Stricken Russian ship ordered to accept tow off Skye The UK government “took command" of a Russian ship and ordered her to move to a new location. Hugh Shaw, the Secretary of State's Representative for Maritime Intervention and Salvage (SOSREP), acted after a Russian bulk carrier broke down 2.6 miles off Skye on Wednesday with a storm heading her way. The helpless Mekhanik Semakov had been drifting in wind speeds increasing to Force 10 gusts, heightening fears of a maritime accident. A major pollution disaster could have occurred if the 17-year-old cargo ship had dragged anchor and smashed on to rocks. With a storm with 65mph winds racing in from the Atlantic there was little time to act. Stornoway Coastguard realised the potential danger and alerted Hugh Shaw who has the governmental responsibility for major maritime accidents. The ship was in UK waters and under his jurisdiction. He agreed with the coastguards and ordered the Russian captain to accept a tow from the Stornoway coastguard emergency salvage tug. Photo : Jan Verhoog © Early yesterday the tow arrived in Broadbay off Point, Lewis, which was sheltered from the storm which lashed the island yesterday. The Mekhanik Semakov was heading for Ireland laden with a cargo of timber when fuel problems resulted in an engine breakdown. The 2,500-tonne vessel is now anchored in Broadbay off Garrabost. Yesterday the casualty was joined in the bay by her sister ship Mekhanik Kraskovksi, another cargo vessel the 1,500-tonne Defender and the coastguard tug to ride out the southerly gale. Stornoway coastguard station manager James Ralston said it was necessary for the disabled vessel to “get to a place of safety and shelter”. Jim Dickson, Counter Pollution and Salvage Officer for the Maritime and Coastguard Agency, said: “The MCA uses ocean-going tugs such as the Anglian Prince which is stationed in the Minch for just such a set of circumstances. “The Mekhanik Semakov represented a threat to the coastline and environment particularly as the repairs had not been effected as the day progressed, and our concern was the increased rate of drift of the vessel once forecast increased winds arrived." Ferry services to the islands were also disrupted yesterday. The afternoon's sailing from Oban to Castlebay and Lochboisdale was cancelled. The ferry resumes service at 8.30am today, following her normal timetable and will head for South Uist first. No ferries to Lewis sailed at all. The Stornoway ferry runs including Wednesday's and last night's freight services by the Muirneag were cancelled. The MV Isle of Lewis remained tied up fast at the quayside. The two inter-island ferries to Uist and Barra did not operate in the morning though a run on the Sound of Harris was expected later yesterday

Somalische piraterij flink toegenomen Het aantal piratenaanvallen buiten de kust van Somalië is dit jaar met 75 procent toegenomen. Dat heeft het Internationale Scheepvaartbureau (IMB) in Maleisië donderdag gezegd. Het bureau riep op tot een serieuze aanpak van de bandieten die 'straffeloos opereren'. De wateren buiten Somalië, waaronder de Golf van Aden, zijn de gevaarlijkste in de wereld, zegt het IMB. Van de 199 piratenaanvallen in de wereld tussen januari en september 2008 vonden er 63 -bijna een derde- hier plaats. Ook de manier van aanvallen, het geweld dat daarmee gepaard ging, het aantal mensen dat gegijzeld werd en de hoeveelheid losgeld die betaald werd is allemaal gestegen. Vorig jaar werden er in de eerste negen maanden van het jaar in totaal 198 aanvallen gepleegd, wat er op duidt dat piraterij elders in de wereld, zoals bij Indonesië en in Zuid-Amerika, is afgenomen. Van de 63 aanvallen vonden er 51 in de Golf plaats, waarbij de piraten zich richtten op grote schepen die de belangrijke zeevaartroute passeerden waarmee Azië, Afrika en Europa met elkaar worden verbonden. Hierbij werden 26 schepen gekaapt, waarvan twaalf, met in totaal tweehonderdvijftig bemanningsleden, eind september nog steeds in handen van de piraten waren. "Het is duidelijk dat de piraten denken dat ze straffeloos kunnen handelen", zei het hoofd van het IMB. Daarom moet met harde hand worden opgetreden tegen de moederschepen van de piraten. "De locaties en beschrijvingen van deze moederschepen zijn bekend. Regeringen moeten hun marines de activiteiten van de piraten en hun moederschepen laten ontregelen." De intentie om in te grijpen is na de kaping op 25 september van het Oekraïense vrachtschip Faina gegroeid. Dat schip had onder meer 33 Russische tanks aan boord. De NAVO, India en Rusland hebben oorlogsschepen naar het gebied gestuurd om Amerikaanse oorlogsbodems bij te staan die daar al langer patrouilleren om te voorkomen dat de tanks in Kenia aan land gaan. Ook verschillende Europese landen hebben aangegeven te willen deelnemen aan de patrouille. Ondertussen raken water en voedsel aan boord van de Faina op en waarschuwde een woordvoerder van de piraten dat de twintig bemanningsleden vermoord zullen worden als de NAVO besluit aan te vallen. Hij liet zich woedend uit over het bericht van Tomex Team, de firma die de Faina exploiteert, dat het bedrijf slechts een miljoen dollar bijeen had gebracht in plaats van de twintig miljoen die de piraten aanvankelijk eisten. "Dat is waardeloos!" zei hij. "Daar kan je alleen maar een paar nachten in een hotel van betalen!" Toch liet hij weten de bemanning, ondanks de afnemende voorraden, goed te behandelen. "Wij Somaliërs eten niet voor de ogen van een hongerig persoon. We delen ons voedsel met hen." Deze menslievendheid keert zich echter ten kwade als de NAVO het schip aanvalt: "Of we krijgen het geld of we houden het schip. En als we worden aangevallen vechten we tot het bittere eind. Als wij sterven, sterven zij ook."
