporkan kepada Direktorat Jenderal Perhubungan Udara dan Air Traffic Control selambat-lambatnya 14 (empat belas) hari sebelum dilakukan perubahan atau pembatasan, mengenai perubahan yang terjadi pada kondisi fisik Aerodrome yang direncanakan baik bersifat sementara atau tetap yang dapat mempengaruhi keselamatan pesawat udara,. (3) Untuk mempertahankan akurasi informasi mengenai aerodrome yang dipublikasikan dalam AIP, Penyelenggara Aerodrome wajib menyampaikan secara tertulis kepada AIS secepatnya setiap perubahan yang terjadi (selain dari perubahan, maka akan dipublikasikan melalui NOTAM). (4) Mengacu pada persyaratan dalam butir 139.111 (6) Penyelenggara Aerodrome wajib memastikan secepatnya pengumuman yang diberikan oleh ATC mengikuti aturan yang diketahui oleh Penyelenggara Aerodrome, seperti : (a) semua obyek (benda) yang ketinggiannya melewati obstacle limitation surface aerodrome, dan; (b) keberadaan benda-benda penghalang, keadaan yang membahayakan atau setiap peristiwa di atau dekat Aerodrome yang bisa mempengaruhi keselamatan penerbangan; (c) setiap penurunan tingkat pelayanan Aerodrome dari tingkat yang dipublikasikan dalam AIP atau AIS Publication; dan (d) setiap penutupan suatu bagian dari maneuvering area di Aerodrome. (5) Apabila Aerodrome bersangkutan bukan merupakan Aerodrome yang ruang udaranya dikendalikan (controlled Aerodrome), maka pemberitahuan harus disampaikan juga kepada Air Traffic Control unit Aerodrome terdekat. (6) Jika tidak memungkinkan pemberitahuan informasi dilakukan secepatnya, maka penyelengara Aerodrome harus memberitahukan secepatnya pada penerbang yang berkaitan dengan informasi tersebut. 139.119 Establishment of obstacle limitation 139.119 Keberadaan Obstacle Limitation Surface (1) Penyelenggara Aerodrome harus memastikan bahwa surfaces (1) An aerodrome operator must ensure that Obstacle Limitation Surface untuk Aerodrome bersangkutan obstacle limitation surfaces are established for telah dibuat sesuai dengan Standar Teknis Pengoperasian the aerodrome in accordance with the standards Aerodrome (MOS 139). set out in the Manual of Standards.
139.117 Notification and reporting (1) An aerodrome operator must comply with the provisions of this regulation and report to DGAC, air traffic control or pilots the items specified in 139.1157 (2) to (6). The time limits specified for reporting must be complied with. (2) An aerodrome operator shall give notice to the air traffic control unit and DGAC within 14 days of any temporary or permanent planned change in the physical condition of the aerodrome that may affect the safety of aircraft. (3) To maintain the accuracy of the information published in AIP regarding an aerodrome the operator shall advise AIS, in writing, as soon as practicable of any change required to that information (other than a change that is published in NOTAM). (4) Subject to the requirement of 139.111 (6), an aerodrome operator shall ensure immediate notice is given to air traffic control detailing the following circumstances of which the operator has knowledge: (a) any projection by an object through an obstacle limitation surface relating to the aerodrome; and (b) the existence of an obstruction, hazardous condition or any other occurrence that may affect aviation safety at or near the aerodrome; and (c) any reduction in the level of service at the aerodrome as set out in any AIS publication; and (d) any closure of any part of the maneouvring area of the aerodrome (5) If the aerodrome is not a controlled aerodrome, the notice must also be given to the nearest air traffic control unit. (6) When it is not feasible for the aerodrome operator to ensure the immediate notification of information in accordance with 139.111 (4) or (5), the operator must give immediate notice to pilots who may be affected in the circumstances.
139.121 Monitoring of airspace (1) An aerodrome operator must monitor the airspace around the aerodrome for infringement of the obstacle limitation surfaces by any object, building or structure. (2) The monitoring must be in accordance with the standards set out in the Manual of Standards. (3) An aerodrome operator must take all reasonable measures to ensure that obstacles at, or within the vicinity of, the aerodrome are detected as quickly as possible. 