Schip loost olie ten westen van Bretagne Frankrijk heeft zaterdag een Marokkaanse tanker die op weg was naar Groot-Brittannië in de haven van Brest laten aanleggen nadat op de Atlantische Oceaan een negentien kilometer lange olievlek was aangetroffen. De kapitein heeft foto's en documenten moeten afgeven, terwijl de lading van de tanker werd geïnspecteerd. Als blijkt dat het schip voor de lozing verantwoordelijk is, mag het pas vertrekken als een boete is voldaan, aldus het regionale bestuur in Brest.
Kotug expects Le Havre breathrough DUTCH towage operator Kotug says that it expects its French affiliate SNRH to open for business at the port of Le Havre this week after an administrative court ruled against the port authority’s recent withdrawal of its operating permit. Kotug vice president Dorus Knegtel told Lloyd’s List on Friday that he had the impression that the port authority had accepted the court’s decision and said that SNRH would be meeting it early this week to prepare its operational launch. “We are very happy that the judge ruled in our favour,” he said. There were indications, however, from transport minister Dominique Perben that he may not yet be ready to allow SNRH to open for business at Le Havre, where its tugs and crews have been waiting since the start of the year. Speaking at the annual general meeting of the French ports association, UPACCIM, in Le Havre on Thursday evening, he said that SNRH had not yet satisfied all the port’s concerns regarding its ability to offer a 24-hour, seven days a week emergency service. “There is still something missing in terms of security,” he said. Mr Knegtel argued that the port and the French authorities knew the company was able to comply with their security requirements. Their argument had rather been a “social” one, aimed at obliging the company to take on more seafarers on its vessels in line with the demands of crews working for the port’s existing towage operator Les Abeilles. Mr Knegtel said SNRH, which has four new tugs ready to go to work at Le Havre, could start operations at the port as soon as it had brought a fifth tug back from Rotterdam, where it was sent provisionally while the company was waiting for authorisation to start work. Last Friday’s decision from the administrative court in Rouen follows the port authority’s move in late August to withdraw the operative permit it gave SNRH last year. It took the decision after the court had over-ruled the refusal of the maritime affairs department of the ministry of transport to approve SNRH’s proposed crewing arrangements. It claimed SNRH had failed to respond to its concerns regarding its ability to provide emergency services although the company counter-claimed that its decision was simply a new device for preventing it from starting operations at the port.

KUSTWACHT NEDERLANDSE ANTILLEN EN ARUBA SUCCESVOL De Rijksministerraad heeft ingestemd met toezending aan de Tweede Kamer van het jaarverslag van de Kustwacht voor de Nederlandse Antillen en Aruba over 2005. Uit het jaarverslag blijkt dat de Kustwacht een recordhoeveelheid van 6.346 kilogram harddrugs heeft onderschept. De totale hoeveelheid onderschepte hard- en softdrugs was na 2002 de grootste met 7.231 kilogram. Daarnaast was sprake van een recordaantal van 113 drugsonderscheppingen. Ook zijn in totaal 356 illegalen op zee aangehouden. Het aantal noodoproepen waarvoor de Kustwacht haar reddingswerk heeft ingezet is met circa 200 acties hetzelfde gebleven. Het aantal opgespoorde milieudelicten stijgt al enkele jaren en is in 2005 uitgekomen op 37 gevallen. Op personeelsgebied is vooruitgang geboekt door meer Antilliaans en Arubaans personeel te werven, zodat er minder hoeft te worden gesteund op de inzet van personeel van de Koninklijke Marine.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2006 – 187 De Staten wreven verantwoordelijk gedeputeerde M. le Roy (PvdA, openbaar vervoer) gisteren onder de neus dat één van de randvoorwaarden bij de keus van de schepen was dat maximaal 1 procent van de geplande vaarten zou mogen vervallen. „Dat halen we bij lange na niet“, constateerde A. Luijben (SP). Dat klemt wat hem betreft temeer omdat de verbindingen met Zeeuws- Vlaanderen toch al beperkt en duur zijn. Le Roy herinnerde eraan dat ze opdracht heeft gegeven voor een onderzoek naar de kwaliteit van de veerboten, waarbij de nadruk ligt op de constructie en de voortstuwing. Ze beloofde het rapport zodra het gereed is met de Staten te zullen delen. Da’s mooi, vond G. van der Giessen (D66), maar niet echt nodig. Ze wees op de verhouding tussen de Staten en het dagelijks provinciebestuur. De Staten hebben destijds besloten de veerboten bij De Schelde in Vlissingen te kopen; het dagelijks provinciebestuur moet er maar voor zorgen dat ze waar voor hun geld opleveren. Van der Giessen: „GS hoeven helemaal niet met de Staten te overleggen. Ik zou zeggen: erop af en zorg ervoor dat die boten varen zoals de bedoeling was. Het is van de gekke wat er nu met veerdienst aan de hand is.“ M.A. Luijendijk-Bergwerf (PvdA) had ook een opmerking waarvoor de kwalificatie ’van de gekke’ van toepassing is. Ze vertelde over de situatie waarbij de uitval van de veerdienst Vlissingen-Breskens zodanig was dat exploitant BBA ter vervanging een bus door de Westerscheldetunnel liet rijden. Het is voorgekomen dat de chauffeur passagiers die uit Terneuzen komen, daar niet liet uitstappen, maar pas in Breskens. Le Roy beloofde daarover met de BBA te gaan praten.