Piracy attacks soar due to Somalia hijackings: IMB THE NUMBER of reported pirate attacks on commercial shipping rocketed in the third quarter due to the “unprecedented” situation off the coast of Somalia. In its third quarter report the International Maritime Bureau’s Piracy Reporting Centre reported a dramatic increase in attacks in the third quarter with some 83 incidents, out of 199 reported in the first nine months of the year. The IMB directly attributes the spike in the number of attacks to the surge in hijackings off the coast of Somalia. “Piracy attacks off the coast of Somalia are unprecedented. It is clear that pirates in the Gulf of Aden believe that they can operate with impunity in attacking vessels – some of which have included tankers and large bulk carriers,” stated IMB Director Pottengal Mukundan. The statistics for attacks by Somali pirates off the East Coast of the country and the Gulf of Aden offer a stark picture of the scale of the problem. A total of 63 incidents were reported in the first nine months of the year, with 51 in the Gulf of Aden, the major shipping lane linking Asia and Europe. Pirates have hijacked a total of 26 vessels and taken 537 crew hostage, and fired on a further 21 vessels in unsuccessful attempts to hijack them. The indiscriminate firing on of vessels by the pirates has killed one crew member and the use of rocket propelled grenades damaged the hull of a tanker causing minor pollution. The IMB noted the level of violence, number of hostages taken and ransom demands had all increased. Photo/REUTERS Singapore registered ship, the Kota Hening, was attacked by suspected Somali pirates on Thursday night in Kenya’s territorial waters, 180 nautical miles from Mombasa port. The ship, owned by ASL Shipping PTE and managed by Anglo-Eastern Ltd of UK, had 330 containers on board. “We received a distress call and alerted the security agencies,” port harbour master Captain Twalib Khamis said. He said armed pirates in three speed boats surrounded the ship and fired several shots but did not cause much damage. The ship, with 22 crew members — four Indians and 18 Indonesians — arrived safely at Mombasa port at 10am. Maritime sources told the Nation that the 8pm attack raised questions over the Kenya Navy’s effectiveness in safeguarding the country’s territorial waters as this was the second time a ship had been attacked in Kenyan waters in the past week. The sources, who declined to name the ship, said the earlier attack, though unsuccessful, took place near Lamu. Meanwhile, Somali pirates holding the mv Faina have threatened to kill their hostages and set the ship on fire if the ransom is not paid in 24 hours and if they are attacked. The Ukrainian-owned ship was seized a month ago. The sea bandits scaled down their ransom from US$35 million to US$20 million and finally US$8 million but have failed to strike a deal with the ship owners. The frustrated pirates told a Ukrainian newspaper that they had run out of food. A spokesman for the ship owners confirmed that the more than 50 pirates and 20-man crew had run out of supplies. There are reports that the ship is also running out of fuel. The Mv Faina, carrying 33 Russian-made T-72 tanks, rocket launchers and ammunition is now surrounded by a Russian warship, six US warships and helicopters and NATO warships. The Government says the military hardware belongs to Kenya but sources say it was destined for Southern Sudan. Meanwhile, the French navy patrolling the treacherous waters on Wednesday arrested nine suspected pirates and handed them over to Puntland administration. Source : Saturday Nation
Venezuela to build Caribbean naval base
Venezuela unveils plans to build a naval base in the Caribbean Sea while the country is preparing for a joint naval game with Russia. The naval base would be erected on Venezuela's largest island Margarita, said President Hugo Chavez noting that the strategic location of the island makes it perfect for "a naval base of large proportions," AP reported. The US has expressed concern over the Russian-Venezuelan buildup in its backyard but Chavez says the naval base will be used to fight drug trafficking. Director of Russian Federal Service of Security (FSB) Nikolai Patrushev, visiting Chavez at the Miraflores Palace, said earlier that the joint military exercise "is not directed against the interests of other countries". Meanwhile, Russian military expert John Pike of globalsecurity.org. said, "Some of this is the Russians wanting to get even. They see American warships close to their shore; they're going to put Russian warships close to us." The Russian-Venezuelan military maneuver is scheduled for Nov. 10-14 in the Caribbean Sea. Shipping rates have also been hurt by frozen credit markets and a reduction in banks' willingness to provide the so-called letters of credit that traders use to fund purchases