UK BUDGET IGNORES SHIPPING
THE UK-based shipping industry looks like being little affected by Wednesday’s budget. "There do not appear to be any significant implications for the shipping sector, which is good news," says Sue Bill, shipping tax partner at Londonbased shipping accountants and consultants Moore Stephens. "UK Shipowners are unlikely to be paying significant amounts of UK corporation tax. Either they will be in the UK tonnage tax regime, or alternatively they may have decided not to elect into the regime due to the availability of capital allowances on their ships. Therefore it is unlikely that measures such as the proposed reduction in the rate of corporation tax will significantly affect UK shipowners. Some shipowners may however be adversely affected by the reduction in the rate of writing-down allowances for plant and machinery which will be reduced from 25% to 20%, if their ships are in the general pool. Whether or not this applies to all ships will depend on the detailed rules," says Ms Bill. "Shipping is in a positive mood and it is good news that overall the Government has not made any drastic changes to the UK tax rules which might adversely affect the shipping sector." The only announcement of direct relevant to the shipping industry was that, once again, it was confirmed that the review of the Residence and Domicile rules as they affect the taxation of individuals remains ongoing. "While the PSi-Daily Shipping News Page 3 3/25/2007
DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2007 – 081 potential outcome of the review is unknown, it should be noted that there are rumours that some individuals will be require to provide more detailed information on their background when completing their 2006/07 Tax Return than was the case previously," comments Ms Bill.
Coast Guard rescues cruise ship passengers
The U.S. Coast Guard rescued two cruise ship passengers in the Gulf of Mexico Sunday after the pair accidentally went overboard more than four hours earlier. The maritime rescue in the Gulf of Mexico 150 miles off the coast of Galveston, Texas, was confirmed by Coast Guard officials, and one passenger on board Princess Cruises' Grand Princess told CNN that the pair is lucky to be alive. "It's amazing these two are alive and well," said fellow passenger Kevin Shaw. The man and woman, both in their early 20s, reportedly had fallen 50 to 60 feet to the sea from a cabin balcony hours after the ship had left Galveston and were in the water about four hours before being rescued.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2007 – 081 Shaw told CNN that the couple was reported missing by friends and were ultimately returned to the ship to recuperate from their harrowing ordeal. CNN said that the ship was bound for Mexico on a 7-day western Caribbean cruise and remained anchored nearby while the Coast Guard conducted its rescue efforts.
Ships pollute more than cars Oceangoing vessels produce greater quantities of a lethal air pollutant, sulfur dioxide, than all the world’s cars, trucks and buses combined, according to a study released last week. The report by the International Council on Clean Transportation calls for international regulators to move aggressively to curb emissions from “bunker fuel” used by freight vessels that contain an average of 27,000 parts per million of sulfur dioxide.
Photo : Willem Kruit © Current U.S. standards for diesel trucks and other vehicles limit sulfur dioxide in fuel to 15 parts per million to protect public health. Sulfur dioxide can quickly kill if too much is inhaled rapidly. Chronic exposure to lower levels has been linked to a variety of respiratory problems. “International ships are one of the world’s largest, virtually uncontrolled sources of air pollution,” said Alan C. Lloyd, president of the ICCT. “Air pollution from diesel trucks and buses in Europe, Japan and the U.S. has declined steadily for over a decade. At the same time, air pollution from international ships is rising virtually unchecked.” The report found that in 2001, heavy-duty diesel trucks, buses and cars burned more than a billion metric tons of fuel and emitted 2.2 million metric tons of sulfur dioxide, or SOX. The same year, oceangoing vessels burned 280 million tons of fuel, far less, but emitted 3.4 million metric tons of SOX, about 17 percent of the global total. Ships also are responsible for 3.6 million to 6.5 million metric tons of nitrogen oxide, or NOX, another pollutant. The report calls on the International Maritime Organization, an independent branch of the United Nations, to gradually cut allowable SOX levels by 90 percent and allowable NOX levels by 95 percent. In addition, they said international limits should be developed for fine particles of soot and for carbon dioxide, the leading greenhouse gas widely believed to be contributing to global warming.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2007 – 081 At request of the MCA (Maritime Coastguard Agency) and in close cooperation with Marint Offshore GPS Marine succesfully delivered pontoon "Olsen II" loaded with a hull to the port of Harwich. The norwegian tugboat "Olsen" lost it's tow during bad weather at the Northsea on the trip from Norway to Iran. The towingwire was broken twice 15 miles offshore Yarmouth. GPS Marine diverted immediately the tug "Muria" to the scene. Around 0345 hours on the 26th of March the Muria arrived on the position of the barge. After a few hours the crew successfully connected the barge and a norwegian seaman, suffering from hypothermia, was taken from the pontoon on board the Muria. On 25th of March at 15.00 hours lt the Muria delivered the pontoon and Norwegian crewmember safely to the port of Harwich.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2007 – 081
The Port of Gdansk has acquired a new short sea shipping service. Two popular container lines with many years of cooperation with the Port of Gdansk i.e. Kursiu Linija of Lithuania and Containerships of Finland have changed the owner. Towards the end of the last year, the Icelandic company of Eimskip, which acquired the majority interest in Containerships, was named the new owner of Kursiu Linija. The new owner - one of the leading European shipowners operating in short sea shipping - has decided to consolidate the services of Kursiu and Containerships under the common name of Containerships Ltd Oy. As a result of the services consolidation, Containerships has become Europe's major shipowner operating in short sea shipping and offering specialist door-to-door deliveries. It maintains a fleet of 11 vessels and over 10,000 containers including highly specialized container equipment suited for the transport of europallets. As of 15 March, this shipowner launched a new container service on the route Liepaja - Klaipeda - Gdansk Immingham - Rotterdam operating on a once-weekly basis. The service is operated by the ship mv Spica with a total of 151 metres in length, GT 7550, NT 3957, DWT 8932 and the carrying capacity of 749 TEU. Thereby the Gdansk Container Terminal has acquired yet another connection operated by Containerships. It now provides three ship calls to Gdansk on a once-weekly basis as part of the following services: St. Petersburg - Klaipeda - Gdansk - Södertälje - Helsinki St. Petersburg - Helsinki - Gdansk - Teesport - Rotterdam Liepaja - Klaipeda - Gdansk - Immingham – Rotterdam
