Ferry disaster death toll up as 9-yr-old dies
Death toll of the National Day ferry collision concluded at 39 as a nine-year-old girl, Tsui Hoi-ying, passed away before 9 pm on Friday at the Pamela Youde Nethersole Eastern Hospital. Hoi-ying's heart had stopped beating after drowning in the accident. She had depended on life support, but was overcome by multiple organ failures on Friday. She was announced dead on 8:53 pm. Tsui's father was killed in the Monday collision, while her mother and brother sustained injuries. Chief executive Leung Chun-ying last visited Hoiying on Thursday evening. He told the media on Friday that the government will provide support to families in need. He recalled it was most emotional when he visited the hospital on Monday evening, where he saw patients anxiously looking for their loved ones, and children perished. Leung said he had also been exhausted over the past few days in handling the aftermath events. Upon verification with Hong Kong Electric, the police confirmed no one was missing and formally called off the rescue effort on Friday. The sunken vessel was actually towed away and beached on Lamma Island since Wednesday. Out of the 87 casualties, 13 remain in hospital as of Friday afternoon and all were in Distribution : daily to 23500+ active addresses

About a dozen passengers on the catamaran were said to have suffered minor injuries as well. The Marine Department and the police continued the joint investigation into the accident. The department urged any eye-witness of the collision to call 2852 4486 to assist in their investigation. Its accident report will be uploaded to the web only after completion of all judicial proceedings. Saturday marks the last of the three-day mourning. Likoni Ferry services halted after accident
News breaking from Mombasa speaks of a heavy truck loaded with oil products having crashed into the ocean at the Likoni ferry crossing about an hour ago, causing the suspension of already fragile operations following the go slow of the staff. The brewing dispute which also spread into the political arena yesterday when embattled transport minister Amos Kimunya stuck his head into the fray, had already resulted in significant delays for locals and tourists crossing the Likoni Channel, and the accident this morning is expected to halt operations for a longer period of time. Arriving and departing passengers, from or to the south coast enroute to the international airport, will be bracing for missed flights again, while those with hospital appointments, business meetings, or else going for studies, will need to reschedule and be patient. There is no end in sight of the simmering labor dispute according to a regular source from Mombasa, as in particular the CEO of the company has allegedly made inflammatory statements not helpful to Reaching a negotiated settlement. Tour operators are now seeking to use a more distant route branching off from the main Nairobi to Mombasa highway via the Shimba Hills and Kwale, but adding extra driving time and added expense. Kenya is at present experiencing a series of public sector strikes, involving of late teachers, university lecturers and doctors, and the labor dispute between the ferry service workers and their union and the management of the company is just one more of such cases. DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2012 – 282 the nationwide Maritime School Assessment Program (MSAP) examination and made the commendation in recognition of the excellent performance by the NTMA students on the examination. The school assessment standard at MSAP comprises categories A and B. A school is deemed to be in category A when more than 75 percent of its students taking the examination in each of the two previous years achieve a better-thanaverage pass rate. A category B rating is given to a school that has a student achieve a top-ten ranking on the MSAP exam. NTMA was named an "excellent school" in both categories. In 2012, the MSAP exam was given to second-year students, and only 32 percent of around 19,000 examinees from 81 merchant vessel seamanship schools in the Philippines passed. However, all 110 students from NTMA taking the exam passed - the only school to record such an achievement. In addition, NTMA students accounted for 29 out of the top 30 taking the Marine Transport course; and in the Marine Engineering course, the top 30 students were from NTMA. The performance on the MSAP examination is regarded as an index that can be used to rank seamanship schools in the Philippines. Performance on the MSAP examination is also an important factor for students hoping to become cadets and core members operating NYK's fleet. NYK continues to foster high-caliber Filipino seafarers to differentiate the high-quality marine transport the company provides. Algoma Central Corporation's 'M/V Algobay' renamed 'Radcliffe R. Latimer' in a rededication ceremony in Port Colborne. The self-unloading bulk carrier, which transports commodities such as grain, coal, iron ore and gypsum to ports around the Great Lakes, St. Lawrence Seaway and Atlantic Canada will now be called the M/V Radcliffe R. Latimer. Mr. Latimer, who recently retired from the Algoma Central Corporation board of directors, has an association with the company spanning 46 years and acted as its chairman between 2003-2010. Mr. Latimer, who lives in Toronto, has had an illustrious business career including CEO positions with CN Rail and TransCanada Pipelines and as a former chairman of Prudential Assurance Canada. The Algobay was originally constructed in Collingwood Shipyard in 1978. After nearly 30 years of service in the Algoma Central fleet, the vessel underwent a major refit, including re-engining and a forebody conversion project at Chengxi Shipyard in China and returned to service with the company in 2010. Greg Wight, CEO of Algoma Central Corporation, said: “Rad has played an important role in the success of Canadian business as well as Algoma Central. It is a privilege to have his name attached to one of our vessels. The Algobay was specifically chosen for this rededication due to Rad’s role in its recent major refurbishment.” Source: Algoma Central Corporation