of cargoes. ``With higher-end products such as steel and agricultural commodities you're hearing more evidence of the inability of customers to secure letters of credit from the banks, creating a problem moving those cargoes,'' said Doug Mavrinac, an analyst at Jefferies & Co. in Houston. FRENCH DESTROY “PIRATE BOATS”, HAND OVER SUSPECTS THE French Navy has reportedly handed over nine suspected pirates to Puntland security forces, four days after capturing and sinking their vessels. Reuters reports that French handed the nine over in handcuffs on the dock of Bosasso port in the northern province of Puntland. "These pirates had two armed speedboats and wanted to hijack ships off Somalia waters. The French burnt the pirates' boats and then contacted us," Abdulqadir Muse Yusuf, Puntland's assistant minister for fisheries, told Reuters. Meanwhile the International Transport Workers' Federation has given its backing to attempts to lobby for action on piracy from the Indian and other governments. Speaking in support of the campaign by the National Union of Seafarers of India (NUSI) and the Maritime Union of India (MUI) to secure the release of the crew of the Stolt Valor, which was hijacked by pirates in the Gulf of Aden, ITF Maritime Coordinator Steve Cotton commented: “We have asked our colleagues in India to raise our concerns alongside their own in their meeting with the Indian foreign and shipping ministers. Like them we are concerned for the well-being of these men and hoping for a speedy release.” He added: “We will not forget either that there are hundreds more seafarers incarcerated by pirates in often dreadful conditions, in fear and danger. We would like to forcibly remind governments that it is well past time for them to free up their navies and let them tackle these criminals, as authorised by United Nations Resolutions that explicitly call – as does the entire shipping industry – for real action.” He continued: “Limited patrolling is good as far as it goes, but the claims that it’s too difficult to find the pirates or prove what they’re up to ring increasingly hollow when their three mother ships are well known and when the smaller boats they’re deploying and are also operating from shore are packed with AK47s, RPKs and RPGs.” He concluded: “Both the IMO and the UN have listened to us and our counterparts on the employers’ side of the shipping industry and have agreed that it’s time to act - in the way some navies have already done. All it needs now is for governments to allow the naval units in the Gulf to intercept and make arrests. If some of them remain blind to the plight of seafarers then perhaps they will take notice when shipping has to be diverted away from these pirate-infested waters and around the Cape of Good Hope – increasing voyage times by up to three weeks and adding delays and increased costs to food, oil, raw materials and Christmas consumer goods at a time when economies are already facing downturn.” Source : Maritime Global Net

Boat with 73 immigrants intercepted off southern Spain Coastguards Tuesday intercepted a boat crammed with 73 African would-be immigrants, eight of them babies, off southern Spain, rescue services said. The tiny vessel was spotted near the tiny Spanish island of Alboran, midway between the coast of Morocco and the Spanish mainland. The migrants were taken to the Spanish port of Motril, where they were being examined by the Red Cross. Spain has been a magnet in recent years for African migrants aspiring to reach Europe. Authorities fear many of the thousands of Africans who make the perilous journey towards Spanish soil each year die of thirst, hunger or exposure, but there is no way of knowing exactly how many have perished. Spain has worked with other European Union nations to increase air and sea patrols and it has signed repatriation agreements with several African nations that have made it easier to send back clandestine migrants. 'Franse vissers wilden ons tot zinken brengen' Vijftien boten vallen op volle zee Belgische kustvaarder aan Woedende Franse vissers probeerden op volle zee de Belgische vissersboot Thalassa tot zinken te brengen. 'Als de Franse marine ons niet had ontzet, weet ik niet of we deze piraterij hadden overleefd', zegt een zwaar aangeslagen kapitein Jan Ackx (47). Zijn boot ligt nu zwaar beschadigd in de haven van Cherbourg. Woedende Franse vissers stevenden donderdagmiddag af op de Zeebrugge 63/Thalassa, een kustvaarder die in Franse wateren op sint-jakobsschelpen viste, zo'n 17 mijl uit de kust. 'Een Franse visser die ik kende, heeft mij via de scheepstelefoon gewaarschuwd', aldus Jan Ackx. 'Dat gaf ons nog net de tijd om onze dure netten op te halen.' Wat volgde, was een pure belegering. 