139.123 Notice of obstacles (1) If an aerodrome operator becomes aware of the presence of an obstacle, the operator must immediately advise air traffic control giving details of the height and location of the obstacle and amended runway declared distances if applicable. Subpart E – Exemptions 139.131 Exemptions (1) DGAC may, by instrument in writing, exempt an aerodrome operator from compliance with specific provisions of this Part. (2) Before exempting an aerodrome operator, DGAC must take into account any relevant considerations relating to the interests of the safety of air navigation. (3) An exemption is subject to the op erator complying with any conditions that DGAC specifies in the instrument as being necessary in the interests of the safety of air navigation. (4) The operator must comply with a condition specified in the instrument. (5) If an aerodrome operator is unable to comply with a standard specified in the Manual of Standards, the DGAC may determine, after carrying out aeronautical studies, whether alternative conditions and procedures may be prescribed to ensure a level of safety equivalent to that established by the relevant standard.
139.121 Pemantauan Ruang Udara (1)Penyelenggara Aerodrome harus melakukan pemantauan terhadap ruang udara disekitar Aerodrome untuk mengetahui adanya pelanggaran terhadap obstacle limitation surface oleh suatu obyek (bangunan atau struktur lainnya) (2) pemantauan terhadap ruang udara harus sesuai dengan Standar Teknis Pengoperasian Aerodrome. (3) Penyelenggara Aerodrome harus mengambil semua langkah yang diperlukan untuk menjamin bahwa obstacle yang terdapat di Aerodrome atau disekitar Aerodrome dapat terdeteksi sesegera mungkin. 139.123 Pemberitahuan adanya Obstacle (1) Apabila Penyelenggara Aerodrome menjadi waspada akan keberadaan suatu obstacle, maka harus segera memberitahukan kepada Air Traffic Control dan menyampaikan secara rinci tentang lokasi, ketinggian Obstacle dimaksud dan membuat amandemen terhadap runway declared distance apabila memungkinkan. Pembebasan Dari Kewajiban (Exemptions) 139.131 Pembebasan Dari Kewajiban (Exemptions) (1) Direktur Jenderal Perhubungan Udara secara tertulis dapat membebaskan Penyelenggara Aerodrome dari kewajiban untuk memenuhi hal-hal yang tertulis dalam ketentuan ini. (2) Sebelum memutuskan untuk memberikan pembebasan, Direktur Jenderal Perhubungan Udara harus memperhitungkan dan mempertimbangkan segala aspek keselamatan penerbangan. (3) Pembebasan atas kewajiban tergantung pada tingkat kepatuhan Penyelenggara Aerodrome terhadap persyaratan dan prosedur yang ditetapkan oleh Direktur Jenderal Perhubungan Udara sebagaimana tertuang dalam Sertifikat Operasi Aerodrome yang sangat diperlukan dalam pemenuhan aspek keselamatan penerbangan. (4) Penyelenggara Aerodrome harus mematuhi persyaratan dan prosedur yang terdapat dalam Standar Teknis Pengoperasian Aerodrome (5) Jika Penyelenggara Aerodrome tidak dapat memenuhi persyaratan standar yang tercantum dalam Standar Teknis Pengoperasian Aerodrome (MOS 139), Direktur Jenderal Perhubungan Udara dapat menentukan syarat dan prosedur diperlukan yang dapat menjamin tingkat keselamatan yang sesuai, setelah dilakukan kajian aeronautical dan hanya apabila diijinkan oleh standar dan prosedur yang telah ditetapkan.
Subpart F – Registered Aerodrome 139.141 Definitions for this subpart registered Aerodrome an aerodrome whose operator has applied for and been granted registration by DGAC is a registered aerodrome 139.143 Application for registration of aerodrome (1) The operator of an aerodrome (other than a aerodrome to which regulation 139.21 applies) may apply to DGAC for registration of the aerodrome. (2) An application must be ini the approved form and must be accompanied by : (a) the information about the aerodrome required by Appendix 3 including a diagram of the aerodrome in accordance with that Appendix, and (b) a written statement, signed by a person approved by DGAC, to the effect that : (i) the person has conducted a safety inspection of the aerodrome, and (ii) the aerodrome meets the applicable standards reffered to ini regulation 139.149 for aerodromes and is safe for operation, and (c) The name or names of the person or persons who are to be the reporting officers for the aerodrome (3) For the purposes of this subpart, DGAC may consider a person meeting the condition specified in Appendix 5 as acceptable to perform a safety inspection of a registered aerodrome and sign a statement to confirm compliance with applicable safety standards.
139.145 Registration of Aerodrome (1) DGCA must, if the operator of an aerodrome has applied for registration of the aerodrome in accordance with regulation 139.143 (a) register the aerodrome by entering the following information about the aerodrome in the aerodrome register : (i) the name of the aerodrome (ii) the details of the location of the aerodrome (iii) the name and address of the operator (b) tell the operator, in writing that the aerodrome is registered, and (c) direct AIS to publish in AIP details of the registration and the information about the aerodrome required by Appendix 3.

