IRD (International Relief and Development) is one of the Non Government Organization that helped to distribute dry noodles as food consumption from USDA (United Stated Development of Agriculture) in achievable price after they had licence from Industrial and Trade Department of Indonesia. The purpose of the study was to identify and to compose the priority factors that influenced the consumer's preference to IRD's dry noodle product using the multiatribut Fishbein's Model. This Research also conducted to choose the distribution strategy ofIRD's dry noodle to the middle class and lower class society in Purwokerto using Analitic Hierarchy Process. The result of costumer behaviour measurement showed that most preferable attitude, which was choosen by the costumer themself are elasticity (0,64423), packaging appearance (0,6138), colour (0,54810), capacity noodle (0,06731). All attribute were valued positive, which mean all fourth were important. Highest and priority value score of dry noodle attribute was given to elasticity attribute. Attribute value of IRD' s dry noodle, which was valued by its costumers was as following elasticity (0,69231), packaging appearance (0,76923), colour (0,92310), capacity noodle (-0,04808). Negative score value which was given to capacity noodle indicate that costumer was lack of its in IRD's noodle capacity noodle. By knowing an evaluation value (e;) and a belief value (bi), we will know about costumer attitude (A,) IRD dry noodle. The costumer attitude (A,) value were elastiCity noodle (0,44601), package performance (0,47337), colour noodle performance (0,50595), and capacity noodle (-0,00324). The value of A, max showed that IRD's dry noodle was liked by costumers, but its needed to increase of the quality base on'the small value or negative value of dry noodle. Distribution network analysis result using Analitic Hierarchy Process method, showed that priority factor in IRD dry noodle distribution as distribution expenses. Distributor was leading actor of the company and costumers. The main purpose was to increase company profit. Strategy, which was suggested to fix distribution line, was using horizontal distribution network.