New oil supply base for Murmansk
Gazflot, the offshore exploration company owned by Gazprom, intends to build a new supply base in the Kola Bay.
The base is planned built by year 2015, company representative Pyotr Kladiev said at a recent seminar in Sankt Petersburg. It will be built for supplies primarily to the Prirazlomnoye and Dolginskoye fields, as well as the Shtokman project, Portnews.ru reports. The base will be located partly on the eastern shore, partly on the western shore of the Kola Bay. It will have an annual turnover capacity of 2,5 million tons of goods. Gazflot from before operates a base in the area. The company admits that project implementation “depends on implementation of the three projects”, some. As previously reported, all the projects are far behind their original time schedules. While production at the Prirazlonoye project has been postponed for another year, the Shtokman project has been put aside indefinitely. The Dolginskoye project in the Pechora Sea was originally to be developed from year 2016, but is now planned only from 2020. Several industrial companies currently consider new facilities on the western shore of the Kola Bay, an area, which is soon to be connected to the Russian railway grid with a new line. Cruise ship tender with 93 passengers runs aground
Officials say no one was hurt when a boat carrying 93 cruise ship passengers ran aground off Bar Harbor, Maine. Harbor Master Charles Phippen said the boat, a tender, was transporting passengers from Bar Harbor back to the Celebrity Summit when it hit a rocky shoal and became stuck. It happened Thursday night at low tide in rainy weather. Phippen tells WZON-AM that a fishing boat and a high-speed whale watch vessel, the Bay King III, came to the rescue to remove the passengers. Lt. Nick Barrow says the damaged tender has been taken out of service and the Coast Guard is investigating the incident. Source : WGME
Floating Armoury Held
The name Sinbad has long been synonymous with sailing – however, of late it has also been associated with floating armouries. The vessel “Sinbad” has become a haven to store private maritime security company (PMSCs) weapons. However, the vessel which has been forced upon PMSCs by the Sri Lankan government has reportedly been held in Fujairah after automatic and semi-automatic weapons were found on board. Sinbad is a “multi-user floating armoury” and onboard are the weapons upon which the PMSCs depend. However, when the vessel was refuelling (either close to or actually inside the United Arab Emirates’ 12-mile zone) it was seized by the local coastguard. Rumours have it, that the vessel had indeed unwittingly strayed into the UAE, though these are not confirmed. The whole development of floating armouries has been a difficult and contentious issue – not least because UK PMSCs are battling with the government for their weapons licenses to allow them to legally use the armouries. However this development could cause operational inconvenience to PMSCs. It could also mean that the supply of armed guards is reduced, and that could see merchant vessels unable to access the security they need. This could be playing into the hands of the pirates, and while the legal and operational debates await clarification – the pirates may not wait to find out the outcome. Source : ShipTalk

Destroyer named after Navy SEAL commissioned
In a ceremony that was more joyful than solemn, the U.S. Navy on Saturday commissioned the USS Michael Murphy, a sleek new warship named for a Navy SEAL who died in Afghanistan at age 29. Cannons boomed, dignitaries spoke of heroism, and nearly 300 sailors charged up a ramp while a band played "Anchors Away" as the destroyer sprang to life in a ceremony in New York Harbor. "You are now our family, our team," the ship's commander, Tom Shultz, told Murphy's parents, before leading hundreds of visitors in a SEAL battle cry. "Hooyah, Michael Murphy!" Shultz said, pointing skyward. Murphy, a Navy lieutenant who grew up in Patchogue, N.Y., was posthumously awarded the Medal of Honor for his actions during a 2005 ambush. Military officials said that after his four-man team was surrounded, Murphy risked exposure to enemy fire so he could radio a base for help. The helicopter that rushed to the rescue was shot down, killing 16 sailors and soldiers. Murphy died on the battlefield. Only one man in his squad survived. The 510-foot ship bearing his name was draped in red, white and blue banners and festooned with flags for Saturday's ceremony on a pier on Manhattan's west side. Navy Secretary Ray Mabus said the ship would guarantee that Murphy's story would be retold. U.S. Rep. Peter King heralded the young sailor for "unbridled courage." U.S. Sen. Charles Schumer recounted stories of how Murphy, since he was a child, had empathy for others. The $1.1 billion warship, built at the Bath Iron Works in Maine, is to be based in Hawaii. Navy sets record of submarine operation without accident for two decades
South Korea's Navy has set a record for operating its submarines without a single accident in 20 years, officials said Thursday. The Navy plans to mark the feat in a ceremony at a naval base in Jinhae on the south coast Friday, officials said. South Korea introduced its first submarine, the Jangbogo from Germany, in October 1992, and now has 10 submarines. "We have accomplished about 400 patrol missions in waters around the Korean Peninsula where the underwater environment is complex," a Navy official said. "Our first submarine, the Jangbogo, set a record of operating 200,000 miles without an accident last year." South Korea's Navy chief, Adm. Choi Yun-hee, hailed the noaccident record, saying in the text of a speech to be delivered at Friday's ceremony that the feat is unprecedented in the 41 submarine-operating countries of the world.