139.147 Notice of refusal to register aerodrome (1) if DGCA refuse to register an aerodrome, DGAC must no later than 14 days after it refuse to register the aerodrome, give the operator of the aerodrome written notice of the refusal and the reasons for it.

perform the reporting officer’s functions. 139.161 Notice of changes in physical condition etc of aerodrome (1) The operator of registered aerodrome must, in accordance with the Manual of Standards, give notice to the NOTAM office of : (a) any temporary or permanent change in the physical condition of the aerodrome that may affect the safety of aircraft, or (b) any other occurrence relating to the operation or maintenance of the aerodrome that may affect the safety of aircraft (2) If the aerodrome is a controlled aerodrome, the notice must also be given to air traffic control 139.163 Notice of changes in information published in AIP (1) To maintain the accuracy of the information published in AIP in relation to a registered aerodrome, the operator of the aerodrome must tell AIS, in writing as soon as practicable of any change required to that information (other than a change that is published in a NOTAM) 139.165 Safety inspections (1) This regulation applies to a registered aerodrome that is used by an aircraft that : (a) is engaged in air transport operations or charter operations, and (b) has a maximum passenger seating capacity of more than 9 seats (2) The operator of the aerodrome must arrange for a safety inspection of the aerodrome to be conducted at least once each year (3) The safety inspection must be conducted by DGCA staff or a person approved by DGCA (4) The person conducting the safety inspection must give the operator a written report that : (a) deals with the matters set out in Appendix 4, and (b) specifies any remedial work that is necessary for the aerodrome to comply with the applicable standards (5) Within 30 days after receiving the report, the operator must give to DGCA : (a) a copy of the report, and (b) if the report specifies any remedial work as being necessary – a statement as to when and how the operator intends to do the remedial work.