'Een vijftal Franse vissersboten probeerden ons te omsingelen, onze boot werd bekogeld met stenen en ijzeren staven en we zijn verschillende keren aangevaren waarbij het gevaar bestond dat onze boot zou kapseizen en zinken. Ze gingen ons laten zwemmen en vermoorden, riepen ze door de scheepstelefoon', aldus nog Ackx. De schipper steekt niet onder stoelen of banken dat zijn bemanning zwaar onder de indruk is van het voorval. 'Eén van hen moest naar het ziekenhuis, totaal overmand door emoties. We hebben schrik gehad dat het slecht zou aflopen.' 'De Franse vissers eisten dat we meteen ophoepelden en nooit naar hun visgebieden terugkeerden. Maar waarom zouden we? Wij mogen daar vissen.' Jan Ackx begrijpt de frustratie van de Franse vissers wel enigszins. 'Zij mogen van Frankrijk maar op schelpen vissen van begin oktober tot half mei, terwijl de Europese regels veel soepeler zijn. De voorbije weken waren er Ierse en Schotse vissersboten in Franse wateren actief. En dat stak waarschijnlijk hun ogen uit. Maar om dan op deze manier te reageren...' De man begrijpt ook niet waarom net hij werd geviseerd. 'Omdat ik in Frankrijk woon, houd ik mij bovendien aan de Franse regels op de schelpenvisvangst.' Uiteindelijk kwam een boot van de Franse marine tussenbeide. 'Maar zelfs hun komst bedaarde de gemoederen niet. Op dat moment hadden we het met zo'n 15 Franse vissersboten aan de stok. Onder de ogen van de militairen hebben ze ons trouwens nog eens geramd.' De marine onderwierp de Belgische boot aan een grondige inspectie. 'Toen die was afgelopen - alles was trouwens in orde - ging de Franse marine er gewoon weer vandoor. Ik kon mijn ogen niet geloven. De Franse vissers wilden op dat moment nog steeds bloed zien. Ik heb mijn bemanning dan voorgesteld dat ze bij de Franse marine aan boord zou gaan, zodat zij toch veilig waren. Ik zou op mijn boot blijven, geen denken dat ik die zou verlaten. Maar mijn bemanning wilde niet, ze is bij mij gebleven.' Toen de Franse vissers zoals gevreesd de belegering hervatten, keerde het Franse marineschip na wat overleg toch terug. 'We zijn dan onder hun bescherming naar de haven van Cherbourg mogen varen.' Schipper Jan Ackx heeft bij de Franse politie een klacht ingediend. 'Je zou denken dat het vaarbewijs van de betrokken Franse vissers werd ingetrokken. Maar dat gebeurde niet.' Hoe groot de schade is, moet nog worden becijferd. 'Alle ramen van de scheepsbrug liggen aan diggelen. Ik vrees ook dat we motorschade opliepen toen we aan de omsingeling probeerden te ontkomen. Een scheepsmotor is niet bedoeld om snel van vooruit naar achteruit te worden geschakeld.' Het is niet de eerste keer dat Franse vissers buitenlandse collega's aanvallen. 'Ze willen de vangst van onder andere sint-jakobsschelpen voor zich alleen', zegt Ivan Victor, voorzitter van de Stichting Duurzame Visserijontwikkeling.
Mulling use of private guards on board ships The country's ship owners are contemplating hiring private security companies to guard their vessels when sailing through the Gulf of Aden. "The first hijacking incident involving Malaysian ships made ship owners start looking for ways to overcome pirate threats in the area," he said at the Marine Department's open house here, yesterday. On July 19, Malaysian International Shipping Corporation (MISC) ship MT Bunga Melati Dua with 39 crew members was hijacked in the gulf when it was on its way to Rotterdam from Dumai, Indonesia. Ten days later, another MISC vessel, MT Bunga Melati Lima with 36 crew was also hijacked in the same waters when the ship was making its way to Singapore from Yanbu, Saudi Arabia. Intiaz said ship owners had requested that MISC shared its experiences with them so as to be able to come up with precautionary measures for vessels plying the gulf. At yesterday's event, several crew members of Bunga Melati Dua and Lima were honoured. Marine Department director Captain Datuk Ahmad Othman said the department took the opportunity to host an open house to welcome local and foreign seafarers as well as crew members of the two hijacked vessels. CASUALTY REPORTING 3 killed in ship collision in Okinawa Prefecture A fishing boat and a cargo ship collided about 1.8 kilometers south of Minna Island in Motobucho, Okinawa Prefecture, at 4:50 a.m. Thursday, leaving three people dead and three others injured. There were six fishermen onboard the Kohei Maru, a fishing boat belonging to a local fisheries cooperative in Naha, when it collided with the Shuri, a 9,813-ton cargo ship belonging to Kinkai Yusen Logistics Co., an affiliate of Nippon Yusen Co., which was sailing towards Naha Port with a crew of 11, including its captain, Masato Sato. The impact resulted in all six members of the 14.75-ton fishing boat, including its skipper, Akira Nakamura, being flung overboard. The six fishermen were picked up about two hours later by vessels dispatched by the Naha-based 11th Regional Coast Guard Headquarters and were sent to a hospital in Nago in the prefecture, after which three of them died.