Lifeboat called to tall ship fire A tall ship with 39 people on board is heading for port in Dorset after a fire on the vessel off the Devon coast. Two lifeboats from Torbay were called out in an operation initially co-ordinated by Brixham coastguard. The training vessel Tenacious, which belongs to the Jubilee Sailing Trust, is now heading for port in Portland. It has 10 permanent crew and a guest complement of disabled and able-bodied people on board. No-one was hurt in the fire. "Our permanent crew are trained to the highest international maritime standards and the ship is maintained likewise." The fire is believed to have been in the engine room. The three-masted, square-rigged vessel is the largest of the two tall ships run by the trust and was on a voyage from Southampton to Milford Haven. Both ships are purpose-built to be sailed by a crew with mixed physical abilities, including wheelchair users. Those with disabilities have "buddies" to help them.

400 Tonnes Sugar Arrives On Board Navy Ship About 400 tonnes of sugar arrived here Saturday on board a navy ship, much to the relief of the people in Semporna, Kunak, Lahad Datu and here. The "KD Mahawangsa", which left Penang with the sugar consignment on Tuesday, arrived at the port here at about 3.30pm. On hand to receive the consignment was Domestic Trade and Consumer Affairs Minister Datuk Shafie Apdal from the Second Marine Region Commander Rear Admiral Ahmad Kamarulzaman Ahmad Badaruddin. Shafie urged the people not to scramble for sugar when the commodity is distributed to sugar dealers in and around Tawau Sunday. With a combined population of 503,800, Tawau and Semporna need about one metric tonne of sugar a month.

Wholesalers, traders or retailers found to have hoarded or refused to sell sugar would be dealt with under the Control of Supply Act 1961, which carries not more than RM100,000 fine or a jail term not exceeding three years or both, upon conviction, he said. Shafie also said using navy ships to send sugar supply to Sabah and Sarawak was faster than through commercial vessels. Sending sugar by navy ships was one of the measures taken by the government to tackle sugar shortage faced by the people in Sabah and Sarawak.
Bulgarian Frigate Sets on Sea Patrol in Lebanon Bulgaria is sending its newest navyship, the frigate Druzki (Intrepid), on a two-month mission to Lebanon within the UN Interim Forces in Lebanon (UNIFEL). A day after the government in Sofia approved the frigate deployment within the UN Interim Forces in Lebanon (UNIFEL), Defense Minister Vesselin Bliznakov explained the frigate will also perform checks on suspicious vessels. He assured that in this form of partaking in the peacekeeping mission, the risk for the Bulgarian troops is considerably less than other variants. The Druzki frigate, with a crew of up to 160, is to be deployed in Lebanon from October 15 to December 15 to patrol Lebanese territorial waters and prevent weapon smuggling. The Bulgarian frigate's participation in the UN Interim force in Lebanon (UNIFIL) has yet to be approved by the parliament. Bulgaria offered the UN three options for Bulgarian participation within UNIFIL: an infantry, medical team or the frigate. The well-armed battleship, compatible with NATO standards, was purchased from Belgium in October of 2005 for EUR 23 M in the first step of the modernization of the Bulgarian army. The 34-day-long conflict between Israel and Lebanese Hezbollah ended on August 14 under UN Resolution 1701. It called for Israel's withdrawal and authorized the expansion of the UN force in Lebanon to 15,000 to help the Lebanese government take control of its southern territory.
Russia, NATO preparing submarine rescue exercises Russia and NATO are preparing international submarine rescue exercises Bold Monarch 2008, Russian Deputy Prime Minister, Defence Minister Sergei Ivanov said at a meeting of the Russia-NATO Council on Friday. “Specialists of the navies of Russia and member countries of the Alliance are taking an active part in the preparation of international exercises of rescuing crews of foundering submarines Bold Monarch 2008. A joint evaluation of interoperability of theatre missile defence systems available to Russia and NATO is continuing”, Ivanov said. He said that “in February 2007, we shall finish another stage of the work, and, in essence, we are fulfilling all tasks that are set by the mandate of the special working group on missile defence under the auspices of the Russia-NATO Council”. “In prospect, the talk can be about the joint development of a device allowing an automated data exchange between Russian and NATO theatre missile defence groupings. I believe that it is necessary even now to elaborate a political and legal basis of further cooperation, including matters of intellectual property protection and transfer of secret information,” Ivanov said. Durban to harbour 'super ships Preliminary design plans for Durban Harbour have been completed and show that the width of the entrance channel is to be more than doubled and the depth increased to allow it to handle "super ships" more than one third of a kilometer long. The face of the busiest harbour in Africa is going to change completely as the present width of the entrance channel at 130m will be increased to between 220m at its narrowest point to 300m beyond the south breakwater. Sakhalin Energy to charter 2 Primorye Shipping Company’s tankers Sakhalin Energy and the Primorye Shipping Company have concluded general conditions of a contract on chartering two oil tankers for a five-year period, the company reported in its press release. The tankers “Sakhalin island” and “Governor Farkhutdinov” of 108,078 tons deadweight each will be used in transporting oil extracted on the Sakhalin II project. The two vessels were built at the Brodosplit Shipyard in 2004 and meet international requirements. Both ice class tankers are designed for low temperatures and the natural and climatic conditions of the Sakhalin shelf, particularly severe from January to March. The Primorye Shipping Company will provide the tankers to Sakhalin Energy for exports of oil extracted at the industrial extracting complex Vityaz since year 2000. Sakhalin Energy and the Primorye Shipping Company have agreed on an enhanced variant of the charter on the rates changing in accordance with the fluctuations of prices in the freight exchange. The Sakhalin Energy Company is the operator of Sakhalin-2. 55% of the company shares belong to Shell, 25% - to Mitsui of Japan and 20% to Mitsibishi.