(2) Jika Aerodrome adalah controlled aerodrome, pemberitahuan harus juga diberikan kepada pengatur lalu lintas udara. 139.163 Pemberitahuan atas perubahan dalam informasi yang dipublikasikan dalam AIP (1) Untuk memelihara keakuratan informasi mengenai Aerodrome terdaftar yang diumumkan dalam AIP, operator Aerodrome harus memberitahu AIS, secara tertulis secepatnya setiap perubahan yang dibutuhkan dalam informasi tersebut (selain dari pada itu, perubahan diumumkan dalam NOTAM) 139.165 Pemeriksaan Keselamatan (1) Peraturan ini berlaku untuk Aerodrome terdaftar yang digunakan oleh pesawat untuk : (a) yang digunakan operasi transportasi udara atau operasi charter/sewa (b) kapasitas penumpang maximal lebih dari 9 kursi (2) penyelenggara Aerodrome harus mengatur waktu pelaksanaan pemeriksaan keselamatan yang dilakukan sedikitnya sekali dalam 1 thn (3) pemeriksaan keselamatan dilakukan oleh staf atau orang yang diberi kewenangan oleh Direktur Jenderal Perhubungan Udara (4) petugas yang melaksanakan pemeriksaan keselamatan harus memberi laporan tertulis pada penyelenggara Aerodrome : (a) persyaratan dalam Appendix 4 (b) menyebutkan pekerjaan yang dibutuhkan untuk Aerodrome untuk memenuhi penerapan standar (5) Dalam 30 hari setelah menerima laporan, operator harus memberikan kepada Direktur Jenderal Perhubungan Udara : (a) Copy dari laporan, dan (b) Apabila laporan menyebutkan pekerjaan perbaikan yang diperlukan, maka diperlukan pernyataan yang menyebutkan kapan dan bagaimana penyelenggara aerodrome melakukan pekerjaan tersebut.
Subpart G - Aerodrome rescue and fire fighting services Note As a signatory to the Chicago Convention, Indonesia is obliged to require, as part of its domestic law, the provision of rescue and firefighting services of an adequate standard at certain classes of airports. (See generally section 9.2 of chapter 9 of Annex 14 to the Chicago Convention). To satisfy that obligation, this Subpart requires operators of aerodromes where international air transport operations take place, or where specified levels of domestic air transport operations occur, to provide those services and sets out the standards that are to apply. Other aerodromes where only domestic air transport operations take place may provide a rescue and fire fighting service to an alternative level of service. 139.171 Applicability of this Subpart (1) This Subpart applies to aerodrome rescue and firefighting services that are to be provided at aerodromes used for civilian air transport operations. (2) This Subpart sets out the operating and technical standards applicable to such a service. (3) This Subpart does not apply to any aerodrome rescue and firefighting service provided by a military organisation.
139.173 Definitions for this Subpart (1) In this Subpart: ARFFS means aerodrome rescue and fire-fighting service. ARFFS operation means an operation undertaken in carrying out a function mentioned in paragraph 139.175 (1) (a) or (b). ARFFS provider for an aerodrome means the person or organization that provides ARFFS for the aerodrome. category of an aerodrome means its category worked out by the method set out in section 9.2 of chapter 9 of Annex 14 to the Chicago Convention. Manual of Standards means the document called ‘Manual of Standards (MOS) – Subpart 139.H’ issued by DGAC as in force from time to time.
Sub bagian G - Pelayanan Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKP-PK). Sebagai salah satu penanda-tangan Konvensi Chicago, Indonesia mempunyai kewajiban untuk menyediakan pelayanan Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKP-PK) dengan standar yang memadai untuk kelas Aerodrome tertentu sesuai dengan ketentuan chapter 9.2 Annex 14 Konvensi Chicago. Untuk memenuhi kewajiban dimaksud, pada Bab ini ditetapkan bahwa untuk Penyelenggara Aerodrome yang melayani penerbangan internasional, atau penerbangan domestic dengan tingkat operasi penerbangan tertentu, diwajibkan untuk menyediakan pelayanan Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKPPK) dan standar yang berlaku untuk penyelenggara Aerodrome lain, yang hanya melayani penerbangan domestic dapat menyediakan pelayanan Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKPPK) dengan tingkat pelayanan (level of service) alternatif. 139.171 Aplikasi dari Sub bagian ini (1) Ketentuan pada Bab ini berlaku untuk Pelayanan Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKP-PK) yang diberikan pada Aerodrome yang melayani penerbangan sipil; (2) Ketentuan pada Bab ini menetapkan standar teknis dan operasional bagi pelayanan pertolongan pada kecelakaan penerbangan dan pemadam kebakaran (PKP-PK); (3) Ketentuan pada Bab ini tidak berlaku bagi Pelayanan Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKP-PK) yang disediakan oleh instansi militer. 139.173 Definisi (1) Pelayanan Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran yang selanjutnya disebut PKP-PK adalah PKP-PK pada Aerodrome; Operasi PKP-PK adalah operasi yang diselenggarakan dalam rangka pelaksaan tugas dan fungsi pelayanan PKPPK; Penyedia Pelayanan PKP-PK untuk Aerodrome adalah orang atau organisasi yang memberikan pelayanan tersebut di Aerodrome bersangkutan; Kategori Aerodrome adalah suatu tingkatan yang dihitung atau dirumuskan berdasarkan metoda yang ditetapkan dalam chapter 9.2 pada Annex 14 Konvensi Chicago; Standar Teknis Pengoperasian Aerodrome adalah suatu dokumen yang terkait dengan pengaturan dalam CASR 139 subbagian H, yang diterbitkan oleh Direktur Jenderal Perhubungan Udara.
139.175 Functions of ARFFS (1) The functions of an ARFFS for an aerodrome are: (a) to rescue persons and property from an aircraft that has crashed or caught fire during landing or take-off; and (b) to control and extinguish, and to protect persons and property threatened by, a fire on the aerodrome, whether or not in an aircraft. (2) Nothing in 139.175 (1) prevents the ARFFS from performing fire control services or rescue services elsewhere than on an aerodrome, but the provider must give priority to operations mentioned in 139.175 (1) 139.177 Acceptability of service provision (1) A person must not provide an ARFFS at an aerodrome unless the service provided by that person has been accepted as suitable by DGAC. (2) At a certified aerodrome DGAC will determine suitability or otherwise of the ARFFS by way of aerodrome certification procedures initially and by way of subsequent continuing compliance assessment. The information provided in the aerodrome manual will provide the basis for such suitability determinations. 139.179 Issue of Manual of Standards (1) DGAC may issue a Manual of Standards for this Subpart that provides for the following matters: (a) standards and criteria for the establishment and disestablishment of an ARFFS; (b) standards relating to the procedures, systems and documents required for the provision of an ARFFS; (c) standards for facilities and equipment used to provide an ARFFS; (d) standards, including competency standards, minimum qualifications and training standards, for persons engaged in an ARFFS; and (e) any matter required or permitted by the regulations to be provided for by the Manual of Standards. 139.181 Effect of Manual of Standards (1) If DGAC sets out, in the Manual of Standards, a way of complying with a requirement of this Subpart, an ARFFS provider who uses that way is taken to have complied with the requirement unless the contrary is shown.
139.175 Tugas dan Fungsi dari PKP-PK (1) Tugas dari PKP-PK pada Aerodrome adalah : (a) Menyelamatkan manusia dan barangnya dari suatu pesawat udara yang mengalami kecelakaan atau kebakaran pada saat take off atau landing, dan; (b) Mengendalikan dan memadamkan, melindungi manusia dan barangnya yang terancam oleh api atau kebakaran di Aerodrome baik itu di pesawat udara atau bukan. 139.179 Penerbitan Panduan Pengoperasian Aerodrome (1) Direktur Jenderal Perhubungan Udara bisa menerbitkan Panduan Pengoperasian Aerodrome yang berisi : (a) Standar dan kriteria pelayanan PKP-PK ; (b) Standar Prosedur, system, dan dokumen pelayanan PKP-PK (c) Standar fasilitas dan peralatan Pelayanan PKP-PK (d) Standar kecakapan, kualifikasi minimum dan standar training personil pelayanan PKP-PK; (e) Segala persyaratan atau aturan dari regulasi yang dibutuhkan oleh Panduan Pengoperasian Aerodrome.
139.181 Pengaruh dari Standar Teknis Pengoperasian Aerodrome (1) Apabila Direktur Jenderal Perhubungan Udara menetapkan suatu cara untuk mematuhi persyaratan yang terdapat dalam Standar Teknis Pengoperasian Aerodrome, maka penyedia jasa PKP-PK yang menggunakan cara tersebut dapat dianggap sudah memenuhi/ mematuhi persyaratan dimaksud, kecuali