Bron : Amigoe

DP World lone bidder for Rs 600-cr JNPT container terminal
DP World, Dubai has emerged as the lone bidder for the Rs 600-crore container terminal at the Jawaharlal Nehru Port. The price bid for the 330-metre-long container berth was opened this week. The Dubai Government-owned company, which is already operating a terminal at the port — Nhava Sheva International Container Terminal — is understood to have offered to share of 29.09 per cent of the revenue to the Government, it is learnt. Big boost A JNPT official said, since there is only one bidder, the port’s board of trustees will take a decision on awarding the contract in a day or two. There were two other short-listed bidders, but they did not turn up for putting the price bid at the stipulated time on Thursday evening. For DP World, the project will be a big boost as its existing terminal is running beyond its installed capacity. The proposed terminal is located near its existing facility. The new project would come a relief to JNPT, which was forced to terminate the contract for the fourth container terminal awarded to the consortium of PSA International, said a port user. Moreover, the port has been facing a capacity constraint. The proposed terminal will have an annual capacity to handle 6-7 lakh TEUs. The tender for the project was pending for long due to various issues including court cases. The latest case was field by ABG Ports, a Mumbai-based port operator, seeking permission to bid for the project. After exiting from the PSA Singapore consortium that bid for the fourth container terminal, ABG approached the Mumbai High Court seeking permission to bid for the 330-metre terminal. The court on Thursday rejected ABG’s appeal and allowed JNPT to go ahead with the tender, it is learnt. The bid, submitted on Thursday, opened on the same day, a port official said. The port management may wait for the Government’s green signal to award the contract, as it is a case where there is only a single bidder, said a JNPT source. Source: The Hindu Business Line
Bonus for India’s port workers
Over 50,000 workers at India’s 12 major ports are set to receive a productivity bonus of nearly 15 per cent of their annual wages. The productivity-linked reward (PLR) has been set at 14.67 per cent for the year for 2011 to 2012. In addition workers will also receive the PLR for 2010 to 2011 at the rate of 16.30 per cent, after adjusting the ad-hoc payment, which had already been disbursed last year. The annual bonus, which has been approved by India’s Ministry of Shipping, is normally announced before the onset of the festival season in India, which is around the month of October. Announcing the news SR Kulkarni, president of the All India Port & Dock Workers Federation, and chair of the ITF Asia-Pacific dockers’ committee, commented: “This achievement has been made possible due to the solidarity and unity of all the Indian port and dock workers.” Source: ITF

Singapore Cuts Port Fees
Speaking at the Singapore Shipping Association’s 27th Anniversary Gala Dinner, the Minister for Transport, Lui Tuck Yew, announced an exemption to Maritime Welfare Fees (MWFs) for visiting vessels, as the Maritime and Port Authority of Singapore (MPA) continues its efforts to develop Singapore as an international maritime centre. It was pointed out that the MPA continues to work closely with its industry partners to maintain Singapore’s competitive edge. In response to industry feedback, MPA will exempt vessels with a port stay of not more than five days from the payment of MWFs. Dependent on a vessel’s tonnage, MWFs currently range from SGD25 (USD20.33) to SGD175 per stay, and, through the new exemption, vessels visiting the Port of Singapore will thereby be able to reduce their overall operating costs. As part the MPA’s on-going efforts to provide a pro-business environment for maritime businesses and establishments in Singapore, the initiative will take effect on October 1, 2012 for a period of five years. It is expected to cost the MPA an estimated SGD7m a year. MWFs are collected to provide welfare activities, training and subsidy for housing of seafarers from visiting vessels. Even with the exemption, MPA will continue to provide a range of welfare facilities and activities for visiting seamen. In addition, to encourage more maritime companies to train and develop the capabilities of their local employees, the MPA will be raising its co-funding support for its three manpower schemes. Co-funding support for the schemes will be increased from the current 50% to 70% and will also take effect from October 2012, for a period of three years. Source: Tax-News