Formeel neemt Containerships Kursiu Linija over en vormt daarmee Containership Group. Dit bedrijf zet ongeveer 200 miljoen euro om en biedt werk aan vijfhonderd mensen. Volgens de gemaakte afspraken wordt Eimskip in staat gesteld op termijn honderd procent van dit bedrijf te verwerven. Het oude moederbedrijf Finnish Container Finance houdt vooralsnog een aandeel van 35 procent in Containerships. De twee merknamen van de rederijen blijven volgens de huidige plannen bestaan. Containerships exploiteert een vloot van vijf kleinere containerschepen. Daarmee onderhoudt het ook de verbinding Rotterdam – Helsinki. MSC charters big boxers long term Mediterranean Shipping Co (MSC) owner Gianluigi Aponte is cornering the charter market for big boxships with a series of up to 10 long-term charters. MSC has fixed two Zodiac Maritime Agencies-controlled, 4,700-teu vessels for four years at rates in excess of $27,000 per day, according to brokers, finally sublet four 5,500-teu ships from CSAV and is still in the market for another four vessels. A fix and fail saga around the sublet of four 5,500-teu post-panamax ships by Chilean carrier CSAV has finally ended successfully, despite having been reported as rejected by brokers after TradeWinds reported it last week. And another deal, which was off last week, appears to be back on this time for MSC to take four 4,800-teu sisterships from Hamburg-based owner Laiesz in a sublet deal from South Korea's Hanjin Shipping. MSC is forward-fixing the wider-than-Panama-beam Zodiac sisterships Sandra Azul (built 1994) and Sandra Blanca (built 1995). They will become available in late 2007. But the 5,500-teu post-panamax ships Copiapo (built 2004), Choapa (built 2005), Cholguan and Chacabuco (built 2006), jointly owned by German shipowner Peter Dohle and CSAV, are understood to be available much sooner. MSC's charter is confirmed to be in the region of $31,700 per day for four years and, although some brokers were saying the deal had failed, TradeWinds understands it was definitely resurrected by the middle of this week. A sublet deal by Hanjin for panamax vessels managed by Laiesz was also rejected last week by the South Korean carrier because rates of $26,800 per day were too low. Now a deal for four mid-1990s built sisters to the Peking Senator is said to be in discussions at rates of around $28,000 per day for five years. Confirmation of the sublet has not yet been reported but it would fit into moves by Hanjin and its partners to cut back Asia-Europe services and the withdrawal of its German subsidiary Senator Line from some loops on the trade. MSC's sublet of the CSAV-Dohle units is also seen as a good bet by most brokers, although some think the carrier could have got cheaper ships if it had waited until next year to deal on the basis, they believe, that the charter market will drop. However, most say MSC is getting hard to fix post-panamaxes at a low cost, while Dohle pays down a large chunk of the $52.5m cost of the ships ordered in 2003 and CSAV retrieves the vessels when freight markets are healthier. MSC is also understood to have extended the charter of another Zodiac-controlled panamax ship, the 4,700-teu MSC Napoli (built 1992).