139.187 Inconsistency between Manual and chapter 9 of Annex 14 (1) If a requirement of the Manual of Standards, as it applies to any aerodrome, is inconsistent with a requirement of chapter 9 of Annex 14 to the Chicago Convention, as it applies to that aerodrome, the requirement of the Manual prevails to the extent of the inconsistency.

139.189 Required knowledge, equipment and expertise (1) An ARFFS provider must have the knowledge, equipment and expertise to deal with any hazard likely to arise during an aviation accident or incident, including any hazard mentioned in the Manual of Standards. 139.191 Obligation to maintain service (1) An ARFFS provider must ensure that the service is available during the period or periods published in AIP as the period or periods of its availability. (2) Regulation 139.191 (1) does not prevent the level of protection provided during predictable periods of reduced activity at the aerodrome from being reduced, within the limit allowed by Chapter 9 of Annex 14 to the Chicago Convention.

(4) Where the ARFFS is established at a certified aerodrome, the aerodrome operator is required to ensure a suitable procedure is contained within the Aerodrome Manual to notify the NOTAM Office and DGAC. 139.199 Fire extinguishing agents (1) There must be, on the aerodrome, a stock of fire-extinguishing agents of the kind or kinds, and meeting the performance standards, required by the applicable standards and requirements. (2) The fire-extinguishing agents must be held in at least the quantities required by those standards and requirements. (3) There must be storage for a reserve stock of extinguishing agents, and such reserve stock should comprise the equivalent of 200% of the quantities of foam concentrate and complementary agent that are required to be held in rescue and fire fighting vehicles. 139.201 Fire extinguishing vehicles and equipment (1) There must be, on the aerodrome, vehicles and equipment for delivering extinguishing agent onto a fire. (2) There must be at least as many vehicles, and at least as much equipment, as required by the applicable standards and requirements. (3) Each vehicle or piece of equipment: (a) must be capable of delivering extinguishing agent onto a fire at at least the rate required by the applicable standards and requirements; and (b) must have at least the performance (in other respects) required by those standards and requirements. (4) The vehicles must carry ancillary equipment in accordance with the applicable standards and requirements.

(2) Those personnel must be stationed at places that allow the ARFFS to respond to an emergency at least as quickly as required by the applicable standards and requirements. 139.219 Medical standard of firefighters (1) The people employed as firefighters must meet the medical standard for firefighters set out in the Manual of Standards. (2) There must be a system of continuing medical checks for the people employed as firefighters that ensures that the ARFFS provider knows whether or not those people continue to meet that standard. 139.221 Qualifications and training of firefighters (1) The people employed as firefighters must already be trained to at least the relevant specified standard. (2) Before being used in any operational capacity, those people must also receive, or have received, appropriate training in dealing with hazards specific to aviation accidents and incidents, to the extent that such training is not part of the relevant specified training. (3) The people employed as firefighters must receive training to familiarise them with local conditions. (4) The people employed as firefighters must receive ongoing training to ensure that they continue to meet required standards. For a certified aerodrome such training standards shall include live fire drills (including pressure-fed fuel fires)
139.215 Peralatan Pengujian dan Perawatan (1) Penyedia Pelayanan PKP-PK harus mempunyai peralatan dan perkakas sesuai dengan standar dan persyaratan yang berlaku untuk menguji dan melakukan perawatan kendaraan dan peralatan PKP-PK; (2) Apabila standar dan persyaratan yang berlaku mensyaratkan tambahan suatu peralatan pengujian atau perawatan, maka penyedia pelayanan PKP-PK harus menyediakan peralatan tersebut.
139.217 Jumlah Personil Operasi (1) Selama jangka waktu pelayanan PKP-PK diberikan di Aerodrome sebagaimana dicantum dalam AIP, harus tersedia cukup personil terlatih untuk mengoperasikan kendaraan dan peralatan yang diperlukan dengan kapasitas penuh; (2) Personil harus ditempatkan pada posisi dimana memungkinkan PKP-PK dapat memberikan respons waktu yang ditetapkan dalam standar dan persyaratan yang berlaku. 139.219 Standar Kesehatan Personil PKP-PK (1) Personil PKP-PK harus memenuhi standar kesehatan yang ditetapkan dalam Standar Teknis Pengoperasian Aerodrome; (2) Kesehatan personil PKP-PK harus dipertahankan dengan suatu system (pemeriksaan secara berlanjut/berkala), sehingga dapat diketahui dengan pasti kondisi kesehatan personil PKP-PK. 139.221 Kualifikasi dan Pelatihan anggota PKP-PK (1) Personil PKP-PK harus sudah diberikan pelatihan sekurang-kurangnya sesuai dengan standar yang ditetapkan; (2) Sebelum ditugaskan/diberi tanggung jawab secara operasional, mereka juga harus sudah mendapatkan suatu training khusus berkaitan dengan bagaimana menghadapi bahaya yang spesifik terkait dengan penerbangan; (3) Mereka yang dipekerjakan sebagai anggota PKP-PK harus mendapatkan pelatihan yang sesuai untuk membuat mereka mengenal dengan baik situasi/ lingkungan setempat; (4) Untuk menjamin agar para anggota PKP-PK selalu memenuhi standar yang ditetapkan, maka harus ada kegiatan training secara terus-menerus dan berlanjut bagi mereka. (5) The provider must give DGAC a copy of the operations manual, and provide details about any change to it within 14 days after the change. (6) There must be an up-to-date copy of the operations manual at each operational station. (7) The provider must comply with the requirements of the operations manual.
139.225 Amendment of operations manual (1) An ARFFS provider may amend its operations manual. (2) DGAC may direct an ARFFS provider to amend its operations manual in a way specified in the direction. (3) The provider must comply with the direction. 139.227 Voice data recording (1) There must be a system to record electronically, in accordance with the standards or requirements set out in the Manual of Standards, any voice communication by radio or telephone in the course of an ARFFS operation.