British warship heading to scrapyard A British warship that crashed into rocks off the coast of Australia six years ago is heading for the scrapyard. British guided-missile destroyer HMS Nottingham hit rocks at Lord Howe Island in July 2002, leaving the Royal Navy with a repair bill of nearly $A108 million. Since then the destroyer has been mothballed at the Portsmouth Naval Base. Jane's Navy International magazine said it was unlikely to go to sea again under the Royal Navy White Ensign before its scheduled decommissioning in 2010. The 3,880-tonne destroyer came within minutes of being abandoned and sinking when it hit rocks which ripped a 30-metre hole in the hull. As it sank bow-first only frantic damage control work by the crew saved it. Supply ship HMNZS Endeavour and Anzac frigate HMNZS Te Mana raced to the aid of the stricken ship when it put out a mayday call. It was eventually taken back to England for repairs on a salvage ship. Diesel submarine ‘Zaporozhye’ has experts dismissing its suitability in combat operations. It has stayed near the pier since 1997, and has been undergoing lengthy repairs. ‘Hetman Sagajdachny’, often classified as a frigate, also misses the mark. It was originally built as a border patrol ship for marine regiments of the soviet border guards, but it does not have the fire capabilities of modern anti-submarine patrol ships. The ship also does not have the anti-ship missiles of today’s frigates. Other frigates ‘Nikolaev’, ‘Dnepropetrovsk’ and ‘Sevastopol’ are also becoming out of date, making them increasingly difficult to integrate into a combat unit. Source : Baird Online
Norfolk-based Navy ship runs aground in Black Sea port The destroyer Barry ran aground Thursday as it was preparing to dock at a port in the Black Sea, the Navy confirmed Friday. The incident happened about 10:30 a.m. local time as the Norfolk-based ship was entering the Turkish port of Samsun for a scheduled visit. The ship ran aground in silt as it maneuvered in the port's turning basin, about 200 yards from the pier. A harbor pilot was on board, a Navy official said. Tugs freed the ship with assistance from Turkish coast guard divers, and the vessel is moored at a Samsun pier. Commercial divers conducted an initial assessment of the destroyer Friday and found no damage. A U.S. diving team is expected to do a follow-up inspection today. Depending on the results, the ship will continue on its mission. The Navy plans to investigate how the grounding happened. The Barry left Norfolk in August to join a standing naval maritime group overseas and provide regional security. Indian Navy's submarine fleet in poor health: CAG The Controller and Auditor General (CAG) in his latest report has painted a bleak picture of India's defence preparedness. The report, tabled in Lok Sabha on Friday, says half of India's submarine fleet is in disrepair and a grossly inadequate, three decade-old radar network has left the country vulnerable to enemy attack. The stinging CAG report states that no more than 48 per cent of India's submarine fleet is available for waging war, should India be attacked. The auditors have blamed this situation on an ageing fleet, which the Defence Ministry has failed to replace. Also, the numbers falls far short of the requirement. India's submarine fleet is only 67 per cent of the force levels approved 23 years ago. "The Indian Navy currently hold just 67 per cent of the force level envisaged in its 1985 plan," the report says. At present, the submarine fleet strength of the Navy includes 12 Kilo-class and four HDW. Currently, six Scorpene submarines are under construction at the Mazgaon Docks in Mumbai and the Navy has floated fresh Request for Information to acquired submarines. "Some of the submarines have already outlived their maximum service life," it adds. The report also castigates the performance of the newly acquired sonars costing Rs 168 crore as being unsatisfactory. Scheepsbouw verontrust De Nederlandse scheepsbouw wil technici werven in Roemenië en Bulgarije. Ook moeten bedrijfsscholen worden opgericht. Alleen zo kan het schrijnend personeelstekort worden opgelost. Dat zijn conclusies die staan in het rapport '5x aanpakken' dat Scheepsbouw Nederland gisteren heeft gepresenteerd in Den Haag. In de scheepsbouw werken 35.000 mensen en de omzet is in twee jaar tijd met 60% gestegen. "Het gaat goed in de sector", zei directeur M. Bloem van Scheepsbouw Nederland, waar onder andere de Zeeuwse werven de Schelde en Padmos lid van zijn. Maar om te zorgen dat de scheepsbouw niet ten onder gaat aan het eigen succes moet er veel gebeuren. Bedrijven moeten niet alleen met elkaar, maar ook met de overheid gaan samenbwerken. Begin dit jaar waren er ruim 2500 vacatures en dat aantal loopt op. Er is een tekort aan technici op alle niveaus. Daarnaast treden als gevolg van de vergrijzing de komende vijf tot vijftien jaar drie van de tien werknemers uit. En het aantal scholieren dat afstudeert aan een technische opleiding is te laag. Het gebrek aan nieuw personeel is één van de grootste zorgen van de scheepsbouw. Ook de werving en kwaliteit schieten te kort. Nu 'vindt de opleiding voornamelijk plaats op het college en is er minder sprake van het wekelijks opdoen van praktijkervaring bij dezelfde werkgever'. Daarom moeten er weer bedrijfsscholen komen. Verder moet er in Europees verband geld worden vrijgemaakt om nieuwe typen duurzame schepen te ontwikkelen. Verder moeten bedrijven onderling meer gaan samenwerken bij het verwerven en vervullen van opdrachten.