Wintermar gets $10m aid for fleet expansion
World Bank unit IFC has agreed to invest $10m in Indonesia-based Wintermar Offshore Marine to help the company expand its fleet of offshore support vessels (OSVs). The fleet expansion will in turn serve the exploration and development of Indonesia's offshore oil and gas fields, thereby helping the country meet its energy needs. IFC's latest aid follows a $45m loan provided in January to the Wintermar Group, the largest supplier of OSVs to Indonesia's oil and gas industry. Sergio Pimenta, IFC director for East Asia and the Pacific, said: “Our investment will assist the company's expansion in the remote areas in Indonesia and will help improve infrastructure services in the country.” Wintermar Offshore Marine operates various types of OSVs such as anchor handlers, utility vessels, platform supply vessels, diving support vessels and landing crafts. PNSC, PSO accord to buy vessels
The Pakistan National Shipping Corporation (PNSC) and Pakistan State Oil (PSO) plan to jointly purchase specialised vessels for haulage of Liquid Natural Gas (LNG) and Liquid Petroleum Gas (LPG). Both the public sector entities also intend to jointly handle white oil in future to save around $2.5 billion in freight per annum being paid by the PSO for haulage of around six million tons of POL products. This was disclosed by chairman PNSC Vice Admiral Saleem Ahmed Meenai and PSO managing director Naeem Yahya Mir to Dawn on Friday after signing a long term contract of affreightment (COA) for around three million tons of furnace oil for calendar year 2013. The PNSC since 2002 is handling POL products imported by the oil refineries to meet the annual demand of around 21 to 22 million tons of POL products of the country. Out of this, around six million tons of POL products are being imported by the PSO but it had been hiring foreign flag ships for the haulage.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2012 – 282 The agreement also has the scope of increasing the volume of cargo once the PNSC increases its haulage capacity by purchasing more oil tankers which presently stand at three, and the total number of fleet with bulk cargo and container carriers at 10.Through this agreement, the biggest national oil marketing company would minimise dependence on foreign flag ships and would also reduce its haulage costs by paying in local currency translating into savings worth Rs2.5bn per annum to the exchequer. The heads of both the entities termed the occasion historic and a hallmark for public sector organisations because the haulage agreement would be beneficial towards the growth of the both and would further enhance their contribution in the national economy. The Gulf suppliers of POLproducts to PSO already have haulage arrangements with the PNSC as Kuwait Petroleum has a contract for one million tons and Bakri for two million tons. Consequently this agreement with the PSO would strengthen the flagship carrier`s business and would help further consolidate their fleet of vessels. Additionally, this arrangement would have a positive impact on national economy by increasing employment opportunities for sailors and would improve the skill set of the workforce in the oil shipping business, observed both the head sof PNSC and PSO at the signing ceremony held at the PNSC building. Responding to a question, the PSO chief said that circular debt was not an issue, particularly when the government has given sovereign guarantee and the state-owned oil marketing company, gets funds from the government whenever needed.
Transnet’s Durban Port plans may be scuttled by Municipality
A plan by Transnet SOC Ltd., South Africa’s ports and rail utility, to build a harbor on the site of Durban’s old airport may be scuppered if the east-coast city’s municipality relocates the Virginia Airport to the site, Bloomberg reports. The city placed the operators at Virginia, north of Durban, on a month-to-month lease at the beginning of the year, according to the Durban Chamber of Commerce. The tender for the management of the airport, held by Indiza Airport Management, ends this month. Transnet earlier this year identified the site of the decommissioned airport for a new port to handle an anticipated six-fold increase in container traffic through the port city and signed a 1.8 billion-rand ($213 million) agreement to buy the land. The project forms part of a government plan to improve transport links between the eastern port city and Gauteng, the country’s central industrial area, by 2050. Preliminary estimates so far indicate that 100 billion rand would be Distribution : daily to 23500+ active addresses

Relocating Virginia airport to the Transnet site “is only one option,” city spokesman Thabo Mofokeng said by phone from Durban. “Nothing has been concluded.” Transnet, which took transfer of the land on Oct. 1, is “in the process of pre-feasibility studies and business plans,” Marc Descoins, program director for dug out port operations, said by phone from Durban. “There are no plans to accommodate an airport and no approach has been received from the municipality. It is highly unlikely that we could accommodate an airport as the area has been decommissioned.” Source : PortNews

This watercolour from Hans Breeman shows two well known “old ladies”, from the seagoing SMIT tug history. This watercolour is made as part one of three, commissioned by Luuk Vroombout who is, at present, the new owner of the harbor tug "MAASSLUIS", which has been restored completely in its original beautifulness, also commissioned by Luuk . The watercolours were made, based on photographs, taken on the yearly TUG day (May 12 this year), in Maassluis. The large seagoing tug ELBE (build in 1959) showed herself continuously on that day too, since she is present able to use her two impressive diesel engines. www.hansbreeman.nl The compiler of the news clippings disclaim all liability for any loss, damage or expense however caused, arising from the sending, receipt, or use of this e-mail communication and on any reliance placed upon the information provided through this free service and does not guarantee the completeness or accuracy of the information