139.229 Record of accidents or incidents (1) There must be a system, in accordance with the standards or requirements set out in the Manual of Standards, to record the details of any aircraft accident or incident, or building fire, in relation to which the service is required to take any action. 139.231 Contingency plan (1) There must be a plan, in accordance with the standards or requirements set out in the Manual of Standards, of the procedures to be used in the event of an emergency that results, or may result, in the service being interrupted. (2) The plan must include at least the following: (a) actions to be taken by firefighters and rescue personnel; (b) possible alternative arrangements for providing the service (including arrangements for procuring any necessary replacement vehicles or spare parts, or supplies of extinguishing materials); (c) notification procedures; (d) procedures for re-establishing normal services. 139.233 Records management (1) There must be a system, in accordance with the standards or requirements set out in the Manual of Standards, to collect, index, store and maintain the records relating to the service. (2) The records must include: (a) voice records made; and (b) other (including photographic, still or video) records of accidents or incidents. (3) A record must be kept for 5 years (or a shorter period specified for the particular kind of record in the Manual) after the date to which it relates.
139.235 Organisation (1) The provider must, at all times, maintain an appropriate organisation with a sound and effective management structure, having regard to the nature of the service it provides. (2) The provider must tell DGAC in writing: (a) who its managers are; and (b) its organisational structure; and (c) how many staff of each class it uses to provide the service.

(b) Struktur organisasi. (c) Berapa Jumlah anggota di setiap bagian yang digunakan untuk pelayanan PKP-PK.

4.2 Access to the aerodrome movement area Particulars of the procedures that have been developed and are to be followed, in coordination with other responsible agencies, to control access and prevent unauthorized entry of persons, vehicles, equipment or animals, or other things that may endanger aircraft safety, onto the movement area, including details of the following: (a) the roles and responsibilities of the aerodrome operator, aircraft operators, security organizations the DGAC and other government departments, as appropriate; and (b) the names and roles of the persons who are responsible for controlling access to the movement area and the telephone numbers for contacting them during and after working hours.
4.3 Aerodrome Emergency Plan Particulars of the aerodrome emergency plan, including at least: (a) plans for dealing with emergencies occurring at the aerodrome or in its vicinity, including malfunction of aircraft in flight, structural fires, natural disasters, sabotage, including bomb threats (aircraft or structure), unlawful seizure of aircraft and incidents on the airport covering during and after emergency considerations; (b) details of tests for aerodrome facilities and equipment to be used in emergencies, and the arrangements for keeping them in readiness including the frequency of such tests; (c) the arrangements for periodic review and testing of the aerodrome emergency plan; (d) the activation, control and coordination of the emergency service organizations, agencies and persons of authority, both on- and off- airport, during an emergency including a list of contact details for each entity; (e) the establishment and composition of an aerodrome emergency committee, with functional responsibility to at least organize training and other preparations for dealing with emergencies, including; (i) contact details for the emergency service organizations represented on the committee; (ii) a description of the role of each emergency service organisation involved in the plan; (iii) the operational response to an emergency, including arrangements for aerodrome access and assembly areas; (iv) the response to a local stand-by call out; (v) the response to a full emergency call out; (vi) the arrangements to return the aerodrome to operational status after an emergency; and (vii) the appointment of an on-scene commander for the overall emergency operation.
4.4 Aerodrome Rescue and Fire Fighting Service Particulars of the facilities, equipment, personnel and procedures for meeting the rescue and fire fighting requirements, including the names and roles of the persons responsible for dealing with

4.13 Obstacle control Particulars of procedures associated with the control of objects on or in the vicinity of the aerodrome that have the potential to become, or are, obstacles with a consequent impact on the safety or efficiency of aerodrome operations, including at least: (a) monitoring the obstacle limitation surfaces and the Type A chart take-off surface for obstacles; (b) monitoring building developments (in relation to the height of buildings and other structures) within the horizontal limits of the obstacle limitation surfaces; (c) controlling obstacles or potential obstacles within the authority of the aerodrome operator; (d) controlling new developments in the vicinity of the aerodrome with, as applicable, arrangements between the operator, DGAC, local planning authorities and other relevant organisations in relation to the approval of building developments that may infringe the obstacle limitation surfaces;

4.17 Protection of radar and navigation aid sites Particulars of the procedures for the protection of radar and navigational aids located on the aerodrome to ensure that their performance will not be degraded, including details of the following: (a) arrangements for the control of activities near radar and navigational aid installations; (b) arrangements, made in consultation with the provider of the navigational aid installation, for the supply and installation of signs warning of hazardous microwave radiation; and (c) arrangements for ground maintenance near these installations. Section 5 – Particulars of aerodrome administration and the aerodrome safety management system 5.1 Aerodrome administration Particulars of procedures for aerodrome administration including the following: (a) the organisational structure with an organizational chart showing the names of occupants of key positions; (b) the management positions responsible for the