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2006 – 187 Hyundai Merchant Marine (HMM) has sold two VLCCs and one long-range-two (LR2) tanker to fund the purchase of Hyundai Engineering&Construction Co, industry players say. According to South Korean sources, Hyundai Group is keen to buy the construction company, which was once part of the group. Hyundai Engineering was placed under the control of creditors in 2001 but recently emerged from a debt-restructuring programme. Its main shareholders, Korea Exchange Bank, Korea Development Bank and Woori Bank, are now selling the company. Hyundai Group, Hyundai Heavy Industries (HHI) and Kumgang Korea Chemical (KCC) Group are all said to be keen to take over the construction company, which is estimated to be worth around KRW 7 trillion ($7.4bn) "This is basically a refinancing deal for HMM," said one tanker source. "The owner needs the vessels to trade and has sold them but it is taking them back on a long-term charters." TradeWinds understands HMM has sold the 300,000-dwt Universal Prime and Universal Brave (both built 1997) and 100,000-dwt Oriental Green (built 1998) to a South Korean or German shipping-finance company and has taken back the tankers for 14 to 15 years. No charter rates have been revealed but shipping players caution the sale may not reflect market levels as it is a refinancing deal with the vessels being taken back on a long-term leases until the end of their trading lives. HMM officials decline to comment on the deal. HMM has been expanding its tanker business in the past few years. It increased its tanker presence by chartering and acquiring resale vessels. Shipping players familiar with HMM say the tanker business has been the most successful unit for the Seoul-based company. "HMM's tanker business has been doing very well. It is the cash cow for the company," said an industry source. Some market observers say the sale of the three modern tankers mirrors the company's previous move of selling off its profit-making car-carrier arm, the proceeds of which were then used to reduce its debt. HMM also operates containerships, bulkers and LNG carriers. The Clarkson database Shipping Intelligence lists HMM with one LNG carrier and 19 containerships under construction at HHI.
Docenave bulker exit
Docenave, the logistics unit ofthe Brazilian iron-ore producer Companhia Vale do Rio Doce (CVRD), is poised to dispose of three Capesizes, the last of its bulker fleet. They are the 152,000-dwt sisters Docebay , Doceriver (both built 1986) and Docecape (built 1987). "We are about to sell the remainder of Docenave's fleet, the three Capes built in the mid-1980s at Verolme Shipyard in Brazil," confirmed Docenave director Pietro Allevato. "We will start negotiations probably next week." The Capes are also the last ocean-going ships in the Docenave fleet. There have been some rumours that the Docebay has already been sold but these are incorrect, says Allevato. Docenave has been selling off its deepsea bulkers to focus on its coastal-container and general-cargo services since 1999. It has disposed of 14 bulkers since 2001, when it announced the intended disposal of its long-haul dry-bulk shipping tonnage. The sales have raised a total of US$134.7m. However, the remaining three vessels could fetch another US$50m in the current market. An average 20-year-old Capesize is worth US$20m in today's market. Brokers believe the Brazilian bulkers are more likely to fetch around US$16m to US$18m each. The vessels may have been difficult to sell in a poor market but will be much easier to dispose of now.

AIRCRAFT / AIRPORT NEWS Geen overlevenden bij vliegtuigongeluk Brazilië Door het vliegtuigongeluk in Brazilië zijn alle 155 inzittenden om het leven gekomen. Dat heeft een woordvoerder van de Braziliaanse president Luiz Inacio Lula da Silva zaterdag laten weten. Het toestel, een Boeing 737, verdween vrijdagavond boven het Amazonegebied van de radar. Het is waarschijnlijk tegen een kleiner vliegtuig, een Embrear Legacy 600, gebotst. "Met grote droefheid heeft president Lula kennis genomen van het nieuws van het ongeluk waardoor
de passagiers en bemanningsleden zijn omgekomen", aldus de zegsman. Lula heeft drie dagen van nationale rouw uitgeroepen na de grootste vliegramp in de geschiedenis van Brazilië. Het toestel is neergestort in de gemeente Peixoto de Azevedo in de deelstaat Matto Grosso. De rampplek in het oerwoud is moeilijk begaanbaar voor reddingswerkers, die hulp krijgen van het leger. Alle inmiddels gevonden lijken waren zwaar verminkt en verbrand. Onder de inzittenden waren ook buitenlanders. De gloednieuwe Boeing 737 van prijsvechter Gol was in zuidoostelijke richting op weg van de stad Manaus in de jungle van de deelstaat Para naar de Braziliaanse hoofdstad Brasilia.