Vietnam's Nha Trang Shipyard wins US$134 MLN contracts Nha Trang Shipyard of Vietnam Shipbuilding Industry Corporation (VINASHIN) has won two contracts to build four new cargo ships for companies in Norway and Laos. Among the contracts with Laos LS Tourism and Transport Company is worth the US$63 million for two ships of 20,000 and 22,500 DWT. The first 20,000 DWT ship is expected to be delivered in late 2008 and the second one will be handed over in the second quarter of 2009. Hanwha wins Daewoo Shipbuilding bid Hanwha Group, aiming to expand its construction and energy businesses, won the bid for a majority stake in Daewoo Shipbuilding & Marine Engineering Co., allowing it to enter the deep-sea drilling market. A final agreement will be signed in December after Hanwha completes due diligence on Daewoo Shipbuilding, Korea Development Bank Senior Executive Director Chung In Sung said today in Seoul. The bank, which is arranging the sale, didn't disclose how much Hanwha will pay for the 50.4 percent stake in the world's third- largest shipbuilder. Hanwha, with interests from explosives to shopping malls, is seeking to expand into new businesses such as oil tankers and deep-sea drilling structures to boost earnings growth. Shares of its main units fell by their daily limits today on concern the global credit crunch will increase costs to fund the offer, valued by analysts at as much as 7 trillion won ($4.9 billion). ``In the current environment, it will be difficult for companies to finance that much money,'' said James Kim, an analyst at KB Investment & Securities Co. in Seoul. ``Shares in companies that are linked in any way with possible mergers and acquisitions get battered.'' Hanwha offered more than 6 trillion won for the company, Chosun Ilbo said earlier today, citing an unidentified Korea Development Bank official. That's about six times the value of the stake based on today's closing price of 11,000 won. Hanwha Chemical Corp. and Hanwha Corp., units of Hanwha Group, plunged 15 percent today in Seoul trading. The key Kospi index slid 11 percent, as the slowest growth in four years stoked concern the economy is headed for a recession. ``We don't expect Hanwha will have problems raising funds for the takeover, based on the proposal it submitted,'' Korea Development Bank's Chung said. Hanwha said in a statement today it will comply with the rules for the final signing of the accord. Total debt at the three Hanwha units taking part in the bid, including unlisted Hanwha Engineering & Construction Corp., stood at 7.6 trillion won at the end of June, according to Aug. 14 regulatory filings. They held a combined 1 trillion won in cash. Daewoo Shipbuilding's order backlog stood at about $45.24 billion at the end of August, with drill ships and other offshore platforms accounting for a third of the orders. The shipyard builds vessels in South Korea's Okpo City and in Romania. ``Finally Daewoo Shipbuilding will have an owner that will enable the company to become more aggressive in expanding its business and exploring new opportunities,'' said Lee Jae Kyu, an analyst at Mirae Asset Securities Co. in Seoul. Hyundai Heavy Industries Co., the world's biggest shipyard, which also bid for the stake, said it accepts Korea Development Bank's decision. The transaction, the largest in the shipbuilding industry, comes as South Korea shipyards, the world's biggest, show signs the five-year run of record orders is ending as demand for fuel and consumer goods slows. Shipbuilding contracts fell 22 percent in the first eight months of the year, according to Clarkson Plc, the world's largest shipbroker. Even so, orders at South Korean shipyards reached a record $215.6 billion at the end of August, accounting for about 40 percent of the global total of $544.9 billion, Clarkson said. Failure to secure refund guarantees sees new Chinese yard quit building A new private Chinese shipbuilder has confirmed to Seatrade Asia Online it has exited the newbuild sector having failed to secure refund guarantees. Jiangsu Xiangshui Suncia Shipbuilding Industry general manager Sun Jianmin told this website, ‘We do not build ships anymore.’ The yard which was founded last year aimed to build private yachts as well as handysize and handymaxes and had German KG Konig and Cie on its books for four 57,000 dwt bulkers. Construction of the drydock, already a contentious issue among Jiangsu locals who had been forcibly removed from their homes, has now stopped. Ambitious plans to expand into containerships and chemical tankers now look over. This is the second yard Sunica Group has pulled away from. Back in 2004 it invested in Liaoning province in the north of China. After three years at Liaoning Hongguan Shipyard it had managed to produce just two 16,800 dwt tankers and it moved its investment south to Jiangsu. This is the first report of a failed Chinese shipyard amid the global financial fallout. With an incredible 200 odd shipyards either just started or still under construction in China many are likely to go to the wall. Speaking at the Marine Money Asia conference last week in Singapore Mark Pankhurst from Deutsche Bank said during a lively, controversial roundtable discussion: ‘The reality is there is a lot of owners who will walk away from their orders. FPSO Lewek Arunothai departing soon for Arthit EOC Ltd.'s first production, storage and offloading vessel (FPSO) Lewek Arunothai is expected to depart Singapore within a week's time for PTTEP's Arthit project in the Gulf of Thailand. The FPSO will be towed by Ezra Holdings' anchor handling tug vessel (AHT) Lewek Kea to the Arthit field. Installation of the vessel will be supported by Ezra's diving support vessel Lewek Toucan and other contracted vessels. Lewek Arunothai is equipped with 725,000-barrel storage and is capable of exporting 175 MMcf/d of gas. The vessel is expected to start production in the early part of November.

M/V Ocean Papa salvage operations suspended The salvage operations for the sunken M/V Ocean Papa off Malalison Island in Culasi, Antique, have been temporarily suspended, the Philippine Coast Guard (PCG) said Thursday. The PCG said the suspension was ordered because of the blast that hurt two salvage divers while cutting through the sunken cargo ship, which was located 65 feet under the sea. Divers Primitivo Morales and Rodel Lazaro of the CG Gaspar Inc. were cutting through the sunken ship's engine room when it exploded. Lt. Junior Grade Rodolfo de la Peña, chief of PCG-Antique, had said that the explosion could have been caused by the spark of the electrical equipment being used by the divers.. Reports said Morales was still in critical condition and was still confined at the Don Rafael Tumbukon Memorial Hospital in Kalibo, Aklan, while the other diver had been released from hospital. The salvors have already scooped out 84 percent of the sunken cargo ship. The salvors have to create holes on the remaining parts of the sunken ship before pulling them out. Meanwhile, the PCG said they have been seeing oil leaking from the ship. It said the oil leaking from the ship was still manageable and can still be dissolved by using oil dispersants. The cargo vessel sank off Malalison Island at the height of Typhoon Frank last June 21. It was en route to Iloilo City from Manila when it sank due to strong winds and rough seas. The cargo vessel's captain Carlo Kho and a crew member died in the tragedy. Two more crewmembers remain missing. The vessel was carrying 80 sealed drums of 16-metric tons of toxic substance toluene di-isocyanate. The PCG has yet to account for the containers.

Its chief executive said Torghatten aims to further develop public transit routes in northern Norway. Hurtigruten will realize a loss on the sale, but also reduce its debt by NOK 488 million (nearly USD 70 at current exchange rates. The company has been suffering from heavy debt that stems from a major vessel newbuilding program throughout the 1990s. "The sale means that Hurtigruten ASA is withdrawing from ferry operations with the exception of four fast-ferry routes in Troms, which will be operated through 2009," the company said in a statement to the Oslo Stock Exchange. The transaction is subject to regulatory approval, but is expected to be approved by January 5. Hurtigruten has also been trying to sell off its bus transit system, without success. The company announced earlier this week that it was putting two more of its new cruise-type vessels in lay-up, unless the state pays higher compensation for calls at small and remote ports along the coast. There since have been expressions of concern among members of Parliament over Hurtigruten's financial trouble. Government ministers have suggested that more funding may be forthcoming, but likely not before Christmas. Hurtigruten is something of an institution in Norway, with a long tradition of plying the scenic and often stormy northern coast from Bergen to Kirkenes. In recent decades the line has mostly attracted tourists, and there's been speculation of takeover interest among various foreign cruiseship operators. Het waren er om precies te zijn zeven, schrijft voormalig (chef) radarwaarnemer Boud Struijk uit Poortugaal. ,,De radarketen, die tot 1986 dienstdeed, was toen een wereldprimeur.’’ In het meegestuurde Van Ommeren Journaal van augustus 1960 beschrijft Boud hoe een dikke mist in januari 1959 het trein- en luchtverkeer in den lande volledig lamlegt. In die jaren, schijft hij, zorgt mist voor een reusachtige schadepost. ,,Dagenlang is onze wereld niet groter dan enkele meters.’’ Maar in de haven gaat het werk onverdroten voort. ,,Er heerste een bedrijvigheid alsof er geen mist bestond. Dit alles kon alleen doorgang vinden dankzij radar!’’ Radar werkt met radiogolven. Radiogolven kaatsen terug op voorwerpen die ze op hun tocht tegenkomen. Op de radarposten stond derhalve een grote, ronddraaiende antenne die radiogolven uitzond en de echo’s daarvan ontving. Deze golven werden omgezet in beeld. Als wij op een schip lagen te wachten om te bunkeren, konden we aan de radarpost vragen of het schip al was aangemeld in zijn sector. We konden dan inschatten hoe laat we langszij konden gaan om te bunkeren.’’ Goffe Halma uit Hoek van Holland zat in die jaren bij radarpost Tankhoofd achter de knoppen. ,,In 2004 is er een boek uitgebracht, door mij geschreven en samengesteld, over vijftig jaar verkeersbegeleiding in Nederland. Een aantal hoofdstukken is aan de radarposten in Rotterdam gewijd. Niet alleen technische ontwikkelingen maar ook sociale aspecten komen daarin aan de orde.’’ Het was namelijk geen sinecure, dat werken op de radarpost; 24 uur per dag, 365 dagen per jaar waren de torens bemand. Er stond een bed, je kon er koken en douchen, je bivakkeerde er soms dagen achtereen. ,,Mijn vader Wim Bos werkte jaren geleden bij de INA (Internationale Navigatie Apparaten),’’ mailt Marjan van Abeelen-Bos. ,,Eens in de zoveel tijd had hij weekenddienst en moest hij 48 uur doorbrengen in de toren. Mijn moeder en wij, de vier kinderen, gingen hem dan op zondag gezelschap houden. Op de tweede verdieping was een ruime kamer met een prachtige houten vloer. Wij noemden hem de danszaal. Ik voelde me een superster als ik over de vloer walste.’’ Vijf radarposten werden gebouwd door de vader van Garrelt van Waning. Hij schrijft: ,,De architect was B. van der Lecq uit Rotterdam. De aanneemsom voor deze vijf gebouwtjes bedroeg 620.000 gulden.’’ De omgeving van de radarpost is de afgelopen vijftig jaar helemaal veranderd. Russians interested in Stella It looks like the ferry service between St. Petersburg and Helsinki might continue quite soon. According to the local news of Yle’s Kymenlaakso radio two Russian companies and the city of St Petersburg would be interested in buying half of the Finnish company Stella Naves Russia and restart the traffic. Stella Naves Russia closed down its ferry service with the ferry Julia earlier this month due to financial problems, Scandinavian Shipping Gazette reports according to RZD-Partner

ST LAWRENCE SEAWAY DEAL CONFIRMED
MEMBERS of the Canadian Auto Workers (CAW) union working on the St Lawrence Seaway have ratified a three-year labour agreement on October 22. The St. Lawrence Seaway Management Corporation (SLSMC) says that adoption of the contract, covering 1 April this year to 31 March, 2011, paves the way for continued progress in Seaway initiatives to modernize the system and improve its competitive position within the transportation sector. The agreement provides for annual wage increases of 3%, 3% and 3.25% over the three-year span of the contract, one additional paid holiday in February, and increases to shift and skilled trade allowances. The corporation says that the contract includes the necessary flexibility for it to move ahead with the development of new technology, which is expected to improve the system’s productivity and increase worker safety.

to match current demand levels and remove 7,600 TEU per week from our network • services to accommodate AE8 port calls without loss of service connections • Adjust our Asia – Mediterranean services - AE3, AE6 and AE11 - to widen our range of direct port combinations between Asia and the Mediterranean The changes are made in light of the challenging market conditions. “The current Asia – Europe market is characterised by unsustainable rate levels. The changes will support our market position and ensure that our network is sustainable in the long term. Thereby we can continue to offer our customers an extensive and reliable service network in the Asia – Europe trade,” says Robert Kledal, Vice President and Head of Product Management for Maersk Line. The temporary suspension of the AE8 service and the extension of the direct services between Asia and the Mediterranean are in line with network adjustments carried out earlier in the year. “We are continuously optimising our network and looking for ways to make our operations more cost effective and competitive. We believe that the changes we announce today show that it is possible to adjust capacity and in the same time maintain and even expand our service level and coverage,” concludes Robert Kledal. World's first CNG propelled container feeder ship launched This week has seen a dramatic ship design first come to fruition. The Jenjosh Group launched the world's first compressed natural gas propelled container feeder ship from a small yard along the Yangtze. The NP Jenjosh is the first in a series to be commissioned by the pioneering Singaporean company and built at Wuhu Dajiang shipyard.