Catatan 2 : Penanganan barang – barang berbahaya dimasukkan ke dalam aerodrome emergency plan. 4.16 Operasi Visibility Rendah Isi dari prosedur-prosedur yang dipakai untuk mengatur kegiatan darat di suatu Aerodrome yang melakukan operasi pada visibility rendah yang diijinkan, meliputi hal-hal sebagai berikut : (a) Pengaturan tentang pengukuran visibility sepanjang landas pacu dan melaporkan hasilnya kepada pemandu lalulintas udara, bila disyaratkan; (b) Penyelenggaraan pengaturan dan mengurangi seminimal mungkin kendaraan yang bergerak di daerah pergerakan (movement area), selama jangka waktu operasi visibility rendah; (c) Penyelenggaraan inspeksi terhadap landas pacu selama jangka waktu pelaksanaan operasi visibility rendah; (d) Nama dan peranan pejabat/personil yang bertanggung jawab terhadap pelaksanaan operasi visibility rendah beserta nomor telepon yang bersangkutan untuk dapat dihubungi sepanjang jam operasi atau sesudah jam operasi Aerodrome. 4.17 Perlindungan Terhadap Lokasi Radar dan Alat Bantu Navigasi Bagian-bagian dari prosedur untuk perlindungan lokasi radar dan alat bantu navigasi yang terletak di Aerodrome, untuk menjamin agar kinerjanya tidak menurun, adalah meliputi : (a) Melakukan pengawasan terhadap aktifitas yang dilakukan di dekat instalasi radar maupun instalasi alat bantu navigasi; (b) Berkonsultasi dan meminta kepada pihak yang melaksanakan instalasi alat Bantu navigasi, agar memasang alat/tanda peringatan akan adanya radiasi microwave yang berbahaya; (c) Pemeliharan tanah/lingkungan disekitar instalasi radar maupun alat Bantu navigasi. Bagian 5-Penyelenggaraan Administrasi Aerodrome dan Aerodrome Safety Management System 5.1 Penyelenggaraan Aerodrome Bagian-bagian prosedur untuk penyelenggaraan Aerodrome adalah meliputi hal-hal sebagai berikut : (a) Struktur organisasi beserta bagan organisasi yang memperlihatkan nomenklatur jabatan dan nama pejabat yang menempati posisi bersangkutan; (b) Posisi manajemen yang bertanggung jawab terhadap
operation and maintenance of the aerodrome, including financial responsibility; (c) contact details for the main persons responsible for aerodrome operations and safety functions; and (d) contact details of the person who is the aerodrome manual controller. 5.2 Aerodrome committees Particulars of committees established to manage or assist with the aerodrome operations covered by this manual, including for each committee at least: (a) Name of the committee and identification of and contact details, as applicable, for (i) Chairman; (ii) Other senior executive members. (b) Terms of reference for committees, or similar instructions; (c) Meeting schedules. 5.3 Additional mandatory requirements The aerodrome manual is to include details of, or references to, all conditions, exemptions, directions, instructions, audit reports and other communications from DGAC regarding safety matters associated with the establishment, management, operation or maintenance of the aerodrome. 5.4 Aerodrome safety system Particulars of the aerodrome safety management system established to ensure compliance with all safety requirements and to achieve continuous improvement in safety performance, including matters to address: (a) safety policy, safety management procedures and management accountability regarding operational and maintenance processes; (b) the structure or organisation of the safety management system (SMS) including staffing and assignment of individual and group roles and responsibilities for safety issues, including action requirements for critical safety issues and provision of continuing safety monitoring; (c) development of SMS strategy and planning and provision of a method (including identification of hazards and risk assessments) to control risks to as low a level as practicable while maintaining compliance with standards published in the Manual of Standards or other applicable standards, regulations, rules or orders;

(b) Kerangka acuan, atau dokumen tentang hak dan kewajiban anggota komite, atau yang sejenisnya; (c) Jadwal pertemuan. 5.3 Additional Mandatory Requirements Panduan Pengoperasian Aerodrome terdiri dari Semua halhal yang terkait dengan persyaratan (condition), pembebasan (exemptions), arahan, instruksi, laporan audit, dan lain-lainnya dari Direktur Jenderal Perhubungan Udara mengenai masalah keselamatan antara lain pembentukan/pendirian, manajemen, operasi atau masalah perawatan Aerodrome. 5.4 Sistem Keselamatan Aerodrome Bagian-bagian penting dari Sistem Manajemen Keselamatan yang dibuat untuk memastikan bahwa semua persyaratan keselamatan dapat dipenuhi/diikuti, dan untuk mencapai perbaikan terus-menerus dalam kinerja keselamatan, meliputi hal-hal sebagai berikut : (a) Kebijakan dalam hal keselamatan, prosedur tentang manajemen keselamatan dan manajemen akuntabilitas mengenai proses operasional dan perawatan; (b) Struktur atau organisasi system manajemen keselamatan (Safety Management System/SMS) meliputi penentuan/pengisian staf (personil), penentuan peranan kelompok atau individu dan tanggung jawab dalam masalah-masalah keselamatan serta adanya kelanjutan pemantauan keselamatan; (c) Pengembangan strategi dan perencanaan system manajemen keselamatan dan penyediaan metoda/tata cara (meliputi identifikasi bahaya dan penilaian resiko) untuk mengawasi suatu resiko agar serendah mungkin, sementara semua standar lain yang berlaku, aturan atau perundangan tetap dapat diikuti/patuhi;
(d) Penerapan system manajemen keselamatan yang meliputi penggunaan fasilitas/peralatan, metode dan prosedur untuk suatu penyampaian yang efektif dari berita-berita keselamatan dan pemberlakuan (enforcement)persyaratan-persyaratan keselamatan; (e) Usaha-usaha yang dilakukan untuk peningkatan keselamatan dan pencegahan kejadian/kecelakaan; (f) Investigasi, analisis dan pelaopran tentang suatu kejadian/ kecelakaan, keluhan, kerusakan, kesalahan, perbedaan-perbedaan, dan kegagalan; (g) Tersedianya dokumentasi untuk semua fasilitas yang terkait dengan keselamatan (dijamin bahwa data tersimpan dalam keadaan lengkap dan berlaku/current), juga dokumentasi untuk masalah operasional dan perawatan, yang meliputi informasi tentang desain dan konstruksi daerah perkerasan untuk pergerakan pesawat udara, aeronautical lighting, dengan cara sedemikian, untuk dapat dengan cepat dan memudahkan pencarian data, termasuk peta-peta apabila diperlukan; (h) Aktifitas yang berkaitan dengan pelatihan dan kecakapan staf/personil dalam bidang keselamatan; (i) Memasukkan dan memberlakukan persyaratanpersyaratan keselamatan ke dalam kontrak kerja Aerodrome, dan; (j) Evaluasi dan pemantauan terhadap kinerja system manajemen keselamtan, yang meliputi; audit keselamatan internal, peninjauan quality control terhadap keselamatan. (1) Details of aerodrome Check that the following details relating to the aerodrome, published in AIP or given to air transport operators, are correct: (a) details of the location of the aerodrome; (b) the name and address of the aerodrome operator; (c) details of the movement area; (d) details of runway distances available; (e) details of the aerodrome lighting; (f) details of ground services; (g) notice of special conditions and procedures, if any. (2) Aerodrome operating procedures Check aerodrome operating procedures to ensure that the following matters are dealt with: (a) recording of aerodrome inspections; (b) recording of notices given to the NOTAM Office and AIS or to air transport operators; (c) recording of aerodrome works. (3) Reporting officer Check that each person appointed as a reporting officer is competent to carry out the reporting officer’s functions. (4) Details relating to movement area etc Check the following: (a) dimensions and surface conditions of runways, taxiways and aprons; (b) aerodrome lighting, including back-up lighting and obstacle lighting; (c) wind direction indicators and their illumination; (d) aerodrome markings and signs; (e) obstacle limitation surfaces applicable to the aerodrome; (f) two-way radios (whether hand-held or installed in vehicles) used by the aerodrome operator on the movement area; (g) equipment used for dispersing birds; (h) aerodrome fencing.

Appendix 5 of Part 139, Aerodromes Requirements for persons to conduct aerodrome safety inspections (1) A person may apply to DGAC for approval to conduct aerodrome safety inspections. (2) DGAC may approve the person if the person: (a) has: (i) a recognised degree, diploma or certificate in civil engineering, surveying or a related field and a sound knowledge of the parts of these Regulations and the standards, practices and procedures that are applicable to the operation and maintenance of aerodromes; or (ii) other qualifications, knowledge and experience that DGAC considers suitable for conducting an aerodrome safety inspection; and (b) would, if the approval is given, be able to perform properly the aerodrome safety inspection function. (3) Unless sooner cancelled, any approval issued remains in force until the end of 5 years after it is given. (4) An approval is not in force during any period in which it is suspended, but the period of suspension counts as part of the 5 year approval period. (5) DGAC may suspend or cancel an approval of a person by written notice given to the person, if the person has not properly carried out, or is no longer properly carrying out, the aerodrome safety inspection function.
Appendix 5 CASR 139, Aerodrome Persyaratan seseorang untuk Menyelenggarakan Pemeriksaan Keselamatan Aerodrome (1) seseorang dapat mengajukan permohonan pada Direktur Jenderal Perhubungan Udara untuk mendapat izin melaksanakan aerodrome safety inspection (2) Direktorat Jenderal Perhubungan Udara dapat memberikan ijin penunjukan (approval) kepada seseorang apabila orang tersebut : (a) Mempunyai/memenuhi kualifikasi sebagai berikut : (i) ijasah sarjana (dari perguruan tinggi yang baik), diploma atau sertifikat dalam bidang teknik sipil, bidang survey atau bidang yang terkait, dan pengetahuan yang cukup berkenaan dengan CASR 139 beserta standarnya, peraturan dan regulasi yang berlaku bagi pengoperasian dan perawatan Aerodrome; atau (ii) Kualifikasi lain, pengetahuan dan pengalaman yang dijadikan pertimbangan oleh Direktur Jenderal Perhubungan Udara dianggap dapat menunjang pelaksanaan pemeriksaan keselamatan Aerodrome. Apabila ijin penunjukan (approval) diberikan, dapat melaksanakan tugastugas pemeriksaan di Aerodrome dengan baik. (3) Kecuali dicabut atau dibatalkan oleh Direktur Jenderal Perhubungan Udara sebelum masa berlaku tersebut, Ijin penunjukan (approval) berlaku untuk masa 5 (lima) tahun. (4) Ijin penunjukan tidak berlaku dalam masa penundaan/pembatalan, akan tetapi masa/periode penundaan dianggap sebagai bagian dari masa berlaku yang 5 tahun. (5) Direktur Jenderal Perhubungan Udara dapat menunda atau membatalkan ijin penunjukan (approval) yang diberikan kepada seseorang dengan pemberitahuan tertulis, apabila personil yang ditunjuk tidak dapat lagi melakukan pekerjaan pemeriksaan keselamatan di Aerodrome secara baik dan benar.
